4229.—Defence (Isle of Man) Regulations—Orders Issued Under(N.L. 10110/42.— 3.9.1942.)

Orders have been issued under the Isle of Man Defence Regulations similar to the Wireless Telegraphy (Ships) Order, 1939, and the Wireless Telegraphy (Ships) No. 2 Order, 1942.

4230.—H.M. Ships Lost—Procedure for Paying Oif and Disposal of Survivors(M. 05900/42.— 3.9.1942.)

The following procedure is to be followed when one of H.M. ships or vessels in commission is lost.

2. W here the date of the loss is definitely known, orders for formally paying off the ship from th a t date are to be issued by the Commander-in-Chief under whom the vessel was operating. Copies of the order should be forwarded to the A dm iralty and to the Commander-in-Chief of the manning port.

3. W here the date of loss is n o t definitely known, the date of loss will be decided and the paying-off orders issued by the Adm iralty. The N aval au thority under whom the vessel was operating should, however, forward his recommendations as to the date on which the vessel should be regarded as formally paid off.

4. Action to pay off H.M. ships lost should be taken as soon as possible after the loss, b u t the orders should be issued confidentially.

5. Disposal of survivors.—The Senior N aval Officer of the port to which the survivors are taken should forward to th e Secretary of the A dm iralty (C.W. Branch) as soon as possible a duplicate list of the addresses to which the officers proceed, and the officers should be instructed to report any changes direct to the Adm iralty.

In the case of Skipper class officers, the duplicate list and any change in address is to be sent to the Commodore, P.S.C.D., Lowestoft.

In the caso of T.124X officers, the duplicate list should be forwarded to the A dm iralty (for D. of S.T.). I f landed abroad, the list should show whether the officers are being returned to the U nited Kingdom or, alternatively, the ir disposal.

6 . Naval ratings (if landed a t a port in the U nited Kingdom) should be sent to the ir depots w ith the least possible delay w ith a view to fresh k its being issued, etc. Coastal Force ratings, however, should be sent to the Coastal Force depots,H.M.S. “ H ornet ” or H.M.S. “ A ttack ” , Rear-Admiral, Coastal Forces, being notified when this is done.

I f landed a t a port abroad, their disposal (in the absence of specific instructions from the Admiralty) will be a t the discretion of the Commander-in-Chief under whom their ship or craft was operating.ESf-

7. T.124X ratings should norm ally be sent to H.M.S. “ Mersey ” and a duplicate list forwarded to the A dm iralty (for D. of S.T.), b u t if landed abroad the list should show whether ratings are being returned to th e U nited Kingdom or, alternatively, their disposal.

8. T.124 personnel m ust be returned to H.M.S. “ Mersey ” if originally engaged in the U nited Kingdom, b u t to the po rt of engagement if engaged abroad.

9. I t is im portant th a t all lists respecting personnel serving on T.124 and variants thereof should include the names of any discharged to hospital in order to facilitate the accurate compilation of casualty returns.

4231 6*4331.—Enemy Air Attack on H.M.S. “ Wild Swan ”

(G.D./G. 4926/42.—3.9.1942.)The following account of an a ttack by twelve German aircraft on H.M.S.

“ W ild Swan,” resulting in the destruction of six of the aircraft, is given by the Commanding Officer o f “ W ild Swan ” :—

“ (1) The aircraft were first sighted a t 2116 a t about 4 miles range, ju st below the clouds a t about 1,500 ft. in* loose form ation. We opened fire a t 2128 w ith director controlled 4 -7-in. barrage, fuses set to 5,000 yds.

{2) The form ation split up and a t 2131 two aircraft crashed into the sea. I thought a t first th a t they had been attacked by fighters b u t heard afterwards th a t m any people a ft saw them collide in the cloud base.

(3) 4 -7-in. barrage fire was continued a t individual aircraft in various sectors simultaneously, the guns being got on to the targets by the G.C.O. through the T.S. This prevented several aircraft from coming in to a ttack .

(4) A t 2136 one aircraft dived out of the clouds about green 45°. I w ent full speed ahead and hard-a-starboard b u t four bombs exploded under w ater abreast the afte r boiler room, flooding it and the engine room. This aircraft was engaged by the 12-pdr. and starboard pom-pom w ithout apparent result. The wheel was jam m ed and the ship circled to starboard finally h itting a Spanish traw ler w ith about 5 knots headway. The crew of 12 climbed on board as their vessel sank.

(5) Between 2140 and 2145 we shot down two aircraft which were circling to a ttack . Fuses se t to burst a t 1500 and 850 yards were being used by the 4 -7-in. and 12-pdr.

(6) A t 2149 an aircraft approached from red 150°, angle of sight 10°. I t came straight in alm ost as though it was going to m ake a torpedo a ttack and v was h it by the port pom-pom. I t came w ithin 500 yards and then turned away to po rt and crashed bearing R ed 60° 3 miles.

(7) A t 2156 a second aircraft attacked, coming down to 500 ft. in a shallow dive and dropping six bombs which burst underw ater close to the starboard quarter. This aircraft was h it by the 12-pdr. starboard pom-pom and starboard Lewis gun and crashed near the port quarter. These bombs lifted the 12-pdr. off its m ounting b u t by then only six rounds of 12-pdr. am m unition were left unused.

(8) Firing was continued w ith 4 -7-in. barrage a t any aircraft th a t came w ithin range. B y 2210 there were no aircraft left in sight, the iron deck was level w ith the w ater and the ship slowly breaking in half. The boats and rafts were all got aw ay and abandon ship ordered a t 2220. The ship sank in two halves a t 2315.”

2. The ships arm am ent consisted of four 4 -7-in. guns, one 12-pdr., two single2-pdrs., M ark II*C, two twin Lewis and two Bren guns. The 4 -7-in. guns were in Local Control after the first few director salvos. They fired their complete outfit of H .E .T .F . shell.

4232.—R.N. Air Station, Ollerton—School for Instruction in Blind Approach and Instrument Flying

(A. 01181/42.— 3.9.1942.)

The R .A .F . aerodrome a t Ollerton, Shropshire, was transferred to the Royal N avy on 13th August, 1942, for use as a school for the instruction of Naval air personnel in blind approach and instrum ent flying.

2. Close liaison is to be m aintained between the Officer in control o f flying a t Ollerton and the Officers-in-Charge of the neighbouring R .A .F. Stations of Tem hill and Child’s Ercall to avoid the possibility of collision occurring between aircraft operating from these three Stations.

3. Ollerton will be under the day to day adm inistration of the Commanding Officer, R .N . Air Station, S tretton, w ith accounts carried out in H.M.S. “ Blackcap ” and will have an Officer-in-Charge. The station will be generally adm inistered by the R.A.N.A.S. and the C.-in-C., W estern Approaches, will exercise a supervision in accordance w ith paragraph 1 of C.A.F.O. 1590/39.

4233.—Fishing by H.M. Trawlers—Proceeds of Sales(M. 4328/41.— 3.9.1942.)

I t is desirable th a t fishing should be carried on by H.M.S. Trawlers whenever practicable, in accordance w ith A.F.O. 2324/40. Fishing is not, however, to be carried out to the detrim ent of N aval operations ; the num ber of fishing vessels in any Command m ust be d ictated by N aval requirem ents, and no additional fishing vessels be provided solely for fishing purposes.

2. In cases where difficulty is experienced in obtaining fishing gear, enquiry might be made of the local Sea T ransport Stores, where gear from requisitioned traw lers m ay be available. I f gear cannot be obtained from th is source, i t should be hired as necessary, the local Fishery Officers being consulted regarding term s. The cost should be a first charge on sales. (These instructions also apply to the hire of nets which are the personal property of the skippers of the traw lers being used for fishing.) I t is inadvisable to purchase gear, if i t can be hired.

3. I t is noted th a t practice varies between ports in connection w ith providing for the loss of fishing gear, th e cost of which is chargeable against the gross proceeds of sales. I t is considered desirable to build up suitable reserve funds to m eet this contingency. Commanders-in-Chief should arrange accordingly ; 5 per cent, of the gross am ount realised by sales is considered suitable for th is purpose pending further experience.

4. I t is necessary th a t accounts of fishing operations should be reported in a standard form when cheques for the A dm iralty’s share of the proceeds are forwarded to D .N A . The following details are required :—

Rank or Relative Rank of Lieutenant-Commander(C.W. 25720/42.— 3.9.1942.)

W ith reference to A.F.O. 3967/40, Their Lordships have fu rther considered the granting of acting rank of L ieutenant-Com m ander and relative rank to perm anent and tem porary officers of the N aval Reserves and tem porary R.N. (E) officers. In order to m eet the increased requirem ents o f the F leet it has been decided to extend the field of selection of those who m ay be considered for the acting rank of Lieutenant-Commander or relative rank for appointm ent to posts in which th is rank is justified.

2. Prom otion will be by selection. The first prom otions will be m ade on 30th November, 1942, and thereafter, will be m ade half-yearly on 31st March and 30th September. (See paragraph 4b.)

3. Qualifications.— Officers of all branches are eligible and m ust :—(a) H ave 2 years’ mobilised service in the confirmed rank o f L ieutenant

(but see paragraph 5 (iii) for Air Branch Officers).(b) Be recommended as outstanding in the performance of their duties as

Lieutenants and fully suitable to hold the rank of a Reserve Lieutenant- Commander.

Note : Normally, Officers under the age of 30 will n o t be considered.4. Recmmnendations.— (a) As these promotions are designed to m eet the needs

of the Fleet, recommending Officers are to state , whenever possible, the type of appointm ent o r appointm ents for which the Officer is considered suitable, if granted the higher rank.

(6) Recommendations (which m ay be m ade a t any tim e) are to be rendered on Form s S.206 and are to be forwarded through Administrative Authorities to the Admiral Commanding Reserves (not to the Secretary of th e Adm iralty). Recom ­m endations for th e first prom otions under th is order are to be arrive by the 1st November, 1942, and for those hereafter by the 1st March and 1st Septem ber each year. Applications no t received by these dates will no t be considered un til the following half-year.

5 . (i) Executive Officers.—I t is to be sta ted w hether or not the officer holds a W atchkeeping Certificate.

(ii) Transferees from One Branch to Another.— Officers who have transferred from one branch to another (e.g., from the E lectrical Branch to the Executive Branch) m ay count tim e in both branches tow ards the war service required.

(iii) A ir Branch.—-In view of the early age a t which operational flying ceases and the requirem ents for operational Lieutenant-Commanders, Officers in the Air Branch who are qualified as P ilot o r Observer will be required to perform 6 m onths’ service only as a confirmed Lieutenant in an operational squadron or 12 m onths in a second line squadron. (Set 3 (a) above.) Conditions are otherwise as for other Branches, b u t the note to paragraph 3 will no t necessarily apply.

(iv) General.—Normally officers granted the acting higher rank under the term s of this Order will continue to be employed in appointm ents carrying this rank and will not, therefore, be required to revert to the rank of L ieutenant on relin­quishing appointm ents, subject to continued efficiency and satisfactory service. Officers a t present granted the acting rank “ while holding present appointm ent,” if recommended should, therefore, be included in recommendations under this Order. Officers already granted the rank of Acting Lieutenant-Commander underA.F.O. 3967/40 need not, however, be again recommended under this Order.

6. W here the term s of A.F.O. 3967/40 apply more favourably to officers than the regulations given above, recommendations m ay continue to be made, bu t promotions will be announced a t the same tim e as promotions m ade rmder this Order, viz :—-

The position in regard to the qualification and appointm ent of Interpreters during the w ar has been reviewed and the following decisions have been reached :—

(i) Interpreters Exam ination .—I t is impracticable to resume, during the war>the regular exam inations held by th e Civil Service Commissioners.

(ii) Provisional Examination (Art. 389C, K .R . & A.I.).—A ctual servicerequirem ents for interpreters afloat, which cannot be m et by officers who have qualified by the regular exam ination should be m et by means of the provisional exam ination if possible. B oth perm anent and tem porary officers are eligible to take the provisional exam ination and to receive additional pay as sta ted in K .R . & A .I., A rt. 369C, when actually employed as Acting Interpreters. (iv) Interpreters Appointments.—A ppointm ent as In terp reter or Acting In terp reter is governed by K .R . & A .I., Arts. 369B, 370, et seq. An appointm ent as such can only be approved where th e A dm iralty are satisfied th a t the interpreting du ty is additional to the officer’s normal duty . 2. Ratings eligible.—The scheme appies to Chief P e tty Officers, P e tty Officers and ratings borne on the books of H.M. ships and Non-commissioned Officers and m en of the Royal Marines, who are paid from N avy Votes a t ordinary N aval or •R.M. rates of pay, and to mobile ratings of the W .R.N.S. and mobile members of the V.A.D.

An allowance m ay be paid in respect of a rating (except a m an of colour or foreigner no t recruited under norm al R .N . conditions of service and pay) no t entitled to Marriage Allowance, for one dependant only.

3. Dependants eligible.—To be eligible for an allowance, the dependant m ust bear one of the following relationships to the rating : wife living ap art from the m an on account o f estrangem ent and the children of the marriage living w ith her ; p a re n t; g rand -paren t; s tep -p a ren t; son or daughter or step-son or step-daughter or statu torily adopted child ; grandson ; grand-daughter ; brother ; sister ; half-b ro ther; half-sister ; fo ster-paren t; unm arried dependant living as a wife and her children by the m an who are in her care, together w ith any child m aintained in the circumstances m entioned in A.F.O. 4310/40. Exceptional consideration would be given to a claim by a member of the W .R.N.S. or mobile V.A.D. member in respect of, for example, a dependant husband.

Note (i).—A foster-parent is a person who has acted as a paren t to the rating during his or her m inority for a reasonable period—norm ally not less than five consecutive years.

Note (ii).—An unmarried dependant living as a wife is a woman who has lived w ith the m an on a bona-fide domestic basis as his wife and has been wholly or substantially m aintained by him for normally a t least six m onths im m ediately prior to 3rd September, 1939, or, in the case of men entering after th a t date, prior to entry. Cases will be considered in which, owing to circumstances over which the m an had no control (sickness, unem ployment, etc.), the unm arried dependant was no t substantially m aintained by the m an during the particular period described b u t was so m aintained for some period of six m onths during the twelve months immediately preceding 3rd September, 1939, or date of entry , if later.

Note (iii).—W here an estranged wife (and/or legitim ate child) holds a Court Order the rules in paragraph 8 will apply.

Note.—W hen an increase in a rating’s pay raises it to a point requiring a higher ra te of qualifying allotm ent under the above scales, and the increase itself is less than the additional allotm ent required of him or her, the additional allotm ent is restricted to the am ount of the actual weekly increase in pay, the allotm ent being raised to the standard appropriate level as pay further increases. In determining a rating’s pay for the purpose of this order, compensatory allowances such as k it upkeep, lodging and provisions allowances, etc., should be excluded (vide K .R . & A .I., Article 1756, Clause 3 (a) (iii); hard lying money and allowances which, though themselves in the nature of pay, are payable on a purely casual or in term ittent basis should also be disregarded.

(ii) The rating m ust have made a net effective contribution to the dependant’s support, a t a ra te in excess of the qualifying allotm ent, for a period of not less than six m onths im m ediately preceding 3rd September, 1939 (in the case of the W .R.N.S. 30th January , 1941, and of the V.A.D. 22nd May, 1941), or th e date of entry, which­ever is the later (cases will, however, be considered in which the need for a contri­bution arose less than six m onths, b u t more than three m onths, before the dates mentioned, for example, on the death of the ra ting ’s wage-earning father.)

The ne t effective contribution is the gross am ount of the weekly contribution made to the dependant by the rating, less 7s. Od. a week if the dependant provided the rating w ith board out of th a t contribution.

5. Standard rates of allowance.—Except for unm arried dependants living as wives (see below) and estranged wives holding Court Orders (see paragraph 8 ) the ra te of D ependants’ Allowance, including the qualifying allotment from the rating's pay, will be according to the following scale, subject to the lim itation mentioned in paragraph 6 :—

allotm ent) ̂ according to th e scale in paragraph 5, added to the income of the dependant 8 household as defined in paragraph 7, would exceed th e following lim its th e allowance payable will be a t such lower ra te in th e scale as will bring the to ta l income to a sum no t exceeding the lim its sta ted . The limits are : —

(а) for a dependant living alone ... 20*. a week (child 13«. 0d. plusone-third of ratings contribution tow ards child’s maintenance).

(б) for a dependant no t living alone ... 21s. a week per dependant unit.I f the income of the household w ithout any contribution from th e serving

rating is 17s. 0d. a week per dependant unit, or more, D ependant’s Allowance cannot be granted.

These limits do no t apply to unm arried dependants living as wives, or to estranged wives holding Court Orders.

7. Calculation of household income.— The calculation of household income for the purpose of assessing D ependant’s Allowance (other than for unm arried dependants living as wives) conforms, as far as possible, w ith the principles of the D eterm ination of Needs Act, 1941. The rules are as follows :—

(i) (a) Only the income of the dependant, th e wife or husband of the dependant, and any sub-dependant of the dependant or ofithe dependant’s wife or husband will be taken into account, except th a t if the dependant is a child under 16 (e.g., the rating’s young sister living w ith his m other) the income to be taken into account will include th a t of the dependant’s parent, step-parent or guardian, th a t of the wife or husband of th e parent, step-parent or guardian and th a t of any other person dependant on any of them .

(6) In cases where :—(i) Tire dependant is the householder or the wife or husband of the house­

holder, or a child under 16 dependent on the householder or the wife or husband of the householder, and

(ii) The householder contains in addition one or more self-supporting m em ­bers—the self-supporting member or members will normally be presumed to be contributing something to the general expenses b u t never more than seven shillings a week and in certain cases less.

(c) W here the dependant is regarded as a member of a household, b u t does not fall to be dealt w ith under (6) (i) above, no abatem ent from income in respect of ren t will be m ade. The rule a t (6) (ii) does not apply in these cases.

(ii) Income, o ther th a n th a t derived from self-supporting members of the household, will be subject to the following abatem ents :—

(a) One-fifth of the earnings (but n o t other means) of each member of thehousehold is ignored, except th a t th is abatem ent m ay not exceed IOs. a week in the case of the earnings of th e dependant and the dependant’s husband, wife, father or mother.

(b) R en t (or equivalent expenditure in the case of an “ owner-occupied ”house) and rates.

(c) The first 5s. a week of any sick pay from a Friendly Society.(d) The first 10s. (id. a week of any benefit under the National H ealth

Insurance Acts.(e) The first 7s. 6d. a week of sickness benefit under P a rt I of the Old Age

and Widows’ Pensions Act, 1940.(/) H ie first £1 a week of any wounds or disability pension.(g) The first £1 a week of any injury allowance or disablement pension granted

under th e Personal Injuries (Civilians) Scheme to the dependant for injury sustained by him or her.

(h) One half of any weekly paym ent by way of compensation under theW orkmen’s Compensation Acts.

(i) The income from the first £375 of W ar Savings.(iii) Any income which a rating receives apart from his or her aetive sen ice

emoluments, e.g., balance of civil pay, pension, etc., will, however, be considered available for the maintenance of the dependant.

tribu te towards the maintenance of his wife and/or legitim ate children under an Order of the Court he will be required to m ake the m axim um allotm ent permissible in accordance w ith Section 98A of the N aval Discipline A ct (or such lower rate as the A dm iralty m ay, a t their discretion, decide to be appropriate) and this allotm ent m ay be supplemented, where necessary, by an allowance which will m ake the to tal paym ent up to either :—

(а) The am ount of the Court Order or such less am ount as the wife hadpreviously agreed to accept in se ttlem en t; or

(б) The am ount of marriage allowance and qualifying allotm ent which wouldhave been payable if the parties had not been separated, whichever is the less.

(ii) I f the m an supports an unm arried dependant living as a wife and also has a wife and/or legitim ate children, and if he is unable, by reason of the application of the procedure set out above or where the A dm iralty exercises the compulsory powers vested in them by Section 98A of the N aval Discipline Act, to m ake the allotm ent qualifying the unm arried dependant living as a wife for an allowance, the allowance due to th is dependant will be increased by the am ount by which the m an’s allotm ent to her falls short o f the qualifying allotm ent. A similar procedure will be adopted as necessary where an Affiliation Order is held against the m an and the m an supports an unm arried dependant living as a wife.

9. Method of claiming allowance.— Claims to Dependants Allowance will be required from ratings and members of the W omen’s Services. Men will claim on A dm iralty Form 496 an d members of the W omen’s Services on Adm iralty Form No. 500 ; demands for these forms should be m ade on the R.N . Store Depot, P ark Royal. Separate application will no t be required from dependants except unm arried dependants living as wives who should claim on A dm iralty Form 497 which will be available on application to the D irector of N avy Accounts, or the R oyal Marine Division concerned, as the case m ay be. All forms m entioned in any p art of th is Order are to be sent to the Director of N avy Accounts (Branch 10) Adm iralty, or to the Com m andant of the appropriate R oyal Marine Division.

Probationary members of the W .R.N .S. should apply after satisfactorily completing their probationary period ; an allowance will be antedated only if allotm ent charges are antedated.

All claims will be investigated on behalf of the Adm iralty.10. Financial and other changes in household.—Allowances are liable to review

a t any tim e and will cease on the marriage or re-marriage of th e dependant. I t will be the responsibility of the rating and the dependant to report, im m ediately it occurs, any change of circumstances which m ight affect the issue of the allowance, e.g., a dependant’s m arrying or becoming self-supporting; and they m ay be held responsible for repaym ent of an y overissue which m ay result from failure to do this. Such reports should be m ade to the appropriate paying authority , i.e., the Director of N avy Accounts or the Com mandant of the R.M. Division concerned. Fresh declarations of their circumstances by the dependant and/or the rating m ay also be required from tim e to time.

11. Fraud and misconduct.—Fraudulen t statem ents in claims will disqualify claim ants for a n aw ard and m ay lead to serious consequences. Misconduct on the part of the recipient of an allowance m ay lead to the loss o f the allowance. Generally the rules governing the stoppage or restriction of Marriage Allowance will apply in the same m anner to dependants allowance.

12. Increase of allotment on advancement in pay.—Increases of allotm ent required by increases of pay m ust be made immediately. The paying authority will then make any necessary adjustm ent in th a t p a r t of the dependant’s allowance which is paid from Naval Funds.

Failure to increase allotm ents to the proper qualifying rates a t the proper time results in overpaym ent which m ay be recoverable from the rating. In order to prevent these overpayments A ccountant Officers will be informed by D.N.A. Form 501 of awards of dependant’s allowance and by D.N.A. Form 602 of their withdrawal. In the event of an allowance being restored afte r w ithdrawal, a newD.N.A. Form 501 will be supplied. Accountant Officers will carry out the following procedure :—

(a) Upon receipt of D N .A . Form 501 insert in the allotm ent column in the ledger the notation “ Q.A.’’. This notation should also be made on transfer lists as necessary.

4257 30(6) Upon receipt of D.N.A. Form No. 502, delete the ledger notation “ Q.A.” ,

and destroy D.N.A. Form 601 (Part A).(c) Insert A.F.O. 4257/42, paragraph 12,and the date from which increased pay

becomes effective on all Forms S.63 rendered in th is connection.(d) Explain to ratings who receive an increase of pay, the necessity for a

higher qualifying allotment, where applicable, and th a t refusal to increase the allotm ent as necessary will involve the withdrawal of the allowance. I f a rating persists in refusal the fact is to be reported to D.N.A. or R.M. Division by signal if necessary. I f an increase of pay is antedated the increase in qualifying allotm ent m ust also be antedated. I f a rating who has been allotting more th an the rate of qualifying allotm ent does not wish, in spite of advice, to m aintain the excess when his ra te of qualifying allotm ent increases this is to be reported, by signal if necessary, so th a t the appropriate reduction in the paym ent to the dependant can be made (see paragraph 4 (i)).

13. Casualty procedure.— If a m an is reported missing, dead, or officially presumed dead, D ependant’s Allowance will be continuable in accordance with A.F.O. 3360/41. Allotments and allowances in issue to dependants of members of the W .R.N.S. and mobile Y.A.D. members will be continued for the same periods as for dependant’s of men notw ithstanding the fact th a t certain categories of relationships which are pensionable in the case of R .N ratings are no t pensionable in the case of W .R.N.S. ratings and mobile Y.A.D. members.

The award of an allowance under any p a r t of this Order does no t give a dependant any claim to pension in the event o f the death or disablement of the rating.

14. War service grants.—The conditions under which w ar service grants, which are available to ratings and to mobile members of the W omen’s Services to m eet their financial obligations, including obligations to dependants, m ay be granted are explained in A.F.O. 5044/41.

15. Duration of scheme.—The D ependant’s Allowance Scheme is a war-time concession of such duration as m ay be decided.

(iii) Removing revolvers from holsters unnecessarily while on watch.(iv) Pulling the trigger intentionally or through carelessness and thereby

bringing a full chamber of the magazine adjacent to 12 o’clock.(v) Issuing revolvers to young and inexperienced ratings.

A small am ount of alcohol circulating in the blood stream a t the tim e of, or soon after, inoculation, is liable to prevent im m unity being established.

(N. 8068/42.— 3.9.1942.)I t has been represented th a t the present brooch fitting to the Silver A/S-M/S

Badge is no t entirely satisfactory as the badge stands aw ay from th e sleeve and is liable to catch on protruding objects, w ith resu ltan t tearing of uniform.

2. The m ethod of attachm ent has, therefore, been changed, th e new badges being affixed by sewing on to the sleeve through four small eyelets attached to the comers of the badge. No more badges of the old style will be m anufactured and all new issues will be of th e eyelet pattern .

3. P resent holders of th e brooch-fitted badge m ay, if they wish, exchange their badges for the new style, free of charge, upon surrender of their old badge.

4. Method of exchange will be as follows :—(a) A t Home—

(i) Badges for exchange are to be collected a t bases.(ii) Bases are to forward collected badges to the Commodore, P atro l

Service Central Depot, Lowestoft, weekly, as m any as possible to be sent a t one tim e in order to minimise labour.

(iii) The Commodore, P atro l Service Central Depot, Lowestoft, will, onreceipt of the old badges, return a like num ber of the new style to bases for issue to holders.

(iv) No record of th is replacement issue need be m ade on Service Certi­ficates, b u t it m ust be clearly understood th a t free exchange can only be made against actual surrender (see paragraph 5 below).

(b) Abroad—-Owing to the undesirability of despatching badges in bulk abroad

and the possibility th a t by the tim e new badges arrive ships m ay have ceased operating from the base from which exchange was demanded, i t is no t intended to effect changes while personnel are serving abroad. Exchange m ay be m ade when officers and men re tu rn to the U nited Kingdom.

5. Replacement of Badges Lost.—Holders who require replacem ent of badges lost will be charged 6d. as heretofore (A.F.O. 1512/40, paragraph 2). The practice of raising a Form S. 126 to cover the charge of 6d. for replacement of badges lost should be discontinued in order to save paper and ledger work. In future, such re-issues of badges should only be made on paym ent of 6d. in cash, the money being taken on charge by the Base Accounting Officer. W hen forwarding applications for such replacement, accounting bases are to confirm th a t paym ent of the charge of 6d. has been made.

6. General.—Many applications for badges are a t present made direct to the Commodore, P atro l Service Central Depot, Lowestoft, by individual officers and ratings. This practice, which involves considerable unnecessary labour and paper in verifying eligibility, etc., is to be discontinued, all applications being made through accounting bases. Any applications no t so m ade will, in future, be ignored.

Arrangements have been concluded with the railway companies for the issue of combined leave pass and railway tickets to personnel entitled to four free leave journeys annually under the general conditions of A.F.O. 3843/42.

2. F or ratings and other ranks the new form (D.N.A. Form No. 822) will be in four parts, consisting of a counterfoil (to be retained by the issuing ship or establishment) and leave pass to which are attached separate tickets for the outw ard and return journeys. The tickets will no t require to be exchanged a t the booking offices for rail tickets, b u t will be detached by the ticket collector a t the term inal stations. The tickets are in no circumstances to be detached by the passenger, and are only valid when attached to the leave pass.

3. A similar form (Form D.N.A. No. 811) will be issued for the use of Officers proceeding on free leave.

4. Combined leave and railway tickets are only available for journeys when the starting and destination stations are in England (including the Isle of W ight and St. M ary’s, Scilly), Scotland (including places served by Messrs. M acBrayne’s Services) or Wales. They are not available for journeys by road transport (other than Messrs. M acBrayne’s Services) or by air, nor for journeys to and from N orthern Ireland, Eire, and the Isle of Man. F or these journeys the norm al d u ty w arrant (Form D.N.A. No. 800), which m ust be exchanged a t th e booking office for a railway ticket, will continue to be used as hitherto. F or leave journeys to or from the Orkney and Shetland Isles, D.N.A. Form No. 811 or D.N.A. Form No. 822 are only to be issued to or from Thurso and Invergordon respectively. The sea passages will be arranged by the Services Em barkation Officers.

5. The tickets provide for the insertion of the date of issue. This date both on the outw ard and inward journeys should be th e date on which leave commences.

6 . Any unused or uncollected railway tickets are to be forwarded to the Director of N avy Accounts (Branch 2), Adm iralty, Bath.

7. The foregoing arrangem ents apply only to th e four free leave journeys and only to the personnel referred to in A.F.O. 3843/42, paragraph 29, except tha t N .A .A.F.I. canteen staff entered in th e R .N . are to use ordinary w arrants for their four free leave journeys. For all personnel the N aval D u ty W arran t (D.N.A. Form No. 800) should continue to be used for any other free leave journeys granted under the other conditions of the order quoted.

8 . D.N.A. Form No. 800 should continue to be used for all railway journeys by Allied and Dominions personnel.

on exposed mountings having “ exploded ” , and pending the receipt of more definite inform ation, it is thought th a t the cause of these explosions is due to the presence of w ater in the receiver which, on reaching the range m otor, induces an electrical “ short ” , thus causing electrolysis ; when a sufficiently explosive m ixture has been generated, a spark, caused by faulty wiring or by a verdigris deposit on the range or pointer m otor contacts, would then be sufficient to cause the explosion.

2. Troubles of this natu re can be minimised by observing carefully the following points :—

I. Periodic removal of the drain plugs.Elevation receivers of the above types should be fitted w ith three drain plugs

art follows :—-(а) One a t the bottom of the m ain casing. This was th e one originally fitted,

is difficult of access and need no t be used, provided those a t (b) and (c) are fitted.

(б) One in the rear cover. The fitting of th is plug was authorised byA.F.O. 673/40.

(c) One in the range m otor housing. The fitting of this plug was authorised by A.F.O. 2900/40.

Training receivers should be provided w ith two drain plugs both in the rear cover. In the case of early instrum ents th is was authorised by A.F.Os. 2469/35 and 115/36.

Xew instrum ents are being fitted in all cases w ith these plugs.I I . Close attention to be paid to the watertightness of all covers, joints, etc.

35 4269I I I . Periodic testing of insulation and wiring.—In this connection, atten tion is drawn

to C.A.F.O. 1078/40, which describes the failure of a receiver of the “ EM ” type due to the rubbing of a split taper pin against a cable lead.

IV. Frequent inspection of the silica gel air dryer, the purpose of which is tom aintain the air in the instrum ent free of moisture. W hen th e tell-tale in the dryer turns from blue to red, the dryer should be removed an d gently warmed until the tell-tale resumes its original colour. The dryer m ay then be replaced. A spare silica gel air dryer should be contained in the ship’s set of spares for D irector Firing Gear.

3. Ships concerned are to examine these instrum ents and if n o t fitted w ith plugs as authorised by the various A.F.Os. mentioned in paragraph 2 (I), or i t is found th a t the covers are warped, necessitating the joint faces being filed and scraped to give a face to face jo in t w ith the m ain casing before the jointing m aterial is inserted, the instrum ents are to be defected and the modifications or repairs carried out by Depot Ship or Dockyard.

A.F.O. Diagram No. 226/42 shows a modification to the shields for the 20-mm. Marks IIA , IIIA , IV, TJ.S.N., and V, U.S.N., mountings, to facilitate the sighting of low angle targets, by cutting away the inner top corners.

2. This modification has been embodied in all m ountings of U .K . manufacture, and will be, in all future mountings, m anufactured in America.

3. All mountings in service which have shields which have not been cu t away should be modified as shown in the diagram.

4. The work should be carried out by ship’s staff, b u t where this is not possible, arrangem ents should be made for i t to be done by dockyards or repair depots, a t the earliest opportunity. The shield plates m ay be flame cut.

5. In the case of mountings which have been received from America, b u t not yet fitted on board, fitting-out depots should arrange for th e modification to be carried out before issue of the mountings.

4273.—Gun Mountings—Small-Powered Mounting Hydraulic Systems— Leakage of Oil from Recuperators

Coastal Force Craft and Bases concerned (G. 3556/42.— 3.9.1942.)

A num ber of recuperators fitted in th e gun-mounting hydraulic systems of Coastal Force Craft are no t complete w ith m ica windows covering the FULL/EM PTY indicators, and reports have been received concerning leakage of oil from the indicator orifices when systems are being charged.

2. Arrangements have been m ade for a supply of m ica windows, complete w ith the necessary fittings, to th e bases concerned, for fitting by base staffs.

3. In any ease, leakage of oil p ast the indicator, or the filler orifices, should no t occur if reasonable care is taken when systems are being charged.

4. W hen the main plunger is a t the top of its stroke, i.e. th e indicator is showing “ FU LL ” , there is a quan tity of oil underneath the plunger approxim ating to 1J pints, which is available for feeding the system to m ake up for any small leaks or air-locks.

5. There is no necessity, therefore, fo r the top chamber to be completely filled withoil, and when the system is being topped up, the oil level in the recuperator should not be allowed at any time to rise above the bottom of the filler orifice. A s a general rule it should not be possible to see the oil-level inside the filler when the indicator is showing “ F u ll ” . The filler-cap must always be replaced when the operation of topping-up has been completed.

6. I f the above procedure is followed, th e kicks given to the m ain plunger of the recuperator by possible fluctuations in back pressure cannot result in the throwing-out of oil.

4285.—5 kW Diesel Generators—Removal—Fuel Supply System to Galleys, etc.— Conversion to Pressure System—As. and As.

“ Bangor ” Class and “ Algerine ” Class Minesweepers (E.-in-C./P. 59678/42.— 3.9.1942.)

“ Bangor ” class minesweepers (steam driven).— (a) The 5 kW diesel generating set, accessories (including cooling tank) spare gear and associated electrical control gear and the 200 gallon diesel fuel storage tank fitted on the forecastle deck in steam driven “ Bangor ” class minesweepers are to be removed.

(6) The fuel supply to the galleys is to be converted to a pressure system as indicat«! in A.F.O. D iagram No. 225/42 (1-2) and as detailed below :—

A diesel fuel storage tank of 100 gallons capacity is to be fitted in the engine room and the fuel is to be supplied to the galley by means o f a pressure system, consisting of two small m otor driven pumps, each of about 25 gallons per hour capacity, in parallel (one being a stand by), drawing from the storage tank and discharging through a pipe system direct to the galley burners. The pum ps are to be fitted w ith an adjustable spring loaded pressure relief valve, which is to be set to give a pressure of about 2 \ lb. per square inch a t the galley burners or to such a pressure as m ay be found to give the m ost efficient conditions of burning. The fuel by-passed through the adjustable relief valve should be led back to the top of the storage tank.

A small ready use tank , of about 10 gallons capacity, w ith piping led to galley burners, is to be provided in, or in the vicinity of, the galley for emergency use when there is no electrical power available in th e ship. This tank is to be arranged for filling by buckets and will norm ally be kept em pty,

4285 42the supply valve from it being locked shut. A brass p la te m arked “ Tank always to be kept empty except when electrical supply to the galley fuel pum ps is not available ” is to be attached to the side of the tank.

An electrical push bu tton is to be provided so th a t the pum p can be stopped from a suitable position on the deck along which the pipes are led to the galley and also from the galley.

2. “ Algerine ” minesweepers.—The 40 gallon ready-use fuel tan k for th e galleys fitted on the forecastle deck is to be removed and the fuel supplied to the galleys direct from th e diesel fuel bunker by means of a pressure system, similar in principle to th a t described above for “ Bangor ” class minesweepers and as indicated on A.F.O. D iagram No. 225/42.

Connections are to be provided from the system to th e ready-use tan k for the 50 kW diesel and LL generators, the domestic boiler and the filling connection for the power boat.

A hand pum p is to be provided for filling the ready-use tanks for the oil driven generators, etc., when electrical supply to the galley fuel pum ps is no t available.

3. Commanding Officers of vessels concerned are to arrange for items to be inserted in lists of As. and As. as follows :—

(а) “ Algerine ” Class.—Fuel supply system to galleys, etc., to be convertedto a pressure system in accordance w ith A.F.O. 4285/42.

(б) “ Bangor ” Class.—5 kW diesel generator and accessories and 200 gallonfuel ta n k on forecastle deck to be removed. Fuel suppy system to galley to be converted to a pressure system in accordance with A.F.O. 4285/42.

4. Arrangements are being m ade by the A dm iralty to purchase the electrical pum ps for the fuel supply systems. W hen vessels are taken in hand for alteration, application should be m ade to the A dm iralty by the repair authorities concerned for the supply of the necessary pumps.

5. A fter removal from the “ Bangor ” class minesweepers the 5 kW diesel generator, accessories (including cooling tanks) spare gear and associated electrical control gear are to be forwarded to Messrs. Ruston & H ornsby, L td ., Lincoln, for reconditioning. Messrs. R uston & Hornsby, L td ., and the A dm iralty should be advised of the date of despatch.

3. The following instructions are to be carried out by ships’ staff when fitting condenser, P a tte rn W4037, in accordance w ith A.F.O. Diagram 223/42 (A.S.E. Drawing No. 32729)

(а) Remove the lower drop cover of the cover plate.(б) Locate th e condenser and filament transform er unit. This will be found

near the base of the C.R. tube on the left hand side.(c) Remove all leads from the condenser and filament transform er un it

and the two screws which fix it in to the rack. W ithdraw the un it from the framework.

(d) Remove condenser C45. This is a t the rear of the two P atte rn X1433condensers, and it is m ounted directly over the P atte rn 8412 resistance holder for R 68 .

(e) Remove condenser C44 and its clip by removing the bolt and nu t whichsecure th e clip and resistance holder to the base-board. This condenser is tubular and will be either P a tte rn X967 or P a tte rn W3643.

( /) F it the replacement P a tte rn W4037 tubular condenser, w ith P a tte rn W4933 clip supplied, to the resistance holder and base-board. The condenser should be bound w ith insulating tape underneath the clip. Replace the P a tte rn X1433 condenser.

(g) Rem ake the broken connections on C45 and R 68 and wire the newcondenser C44 into the circuit.

(h) Replace the condenser and filament transform er un it in the rack andremake the connections to it. Replace the lower drop cover.

4. Condenser C44, P a tte rn Xo. X967 or W3643 is to be retained on board for use as required.

2. I t has been found th a t, in event of any considerable drop of supply voltage the alternator will no t give its correct output. In such exceptional circumstances i t m ay be found necessary to replace the . 20-ohm resist-or w ith a 30-ohm resistor (Stores Ref. 5C/2028—Resistor, 30-ohms, Zenith, Type T.G .6).

3. Since the equipm ent will function perfectly satisfactorily w ith th e 20-ohm resistor under norm al conditions, 30-ohm resistors will no t be issued for retrospective fitting, b u t all spare resistors supplied, to th e scale of one per aircraft, will be of 30-ohms. As a safeguard, these m ay be fitted, if desired, in place of the 20-ohm resistor, and the la tte r retained as th e spare.

4299.—Pitting of Cocks to Air Escape Pipes—A. and A.Capital Ships and Aircraft Carriers

(D. 05986/42.— 3.9.1942.)Air escape pipes, up to th e present, have been fitted generally w ith open ends.

W ar experience has shown th a t there is a risk of w ater passing from one space to another through these pipes.

2. Plugcocks are therefore to be fitted in all air escape pipes from internal com partm ents, except those from oil fuel and petrol tanks. The cocks in air escape pipes from magazines and shell rooms, fresh w ater and reserve feed w ater tanks are norm ally to be kep t open, b u t others are normally to be kep t shut. Plugcocks, normally open, are required in the air escape pipes from magazines, whether fitted w ith autom atic valves or not.

3. Interflooding m ay occur in the following circumstances, if cocks are not fitted, or when, if fitted, they are not closed tight.

(i) if th e upper end of the pipe is below the level to which the ship’s waterline m ay reach due to damage.

(ii) if two or more pipes “ m arry ” below this level.(iii) if the air escape pipe is dam aged a t some point along its length. (In ter­

flooding m ay still occur, even if a cock is fitted, if the damage is below the cock.)

4. The pipes should therefore be taken as high as practicable and if they will be too exposed when carried above the w eather deck, they should end just below th is deck as near to the middle line as possible.

5. The pipes should no t in general m arry until they have been taken well above the deep waterline, b u t if, in order to reduce the num ber of holes in thick armour, they are m arried before they reach th is height, plugcocks should be fitted in the individual pipes ju st below the points of union.

6 . The cocks should be fitted in the air escape pipes below th e level of the arm our or protective deck, so th a t splinter damage to the pipes above the deck will not destroy the w atertightness of the latter. In the case of the arm our (lower) deck before and abaft the citadel in new construction capital ships, th e cocks m ay be fitted on th e deck instead of below it, for the sake of accessibility, and to avoid

47 4299having to pierce the arm our w ith gear rods. In these ships, w ithin the length of the citadel, where the arm our deck is the m ain deck, cocks need no t be fitted in a ir escape pipes which pierce the arm our inboard of the longitudinal wing bulkheads, unless th e pipes are m arried below the arm our.

7. As in order to counter-flood in the event of underw ater damage, the plug­cocks in the air escape pipes to the com partm ents concerned m ust be opened to secure the m axim um ra te of flooding, the cocks should be fitted in positions accessible to the corresponding flooding position. This applies particularly to flooding com partm ents w ithin the citadel, and th e cocks should be positioned w ith th is in view. I t m ay be necessary in some instances to fit gearing, b u t this should be avoided wherever possible.

8. A notice should be placed a t each flooding valve position, giving the position o f the appropriate plugcock, and directions to open it when the flooding valve is opened.

9. The provisions of this Order are to apply to new construction, subject to no delay in completion being involved.

10. Ships in service are to include an item , Classification “ A ” in their lists of As. and As. to fit plugcocks in air escape pipes in accordance w ith th is Order.

The allowances of fire-fighting equipm ent to Corvettes, “ Flower ” class, and Boom Defence Vessels have been revised and are now to be as shown in the Appen­dices to this Order.

2. W hen demanding branch pipes (fixed jet, je t/spray, oilfyre or foam), the type of coupling required should always be sta ted . Branch pipes can be supplied with either No. 3 size A dm iralty S tandard Bayonet Jo in t or 2J-in. Male Instantaneous Couplings, and where adaptors are necessary to convert existing fittings, th e y should be dem anded from the nearest D ockyard or Base. A sample coupling, or a detailed sketch of the existing fitting, should be forwarded when m aking demands, to enable adaptors to be made. Only those ships th a t can m aintain a fire-main pressure of a t least 35 lbs. per square inch will be allowed je t/spray nozzles, and the pressure which can be m aintained in the fire-main should be sta ted when dem anding these. Any reports due in accordance w ith paragraph 6 of A.F.O. 2289/41 will no t now be required from “ Flower ” Class Corvettes or Boom Defence Vessels.

room of oil-fired Corvettes and Boom Defence Vessels. Commanding Officers of ships in commission should include an item, Classification “ A,” in the ir nex t list of As. and As., to cover the work of fitting. F or ships of new construction, the necessary arrangements should be m ade by the Principal (Ship) Overseers concerned. 2. In all future trials i t should be ensured th a t the pum ps are working a t m axim um speed, w hether or no t w ater is being drawn off the firemain.

In those ships where the pum ps supplying th e firemain are of the centrifugal type and the firemain te st pressure is 130 lb. per sq. inch, relief valves are not required and, if fitted, are to be removed or rendered inoperative. W here the firemain te st pressure is less than 130 lb. per sq. inch, relief valves, where fitted, should be set to three-quarters the test pressure of the firemain.

W here the pumps supplying the firemain are of reciprocating type, th e relief valves are to be set a t 85 lb. per square inch or three-quarters the test pressure of the firemain, whichever is the less.

Trials on deisel oil fuel fires have shown th a t they are more intense and spread more quickly th an fires involving boiler fuel, and th a t foam is much more effective on such fires th an w ater spray, its effect being noticeable im m ediately it is applied.

2. In view of the above and of the ever present risk of fire in oil-fired galleys, one foam type fire extinguisher, P a tte rn 4726, will be allowed for each oil-fired galley, and should be stowed in a position where i t is accessible from either inside or outside the galley. Three charges, P a tte rn 4729 (includes two spare) should be dem anded for each extinguisher.

3. Ships concerned in commission should forward dem ands for the extinguisher and charges as necessary to the appropriate Dockyard or R.N . Store Depot. Supply to ships of new construction should be arranged by the storing yards in the usual manner.

4. Dockyards only.—Any additional provision necessary should be made in the nex t series of W ar Demands under Subhead B—Item 8E.

4309.—Light Steel Doors in Lieu of Wood Doors—New Construction(P. 13498/42.— 3.9.1942.)

In view of fire risk it has been decided th a t, subject to no delay in completion or interference w ith com pleted work, doors to cabins, offices, etc., h itherto made of wood (fireproofed or otherwise) are to be of light sheet steel, suitably stiffened and m ade rattle-proof.

4312.—D.G.—Type T Resistance for Trawler InstallationsTrawlers, Whalers, Drifters

To ensure a better standard of construction for the D.G. regulating resistances of trawlers, a new type as shown in A.F.O. Diagram 227/42 (D .E.E. 6765) has been introduced. This type of construction is now specified for the regulators of all new D.G. installations in home and foreign service trawlers, whalers, and drifters and resistances of the slider type will no longer be fitted.

2. P a tte rn 18918 has been allocated to a new “ M ” coil un it, comprising a drip-proof bulkhead m ounting case approxim ately 21 in. high by I 6J in. wide by16 in. deep and containing a 22-step regulator having a capacity of 0-15/28 ohms w ith a m axim um rating of 36-65/3-7 amps.

3. This un it is suitable for the replacement of m ost “ M ” coil resistances of th e slider type and when the la tte r are defective, overseers and/or ships concerned should forward appropriate demands to their usual storing yards.

4. Dockyard only.— Purchase of 250 units has been arranged for delivery a t Stroud and Mossley. Requirem ents should be dem anded by the dockyards from hese depots m onthly in accordance w ith the approved storing procedure.

In order to avoid repeated damage to D.G. cables which are routed outside the waist under the rubbing strakes of Landing Craft (T), Marks I , I I and I I I , th e following instructions are to be observed :—■

(ii) This work is to be trea ted as an A. and A. Classified “ A2. W here possible, arrangem ents are being m ade for this diversion to be effected

on new construction.

4314.—Engine Data Label Container—Introduction(N.S. Air 837/42.— 3.9.1942.)

Instances have occurred of engines being returned for repair w ithout the log books. This has frequently resulted in complete overhauls being carried out irrespective of the life of the engine or natu re of the failure.

2. In order to prevent this, plastic engine d a ta label containers, Ref. 28/7165 (A.G.S. 1007), have been introduced, and will be allowed to ships and services as detailed in A.F.Os. I \ 392/42 and 393/42. This container, to be clipped to the reduction gear casing, holds a label on which all the necessary d a ta should be w ritten before the engine is despatched from the squadron.

3. Engine data label containers detailed in A.F.Os. P.392/42 and P.393/42 will be allowed to Shore Establishm ents in accordance w ith the following scale :—•

4315.—Gosport Speaking Tubes in Aircraft—Optional Modification(A.M./N.S. A ir/1112/42.— 3.9.1942.)

W hen using Gosport tubes for intercommunication in aircraft, i t m ay be of great advantage for the speaker to be able to hear his own voice.

2. To this end, a simple device has been tried out by the Service Trials Unit, A rbroath, and found to be satisfactory.

3. This device consists of a copper “ H ” piece, to the ends of which are secured the Gosport tubings. The design, which is shown diagrammatically in A.F.O. Diagram 222/42, includes slightly cupped ends on th e cross piece projecting internally into the legs of the “ H ” to deflect the speaker’s voice waves back to his ears. Two of these “ H ” pieces are required and are inserted one a t each end of the Gosport Tubing System 18 inches from the “ Y ” piece en try point.

4. The device in question can be m ade up from local resources and its fitm ent is optional a t the discretion of individual units.

4316.—Parachute Pack Elastics—REPORTS(N.S. Air 1605/42.— 3.9.1942.)

P ack Elastics (Ref. 15A/83) for use on parachutes, man-carrying, are n o t to be used after two and one-half years from the date of m anufacture. W henever a Pack E lastic which is two years old is p u t into service, i t is to be specially examined a t each m onthly inspection. I f the elastic is then capable of extension to double its free length w ithout perm anent elongation and no dam age to the braided cotton or internal elastic is apparent on visual exam ination, i t m ay be p u t back into service for a further m onth. E lastics are to be replaced immediately defects are discovered. W hen an elastic attains th e age of two and a half years, it is to be w ithdraw n from service, and returned to a store depot. Vouchers should be clearly endorsed “ Over age ” .

2. The accum ulation of old elastics should be reported by store depots to the Director of Stores, Adm iralty, London, who will give disposal instructions.

3. The date of m anufacture can be determ ined by inspection of the cotton threads which are laid parallel to the rubber strands underneath the braiding. These threads should not be confused w ith the coloured th read woven into the outer cover of all elastics, which indicate the m anufacturer of the cord. The following table shows how the age of the elastics can be ascertained.

In view of the shortage of supply of abrasives, particularly emery, i t has been decided to provide stocks of steel wool, which can be used in certain circumstances as a substitu te for emery cloth.

2. As a result of trials, steel wool can be recommended for the following operations :—

(a) Cleaning and polishing m etal articles such as indicating plates afterengraving.

(b) Removing light rust.(c) Cleaning surfaces requiring re-varnishing (pattern shop).(d) P reparation of wood-work for polishing.

There is a t present no difficulty in obtaining supplies, and its more extensive use should be considered in order to reduce demands for emery cloth to a minimum.

The 1942/43 edition o f Lloyd’s Register o f Shipping will shortly be ready, and distribution will be made by the Superintending N aval Store Officer, R .N . Store Depot, P ark Royal, w ithout demand, in accordance w ith the establishm ent laid down in B .R .l. This establishm ent has now been amended to read “ ALL Cruisers ” , and B .R .l. should be noted accordingly. Commencing w ith th e 1942/43 edition, supply an d receipt notes are to be exchanged for bo th the register and supplements, which should be trea ted in the same m anner as Secret docum ents in view of 1 ho highly confidential inform ation which they contain.

2. Ships and establishments holding the 1941/42 copies are to re tu rn these and th e relevant supplem ents to the Superintending N aval Store Officer, P ark Royal, im m ediately on receipt of th e new edition, for re-issue to other Services, except when the C.-in-C. of a Foreign Station authorises direct transfer to another ship or establishm ent on the sta tion entitled to receive a year-old copy. In the la tte r instance, a spare receipted copy of S.549 (vouchers for transfer between ships) showing the copy num ber of the Register, and supplements transferred should be forwarded to the Superintending N aval Store Officer, P ark Royal. The R egister and supplem ents should be transm itted by registered post a t home and “ B y B ritish Packet ” from ships and establishm ents abroad.

3. F or the 1941/42 and subsequent editions a certificate is to be rendered to the Superintending N aval Store Officer, P ark Royal, in respect of any copy destroyed or lost ; such certificate should list the relevant supplements destroyed w ith the Register.

4. Copies of th e 1940/41 edition m ay be disposed of in accordance w ith para­graph 3 of A.F.O. 1744/40.

5. Staff Officers (Intelligence) will be supplied, w ithout dem and, as in previous years.

6. A n y new requirements fo r Lloyd’s Register (as for other commercial publica­tions) will be dealt with by Keeper of Stationery and Printing, Admiralty, and steps should not be taken to obtain these through other channels.

commenced on or after the 3rd September, 1939, and whose employment does not ordinarily involve more th an 30 hours’ sendee weekly and who are rendering services which are not ordinarily performed, or which would not, b u t for circumstances arising out of the war, ordinarily be performed by persons rendermg not more than 30 hours’ service weekly, need not be insured under the Unemployment Insurance Regulations.

2. Part-tim e employees are subject to the usual conditions governing H ealth and Pensions Insurance and contributions are therefore norm ally payable.

Use of 3rd Class Sleepers(C.E. 8183/42— 3.9.1942.)

I t has been brought to notice th a t in some instances 1st class travelling w arrants have been issued under the provisions of A.F.O . 1080/42 to officers who have actually used 3rd class sleepers for the journey.

2. W here an officer will be using a 3rd class sleeping berth , a 3rd class travelling w arrant only should be issued, unless p a r t of the journey is not covered by sleeper accommodation and he is eligible to travel 1st class on th a t p a r t of the journey. W here a journey is m ade in two portions, consideration should be given to issuing separate w arrants for the two portions if a 3rd class sleeper will be utilised and the officer is eligible for 1st class travel on the other portion.

4342.—Travel between Great Britain and Northern Ireland—Permit Regulations for Civilians

who are desirous of visiting their homes either in Ire land or G reat B ritain m ay obtain an E x it Perm it once in any period of six m onths to travel in one or bo th directions, has been modified. In fu ture the Regulations will perm it persons having

homes ” in Ireland or in th is country to travel home no t more th an twice in any period of twelve months.

2. The expression “ home ” means the intending traveller’s ordinary place of residence or the home of his parent, wife or child.

Local purchases of N aval Stores (Vote 8/2) m ay now be authorised up to th e lim it of £250 for any one purchase and paym ent m ay be m ade locally for such purchases.

2. The am ount of £250 should therefore be substitu ted for £75 in A.F.Os. 967/42 and 968/42.

3. (a) In th e event of it appearing th a t a series of orders for similar articles am ounting in the aggregate to a substantial sum of money is likely to be placed w ith one firm, consideration is to be given to (i) the possibility of obtaining a discount, and (ii) the question whether it is economical to place orders w ith only one firm.

(6) Except in cases of urgency, local orders should no t be placed for expensive items or for m aterials where production is regulated by M inistry of Supply Controls (e.g. wire rope, cordage, canvas, etc.), w ithout first ascertaining from Director o f Stores whether alternative means of supply exist which would enable delivery to be assured in tim e to m eet requirem ents.

4. This lim itation is no t applicable to yards, etc., abroad, where, in the case o f articles ordinarily sent out from England, the necessary steps to obtain stores urgently required are to be m ade by local purchase under the approval of th e Superintendent.

U nder a contract for the theatrical distribution of the Arm y training film “ N ext of K in ,” the right is reserved to arrange private showings of the film to His M ajesty’s and Allied Forces in the U nited Kingdom of Great B ritain an d N orthern Ireland and the Isle of Man. This right does not, however, extend to friends and relatives of those Forces, and the invitation of such friends and relatives or other unauthorised personnel to these showings is a clear breach of the contract and m ust no t be allowed.

2. The above restrictions apply only to the private showing of the film an d its use for instructional work. W hen the film is included in ordinary A.S.E.C.F. programmes the rules published in paragraph 2 of A.F.O. 3953/42 will apply.
