Sikkim Divyang Sahayata Samiti is a Non-Governmental Organization formed in

the year 1999 and formally registered on 29.01.2001 by the law Department,

Government of Sikkim vide serial no. 1168 VOL No. 1in accordance with the

notification no. 2602A/H dated 25.03.1960. Since the inception, SDSS has been

working selflessly for the welfare of the divyang people in the state of Sikkim.

SDSS provides artificial limbs, wheel chairs and crutches and for the maintenance

of these, we have trained technician also. We conduct skill development trainings

such as: Computer Training, Khada Making, Beautician Training, Bamboo Crafts,

etc., in collaboration the government and different NGOs of India for the welfare

of divyang people.

We also get Cleft Lip/palate surgeries done by “Smile Train India” with the help of

Plastic Surgeons from other states of India supported by local doctors and staff of

Sikkim Health Department, SMIT Manipal and other NGOs.

We also have started the construction of a “Rehabilitation Centre” at Reshep,

Tokal Bermiok, South Sikkim for which we are raising funds and we hope to

complete the construction soon for which we need support from one and all.

Sikkim Divyang Sahayata Samiti is also granted registration u/s 12AA with

subsection (a) of 12A of the Income Tax Act 1961 with effect from 01.04.2012 and

is also qualified for deduction u/s 80G(5)(vi) of the Income Tax Act 1961.

Lastly we want to say that, nothing is possible without the help from the

Government and our well wishers like Honourable Governor of Sikkim, Different

Government Departments of Sikkim, Private Companies, etc.

Earlier our organization was known as Sikkim Viklang Sahayata Samiti but now it

is known as Sikkim Divyang Sahayata Samiti.

We thank all our members, well wishers and donors for their support throughout

the year.

A Special Executive Body Meeting was held under Dr. Savitri Hamal (President, Sikkim Divyang

Sahayata Samiti) on 04.05.2019 at the Office cum Workshop of the Sikkim Divyang Sahayata Samiti,

Zero Point, Gangtok.

Resolution Passed

1. It was unanimously decided to take up the New project of “Integrated Child Protection Scheme”

(School–cum-Rehabilitation Home) at Reshep, Tokal Bermiok Centre of Sikkim Divyang

Sahayata Samiti. It was further decided that the project has to be taken up with due discussion

with the concerned departments by the Committee to be formed for this project.

2. Further, it was decided to meet the officials and Secretary of the Social Welfare Department to

get the exclusive view of the above project to avoid future complications and misunderstandings.

Regarding Khada project, it is learnt that since the demand is increasing, it is decided to form a

Coordinating Committee of the following members to market and procure the product. Proposed

Committee Members are as follows:

i) Mrs. Purnima Sharma

ii) Mrs. Shobhna Pandey

iii) Miss Amrita Gurung

iv) Mrs. Chandra Kala Pradhan

The above committee will look after the procurement and marketing of khadas to various

commercials, government organizations and business houses.

3. About the new project under JIV DAYA FOUNDATION, New Delhi, it was decided that these

types of donor/funding agencies be tapped for funding our organization in various fields,

especially persons with disabilities and amputee as well as speech therapy assistance. It was

resolved that this opportunity must be grabbed and apply for grant as per the terms of JIV DAYA

FOUNDATION. Miss Droupadi Ghimiray, who is already having been discussing with JIV

DAYA FOUNDATION and this board, authorizes her to go ahead with the project.

An Executive Meeting was held at the office cum workshop of Sikkim Divyang Sahayata Samiti, Zero

Point, Gangtok on 15th June 2019

Agendas for the Executive Meeting

1. To meet Hon’ble Chief Minister either on 18th – 19th June or within 24th to 26th June, 2019.

2. To meet Hon’ble Minister for Health Care, Human Services & Family Welfare, Social Justice,

Empowerment & Welfare Department and UD & HD, Government of Sikkim.

3. Mrs. Purnima Sharma with her team to go to different department for sale of Khada.

4. To invite Money Trust of Kalimpong, Namaste Darjeeling for survey of orthopedic patients of

Darjeeling and Kalimpong.

5. Fund collection.

6. Appointment of Office Assistant.

7. To finalize the date for Annual General Body Meeting of SDSS

8. Vote of thanks.

It was also decided to appoint 3 executive board members whose names are as follows

Hence, all the new members are requested to submit their necessary valid documents at the earliest

possible at the office of SDSS.

The meeting concluded with the offering of Khada to the new members by old members of the SDSS.

The Annual General Meeting of Sikkim Divyang Sahayata Samiti was held on 8th August 2019 at its

office cum workshop at Zero Point, Gangtok chaired by Dr. Savitri Hamal,, President of Sikkim Divyang

Sahayata Samiti. Other members present were executive members, life members and non-executive

members of the organization.

RESOLUTION PASSED

1. Resolution passed on the previous meeting was withdrawn on the nomination of Treasurer. The

former treasurer will continue till the new governing body is officially appointed. However, the

Treasurer, or other appointees proposed in 2018 can be considered for the next term.

2. Staff and working hands of our organization should be provided TA as per standard norms.

3. It was decided to focus on the projects of NITI Ayog to tap the funding by which we can expand

the activities of the organization.

4. Khada project to be expedited so that funds can be generated from various sources. Mrs. Purnima

Sharma and her team will spearhead this venture.

5. It was further resolved that a New Project be taken up by our organization in the field of female

disabilities and their hygiene regarding menstruation and this project to be handled by Ms.

Upasana Khawas Basnet.

6. It was also resolved that all new appointments and terminations should have the approval of at

least 5 members of the executive board including president. Appointment order will be issued on

temporary basis for a period of 11 months, which would be renewed based on the performance of

the incumbent.

7. The meeting also resolved to pay the office rent to UDHD. The renewal of registration of our

organization needs to be taken up with the Law Department after submission of Annual Report

and Audit Report.

8. It was also decided to request the UDHD to carry out repair work of our Gangtok Office with an

aim to stop the seepage. In case, UDHD is unable to do so, we would explore the possibility of

carrying out the repair work from other sources.

9. A concerned effort will be made to enroll more members in our organization.

An Executive Meeting was held at the office cum workshop of Sikkim Divyang SahayataSamiti, Zero

Point, Gangtok on 16th August 2019 and the agendas of the meeting were:

1. Making of Sikkim Divyang Sahayata Samiti office Board.

2. Appreciation letter to the Principal, Namphing Govt., Junior School.

3. Discussion on the New Project of Sense International India.

4. Any document of existing or new project should be signed and approved by at least 6 members in

provision of funding and implementation.

The executive body meeting of Sikkim Divyang Sahayata amity was held at its office on 2nd September,

2019 at 01:00 PM. The meeting was chaired by Honourable Advisor/Patron Mr. tempo Bhutia.

The meeting was attended by the following members:

At the beginning of the meeting, the project director, Ms. Droupadi Ghimiray furnished some background

information about the schemes and projects viz. JIV DAYA FOUNDATIONS, SENSE INDIA

INTERNATIONAL and SCHOOL-CUM-RESIDENTIAL HOME FOR DIVYANGJANS implementing

the organization shortly and requested all the members to give some valuable inputs for the execution of

these projects and schemes. All the members took active participation and the following resolutions were

passed.

RESOLUTIONS PASSED

JIV DAYA FOUNDATION: The meeting resolved to implement this project and it was also decided that

this will be headed by Programme Manager Mr. Sanjeev and Ms Sania Gerewal, Prosthetic Engineer for

the execution of the said project. This project will be set up in the old STNM Hospital for easy

accessibility of the PWD’s after obtaining permission from the concerned departments.

SENSE INDIA INTERNATIONAL: It was also resolved to implement this project as soon as possible

and the project will be headed by Dr. Bina Basnet and Dr. M. B. Chettri supported by Ms. Ashika

Pradhan and other members of the organization.

SPECIAL SCHOOL-CUM-RESIDENTIAL-HOME For All Categories of Disabilities: The meeting also

passed a resolution to start this scheme under ICPS, Social Justice, Empowerment & Family Welfare

Department, Government of Sikkim in our new building at Reshep, Tokal Bermiok, South Sikkim. PD

informed the house that as per the direction of the Chairman, CWC, the proposed CCI should make

functional from the month of December 2019 with 2-3 CWSN in the initial stage to get it register under

Juvenile Justice Act and also for sanction and release of grant for the FY-2020-2021 from the ministry.

ELECTION OF NEW EXECUTIVE MEMBER: The house proposed to elect new executive members

especially for the post of Vice-President and Treasurer. Shri Rajesh Verma, who has been a life member

of our organization since 2011, is serving the organization since then. He was elected as a new Vice

President and Ms. Uden Bhutia as a Treasurer in honorary capacity. Ms. Bhutia was elected in place of

Mr. B. K. Baraily, who was released from the post of Treasurer due to ill health.

APPOINTMENT OF STAFFS: The members unanimously resolved to appoint the following staffs for

the post of a Computer Operator in the office of SDSS at Zero Point, Gangtok, a cook at Multi-Purpose-

Rehabilitation Centre, Reshep, Tokal Bermiok, South Sikkim and a driver for our official vehicle.

Mr. Bikash Pradhan was appointed as the Driver on temporary basis for Multipurpose-Rehabilitation

Centre at Reshep, Tokal Bermiok, South Sikkim and Mr. Passang Namgyal Bhutia as the computer

Operator for the office of SDSS at Zero Point, Gangtok, w.e.f 2nd September 2019 at monthly salary of

Rs. 7000/- each.

ENGANCEMENT OF SALARY OF 2 STAFF: The members unanimously resolved to enhance the

salary of 2 staffs namely Ms. Jani Maya Chettri and Ms. Purna Kumari Kami of Multipurpose-

Rehabilitation centre at reshep, tokal Bermiok, South Sikkim from Rs. 2000/- to Rs. 2500/- each from the

month of Augusr 2019.

The members unanimously resolved to start the ground leveling work at Reshep, Tokal Bermiok, South

Sikkim.

Finally, the meeting was concluded by Ms. Droupadi Ghimiray, Project Director, SDSS with vote of

thanks to all the members present.

After the visit of Sense India International at MPRC, Reshep, Tokal Bermiok, South Sikkim on 18

October 2019, the delegation of Sense India International visited the office of SDSS at Zero Point,

Gangtok on 19 October 2019. A quick meeting was held with the board members of SDSS regarding the

accounts and other valid documents of SDSS. After meeting, the delegation of Sense India International

reviewed all the documents of SDSS including Audit Report, Cash Book, Ledger Book, Vouchers, etc of

the last 3 financial years.

A meeting was held on 16.11.2019 to discuss for the about “WORLD DISABLE DAY” at the office of

Sikkim Divyang Sahayata Samiti, Zero Point, Gangtok. Members of SDSS were present and suggested

that we will be solving the problem of budget with Dr. Pempa T. Bhutia, first on 18.11.2019.

On the occasion of “WORLD DISABLED DAY”, members decided to organize an “AWARENESS

CAMP” at the old S.T.N.M. Hospital. All the members were required to come at the hospital and rest of

the dignitaries will reach at 10:30 a.m. onwards.

Next, we will be working for project “SENSE INDIA INTERNATIONAL”. All the members agreed for

the project and will be supporting and advocating for the project.

A broad discussion was held on the “Action Plan” to begin the Sense India International project. The

following points were discussed:

Training for doctors will be organized in the first week of November 2019 (Under Social Welfare

Department).

SDSS to share the template with Sense India.

SDSS will go through the draft MOU with suggestion/Feedback

Submission of registration numbers of Executive Members.

For Due Diligence Project, official email id to be made.

A separate bank account for the Due Diligence project should be opened.

Lastly, it was decided that Ms. Snumit Targain will be working as the acting General Secretary from now

onwards due to deterioting health of current General Secretary Mr. B. K. Baraily.

The meeting concluded with the discussion and suggestion by the members of Sikkim Divyang Sahayata

Samiti and vote of thanks to all the members.

A meeting was held at the MPRC, Reshep, Tokal Bermiok on 26:02:2020 between Sikkim Divyang

Sahayata Samiti Board Members and the delegations of NHPC (Teesta V). During the meeting, it was

informed to the delegations of NHPC (TEESTA V) that there are lots of cracks in the old building, which

was constructed by NHPC (TEESTA V and so SDSS needs help from NHPC to repair the cracks as these

are very serious cracks in the building. It has been also decided to use the old building to run classes for

the disabled Children.

Apart from the repair work, SDSS requested NHPC (TEESTA V) for the following requirements:

1. 30 beds with Cabinets 2. Cupboards on the walls 3. Cupboards for dispensary 4. 5 White boards and markers (with round table) 5. 15 Table with wheels

The meetings concluded with the advised made by General Manager of NHPC (TEESTA V) to submit the

details of requirements at the earliest possible by SDSS.

Egg Incubator was received from Sikkim State Council of Science & Technology, Government of Sikkim after completing 2 days (5th and 6th Nov 2019) training in Hatchery. From Sikkim Divyang Sahayata

Samiti 3 persons took part in this training whose names are Mr. Khillan Tamang (Technician, SDSS),

Miss Sujana Pradhan (Staff, SDSS) and Mrs. Sangita Ghimiray (Member, SDSS).

Sikkim Divyang Sahayata Samiti received a project regarding DeafBlind/MultipleDisability with

VI/HI/MSI from Sense International India,

Gujarat in the month of November 2019. The

project was started from 17th January 2020 and it

is continuing in the districts of East and South

Sikkim. Basically, the purpose of this project is

to identify the children/people with

DeafBlindness, MultiSensory Impairment and

Multiple Disability including Visual Impairment,

Hearing Impairment from all the districts of

Sikkim and to build up their capacity and

capability through education and different kinds

of training.

We started met various government officials of

different government departments to collect data of Persons with Disabilities from such as Joint

Commissioner Dr. M. B. Chettri (HRDD Department), Mrs. Chandra Bhandari (State Coordinator), Mr.

Ram Dhakal (Principal, Spastic Society of Sikkim), CMO of Singtam Hospital, Dr. Tshering Laden

Bhutia (Senior Special Educator) as well as different private and government schools.

Since 17th Jan 2020, we have been working in the districts of East and South Sikkim. We have visited

different rural and urban areas to identify PWDs such as such as Gangtok and its adjoining areas and

different rural areas of Singtam through home visit. Till March 2020, we have identified 6 children/people

with DeafBlindness.

On 13th march 2020, our Senior Special Education Mr. Vinay Kumar and Special Educator Mrs. Archana

Sethi attended the program “One day Workshop on Rights of Persons With Disabilities, 2016” organized

by Social justice, Empowerment & Family Welfare

Department, Gangtok in collaboration with the

National Centre of Promotion of Employment for

Disabled People, New Delhi. On our Special

Educator also attended an awareness program on

Human Empowerment & Development organized by

Dattopant Thengadi National Board for Workers,

Educators & Development (Ministry of Labour &

Employment, Govt. of India) held at the Seminar

Hall, CPWD, Baluwakhani, Gangtok. In this

program our Special Educators had a brief discussion

with early identification signs of disability and other

An awareness program on information on disabilities was conducted by Ali Yavar Jung, National Institute of Speech & Hearing Disabilities (Divyangjans), Mumbai in collaboration with Sikkim Social Justice &

Welfare Department on 20th and 21st November 2019. Four members of Sikkim Divyang Sahayata Samiti
