1 . La profonde et Longue cr ise de L'économie mondiale a par t icu l ièrement touché les économies Les plus f a i b l e s .

2 . L'économie portugaise est t rès Largement t r i b u t a i r e du commerce i n t e r ­n a t i o n a l ; de ce f a i t , le Portugal a durement ressent i les e f fe t s de cette conjoncture défavorable.

3 . Vu la s i t u a t i o n économique du Por tuga l , notamment la dégradation de sa balance des paiements, i l a été décidé de por ter temporairement la surtaxe à l ' impor ta t i on de 10 pour cent à 30 pour cent en ver tu du Décret - lo i n° 54/83 du 1er f é v r i e r .

4 . Le Décret - lo i n° 54/83 (dont on trouvera en annexe une t raduct ion en anglais) est appliqué en conformité des engagements que le Portugal a souscr i ts dans les organisat ions i n te rna t i ona les .

5. Ce déc re t - l o i v ise les produi ts de l'annexe I du Décret-Loi n° 110/79 du 3 mai modif ié par la su i te notamment par le Décret-Loi n° 13/83.

produits visés par la présente surtaxe de 30 pour cent. *

OF 1 FEBRUARY

The import surcharge scheme which was established by Decree-Law

n2 271-A/75 of 31 May and prorrogated afterwards has been one

of the instruments adopted to protect the Portuguese balance

of paymen t s.

In the present economic situation, the importance of the im

port surcharge, in avoiding a further deterioration of the

Portuguese trade balance has to be underlined.

In this context, and considering the urgency to reinforce

the protection of the balance of payments and the need to en­

sure the conditions that will allow for the portuguese econo­

mic recovery, the present decree-law establishes temporarily

the increase of one the percentual levels of the surcharge.

Accordingly:

— Using the legislative authorization given by law n2 -40/81 of

31 December, and in the terms of alinéa b) article 2012 of

the Constitution the Government decrees the following:
