I would like to take this opportunity to welcome you all to this 7th Annual General Meeting of the Bangladesh Foreign Trade Institute (BFTI), and to present the audited report of accounts for the period 2017-2018.

I am further pleased to announce that the BFTI is in the 15th year of its existence and has gradually been developing its training and research capacity to build itself as a centre of excellence in the arena of international trade. As of October 2018, to fulfil its mission, BFTI conducted approximately 330 training programmes, seminars, research and other events during the period 2003-2018. But only during the financial years of July 2017-June 2018, BFTI conducted approximately 30 training programmes, seminars, research and other events. BFTI also provided policy support to the Government and the private sector to carry out various research activities. During this period, BFTI also carried out various fee-generating training activities.

I gratefully recognise the support provided by the World Bank and GTZ at its initial stage. My special thanks are due to the European Union for its comprehensive support to develop the institution since March 2007. However, we could not fulfil our expectations due to break in the support from October 2009-August 2012. The Government, then, stepped into the vacuum and provided BFTI with an endowment fund of taka Thirty- five crore. I thank the ministry of finance, especially its very dynamic Ex-Senior Secretary, Mr. Mahbub Ahmed, and my esteemed colleague, the Hon’ble Finance Minister, Mr. A.M.A Muhith, M.P. for their help.

I would like to inform you that the BFTI is now carrying out various activities, such as policy support, research, training and consultancy. I am especially heartened to learn that BFTI is engaged, since quite a few months now, three remunerative research activities of a renowned consultancy house like the British Council-PROKAS, EPB and the EIF of the WTO. It may be mentioned, in brief, that 1 (one) training programme, 5 (five) seminars/roundtables, and one remunerative research work have been completed in the last 06 (six) months. Two more remunerative research works one under the EIF, and another one for the Export Promotion Bureau, are in progress. Moreover, BFTI is working in an international project titled ‘Transparency in Trade Procedures’, in collaboration with International Trade Centre (ITC). It should also be mentioned that the World Trade Organisation has recently upgraded its Reference Centre of Bangladesh at the BFTI. BFTI is also engaged in developing twinning and partnership programmes with internationally reputed institutions like world trade institute (WTI), virtual institute of UNCTAD, International Trade Centre (ITC), ESCAP, UNNExT and Indian institute of foreign trade (IIFT) towards development of international standard education and training programmes and to develop international cooperation in the areas of research and consultancy.

I sincerely believe that, with support from our members, we can make our BFTI a centre of excellence in international trade research, training and education.

Before I conclude, I would like to express my sincere thanks to the members of the Board of Directors and BFTI staff. BFTI achieved so far has become possible only because of their advice and guidance, which have been of enormous benefit and encouragement to all concerned. We look forward to making the BFTI an apex trade policy institute in the country.

Message from the CEO Mr. Chairman & Dear Members,

It is indeed a matter of great pleasure for me to welcome you all at the 7th Annual General Meeting of the Bangladesh Foreign Trade Institute (BFTI). I would like to express my heartfelt thanks and gratitude to the members present. It also gives me an immense pleasure to present before you the Annual Report along with Audited Financial Reports of the BFTI for the period 2017-2018.

The BFTI, as you are aware, was established as a non-profit research and training institute in 2003 as a public-private partnership (PPP) institute. It is patronised by a few important ministries of the government, including Finance, Industries, the Ministry of Commerce (MoC), and the most important private sector business organisations. Its main focus is on research, skill development, training and policy advocacy in international trade-related issues.

I would like to mention here that BFTI has passed thirteen years since its birth. This short life-span of the BFTI has not always been smooth. The authorities could not appoint a regular CEO before 2008. The institute remained on project finance from the beginning. Initially, it was financially supported by the World Bank & GTZ and, then, for some time, was an EU BTSP project. When the project ended in 2010, BFTI faced financial difficulty in paying its officials, although they were very few in number. There were only 3 officials and no CEO during 2011- 2012, while BFTI was almost non-functional. Due to fund crisis, BFTI was forced to borrow from its small endowment fund to pay salaries and other operational expenses for the period 2009-2012. Despite all these existential crises, BFTI has finally survived.

Shortly after joining the BFTI in April, 2015, I came face to face with the rather chilling prospect of a shutdown as the then existing resources could run the organisation for barely three more months. The mighty intervention of the chairman of the Board of Directors and Hon’ble Commerce Minister, Mr. Tofail Ahmed, M.P., the respectable Vice-Chairman and Ex-Senior Secretary, Ministry of Commerce, Mr. Hedayetullah Al Mamoon, ndc, and the kindness of the respected Ex-Senior Secretary of Finance, Government of Bangladesh, Mr. Mahbub Ahmed, now an honourable member on the Board, and of the Hon’ble Minister of Finance Mr. A.M.A Muhith, M.P., did provide for us an Endowment fund of taka thirty- five crore. This ensures the survival of BFTI and the organisation, once again, puts on record its deepest sense of gratitude to those few personalities and all others who have helped us on the way.

To turn our dream of transforming the BFTI into a centre of excellence, we have been carrying on with training sessions and have tentatively stepped into the vaunted field of remunerative research. It may be mentioned, in brief, that 1 (one) training programme, 5 (five) seminars/roundtables and one remunerative research work have been completed in the last 06 (six) months. Two more remunerative research works one under the EIF, and another one for the Export Promotion Bureau, are in progress. Moreover, the BFTI has been working in an international project titled ‘Transparency in Trade Procedures’ in collaboration with International Trade Centre (ITC). Very recently, the BFTI has been given an assignment to conduct a study on Environmental, Social and Quality (ESQ) Compliance for four selected sectors, namely Leather & leathergoods, Footwear, Plastics and Light Engineering under the Export Competitiveness for Jobs (EC4J) of the Ministry of Commerce.

Thanks, once again, to our respected Chairman and Ex-Vice-Chairman, Mr. Hedayetullah Al Mamoon, ndc, for their support. But to convert this tentative toe-hold into mighty strides would invariably necessitate more of specialised manpower and funding. Unless the authorities look a little more benignly to this, the aim of bringing BFTI into the dreamt-of-centre of excellence would, I am afraid, remain unattainable.

I also have the pleasure to present before the Hon’ble Chairman and the Members of the Board of Directors, the audited accounts of the BFTI for the financial year 2017-2018.

I would beseech you all for a continued support and blessings of this august body for successfully carrying on the responsibilities of an ambitious organisation like the BFTI.

About BFTI

Bangladesh Foreign Trade Institute (BFTI) is a non-profit research and training institution. Founded in 2003, it traces its inception to the concept of public-private partnership (PPP) between the Ministry of Commerce (MoC), Government of Bangladesh and the private sector. Its prime focus is on research, education, training and policy advocacy on international trade-related issues. The beneficiaries of the institute comprise both the public and private sectors, engaged in trade-related activities.

The creation of the BFTI as a PPP entity is a ground-breaking and pioneering initiative in Bangladesh that provides this organization a unique opportunity to have a clear understanding of the issues of concern for the target groups and to cater to their needs in the ever-expanding spheres of trade, especially international trade. The aims and objectives, and overall vision of the BFTI are shared by its stakeholders.

BFTI is administered by a Board of Directors. The Board is chaired by the Minister of Commerce with members drawn from both the government and business and industry. Private sector stakeholders include country’s business associations and chambers of commerce and industry, as well as the apex body -- Federation of Bangladesh Chambers of Commerce and Industry (FBCCI). Public sector membership comprises representatives from a number of ministries such as commerce, finance and foreign affairs.

Mission: To set in motion the country's foreign trade management in a professional manner by developing trade and business knowledge of the public and private sector practitioners through top quality research, policy advice, education and training. The Institute has three major mandates:

Providing policy support to the government and the private sector trade bodies and associations on existing and emerging trade-related issues

Building trade-related capacity for government agencies and private sector enterprises through training and research; and

Creating a policy forum for consultation between policy makers and business leaders To carry out its mandate, the Institute may conduct the following activities:

Training Research Policy Advocacy Consulting Education

Vision: To develop as an internationally reputed institute for trade policy research, and a center of excellence for education and training of the highest standard on trade and business related subjects. This vision is to be achieved by gradually developing the structure, operational processes and human resource capacity of the BFTI, in order to effectively perform the mandated functions over a period of time. The core activities as envisaged in the vision are:

Applied research on international economic law and trade policy;

Policy advice on international economic law, trade-related regulatory frameworks and trade policy;

Practical training and capacity building on international economic law, trade regulation, economic policy making and international negotiations;

Recognized and accredited advanced academic programs on international economic law, international commerce, international business, and trade policy;

A public access information centre for the laws and regulations governing trade in Bangladesh and in its major trading partners.

1. The Chief Executive Officer, BFTI, presented a paper on the Non-Tariff Barriers and Trade Facilitation: Perspective BBIN Sub-region, at the Roundtable meeting of Advancing BBIN Sub-regional Cooperation organised by Delhi Policy Group held in Kathmandu, Nepal, from 27-29th July, 2017.

2. A Research Associate and a Junior Research Associate of the BFTI participated in a Training course in the Advanced Trade Policy course under the National Board of Trade, held from 16th -27th October, 2017, in Stockholm, Sweden.

3. The Chief Executive Officer, attended at the WTO 11th Ministerial Conference as a member of the delegation team of Bangladesh, held at Buenos Aires, Argentina, from 10th -13th, December, 2017.

4. The Chief Executive Officer, BFTI, presented a paper on Expanding Bangladesh-Nepal Connectivity for Fostering Trade: Fast Tracking Infrastructure, Rail and Road to Sea Ports, at the seminar on 4th Bangladesh Expo organised by Embassy of Bangladesh in Kathmandu held in Kathmandu, Nepal, from 22-25th February, 2018.

5. An Assistant Research Associate of the BFTI participated in a Training course in the Professional Training and Exposure Visit Program on Regional Economic Integration & ASEAN Experience, held from 26-30th March, 2018, in Bangkok, Thailand.

6. A Research Associate and an Assistant Research Associate of the BFTI participated in a Training course in the Advanced Trade Policy course under the National Board of Trade, held from 15th -22nd April, 2018, in Stockholm, Sweden.

7. The Director of the BFTI participated in a seminar on Regional Policy Dialogue on Connectivity Imperatives in the bay of Bengal Region, held from 02-04th May, 2018, in New Delhi, India.

Project work:

A. World Bank Group-IFC: Regional Connectivity Project1: Mainstreaming Women in trade in Bangladesh:

The World Bank has taken a project titled Regional Connectivity Project -1. The Component 2 of the project is to Support Co-ordination for trade and economic empowerment opportunities for Women (IDA US$ 7 million). The WTO Cell, Ministry of Commerce, is the implementing agency of the project. The Sub- component 2(b) is to Develop (pilot) programmes to support female traders and entrepreneurs (IDA US$ 5 million). It is mentioned in the TAPP that BFTI would conduct most of the trainings and studies of the component, following Government rules and regulations. BFTI was actively involved in the

diagnostic study for the component. A draft action plan for the period of January, 2018 to December, 2018, for the component has been prepared by the BFTI and the World Bank Consultants. Based on the diagnostic study, 4 sectors namely ICT, Cut-flowers, Woven Cotton-Textiles including Sari and Agro-processed foods have been taken up for which feasibility and pilot design studies would be conducted. ToRs for the studies are being prepared. The modalities of assigning works to the BFTI also be finalised soon. B. World Bank funded Export Competitiveness for Jobs (EC4J) Project of Ministry of

Commerce

Ministry of Commerce has taken a project, titled as Export Competitiveness for Jobs (EC4J), funded by the World Bank Group, which aims to contribute to the Government’s mandate of export diversification by increasing the competitiveness of four selected sectors, namely Leather & leathergoods, Footwear, Plastics and Light Engineering. To provide assistance for creating both quality jobs and quality products by fulfilling international standards and compliance requirements to attract and capture international markets is another objective of the project. The Component 1 – Market Access Support Programme – of the project aims to address, among others, the constraints related to Environmental, Social and Quality (ESQ) Compliance that limit the performance of the sectors in the international market.

The BFTI has been given an assignment under this project for conducting a study to identify as well as analyse gaps and training needs on ESQ compliance for the four selected sectors. The study will also recommend plan and strategy for awareness-building on ESQ Compliance issues. In this regard a contract has been signed between the BFTI and the Project Implementation Unit of the EC4J project on 17th October, 2018.
