The start of lest transmis-sions for CLT's Scandina-vian daytime radio servicenext week brings to a close ayear of aggressive expansionfor the Luxembourg -basedbroadcasting company.

French IndustryTurnover Up 35%

The French music industryhas registered a 35.2% in-crease in turnover for thefirst nine months of 1989,reaching Ffr 3.2 billion (app

3(0 million). This com-pares to Ffr 2.3 billion forthe same period last year.

CDs took the major shareof the market, scoring a

62.7% increase over 1988 atFfr 13 billion. Tummer forcassettes grew by 50.6%.

Patrice Fichet, DirectorGeneral of French industrybody SNEP, attributes theincreases to several factors.They include the govern-ment's decision last

December to lower the taxrate for records and tap.from 33% to 18.6% and itsapproval of TV advertisingfor records, plus the rise inpopularity of portable CDPlayers.

Fichet: "The industry hasresponded well to the newopportunities. The figuresprove we are able to exploitour O. market, but thepriority now is to step up theexport of French music'

VOA Makes TSMS Euro Sales AgentPan -European radio service VoiceOf America (VOA) has appointedLondon's Television Sales &

Marketing Services (ISMS) to selladvertising and sponsorshipacross its network.

British Satellite Broadcasting(BSB) has signed a f 30 milliondeal with Palace Television tosupply the programming for itsPower Station music channel.Under the agreement, which runsfor five years, Palace will beresponsible for the bulk of the sta-tion's output.

BSB has also appointedEurAm, a joint venture betweenRadio Vision International andElephant House Productions, toprovide special programmes andlive concerts.

Although music videos andpromos will form a large part ofthe Power Station's output BSBsays it will not "be playing wall-to-wall videos like MTV.

"The Power Station will bespecifically targetted at the UKyouth market and will besegmented into programmesalong the lines of BBC Radio 1 or

Capital Radio. The Ws will havetheir own identities and they willbe encouraged to present aneighbourly image that will ap-peal to the teenage audience'

Although the Power Station'sbudget represents about oneseventh of the E 220 million BSBhas allocated to cover the firstyear's running costs across its fivechannels, it is considerably morethan MTV's budget.

ITV Contracts Can Go AbroadThere will be nothing to preventEuropean Community companiescontrolling the UK's independentTV (ITV) contracts after 1992 ac-cording to a recent announcementfrom the Home Office Ministerresponsible for broadcasting,Timothy Renton.

Under the Treaty Of Rome, ECcompanies cannot be preventedfrom acquiring controlling stakesin any of the 17 10 -year franchisesdue to be auctioned in 1992. Thegovernment had previously con-sidered attempting to limit ECcompanies' holdings in ITV fran-chises to 25%.

However, foreign companieswill have to convince the new In-dependent TV Commission

(ITC), which will be responsiblefor allocating the licences, dratthey can comply with the fran-chise obligations. These includeproviding regional programming,a requirement foreign companieswould find difficult without hir-ing or buying UK regional pro-duction houses.

Since Renton's statement lastmonth, one of the the most suc-cessful ITV companies - London -based Thames TV - is believed tohave held talks with Luxem-bourg's pan-European broad-casting concern CLT with a viewto preparing a joint bid for thelucrative London licence. AThames spokesman would neitherconfirm nor deny the speculation.

Analysts Advise CautionFor Radio InvestorsA report by an independentLondon -based financial analystsays shares in private radio maystill be a good buy, but also offerssome cautious advice to potentialinvestors.

Published by Barclays De ZoeteWedd (BZW), it compliments lastmonth's Hoare Govett report(M&M October 21), which claim-ed that shares in many indepen-dent radio (IR) stations ass under-valued.

BZW's 'Independent LocalRadio - Chang. And Oppor-tunities' says deregulation willmean IR stations could offer"good buying opportunities forinvestors looking for long-termrepresentation in this sector".

The report focuses on severalmajor IR stations and ownershipgroups, and recommends CapitalRadio, Crown Communicationsand the GWR Group as par-ticularly good investments.

BZW says Crown, with itsbroad base of radio and TV in-terests, is "well placed to benefitfrom radio deregulation and the

growing TV production market".GWR is recommended because ofits convenience to those adver-tisers who wish to target the 'M4corridor' - home to the UK's pro-sperous hi -tech industries.

BZW believes the group'sshares hold good medium to long-term prospects. Capital is regard-ed as a "core holding ahead ofderegulation" because of thestrength of its listening audiencein the Greater London area.

Despite its optimistic forecastfor recommended buys, BZWalso suggests that potential in-vestors should be cautious.

While advertising growth for1989 is forecast at 16.1o, the reportpoints out that "advertisingrevenue can be volatile".

The study notes that during1988 all the quoted radio stocksoutperformed the market by100% and warns: "In view of thishistorical outperformance, cur-rent high interest rates and in-creasing competition in thefuture, we have to consider thequestion - is it too late to buy? C

Dublin's latest radio station,98FM, was due to go on air onNovember 10. w National commercial TV stationsin Holland will have to pay up to15% of advertising revenue for ac-cess to the country's cable net-works, if a draft amendment tothe Media Law gets governmentapproval.

The amendment - which wasdrawn up by Culture MinisterEelco Brinkman - was circulatedto the Media Commission, publicbroadcasters' organisation NOSand major publishers at the endof October.

It says the stations will have tocontribute to a national fund,which will compensate the pressfor any loss of advertising income.And it suggests publishers shouldbe allowed to own a stake of up to30% in a commercial station. Ifthey do, they will lose any right topayments from the press fund andto the compensation they current-ly receive from the state TV adver-tising facility, STER.

SIBESA To Sign PrivateBroadcast Fee AgreementBelgian industry organisationSIBESA (IFPI Belgium) hasreached an agreement with privatenetwork Radio Contact over theso-called 'broadcast fee'. Thedeal, for an undisclosed sum, wasdrawn up at a SIBESA boardmeeting on October 26.

The idea of a broadcast -fee wasfirst put to the private stations inearly 1987 and met with strongresistance. As a result SIBESAmembers stopped supplying sam-ple records, interviews and infor-mation on new releases to the 25major private radio companies inBelgium.

State broadcasters RTBF andBRT have been paying a broad-cast fee since 1954.

The agreement between

SIBESA and Radio Contact andfuture partner RFM will be signedshortly. The network will pay abroadcast fee, although the exactamount has not been released.

In return it will recieve samplerecords, posters, and promotionalmaterial and be allowed to con-duct interviews. Radio Contacthas also negotiated the right toconclude separate deals with in-dividual record companies ifnecessary.

How far the agreement will af-fect other private stations inBelgium is not yet dear. However,last month SIBESA gave therecord industry permission toadvertise on commercial radiostations (M&M October 21). CI

Oslo -based Slagerfabrik-ken, which has an annual tur-nover of around Nkr 20 million(app. E 1.8 million), will continueto be run by founders Jan Paulsenand Audun Tylden. Tiro of Spain's three recently -licensed private TV stations haveappointed their heads of musicprogramming. Antenna 3 hassigned top record producer JoseLuis Gil, while pay TV Canal Plushas brought in Fernando Salaverrifrom the SER radio network'sLos 40 Principales.

Salaverri was head of promo-tion at Hispavox between 1963and 1974, and was Music Co-Ordinator at state -run RTVE.from 1987 to 1988. At Los 40Principales he was Music Busi-ness Manager.

Salaverri, whose tide at CanalPlus is Director Of Music, says hehopes the station will have astrong music element. SER isstrongly involved in the channeland Salaverri says use of the SERplaylist makes good sense.However no programming planshave been finalised.

Meanwhile Jose Bestiero hasbeen signed as Production HeadOf Music, Canal Plus has not yetdecided on a launch date butshould be on air in the spring.

This month, to coincide with Music & Media'sfeature on France, we look at the newly refur-bished Studio Devout in Paris and the net-work of Du Chesnay Studios throughout thecountry.

For years Studio Davout in Paris has beenrecognised as the home for French sound-track, More than 1,000 movie scores wererecorded at Davout, including Bertrand laver.nier's Round Midnight featuring Dexter Gor-don and Herbie Hancock (who eventuallywon an Oscar for the soundtrack). Last year,the studio was bought by publishers Evelyne &Paul PHU and since then it has undergone ex-tensive changes.

Studio Manager Olivier Kowalski: "Thestudios have been completely renovated. Wehave created a rest area with a bar, hired a full-time technician and changed some of theequipment. We have tried to attract a new typeof client, particularly through the newerlabels, like Barclay, Virgin, Wanted andSquatt!'

Davout has three studio rooms. The biggestis Studio A which has a nine metre high ceilingand 300 square metres of floor space Studio Band M (a marble room) both average 60square mares.

Studio Du Chesney is one of Europe's fewstudio chains. The network was created byPhilippe Besombes, owner of the VersaillesStation Studio in Paris. Using it as his base,Besombes has created a network whichoperates through a series of franchisingagreements. Three studios in Lyon, Strasbourgand Nantes make up the chain.

Bros are about to begin athree-week promotional

tour of Europe topublicise the release oftheir latest album 'TheTime' on CBS. The LP

features the currentsingle 'Chocolate Box:

their seventh successiveUK top 10 hit.

When Bros played at Lon-don's Wembley Stadium

in August they had a surprisinglyhard deal from the UK press whocarried stories about poor ticketsales only days after carrying en-thusiastic features on the band.

According to the duo's mana-ger Tom Watkins of MassiveManagement "It is typical ofthe media here to buildsomething up and then knock it.There were 63.000 people at thatconcert and you only have tolook at the video and TerenceDonovan's photographs to seehow much they enjoyed it:'

There are plenty of statisticsthat prove Bros' phenomenalpopularity. They have just releas-ed their second album, TheTime, across Europe; it wentplatinum in the UK in the firstweek and entered the album chartat no. 4. The current singleChocolate Box is their seventhsuccessive top 10 hit in the UKsince the beginning of last year.The first LP Push sold 2.5million copies worldwide (1.2million of those in the UK) andtheir video 'The Big Push Tour'has sold nearly 250.000 unitsmaking it CBS UK's biggest evervideo release

Just turned 21, the London -based Goss twins Matt and Lukeseem confident enough to copewith their early success and theyappear to enjoy being teen idols.However, the teenage market isnotoriously volatile and evenCBS admits that UK fans arenow ready to move on to newheroes. "The teen bubble hasburst here in the UV says thecompany's Maurice Shneider."We knew that months ago whenthere was no more graffitti beingadded to the walls at CBS!"

Bros have just returned from a

successful tour of the US as partof a nine -piece band supportingDebbie Gibson with a 35 -minuteset. The record company an-ticipates this will boost the duo'salbum sales by between 200.000and 300.000 units across thecountry.

entire album, is dedicated toCarolyn, the step -sister of theBros twins who died recently in aroad accident.

Tom Watkins, who helpedbring fame to the Pet Shop Boys,took on Bros as a teenage trio -third member Craig Logan leftearlier this year due to illness and'musical differences'. Many peo-ple in the industry believeWatkins is responsible for thesuccess of Bros. Watkins: "I amsure 1 had a lot to do with it butso did the 29 people in this office;all those at CBS; the road crew;the producer Nicky Graham and,of course, the band membersthemselves. The Nits Celebrate 15th AnniversaryThe success of Dutch

band The Nits is due to"old-fashioned artist

their 15th anniversarywith the release of theirfirst lire album, 'URKt

pre-release sales figures forURK, the group's 10th LP

for CBS, exceeded 28.000 unitsand in Holland a limited edition112 page magazine is beingdistributed with selected copiesof the album.

The first single is a live -versionof Adieu Sweet Bahnhoj and issupported by a video shot mainlyon board the Amsterdam to Paristrain.

MTV has plans for an inter-view with lead vocalist andguitarist Henk Hofstede jut:part of the band's extensive pro-motion plans. "MTV News hasalready paid attention to URK:'says Gerard Rothe "The Frenchshow 'Rapido' - which is alsoaired in the UK, West Germanyand Holland -is recording part ofa concert and doing a Nils' inter-view. From May 1988 - when TV advertising was given thego-ahead in France - until May this year, the French

musk industry spent about Ffr 300 million on 141 TVcampaigns, according to Jean -Paul Bessieres, Head Of

Market Research at EMI/Pathe. The first majorcampaign, for an Edith Piaf compilation, saw 600.000

LPs sold for a Ffr 4 million.investment. It was followedby Barclay's Ffr 5 million campaign for the

Jacques Brel compilation, which sold 680.000 units.Bessieres: "TV showed its power and the

music industry responded accordingly."

The number of campaigns issoaring to such a degreethat record companies are

concerned that their impact maybe reduced. Alain Artaud,Marketing Manager at Virgin:"It's terrifying - the market willnever absorb all these products.The effect of surprise has passedand there are increasing signs ofsaturation. We have to carefullywatch our investments because insome cases, even if we increasesales, the price of the campaignmatches our margin!'

Manager at Arcade, adds: "TVcampaigns are good for con-

sumers but for retailers they canbe very confusing. There are toomany products that do not sell!'

PolyGram Advertising ManagerJean -Luc Bees does not sharethese worries: "I think there ismore than enough room for whatwe are all doing. This year therewill be only be about 30 majorcampaigns with the rest beingmore targetted!'

Four types of products are pro-moted through TV: artist com-pilations (such as EMI's Piaf,Barclay's Biel, Phonogram'sMoney For Nothing by DireStraits or WEA's Eagles compila-tion); new releases (Virgin's Jean-Louis Murat, CBS' Sade andPolyGram's Texas); hit compila-tions (CBS' Boulevard Des Hits,PolyGram's Folystar, BMG/EMI/Virgin's Top Des Tops) andthematic compilations.

According to the EMI study byBessieres, 52% of the moneyspent on TV advertising is used topromote new releases, 18% forThematic compilations, 15°A forartist compilations, 8.7o forclassical records and 7% for hitcompilations.

At BMG, Marketing ManagerPhilippe Desindes says TV adver-tising has brought a non categoryof consumers to stores. "Thecampaigns have resulted in

retailers realising that records canprovide significant turnover, sosome of the chains are dedicatingmore space to the product.There's no longer a major albumwithout a TV campaign. Some ar-tists now insist on TV campaignsin their contracts:'

Arcade and Carrot have so farspecialised in thematic and hitcompilations while Virgin, BMGand Phonogram have focused onnew releases. Polydor, CBS andEMI promote a variety ofproduct.

The high cost of TV advertisinghas forced some companies tolook at alternative ways of payingfor airtime. For instance, EMI'sPiaf campaign saw TV companiesreceive a percentage of recordsales from a particular timeperiod in return for advertisingspa.

Since then, most companies

have adopted a similar systemalthough some, like Pianola, donot approve of such close linkswith TV channels. Managing

The majors, in somecases, are able to meet the costsbut it is difficult for the in-dependents. They would be betteroff joining forces and negotiatingas one body. The more volumeand power you have as a com-pany, or group of companies, thebetter the deal!"

Virgin's Main Artaud pointsout that the cost of the campaignsdemands good results: "A cam-paign succeeds when a series ofdifferent fads come together well.The choice of the product and thetiming are both crucial aspects ofmaximising the marketing im-pact. These two points, coupledwith the quality of the spot andoverall media planning will deter-mine whether the money has beenwell -spent or not.

Tuning In To Public DemandRadios use surveys in the compilation of playlists

In August, FM radios Skyrock and Europe 2 eachbegan asking the public to help them compile their

playlists. It is common practice in the US, but inFrance it is a controversial novelty. Record companyinvolvement has fuelled criticism of the surveys, butthe stations defend them as providing a better guide

to what listeners want.

kyrock's Programme Di-rector Laurent Bouneausays the surveys are revolu-

tionising French radio: "Before itwas radio for the DJs - they werethe ones choosing the records.And then there was radio for pro-grammers, whose programmingdepended on what they liked andhow the discs were doing at a saleslevel. Now it is radio for listeners;we program the discs that ourlisteners like
