Executive Summary

ACMM has been established since 2016 under Concept Paper on establishment of

ASEAN Center of Military Medicine approved by ADMM-Plus, during 2nd cycle of ADMMExpert Working Group on Military Medicine which was Co-chaired by Thailand and Russia.

In the initial phase, ACMM was supported by Ministry of

Defence, Thailand. Last year(2018) was the 1st year that ACMM had received equally Contribution Fund from ASEAN

Member state, according to Term of Reference of ASEAN Center of Military Medicine whichwas also approved by ADMM-Plus.

This is the

2nd

year that ACMM receives Contribution Fund from ASEAN Member

State, so ACMM keep on our momentum to accomplish our mission for the best benefit ofall the members with all our efforts.

collaboration

in

the

future.

The greatest Highlight of the year 2019 was at the 34th

ASEAN Summit the ASEANLeaders welcomed the inclusion of the ASEAN Center of Military Medicine (ACMM) as a

subsidiary body under the ASEAN

Defence

Ministers’ Meeting (ADMM) in Annex 1 of theASEAN Charter, that allow us much more privilege to endeavor our mission.

Objectives: - To update ACMM activities

- SMEE on the 2nd Military Medicine Epidemiology for Emergency Response

Objectives:

1. To exchange knowledge, experience, and a guideline of surveillance, prevention

and disease control of both military and non-military .incidents, and Biological

Weapon Threats or other military biological hazard

2. Establish co-surveillance system, control, and prevention of communicable

diseases, both military and non-military incidents and Biological Weapon

Threats or other military biological hazards.

3. Strengthen military medical cooperation and partnership to respond any military

biological threat.

Output/Outcome:

1. Military Medical Experts from AMS and Plus countries have a very good chance

to exchange knowledge, experience, surveillance guideline or system for

prevention and disease control.

2. All of the delegate seek the guideline and determine to establish co-surveillance

system for prevention control especially when The WHO declares as PHEIC

(Public Health Emergency International Concern)

Objectives: To enhance the capability of military medical personnel in analyzing

medical needs under the crisis situation

Output/Outcome:

1. Explain how military medical organizations within their own countries can support

the Ministry of Health leadership in assessing impact and coordinating a multi-

lateral response effort to health emergencies following sudden-onset disasters or

outbreaks.

2. Describe the major response tools and coordination mechanisms available within

the international humanitarian health sector, as applicable within the ASEAN

region.

3. Identify the steps and key considerations for making appropriate requests and offers

of assistance.

4. Recognize the classification and minimum standards for Emergency Medical

Teams (EMTs) within the global EMT Initiative; Outline the importance, and

pathways towards, integrating military field operations into the on-site

coordination of all medical teams during an emergency response.

Objectives: - To maintain and enhance peace, security and stability and further

strengthen peace-oriented values in the region

- To ensure that the peoples and Member States of ASEAN live in peace

with the world at large in a just, democratic and harmonious environment

- To respond effectively, in accordance with the principle of

comprehensive security, to all forms of threats, transnational crimes and trans-boundary

challenges;

Output/Outcome:

There are many key groups engaged in disaster management within

ASEAN. Each of these groups within ASEAN either exists to enhance disaster

management in the region or views disaster management as a crucial component of a

larger security strategy. ASEAN has recently acknowledged the need to strengthen

cooperation mechanisms, especially with governments and regional organizations

outside of the ten ASEAN nations. The efforts to enhance the cooperation mechanism

will help to address the overlap and power and authorities between the groups. In 2013,

the ASEAN heads of state declared that they “encourage a joint effort and more

integrated coordination and synergy in disaster management among the various ASEAN-

related mechanisms, wherever possible, in particular the AMMDM, ADMM, ADMM-

Plus, ARF, and EAS.”

Concept Paper on Establishment of

ASEAN Center of Military Medicine (ACMM)

Background

The Ministry of Defence (MOD), Kingdom of Thailand the Russian Federation are Co-

Chairs of the ASEAN Defence Ministers Meeting - Plus Experts’ Working Group on Military Medicine (ADMM-Plus EWG on MM) during the cycle of 2014-2016. The Co-Chairs had

proposed a 3 Year Work Plan which was adopted by the ASEAN Defence Senior Officials ’ Meeting-Plus (ADSOM-Plus) in Nay Pyi Taw, Myanmar in April 2014. In line with the adopted

3- Year Work Plan of the EWG on MM, the Co-Chairs are working towards the establishment

of the ASEAN Military Medicine Coordination Center (AMMCC) in Thailand by 2015.

During the 5th ADMM-Plus EWG on MM Meeting/Senior Medical Planners’ Workshop, which was held in Pattaya City, Thailand in October 2014, the Workshop discussed an

appropriate structure and mechanisms of the Center regarding the initial concepts such as

mission, objectives as well as process and administrative arrangements of the AMMCC, In

addition, the Workshop agreed to change the name of the Center form AMMCC to ASEAN

Center of Military Medicine (ACMM)

Mission of ACMM

To establish practical, effective, and sustainable cooperation among military medical

services of ASEAN Member States and Plus countries, both in normal and crisis situations.

Objectives of ACMM

1. General Objectives

a. to play a unique role in demonstration regional solidarity by integrating capacities to

respond to the common challenges;

b. to coordinate and cooperate with the military medical services of the ADMM-Plus

countries, related agencies, and international organizations to provide:

- military medical services capabilities improvement and standardization;

- harmonization of unique capabilities;

- improvement of capabilities of the ACMM to world class standards; and

- sustainability development; and

c. to support other areas of collaborations under ADMM-Plus framework.

2. Specific Objectives

a. to develop joint medical response plans;

b. to assess medical needs in crisis situations; and

c. to conduct proper training course and researches in area of emergency medical

services.

Administrative Arrangement

The MOD of Thailand will initially support the ACMM by providing the office building,

personnel, and other facilities, Structure and administrative arrangements as well as other

related details will be elaborated in the Terms of Reference (TOR).

Reporting Mechanisms

Progress reports of ACMM will be submitted to ADSOM WG, ADSOM, and ADMM,

respectively.

Implementation Timeline

Upon the adoption of this concept paper by 9th ADMM in Langkawi in 2015, a series of

workshops to develop the TOR of the ACMM shall be conducted into 2 phases. The first

phase will involve only ASEAN Member states to ensure ASEAN’s ownership of the process in view of maintaining its centrality. The second phase will involve both ASEAN and the Plus

countries where the Plus countries’ inputs will be sought to anrich the draft TOR.

Conclusion

The ACMM will serve as a vital organ and a workable mechanism to overcome national

barriers and play an essential role in enhancing the security and stability of the region. It will

also actively engage, interact, and strengthen cooperation among the ASEAN Member

States and Plus countries in support of regional integration and community buiding.

TERMS OF REFERENCE (TOR)

OF

THE ASEAN CENTER OF MILITARY MEDICINE ( ACMM )

The ASEAN Center of Military Medicine, hereinafter referred to as “ACMM”, has been

established; as a follow-up to the adoption of Concept Paper on Establishment of ACMM by

the 9th ADMM, in Langkawi, Malaysia; to strengthen and develop the establishment of practical, effective, sustainable cooperation among Military Medical Services (MMS) of ASEAN Member

States (AMS). ACMM shall be a subsidiary body under the ASEAN Defence Ministers’ Meeting in Annex 1 of the ASEAN Charter. ACMM shall be operated in accordance with the following Terms of Reference (TOR) :

1. LOCATION

The ACMM shall be established in the Kingdom of Thailand, hereinafter referred to as “the Host

Country”.

2. LEGAL PERSONALITY

The legal personality of ACMM shall be granted under a Memorandum of Understanding (MOU)

between the Host Country and ACMM.

3. PRINCIPLES

ACMM shall adhere to Article 1 and Article 2 of the ASEAN Charter which respects the sovereignty of all AMS, with all contributed assets and personnel remaining under national

command and control.

4. MANDATE AND FUNCTIONS

ACMM shall facilitate the coordination and cooperation among MMS of the AMS and Plus Countries, and work in partnership with related agencies and international and regional organizations, to support all areas of military medical collaborations. Contributions shall be

made on flexible, voluntary and non-binding basis. Details of its mandate and functions are

shown in ANNEX 1.

5. STRUCTURE

ACMM shall be composed of Board of Directors and Secretariat Office . Details of its structure,

roles and responsibilities are shown in ANNEX 2.

6. BUDGET AND FUNDING

Budget and funding is hereby allocated for the implementation of the ACMM. It shall be known

as the ASEAN Center of Military Medicine Fund. Details are shown in ANNEX 3.

7. DECISION-MAKING

Decision-Making in ACMM shall be based on consultation and consensus of the Board of

Directors, in accordance with Article 20 of the ASEAN Charter.

8. REPORTING MECHANISM

The Secretariat Office shall make annual reports on the work of ACMM, and expeditious reports as necessary to the Board of Directors. The Board of Directors will submit reports to ADSOM

WG, ADSOM, and ADMM, respectively.

9. RELATIONSHIP WITH OTHER INSTRUMENTS

The provisions of this TOR shall in no way affect the rights and obligations of ACMM Members with regard to any existing treaty, convention, or instrument to which they are Parties .

10. RELATIONSHIP WITH PLUS COUNTRIES

Plus countries may provide professional inputs and support to ACMM in performing functions to carry out the mandate and functions of the ACMM, and shall meet as and when necessary.

Relationships between ACMM and Plus countries are shown in ANNEX 4.

11. ADOPTION

This TOR shall be subjected to ADSOM WG for consideration and submitted to ADSOM for endorsement and subsequently to ADMM for adoption.

12. REVIEW MECHANISM

This TOR shall be formally reviewed 4 years after the commencement of ACMM or as

otherwise determined by the Board of Directors. This review and subsequent reviews

shall be undertaken by the ADSOM.

ANNEX 1: MANDATE AND FUNCTIONS

The ACMM shall facilitate the coordination and cooperation among MMS of the AMS and Plus Countries, and work in partnership with related agencies and international and regional organizations, to support all areas of military medical collaborations, as follows; 1. Enhancing regional military medical service capabilities.

a. conduct workshops and meetings in areas of military medical services; and

b. conduct proper joint training courses or exercises in areas of military medical

services.

2. Assessing and utilizing medical information in baseline and crisis situations .

a. collect, consolidate and periodically update medical data from the MMS of the AMS and the Plus Countries, regarding available resources, military medical assets and capabilities for the military medical arrangements and responses;

b. on the basis of such data, conduct analysis to perform medical estimations; and

c. disseminate information to each MMS of the AMS and the Plus Countries as well as AHA Center and other related agencies.

3. Harmonizing regional military medical capabilities for better interoperability.

a. facilitate the establishment, maintenance and periodic review of regional military medical arrangements, standard operating procedures ( SOPs ), and joint medical response

plans for the MMS;

b. develop joint military medical response plans;

c. when needed, facilitate the processing of exemptions and necessary clearances

for military medical assets in respect to the provision of medical assistance to preempt any legal impediments;

d. when possible and appropriate, facilitate the processing of deployment of military medical personnel, equipment, facilities, and materials through the Disaster Emergency Logistic System for ASEAN (DELSA) managed by the AHA Center or other relevant

systems/agencies; and

e. facilitate technical cooperation and scientific and technical research.

ANNEX 2: STRUCTURE

ACMM shall be composed of Board of Directors and Secretariat Office.

1. Board of Directors

The Board of Directors shall comprise of a representative of each AMS, to be appointed by and accountable to the respective appointing Governments . The Chairman of the Board of

Directors shall be the representative of the AMS holding the Chairmanship of ASEAN.

The Chairman of The Board of Directors shall:

a. act and represent ACMM based on consensus of the Board of Directors.

b. report annually to ADSOM WG, ADSOM, and ADMM, respectively.

The Board of Directors shall:

a. approve the activities and projects of ACMM formulated by the Secretariat Office;

b. approve and oversee the annual operating budget for ACMM as well as funding management and procurement policy formulated by the Secretariat Office;

c. perform such other functions as necessary to carry out the mandate and functions of ACMM, which include engagement with Plus countries; and,

d. meet annually or when necessary.

2. Secretariat Office

The Secretariat Office reports directly to the Board of Directors . The Secretariat Office

shall be the day-to-day executive body of ACMM and shall carry out its mandate and functions

as stipulated.

The Secretariat Office shall be headed by a Secretariat Chief and shall consist of 5 sections, namely: Information Section, Coordination Section, Planning and Operations Section,

Communication and Information Technology Section (CITS), and Administrative Section. The

Ministry of Defence (MOD) of the Kingdom of Thailand shall initially provide the office,

personnel, and equipment. Further recruitment of staff for the Secretariat Office will follow a

competitive and transparent recruitment process. Contribution of personnel by AMS shall be

flexible, voluntary and non-binding.

2.1 Information Section:

Information Section shall be responsible for data gathering, processing, and distributing medical and other related information. The section shall consist of Medical Data Collection

Branch, Data Analysis Branch, and ASEAN Military Medical Assessment Team (AMMAT).

2.2 oordination Section:

Coordination Section shall be responsible for coordination and cooperation among the MMS of the AMS with other relevant agencies/organizations/entities. It consists of

Liaison Officers (LO) from the AMS who shall act as Points of Contact (POC’s) from the MMS

and in crisis situation, may include LO from Plus Countries and other relevant agencies/organizations/entities, as necessary.

2.3 Planning and Operations Section:

Planning and Operations Section shall be responsible for standardization and harmonization of the MMS of the AMS by planning for joint trainings and military medical response, supporting the joint military medical response, and dealing with the medias . It may

also work with the Multi-National Coordination Center (MNCC) in the disaster-affected state and

other relevant agencies/organizations/entities, whereas LO from the AMS shall be joint staffs

of the section. The section shall consist of Planning Branch, Operation Branch, Joint Training

Branch, and Public Relation Branch.

2.4 Communication and Information Technology Section:

Communication and Information Technology Section shall be responsible for providing communication and data networks. It shall consist of Satellite-Communication Branch, Radio-

Transmission Branch, and Information Technology (IT) Support Branch.

2.5 Administrative Section:

Administrative Section shall be responsible for management of personnel, logistics, financial, and legal issues. The section shall consist of Personnel Branch, Logistics Branch,

Financial Branch, and Legal Branch.

ANNEX 3: BUDGET AND FUNDING

The ASEAN Center of Military Medicine Fund and its Financial Rules are established for the implementation of the ACMM operation and administration.

1. Contribution by the AMS’ Governments shall be made to maintain functions, operations and

support the implementation of the ACMM each budget year as deemed equally share .

2. The Board of Directors may consider additional contribution to support urgent operations of ACMM;

3. The obtained additional funding and resources may also be allocated as deemed appropriate to support ACMM, subject to the approval by the Board of Directors .

4. ACMM, when necessary, shall be able to obtain additional funding and resources from AMS, other countries, international and regional organizations, any other institutions which should be requested in a timely manner.

5. Plus Countries may voluntarily support ACMM to maintain functions and operations;

6. The Secretariat Office shall make annual financial reports of ACMM transparently to the Board of Directors for approval. The Board of Directors will submit the reports to ADSOM

WG, ADSOM-Plus WG, ADSOM and ADSOM-Plus, respectively.

ANNEX 4: RELATIONSHIP WITH PLUS COUNTRIES

1. ACMM shall engage in mutually beneficial dialogues, cooperation and partnership with Plus countries

2. The relationship between ACMM and Plus countries shall adhere to the principles set forth in this TOR. Plus countries shall respect the ACMM on the basis of ASEAN unity and

solidarity, and shall coordinate and commit to develop common positions and pursue cooperation with ACMM, subject to the national policies of the Plus countries and of the affected and assisting ASEAN Member States.

3. Plus countries may appoint and accredit their representatives to provide professional inputs and support to ACMM. ADSOM shall decide on such accreditation under

recommendation of ACMM’s Board of Directors.

4. ACMM and ADMM-Plus EWG on MM may conduct joint activities to promote, develop

and support mutually beneficial outcomes.

Roadmap for ASEAN Center of Military Medicine (2015-2019)

Background

ASEAN Center of Military Medicine (ACMM) has been established since 2016 as a followed-up to the adoption of Concept Paper on Establishment of ACMM by 9th ASEAN Defence Ministers’ Meeting (ADMM) in Langkawi, Malaysia; to be a central node for establishing practical, effective, and sustainable cooperation among military medical services of ASEAN Member States (AMS) and the Plus countries. Objectives of the centre mentioned in the concept paper are to play unique roles in demonstrating regional solidarity to respond to common challenges and to coordinate and cooperate with the military medical services of ADMM-Plus countries, related agencies, and international organizations, as well as to support other areas of collaboration under ADMM-Plus framework.

Although Ministry of Defence (MOD) of Thailand has initially supported the ACMM by providing office building, personnel, and other facilities, the centre shall be an entity associated with ASEAN under Article 16 of ASEAN Charter and shall support the implementation of Topic B-1.2 of the ASEAN Political and Security Community (APSC) Blueprint (2015-2015). The centre shall be operated in accordance with its Terms of Reference (TOR).

Establishment process of the centre has been designed to be performed in 3 phases:

1. Initial phase (year 2015-2016): During this initial phase, the MOD of Thailand shall totally support the centre; including office building, personnel, other facilities as well as budget.

2. Transformation phase (year 2017-2019): In this phase, the MOD of Thailand shall support office building, personnel, and other facilities to the centre; whereas budget shall be contributed by each AMS. Project-based activities may be performed with the AMS, the Plus countries, and/or related agencies.

3. ASEAN-body phase (beyond year 2020): In this phase, the centre shall be registered as an ASEAN-sectoral body and shall fully be operated by the AMS, except office building which shall be provided by the MOD of Thailand. Project-based activities may also be performed with the AMS, the Plus countries and/or related agencies.

End-States (Year 2019)

The required end-states (year 2019) is that the centre being registered as an ASEAN-sectoral body and ready to be handed-over to ASEAN Secretariat.

Means

The ACMM shall be functioned by means of the “4 Strategies” which include standardization strategy, harmonization strategy, development strategy, and sustainability provision strategy.

Standardization strategy is a strategy for improving capabilities of the AMS’s military medical services so that they can effectively perform joint and combined military medical operations. Ways to achieve this goal is to develop ACMM’s standard operating procedures (SOPs) and military medical guidelines for the support of military operations under purviews of ADMM-Plus, to conduct joint training, and to build up military medical teams.

Harmonization strategy is a strategy for increasing interoperability among the AMS’s military medical services. Ways to achieve this goal is to develop joint plans and pre-registered military medical force lists of the AMS and Plus countries.

Development strategy is a strategy for enhancing the effectiveness of joint military medical operations performed by the AMS. Ways to achieve this goal is to monitor for crisis situation

Ways to achieve this goal is to establish and expand ACMM’s networks, to enhance capability of ACMM’s liaison officers (ACMM LOs), to conduct joint military medical research among the AMS, and to get budget contribution from the AMS.

Work Plans

1. Standardization strategy: Year 2016

- to develop SOPs, regulations, rules, and internal guidelines for operations of the ACMM, including SOPs for general administration, SOPs for humanitarian assistance and disaster relief (HADR), guidelines for building up a level 1 medical team, and guidelines for building up an ASEAN military medical assessment team (AMMAT);

- to conduct a joint military medicine and HADR exercise in order to test SOPs of ACMM for general administration and SOPs of ACMM for HADR.

Year 2017 - to develop SOPs, regulations, rules, and internal guidelines for operations of the

ACMM, including financial rules and procedures (FRP); - to cooperate with Plus countries and/or relevant agencies in order to plan for

AMMAT training. Year 2018

Chairman : Good afternoon everybody and happy New year to everyone. May I start the

meeting now?

Agenda 3 Matter of Acknowledged

3.1 The 1st ACMM LOs meeting 2019

GP CAPT Sudjai : The 1st ACMM LOs meeting 2019 will conduct during 21st – 25th Jan, 2019.

The agenda will be role of LO in HADR during disaster situation and will be sharing of lesson

learn and discussion from Attapue Dam collapsed in LAOs and Indonesia’s Tsunami. Table top

ATTACHMENT 1 87

exercise will be run SOP Form 1 to Form 7 and discuss guideline of ACMM LO to be ACMM CO

in crisis situation. Registration now confirmed from 15 countries. LO from New Zealand cannot

attend by the way Korea and Vietnam representative may be Defense Attaché.

MG Pramote : The objective in conclusion for the 1st LOs meeting 2019, is to share our

experience in practical situation from Attapeu Dam collapsed in LAOs and Tsunami in Indonesia.

From the slide you can see some new LOs replacement due to previous LO has changed their

position. This is a good time to catch up with the others and the outcome of this meeting LOs will

get familiar to the coordination process about the HADR’s Form 1-5 and all details that need to

be used for coordination in the real situation.

GP CAPT Sudjai : May I ask 1st ADMIRAL Arie, BOD’s Indonesia that at first ACMM asked

COL Buyong and LTC Irasari for sharing the Tsunami experience in Indonesia ,but this time

Indonesia DA, COL Suboyo, will be a representative. Is he has any experience or not?

1st Admiral Arie : This time we cannot send LO to join the meeting because of the budgeting is

not coming yet. Also we have several meetings in January that we must attend in the Ministry of

Defence and also in our office. I would like to propose that for next year may LO Meeting can be

conduct in February. Regarding the representative from Indonesia this time will be Defence

Attaché in Thailand and I will ask COL Buyong to make a presentation and send to him together

with information needed and explain detail of presentation to him.

MG Pramote : Thank you Sir. We will note that next year in January is too early to conduct

meeting. Is there any comments or suggestion?

LTC Soh : Thank you SC for organizing I have no comment and also agree with 1st Admiral Arie

that perhaps February will be better because everybody come back from leave in December

and busy in January.

MG Pramote : We will note that in next year plan. I am sure that after the meeting each LOs will

get familiar to the HADR Form and regarding sharing and discussion about those experiences

LO will be able to fill up form and if there is disaster next time in any area they can do their job

better.

3.2 EWG MM at Lucknow, India on Dec 2 - 6, 2018

GP CAPT Sudjai : I would like to thank you BODs for give us permission to join EWG MM in

Lucknow, India. The first day MG Pramote presented ACMM perspective on development on

Military Medicine in the ADMM Plus and I shared the experience with AHA Center.

On the second day, there was divided in to 4 group for TTX Group I Focus On mass casualty

management Group II Aero Medical Evacuation Group III Chemical Leak Group IV Infectious

Disease Control. In the third day was about briefing on field training exercise and continued to

wait for participant registration to this activity.

MG Pramote : These were all activities in EWG MM last month and the preparation for FTX in

March this year.

Agenda 4 Matters for consideration

4.1 Update Year Plan 2019

Sr.COL Titisak : As in the last VTC BODs Meeting, BODs agreed to withdraw the topic of MERT

program and would propose to this meeting.

First I would like to start with our Road Map ACMM 2015 – 2019. Now we are in the

transformation phase ACMM is planned to be the ASEAN Ministerial Sectoral Body this year and

during the transformation phase we are waiting for ACMM approval by the 4th BODs meeting

2019, this year for standardization of strategy ACMM will develop the SOP, Regulation Rules and

Internal guideline and also have to build up Central AMMAT and Local AMMAT for ASEAN

Member States (AMS). We plan for the Medical Search and Rescue training and also Level 1,

Medical Unit training, and Level 2 Hospital Training. Today I would like to propose Level 1

Medical training or the Military Medical Emergency Response Team.

The objective of MERT training is to standardize the capability of the AMS Level 1

Medical Unit in HADR operations and we also would like to strengthen the relationship among

our Military Medical Personnel and at the end states required is guideline ACMM for M MERT for

Level 1 Medical Unit this is in accordance to our Road Map. Our plan is to have 5 persons per

country and ACMM will support airfares, meals and accommodations.

This is the draft of tentative schedule for the training I would like to propose to

you. All is 5 days training, the 1st and the 5th day is travelling day and the 2nd day will be the

presentation on the draft guideline for ACMM MERT or Level 1 Medical Unit. Then after that will

be presentation about guideline to all participants. The 3rd day we will test the guideline by FTX

and will be conducted during day and night for 24 hrs. The 4th day will be wrapping up,

discussion about FTX and AAR then will be cultural tour and the last day is travelling back day.

This estimated budget propose to you for consideration including airfare for 9

countries except Thailand, local transportation, accommodation, meals and allowances for the

ACMM officer staffs and supporting agencies. Total budget is approximately 30,000 USD. So, If

you approve we will have MERT training in this year and the total budget this year will raise to

375,000 USD which is above our estimate income 350,000 USD, but last year we have some left

over and according to the FRP the last year budget that left over will transfer to the capability

enhancing fund which BODs can use it for increasing our capability. Thank you Sir.

MG Pramote : In conclusion, Level 1 exchange training is in our Road Map and it is one of our

main strategy that ACMM would like to standardize our Military Medical Team and from

exchange training each country can have their own team to be the first responder in each

country and will have another 9 teams in the neighboring country to help each other. I would like

to hear some comment from our members, please.

LTC Ibuna : Mr.Chairman, Regarding the establishment of the Local AMMAT, I was not in the

last meeting. What are the types of Local AMMAT?

Sr.COL Titisak : May I answer this question sir, from our Road Map ACMM will have to build up

two types of AMMAT. Central one will station in ACMM which will be back up the Local AMMAT

and Local AMMAT will be in each AMS and it under the command and control of your Air Forces.

LTC Ibuna : OK. Thank you.

MG Pramote : This exchange training is not AMMAT, This exchange training is Level 1 we call

“MERT”. The Level 1 medical team is very useful when there is disaster anywhere they always

request for Level 1 Medical Support.

LTC Ibuna : Thank you sir, I have the question regarding to the previous presentation by Sr.COL

Titisak. I ask about regarding the AMMAT. Thank you sir.

Chairman : Do we have guideline of MERT yet?

MG Pramote : We do not have the complete one yet ,but after we have exchange training and

exchange our experience among the team then we will draft the initial draft from the training.

That is our aim of exchange training.

LTC Soh : I think that as part of the year plan we should proceed and I know that we will never

have enough money to train everybody. So whether it is 3, 5 or 10 pax per country is a number

we try our best to do as many we can. But looking at the budget and I know we have left over

money but we have to safe some fund for emergency. May be we can consider lesser number of

people instead of 5 so that we can match the budget and not over the budget. Is there any

special consideration for the 5 pax?

MG Pramote : At first we plan to train 5 pax, 1 Doctor, 2 Nurses and 2 Medics which they can

form the team together. And this 5 when they go back they can also train other people.

LTC Soh : Singapore at this point is supportive depending on the time we send representative

we may not be able to make all 5. Because at the end of the year can be a very busy period of

course but Singapore is supportive of this.

Chairman : Can we send may be 3 or 4 staffs to join this training?

MG Pramote : Yes, it is depend on the BODs decision, sir.

1st Admiral Arie : If the budget not enough may be the minimal we can send 3 ; 1 Doctor, 1

Nurse and 1 Paramedic. If the budget is enough we can send 5

MG Pramote : I think the budget is enough because the total amount is 30,000 USD and you

can see from the year plan 2019 we have accumulation of the 370,000 USD.

Chairman : I think 5 pax per country is appropriate, right?

1st Admiral Arie : This 5 pax is per country?

Sr.COL Titisak : In our plan is 5 pax per each country but, if you consider that we may have

some trouble in ACMM budget we can reduce the number of participant depend on your

decision sir.

1st Admiral Arie : Is the budget including flight to Bangkok and local transport to the place of the

training?

MG Pramote : Yes sir, airfares Included.

1st Admiral Arie : if include airfare, I agree on 5 pax, If not include airfares I suppose to reduce it

to 3 pax.

MG Pramote : I think everyone can get good experience from this exchange training.

MG Pramote : For consensus agreement after we make a decision in VTC ACMM will circulate

the results to every members of the BODs and will waiting for all BODs comments. This is only

initial decision and we waiting 1 month for reply. We will collect in every details of MERT training

and will circulate to every BODs.

BG Chhun : I need to clarify that these 5 pax will be covered by ACMM fund.

MG Pramote : ACMM will pay for airfare, traveling from the airport to the training site, meal and

accommodation but, not including allowance. Allowance is only for the staffs.

BG Chhun : I could confirm at lease we will send 3; 1 doctor, 1 nurse and 1 medic.

MG Pramote : We spare 5 places for you, can add it on later.

LTC Ibuna : Regarding the number can we modify sending 2 doctors, 1 nurse and 2

paramedics. Is it possible?

MG Pramote : Yes, it is possible.

Sr.COL Titisak : Chairman, may I conclude that the BODs initially approve in principle that we

will have the MERT training and Secretariat office will send the full project paper and draft of

MERT Level 1 to BODs from 10 countries and will wait for 1 month and if any comments or any

amendment or correction we will wait for 1 month.

1st Admiral Arie : Yes, I am agree.

The Meeting : Initial agree for Exchange Training Course and waiting for ACMM to circulate the

detail about the course to every member and if no objection from the members in one month the

conclusion is approve.

4.2 CPX ECG, FTX EWG MM at Lucknow, India during March 8-18, 2019

Sr.COL Titisak : ACMM received the invitation letter from Myanmar and India, Co-Chair of EWG

on MM, to join FTX in Lucknow, India in March. They invite us for the Command Post Exercise

(CPX) and Field Training Exercise (FTX) and also the Exercise Control Group (ECG).

Sr.COL Titisak : May I ask for permission to send representative from ACMM to the Exercise

which will be held by EWG. Our plan is to mainly join the CPX and if possible we will conduct the

VTC from India to the ACMM office and also ask our LOs from 18 countries to join the exercise

through the VTC too. The budget will be used approximately 10,000 USD for 3 persons.

LTC Soh : Support sir.

Agenda 5 Any Other Matters (AOM)

Sr.COL Titisak : I have 1 topic sir, In the our Road Map now we are in the transformation phase

and we will be the ASEAN Sectoral Body next year so we have to register to the ASEAN

Secretariat. This is (on slide) the report of 12th ADMM next year “Thailand has proposed to

designate the ACMM as subsidiary body under the ADMM. It’s will be the ADMM Sectoral

Ministry Body and will be in the Annex 1 of the ASEAN Chater and the ADSOM has endorsed

this proposal and they asked ASEAN Secretariat to work with Thailand on the attendance

process” This is the result of 12th ADMM in Singapore. Some comments from the Committee

Permanent Representative (CPR) of AMS to the ASEAN Secretariat. The TOR of ACMM, in

chapter one stated that the ACMM shall be an entity associated with ASEAN under Article 16 of

the ASEAN Charter which mean it will be in Annex 2 but, the ADSOM has endorsed the ACMM in

Annex 1 and ADMM Minister has approved that. CPR asked us to revise ACMM TOR and we

have look through the our TOR and see it on article 12 of TOR say that shall be formally review

after 4 years after or will be determine by BODs. The revision process of TOR of ACMM first

according to the BODs has to approve the revision of TOR after that ACMM will send the letter to

ADSOM WG leader and will be discuss in ADSOM WG and then in ADSOM and to ADMM

respectively. We would like to propose to the BOD for revision our TOR (slide show TOR and text

need to revise) in the report of the 12th ADMM they will designated us to be sub sectoral body

under the ADMM Sectoral Ministerial Body in Annex 1 so we copy that text and change. (see

attached)

MG Pramote : We request the BODs to consider this issue if BODs agree we will sent the letter

to ADSOM WG to review and correct the TOR.

LTC Soh : I think this is the major step forward for ACMM, Thanks Secretariat for good work

done Singapore is supportive.

you have made.

LTC Soh : I just want to bring up one issue; It is not firm yet there may be International

conference on HADR to be held in Singapore at the end of the year and the Arms Forces has

been approach to run module on it, Singapore is very keen to invite ACMM as the top on the role

of ACMM in the region. I will provide more details when I have more details just to head up on

the rest.

MG Pramote : We have note and prepare for that , Will be in November, right?

LTC Soh : Yes sir.

MG Pramote : We will mention this in the physical meeting on July.

Next one the EWG MM in Myanmar will have the Final Planning Conference for FTX and also the

ASEAN Military Medicine Conference (AMMC) on 16 – 21 February in Myanmar and BOD from

Myanmar request ACMM to support in that activity. So, we request the BODs to consider this

activity to send 2 representatives from ACMM to join the meeting and the budget is estimated

about 1,700 USD.

Sr.COL Titisak : We got the invitation letter from Myanmar and India to join Final Plan

Conference for FTX. During the Mid Plan Conference the ACMM has presented the AMHEx by

previous Co-Chair and during this Final Plan Conference we will have comments for their

exercise. After FPC on the 19-21 February will have the 2nd AMMC conduct by Myanmar in

Yangon and also invited us to present representative to join that and also invite ACMM to send

some papers but, SC considered that ACMM should do it in ASEAN way and we don’t have enough time to send the letter to 10 countries for their work to present so we will not send the

presentation in the Academic Session but we will join the FPC and AMMC and for next year if we

have time we will launch the letter to 10 countries if you have some paper to present ACMM can

fund them too.

GP CAPT Sudjai : I would like to inform all of you that on 15 January, 2019 Pacific Airforce

offered Project Base of Infectious SMEE to ACMM. The topic is “Synchronize Military of ASEAN

Report for Infectious and Environmental Surveillance” called “SMARTIES” in 2019. The propose is to develop unify process among ASEAN Members Military for cross border share of health

surveillance data mean, prevent and contain develop infectious and environment hazard. They

invited ACMM representative to join initial planning conference on 12th – 13rd February and the

ACMM representative will attend and will report to you next time.

MG Pramote : I would like to inform you that this is no cost because the meeting conduct in

Bangkok and only initial planning meeting. We will discuss the concept and draft the initial

concept of the Project Base and after we get the draft we will propose to BOD respectively.

LTC Ibuna : The full proposal please circulate to other member for consider.

MG Pramote : After we have draft initial proposal we will put it in the Agenda on the next VTC

meeting and will send to you all for more details.

Chairman : Regarding FRP, May I ask what is the progression of FRP.

MG Pramote : FRP is included in our minutes that Sr.COL Titisak already present to you in 2nd

page that BODs approved about the FRP and we will follow it for our activities.

Sr.COL Titisak : During the last VTC meeting, the 3rd BODs meeting has initially approved the

FRP and tasked the office to send the full paper to 10 countries and wait for 1 month if there is

no amendments or correction there will approve automatically. In this case we sent FRP out over

one month and there was no amendment or correction so we asked LTC Soh, Ex-Chairman, he

said that it approved.

Chairman : How about progression of Landmine SMEE?

MG Pramote : Landmine SMEE is the Project Base from US and if the BODs had agree that

ACMM will fund for the 3 countries that cannot fund by the USA. Now we are still waiting the

details of the program and the details of the activity that not complete yet. If it complete we will

put it on agenda for the next meeting.

3.1 Funding Contribution 2019

MG Pramote: Until now we had received contribution fund from Indonesia by double (2018 and

2019) and Thailand. For the other country is on transfer process and will update later in the next

meeting.

Col Zaw: Myanmar will sent contribution fund around June of this year.

LTC Soh: Singapore on processing will transfer within 2 months.

3.2 Outcome of ADSOM Working Group Meeting

MG Pramote: The Outcome of ADSOM Working Group Meeting was conduct in February 2019 in

Thailand. I had present our last year activities,

a. ACMM road map 2016 – 2020 that consists of 4 strategies; Standardization,

Harmonization, Improvement and Stability Provision.

b. Our concepts about medical team facilities and Coordination process happen

simplify that try to make it match together in the real situation. Main concept conducts to the

meeting workshop and also exchange training to prepare our team to be ready and Coordinate

in real time effectively.

c. On the year 2018 had receive contribution fund from 8 countries; Total about

279,000 USD and our main activities consists of AMMAT training, BODs and 2 times of LOs

meeting the costs are about 132,000 USD. So, the balance is all about 147,000 USD and the

remaining fund was transfer to Capability Enhance Fund (CEF) for further use in the future that

consider by the BODs.

d. Shows the pictures of Assistance Medical Military Assessment Team Training

(AMMAT Training) was conduct in October 2018 at Australian Embassy.

- ACMM BODs meeting 2018 in July 2018, The BODs had consider Year Plan

and budget of 2019, Financial Rules and Procedure (FRP) and also SOP for HADR, BODs VTC

Guideline and ACMM LOs role and responsibility.

- 1st ACMM LOs meeting 2018, work shop SOP for HADR and go in details of

Military Medical facilities for each countries in ASEAN and also have basic knowledge of the

Military Medicine in Counter Terrorism operation (MM on CT).

- 2nd

ACMM LOs meeting 2018, go in details of CIQ regulations of each country

and HADR response mechanism and Draft the handbook of MM on CT operations that will be

have practice exercise in China this year.

e. Last year have real experience in Palu Earthquake in Indonesia. After Tsunami

happen ACMM have emergency VTS with the ACMM BODs and also request ACMM LO from

Indonesia to be ACMM CO at AHA Center. After the Meeting at AHA Center, ACMM had

distributed the request for Assistance to our members. Myanmar response by Form 4 of the

Medical team consists of M packages and transfer this to AHA Center. But it took the time about

2 weeks for Operations. Indonesia do not confirm because the need is declare by that time but it

is very good activities that had experience in the real world and also thank you Myanmar to

offered the team to Indonesia. Next time can rapid than this more effectively.

f. Conducts the Work Shop lesson learn from real world experience in the 1st LOs

meeting 2018 in January 2018

g. Representative from LAOs and Indonesia to shared their real world experience

in the meeting.

h. Conclude from the Meeting that common problems in Coordination process is

the Matching between the Request and Offer because it very Dynamic and have large Diversity

on that. Also the Medical support is very sensitive issues about the Standardization and Medical

License. And also identify the Coordination process have 3 Levels; Government Level, National

Focal point Level (AHA Center) and in our level is Liaison Officers (LOs) Level.

i. This is the Diagram showed our platform in the Exercise, In the Red Circle is

mechanism under SASOP and Green Circle is the Mechanism under ACMM SOP. We had

trained our LOs to Coordination effectively. For the first 4 steps the Medical team was deployed

from each country.

That’s all presented to the ADSOM WG and the Meeting Acknowledged our

Activities and also presented this slide to ADSOM Meeting will be conduct in the 1st week of April

in Huahin, Thailand. Any comment on this?

COL Zaw: In the coming 1st week of April will be have ADSOM Meeting in Thailand. Accompany

the ADSOM Leader I will presenting the ….. propose those side EWG on MM activities. And

combines we have already conducted including the FTX 2019 is my mission to share with our

BODs. On top of that we also presented and sent to ADSOM WG Level to AMMC the concept

paper and ADSOM WG Level submission the concept paper on AMMC also.

MG Pramote: LCT Soh, do you have any comment on this?

LTC Soh: I have no comment on the presented, I want to final .….any comments regarding the

presentation.

MG Pramote: In the Agenda of the Acknowledge the ADSOM what the Activities we have done

because the according to ADSOM they let the BODs to oversee our Activities. Just informed

what we have done last year and the Meeting acknowledges it. 1st ADMIRAL Arie, any

comments on this?

1st ADMIRAL Arie: I just want to say “I am sorry for cannot sent LOs” so I ask the Defence

Attaché in Bangkok to present The Earthquake in Palu. That’s why I suggest the LOs meeting not

conduct in January because of budgeting problem in our country. Thank you for understanding

about this.

MG Pramote: Thank you and we have mentioned this in our minutes and not conduct the

Meeting in January next time. And for COL Zaw, the things I had present for ADSOM WG not

ADSOM WG- Plus but the things that you are present about EWG on MM you will present for

ADSOM-Plus because it is on different platform for the EWG on MM activities it is on ADMM-Plus

Platform. For ACMM are under the ADSOM platform. So, It is on different day the ADSOM will

conduct on the 1st day and the 2

nd day and ADSOM-Plus will conduct at the 3

rd day of the

meeting.

4.1 CPX, FTX MEDEx 2019 at Lucknow, India on March 8 -18 , 2019

MG Pramote: In the CPX, ACMM had participate in 2 points; first, set up the ACMM Head

Quarter in CPX consist of GP CAPT Sudjai and Me and also have the member from 18 countries

to act like LO to support the details about the medical facilities and Medical details to the

National Focal under SASOP.

FTX, there is short cut from Step 1 to Step 6. The things that happened in the field

is Step 7 and Step 8 under SASOP when we can see Medical team working together that Step 7

and Step 8. In real world situation have to pass Step 1 to Step 6 before go to Step 7. In the CPX,

ACMM joined CPX Step 1 to Step 6.

MG Pramote: This Diagram show the concept of working. The Host country set up the

Emergency Operation Center and normally the planning will assess the need and the

requirement include the Medical issues. The requirement compare with the Local Facilities, if

they exceed the Local Facilities they will request for the External Support. And the Local Team

will check in with the Operation Center to work but the External support have to pass step by

step under SASOP before deploy to the site and work, before check in to Operation section. So,

in the red one the Step that we conducted in the CPX before they can actually work in the field.

This Table shown the ACMM LOs was well train can use the material and details that have

prepare in the normal time to facilitate process of Coordination and in this Exercise we have

demonstrate that can facilitate the process more rapidly.

In this Diagram show the Exercise Control Group and actually work like this; the

ACMM LOs support the details of Medical Facilities to the National Focal Point and they can

compete the Coordination process effectively. The first 4 Steps is on the CPX and Step 5 and Step 6

is the experience that Singapore and Myanmar have deployed their team make an real

experience in the Exercise when departure from their countries. The Step 7 and Step 8 are

conduct the activities in the field and Step 9 Singapore and Myanmar had experience to deploy

the force to the exercise in Lucknow.

My conclude this year will have ACMM LOs training on our roadmap and after the

LOs was well train the LOs will be ready to act in the real world situation as a stand by officer for

Coordination, that’s all we have from exercise and related to our road map. COL Zaw and 1st

ADMIRAL Arie, do you have anything to share?

COL Zaw: I would like to summarize FTX MEDEx 2019 in Lucknow start from 9 – 16 March 2019.

Established by ADMM Plus country and the External continents to the site about 170 Participates

by Co-chair India more than 200 peoples. So, the exercise program started from 9 – 10 is

Training of Trainer to representative of each continents to train ……..of the exercise. Opening

Ceremony on 11 March follow by Force Education training in the real world familiarization of all

the asset, Things preparation, scenario ….. and in 15 March ……. all the continents train

together according the scenario and according to the direction by the CPX working Group. And

also have After Action Review (AAR) in the evening of 15 March and MG Pramote make some

comments, Suggestion of the exercise ….. which conducted beautifully and some suggestion

…….. quiet well to Co-chairs India. On the 16 March have Closing Ceremony and Departure

from Lucknow. The Exercise objective actually ……. the EWG on MM objective. This is summary

of the Exercise in Lucknow, Thank you.

1st ADMIRAL Arie: I only comment on my team from Indonesia, Ministry of Defence and I very

happy to Informed. We hope the next Medical Exercise will more participating, the problem is

about Funding if we can have funding for the next Medical Exercise will send more participants.

personnel and Equipment to set up Level 1 in the Evacuation Camp.

Agenda 4 Matters for consideration;

4.1 Synchronized Militaries of ASEAN Reporting Tools for Infectious and

Environmental Surveillance ( SMARTIES) : Infectious SMEE 2019

GP CAPT Sudjai: IPC Synchronizes Militaries of ASEAN Reporting Tools for Infectious and

Environmental Surveillance (SMARTIES): Infectious SMEE 2019 support by US Pacific Airforce

(USPACARF) The Proposal develop unify process among the ASEAN Member States military for

across border sharing of the Health Civilian Data mean to Prevent and contain developing

infectious and Environmental Hazard by 8 Experts SMARTY presented in Academic Section on

the 1st day 19 March. The Participants from RTAF, ACMM, AFRIMS, Health Ministry, Miancom

Brothers Basil, John Hopkins University, US NAVY Medical Research and US epiduology

Consultance and USPACARF. The 1st day have Academic section from 8 Expert epidualogist

and they will have to planning the meeting for SMARTY Doctrine Working Group that will be hold

on May at ACMM and next Step plan to SMARTY Table Top Exercise will hold on August 2019.

MG Pramote: I have shared Idea to collect the Data from the Military Area is very Sensitive and

have to very careful about that. So, I shared The Idea that for Control the Emerging Infectious

Disease if we have Knowledge and Experience we can share this together. If want to work

together Interoperability can plan it together call a Joint Plan but for Surveillance System have to

be very careful about collect the Data from every members to only one Center. The Option one is

the Orange Area, I am not agree in that. So, I propose to the meeting that we can share the

experience together and we can plan together but for conduct the activities for Surveillance and

for Response Emerging Infectious Disease can we do it on each area of responsibility. We can

join the same Protocol, Definition and Criteria but we will not happy to share the information of

our area to another. That is the Idea that I had propose to the team and they will go back to draft

it again. At first they designed to have the system that collect information from every country to

one center point and use together. I think it is very danger for the Military information. That’s all

we have in our concept development conference. If they agree with the concept on option 2, on

the Green Area we will go on with the Proposal for conduct of the joint plan or conduct of the

Training for the Personnel to put the Input to the system.

1st ADMIRAL Arie: I have no comment, Thank you.

LTC Soh: Infectious Disease across our border so sharing is something we should do and also

aware that with some Activities. So, Idea that we should have Standardize template what to put

inside something each country have to be comfortable themselves with.

MG Pramote: That is my point, we can have same Standard, Definition and Criteria. But we can

do it in our own Area and we can share it only some Positive Finding that necessary to work

together.

COL Zaw: As myself Epidemiologist I do have keen interest in ……..especially in ASEAN region.

We still have the sub issues like…..Influenza, Appertize……that beyond need

Cooperation……ASEAN correctly……collection something we have to……..almost…… So, we

have to be careful why starting the platform, How we share connection and knowledge. Have

comment share knowledge………….each start Collaboration………..all of the team to control

mechanism…….This issue should be put in the physical BODs Meeting in Thailand because we

do believe…………to put this issue to the one main issues to discussion.

MG Pramote: Thank you very much. We will put this in the Physical BODs Meeting this year. And

I would like to inform you that the ACMM have Continuous work on this Area for many year. Have

Conduct SMEE Infectious Disease since 2015 – 2017. This is the only 1st Step only knowledge

and experience that all the country share together. We have discuss that can go to further Step

to plan together, Do workshop and Set up our Joint Plan and the next step is to share the

Information. And maybe we can draft the proposal for conduct the work shop for joint planning in

the Future. I conclude that the Meeting agrees to discuss this topic in the next Physical BODs

Meeting.

Agenda 5. AOM (propose by members)

5.1 EWG on HADR, Hawaii 19th– 21

st March 2019

MG Pramote: We just receive Invitation to join EWG on HADR to join their Final Planning

Conference (FPC) in Hawaii. We did not have any details yet because they have question what is

the role of ACMM in HADR situation. We already demonstrate EWG on MM Exercise in Lucknow

but in Lucknow was the stand alone EWG on MM so EWG on HADR did not know about this. If I

have more details about this will circulate by the What’s app but until now we just to know the

date of the Meeting. For my Idea we better go to the CPX in Exercise at the end. It will be more

effective.

LTC Soh: I have a bit to say because we have no details but I do agree to joining the Exercise

than Planning Conference.

MG Pramote: I will inform EWG on HADR we better not go to the Final Planning Conference but if

BODs have more details about this may be BODs consider to join the real CPX Exercise conduct

at the end of the year.

Chairman: I have one question about the SMARTY, Why the US concern about this Army Area?

Because I think the US are Civilian side have many of the data about the infectious of our the

civilians.

MG Pramote: They inform us they have the Data about this in Normal Area but they did not have

the Data in the Border Area. The Border Area may be the Gap of their system. But I have told

them the information and every issue is very sensitive. So, maybe we have to really careful to

report the data about this Area.

AGENDA 6 Closing Remarks

MG Pramote: The next VTC BODs Meeting is 16 May 2019 time 1400 hrs and the Physical

Meeting is in July. Chairman please gives the Closing remarks.

COL Hafizul : Regarding involvement in the CT exercise in China, I did mention that why are we

involved with the other subject matter which does not concern us. I did mention that I reserved my

comment on this issue. Do we approve to be involved with CT?

LTC Soh : I do recall that we deliberated about this quite specifically, not in the last physically

BODs meeting but, in the previous BODs VTC meeting. Before this collaboration was placed, I

need to refer to previous minute that we discussed similarly to this that ACMM activities should

focus on our own concept of establishment prior to this involvement in CT. And it was agreed that

our participation in EWG CT would not be fully support, rather participate only for observation and

see what’s going on. That was as I recalled the sequence of events and it need to be corrected by

the other members.

COL Zaw : Yes, we agreed like that in the 3rd BOD Meeting.

BG Chhun : Yes

LTC Soh : The agreement in the event of ACMM involvement in this CT exercise is that ACMM will

not send team to help but, will send representative to observe. ACMM will not be actively part

taking in this exercise and this is also something that all BODs concerned about.

MG Pramote: I will put in minute of this VTC Meeting that BOD’s Brunei does concern about the

involvement of the ACMM in the CT Operation. ACMM will not be actively involved in CT operation.

From ACMM initial concept, ACMM will not involve in Command and Control of any medical unit,

ACMM is only involve in coordination process or give some advices about military medicine. May

be ACMM can practice ACMM SOP on CT in the CT Exercise.

COL Hafizul : Can I add one more statement that ACMM should go back to basic and should

focus on our vision and mission. It does not say that ACMM should go to CT activity. ACMM should

focus more toward supporting Medical Support in area of MOTW either in peace time to disaster

time. I do not want ACMM to be derailing from its main core mission. That is my concern.

MG Pramote: Yes. I will put your comment in the minute as well but, I would like to inform you that,

since the beginning from the Concept Paper of Establishment of ACMM which was approved by

ADMM, it states that ACMM will focus on Military Medicine Activities among ASEAN Member

State. ACMM will support all areas of cooperation under ADMM and ADMM-Plus framework.

Refer to this statement there are many activities already exist such as HADR, Marine time

Security, PKO and CT. So this CT is one of those areas of cooperation. ACMM is the platform of

working together to strengthen Military Medicine readiness of the AMS. ACMM will collect data

and information of Military Medicine since in normal time to be ready to use in coordination

process when disaster happened. ACMM will not involve in Command and Control of any unit

because it belong to their respective countries.

1st ADMIRAL Arie : I agree in our main proposed is Military Medicine but, we cannot isolate in

only EWG MM because now we are under ADMM. So, I am agreed with Secretariat.

LTC Soh : Are there any more comment on the minute ?

Agenda 3 Matters of Acknowledgement

3.1 ACMM 2019 Funding Contribution

MG Pramote : I would like to update information until now contribution fund from 7 countries;

Indonesia, Thailand, Singapore, Malaysia, Myanmar, LAOs and Philippine and some country is

on transfer process. So, thank you again. Is it correct or not?

COL Hafizul : Yes, for Brunei is on processing in the moment.

BG Chhun : Sorry for late contribution of this year, now Cambodia is on processing and maybe by

mid of October contribution fund will be transferred to ACMM.

MG Pramote : Vietnam is also on transferring process of 2 years contribution funds; 2018 and

2019. Thank you very much for your contributions.

3.2 Report of ADMM-Plus EWG on HADR (STAFFEX/COMMEX)during 30 July -

1 August 2019

MG Pramote: I would like to convey my thanks to Malaysia Arm Forces and Indonesia Arm

Forces for giving permission to LOs to join this exercise as ACMM Coordination Officer. It was

very successful.

This is the Checklist of ACMM LOs who coordinates in the AHA Center, affected

country and assistance country. ACMM practiced all the process under SASOP and also in SOP

of ACMM on HADR.

This is the Conclusion Structure of the Exercise. ACMM also have ACMM CO

coordinate with AHA Center and MNCC. ACMM participated and demonstrated in the role of

ACMM in coordination process in HADR situation also the experience with AMRG initiative from

EWG on HADR and they are going to set up the Next Exercise by the end of November in

Malaysia. If ACMM get the Invitation, then will write letter to Malaysia Arm forces ask for

permission of ACMM LO from Malaysia to be the ACMM representative to join the exercise.

3.3 Report of SMEE during 22-26 July 2019

MG Pramote : ACMM got the Project base from Permanent Secretary, Defense Head Quarter of

the Thai MOD. LTC Kanokkarn will report about this project.

LTC Kanokkarn : The Project of SMEE this year is “The 2nd Military Medical Epidemiology for

Emergency Response among MMS of AMS and Plus countries with responsibility by AMED, RTA

and ACMM and budget support by MOD of Thailand. The project was held at Kantary Hills resort,

Chiang Mai, Thailand during 22– 26 July 2019. Speakers and participants included delegates of

Thailand from MOD, RTA, RTAF, RTN and MOPH. The delegates of AMS and Plus countries (2

delegates/country) from Indonesia, Japan, LAOs, Malaysia, Myanmar, Philippines, USA and

Vietnam. The meeting focused on International Health Regulation (IHR) and activities combined

with lecture and group discussion. The Meeting outcomes were as follow;

i) Military Medical Experts from AMS and plus countries had a very good chance

to exchange knowledge, experience, surveillance guideline or system for prevention and disease

control.

ii) All of the delegate seek the guideline and determine to establish Co - Surveillance

system for prevention control especially when The WHO declared as PHEIC (Public Health

Emergency International Concern)

1st Admiral Arie : That was good and I hope next year will have the same.

3.4 Report SOP for EMT during 19- 20 August 2019, AHA center

LTC Kanokkarn : On 29 July 2019 , The AHA Center invited the ACMM to discuss on enhancement of

the collaboration between the health sector and the disaster manage sector and how the SOP

for EMT can facilitate the coordination of civil-military EMT operation. The meeting held at AHA

Centre office, Jakarta, Indonesia during 19 – 20 August 2019;

Participants were :

i) ARCH Project, Thailand

ii) ASEAN Emergency Operation (EOC), Malaysia

iii) ASEAN Secretariat through the Disaster Management and Humanitarian

Assistance Division, Health Division and Security Cooperation Division 2

iv) ACMM

The Meeting focused on drafting of EMT SOP through ARCH project. ARCH

project is the project for strengthening ASEAN Regional Capacity on Disaster Health

Management. Leading country is Thailand (Ministry of Public Health), Co-Lead are Philippines

and Vietnam, and with the support from Japan International Cooperation Agency (JICA). The

EMT SOP aims to ensure the quality and consistency of EMT operations in affected country, and

to complement the operating procedures and protocols developed by the international

community, the EAST Asia region and ASEAN region, and also component as part of ASEAN

SASOP.

The Meeting also focused on roles and proposed mechanism under the Plan of

Action of ARCH project. The output of the coordination meeting is the plan of activities to test the

draft of EMT SOP at TTx during 29 – 30 October 2019, Jakarta, Indonesia and at The ASEAN

Regional Disaster Emergency Response Simulation Exercise (ARDEX) 2020, Philippines.

LTC Soh : Just checked the old SOP for AMMAT team as well. Is this in line with the expectation

of AHA Center?

MG Pramote : The optimum goal of AHA Center is to add specific chapter about Medical

Support in SASOP. After chapter 6 which focus on Military Support to the Civilian the following

Chapter 7 will focus on medical support and set up the standard for Medical Support in HADR

Situation in ASEAN. So it was a good opportunity for ACMM to join this activity for checkup our

standard too. To the question from LTC Soh about M-MERT team, AMMAT team and SMOT team

standard they are related to standard under the ARCH project, it will be good for ACMM to

correspond with AHA Center.

3.5 Report of the 10th TWG-CMC on 28 August 2019, KL, Malaysia

LTC Suchana : The Meeting composed of ASEAN Secretary, AHA Center, Civilian and Military from

7 Countries and ACMM. The Meeting expected to update on the Developments of HADR Initiatives

under the ASEAN Defense Ministers’ Meeting ADMM and ADMM-Plus Mechanism. ACMM’s Representative presented and acknowledged that the ACMM mandates and functions are to

facilitate and Coordinate Military Medical Services of AMS Militaries both in normal and crisis

Situation especially in HADR Operations. Finally, ACMM’s Representative updated the inclusion of

the ACMM as a subdirectory body in the ANNEX I of the ASEAN Chapter that was officially

announced at the 34th ASEAN Summit on 22

June 2018.

MG Pramote : I would like to inform that the TWG CIMIC is another platform that join ASEAN

Committee Disaster Management (ACDM) which is Civilian agency to the ADSOM which is

Militaries together. This is good opportunity for us to present the role and activities of ACMM on

HADR operation.

3.6 Report of ADMM-EWG on CT; TTX CT during 1-7 September 2019

GP CAPT Sudjai : ADMM-Plus EWG On CT meeting was held during 1- 7 September 2019 in

Chonburi, Thailand. The TTX on CT was at the Center for Strategic Study, Royal Thai Armed

Forces, Chonburi, Thailand. The Demonstration and Closing ceremony will be at Special Warfare

School in Lopburi, Thailand. The Meeting was chaired by LT GEN Chatchai Patranavik,

representative Co-Chair Thailand and LT GEN Liu Ya Yong, representative Co-Chair China.

Attending delegates were from ASEAN and Plus Countries.

Objectives

1. To promote and enhance cooperation on CT in urban area.

2. To test the CTTF SOPs urban CT Operational Planning

3. To test the technical guidelines of ACMM in support of CT operation.

Representatives from ACMM presented ACMM tasks force and activities.

This slide showed ACMM guideline for CT with ASEAN SEC.

There was accepted that role of ACMM will be coordinated in Multinational Military

Corporation Center (MNMCC). ACMM Liaison and Coordination Structure of FTX CT when

requested by the affected state’s Armed Forces, shall assign an ACMM coordination officer (ACMM

CO) to be stationed at MNMCC. The ACMM CO shall regularly exchange information and

medical intelligence with the CTTF’s medical section and related agencies. The information

convey to the ACMM CO must be approved by competent authorities of the CTTF of the affected

state. The ACMM and ACMM CO, when requested shall assist in the development of the

affected state’s CTTF’s medical plans.

This slide shows that ACMM had discuss the role of ACMM activity with ASEAN Sec. The

ASEAN Sec agreed that ACMM will function in the Military Multinational Coordination Center

(MNMCC) and suggested that the Medical Support should be the Medical team in Operation

unit. ACMM plan to send LO to coordinate at AMNCC in the CPx and FTx in November.

MG Pramote : In addition this TTX on CT was prepared all participants to be ready for the CPX

and FTX in China by the end of this year. The concept of Medical support in this Exercise is

similar to the Military Medical Support on HADR. As ACMM role in normal time that we prepare

Medical readiness for Medical unit of each Country and when disaster happened we will send

representatives to join in the Head Quarter (HQ) or the Coordination Center to give advice or

provide information or data about Military Medicine to the HQ about our role. All of this is include

in our SOP and we will practice this in the coming Exercise. Most of the things is Similar to HADR

but, the team and technic may be some different. Is there any comment from BODs?

COL Zaw : ACMM requested me to allow Myanmar LO to be ACMM representative to join CPX

and FTX this November in China. We would like to have the Draft Program of the FTX so that we

for can arrange the traveling and permission from our superior for CAPT Win Htut.

MG Pramote : Thank you, ACMM already requested from Working Group (WG) and they will

send it to ACMM as soon as possible.

LTC Soh : As we are deliberated about this involvement in CT earlier. This is the last activity for

this EWG CT cycle and we have already agreed to part take in the exercise. After having part

taken at the HQ Level we want to take it back and refine our role in CT. Before, we do not know

where to put ourselves into but, after joining the exercise we should know whether we want to

further involve in CT for the next cycle. Would that be agreeable for BODs?

COL Zaw : Myanmar agree

BG Chunn : I am agree

COL Hafizul : I am agree.

The Meeting : Agreed

LTC Soh : I would like to summarize again that the mandate of ACMM is MM on HADR and

MOTW. CT is a new area. It is not fair to say that we not take park but we send representative to

TTx and FTX to observe. From there we take insight and in the next Psychical Meeting we should

discuss what should ACMM role in CT actually be.

MG Pramote : Thanks for you guidance after we join the exercise will have more information and

idea to shape up our role in the MM for CT Operation.

Agenda 4 Matters of consideration;

4.1 AMMAT 2019 on 25-29 November 2019, Thailand

MG Pramote : AMMAT training is on our Year Plan and continue from last year that ACMM had

conducted already with Instructor from Australia which focus on the basic. This year will continue

to train participants for more detail to be the instructor for their own countries. ACMM plan to

invite 4 participants, one is the LO from each country. LO have basic knowledge about

coordination process and will be one who get the Information from assessment team to utilize in

the Coordination Process. ACMM plans to conduct the course during 25 – 29 November in

Prachinburi province, 150 km, East of Bangkok. ACMM will support all expenses, airfare,

accommodations, meals and local transportation. Any comments or suggestion about this

course, please.

COL Zaw : No comment, we all agreed.

BG Chhun: Yes, we do agree, sir.

1st Admiral Arie : May I ask about this AMMAT because we have workshop about EMT before.

Regarding attendance 4 persons; 1 LO and another 3, maybe I will send some from the Medical

Battalion from Indonesia because they are the 1st responder to any disaster in Indonesia. Beside

LO do you have any specific personnel to come, doctor, nurse or another Medical Officer.

MG Pramote : We do not need doctor or nurse. Medical planner or anyone who can be

deployed to the area and can assess area of disaster about medical need and send message

back anyone who is the 1st responder in case of the disaster. In the future most of this team will

join with the ERAT because the ERAT will be the first responder for that area.

4.2 The 11thEWG on MM Meeting and Handover Ceremony during 6-10 October

2019, Myanmar.

MG Pramote : ACMM was invited by the EWG on MM, Myanmar to join the Handover Ceremony

in Naypyidaw during 6 – 10 November and I would like to request for the permission from BODs

for 1 representative from ACMM for this event. There will be some discussions about the

activities of the new Co-Chairs and role of ACMM to support their activity too. May I request

BODs to consider about this.

1st Admiral Arie : I am agree and I suggest that if BOD can go himself please go because this

turnover and there will be a meeting of board of ACMM.

LTC Soh : Earlier in the minutes and in our physical meeting in July, we agreed that we would be

discussing at this VTC about the hosting of AMMC as well as Handover by Brunei and Australia

regarding the supporting of EWG MM activity next year. I don’t know if it applicable to discuss now while a lot of the ACMM BODs are also concurrent representative on EWG as well, for some

countries like Singapore is not the same person but, nevertheless the stand should have no

differ because you are representing your Armed Forces. Do we want to take the opportunity now

to say that we take the debate over to the EWG or we want to empower the representative from

the ACMM to make the decision on behalf of the ACMM at the EWG.

COL Zaw : I would like to add something regarding forth coming on EWG Meeting. We have

already sent to proper channel for all invitation the ADMM-Plus countries, ACMM and ASEAN

Secretariat office. The Meeting will take place at Naypyidaw at M-Gallery by Sofitel where the 9th

EWG Meeting was convened. I wish all the BODs to join. At the 11th EWG Meeting would be the

Ceremony of 4th Cycle Co-Chairs Brunei and Australia. I would like to share to all BODs that

EWG on MM Myanmar has prepared document inform of Hard copy, Video and CD for the new

Co-Chairs. This document would help Brunei and Australia to conduct smoothly for the forth

coming Cycle activities. The second thing, we discuss about the ASEAN Military Medical

Conference (AMMC) when we met physically in Chiang Mai that the ADMM already endorse the

concept paper of AMMC. MG Pramote mentioned that he will do his best to make it feasibility

study whether it can be hosted in Thailand either by ACMM or hosting by the Thai MOD and we

will discuss in this VTC meeting. I would like some comments from BODs regarding the AMMC.

MG Pramote : There is a good news for all BODs regarding AMMC that next year Vietnam

maybe volunteer to host the 3rd

AMMC. As we discuss earlier that hosting for AMMC will be on

voluntary basis and ACMM will fully support to conduct the conference in term of coordination or

any needed. Even if some year BODs agree that ACMM should host AMMC and get budget

approval then ACMM will host one.

The Meeting : Agree

COL Zaw : We all have to congratulation to Vietnam to host AMMC. Although the 1st conference

endorsed by ADMM, the great honor to Vietnam. Thank you.

LTC Soh : May I summarize that pending for the confirmation and will be deliberated at EWG

Meeting itself. We can tentatively take that at least next year is solved as Vietnam volunteer to do

it. However it does not change the fact that ACMM may have to host once at a time so BODs still

need to acknowledge about the cost of conducting AMMC and the limitation of ACMM. Even MG

Pramote has said that he was more than happy to do it so may I request ACMM to have a

feasibility study on hosting AMMC and present the cost and manpower to BOD. Is that

agreeable?

COL Hafizul : I think the cost of hosting the AMMC was already been submitted by COL Zaw. The

cost was about 46,000 USD.

COL Zaw : Yes, that’s right. In the coming year if Brunei and Australia are willing to host one, I will very

happy to cooperate.

LTC Soh : So we do have costing, then we still need to discuss whether ACMM want to spend

the money. May I propose this item for discussion in our physical BODs Meeting next year?

COL Zaw : That is fine

LTC Soh : Col Hafizul, for the topic regarding the ACMM involvement base on the propose work

plan of EWG MM next year do we want more discussion during this VTC or we take it to the EWG

COL Hafizul : I think I already presented the initial work plan to ACMMC meeting and in

Cambodia and in the last BODs Meeting in Chiang Mai recently so no need to deliberated it

twice. Everybody has seen the work plan as well so no need to repeat it. Technically there is the

part that we required that ACMM to be part of the work plan. If ACMM is willing to participate, I

do not mind them coming over for the Handover Ceremony. I do not mind supporting them. If

they are not then I will not say yes for them to come over to the Ceremony.

LTC Soh : I think this is quite difficult to determine because I would say may be we need a vote

for I am fully support ACMM to go to EWG MM handover Ceremony.

1st Admiral Arie : Is there Brunei become host of the Handover Ceremony of ADMM EWG on MM

in Brunei?

COL Zaw : No, Handover are taking place in Naypyidaw and I already provided invitation in a

proper channel and I look forward to seeing all of you.

COL Hafizul : The question now is whether we want to pay for ACMM to come over to

Naypyidaw to be witness the Ceremony of the Handing over. So, I need a vote from BODs

whether we want to invite representative from ACMM to be there.

COL Zaw : We have already invited the ACMM to attend the ceremony. Whether BODs to vote

agree or not to send ACMM representative to the Handover Ceremony?

COL Hafizul : My argument with BOD, if ACMM is not willing support us on our initiative why

should they be there? That is my personal It is up to ACMM should actually be responsive to our

initiative as well rather than we involve with CT. This is part of MM that Australia and Brunei

actually wanting to do. I assume that you should bring ACMM to support us.

MG Pramote : If this question is to me the issue is ACMM was invited by previous EWG Co-

Chairs Myanmar and India to join Ceremony. Now I request consideration of the BODs whether

allow me to go or not?

COL Hafizul : It is on the funding of ACMM right ?

MG Pramote : If BODs say no I will not go, that’s all. COL Hafizul : Will ACMM support us on initiative plan ? If ACMM will not support us then there is

no point for ACMM to be there.

MG Pramote: This is up to decision of the BODs what the direction of ACMM is. I did not know

the details of your plans. Because last time you just present the 3 year work plan and we have

some discussion about this and there were some maybe beyond our scope. So, if it finally come

what is your plan the BODs will consider it. If BODs consider that ACMM will cooperate or

support I will follow the decision of the BODs.

LTC Soh : At this point I try to recap please correct me if I am wrong. At physical BOD Meeting

in July, regarding EWG MM next Cycle Australia and Brunei initiative plans, one of the request

was for ACMM support in going to keen and to search the area in AMS country to identify

location where the medical is needed and do some other thing like diplomatic clearance and so

on. I think all of us were agreeable in the concept and had a various discussion on feasible idea.

Whether ACMM has capability in terms of staffing and be able to support we suppose to

deliberate further in this VTC Meeting this is my recall. Is it correct?

COL Hafizul : Your summarize is well, I mean since all the LOs are actually in ACMM

coordinating the work that the project we are conducting will be much easier to ACMM because

all the LOs will be there. Program will also be easier to ACMM as well that was the reason why

ACMM was possess to work in initiative. Because the ease of coordination as well.

MG Pramote : Mr. Chairman may I request the BODs to consider the invitation letter the EWG on

MM Myanmar and India to join the Handover Ceremony. So, I request you to agree ACMM to use

ACMM funds to join the Meeting. If BODs are not agreed ACMM will not fund for the

representative to go.

MG Pramote : Regarding the support of initiative of the new Co-Chairs ACMM fully support the

initiative but, we have our own roadmap, year plan and we need to know the details of the

program and how can we support it. As ACMM Secretariat Chief I cannot say confirm or not

confirm to support activities from the initiative. If we have all the details, we can shape up the

year plans and present to the BODs. Regarding new Co-Chairs activity as we discussed in our

Physical Meeting in Chiang Mai that new initiative program involved with some areas that maybe

beyond MM scope. For example, the idea of going to use military personnel to support civilian in

normal situation like a public health activity. That is maybe beyond ACMM’s scope.

COL Zaw : As the BOD Myanmar is the member of EWG on MM. We have already sent invitation

to ADMM plus countries and ACMM entirety. During the 3rd

cycle activities we have invited

ACMM and got participation from ACMM to many meetings also to the FTX and Conferences.

Here as a BOD I would like to support inclusion of the ACMM to come to 11th EWG on MM and

Handover Ceremony this is my opinion, Thank you.

BG Chhun : I do agree with Myanmar.

MG Rosman : Malaysia support ACMM to be present during the Handover Ceremony.

1st Admiral : I am also support it.

MAJ Ammala : LAOs also support the ACMM to join the Meeting.

COL Marinela : I am also support attendance of ACMM to join the Handover Ceremony.

LTC Soh : We have lost signal from COL Hafizul. If all the BOD presents are agreeable can I put

it formally on record that the request from Brunei is that ACMM supports its propose initiative for

the next cycle EWG and there is related to whether ACMM attend the handover ceremony and

all the BODs agreeable if ACMM attending the Handover Ceremony and for support for the

subsequence EWG. Can I say that we agree in principle for ACMM support pending the

finalization of the details and feasibility of it. Does anybody object this?

LTC Soh : Given the fact that most of the BODs here and unfortunately we lost connection with

the Brunei BOD. Can I suggest that the ACMM through Email sent out of formal Email of this

decision for get return information from Brunei and also from Vietnam as well?

MG Pramote : As the Ceremony will conduct during 6 – 10 October and we need time to get

permission from my commander too.

COL Zaw : Yes I agree

LTC Soh : I agree. So can we say that by the end of this week to get submission of response we

should wait until Friday or we can formally in paper by the group chat so the rest of BODs at

least COL Hafizul can acknowledge that and also BOD Vietnam as well.

MG Pramote : I will put this on email and if we did not get any response by this Friday. ACMM

will conclude that all BODs agree on this.

LTC Soh : Is there any members want to propose any matter? If there no have any matter, we

MG Pramote : ACMM got the contribution fund from 8 countries; Indonesia, Thailand, Singapore,

3.2 11th EWG MM Meeting/Handover Ceremony, Myanmar.

MG Pramote : The 11th EWG MM Meeting/Handover Ceremony was conduct during 6th–10th

October 2019 in Ney Pyi Taw, Myanmar. COL Zaw, BOD of Myanmar had presented the Major

outcomes of the 3rd Cycle of EWG MM that was Co – Chairs by Myanmar – India during 2017 –

2019;

Then COL Hafizal, BOD of Brunei presented the Concept of 4th Cycle EWG-MM

(Military Medical Support to Outreach Area in Normal Time). The Chairs of 4th Cycle EWG-MM

are Brunei – Australia request ACMM to support their initiatives and I reported the Meeting that

will get the details of their initiatives to report the BODs and now still waiting for their 3 years

work plan.

COL Zaw : The 11th EWG MM Meeting had presented 3 Major activities; Military

Medicine Handbook for Paramedic, FTX MM in HADR Situation, Lucknow India (Standalone) and

ASEAN Military Medicine Conference (AMMC) with Myanmar host the 1st and the 2nd in 2017 and

2019 and now adopted in ADMM level in July 2019 and Defence Ministry endorse and agreed of all

the Operating Mechanism and the good news is Vietnam will host the next AMMC. In November I

will join ADMM and ADMM Plus Meeting in Bangkok where Co-Chairs India presented the

Paramedic Handbook and formal establish Handbook to ADMM and ADMM Plus Meeting. I would

like to present the BODs that I have a chance to witness Thailand Demonstration on CT in Bangkok.

It was very Fascinating and Impressive for all participating countries.

3.3 Report ADMM-EWG on CT CPX/FTX in Guilin, China

MG Pramote : ADMM-EWG on CT CPX/FTX during 8th – 23rd November 2019 in Guilin, China.

Participates with 10 ASEAN countries and 6 Plus countries and also 2 units of ASEAN are

ASEAN Sec. and ACMM all participants about 1,000 personnel. The Objectives of this Exercise

is Establishing a joint counter terrorism mechanism featuring mutual trust, Cooperation and

efficiency is the foundation to secure the victory of the Counter terrorist battles. The Concepts of

Joint CT Operation is Country A has attacked by the terrorist and Country A set up a Counter-

Terrorism Task Forces (CTTF) and a Counter-Terrorism Task Group (CTTG) and an Air Task

Group (ATG), with following tasks;

1. To assist Country A to safeguard the multinational summit.

2. To destroy some strongholds of the terrorist Organization.

3. To strengthen security forces of Country A.

4. To provide support for humanitarian aid from other countries.

The Schedule consists of 4 parts;

1. Exchange Information SOP, CTOM, CTOP.

2. CTTF, CTTG HQs. (Situation Analysis, Disc. Issue & Planning)

3. CT Training : Sniper, Evac., Bomb, etc. and MTT (Ch.10,Rus.4), Field H. Level II.

4. Demonstration (long run) and Closing ceremony.

This is the structure of the exercise that consist of the Strategic level which have

ASEAN Secretary on the top and the AHA center has coordination Center. On Operational level

which was in the country A consist of the MMCC (Multinational Coordination Center). Thank you

Myanmar and Singapore to allow the officers to joined the Exercise with 2 officers from ACMM.

These were composed of Gp.Capt Patraporn Patrayotin, Chief of Planning and Operation

Section of ACMM working in the Exercise Control group and connect to ACMM by VTC system

and had present concept of Military support in CT operation and Guidline.

Gp.Capt. Sudjai Charprasart, Chief of Coordination Section of ACMM and

MAJ Chin Kok Yee, ACMM LO of Singapore have join in CTTF Headquarter (Counter terrorism

task Force) and CAPT Win Htut, ACMM LO of Myanmar. Has joined in CTTG (Counter terrorism

task group).

This slide is conclusion of ACMM role in CT operation with 2 major roles in CT.

1. Prepare the medical readiness in ASEAN in Normal Situation.

2. Coordinated with ASEAN Member State though the Head Quarter to the EOC

in Crisis situation.

ACMM will not involve in command control roles in the Medical team that depends

on command control of their own countries the same concept as the HADR situation.

3.4 Report the 2nd ICHMM, Singapore

MG Pramote : Singapore invited the representative from ACMM to joined The 2nd International

Conference on Humanitarian Medical Missions (2nd ICHMM 2019). They would like to know

ACMM’s roles in HADR situation. I had informed the Meeting our roles to prepare Medical Readiness Exchange Training among ASEAN Member States (AMS) and also another platform

for Coordination on MM activities.

3.5 Report AMMAT Training, Thailand

MG Pramote : The training was conduct in 25th- 29th November 2019 with 4 participants (1 LO) from

each country and 7 Instructors from Australia and also representative from Australian Embassy,

WHO and UNOCHA with 4 representatives from each countries.

Agenda 4 Matters of consideration;

4.1 The 3rd AMMC 2020

MG Pramote : Vietnam plan to host The 3rd AMMC in 2020, any details BOD from Vietnam please.

Vietnam : We received the offer and agree about the 3rd AMMC but we would like the support for

the finance support and staff who organize the Conference.

MG Pramote : In the 1st and 2nd AMMC was conduct by Myanmar with Myanmar Arm forces

support the cost. ACMM had estimate the cost and gave the details to you POC. So the concepts

of hosting the conference host will support the budget and Accommodations. ACMM can support

staffs to organize and arrangement the Conference.

COL Zaw : The 1st and 2nd AMMC was conducted in the 3rd Cycle of Co-Chairs Myanmar and

India and the budget was fully support by Myanmar Arm Forces. In the past 2 Conferences

involve hosting the participants and all organize by Myanmar Arm Forces.

Vietnam : MG Tien would like to discuss more information and we received the order from BODs

that Vietnam will organize the 3rd AMMC 2020 and would like you to support in Finance,

Technical Organizing and any suggestion about the topics of the 3rd AMMC Conference. Did the

host country got finance support from ACMM? And how many participants?

COL Zaw : In Myanmar experience you usually advised participants from each country. It’s all about 60 - 70 guests from Overseas and 100 – 200 Local staffs.

MG Pramote : Most of the details are in the concept paper of the Conference that Myanmar had

presented to the ADMM. We can go in details about this later ACMM and Previous Co-Chairs

can support that. For the ACMM Year plan 2020 was already approved by the BODs and ACMM

did not prepared the budget for this. ACMM May be host in 2021 if the BODs consider.

Vietnam : We have clear the Finance budget estimated 55,000 USD to be host the AMMC and

How many participates from ASEAN Member States and ADMM Plus countries.

COL Zaw : In Myanmar we invited 3 Participates from ASEAN Member States, ACMM and

ASEAN Secretariat. For the ADMM Plus countries depend by the host.

MG Pramote : It is depend to the host who host will invited but for estimated the cost ACMM did not

include the Plus countries and have to add on some more budget on that because the concept of

Plus countries will support the activities. Next year Vietnam be the Chairs of ASEAN you have many

activities to celebrate the Chairmanship, This is the good opportunities to Vietnam to host AMMC

and if you have the tentative or period of time that will useful for us to plan.

Vietnam : Yes we do have some plan because in 2020 Vietnam will have a lot of activities in the 1st

part of the Year, especially May. So, we should conduct AMMC in 2nd quarter on June 2020.

MG Pramote : Thank you very much, the others countries can plan for this and you can assign

someone to be the POC of this conference to give close contact to ACMM and also the previous

chair.

Agenda 6 Handover of ACMM BOD Chairmanship

MG Pramote : This is the good opportunity for present Co-Chairs BOD from Thailand to

Handover the next Chairs from Vietnam please.

Chairman : Dear BODs during the year 2019 had many activities include the BODs Meeting,

LOs Meeting, LOs training and SMEE Emerging on Disease. ACMM had joined EWG on MM in

Myanmar and India. We also sent ACMM staffs and ACMM LOs to participate in the ADMM Plus,

EWG on CT (FTX) and AMMAT training will be conduct in Prachinburi. It will be benefits for AMS

to learn the Medical need assessment process from Australia who expert on that Area. I hope

will be successful organize as the SC have plan. I would like to take this opportunity to thank you

all again to AMS to support Thailand as a chair of the BODs during 2019. I also would like to

graduate to Vietnam to be Chair of BODs on next year and have to confirm you Thailand will fully

support Vietnam as the Chairs and will continuously support ACMM in 2020. Thank you

MG Pramote : Thank you GP CAPT Sudjai. Are there anyone has any add up or amendment

please tells us now or can send it later. In conclusion the 1st LOs meeting, we had a good time

with workshop together. We summarized the lesson learn from real world situation and practiced

coordination process together. One of the major points is MERT even now we do not have the

same standard, some name different, some personnel different but, capability should be similar

and we try to understand each other. COL Titisak, Do you have anything to add on this issue.

COL Titisak : Yes, sir may be Level 1 Medical Team has different in number of personnel or

equipment but, the capability is the most important that ASEAN member state must have the

same standardize of Medical Team. We can work together like you mention in the concept paper

establishment of ACMM.

MG Pramote: I think in our exchange training in MERT or Level 1 this year we will have more

details about this.

AGENDA 3 : Information, Ongoing project/plan/activities update

3.1 FPC EWG MM 2019, Myanmar

MG Pramote : Last week we had join the Final Planning Conference (FPC) in Myanmar. In the

Conference, Co-Chairs Myanmar and India concluded Field Training Exercise between 11th –

15thof March in Lucknow. They will provide practical activities in 4 areas; Mass Casualty,

Chemical Leak, Evacuation Camp and Aero Medical Evacuation. ACMM will participate in the

CPX in the roles of ACMM. That is all we have from FPC. COL Titisak how many representatives

from Thailand will join this exercise?

COL Titisak : Thailand EWG will send a couple of observer for the FTX and ACMM will send LO

and coordination officer to join sir.

MG Pramote : How is about Singapore, do you plan to send anyone to join?

MAJ Chin : Yes sir, we will send the Medical Team with 14 persons.

MG Pramote : What is the name and capability of the team?

MAJ Chin : It is called Level 1or Primary Health Team.

MG Pramote : Can this team perform Advance Life Support or not? And how about Intervention,

some Regulator, Resuscitations, Triage the patient?

MAJ Chin : By basic, Yes.

MG Pramote : COL Maza do you plan to deploy the members to join the Exercise?

COL Maza : I represented the PACOM Surgeon Office and we are planning to send 11 peoples,

6 people participates in exercise and 5 Observers. The 6 participants consist of 1 psychologist,

1 environmental site officer and 4 senior medics.

MG Pramote : How about you LTC Nosack?

LTC Nosack : LAOs will send one observer team including 4 peoples; 1 medical planner, 2

doctors and 1 nurse.

MG Pramote : MAJ Faira, How about your side?

MAJ Faira : We are going to send one team but, we have not finalized the number, Most

probably there will be doctor and paramedic.

MG Pramote : Okay, See you in Lucknow.

3.2 2nd AMMC 2019, Myanmar

MG Pramote : After the FPC there were the follow up conference called ASEAN Military

Medicine Conference(AMMC) which Myanmar Army hosted for the 2nd

time. They said that

conference originated from ASEAN and Myanmar had proposed that, they would like the ADMM

to approve that it would be regular activities in ASEAN under ADMM and they are going to find

the next host for the 3rd

AMMC. In this 2nd

AMMC there were many oral and poster presentations.

It was very good opportunities for young officers and experts to share their experiences.

Normally AMMC should be conduct on February of this year and there will be one year to plan

for another one. So, we are looking for host for the next year one. That is all from 2nd

AMMC. COL

Thitisak, Myanmar did ask me if Thailand can host the 3rd

AMMC ?

COL Titisak : I am not sure yet but, during the next February Thailand will have big exercise like

this year for the King’s Guard. May be we can postpone to another period of year; in February

will be busy for the whole month.

MG Pramote : I think Thailand can host it but, need to adjust timing. The most important is if

Thailand desire to be the host or not. My idea is if BODs agree may be ACMM can put AMMC in

our regular activity but, again it depends on the annual budget. If ACMM can take AMMC turn to

every countries in ASEAN. We will work up on this issue and need approval from BODs first. In

the next VTC with BODs ACMM will put this for discussion and get some idea form the BODs.

COL Titisak : Sir, are there any progress in the ADSOM WG on this topic?

MG Pramote : ADSOM WG did not object the concept paper of this and they will put it in the

ADSOM in April. If the ADSOM approve then they will endorse to the ADMM for adopt it. But still

require more details especially budget and detail of the conference. So, it will have a lot of

following activities after this. Anyway they did not object the concept paper initially.

3.3 Landmine/Extremity Trauma SMEE

MG Pramote : COL Maza would like to report the progression of this project, please.

COL Maza : There is a good news and may be not so good news for HMA; the good news is

that we coordinated with ACMM and also coordinated with EACE for SMEE and not a good news

is that it will not happen in May like we had talked about in physical 1st LOs meeting but, it will

occur in 2nd

- 6thDecember. These days would agree upon between ACMM and EACE after the

LOs meeting because we could not get funding for the May conference. So, the proposal project

is a made it for 2 SMEE; one in December and then base upon the information that we get from

the December meeting we will schedule another one in the following March or April time frame..

We would like to work up on funding for all the countries but, not include the separate countries

for Singapore, Myanmar and Brunei.

MG Pramote : Is it possible that the funding will includes that all ASEAN Members State?

COL Maza : In my meaning, I received the budget example from COL Vallop and GP CAPT

Sudjai and I made it this one it does not includes Myanmar, Singapore and Brunei other they

includes all the Countries.

MG Pramote : So, the condition is the same as USA will fund for 7 countries and ACMM will fund

for another 3 left and the time period will be in December. So, this is still good news we will wait

for that. Could you please reveal the specification of attendant who will attend the course?

COL Maza : 3 participants of each country; 2 subject matter expert, doctor who familiar with

Landmine trauma and brain injury. Not necessary brain injury due to Landmine but brain Injury

maybe due to the bomb or some other event so this the primary is for the Landmine victims but,

for those countries that might not consider Landmine victims to be at the high important or occur

that option it’s for all brain injury. Participant should be 2 surgeon medical experts and then one

medical operator. Because medical operator need to be there for the planning phase for

bringing any patient from the field to the primary care or to tertiary care and then if not enough

SMEE or Medical Operator then Liaison Officers can consider go in Himself and Herself but the

Liaison Officers does not have participate in this SMEE.

MG Pramote : Anyone has ant question to ask COL Maza ?

COL Titisak : I think we have solutions for 3 countries that be not funded by the USA. So, the

ASEAN will gain benefit from this SMEE.

MG Pramote : Thank you COL Maza, we will work out on this and make it happen in December.

I think GP CAPT Sudjai has home work for LOs as follow up after exercise from 1st LO Meeting

2019.

GP CAPT Sudjai : The homework is that may I request everyone to fill in and complete the Form

4 and Form 5 and please send back to me via email. I will send an example from India and

Myanmar to everyone, Thank you.

MG Pramote : According to real situation and from our exercise we got detail of facilities from

Myanmar and India. Now we have 3 examples Thailand, Myanmar and India for initial idea. GP

CAPT Sudjai can you circulate this to our members. I would like to request that only restrict to

our team, this information is only for our members. The information you fill in is not official,

voluntary, non-binding, non-commit. It is only initial information for preparing ourselves to be

ready. COL Titisak, can we circulate this kind of data to our members?

COL Tiitisak : According to SOP 001 this type of Data tank is confidential and this is sensitive to

circulate, sir. But, I think our LOs is a working group on this, They have right to know but, we

have to find the way to let them know and have example without circulating because it is quiet

sensitive for some countries, sir.

MG Pramote : Yes, may we need to ask for permission from Myanmar and India first. I think we

cannot freely share information but, we can exchange in our LOs group because we are in the

same team. May I request that everyone should not forward this information to anyone else

because our LOs are in the center and we are limited to exchange only with our members

according to SOP 001. You may contact with GP CAPT Sudjai personally for some part that you

need. I would like to emphasize that Form 4 and Form 5 is very useful for our coordination

process. If we are well prepared in normal time it will help us a lot in the critical time.

MAJ Faira : Excuse me Sir, I just got message from the representative from AMRG on HADR.

They will have HADR exercise in July and plan to invite ACMM also. They need to know how to

integrate with ACMM in HADR or can be a meeting somewhere in March?

MG Pramote : Yes, I met your representative from Malaysia and we discussed about this. We

will plan for joining the exercise and see how ACMM can integrate with AMRG. Do you know the

date of HADR exercise in July?

MAJ Faira : we have not got the date yet but, we will have meeting on 18th-20

th March in

Malaysia sir. I have not got the invitation yet but, they will invite ACMM to present and update of

the road and responsibility of ACMM.

MG Pramote : Okay, If you have more details about this please forward to GP CAPT Sudjai and

3.2 Outcome of ADSOM Working Group Meeting

GP CAPT Sudjai: MG Pramote had present ACMM activities and ACMM Road Map 2016 –

2020, Standardization, Harmonization, Improvement and Stability Provision. Also informed our

Medical Team will Facilitate in the concept our Coordination Simplify look like a Positive Node

and Negative Node in Electrical plug and try to match together in the real situation that our main

concept. MG Pramote conducted in this meeting in the work shop and also exchange training to

coordinate in the real time effectiveness. MG Pramote mentioned in 2018 ACMM received

contribution fund from 8 countries about 279,000 USD and our main activities in the last year

consists; AMMAT Training, ACMM BODs Meeting, ACMM LOs Meeting 2 times and cost the last

year activities about 132,000 USD and so the balance is 147,000 USD the remaining fund will

transfer to Capability Enhance Fund for the Further use in the future that will be considerate by

the BODs.

The activities in the real world situation from the Palu Earthquake that get the offer

assistance from Myanmar and also shared the experience in Palu Earthquake and Dam collapse

in LAOs too.

COL Titisak : Last year we have got 147,000 USD left because of the delay of transfer the

money. So, this year I hope that we can do all the work plan activities have been approved by

our BODs according to SOP-001 and ACMM FRP.

3.3 CPX, FTX MEDEx 2019 at Lucknow, India on March 8 - 17, 2019

GP CAPT Sudjai: The stand alone military Medical Exercise namely “MEDEx 2019” in Lucknow The FTX will participate by Co-chair of India and Myanmar. The attendance delegates will

members of ASEAN and Plus country. The aim of exercise was evaluation and preparedness

response in the large scale Earthquake, Trauma case and Chemical Spill in infectious disease

and understanding Military Medical among ASEAN Members State. The MEDEx 2019 have 4

exercise; Mass Casualty Management in Disaster site, Aero Medivac Evacuation in Large

Casualty, Chemical Spill Management and Evacuation Camp Management.

ACMM joined the Command Post Exercise (CPF) and supported the participants

in 2 points; First set up the ACMM Head Quarter in CPX and the Members State from 18

countries act like a LOs to support the details about the Medical Facilities and Medical details to

the National Focal Point Under the SASOP.

This picture showed the FTX that short cut for the process Step 1 to Step 6.

Fill Step 7 and Step 8 under the SASOP when the Medical team works together in the Step 7 and

Step 8 but in the real world cannot pass the Step 1 – 6 before go to Step 7. ACMM joined the

CPX that go to the details of Step 1 to Step 6.

The Diagram showed the concept of Host Country set up the Emergency Operation

Center and normally to planning will accept and requirement include the medical issues in the

require to compare in the Local. If they accept the Local Facilities ten will request for External

Support and the Local team will check the External Support too.

ACMM LOs will train and can use the details that we prepare in normal situation

same as we done in the 1st LOs Meeting 2019. ACMM can facilitate the process of Cooperation

and the exercise showed demonstrate facilitate more rapidly. The first 4 Step have exercise in

the CPX and Step 5 to Step 6 showed the experience that Singapore and Myanmar had deploy

Medical team when depart from their country. CAPT Win, do you want to share your experience?

LTC Prum: After joined MEDEx 2019 in Lucknow, I have more experience and Knowledge and

apologize for only one member to join so cannot see all scenario or exercise.

COL Titisak: CAPT Win, I have apologize to send only 2 Observers because we have some

problem with our budget this year. Anyway I think MEDEx 2019 is a good exercise may be in the

next physical meeting have more sharing experience on this.

3.4 Human Mind Action SMEE : HMA SMEE

GP CAPT Sudjai: We got the confirm from COL Maza about the content of the HMA SMEE. This

is comprehensive background of MM in HMA, medical expertise in HMA and the participants

we confirm 3 personnel from each country; Medical Planner and 2 subject matter experts. The

date will be 2nd– 6

th Dec 2019. We confirm the budget from USPACOM have funding for 7

countries and ACMM will support Singapore, Myanmar and Brunei.

COL Titisak: I think we should be given information of HMA SMEE every month.

3.5 EWG on HADR, Hawaii 19 – 21 March, 2019

GP CAPT Sudjai : ACMM send 2 representatives to join EWG on HADR would like ACMM to

present role and responsibility in the HADR. They gave timeline of FPC exercise will held on 9th-

11th April 2019 MG promote will join the exercise and would like MAJ Faira to be the ACMM LO

representative to attend this meeting. That show ACMM LO facilitate with AHA Center and FTX

will be on the 30th July – 1

st Aug 2019 in the same time of ACMM BODs Meeting and the 2

nd

ACMM LOs physical Meeting.

COL Tiitisak: In April MG Pramote and MAJ Faira will join the exercise on HADR in Malaysia and

timeline is that the same time of BODs and LOs physical meeting. So, I think you have to ask our

BODs about this staff Ex and Con Ex. Any comment on this sir?

Surveillance (SMARTIES): Infectious SMEE 2019

GP CAPT Sudjai: IPC Synchronizes Militaries of ASEAN Reporting Tools for Infectious and

Environmental Surveillance (SMARTIES): Infectious SMEE 2019 support by US Pacific Airforce

(USPACARF) will be hold in the IPC on 19th- 20

th Mar 2019. The Proposal develop unify process

among the ASEAN Member States military for across border sharing of the Health Civilian Data

mean to Prevent and contain developing infectious and Environmental Hazard. In the meeting,

the 1st day get experience from Expert Smarty from RTAF, ACMM, AFRIMS and Health Ministry of

the ASEAN Partner and John Hopkins University, US NAVY Medical Research and USPACARF

from Hawaii. The infectious MG Pramote and our team suggest that discuss the collecting Data

and Surveillance System the Military area is very sensitive and careful about Budget Control

Emerging Disease. Shared our knowledge experience and plan together. Joined the same

protocol and Definition and Criteria, cannot share the area of the data and 2nd

of suggestion we

designed the system that correct the Information form each country to one Central point and use

it together but MG Pramote think it dangerous for the Military Information and gave homework for

the infectious SMEE to draft Protocol again and send. We will discuss the project in the annual

ACMM BODs Meeting in July and will choose to Standardize template that will put inside

something from each country. The Infectious SMEE conducted in 2017 and 2019 sharing

experience and Knowledge to all country and we plan to next step in 2019 to set up the work

shop for TTX and join the planning in the future. In Last week we discuss this topics with the our

ACMM BODs, they advised this issues will put it in the physical ACMM BODs Meeting in July

and consideration again because the VTC of the ACMM BODs is not enough time to conference.

COL Tiitisak : This project if we shared a knowledge and experience it will benefit all of us and

we have discuss before the Emerging Disease will be one of the main security challenge for our

major in the future. However, this project mentioned about sharing the Information and our BODs

Last week doing the VTC pass the Secretariat Chief to send the concept paper for then to make

a consider issues. So, for this topics ACMM Secretariat office may I ask GP CAPT Sudjai send

the concept paper to our LOs from the AMS to study and they can make a comment to their

BODs because sharing this information may be sensitive to some of our friend.

GP CAPT Sudjai: Yes, LTC Jeremy from USPACARF would like to analyzed concept paper

again and send me later maybe in 2 weeks and then I will send to the ACMM BODs and ACMM

LOs too.

COL Tiitisak : For this topic please send to LOs from the AMS only.

CAPT Win: This SMEE is for AMS or US support that?

COL Tiitisak : In the concept paper I think sponsor by the US but I would like to do sharing the

experience knowledge which I think it would be good. Anyway I would like to share the

information data of the infectious in our region and keep that. It may be sensitive because the

data is not keeping in the AMS then escape outside the AMS. So I ask GP CAPT Sudjai to send

to you all to take the study and make comments to BODs before they make decision.

CAPT Win: Because of the US sponsor, ACMM have to pay the cost for 3 countries (Singapore,

Myanmar and Brunei) for that event, right? And BODs are not agree yet.

3.1 Funding Contribution 2019

MG Pramote : Now we have received contribution fund from Indonesia, Thailand and Singapore.

Myanmar is on transferring process.

3.2 Outcome of ADSOM Working Group Meeting

MG Pramote : After the ADSOM WG meeting on February, then the ADSOM meeting on April 2019.

The same message were passed from The ADSOM WG to the ADSOM about ACMM year plan

and activities, contribution fund and the balance of funding was left from last year was

transferred to the Capability Enhance Fund (CEF) according to the FRP. In the ADSOM meeting

there were agree to endorse to ADMM to revise ACMM’s TOR where there is mentioned that

ACMM will be in Annex 1 of The ASEAN charter. They will endorse this revision to the ADMM in

the next ADMM meeting in Thailand.

3.3 FPC ADMM-Plus EWG on HADR, Malaysia 10 – 11 April 2019

MG Pramote : There was FPC of ADMM-Plus EWG on HADR in Malaysia last month. ACMM

would like to thank BG Amin for giving permission to MAJ Faira to join in the meeting. MAJ Faira

could you please share some details?

MAJ Faira : MG Pramote and I attended the meeting in Kuala Lumpur, basically discussing on

the FPC of AMRG on HADR to see whether the AMRG was Operational or not. And ADMM-Plus

HADR related Initiatives are integrated into broader ASEAN Disaster Relief and Emergency

Response.

This is what we discuss the Coordination Mechanism for the HADR Initiatives,

basically they already try to put ACMM under Operational Area and also the Strategies Area.

During this exercise they were tried to track how you will be and going to be done. Exercise is

based on Operation and also Communication Exercise.

MG Pramote: This is the main concept of the conference and they added the AMRG to the

HADR Mechanism of the ASEAN and ACMM also on this chart too. They will test this structure in

the exercise ; CPX and FTX at the end of this year in Malaysia. And the role of ACMM is as the

same as what we have done in workshop many times. In the situation ACMM will request our

Liaison Officer (LO) to be Coordination Officer (CO) of ACMM at the host country. In the next

LOs meeting we will review this structure again and also have some training so LOs will be more

familiar to this mechanism.

MAJ Faira : This is timeline of ADMM-Plus EWG on HADR. Currently they are planning exercise

will be held Malaysia on 30thJuly – 1

stAug 2019. The date is going to be arrival of participant from

respective countries will be between 28th– 29

thof July and the exercise will start on 30

thof July.

MAJ Faira : This is the plan from the organizer there will be 24 hours exercise and each LOs will

have to follow the plan of exercise on that day. The plan is basically about disaster that

happened in Indonesia but, exercise will be done in Kuala Lumper. The FTX of STAFFEX should

come in July.

MG Pramote: This is the time period of the exercise of EWG on HADR in Malaysia. They will

simulate the real situation where disaster happened in one country and ACMM LOs in each

country will act in real time with the situation. For example, If situation happened in Indonesia

0700, in LAO will be 1 hour after that because the time difference. So, in the exercise our LOs

will be at home and will take part through our VTC system like in the real situation. ACMM will set

up war room and connect to LOs of each country through coordination process as we practiced

in our workshop. We plan to conduct 2nd

LOs meeting and LOs training one week before the

exercise in Malaysia so our LOs will have a chance to review the process. Is there any comment,

idea or suggestion about this?

COL Maza : Yes, that means the 2nd

LOs meeting will be on 22nd

– 25th July?

MG Pramote : Our 2nd

LOs meeting will be on 15th– 20

thJuly, one week before the exercise in

Malaysia. After all LOs go back from the 2nd

LOs meeting to your home country then we will

participate in exercise through the system that we use now. There is a good opportunity for us to

practice our process. The EWG on HADR exercise in Malaysia will start on 30th July – 2

nd August

2019.

COL Maza: Yes sir.

3.4 MERT Exchange Training 2019

MG Pramote : We are going to have MERT exchange training in 17th–21

stJune the Participants

will be 5 person from each countries 1 Doctor, 2 Nurses and 2 Medics or any other combination

of total 5 persons. There will be a chance to exchange our experience and technic and will test

the draft of the handbook of the emergency medical response team. We are launching the

invitation today and I would like our members to send back the name and the details of the

participant for arrange air tickets and accommodation too. Do you all prepare for this?

MAJ Chin : We had getting this before, sir.

LTC Suriana : I will show these details to Brunei and waiting for the response as well.

MG Pramote : Tomorrow you will get the invitation letter by the diplomatic channel.

LTC Nosack : Yes, sir. There are 5 persons to attend the MERT training.

MG Pramote : Thank you, ACMM will support air tickets, meals and accommodation for all

participants.

MG Pramote : This is report from earthquake in Philippines. When there have the disaster we

monitor the situation and we circulated. In this case I am really appreciating LTC Hyasmin,

Philippines’s LO, for giving updated information and real quick response to us. The situation has

not over Philippines’s local support so we just monitor the situation.

MG Pramote : Regarding Landmine SMEE, may COL Maza have any update please.

COL Maza : I don’t have any update much. I talked to humanitarian mind assistant centre up

north. They made the participants to our HMA SMEE in December.

MG Pramote: Okay so, we will follow up this in the next VTC.

3.2 MPC EWG CT on April 22 – 26 ,2019 , BKK Thailand

GP CAPT Sudjai: On the report of MPC EWG CT on April 22 – 26 ,2019 by MG Premote. The

EWG on CT will conduct the Exercise in the end of this year in China and also invite ACMM to

join this meeting because have the Casualty Situation in the Exercise.

MG Pramote had join the Mid Planning Conference (MPC) and shared the Idea

about the activities in the Medical CT with compare the Medical activities by matching Peace

Keeping Operation and The Concept of HADR are similar. For HADR provide the Special

Medical Operation Team (SMOT) in Hot Zone, Medical Emergency Response Team (MERT) in

Warm Zone and Ambulance System to transfer Patients to Field Hospital in Cold Zone. When

compare about the CT Operation have something similar because CT have Operation in the Hot

Zone, Warm Zone and Transitional to Cold Zone.

In Tactical Zone Level we have the request of Medical Support from their Unit

and set up Casualty Unit in the area nearby the Transitional Zone and will separate in 3 groups.

In the 1st troop are the Terrorist and the last one have Medical Treatment, Security and Transfer

the Patients to Cold Zone. This is the Concept of Medical Part shown in the slide.

3.3 TTX ,FTX ADMM-EWG on CT 2019

GP CAPT Sudjai: TTX, FTX ADMM-EWG on CT invited the ACMM to join the CT Exercise in

China as the Structure is consist of the Administration and Protocol, The Exercise Control Group

and Counter Terrorism Task Forces (CTTX) divided by 2 parts; TTX and Demonstration. The

Demonstration provides Thailand and China team. TTX will participate by each country; ACMM

will join the CTTF Head Quarter and the Exercise Control Group. MG Pramote suggested that

The ACMM only Coordinate Organization. We did not have the Medical Unit and ACMM can

coordinate and Facilitate Medical Unit from each Country to join the Exercise. ACMM will advise

recommend to the Medical Activities. By the Slide ACMM will report in the BODs meeting to

approve who will join the TTX.

COL Titisak: In conclusion, MG Pramote had joined MPC for the FTX on CT in Bangkok and Co-

Chair of the EWG on CT invited the ACMM to join the TTX, FTX in China this year. MG Pramote

had Introduce ACMM SOP-003 was adopted by the 3rd BODs meeting last year and ACMM will

not sent the Forces because we are the Coordination Organization and According to our SOP

the ACMM will be the Advisor for the CTTX and ask the BODs in the physical meeting for

permission to join the FTX. So, We will ask the LOs to join the Exercise.

AGENDA 4: Discussion

4.1 MERT Exchange Training 2019

COL Titisak: The BODs had approved ACMM to organize MERT exchange training next month

and had invited each AMS to send 5 packs to join the Exercise in 17 th – 21st June. The Objective

of the training is to get the Initial Draft of Handbook for the Level 1 (MERT). The Schedule of the

1st day will be briefing on the Draft Handbook and then will divide in 3 groups and let’s play by the Draft Handbook and after that have AAR and get all Information and Draft Handbook for

approval from the BODs. I think tomorrow ACMM will send schedule via LOs channel, any

comment on this please?

LTC Faira: Sir, Are you doing the Draft Handbook as well? because I can give the delegate

revise and get prepare.

COL Titisak: Yes, ACMM will send to you before the exercise and we would like your comment

during the AAR too. GP CAPT Sudjai please explain about the training please.

GP CAPT Sudjai: In the Slide is MERT exchange training with Myanmar in Thailand. MG Pramote

will provide the Instructure Tent and Medical Equipment and would like every country share

experience about the Package & Loading, Deployment,Process of Check in and Get Assignment

for the job and also Survey area of Operation. For the Triage, Treatment, Transfer, Logistics,

Survival of the team, Report Situation and Redeployment ACMM will give the home work for

every participate and create the What’s app of MERT training. Tomorrow ACMM will send only

Agenda and the MERT Manual later Asap. Today I had send E-Tickets to everyone for the LOs

and tomorrow will send Separate Individual to check Name and Surname to check something

wrong in What’s App and please tell me Asap, Thank you. COL Titisak: In Addition to the Handbook that we will test and will ask for your comment the AAR.

3.2 Report of ADMM-Plus EWG on HADR (STAFFEX/COMMEX) (30thJuly - 1

st

August 2019)

MG Pramote : Thank you LTC Faira and LTC Dadang for joining the exercise as ACMM

representatives. LTC Dadang would like to present his experiences from this exercise.

LTC Dadang : Shared that he had opportunity to join STAFFEX/COMMEX in Malaysia from 30th

July – 1st Aug 2019. In according with the ACMM LOs Manual as the ACMM LO of affected

country to be ACMM CO was placed in the Multi-National Coordination Center (MNCC). ACMM

must be approved by MOD, EOC authorized from affected country (Form 3). ACMM CO in

affected area must arrange and coordinate all Medical assistance from outside the country;

placement of Medical Assistance from Assisting country and also Field Hospital to be effective

and efficiency. Headquarter, the training was very collaborated experience to understanding

SOP or LOs Manual Handbook.

MG Pramote : This was good opportunity for ACMM LO to practice on coordination process and

get familiar with the Step of work in HADR Situation ? ACMM LOs will be ready to function as the

ACMM CO when the real disaster happened in their own country.

the step is relevant to SASOP. It is very helpful and effectively checklist for ACMM LO in

Coordination Process.

This picture is the Conclusion Structure of the Exercise. ACMM worked in the

Strategic Level for Coordination. ACMM requested ACMM LO to be ACMM CO in the host

country and Coordinating with AHA Center. Our Handbook is practical and ACMM will use it as a

guideline for working in next exercise or in real situation as well.

3.3 Subject Matter Expert Exchange ; SMEE 22nd-26th July 2019

GP CAPT Sudjai : ACMM conducted Subject Matter Expert Exchange (SMEE) during 22nd

- 26th July

2019 at Chiang Mai Province, the Attending Delegates were 20 representatives from 9 countries

including Indonesia, Japan, Laos, Malaysia, Myanmar, Philippines, Thailand, USA and Vietnam

and Civilian Services. There were 2 days of Academic sessions, Epidemiologist from each

countries shared experience and do workshop in Public Health Emergency of International Concern

(PHEIC) and updated on their researches. Last day the representative from 2 groups presented

outcome of applying international cooperation for Surveillance and Emergency Response Network

among ASEAN and PLUS Countries. The Scenario is Ebola Outbreak (One case VS Many

cases). If one case, they will take care by their own. If there were and outbreak then may need

assistance from outside, each group discussed and gave detail of mechanism of request for

Assistance. There should be conducted 3 Levels including; Global Level, Regional Level and

Bilateral Cooperation.

Global Level has many International Organization such as WHO, UN, FAO, OIE.

Regional Level, The ASEAN Member state should be request for assistance

through ASEAN Center of Military Medicine (ACMM). ACMM will give the idea of the Data Tank

for Isolation Hospital.

AGENDA 4 : Discussion

4.1 ASEAN Military Medical Assessment Team; AMMAT 2019

MG Pramote : Last year ACMM conducted 1st AMMAT training 2018, supported by Australian

Embassy with International License Australian Instructors. The master plan consists of 3 courses;

Initial Background and Basic Knowledge Course, Instructor Course and Academic Course

(International License). This year ACMM would like AMS to send the same personal as last year

if possible. ACMM will fund for all expense; airfare, accommodation, meals and Local

transportation. The Tentative Program is waiting for finalized from COL Pual, Australian Defense

Attaché. After ACMM get the program, the invitation letter will be launched to AMS via diplomatic

channel.

LTC Suriani : Requested that would the invitation be sent early because in Brunei need 6 weeks

for approval.

MG Pramote : ACMM will try to send it 2 months before the program.

LTC Prum : said that he was not sure whether 2 representatives from last year would be able to

get approval to come.

MG Pramote : If it possible ACMM would like the same person but, if could not then the one who

join last year had to passed some knowledge from previous course to the new one and may

need to get pre-course work to catch up with the others.

MAJ Ammala : said that he needed to discus with LTC Sithawong and will confirm later.

LTC Aline : I will coordinate with Head Quarter whether possible to send the same person.

LTC Dadang : AMMAT training was very important on Exercise EWG in Kuala Lumpur. I will talk

to my BODs after get the invitation letter.

CAPT Win : Myanmar will try to send the representatives to attend the AMMAT training

regarding the same persons issue he was not sure, it is depend on what stated in the invitation

letter. If you mention about the CV of the Meeting or CV of the Training previously, Myanmar’s

high authority could consider the person who joins the training.

3.2 Report of SOP for EMT during 19 - 20

August 2019, AHA Centre.

MG Pramote : AHA Centre conducted the Coordination Meeting for discussion about Standard

Operating Procedure (SOP) on Emergency Medical Team during 19 - 20 August 2019. May I

conclude that in chapter 6 of SASOP mentioned about Military Support to the HADR situation. Now

AHA centre considered drafting more regulation regarding Medical Support in HADR situation for

being used as guideline or as ASEAN Standard in the future. It was a good opportunity for ACMM

joining this meeting because ACMM can apply this Standard to ACMM activities too. Because under

our Standard Strategy ACMM also conducted the course to prepare Medical Readiness of ASEAN

Military Medical Department such as exchange training for MERT team and AMMAT team etc.

3.3 Report of the 10th TWG-CMC on 28 August 2019, KL, Malaysia.

LTC Suchana : The 10th TWG-CMC meeting composed of ASEAN Secretary, AHA Centre, Civilian and

Military from 7 Countries and ACMM. The meeting expected to update on the development of HADR

initiatives under the ASEAN Defense Ministers’ Meeting (ADMM) and ADMM-Plus mechanism. ACMM’s

representative presented and acknowledged the meeting that ACMM mandates and functions are to

facilitate and to coordinate Military Medical Services of AMS Militaries both in normal and crisis situation

especially in HADR Operations. Finally, ACMM’s representative updated the inclusion of the ACMM as a

subsidiary body in the ANNEX I of the ASEAN Chapter that was officially announced at the 34th ASEAN

Summits on 22 June 2018.

3.4 Report of ADMM-EWG on CT ; TTX CT 1-7 September 2019.

GP CAPT Sudjai : ADMM-Plus Expert’s Working Group On CT meeting was held during 1– 7

September 2019 in Chonburi, Thailand. The TTX on CT was at the Centre for Strategic Studies,

Royal Thai Armed Forces, Chonburi, Thailand and the Demonstration and Closing ceremony will

be at Special Warfare School in Lopburi, Thailand. The Meeting was chaired by LT GEN Chatchai

Patranavik, representative Co –Chair Thailand and LT GEN Liu Ya Yong, representative Co–

Chair China. Attending delegates were from ASEAN and Plus Countries

1. To promote and enhance cooperation on CT in urban area among defence establishments

and armed forces of the ASEAN Member States and Plus Countries as well as ACMM based on

mutual trust, understanding and constructive consensus.

2. To test the CTTF SOPs urban CT Operational Planning

3. To test the technical guidelines of ACMM in support of CT operation (Urban area)

GP CAPT Patraporn presented ACMM Activities, ACMM tasks on CT and ACMM guideline for CT

with ASEAN SEC.

There was accepted role of ACMM as coordination centre in Multi-National Military

Corporation Centre (MNMCC).

This slide shows Liaison and Coordination structure of FTX CT that will be held during 8–

22 November 2019, China. From the slide after ACMM requested by the affected state’s Armed

Forces, shall assign an ACMM coordination officer (ACMM CO) to be stationed at MNMCC. The

ACMM CO shall regularly exchange information and medical intelligence with the CTTF’s

medical section and related agencies. The information convey to the ACMM CO must be

approved by competent authorities of the CTTF of the affected state. The ACMM and ACMM CO,

when requested; shall assist in the development of the affected state’s CTTF’s medical plan.

MG Pramote : The outcome of TTX on CT is that ACMM had workshop and drafted the medical

support guideline on CT in Chiang Mai and going to apply for testing during this exercise in

China. There will be ACMM LO representative from Singapore and Myanmar joining the exercise

and coordinate as ACMM LO in the exercise. ACMM role in CT operation is just to give the

recommendation to the CT Head Quarter Task Force.

3.5 The 11th EWG on MM Meeting and Handover Ceremony during 6-10 October

2019 , Myanmar.

MG Pramote : EWG on MM will conducted the Handover ceremony in Naypyidaw, Myanmar during

6-10 October 2019. The present Co-Chairs Myanmar and India will transfer Chairmanship to the new

Co-Chairs of Military Medicine, Brunei and Australia. They invited the representative from ACMM to

join the ceremony. In this Meeting there will be presentation on 3 years work plan for the next cycle

and ACMM may have the opportunity to support some activities, some initiatives from new Co-

Chairs.

4.1 ASEAN Military Medical Assessment Team; AMMAT 2019

MG Pramote : ACMM already sent Invitation letter and tentative program of ASEAN Military

Medical Assessment Team Training ; AMMAT 2019 to all AMS. This is the following course with

the instructor from Australia and ACMM. Participants will be 4 persons, 1 LO and 3 assigned

officers from every AMS, dated during 25–29 November 2019 in Prachinburi province, Thailand.

ACMM will responsible for all expenses during the training including Airfares, Accommodations,

Meals and Local transportation. Pleases submit registered form as soon as possible so ACMM

can early run subsequent process.

LTC Cuong : From previous discussion about AMMAT 2019 there were 2 persons from each

countries, is changed to 4 persons now?

MG Pramote : Yes, ACMM request 4 persons; 1 LO and 3 Medical planners. Benefits from this

course can extend the knowledge to assess the Medical need in your country when disaster

happen and in the future each AMS can build the AMMAT team in your own country.

MG Pramote : How about the progression on ASEAN Military Medicine Conference (AMMC) that

Vietnam will be host in next year.

LTC Cuong : For AMMC 2020, BOD of Vietnam approved to be host so could ACMM send letter

MG Pramote : This is the very good news to have voluntary host for AMMC next year. ACMM will

inform BODs about this. The details will be clearer after this. BOD from Myanmar and Vietnam

can exchange their idea about AMMC and maybe can add more information in the next VTC.

MAJ Chin : I actually mention to GP CAPT Sudjai for RHCC invitation is on the way and ACMM

should receive it by next week.

3.2 Report 15th ADMM-Plus EWG on HADR and 5

th AMRG on HADR on 30

th July -

4th August 2019, Sarawak, Malaysia.

LTC Faira : The Meeting was back to back 5th AMRG on HADR and 15

thADMM plus EWG on

HADR to finalize the draft SOP of AMRG on HADR based on the AAR of the ADMM-Plus EWG on

HADR Exercise which was held on last July / Aug 2019. After AAR 50% of participants knew the

roles of ACMM and for the AMRG on HADR had 3 issues related to ACMM were highlighted as

following.

1. Duplication of Roles and Responsibilities and Coordination Mechanism between

AHA Center, ACMM, ASEAN MNCC and AMRG on HADR including AMRG on HADR; The Meeting

agreed no amendment in the SOP is requires, but the following recommendations can be

considered by any exercise organizer and future co-chairs on how to enhance competency of

AMS’s participants in understanding the coordination mechanism in the SOP.

- Active Participants and engagements in Bilateral/Multilateral HADR Exercise.

- More ASEAN/Plus/Multi - National Exercise.

- Suggest for next ERG Co – Chair to look at the timeline for ARDEX - 20 and

RCG calendar and see if we can involve the Military.

2. Too many SOP for Military, AMRG and ACMM SOPs can be part of SASOP

Chapter 6 as ANNEX; The Meeting noted that the SOP AMRG on HADR to go through the

required process to be included in/referenced to SASOP in future, Noted the outcomes of the

10th TWG-CIMIC, the MNCC SOPs will be referenced to, instead of being annexed to SASOP.

Add a purpose statement in the SOP explaining why there is an AMRG on

HADR and its benefits; The purpose of AMRG on HADR is made mentioned in the preface. In

addition to that, The Meeting agreed to remove the second last sentence in paragraph four of

preface as AMRG is not a preventive mechanism before crisis.

3. ACMM SOP is not clear; The Meeting recommends ACMM SOP (ANNEX D) to

be revised to include request from Affected State through the MNCC and to further socialize

ACMM SOP and Activities under the relevant ADMM plus EWG as well as AHA Center.

- ASEAN to continuously review and refine the ACMM, MNCC and AMRG on HADR

SOPs via ad hoc working groups when needed.

- Continue to include pertinent civilian stakeholders in ADMM-Plus EWG on HADR

activities, including, but not limited to, the AHA Centre, IFRC, and UNOCHA.

- Encourage AMS to establish specific HADR baseline training requirements at

national level and to actively participate in ASEAN HADR training programs.

- ADMM recommends to the appropriate AMS Ministries to continue efforts to

simplify country clearances.

- ADMM recommends the AHA Centre consider updating SASOP to include

information regarding country clearances.

- Recommend AMRG on HADR SOP to be referenced/ annexed to SASOP in future.

- To continue socialising ACMM and MNCC SOPs.

- ASEAN may develop own system. AHA Centre suggests using the WEBEOC and

DMRS for ASEAN as a common system for future exercises.

For the Handover Ceremony, Myanmar – India already handovered the

chairmanship to the new Co – Chairs, Brunei – Australia, after the ceremony the new Co – Chairs

had present their 3 years work plan. The main idea is organized to use MM facilities to help the

peoples in our region and ACMM will study in activities if ACMM can support, ACMM will include

in year plan and also in roadmap.

MG Pramote : ACMM was invited to join the CT CPX/FTX in Guilin China during 8-23 November

Singapore, joining the FTX on Counter Terrorism (CT). Participants from 10 ASEAN Member

State and 6 Plus countries, all together with host country staffs were over a thousand,

The objective of this exercise was to establish a joint Counter Terrorism

mechanism featuring mutual trust, cooperation and efficiency is the foundation to secure the

victory of the Counter Terrorism battles.

Group (CTTG) and an Air Task Group (ATG)

3.1 To assist Country A to safeguard the multinational summit

3.2 To destroy some strongholds of the Terrorist Organization.

3.3 To strengthen security forces of Country A

3.4 To provide support for humanitarian aid from other countries

The schedule of exercise consisted of 4 major parts

2. TTX for FTX

3. FTX-I

4. FTX-II

GP CAPT Sudjai : This is the structure of the exercise that consists of the Strategic level which

has ASEAN Secretary on the top and AHA center act as coordination Center. In Operational

level which was in the country A consist of the Multinational Coordination Center (MNCC).

GP CAPT Sudjai, ACMM Chief of Coordination Section and MAJ Chin Kok Yee,

ACMM LO of Singapore joined in CTTF Headquarter (Counter terrorism task Force). GP CAPT

Patraporn, ACMM Chief of Planning and Operation Section and CAPT Win Htut, ACMM LO of

Myanmar also joined in CTTG (Counter terrorism task group).

GP CAPT Patraporn had a presentation about Concept of Military Medical

support in CT Operation and ACMM Guideline in CT operation. Major roles of ACMM in CT

operation is to prepare the medical readiness of AMS since in normal situation and ACMM will

coordinated Military Medical support from AMS to the EOC in crisis situation.

In the exercise ACMM did not involve in command control of any medical team

because each Medical Team depends on command control of their own respective country. If

they were deployed to country A they would have checked in at the EOC as the same concept

as in HADR operation.

MG Pramote : ACMM does not control any Medical Team, ACMM role is to prepare Medical

readiness of AMS Military Medical Team that belong to each country by exchange training and

coordinate among Military Medical services of AMS in crisis situation.

3.3 Report of the 2nd International Conference on Humanitarian Medical Missions

(ICHMM), 22-24 November 2019, Singapore.

MG Pramote : I myself was invited to join the 2nd

ICHMM in Singapore during 22-24 November 2019.

I did present ACMM roles in HADR corporation and emphasized that major roles of ACMM is to

facilitate medical readiness of ASEAN and play the active role in coordination but, ACMM will

coordinate only in the ASEAN Military Medical Team in HADR Situation.

3.4 Report of AMMAT Training, 25- 29 November 2019, Prachinburi province,

Thailand

MG Pramote : The training was already conducted during 25- 29 November 2019 in Prachinburi

province, Thailand. There were 40 participants including LO from each country. The instructor team

were from Australia, representative from Australian embassy, WHO and UNOCHA. The activities

were as the following :

Day 1 :

- Review Role of the ACMM/ HADR SOP.

- Humanitarian Health Sector Overview International & Regional Emergency Response

- Coordination Mechanisms; UNDAC/OSOCC, ERAT/JESC, EMT Coord Cell and Civil-Military Coord.

Day 2 :

- WHO Classification & Minimum Standards for Emergency Medical Team

- Acute Care Health System Impact Assessment

- Regional Disaster Case Studies

Day 3 :

-Tabletop Simulation Exercise.

- The real world situation; an earthquake struck Metropolitan Manila, Philippines

and connect VTC to ACMM.

Day 4 : Wrap up and AAR

4.1 The 1st ACMM LOs Meeting 2020.

MG Pramote : ACMM plan to conduct the 2020 LO Meeting in March. The initial content this year is

from experience of joining the Training and Exercise in CT and HADR.

There will be revise and wrap up ACMM roles and editing on guideline in CT and HADR

operation, ACMM’s activities in year 2020 and discussion on ACMM’s road map 2021-2025.

ACMM would like LO from each AMS to prepare your Military Medical Team detail and

HADR mechanism to exchange with each other. It will be very useful when you act as ACMM

Coordination Officer both as Assistance Receiving Country and as Assisting Country.
