ABSTRACT OF THE ACTIVITIES
The District Disaster Management Authority, Cachar in the past one year i.e., in
the year 2017 has indulged itself into various activities. DDMA, Cachar has completed
various preparedness activities, response-rescue operations, rehabilitation measures,
mitigation works and other DRR/ welfare activities. DDMA, Cachar with the help of
Circle Disaster Management Committees (CDMC) of all Revenue Circle has been able
to reach people at community level and are able to work at the ground level. This
report is a detailed summary of all the activities undertaken by DDMA, Cachar, either
solely by themselves or collaboratively with other Departments/Organizations. All
throughout the year there has been various activities that has motivated DDMA to
work in a precise way and incorporate various innovative changes. DDMA Cachar has
been successful enough to focus and touch almost every single aspect where the
possibility of disaster is prominent or profound. DDMA has also engaged itself in
celebrating each day of the calendar year 2017 which holds national importance.
DDMA, Cachar has worked with different NGOs/CBOs/Civil Society Organizations and
other organisations, with who work has been done collaboratively to reach
community in large number. Through the various activities DDMA has been able to
create a secured identity and now people look up to them with confidence that there
is a place where they can seek help from during any sort of "disaster". The report
gives a detail insight into the overall functionalities of DDMA, Cachar in the Calendar
year 2017.

A mock drill is a practice or a trial warning by an institution or an organization,
acting as a disaster has happened in that place, they are considered an integrated
part of disaster preparedness. They prepare the person to face the hazard both
mentally and physically. A perfect plan is obeyed and carried out so that each and
every person in the infrastructure is safely evacuated. This helps to practically face
the disaster and be ready for it in advance. Mock drills are helpful in a number of
ways. They help to achieve accuracy for saving lives and property, they help to
make Response more cost effective and also minimize response time. They even
help to create trained manpower to respond professionally to disasters. Mock
Drills are also important as the Awareness generation through the conduct of Mock
Drills leads to acceptance by the community. This also helps to evaluate
suitability/ practicability of the DM plan and also to get acquainted with the roles
and responsibilities that have been earmarked for all functionaries.
The Mock Drills that has been conducted by DDMA, Cachar in the year 2017 are as
following-
A. Flood Mock Drill at Katigorah Revenue Circle:
On 25th and 26th of May 2017 a flood mock drill
was organised under Katigorah Revenue Circle.
The program had an average attendance of
around500persons.
B. Flood Mock Drill at Udharbond Revenue
Circle-
On 30th and 31st of May 2017 a flood mock drill
was organised under Udharbond Revenue
Circle. The program was done in association
with Silchar Sadar Circle and had nearly 1000
number of participants.

C. Jal Mohora -
On 16th June 2017 a mega mock drill was organised by DDMA, Cachar. The drill was
entirely a departmental testing to see whether all aspects related to DM actually
have a proper functioning. Here to accomplish the drill Assam Riffles, Indian Air
Force, NDRF, SDRF, State Fire Service, Assam Police, Traffic, NCC Cadets, other State
Govt. Departments collaboratively completed the drill. The drill also had huge
number of viewers in the River Bank and had wide media-coverage.
D. IOCL Off-site Mock Drill -
On 30th August 2017 an offsite drill was jointly
conducted by IOCL and DDMA, Cachar. Here to
undertake the drill Assam Riffles, NDRF, SDRF,
State Fire Service, Assam Police, Traffic, others
State Govt. Depts. were present. The drill was
one of the important drills as these focussed on
an important PSU of our valley.

E. Airport Mock Drill –
On 10th November 2017 a mock drill was
organised at Silchar Airport, Kumbhirgram. The
drill had a large number of forces like Assam
Riffles, Indian Air Force, NDRF, SDRF, State Fire
Service, Assam Police, and Traffic, others
involved in it. It was one of the biggest drills
organised by DDMA, Cachar in this year and
many new aspects were worked in with like
bomb squad detection, sniper dog’s inclusion,
etc.
F. Mock Drill with NCC Cadets-
On 13th December 2017 a mock drill was conducted at NIT Silchar with all NCC
Cadets. In this program around 500 numbers of NCC cadets were given training
through the presentation by DDMA officers, SDRF & Fire Services. It was a day long
program and the NCC Cadets were taught regarding Disaster Risk Reduction
Techniques.
G. Mutual Fire Practice with Indian Army at MES:
On 7th November 2017 it was held at Masimpur Army Compound along with
DDMA, SDRF & Fire Services. Here the drill was basically to test the resources that
were available and also to understand the status of equipment’s of the rescue
agencies.

A. Volunteers Training on Search & Rescue on 2nd& 3rd February 2017-
On 2nd and 3rd February a volunteers training on search and rescue was
organised by DDMA along with SDRF & Fire Service at BHSS, Conference Hall, Near
Jyoti Kala Kendra. It was a two-day long program and almost 100 volunteers were
trained.
B. Two days District level training programme for Doctors, Paramedics and
Response Force at S.M.C.H –
On 17th& 18th February 2017at the training hall of SMCH a team of Doctors and
paramedical staff were given training on Disaster Management and Response
Actions. RPs from Academy of Trauma, Guwahati conducted the same.
C. Two days orientation programme for circle level Resource persons regarding
reinforcement training of VLMCC members.
On 20th and 21st February,2017 the master trainers of VLMCC members training
imparted the two-days training to Circle Level trainers for conducting the 2nd phase
VLMCC members training at DDMA, DEOC conference room.
D. Awareness Programme at NYK and KVK-
On 1st August,2017 DDMA with Nehru Yuva Kendra, Cachar Organised DM
awareness programme and Mock Drill at Krishi Vigyan Kendra, Arunachal, Cachar
E. Training of volunteers at NATRIP by NDRF-
On 31st May, 2017 a volunteers training of members from various NGOs/SHGs
from Udharbond Revenue Circle was organised at NATRIP, Udharbond. The
training was jointly executed by DDMA and NDRF Team stationed at Silchar. Here
around 50 number of volunteers who work at various disaster related works at the

Two days orientation programme for Circle Level Resource persons regarding reinforcement training of VLMCC members
Each time a disaster occurs, masses of children are excluded from school and many
never return. Past experiences and the available evidences show that education
sector is among the hardest hit along with other sectors in the event of disasters.
Cases like fire accidents, threats to road injury or accidents and stampede are the
human made hazards which make schools more vulnerable. Schools located in the
urban and rural areas do have different set of vulnerabilities as the nature of
hazards and potential threats are different.
There is one common threat between urban and rural schools which is lack of
culture of safety in schools to have minimum standards/measures to protect
students and teachers from any natural or human made hazard, learning materials

and property. Culture of safety in school’s capture issues like child's right,
education and DRR policies, institutions, governance, resource allocation, disaster
preparedness and family inclusion within the framework of internal and external
environment of the school to reduce the impact of any possible threats to children.
The framework of culture of safety in school moves around child's right to
uninterrupted continuous education, child's right for safe environment and
disaster risk reduction. The concept of school safety in its current form, includes
safety issues both inside and outside the school. It includes issues of child
protection and safety that look at all forms of violence and deprivation that affect
the physical and mental well-being of children. A sit tends stop day therefore,
School Safety is a concept that encompasses “the creation of safe environments for
child restarting from their homes to their schools and back.
The various programs that DDMA, Cachar has done in the school level are as
following-
A. DDMA Organised DM awareness programme and Mock Drill at Girls NCC
Camp in Irongmara High School (Near Assam University)-
On 17th March 2017, DDMA organised this program and this was attended by
D.C cum Chairman, DDMA Cachar, as a Chief Guest. Apart from them the CEO
DDMA and NCC Bn. Col. A Srinath & DPO, DDMA, Cachar were also present in
the programme.
B. Mock Drill at Biplobi Ullashkar Vidya Bhawan School –
On 11th August,2017 DDMA along with NDRF organised Disaster Risk Reduction
Programme and Mock Drill at Biplobi Ullashkar Vidya Bhawan School, Silchar,
Cachar. The program not only included school students but also people from places
located nearby the school.
C. Programme at various Schools in Cachar District-
DDMA along with NDRF and SDRF has organised various school safety and
Disaster Risk Reduction Programmes. The objective of the programme is to create
a culture of disaster preparedness among the School children’s and provide hands
on training to children’s and teachers. Details discussion was also conducted for
the preparation of School DM Plan.

Safety drill at Netaji School –
On 6th May,2017 a mock drill was organised by DDMA along with an NGO. The
program not only included school students but also people from places located
nearby the school. The NGO has done various such programs in different schools of
this district under the name "Prostuti-e-Biporjoye-Mukabilar-Hatiyaar". Here a
large number of students, local people, others were trained and taught about how
to deal in during basic disasters that might take place. Similar drills & awareness
programmes were conducted in many other schools also by the joint-collaboration
of the NGO along with DDMA, Cachar and it will be continued also. Total
programme conducted by DDMA, Cachar & Chotto Prochesta in this year is 10
(Ten).
DRR ACTIVITIES IN ASSOCIATION WITH NGOs

The VLMCC was constituted in the year 2015 and there-on the work started on
this. The first phase training of VLMCC was done in the year 2015-16 in some of
the revenue villages of Cachar District.
But in 2017 after the appointment of Field Officers in all Revenue Circles, the
second phase of VLMCC training was completed in all the 862 revenue villages of
the Cachar District.
The VLMCC awareness and training program started from 28th February 2017 and
was undertaken for all the revenue villages in all the five revenue circles of Cachar
District. The program was co-ordinated in each revenue village through master
trainers, who were provided training from DDMA.
The master trainers then carried on with the overall program. The main objective
of this program was to reach people at the community level and create a network
in each revenue village through which all vulnerabilities can be surfaced out and
side-by-side all disasters can be tackled in a sequential way.
The program was held in 51 number of venues in five (5) Revenue Circles and it
had an all total participants of around 2802 VLMCCs members.

The full form of PRA is Participatory Rural Appraisal. From the month of May’17,
PRA has been organised and conducted in various GPs of the five-revenue circle of
Cachar District. Here a detail mapping of that GP is being made keeping in factor all
such places/objects which are most vulnerable during disaster or are of immense
importance during any sort of disaster. In each of the PRA Exercise the overall
mapping was done in the presence of GP President & Secretary, Ward Members,
ASHA &Anganwadi workers, community people and DDMAs Officers along with field
staff of line Departments.
The mapping was done on a large sheet of paper and this was then documented for
future references. In many of the PRA exercises, a small projection of safety and
rescue techniques was also displayed by NDRF. The NDRF program generally
included all the people who were involved in mapping along with another set of
around 100 community people.

On 5th June 2017 to celebrate World Environment Day, various awareness
programmes along with plantation programme was organised by DDMA in all five
Revenue Circles. In each of the Revenue Circles a plantation program was done
along with a central program by DDMA at Silchar Sadar (Netaji Girls High School).
In each of the programs school students, teachers, community people participated
whole-heartedly. The message to preserve bio-diversity and plant more and more
trees was well understood by all and was well-conveyed to all.
The program at Silchar Sadar was also visited by our Honourable Deputy Speaker,
Assam Legislative Assembly, Shri Dilip Kumar Paul and along with him many other
renowned personalities of this valley, Officers from District Administration & DFO
Sri N. Anand, IFS were also present. The World Environment Day was able to
become more successful with the help of the Forest Department.

The Gram Panchayat Level Emergency Management Exercise(GP-EMEx) is one of
the flagship programs of DDMA & ASDMA, Govt. of Assam which is being conducted
in all GPs of the District. The program is a four-phased program which will be
organised in four different quarters of the year. Out of the four phases, two phases
of GP-EMEx has been successfully conducted and concluded.
1st Phase of GP-EMEx:
The first program of GP-EMEx was held in
12th June, in 163 number of GPs of Cachar
District. The GP-EMEx is a large-scale disaster
management and disaster risk reduction
program which includes various activities like
tree plantation, street play, awareness speech,
awareness mock drills, various competitions
with the children, procession/rally and other
awareness activities. The theme was focussed
around plantation.
2nd Phase of GP-EMEx:
The second program of GP-EMEx was held on
15th September 2017. The total number of
participants in the second phase were
approximately 48,557. The activities were all
similar to the first one. The theme of the
second GP-EMEx was "Zero Casualty" and it
also focussed on awareness to be spread on
deaths caused by electrocution.
The two accomplished GP-EMEx has till now
been able to aware a total of approximately
90,000 number of people. The program was
also able to catch a wide range of media
coverage all around the district and the state.

On 2nd October,2017 a Swacchata-hi-Seva Program was organised by the District Administration along with DDMA, Cachar, SBI, NDRF & Other Departments of the District. A large number of people which includes the community people, Department officials, NGOs had participated in it. The stationed NDRF Bn 01 & SDRF has also participated in it pro-actively. The program was implemented to understand that cleanliness is also an integral part of each one's life and if maintained properly can avert various disadvantageous things.
In and around the occasion of Independence Day, various Disaster related
programs were organised in each of the Revenue Circles. In Silchar Sadar Revenue
Circle, an awareness program was held at Bajantipur GP, Biplobi Ullaskar School.
Similar drills were also conducted in DNHS School Udharbond. In Katigorah, Sonai
and Lakhipur Revenue Circle, Mock Drill & Fire Safety drills were conducted in
association with NDRF, SDRF, Fire Service Station and local NGOs following the
occasion of Independence Day.

On 13th October,2017 the International Day for Disaster Risk Reduction(IDDR) was
observed at Cachar District. The program was a day long one which was divided into
two different phases.
The first phase was a day long in-house workshop/seminar which was held at
District Library Auditorium, Silchar, Cachar. The other phase of this program
included three different Mock Drills which were also organised side by side at KV
Tarapur, Don Bosco School and at Goldighi Municipal Mall. All the places where
mock drills were to be conducted had a pre-rehearsal session on the previous day
and everything was well-coordinated then and there.
To grace this occasion many honourable guests were present. The guest list included
Honourable Deputy Speaker, Assam Legislative Assembly, Shri Dilip Paul; OSD to
Honourable CM Sri Shekhar Dey, Professors from AU and NIT Silchar, Dr Ajit
Bhattacharjee (SMO), Deputy Commissioner Cachar cum Chairman, DDMA, Dr S.
Lakshmanan and Addl. Deputy Commissioner cum CEO, DDMA, Shri Rajib Roy and
many others. All local leading daily newspaper and media houses were also present
to cover this event. The overall awareness program had around 1000 participants.

A. Learning Workshop on Value Added Services of School Safety.
On 25th February 2017 a one-day workshop on value added services on School
Safety was organised at DRDA Conference Hall, Silchar. Here school teachers from
various schools were present and CEO, DDMA inaugurated the same.
B. Workshop at Assam University, Silchar - On 11th and 12th of December 2017 a
detailed workshop on the topic of “Role of Academia at Resilience Building of
Children in Disaster Situation of Barak Valley. The program was graced by Deputy
Commissioner Cachar cum Chairman, DDMA- Dr S. Lakshmanan. There were many
academicians from this valley and even from abroad who discussed and
highlighted various points regarding safeguarding the children and thinking about
them during any sort of disaster.
C. Workshop at B.Ed. College- On 28th August,2017 a workshop was organised at B.Ed. college, Silchar. Here a detail presentation on all about Disaster Management and DDMA, Cachar was presented by the Officers of DDMA. Apart from the theoretical aspect, a live demonstration was also conducted by NDRF. The number of participants in this program was around 200 nos. of Trainee School Teachers which included teachers and other community members also.
D. Meeting with ACT team regarding Climate Resilient Flood Management for
Barak basing –
On 22nd February 2017 at DEOC Conference Hall, Silchar, a meeting was held with
an ACT team regarding Climate Resilient Flood Management. The focus was here
on the Barak Basin and this was also followed by a field survey of 3-4 days along
with representatives from DDMA.
On 8th May, 2017, the second meeting was done with ACT-CCIP Team regarding
Climate Resilient Flood Management Plans at the Circuit House Conference Hall,
Silchar. The meeting was attended by heads of various concerned departments and
this was again followed by a second set of survey for further improvement.
E. Orientation Programme of Boatman on Boat Safety:
DDMA organised an orientation programme for Boat safety on 19th Dec/17 and 30
nos. of Boatman of IWT Department participated in the Programme.

A. Two Days Workshop on SLRM:
On 26th& 27th March 2017 a workshop was organised on Solid and Liquid Resource
Management at District Library Auditorium, Silchar. Almost 500 volunteers
participated from various corners of the District.
Programme was jointly organised by the DDMA, Cachar and PHE Department. This
is an initiative for mainstreaming the DRR in to the “Swaccha Bharat Mission”.
B. 10 (Ten) Days SLRM Workshop cum Training-
On 17th& 26th April 2017 the 10 days SLRM Workshop cum Training programme
was conducted by the DDMA, Cachar & PHED and it was held at District Library
Auditorium, Silchar.
Almost 350 nos. of volunteers of this District was trained and the certificate
of participation was issued.
Sri Srinivasan, PD, India Green Service & Consultant, SLRM has conducted
the programme as a Resource Person.
C. Inauguration of Door to Door Collection of MSW-
On 10th March,2017 the inauguration of DTDC of Municipal Solid Waste started at
New Silchar area as part of Clean Silchar Initiative of Silchar Municipal & DDMA,
Cachar. The inauguration programme was held at Rangirkhari Point in the

presence of the Deputy Commissioner cum Chairman, DDMA & Vice-Chairperson,
SMB and had a huge number of participants who appreciated this step.
D. Eviction & de-siltation in the natural canal of the Town: - On 10th March 2017
the eviction & de-siltation programme was started by the DDMA, SMB and Water
Resource Department, Silchar Division as a part of mitigation of Urban Flood &
Water logging issues of Silchar Town and the Deputy Commissioner cum Chairman,
DDMA, Cachar along with the team of DDMA regularly visited the places and
monitored the progress of the work.
E. De-siltation of Town drainage:-On the mid of March,2017, an inspection was
done in the water-logged areas of Silchar Town and to understand the root cause
behind it and come up to a solution which could be put in-front of the concerned
authorities. Maximum nos. of Town drainages were silted and incomplete and the
DDMA, Cachar in collaboration with SMB & WRD, Silchar Division has started the
de-siltation of Town drainages in the mostly affected areas viz. NH Point,
Ambicapatty, Silchar.
F. Highest flood level survey: On 28th October,2017 a survey on the HFL in the
Cachar District was conducted by DDMA along with the Water Resource
Department, Silchar Division and it was decided as per the Advisories issued by the

NDMA, Govt. of India & ASDMA, Govt. of Assam that the marking of the Highest
Flood Level is necessary and its implemented based on last HFL 21.84M in the year
1089.
On 3rd June,2017 sudden and expanded water logging took place all around the
Silchar Town. To combat these situations the DDMA, Cachar had to stay at high
alert and co-ordinated with all concerned Departments so as to avoid any sort of
casualties.
Apart from the activities in the field DDMA along with all the five Circle Disaster
Management Committees has also prepared various documents like Village Land
Use Plan, Village Master Plan, Circle Disaster Management Plan, District Disaster
Management Plan, City Disaster Management Plan, Ward Level Disaster
Management Plan, Disaster Management Plan for Namami Barak Festival, Crowd
Disaster Management Plans for Baruni Mela/Idd-Ul-Fitr/Durga Puja/ Kali Puja, etc.
Till date total of thirty-five (35) numbers of Village Land Use Plan (VLUP) and
Village Master Plan (VMP) has been prepared for each Revenue Circles. Apart from

these, a detail DM Plan is also being been made for People with Disability, Child
centric DM Plan. DDMA Cachar has also supervised the preparation of various
Departmental Disaster Management Plans and in Cachar 16 (sixteen) nos. of
Departments has already prepared the respective Departmental DM Plan.
SMCH & SM Dev Civil Hospital has prepared draft Hospital DM Plan.
A. Earthquake occurred on 3rd January 2017:
On 3rd January an earthquake of Richter scale 5.5 occurred around at 2.39 pm at
Cachar District. DDMA followed up this and readily took report within the next few
hours if there was any sort of casualty or damage and accordingly a report was
sent to ASDMA.
B. Flood Situation at Katigorah and Silchar Sadar Revenue Circle: With the onset
of monsoon the rainfall had badly affected these two-Revenue Circles and there
was a flood like situation for nearly a month. DDMA in this regard had to collect
and prepare the daily report and then further submit it to ASDMA and the DDMA &
CDMCs keep a constant overall vigil on the situation.

After the flood like situation which affected both Katigorah and Sonai Revenue
Circle mostly, GR distribution has been initiated in both the places.

Cachar as per SDRF Norms 2015-20. Here the people were provided financial

C. Immediate Financial Assistance to residents of Nilupaul Colony, Silchar-
On 25th February 2017 a fire incident took place at 11pm at Nilupaul Colony,
Chengkoorie Road Silchar. Here an immediate financial assistance of Rs.3800 was
provided to forty (40) number of families on the very next days through Direct
Bank Transfer. This was one of the examples of fastest assistance being provided
