This publication is a compilation of abstracta.of nuraing,manpOwer

studies currently under utay oy recently cJOIpleted by healtli Manpot4;'er and

analysis study groups throughout/the country. It was prepared under the

sponsorship of the Tnteragency.COnference on Nursing Stattptics.(ICONS),-

an informal association of statisticians from a variety of organizations

directly concerned with compiling and analyzing statistics on nursing.

The descriptive material on each study will enable reader4to exatdine the

scope of available nursing data and aid them to acquire data relevant to

their topic of interest.

This compilation is the seventh volume'in the Nurse Planninsg, Infor-

mation Series. The series is composed of seVtial selected dzonographs and

bibliographies relevant to health planning. The other volumes are listea

on the inside front cover. 0

The'nursing component of the National Health Planning Information

Center provides health planners with a centralizW, comprehensive source

ofinformation on nurae manpower planning to facilitate an improved health

care delivery system in the UnitedStates. The component acquires,.screens,

synthesizes, disseminates, and makes available spetialized documentary

material:on nuraing, ai; well as methodological infOrmation On a wide

PREFACE

The Interagency Conference on Nursing Statistics (ICONS ). is.aninformal association of statisticians from a variety of organizations

directly concerned with compiling and 'analyzing statisties on nursing.'-

The membership presently conSists of representatives from axe American.

Nurses' Association'(ANA).; the National League for Nurd'ing (NLN); heAmerican Hospital Association (AMA); and the Public Health Service,DHEW. PHS meMbership ca'me from the Buiea of Health HAnpower',. BRA,

'primarily from staff of the BHH.Division of Nunsing, and the Natianal

Center fol. Health Statistics. Other prganizatigns and governmentalagencies are invited to send'representatives as the agenda warrants.

The initiation of ICONS arose out of a meeting held in 19.53 of-statisticians from the American ,Nurses' Association and the Division of

Nursing Resources of the P4olic Health Ser/ice ta_diSbuss ways of esti-:feting the country'i nurse supply. In 1954, representatives from ANA,NLN, AHA, and the Division of Nursing Resources met to review the

methodology used to prepare joA.nt estimate's of nurse supply. In 1955,,7the group was named the Interagency Conference an Nursing Statistics

(2) improve quality of nursing statistics and improve methodology;

(3) stimulate new data collection;

-entitled Abstracts of StudiesInteratency Conference on.Nursing

Statistics, was issued ih June 1974, followed by Abstracts of StudiesIn May 1975.. Both of these publications described the studieS.conducted

and/or supported by .members of the Interagency Conference on Nursing

Statistics (ICONS), and-contained data on nurses, nursing students,. or.

thp systems within which nurses practice. AlsO included were a listing

cif basic source books preigared by members.of ICONS; and a seleOted listof surveyirelated to nursing conducted hy other agencies.

The thiet publication of this type, March 1977, expanded the scope-r

of the abstracts to include the above information together with names

and telephone numbers of people to contact for more information about.

,each dtudy, the,availabilitx of:machine-readable data files, and the.

In 1978, coMmjtted as always to the'quality of nurse manpower data,'

the ICONS members agreed that an updated.edition of the Data Source

Directory would he'most helpful to health planners'and rsearOers in

their attempts to effect areawide, coordinated imnrovement, expansion,

and development of hialth.programs and resources throughout the 'country.'

The purpose of this revised Directory is to implement the ICONS recoci

mendation by identifying and updating sources of data rei,evant-to the

study of nursing resources and other areas of coAcern in the planning'

process. Like it's predecessors,, it is not, nor.is it intended to be,-an

exhaustive listing-of.all data Sources dr publications related to..nursirig

'manpower, but is intended to emphasize the major studies or surveys con-\

ducted or supported by the ICOnmembers.'

The revision introduces two. new studieg, The National Sample-Survey

ok.Registered Nurses and the National Nursing Home Survey;,.It also

eliminates some references contained in the 1977 publication,.because

they did mit meee the criteria of relevancy to nursing manpower and use-.

fulness in planning for mursing resources, or data were inaccessible

to the public, e.g. out of print or no publications; or no machine-readable

tape files available. In two.instances, parts of related studies are

combined into one abstract, and.several revisions of previous seleciions

have been made and given new titles.

As in the previous publications, selection of all sources included

in the revision has been.determined by the data, content, i.e., the data

are:t:

relevant to. the study of nurse manpower, and

useful for nurse manpower planning at thp national,

, 'State, or local level.

Members 0 the Interagency Conference op Nursing Statistics sub-

mitted the abiracis of their data sources in the format shown in the

Fact Sheet peScription e(page . The Source Number or identificationV'

numbers were, assigned by the_editor.after all submissions were received.

All other 4nformation contained in the Fact Sheet was,furnished in wtitink

by the IC9N,S members.

Th& aame Fact Sheet, together with thg information contained in

the 197Direttory of Nursing-aelated Data 'Sources,'was used by the

editovaS a basis for telephone calls to the agencies that.are-not

membertof ICONS. The contact persons'iisted in the 1977 publication,

if avetlable, were told the purpose of this compilation, and were _asked

for crent information about their.studies And surveys, new publications,.*t

or sgge,pted aeletiolits. In agencies where reorganization had occurred,

or onasfers oi personnel made since 1976, the current study director

su p4ed the data. The abstracts were then briefed by the editor.

identification number preceded by .the letter A if the stAr is sponsored

by an ICONS member; the leiter B if sponsoreS by.another agency. The

page numbers are consecutive. The Subject Classifications are structured

into the general areas of Nursing Personnel, Nursing Education,,

Health Care Delivery System, and/or the Client Population.

,Because the emphasis of this pubtication is on studies ad sUrveys

conducted or.supported by members of ICONS, the absSracts are presented

n two partS.

Part A coMprises 35 major data sources submitted by ICONS members

who reviewed and updated the information given in the 1977 publication'

and added or subtracted items as appropriate. Each reference classifies

the subject area in one or more of four 'general categories: Nursing

Peronnelt Nursing Education', Health Care Delivery System, Clienf

Population; and lists the following kinds of inf*mation:

Abstract of the Data Collection Instrument The survey provides sta-

tistics on the medically defined prevalence in thell.S. population of a

ployment setting and position, and racial and ethnic compOsition. In addi-

mailed to 7,300 non-military hospitals in the U.S. (89 percent respopse).

The baseline, questionnaire was sent to 2,389 hospitals with at least one

hospital-administered allied health or nurse training program with certain,

-kpresent criteria (87 percent response rate).

?mica Census. Three different survey questionnairea were used:. one for

sample of the popUlation. Both of the sampler questionnaires contained a

wide variety of detailed'questions concerning demographic characteristics,

educatiop, housing, and employment. The forms are shown in "Data Collection

(PSRO) Hospital Discharge Data Set ii a set of data elements which includes

(1) the Uniform Hospital Discharge Data Set (UHDDS), i.e.,

inforMation and definitions ,describing an episode of hospitalization 01

patients discharged from short-.term hospitals; and (2) additional elements

of identification, admission'and discharge dates, attending and operating

physiCians, diagnosis, procedures, expected source of payment, and certi7

fication/extension status. .The program pro4idescomparable data on con-

current review activity for.hospitals fnd PSRO for use in planning,

management, and research. It is sponsored by the Health Standards and

Quality Bureau, Health Care Financing Administration, of the U;S. Department

of Health, EduCation and Welfare. The study is based on all Medicare,

Medicaid and Title.V discharges, maternal and child health/crippled

children's services. It is currently in the data colleCting phase.
