(Endocrinology) course at University College of Medical Sciences & GTB Hospital, Delhi under University of Delhi, New Delhi U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (12/12/2017) and noted the following: 1. Department was created on 26.12.2016 Dr. S.V. Madhu, Professor &

Head, Asst.Prof., Assoc.Prof. & Professor till 26.12.2016 when the department was not in existence. This is not feasible. It is not clarified that she was holding those ranks in the department of Medicine or in the Department of Endocrinology.

2. MRI is not available. 3. There is no Assoc. Prof. in the only Unit; resultantly faculty complement

is incomplete & it cannot be considered as a PG Unit. 4. There is no Senior Resident. 5. Workload of the following was NIL on day of assessment as well as on

randomly selected days: (a) 24 Hour Urine Cortisol; (b) Thyroid Scan; (c) Immunoflorescence Tests; (d) Bone Density Tests.

6. Total number of patients admitted last year only 3 (page 6, table-18) 7. Other deficiencies as pointed out in the Assessment Report.

In view of the above, the Postgraduate Medical Education Committee

decided to recommend to the Central Government not to grant letter of permission for Starting of DM (Endocrinology) course at University College of Medical Sciences & GTB Hospital, Delhi under University of Delhi, New Delhi u/s 10A of the IMC Act, 1956 for the academic year 2018-19. 4 to 10 Item Nos. withdrawn by the office.

11. Starting of MD (Emergency Medicine) course at Bangalore Medical

College and Research Institute, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (08/12/2017) along

with the Council Assessor’s Report (22/06/2017) and compliance dated 07/09/2017 received through the Central Government letter dated 25/09/2017 as submitted by the college authorities at the time of hearing granted by MOHFW for Starting of MD (Emergency Medicine) course at Bangalore Medical College and Research Institute, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19.

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (08/12/2017) along with the Council Assessor’s Report (22/06/2017) and compliance dated 07/09/2017 received through the Central Government letter dated 25/09/2017 as submitted by the

college authorities at the time of hearing granted by MOHFW and noted the following:

1. Deficiency with regard to appointment of Dr. K.R. Raveendra being appointed as in charge of this department straightaway from the department of General Medicine remains as it is. He does not have training of 2 y in Emergency Medicine. Working in the department as faculty cannot be considered ass training.

2. Postgraduate degree of Dr. G.H. Ramesh, Assoc. Prof. & Dr. Mahesh, Asst. Prof. is not recognized.

3. Shortage of Residents: (a) Senior Resident: 1; (b) Junior Resident: 1. 4. Equipment like Rigid & Flexible Bronchoscope is not available. 5. MRI workload from the department was NIL on day of assessment.

There is no MRI in the institute. 6. Data of clinical material like OPD attendance, Bed Occupancy on day of

assessment are not provided. 7. There are only 30 books in Departmental Library. 8. The Deficiencies pointed out in the earlier report have not been rectified. 9. Other deficiencies as pointed out in the Assessment Report. In view of the above, the Postgraduate Medical Education Committee

decided to return the application to the Central Government recommending disapproval of the scheme for Starting of MD (Emergency Medicine) course at Bangalore Medical College and Research Institute, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka u/s 10A of the IMC Act, 1956 for the academic year 2018-19. 12. Increase of seats in MD (Community Medicine) course at Dr. B.R.

Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (04/12/2017) along

with the Council Assessor’s Report (30/08/2017) and compliance dated 27/10/2017 submitted by the college authorities for Increase of seats in MD (Community Medicine) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19.

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (04/12/2017) along with the Council Assessor’s Report (30/08/2017) and compliance dated 27/10/2017 submitted by the college authorities and noted the following:

1. With regard to Dr. S.P. Suryanarayan, Professor, in the compliance

submitted by Institute it was stated that he had worked at NIMHANS from 04/11/2000 to 03/11/2003; however this experience is not reflected in the faculty table wherein his experience as Asst. Prof. is shown at SSMC, Tumkur from 27/12/1999 to 03/11/2000 & from 08/03/2003 to 30/11/2004 and at Ramaiah Medical College from 01/12/2004 to 30/11/2005 only – i.e. total period of 3 y 6 m against requirement of 5 y; resultantly his promotion is not as per Regulations & he cannot be considered. Further, no explanation is provided for dichotomy in experience shown in compliance & in faculty table.

2. Deficiency of faculty: (a) Epidemiologist cum Lecturer: 1. 3. RHTC: There is no storage of vaccine.

4. Health Education section & Epidemiology sections are not available. 5. NIL new books have been purchased for Departmental Library. 6. Other deficiencies as pointed out in the Assessment Report. In view of the above, the Postgraduate Medical Education Committee

decided to return the application to the Central Government recommending disapproval of the scheme for Increase of seats in MD (Community Medicine) course at Dr. B.R. 1. Deficiency of Dr. V. Sandhya, Senior Resident not having 3 y experience

as Resident in a teaching hospital remains as it is. She has passed DNB from a Non-teaching hospital. Notification regarding MRCP qualification only refers to making that qualification equivalent & cannot be a substitute regarding experience. Resultantly, there is no Sr.Resident in Unit-II.

2. Other deficiencies as pointed out in the Assessment Report. In view of the above, the Postgraduate Medical Education Committee

decided to return the application to the Central Government recommending disapproval of the scheme for Increase of seats in MD (Paediatrics) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka u/s 10A of the IMC Act, 1956 for the academic year 2018-19.

14. Increase of seats in MD (DVL) course at Dr. B.R. Ambedkar Medical

College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (08/12/2017) along

with the Council Assessor’s Report (30/08/2017) and compliance dated 31/10/2017 submitted by the college authorities for Increase of seats in MD (DVL) course at Dr. B.R. The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (08/12/2017) along with the Council Assessor’s Report (30/08/2017) and compliance dated 31/10/2017 submitted by the college authorities and noted the following:

1. Dr. A.K. Jaiswal, Professor & HOD is absent on leave. 2. Most of IPD patients were admitted on day of assessment itself for

conditions which be well managed on OPD basis. Patients are being admitted for trivial minor procedures also.

3. Attendance at Specialty clinics like Hansen’s Disease clinic, STD clinic, Vitiligo clinic, Autoimmune Diseases clinic, Vesiculobullous Diseases clinic continues to be very low. Deficiency remains as it is.

4. Equipment like LASER for Scar revision, LASER for Hair removal, LASER for Pigment Removal are not available.

5. Full Body Phototherapy is not functional. 6. Other deficiencies as pointed out in the Assessment Report. In view of the above, the Postgraduate Medical Education Committee

decided to return the application to the Central Government recommending disapproval of the scheme for Increase of seats in MD (DVL) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka u/s 10A of the IMC Act, 1956 for the academic year 2018-19. 15. Increase of seats in MS (Orthopaedics) course at Dr. B.R. Ambedkar

Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (04/12/2017) along

with the Council Assessor’s Report (30/08/2017) and compliance dated 28/10/2017 submitted by the college authorities for Increase of seats in MS (Orthopaedics) course at Dr. B.R. The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (04/12/2017) along with the Council Assessor’s Report (30/08/2017) and compliance dated 28/10/2017 submitted by the college authorities and noted the following:

1. Dr. R.K. Rakesh, Senior Resident in Unit II does not have 3 y experience

as Resident in a teaching hospital; hence not qualified to hold the post. There is no other Senior Resident in the Unit.

2. As per college authorities, indoor patients are permitted to leave hospital on festival/special occasions which is not permissible.

3. Other deficiencies as pointed out in the Assessment Report. In view of the above, the Postgraduate Medical Education Committee

decided to return the application to the Central Government recommending disapproval of the scheme for Increase of seats in MS (Orthopaedics) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka u/s 10A of the IMC Act, 1956 for the academic year 2018-19.

16. Increase of seats in MS (OBG) course at Dr. B.R. Ambedkar Medical

College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (05/12/2017) along

with the Council Assessor’s Report (30/08/2017) and compliance dated 24/10/2017 submitted by the college authorities for Increase of seats in MS (OBG) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19.

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (05/12/2017) along with the Council Assessor’s Report (30/08/2017) and compliance dated 24/10/2017 submitted by the college authorities and decided to recommend to the Central Govt. to issue Letter of Permission for Increase of seats in MS (OBG) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka u/s 10A of the I.M.C. Act, 1956 prospectively i.e. from the academic session 2018-2019 from 1(One) to 4(Four) students per year till the first batch admitted against the increased number appears in the final examination of the said course. The Teaching Institution be advised to apply for recognition of the qualification for the additional increased intake at the time of first available examination as per the provision of Section 11(2) of the IMC Act, 1956.

17. Increase of seats in MD (Radio-Diagnosis) course at Dr. B.R. Ambedkar

Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (07/12/2017) along

with the Council Assessor’s Report (28/08/2017) and compliance dated 06/10/2017 submitted by the college authorities for Increase of seats in MD (Radio-Diagnosis) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19.

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (07/12/2017) along with the Council Assessor’s Report (28/08/2017) and compliance dated 06/10/2017 submitted by the college authorities and decided to recommend to the Central Govt. to issue Letter of Permission for Increase of seats in MD (Radio-Diagnosis) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka u/s 10A of the I.M.C. with the Council Assessor’s Report (18/09/2017) and compliance dated 25/10/2017 submitted by the college authorities for Increase of seats in MS (Otorhinolaryngology) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19.

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (04/12/2017) along with the Council Assessor’s Report (18/09/2017) and compliance dated 25/10/2017 submitted by the college authorities and noted the following:

1. Promotion of Dr. C.V. Srinivas, Professor, is not as per regulations. He

was promoted on 11.05.2017 after the cut off date. One of the 4 publications is a case report which cannot be considered. Resultantly, he is left with 3 publications against the required 4.

2. Bed Occupancy at 10 a.m. on day of assessment was 25 %. 3. Workload of BERA investigation was NIL on day of assessment. 4. Deficiency of range of Operations being inadequate remains as such.

Workload of Ca Maxilla & Angiofibroma was NIL during the period of January – October 2017.

5. Attendance in special clinical is low (4 to 5 per day). 6. Other deficiencies as pointed out in the Assessment Report. In view of the above, the Postgraduate Medical Education Committee

decided to return the application to the Central Government recommending disapproval of the scheme for Increase of seats in MS (Otorhinolaryngology) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka u/s 10A of the IMC Act, 1956 for the academic year 2018-19.

19. Increase of seats in MS (Ophthalmology) course at Dr. B.R. Ambedkar

Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19- consideration of Compliance Verification Assessment Report. Read: the Compliance Verification Assessment Report (13/12/2017) along

with the Council Assessor’s Report (30/08/2017) and compliance dated 31/10/2017 submitted by the college authorities for Increase of seats in MS (Ophthalmology) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka U/s 10(A) of the IMC Act, 1956 for the academic year 2018-19.

The Postgraduate Medical Education Committee considered the Compliance Verification Assessment Report (13/12/2017) along with the Council Assessor’s Report (30/08/2017) and compliance dated 31/10/2017 submitted by the college authorities and noted the following:

1. Bed Occupancy at 10 a.m. on day of assessment was 60 %.

2. All the patients listed under Major Operations were for Cataract. There is no wide range of operations. Operative material for Retina, Squint & Cornea is inadequate.

3. Final year Residents have not operated any patients for Phacoemulsification independently.

4. Attendance at Speciality clinic like Squint clinic is very low: 1/clinic. 5. OPD Slit Lamp does not have teaching side-viewing system. 6. Log Book does not mention details of operations performed by PGs. 7. Experience details of both the Senior Residents (Dr. Shanmukan M.B. &

Dr. Punitha L) have been altered from the previous report so as to make the faculty eligible. This is not permissible.

8. Other deficiencies as pointed out in the Assessment Report. In view of the above, the Postgraduate Medical Education Committee

decided to return the application to the Central Government recommending disapproval of the scheme for Increase of seats in MS (Ophthalmology) course at Dr. B.R. Ambedkar Medical College & Hospital, Bangalore under Rajiv Gandhi University of Health Sciences, Karnataka u/s 10A of the IMC Act, 1956 for the academic year 2018-19.

20. Increase of seats in MS (General Surgery) course at Dr. B.R. Ambedkar
