TO THE INHABITANTS OF THE TOWN OF PEM-
BROKE IN THE COUNTY OF MERRIMACK IN
ood OP QUALIFIED TO VOTE IN THE
TOWN AFFAIRS: -
You are hereby notified to meet at the Grammar School Auditorium in said Pembroke, on Tuesday, the eleventh day of March next, at nine o'clock in the fore- noon, to act upon the following subjects:
1. To choose all necessary town Officers for the year ensuing.
2. ‘To hear and act upon the report of the town Ways and Means Committee.
3. To see if the town will authorize the Selectmen to borrow money in anticipation of taxes.
4. To see if the town will vote to charge twenty (.20) cents on and after September I, 1952, on all unpaid Poll Taxes.
5. To see if the town will vote authorize its Select- men to sell any real estate which the town may have ac- quired by deed as a result of non-payment of Taxes; and to authorize the Selectmen to give a deed in the name of the town to the purchaser of such land.
6. To see if the town will vote to accept the follow- ing named funds, in trust, the income to be used for the perpetual care of the cemetery lots indicated:
a) Fred M. Pettengill Fund of One Hundred Fifty ($150.00) Dollars, the income thereof to be used for the care of the Pettengill lot in the Buck Street Cemetery.
(b) Percy L. Ruggles Fund of One Hundred Fifty ($150.00) Dollars, the income thereof to be used for the care of the Ruggles lot in the Evergreen Cemetery.
7. To see if the town will vote to adopt the pro- visions of chapter 171A of the Revised Laws relative to play- ing games of beano in this town.
8. ‘To see if the town will vote to adopt a plan for
extending to employees of the town the benefits of title II
of the Federal Social Security Act (Old Age and survivor’s
Insurance) as authorized by Chapter 234 of the laws of 1951
and to raise and appropriate the sum of $300.00 to defray the town’s share of the cost thereof.
9. If the foregoing article is adopted, to see if the
town will authorize the selectmen to execute on behalf of
the town the necessary agreement with the State of New
Hampshire to carry into effect the plan and to see if the
town will designate the Town Treasurer as the officer to
be responsible for the administration of the plan.
10. To see if the town will vote to raise and ap- propriate a sum not exceeding $200.00 (1/100 of one per-
cent of the Town’s valuation based on the 1951 assess-
ment) to the Merrimack Valley Region Association for the
purpose of publicizing and promoting the natural ad-
vantages and resources of the Town in cooperation with the
other 37 communities in this Region, or act in relation thereto.
11. (By Petition) To see if the town will vote to raise and appropriate the sum of Two Hundred ($200.00) Dollars for a series of Band Concerts.
12. (By Petition) To see if the town will vote to authorize the selectmen to buy road equipment on long term notes. Said notes to be paid out of the regular high- way funds at the rate of $2,000.00 per year.
13. (By Petition) To see if the town will vote to raise
and appropriate sufficient additional funds to complete the
sewer on Academy Road as voted by the Town under Arti-
cle 17 of the 1950 Town Warrant, that is, from the present
sewer, on Pembroke Street, easterly along Academy Road
a distance of approximately twelve hundred (1,200) feet,
the funds appropriated under said Article 17 being in- sufficient to complete the project.
14. (By Petition) To see if the town will vote to elect the Road Agent by popular vote in the same manner as other elected officials of the town.
15. (By Petition) To see if the town will vote to raise and appropriate the sum of Two Hundred ($200.00) Dol- lars for the construction of a black top sidewalk about 150 feet in length, running from Number 3 to Number 21 Corporation Street.
16. (By Petition) To see if the town will vote to raise and appropriate the sum of Five Hundred Dollars ($500.- 00) to be set aside and added to the accumulative Library Fund for building purposes.
17. (By Petition) To see if the town will vote to raise and appropriate sufficient funds to install a hydrant on Grand View Road, approximately Five Hundred Feet from present hydrant on said street.
18. (By Petition) To see if the town will vote to accept a deed from J. Herbert Good to a strip of land Forty Feet in width, beginning at Grand View Road and running in a westerly direction approximately Two Hund- red Feet and connecting with Girard Avenue. Said land to be used and maintained as a town street to be known as Grand View Extension.
19. (By Petition) To see if the town will vote to in- stall and maintain one street light to be located on pole number 5 on Grand View Road.
20. (By Petition) To see if the town will vote to in- stall and maintain one 2500 lumen street light to be located on utility Pole at the corner of Sky View Terrace and Hill- top Avenue, and to raise and appropriate sufficient funds for this purpose.
21. (By Petition) To see if the town will vote to raise and appropriate the sum of One Hundred Nineteen Dollars ($119.00) to install five 6000 lumen incandescent lamps at the following locations.
- on pole No. 1 - Corner Union and Prospect Streets - on pole No. 4 - Corner Prospect and Pleasant Streets - on pole No. 7 - Corner Prospect and Maple Streets - on pole No. 9 - Corner Maple and High Streets - on pole No. 8 - Corner Pine and High Streets
22. (By Petition) To see if the town will vote to raise and appropriate a sum of money, in an amount to be de- termined by the Selectmen, to oil Sky View Terrace for a distance of Two Hundred Feet and Hilltop Avenue for a distance of One Hundred fifty feet. Said streets were ac- cepted at the 1948 Town Meeting.
23. (By Petition) To see if the town will vote to raise and appropriate sufficient funds to rebuild Pembroke Hill
Road from Pembroke Street to Beacon Hill Road and to rebuild Brickett Hill Road from Pembroke Street to Pem- broke Hill Road.
24. ‘To hear the reports of auditors, agents and com- mittees or officers heretofore chosen, and to pass any vote relating threrto.
25. “Lo transact any other business that may legally
come before said meeting.
The polls will be open until six o’clock in the afternoon.

To the School Board of Pembroke:
It is a pleasure to present my fifth annual report of the
schools of Pembroke. May I express my thanks and appreci-
ation for your help in making this school year a happy and
a progressive one.
Grades seven and eight were returned to the Grammar
School after two years on foreign soil. This was made pos-
sible by the addition of new rooms and nearly an entire
new plant. Grades one through four are housed in the ad-
dition along with the lunch room, the new kitchen, and the
new auditorium-gymnasium, while grades five through 8
are retained in the older building with a larger room for the
health department and a special room for remedial work.
At the opening of school in September, six new teachers
were in evidence. Mr. Robert P. Weber came to the Gram-
mar School from Pembroke Academy and Mrs. Muriel A.
Sargent replaced Mrs. Gladysz. These teachers teamed with
Mr. Chase and Mr. ‘Tierney to continue in the departmenta-
lization of grades five through eight. Mrs. Lois Merrill was
elected as instructor for the girls in Grades 7 and 8 in
Homemaking.
Miss Jane Harrigan was engaged for Grade 4 and Miss
Dorothea Carr for Grade 2.
Feeling the need of remedial instruction, not only for
those children who are having difficulty, but also for those
youngsters whose work might be enriched with individual
guidance, the School Board made, in my opinion, one of
the greatest advancements in the educational development
in the Pembroke school system. We already see the results
of this innovation because boys and girls for the first time
are acquiring individual personalties and interests never
before experienced or developed because of the size of the

classes and the time allotted to individual aid. A phase of
education of this nature must work from the very begin-
ning and therefore it was necessary to elect a teacher with
experience and an understanding of the needs of children
wherever in the system and at whatever station in life -
mentally, emotionally, physically, and socially.
It was not until well along into the summer before the
Board finally began the experiment with Mrs. Gertrude
H. Washburn. It is my firm belief that she has so far done
a fine piece of work and hope we may be able to continue
to hold her services for the coming year.
Woodworking for the boys of the seventh and eighth
grades was also added to the curriculum again and is super-
vised and taught by the principal, Mr. Donald L. Chase,
along with his other duties as an administrator and class-
room instructor.
On November 1,1951, Miss Jane Harrigan resigned and was
replaced, after considerable worry because of the shortage of
teachers, by Mrs. Nellie Brooks. On February 1, 1952, Mrs.
Brooks resigned and we are now trying to find a teacher who
will be satisfactory and at the same time meet the needs of
the school and the requirements of the State Department of Education.
Because of the increase in the size of the school from the physical point of view, Mr. Ovid Joyal felt that it was im-
possible to continue in the capacity of building custodian.
To meet this situation, the School Board was very fortu-
nat in securing the services of Mr. Walter Bergevin. He has
been an asset to the school since he was hired for the job.
Let us hope that he will be able to continue in that capacity.
More and more must the citizens of the town face in-
creased enrollments. For the past four years the enrollment
in the first grade has not been less than 30 pupils and from
the census taken at the beginning of this school year in
September, this figure promises to be 40 pupils or more
when school opens in the fall of 1952. And this will un-

doubtedly continue for the next five years. This problem
is serious, not only because of teacher load, but also from
the standpoint of the learning process, especially in grade
one. We are using four of the new rooms already for classes
and with the increase of first grade children it will mean the
furnishing of the fifth room and the electing of another
teacher.
For another year let me emphasize the fact that budget
increases will be greatest under two or three items - teachers’
salaries, tuition, and transportation. Last year Principal
and Interest were added to these items.
No person living today can predict with any degree of
accuracy the result of the educational costs in the country.
We are sure, however, that in order to keep America strong
and free, education must be its foundation. Children must
be taught to think independently as individuals to meet
their problems “head on” and attempt to solve them. This
means good instruction and understanding teachers as well
as, and just as important, an enlightened citizenry. This
means more and more funds. However, it is for the men and
women of the town to decide the kind of education they
wish to purchase for their children.
May I again thank the School Board, the parents, chil-
dren, teachers, and taxpayers of the town for understanding
the needs of our children in their educational development.
It is my humble hope that education continues to open the
roads to a better understanding of our problems.

Report of the Principal of Pembroke Academy
To the Trustees of Pembroke Academy and the Super- intendent of Schools
I am presenting my fourteenth annual report of the school organization and educational activities at Pembroke Academy during the year 1951.
Teaching Staff and Enroliment
School opened Wednesday, September 5, 1951 with an en- rollment of 174 pupils, a staff of eight regular and two part- time teachers.
The present staff is as follows:

The Student Council is just beginning its first year and
is feeling its way gradually and surely. The first big task
was to draw up a Constitution and elect officers. There
was a regional meeting early in the fall at Goffstown High
School. From this meeting our group gained much help and
confidence. Mr. Edward Currier is our Faculty Adviser and
under his guidance this body is planning bigger and better
things. Through Mr. Beal’s acquaintance with Mr. Lloyd
Creighton, a former teacher at the Academy, an exchange of five students, has been arranged for this year. ~
The following students from Pembroke Academy visited Mr. Creighton’s school, Pembroke High School (Mass.) for
a whole week in November. Thomas Robinson, Miriam Foss, Joan Merrill, Jean Gilbert, and Richard MacKenzie.
These students will be hosts to the following group from
Massachusetts sometime this spring: Leonard Creeden, Wil- liam Webb, Roberta Cousins, Nancy Romine, and Dorothy Butler. 7
The Council is interested in planning Club Activity and in sponsoring a series of Square dances,
Noon Lunch Program
Under the direction of Mrs. Alice Bean, Home Economics
teacher, and with the help of Mrs. John Farnum and Mrs.
Everett Mozier in the kitchen, our noon lunch program
has been continued this year and a well-balanced meal is
being served daily to from 60 to 80 students. This program
is under the direction of the State Department of Education
and the Academy receives partial help financially, as well as,
some surplus commodities. To date this program has been practically self-supporting.
Music
Mrs. Mabel Reed is the music supervisor at Pembroke -
Academy and gives one afternoon a week to work with the
school chorus and Freshmen chorus, as well as, with the
Boys’ and Girls’ Glee Club, special groups particularly for
the experience at various popular affairs, as well as, at such
school affairs as Prize Speaking, School Plays etc.
This spring the students plan to give the Spanish oper-
etta “In Gay Havana”. The state music festival will be held
in May at Laconia. The following students have been chos-
en from Pembroke Academy to participate in the state chorus: Jean Gilbert, Lois Stevens, David Yeaton, William
Bickford. David Childs has been chosen to play in the
orchestra.
Prize Speaking and Dramatics
Mrs. Elizabeth Morrill had the supervision of the Austin
Prize Speaking contest, as well as, the Christmas Play and
coached several of the pupils who participated in the state contest at the University of New Hampshire. Those taking part at Durham were Miriam Foss, Joan Merrill, Janet
Murphy, Joanne Culberson, Bernard Cole.
Speech and Debating
Pembroke Academy is a member of Bates Debating
League again this year. Under the direction of Miss Mabel Hayes plans are beginning to mature.
On Saturday February 16 an Affirmative team will jour-
ney to Portland, Maine.
Shop
Under the direction of shop Instructor, John Burkhardt,
same steady progress is being made as in the past. Spring
exhibit of the articles made in the shop during the year
is planned for late in May, in addition to their regular
work the shop boys have made stage settings and equip- ment for our plays and operetta.

Sports
Mr. Crotty has been coaching the varsity boys’ basketball,
and Mr. Currier has been handling the JVs. Both boys’ and
girls’ teams are members of the Central New Hampshire
Interscholastic League again this year. The boys played an
exciting game at Pittsfield recently and won the league
trophy for this year. They lost only one game to Goffstown.
In addition to this honor the boys have won the right to
compete in the class B Tournament at Durham, New
Hampshire. Their achievements this year have been.a tri-
bute to their indomitable will and courage, as well as, to the
ability of their coach.
Mr. Crotty has continued his gym classes this year, work-
ing with the boys twice a week. A “Gym Night” is planned
early in April. Due to the full academic program of Miss
Nourse it was impossible to arrange these classes for girls
this year.
While the lighting arrangements in the gym have been
more satisfactory this year there is still room for improve-
ments, and the lack of seating capacity, as well as, in-
adequacy in the size of the gym are handicaps which will
continue to cause concern in the years to come.

D. A. R. “Good Citizen”
Under the auspices of Buntin Chapter, D.A.R. the members
of the senior class of 1952 and faculty selected Joan Grimes
as the girl best representing the “Good Citizenship” quali-
ties of scholarship, leadership, dependability, patriotism,
and citizenship. Miss Grimes has been a loyal citizen in
both school and community during her four years at the
Academy.
Conclusion
This has been another year of progress. Interest and co-
operation in the Community is good. As I write a group
of men and women are contemplating plans to give the boys
and girls of our Athletic teams a banquet in the gymnasium
in the near future. The students are loyal and interested
and are striving to work out their mutual problems in a
democratic way. Only ten students have left school to date,
and only six of these will probably not continue their ed-
ucation at this time. In an extremely harsh winter from the
weather point of view, we have maintained a percent of at-
tendance of 95.21 and a low tardiness percent.
In closing I want to thank Superintendent Watson, the
Trustees, and the teachers for their sympathetic interest
and cooperation in our mutual problems.

New Hampshire faces a real forest fire problem and
challenge! ‘To meet it successfully, New Hampshire and your community needs YOUR thoughtful and cooperative effort.
Continuously heavy lumbering operations following the hurricane has produced more than 4 billion board feet of lumber. This lumber helped win World War II, meet post war needs and now the current requirements for the Korean military action. But it has added nearly 900,000 acres of slash to our already sizeable slash pro- blem.
When YOU fail to use needed precautions while burning in or near woodlands __
When YOU fail to secure the required permit from your local forest fire warden before burning ——
When YOU are careless in smoking near woodlands__
When YOU throw lighted cigars, cigarettes and matches from vehicles moving along the high-
way —
YOU are violating fundamental common sense and may easily contribute to a substantial and costly fire. Such conflagrations are possible because of the hun- dreds of thousands of slash acres throughout the state!
REMEMBER - the fire YOU prevent might be one which could conceivably burn YOUR property and harm YOUR community!

The Pembroke Water Works rent for hydrant service was increased by $400 over last year. Therefore, it can be readily seen why our appropriation was exceeded.
Total number of bell alarms seventeen. Due to the co-
operation of the citizens of this Town with the Fire De- partment, we have had the least number of fire calls since
1936; consequently, the lowest all time record of fire losses for the year.
It is a known fact that the old White Pumping Engine is not in a reliable condition. Parts are not readily avail- able. A used Pumper has been purchased for its replace- ment. The Citizens of Pembroke who are desirous of maintaining equipment at Fire Headquarters within reason have donated a substantial sum of money for its purchase. This apparatus is expected to arrive sometime in April.
Announcement has been made to the effect of a reduction in Fire Insurance rates in this Town due to the new water system, a pumping engine to be added of suitable capacity and an efficient Fire Department.
