1. Introduction:

Ramachandrapuram is a small, semi-rural town situated in Ramachandrapuram

Assembly constituency comes under Amalapuram Parliamentary constituency of

East Godavari District, the rice bowl of Andhra Pradesh. More than 80% of the

populations are farmers, both big, small and marginal and agricultural workers. The

place is surrounded by lush green rice fields and luxuriant vegetation. It is also a

bustling commercial centre for clusters of surrounding villages.

Realizing the need for better educational facilities and opportunities for its rural

youth, the legendary person of this town Sri Kruthiventi Perraju Panthulu (S.K.P.P)

founded Educational Trust (S.K.P.P.E.T) on 21-09-1906. The S.K.P.P.E. Trust has

been glooming with number of educational institutions like S.K.P. Government

National High School, S.K.P. Government national Junior College, S.K.P.

Multipurpose Agricultural Polytechnic College, in the recent past Government

Polytechnic College and Government Degree College are added in the mind of

SKPE Trust. As a result of relentless efforts of the elders and rulers of this area to

fulfill the educational needs of the people in and around of Ramachandrapuram the

Government of Andhra Pradesh issued G.O. starting the Degree College in 2013

( G.O.Rt.No: 839 Higher Education(CE-1) Department, dated 25-10-2013 )

The Government Degree College, Ramachandrapuram started functioning in the

academic year i.e 2014-15 with B.Sc (M.P.C), B.Sc (C.B.Z), B.Com (General) and

B.A (H.E.P) Courses with an initial student strength of 128. It is affiliated to

Adikavi Nannayya University, Rajahmundry. At present, the college is offering 9 1

academic programs with co-education in both Telugu and English media. This

college is catering to the needs of under previleged sections of the society.

During 2015-16 , a land of 5.25 acres were allocated to this college from Sri

Kruttiventi Perraju Pantulu Educational Trust for the construction of permanent

buildings.

Seven rooms with a construction cost of one crore was built in the campus. It is

not sufficient to present strength of the college, it is 600. At present, the college is

functioning in the premises of S.K.P.G.N Junior College, Ramachandrapuram, East

Godavari district under shift system from 12.45 pm to 5.30 pm.This College

requires complete infrastructure with all the amenities to grow further to reach new

heights.

7. Executive Summary:

Govt. Degree College, Ramachandrapuram, E.G.Dt., was established in 2014

since then it has been growing fast and in the right direction. The college which was

initially started with 120 students now it has about 600 students, the main strength of the

college is experienced and well qualified faculty. The college offer 09 academic

programmes i.e B.A (HEP), B.A(THP), B.Com(Gen), B.Com (C.A), MPC (Telugu &

English medium), CBZ (Telugu & English medium) and MPCS. The College has support

services as NCC,NSS, Red Ribbon club, Women empowerment cell, Skill development

centre etc.,

In the year 2016, Sri Kruthiventi Perraju Panthulu Educational Trust, now under

the control of the state endowments department allotted 5.25 acres of land located in the

heart of the town to the college and in this site 04 rooms were already constructed by

NABARD for SKPG Junior College. In these rooms we established Physics, Chemistry,

Botany and Zoology Laboratories initially funded by Oil India (CSR funds) with

minimum requirements, but it is not enough to present strength.

In 2017, the Government of Andhra Pradesh allotted one crore rupees for the

construction of the building, with this amount 04 rooms were constructed. These are yet

to be handed over. Hence we have 07 rooms only.

At present the College is running in the Jr. College Campus with shift system

(12.45 pm to 5.30 pm).

Further, we have two courses related to computers i.e MPCS and B.Com (CA),

but we have no computers lab. We have two computers only donated by local

philanthropists. The students was taken to Junior college computers lab for the practicals.

The College has 1320 no of books, but no separate room for Library, these are

placed in the office room. In the college strength more than 50% are women students

coming from rural areas which are more than 20 km distance there by it is making in

convince to return back to their houses after 5.30 pm. Also we have no toilets in our

campus, staff and students are using Jr. College toilets.

9. Strategy Plan:

• Introduction of more – inter disciplinary and Skill oriented, employable

group combinations at UG level programmes during forthcoming 2

academic years.

• Establishment three Computer Labs each has 30 systems.

• Up gradation of class rooms into smart classrooms with modern teaching-

learning equipment.

• Construction of separate labs for JKC, ELL and Women’s Hostel.

• Equipping sports facilities with a modernized Gymnasium and other play

fields.

• A separate automated central library & reading room with open rack

system and inflibnet E-books & E- Journals facility.

• Scaling up enrolment and innovations to attract potential students and

11(a). Addl. Class Rooms – Line Estimates with Diagrams:

The present accommodation in the college is inadequate to maintain the different

combination of courses. Every year one or two courses have been added on the demand

of students and public. In view of the above, the dearth of classrooms maybe

compensated to meet immediate requirement of effective classroom teaching.

Further it is reminded that the government of AP proposed four years of degree

courses and separate space for other non-academic activities and support services for

NAAC criteria. Hence additional space for at least 18 rooms including for forth coming

new courses and increasing students in this potential college.

Provided the additional classrooms, the institution will focus all the requirement

as per the received framework of NAAC in the near future.

11(b). Toilets- Line Estimates with Diagrams

Provision of basic amenities like drinking water, adequate lighting, air

circulators, leisure time facilities are most important. Adequate number

toilets separately for Girls and Boys.

The existing toilets are inadequate. An exclusive block of toilets with

all facilities like water, lighting in the student ratio of 1:20 as denoted

swachatha mission-GOI.

11. Major, Minor Works & Renovation – Line Estimates with Diagrams

The present building needs certain major and minor repairs such

as replacing cement floors, plastering to old ceiling roofs, modernizing

toilet blocks. Maintenance of cleanliness in college building, class rooms

and toilet blocks will promote healthy environment for happy learning and

clean environment. Construction of new toilet block will be helpful to girl

students for their personal hygiene. As the college is low lying area, and

during rainy season water stagnation is common, causing severe

inconvenience and hence internal leveling and metal roads are to be

provided in the campus.

12. Furniture – both renovation & new Purchases with rates:

An educational institution without furniture is the vertebrate without

skeleton. In order to create an ambient learning activity in classrooms,

providing adequate and convenient quality furniture is very important.

Further besides class room furniture, the furniture in seminar hall’s,

laboratories, departments, library, physical education, office and in other

support service spaces are also to be considered for effective governance of

the institution.

Hence we need to procure furniture in a full-fledged fashion before

the evaluating agencies to rank the institution at a higher level so as to impart

quality education.

13. Electricity, Fans and LED Tubes – with detailed estimate and rates:

Besides general power facilities to be provided to any educational

institution to cater to the needs of the student to provide adequate lighting

through LED bulbs and power saving mode fans etc., Necessary power points

need to be provided to all science labs and class rooms etc., for operating

computer aided teaching - learning equipments Hence electricity, fans and LED

lighting required the institution and planned accordingly and submitted for

consideration.

14. Drinking Water:

Water is Elixir of life. Providing safe drinking water by the institution

to all prime stakeholders, staff and others is a minimum requirement. In order

to fulfil the objective the institution requires at least two RO plants,

considering the strength of students and staff.

Besides, the provision of plumbing requirements to supply the drinking

water to all user ends have been considered comprehensively while budgeting

the item. Hence support to this item is highly essential.

16. Painting & Other Works:

Not only maintain the physical infrastructure, the appearance of the

higher educational institution for the stakeholders is very much necessary.

Besides the physical structures comprising. Lab stools, worktables,

classrooms, compound wall, staffrooms, seminar Halls office and etc. need to

be painted with two coats of enamel paint to keep the articles neat and tidy.

17. Green Chalk Boards:

In spite of many conventional, interactive and technology drives teaching

learning methods available in higher education ‘Black Board Method’ Chalk and

talk method is highly effective and responsive. Hence supporting this conventional

method and providing a healthy and neat physical structure either Black as green

glass Boards are highly essential in each classroom for implementing effective

teaching-learning process and good interaction and explanation to the learners.

It is proud that the outcome of the learning process is maximum of all

methods of teaching. Hence this needs to be supported on priority

18. Open Gym & Sports Infrastructure:

As health is wealth, to maintain good health, sports activities are very

important. The training in sports & games activities will enhance student’s

confidence, physical strength and will give them courage the to face boldly

with the bad elements of the society.

To make our students physically fit, we need a multi gym station

and other exercise machines which can help to increase

19. Landscaping & Green Belt:

Besides learning environment in any higher educational institution, the

general ambience, with green patches and eco-friendly environment is expected

by any stakeholder.

Keeping in view of the above, the appearance at the areas wherever

required is planned and will be maintained by NSS volunteer and eco-club

committees of the institution. Hence developing landscaping avenues in the

open vacant site will enrich the beauty and learning environment of the

institution.

20. Compound Wall:

The existing building has compound wall in dilapidated condition,

which requires renovation and repair to protect the property of the institution

Further the vacant college site is nearly 4.5 acres which to be

protected from encroachment by public. Moreover by constructing a

compound wall around the vacant site, the development of sports facility,

gardening and other institutional facilities is required.

ENGLISH LANGUAGE LAB:

In this age of fast communication and heavy emphasis on communication

skills, a digital language lab equipped with computers and appropriate software is of

immense usefulness in conducting language exercises. The computer or a storage

device and other advanced technology will highly effective in storing lesson

materials in the digital format.

As ELL has been proved to be an efficient and resourceful tool for imparting

language, me specially pronunciation. Hence a well-qualified professional in

English language is required to run the innovative teaching modules. This will help

students to refine their personal and corporate communication, life skills and soft

skills.
