CRPF Collaborates with IIT-Delhi, DRDO, and JATC to Augment its R&D Capabilities

CRPF-the lead internal security force of the nation is actively deployed in several theaters and regions. The emerging challenges and engagement with technology in everyday world entails that the force remains updated not just with most recent technologies and gadgets but also with the technical expertise required by its personnel. The force has made persistent efforts in keeping pace with the latest technologies by adopting them in its core functions. The force is now working to create a pool of highly specialized technology experts from among its officers. And when it comes to Technology, where to look other than the Citadels of tech and research-Indian Institute of Technology Delhi and DRDO. To this end an MOU was signed between CRPF and the two premier institutions. A pioneer batch of 40 engineering graduate officers/subordinate officers of CRPF with right aptitude and potential are undergoing 3-4 months certificate course under IIT Delhi's Continuing Education Program. This will equip them with unique skills, capabilities, and knowledge to tackle complex challenges, meet operational and strategic needs and enhance competitive advantage. Furthermore, a few selected officers from this

trained batch will undergo higher degree courses at IIT-Delhi. These trained officers will also act as tech advisors to the force. The officers/SOs of CRPF trained by IIT-Delhi will also be associated with joint research projects undertaken by DRDO and IIT-Delhi in the field of defense/security tech solutions. Shri V. Ramgopal Rao, Director IIT-Delhi and Dr A.P. Maheshwari, DG CRPF along with senior officers of CRPF were present at the event where Prof Naresh Bhatnagar from IIT, Shri Sudhir Gupta DG TM DRDO, Dr M H Rahaman, Director JATC and Shri Nalin Prabhat, IG Ops CRPF signed the MOU at Senate Hall, IIT Delhi campus. The DG thanked IIT-Delhi and DRDO for the collaboration and congratulated the force personnel on getting this valued platform to gain coveted tech expertise. The DG said that this initiative aims at capacity building for optimal utilisation of police technologies and will also help in integrating with DRDO labs for realistic indigenisation of technologies on internal security grid. The initiative will also provide operational feedback on futuristic technologies enabling IIT Tech experts towards proactive R&D.

IEDs: Enormity and genesis of the problem IED or more commonly known as “bomb” in civilian parlance is a homemade bomb, made by improvisation from military or non-military grade explosives. IEDs constitute an initiation mechanism (improvised to suit to the requirement), a detonator (controlled store, produced by authorized or licensed manufacturers), an explosive charge, and a collection of projectiles to produce lethal fragments upon detonation. IEDs are fabricated using materials that are readily available and commonly used in daily household activities, like fertilizer, fuel oil, nail polish remover, hair dye, etc. The possibility of known explosives, like TNT, gelatin sticks, etc. and other explosives available to licensed users, falling into the hands of ANE (Anti-National Elements) cannot be ruled out. But, in most of the cases, detonators are a common constituent in all the IEDs. These detonators are produced and distributed under strict control. The jaw-dropping impacts of explosions, initiated with the help of a detonator, can be seen in the picture 1. The term “improvised” in IED is indicative of the fact that there is a wide range of options available for improvisations, in terms of : 1. Material 2. Initiative 3. Mechanism and 4. Placement or delivery systemAs a result, the detection of an IED before explosion always remains an uphill task.

We are focused to imagine and develop devices to augment observation, surveillance, detection, pre-initiation and post-blast investigation. spent on sensors, detection and disposal equipment, and various protective gears. This is a classic example of the reactive response. CRPF, the force, bearing the major brunt of the menace, has experimented with training dogs to sniff IEDs; at Dog Breeding and Training School (DBTS) Taralu, Bengaluru. It is also training personnel for better observation and detection, at the Institute of IED Management (IIM) at Pune. It is experimenting with all kinds of equipment available off the shelf and also working with innovators and scientific community to develop customized solution for the detection of IED (buried or otherwise) from a stand-off distance. For surveillance, it is experimenting with CCTV/PTZ cameras. These efforts have paid dividends in terms of more recoveries than blast incidents, resulting in saving precious lives and resources. The number of blast incidents were at peak in 2007, whereas, the recovery was highest in 2015. The blast to recovery ratio, which was 0.2458 in 2007, has come down to 0.0638 in 2018. However, the data in 2019 has shown an upward trend, which is a matter of concern. As flagged above, this is an approach that can be categorized as a reactionary approach, where state agencies have attempted to observe and detect an IED that is designed to deceive. One must be very alert, sensitive, and lucky to detect a concealed IED successfully. Even after detections, the forces have suffered losses due to multiple initiating mechanisms and booby traps. This approach should be, at the most, the last resort, when all other approaches fail to work.Picture 1 paints the ominous pictures of the impact of IED explosions. The optics and psychological impact such blasts create, deters the state forces to venture out in the hinterlands of the conflict zones. (see the box).

2019 had witnessed a deadly Pulwama attack, raising the toll to 40 in a single incident. Barring Pulwama incident, 2019 was as good as 2015, if casualties are counted and better than 2015, if, injury is also included. This comes to an average of 20 deaths and 39 injuries per year for CRPF. World over, as per FBI (source) data center, more than 71% of casualties of security forces are attributed to IED. In 2018, though the blast to recovery ratio was in favour of CRPF, 82% of the casualties to SFs, in LWE theatre, were due to IEDs, which was substantially higher than the

world average. Therefore, this challenge remains paramount for the country and needs to be addressed with the desired level of urgency. Pulwama Terror attack, high profile IED attack killing one MLA in Dantewada, Chhattisgarh, and latest attack in Gadchiroli are quite fresh in memory.

The proactive approach- the need of the hour The following data regarding recoveries of explosives and detonators provide some understanding about one of the prime contributing factors. The data reflects only the recoveries made by CRPF over the years.

CRPF recoveries, may, at the best, be esti-(i) mated to be the highest amongst all the CAPF and sister agencies.For obvious reasons, the recoveries would form (ii) just a minuscule percentage of the total pil-ferage. If that be so, the estimated level of pilferage can be assessed. This underlines the

magnitude of leakage, which is so high, and the need to plug the gap(s), if any. Explosives/detonators, illegally falling into (iii) the hands of the adversaries, provide them the wherewithal and option to strike at will. All stakeholders, involved in the supply chain, need to take note of this bitter truth.

Tracking the source of pilferage and fixing responsibility CRPF made several efforts to trace the source of pilferage of explosives and detonators, recovered during operations. However, it was difficult to connect the dots. It is imperative to plug the loopholes in the supply chain (network) to check the pilferage of explosives and detonators. Fig 1 below is a schematic representation of the supply chain. Considering the havoc created by the asymmetric weapon of choice of the adversaries, ie IED, on the national psyche, the issue of backtracking, with the objective curb the scourge of IEDs, should have been a priority item for all the stakeholders. To help backtracking, System for Explosive Tracking and Tracing (SETT), Project was launched by PESO, during 2019.

System for Explosive Tracking and Training Project (SETT) The quantity of explosives produced in our country is enormous. Tracking and tracing of approx 20 lakh metric tons of explosives, produced in the country, annually, could never be imagined. But, thanks to SETT, it would soon be possible, as stated

by PESO. SETT has been rolled out to digitize the inventory, through barcoding, right from the manufacturer to the end-user, which will enable the effective real-time monitoring throughout the supply chain. This is intended to ultimately prevent pilferage of explosive materials and detonators (commercially produced). However, certain constraints are coming in the way of PESO as well. Simultaneously, concerns have also been raised on the fact that all such barcoding for digitalization would be fragmented after the blast. To address that it has been impressed that some inert material (Taggants)might be added to explosive which leaves a footprint or signature of the supply chain.

Taggants Another approach to address the menace could be to introduce the following two types of taggants in the manufacturing of commercial explosives for better detectability and backtracking.

Detection taggants1. - Scientific community should work towards finding at inert volatile chemicals, to be added to the explosives, which would slowly evaporate, rendering them easily detectable by K-9 or specialized equipment. Identification (or post-detonation) 2. taggants- On the similar lines, the scientific community should also work towards developing substances, to be added to the explosives, so that, post-explosion, clues could be found out regarding the details of manufacturers/end- users, from the remnants at the blast site. This would make backtracking easier and an element of deterrence would ensue.

Ban on use of instantaneous detonators For an IED, a detonator (highly sensitive) is required to initiate the process of the blast, by providing the threshold energy to high explosives. Detonators are produced by Govt agencies. There are two kinds of detonators, one that explodes instantaneously and another with a delay. One way of addressing IED menace is to ban instantaneous detonators which would make it difficult to ensure the precision timing of the blast. Towards this end, the possibility of banning

In Chhattisgarh, there are still some areas, that are dominated by the Maoists. Local villagers, in these areas, also act as their informers, either due to coercion or sympathy. In the absence of road connectivity, security forces are compelled to traverse (on foot) up to a distance 40 km, with all the loads of logistics as well as armaments, to reach the hinterland, which has generally very hostile environment. Since all the tracks leading to such hinterland are mined with IEDs or prone to ambushes, the force personnel traverse cross country, thereby drastically reducing the cruising speed. This provides ample time and opportunity to the Maoists, to leave the area and thus, the engagement mostly becomes incidental or at their will. There have been many instances where the force personnel have stepped on anti-personnel IEDs losing their lives or limbs. Such challenges can be better addressed if the possibility of IEDs and spikes are reduced.

of instantaneous detonators was discussed with the manufacturers and control agencies. Some of the industrialists opined that inbuilt delay in detonation would jeopardize the entire process and they cannot adopt this idea. Instead, it was suggested that the pilferage, which takes place mostly, at the end-user’s level, should be controlled with stricter measures. To overcome the difficulties faced in banning the instantaneous detonator, digital detonators, and electronic detonators, which can be geo-fenced or tagged with dynamic locking systems, are the alternatives available. It is heartening to note that concerned ministries have taken note of the gravity of the problem and initiated steps towards phasing out of instantaneous detonators, in a time-bound manner. Though it may be an onerous task to extend the implementation of a new plan to the entire nation, but a phased approach, with a flagship scheme, targeting the most problematic and vulnerable districts, would certainly help in understanding the viability and impact of the project. In the first phase, we may consider phasing out electric (instantaneous) detonators in these 30 districts by the enactment of suitable legislation. Though the possibility of smuggling instantaneous detonators from other regions, for use by the ANE, cannot be ruled out, but such a ban would certainly make things relatively difficult for them. However, our long-

term objective should be complete phasing out of electric (instantaneous) detonators and use of delay or digital detonators only all over the country. In case of any roadblocks in the process, intervention of the scientific community can be sought to find ways to overcome them.

The comprehensive approach to tackle the IED menace In the foregoing paras, a humble attempt has been made to highlight the enormity of the problem and possible solutions. The aspect of controlling the explosive material effectively by stopping pilferage has also been touched upon. However, if the IED menace is to be tackled in a holistic manner, a multi-pronged strategy is considered imperative. With this paradigm, we may consider the following responses:

Formulation of National Counter IED Policy. 1. Establishment of a separate Counter IED 2. Cell under the ambit of MHA, to pursue the objectives in a mission mode. Governments of affected states should also set up a special Counter IED teams with robust intelligence network at the grass-root level, to target the network of pilferage, IED makers, and IED planters. These teams should also carry out post-blast/post- recovery investigations to track the source and other connivers. Establishment of fast-track court to try the 3. offences related to Explosive Act to serve

out exemplary punishments with the aim to create deterrence. Conscious steps to create awareness among 4. the end-users and other stakeholders, on the devastating jeopardy, to which the lives of common citizens and security force personnel are put to, because of facilitating/involvement in pilferage activity, which pays them a pittance. State Governments and DGMS (Director 5. General Mine Safety) should take steps to strengthen the control, security and checks, certification of consumption of explosives and detonators at the end user's point.Reviewing the existing legislation and 6. rules, regulating the manufacture, storage, transportation, use, control, monitoring, etc of explosive materials with an aim to minimize and ultimately eliminate pilferage. We should not shy away from borrowing the best practices adopted by other countries, on this front. A Research and Development Cell, completely 7. dedicated to countering IEDs, preferably under the stewardship of CRPF, being the most afflicted organization, should be established to act as a think tank for making major policy decisions on Counter IED matters. The Cell should meticulously maintain a credible data bank for trend analysis, predictions and proactive measures. Intensive capacity building exercise on counter 8. IED should be undertaken by imparting training to the force personnel to augment their efficiency in dealing with the threat posed by the IEDs in the conflict zones. Introduction of state-of-the-art Counter IED 9. equipment, like metal detectors, scanner, GPR (handheld and vehicle-mounted), etc to augment detection capabilities, especially the buried IEDs from a standoff distance. Extensive use of K9s in the counter IED operations will also go a long way in dealing with the problems. Detonators, for commercial and industrial 10. use, should be mandatorily digital or with delay. To deny the adversaries in their nefarious designs, the instantaneous electric detonators should be gradually done away with.

The attention of scientific communities 11. should be drawn towards the existing issues regarding the IED mitigation measures. They should be provided clear insights into the problems faced by the security agencies to enable them to come up with the necessary solutions. Nearby CAPF/Police forces should be involved 12. in the process of bringing in stricter control and transparency.

ConclusionIndustries are the important drivers for the growth of the economy of a country. Annually, 13.75 lakh MT of Class-2 (Cartridge and SME Explosives), 5.44 lakh MT of Class-2 Cartridge explosives, and 1066 million of detonators are manufactured in the country. Out of these, 46 % are consumed by Coal India Ltd, and its subsidiaries, 24% by Mining industries and 24% for infrastructural activities (construction, oil exploration, stone quarrying, etc). Rest, 6% are exported. Regulating the distribution, storage and use of such a mammoth quantity of explosive materials and ensuring that, no illegal siphoning off takes place, is a herculean task. Overly stringent measures may become impediments to commercial activities and may not be welcomed by many. However, the loopholes in the existing system are tactfully exploited by the adversaries and the toll taken by it in terms of massive loss of precious lives and destruction of properties is ineffable. Hence, a trade-off is suggested as adversaries across the country prefer asymmetric warfare and IEDs continue to be their weapon of choice due to easy availability of components, low cost, ease of fabrication and inflicting mass casualty. Considering the gravity of the problem, a concerted effort by all the stakeholders including MHA, Ministry of Commerce and Industry, DPIIT and PESO, CAPFs, DGMS, NIA, IB, DRDO, State Police, District Administrations, Explosive Manufacturers, End users, Supply Chain Elements, NGOs and concerned citizens, etc is the need of the hour. Right steps, in the right direction, at the right times by the right agencies, will go a long way in defeating the menace and safeguarding the security interests of the country. Jai Hind !!!

Intersectionality of diversity and discontent has always been a big challenge for social democracy. The ever-increasing divisive forces and exposition has created a culture of protests and agitations. The impatience of people in general has necessitated that the agencies cater to the instant demands immediately or face the consequences. The public probity demands that decisions be taken after due deliberations involving all stakeholders. And thus, any intermittent delay results in major public order problems.The emerging contours of internal security clearly indicates that tackling these conflicts will be a greater challenge in coming years. The governments will need to ensure peace instantly so that economic activities are not hampered. Some of these challenges are fueled by inimical forces outside the country as well as within too. Funded liberally by the anti-social elements as well. To tackle such trust deficit and disgruntlement Rapid Action Force (RAF) was brought into existence by the central government. It was carved out within CRPF to be a specialized force to deal with such critical issues of changing paradigm of public order. Distinct in their blue dungarees, the men and women of the RAF are trained professionals who understand mob psychology and are aware of the ethos and culture of the area.The need to understand the challenges of social democracy, why riots happen, identifying the cause-effect relationship and bringing in evidence-based approach and action plans has never been felt as much.A neutral and professional Force specialized in its task, which reaches at the site of crisis in a ‘moment’s time’. With the motto ‘to serve humanity with sensitive policing’ RAF responds to the vulnerable sections of the society promptly and provides succour to the victims. The necessity of such a specialized force to deal with such situations was a calling felt because CRPF was already burdened with and committed towards multifarious duties pertaining to Internal Security and Counter-Insurgency operations. The Government needed a force that could intervene in such law and order situations with special expertise, appropriate behavioural traits, attitudinal orientation and above all, literally responding in ‘Zero response time’ so that the situation is brought under control before it goes out of hand. For this reason, the RAF keep its units in constant readiness, 24X7. The distinct and sensitive nature of anti-communal riots and crowd control duties, necessitates the use

of non-lethal equipment. It also needs a different mind-set to deal with such situations. This duty is very different from the other armed Forces, which are trained to deal with insurgency and militancy. The personnel are, therefore, put through special pre-induction training. Communal clashes, student riots, farmers riots, etc. can no longer be quelled by lathis and weapons, but they call for psychological handling. It is more a mind game than a game of brute force.RAF often also adorns the role of effective immediate responders when dealing with rescue and relief operations during natural calamities and man-made disasters. It’s Units by virtue of their disposition in urban centers also plays the role of first responders before arrival of other forces in the event of terrorist attacks. Public awareness campaigns are held showcasing the fault lines and generating a community-based, community-led, community-owned policing system. As a torch bearer in such a system, RAF, by the very nature of it's ethos adopts legally correct methods in its handling and follows evidence-based policing. For strengthening the social security eco-system, citizen is not only a stakeholder, but also duty bound to maintain order. Imagine a situation where a few persons clash and then the rioters involve in burning buses and public property, where the civilians are just by-standers as they think it is the job of only the police or RAF to deal with them. If the citizens are empowered and are oriented to be dutybound, their indulgence in such matters, the public pressure, the peer pressure etc. will act as a force multiplier in preventing such losses. RAF in its charter of duties believes in educating people to be a harbinger of peace. With growing complexities of public order in future, RAF is expected to play an even large role of a stabilising neutral police force in various kind of law and order situations. It will have to dwell not only on what it possesses at present, but, also embark on constant review and upgradation of its capabilities. The challenges that lie ahead are to be taken as opportunities to further model the RAF as a principal force to maintain public order in the country. It has already commenced its march in this direction.

Naxalism as an ideology over last five years have lost its grip on the local populace due to several reasons in Chhatisgarh and particularly in South Bastar. It is pertinent to mention that South bastar includes Sukma, Bijapur and Dantewada.

The various reasons attributed to the decay of red terror and their strong organisations are as follows:-

1. Trust, governance and development deficit have been addressed to a large extant.

2. Policy of clearing, holding and building is religiously followed, which includes venturing in deep by security forces, opening of new camps and development of the area by different government agencies. Building of roads to the remote parts has played a crucial role.

3. Exposure of developmental projects to the people of the region.

4. Laying of electricity lines in many pockets.

5. Disenchantment of local youths from Naxalism.

Once spread over in more than 20 states, red menace has now been restricted to 90 districts of 11 states. Of these, 30 districts in 5 states have witnessed maximum violence. The downward trend in LWE violence graph has been noticed in past few years. 19 percent decline in naxal incidents has been recorded in the year 2019 as compared to 2018.

In 2019 overall naxal incidents were 670 as compared to 833 in 2018 across the country. Chhattisgarh reported 263 naxal incidents in 2019 as compared to 392 in 2018. Though Chhattisgarh continues to be worst affected state with maximum number of incidents, a steep decline is noticed.

The strong citadels of Naxals have been tottering in Balrampur, Jaspur, Dhamtari, Gariyaband,

kanker, and Kondagaon districts. The naxals are trying hard to save their organisation. Moreover the security forces have put a big dent on hitherto the strongest citadels of Sukma, Bijapur, Dantewada and Narayanpur.

The concrete road has been laid from Gorgonda to Burkapal in South Sukma which has seen immense blood bath. Many gallant personnel had paid heavy price for it by giving supreme sacrifice to the nation. Who can forget the incident of Tadmetla and Burkapal. Building of this road has eased the pressure on the movement of security forces. In a year or so this road will be extended up to Jagargunda and hopefully connected with Kondasawli camp in Dantewada district.

In the days to come new forces’ camp have been planned to be established on following axes:-1. Chintagufa – Bheji2. Jagargunda – Tarem3. Pamed – Usoor4. Kistaram – Chintalnar5. Gangaloor – Mirtoor

MHA has marked 7 CRPF battalions for these axes. In addition teams of CoBRA, DRG and STF will be also placed along.

The way the top naxal commanders have been neutralised in last three years by security forces, it seems the intelligence system have been strengthened by making inroads to the core area. Moreover many commanders and ground cadres have either surrendered or apprehended due to insurmountable pressure of security forces.

New recruitment has gone down to a new low in past three years. Only those pockets have witnessed recruitment which is very remote and not developed so far. Development has kindled a ray of hope among youths in the region.

The revenue of naxals come through Tendu leaves, mining, PWD, extortion, confiscation of

wealth and many other sources whose details are as follows:-

50 % from Tendu leaves15 % from mining9 % from PWD7 % from extortion8 % from confiscation of wealth & income11 % from other sources.

The kitty of revenue has depleted over the period due to vigilant policing through intelligence network and operations. Many of prominent naxals who were instrumental in generating revenue have been arrested or forced to surrender.

Due to ageing leadership, death of leaders like Ramanna and surrender of leaders like Gudsa Usendi the naxal organisation has a vacuum of middle and top leadership. It has created a crisis in once upon mighty organisation which appears to be a big chink on the armour.

Problems of co-ordination and co-operation are perceptible due to absence of strong links in form of telgu leaders, many of whom are either arrested/surrendered or killed. The issue of leadership has also aggravated the problems of Naxals. The top commanders or leaders are from Telangana or Andhra Pradesh and most of them are in their late 50s and 60s. Many of these leaders or commanders are suffering with multiple morbidities due to which they are not able to execute operation on the ground.

Of late CPI(Maoists) have lost its key man, strategist and ground commander Ramanna in special operational zone due to illness. This man happened to be the secretary DKSZC before his death and was the main mover of the bloody naxal movement in South Bastar. His death has broken the back of the naxal movement in South Bastar.

Tribal Naxal commanders on the ground have also an aspiration to be part of key affairs of the organization. Over the period the tribal ground commanders have been exposed to the governance and this is the very reason as to why they have strong desire to be the part of the core group. It is imperative to mention that the tribal

commanders though good on ground have little links in the outer world for the logistic and other supports.

Hidma, the commander of first battalion PLGA hogged limelight in Tadmetla incident in 2010. He raised his stature after executing the Bheji and Burkapal incidents in 2017. It forced the top naxal leaders to take him in Top committee of CPI (Maoists). This may open the eyes of others from tribal group and encourage them to be part of the bigger league. This can generate crisis of power struggle if their wanting goes unfulfilled. The inner conflict may lead to fissure in the organisation.

Cracks produced through differences of haves and have nots will lead to formation of small splinter groups which will vie for dominance. Internecine war will start among these groups thus. Groups like TSPC, PLFI, JJMP and CPI(ND) of Jharkhand will be born in Chhatisgarh. Such groups will not be governed as strictly by strong principles as CPI(Maoists) is. Most of these will slip into extortion business to survive and cater their needs. Inner fighting and self interest of these factions will doom the naxal movement in Chhatisgarh.

Though new area like MMCTZZC have been established but quick response by security forces have put a big dent on the newly formed committee. Due to force multipliers like Heron, other UAVs, human intelligence, heli born operation, use of modern gadgets etc., the naxal dominated fringe area will slip out of their hands.

Support group of naxals CNM and others will lose their mass appeal due to fast developmental work in the area. The support of local masses will wither away due to their disenchantment from the leadership. Naxal’s violence will come to very low and if CPI (Maoists) does not join mainstream after giving up weapons like CPI(ML) will cease to exist. It will be dismantled into petty extortionist groups which can be easily strangled by security forces.

Digital Signature: OverviewWhy print, sign and scan when you can digitally sign?”Digital Signature: India is a country that has manoeuvred its way through tough times and hurdles; sometimes slowly, often rapidly, but always moving forward. With a view to provide legal recognition to ecommerce and e-transactions, facilitate e-governance and prevent computer-based crimes, Government of India enacted Information Technology Act, 2000. Today Digital Signature is one of the most important and widely used cryptographic tools to authentic the digital data in the web based environment.

Overview Generally, we all have seen handwritten signatures on official letters or messages. These signatures are normally used to bind signatory to the letter or message.The authenticity of many legal, financial, and other documents is determined by the presence or absence of an authorized signature. Similarly, a digital signature is a technique that binds a person/entity to the digital data. As per provisions of IT Act, 2000 and its amendment Act, 2008, the digital signatures are now accepted at par with handwritten signatures and are more secure.

Why Digital Signature? Digital signatures are used to detect unauthorized modifications to data (i.e. to detect the integrity of the signed data) and to authenticate the identity of the signatory. In addition, the recipient of signed data can use a digital signature as evidence in demonstrating to a third party that the signature was, in fact, generated by the claimed signatory. This is known as non-repudiation. In short, we can say that digital signatures are used to provide Authenticity, Integrity and Non-repudiation to electronic documents and use Internet as the safe and secure medium for eCommerce and e-Governance.

What is Digital Signature? Digital signature is a mathematical technique

used to validate the authenticity and integrity of a digital document, message or software. A digital signature is represented in a computer as a string of bits. For creating digital signatures, the signer is required to obtain a Digital Signature Certificate from a Certifying Authority (CA) licensed by the Controller of Certifying Authorities (CCA) under the Information Technology (IT) Act, 2000. The private key used for creating the signature is stored in cryptographic hardware token. As the public key of the signer is known, anybody can verify the message and the digital signature. Digital Signature of a person, therefore, varies from document to document thus ensuring authenticity of each word of that document. Digital signatures use a standard, called Public Key Infrastructure (PKI), to provide the highest levels of security and universal acceptance. Digital signatures are document content dependent and changes with content of the message.

How Digital Signatures work? Digital signature is an important application of Public key cryptography. Using a public key algorithm, such as RSA, one can generate two keys (i.e. Public and Private Keys) that are mathematically related. The key pair owner is the only entity that is authorized to use the private key to generate a digital signature. In signature generation process, the private key of the signer is used to generate a digital signature. The public key of the signer is used in the signature verification process. Anyone having public key of the signer can verify a digitally signed message. The security of a digital signature system is fully dependent upon the maintenance of secrecy of signatory’s private keys.

Creation of Digital Signature An appropriate approved cryptographic hash function is used in the signature generation process to obtain a condensed version (i.e. digest) of the data to be signed. The condensed version of the data is often called a message digest or hash. The message digest or hash is input to the digital signature algorithm to generate the digital signature. The private key of signer is then used to encrypt the message digest or hash. Hash value of a message when encrypted with the private key of a person is his digital signature on that e-document. As the public key of the signer is known, anybody can verify the message and the digital signature.

Digital Signature Certificate (DSC) A Digital Signature Certificate is a certificate or digital identity issued by a Certifying Authority (CA) to the holder for establishing his credentials while doing online transactions or e-business on the Digital certificate contains name of certificate holder, serial number which is used to uniquely identify a certificate, expiration date, certificate holder's public key, digital signature of the certificate issuing authority (CA i.e. a trusted third party). Digital Certificates follows Public Key Infrastructure (PKI) meaning data that has been digitally signed by a private key can only be decrypted by its corresponding public key. Digital certificates are based on the ITU standard X.509 which defines a standard certificate format for public key certificates.

Hence, digital certificates are sometimes also referred to as X.509 certificates. Digital Signature Certificates are used for sending/receiving digitally signed/encrypted emails, carrying out secure web-based transactions, identification of participants webbased transactions, e-Tendering, e-Procurement, e-filing of income tax returns, signing documents and plays a pivotal role in creating a paperless office.

Digital Signature Types In accordance to the guidelines of IT-Act and the X.509 Certificate Policy, for India-PKI published by Controller of Certifying Authorities (CCA), the types of digital signatures that can be purchased from the licensed CA as per requirement are as under. • Signature Certificate • Encryption Certificate • Sign & Encrypt Certificate Signature Certificate The signature certificates are used by individuals or organizations only for digitally signing documents (or emails) and for online transactions purpose on the web. Signing with digital signature gives the assurance of not only the authentication of the signer but also the integrity of data. It is proof of untampered and unaltered data. Encryption Certificate Encryption certificates are used for receiving

encrypted messages which are encrypted using subscriber’s public key. Encryption certificate can only be used for encrypting a digital document. Encryption certificates are popularly used in tender portal, to help companies encrypt the documents and upload. Encrypt certificates are fit for e-commerce documents, legal documentation and sharing documents that are confidential and contains information that needs to be protected. Sign and Encrypt Certificate Sign and encrypt certificates can be used for both signing and encrypting. With Sign and encrypt DSC, it is convenient for the users who need to authenticate and maintain confidentiality of the information shared.

Classes of Digital Certificates In accordance to the guidelines of IT-Act and X.509 Certificate Policy for India-PKI published by CCA. There are mainly three classes of Digital Signature Certificates and each class is used for different purposes : Class 1 Certificate Class 1 digital certificates are issued to an individual for personal use. It is mandatory for an individual, applying for a class 1 certificate, to have a valid e-mail id. These certificates are least popular in India. Class 1 certificates are often used to sign documents of a personal nature and not for business uses. These certificates cannot be used for legal business documents as they are validated based only on an email ID and username.Class 2 Certificate Class 2 certificates are issued for both business personnel and private individuals use. These certificates are generally issued to the Director/signatory of the companies for e-filing with ROC (i.e. Registrar of Companies). Class 2 certificates are oftenly used for moderate risk of transactions e.g. Income Tax e-filing, Goods and Services Tax (GST) returns & MCA-21. A person applying for a class 2 certificate has to present a valid identity proof as well as the address proof. Class 3 Certificate Class 3 certificates are high assurance certificates.

These are issued only after applicant identity verification has been carried out by a RA (i.e. Registration Authority). Earlier, these certificates were issued to applicants only after their personal (physical) appearance before the CA. As per new guidelines of CCA, the applicants will now have to record their video and send it to the CA through a dedicated link. These certificates are primarily used in such environments where threats to data or the consequences of a security failure are high e.g. e-tendering, e-procurement, online participation/bidding in e-auction, Banks (internet banking), IRCTC e-Ticketing (Railway Ticketing Agents) etc.

USB Crypto Token USB Crypto Token is required to download the Digital Signature Certificate. Key pair gets generated along with Digital Certificate while downloading. A hard token is a password-protected physical USB device in which the digital signature is stored. The terms “Hardware token“, “Crypto token", "USB token", "e-token", "dongle" and "digital signature token" are used interchangeably. The Digital Signature Certificate cannot be used without private key. The X.509 Certificate Policy for India PKI mandates that the private key of the DSC of the subscriber should be stored only in a Hardware Cryptographic Module /token. Popular USB Token are: e-Pass, mToken, watchdata.

During operation an encounter broke out between troops and terrorist. During encounter troops neutralized 03 militants identified as Shafqat Ahmad R/o Delina, Baramulla, Hanan Bilal sofi R/o Old Town Baramulla and Imteyaz Ahmad Mir R/o Kupwara and recovered AK-47 Rifle-02 Nos, Pistol-01 No, AK-47 rounds-14 nos, Pistol rounds-04 nos, AK-47 Mag-04 nos, pouches-03 nos.
