Dear Cookie Volunteers,Whether you’re returning or brand-new to the Girl Scout Cookie Program, we’re excited to work with you during the 2022 Girl Scout Cookie season. The Girl Scout Cookie Program is the largest girl-led entrepreneurial program in the world, and your Girl Scouts will grow tremendously as they participate in the program.

During World War I, the very first Girl Scout Cookies were baked in the home ovens of the Mistletoe Troop to fund a community service project in Muskogee, Oklahoma. Over the next 5 years, the tradition of selling cookies swept the nation, giving girls the economic power to be a force of good and a voice for change in their communities.

The past two years have been transformational for us all. Our sense of community has changed, our priorities have shifted, and our desire for connection has strengthened. I look forward to the return of the Girl Scout Cookie Program as a reminder that traditions serve as a source of joy and connection.

We know the Girl Scout Cookie Program is a critical source of funding for girls’ programming—from wilderness adventures, to travel excursions, to STEM workshops. We also know the Girl Scout Cookie Program is vital to ensuring that we are able to meet the needs of our girls and our communities, now and in the future.

Your work as a volunteer with the Girl Scout Cookie Program enables girls to develop the confidence to persevere during hard times, find creativity in uncertainty, and learn to lead and support her peers. Thank you for the time and effort you put into helping them during the cookie sales season and beyond.

Two leaders registered for the 2022 membership year with a cleared background check.

Cookie manager registered for the 2022 membership year with a cleared background check.

Ensure contact information and address correct in MyGS.

Complete Volunteer Position Agreement.

Complete training (with service unit cookie manager or in gsLearn).

Submit training completion certificate (if completed in gsLearn).

Active troop bank account.

Identify someone to pick-up cookies at Cookie Drop (Mega Drop or SU Mini Drop depending on your service unit; check with your service unit cookie manager for more information.

Cookies picked up from Cookie Drop.

Verify inventory counts prior to distribution. Notify GSHCC within 24 hours of any discrepancies.

Early Reward T-Shirts picked up from service unit cookie manager, if any.

Verify T-Shirt counts and sizes prior to distribution.

Girls deliver cookies to customers and collect money.

Coordinate booth sales and attend when needed.

Use Smart Booth divider to distribute booth sales to girls (ongoing—must be done after every booth sale).

Place Planned Orders if needed (ongoing—any time your troop needs more inventory).

Enter transfer orders in Smart Cookies (ongoing—must be done after any inventory is transferred to girls or other troops).

Troop Cookie Manager (TCM)• Encourage your girls! They will respond to your

enthusiasm.

• Attend training with your service unit cookie manager or complete training online through gsLearn. This will prepare you for the cookie program and for any questions from parents in your troop. Training is required for all cookie managers, even if they are returning to their role.

• If you complete training through gsLearn, you will be emailed a certificate of completion. You must provide your service unit cookie manager a copy of the certificate prior to receiving program supplies and participating in the cookie program.

• Keep up to date with bi-weekly emails, emails sent from the Product Program Department, Rallyhood updates, and news on our website

• Ensure families are also staying up to date with communications sent.

• Host a parent meeting to communicate important program information and deadlines with every girl’s family. Utilize the Cookie Family Meeting toolkit found at girlscoutshcc.org/resources.

• As the cookie manager, you are responsible for sharing all program information with participating Girl Scouts.

• Have participating families fill out a Parent Permission Form; this is your assurance that caregivers and girls in your troop are ready to participate. You will hold on to these forms until the end of the Girl Scout Cookie Program.

• These do not get turned in unless any families owe cookie money. GSHCC is unable to assist troops with parent collection unless a Parent Permission Form is submitted with the Cookie Collection Report.

• Work together with your troop leader to:

• Talk about The 5 Skills and what motivates each girl to participate.

• Encourage your girls to set goals. Spend some extra time in a goal setting session with your troop; your troop should set a goal and so should each girl.

• Keep girls and families informed of their progress throughout the sale.

• Manage the cookie program finances for your troop.

• Schedule and organize the booth sale portion of the program.

• Share with your service unit cookie manager ideas you have for new booth sale locations or other sales strategies.

• Pick up your troop’s rewards from your service unit in a timely manner.

Troop Leader• Support your troop cookie manager by:

• Communicating with parents and discussing the importance of timeliness for supplies, deadlines and reward pick-ups.

• Helping with the financial management of the program by maintaining a troop bank account, making frequent deposits, and making sure your account has enough funds for the scheduled ACH withdrawals.

• Checking out the Cookie Entrepreneur Family pin. Engage the whole family in The 5 Skills fun.

• Continuing to add girls during cookie season; new Girl Scouts can participate too.

• Obtain a copy of the Troop Balance Summary report from Smart Cookies at the end of the cookie program and share with the girls and their families the goals you achieved. Retain a copy for your troop’s end-of-year Finance Report.

Troop Cookie Manager ResponsibilityStart by making sure that all troop members have registered for the 2022 Girl Scout membership year. Leaders and cookie managers must have a cleared background check. The cookie manager must select their role in myAccount, complete training, and submit a Volunteer Position Agreement available at girlscoutshcc.org/resources.

Goal SettingGirls set cookie sales goals and, with their troop, create a plan to reach them. This matters because girls need to know how to set and reach goals to succeed in school, on the job, and in life.

Decision MakingGirls decide where and when to sell cookies, how to market their sale, and what to do with their earnings. This matters because girls must make many decisions, big and small, in their lives. Learning this skill helps them make good decisions.

Money ManagementGirls develop a budget, take cookie orders, and handle customers’ money. This matters because girls need to know how to handle money—from their lunch money to their allowance to (someday) their paycheck.

People SkillsGirls learn how to talk (and listen!) to their customers, as well as learning how to work as a team with other girls. This matters because it helps them do better in school (on group projects, on sports teams, and on the playground) and, later, at work.

Business EthicsGirls act honestly and responsibly during every step of the cookie sale. This matters because employers want to hire ethical employees—and the world needs ethical leaders in every field.

The 5 Skills are part of the Girl Scout Leadership Experience (GSLE) and you will find badge and pin activities in each of The Girl's Guide to Girl Scouting. Use these resources to expand on each skill and explore what can happen when girls succeed.

Remember badge work isn't designed to be completed in one troop meeting; start building on pieces of the badge and complete it throughout the year. Girls and troops can also participate in activities offered by council staff which are listed on the Activities page of girlscoutshcc.org.

When girls sell Girl Scout Cookies, they utilize The 5 Skills and learn to think like entrepreneurs.

RallyhoodRallyhood is a council-wide resource that GSHCC is excited to offer to our members. Here you will find resources, calendars, links, artwork, and a message wall to help you connect with other volunteers. Rallyhood is not just for cookies! Within Rallyhood, you will find rallies for all things GSHCC. Some rallies are troop leader networks, Customer Care, fall product, and cookies to name a few. While each service unit may have their own personalized cookie rally, we encourage all cookie managers to join the council cookie rally for important updates and information where they will be able to connect with council staff and peers. This resource is open to parents, troops and service unit volunteers.

Being organized and prepared for the Girl Scout Cookie Program lets the girls and caregivers in your troop know that you are ready to lead them in a successful cookie program. Their confidence in the troop cookie manager and troop leader allows the girls to focus on their goals.

The Cookie Managers of GSHCC rally can be accessed at rallyhood.com/36401. Rallyhood is a great place for resources, collaboration, and general questions. Member or troop specific questions must be sent to Smart Cookies or GSHCC Customer Care as applicable.

Smart Cookies is a user-friendly platform that lets girls and troops set and track goals, create a sales plan, market their sales, customize their dashboards, and personalize their online store. All booths, inventory transfers, sales, donations, and rewards are managed through the Smart Cookies platform.

Smart Cookies

Updates! Returning for the 2022 Girl Scout Cookie Program: • E-cards: Add prepayment by credit card as an option,

with the ability to refund Girl Delivery orders paid by credit card.

• Girl Delivery Link: A single link shared via social media, text or email.

• NEW! Smart Cookies will include a QR code feature along with social media link.

• Caregivers must opt-in to Girl Delivery during Smart Cookies registration.

• Must approve/cancel all orders within 5 days of order placement through email links sent to caregivers. Orders cannot be approved/canceled in Smart Cookies.

• Troop Cookie Link: Create shareable link to take prepaid Girl Delivery orders with ability to credit girls for sales.

• Troops can use their Troop Cookie Link to get creative with Virtual Booths! Check out the Virtual Booth Section of this guide for more information.

• Troops can tie Troop Cookie Link to an existing physical booth sale to promote pre-sales and a “curbside” model of orders ready for pick up.

• NEW! QR code feature can be used at booth sales to allow card payments for walkup customers.

• Troop Ship Only Link: A troop link for GSUSA’s National Cookie Finder page that allows customer placement of Direct Ship orders only.

• NEW! QR code feature can be accessed through the “Print Handout” button.

• These sales must be distributed to girls to count towards rewards.

• Cookie Finder Enhancements: Troop links will be shown in GSUSA’s National Cookie Finder beginning February 2022. The Cookie Finder allows customer

placement of Direct Ship orders that can be transferred to girls. Customers can also search for local booths year-round.

• Links will automatically show in the Cookie Finder for all troops uploaded in Smart Cookies.

• Troops without valid bank accounts or those from which GSHCC cannot process ACH withdrawal will have their links disabled.

Your Role

• Log into Smart Cookies and verify your information.

• Reset passwords/resend registration emails for girls as needed.

• Verify order completion and accuracy from all girls in your troop.

• Verify correct reward options and sizes are selected for each girl.

Getting StartedA registration link will be sent to email addresses from MyGS and are only sent to troops and girls who meet participation requirements (two leaders and one cookie manager registered for the 2022 membership year; girls must be registered for the 2022 membership year). Once a user has registered, they will receive a confirmation email.

Smart Cookies Payment System

Benefits

• Girls are able to collect payment for Girl Delivery orders by sending an email or using their Girl Delivery link.

• Families receive emails to approve orders for customers who use the Girl Delivery link only. Orders placed via e-cards do not require approval.

• Girl Delivery orders can be refunded by families.

• Troops and girls are able to collect payment for booth sale purchases.

• All transactions are automatically tracked in Smart Cookies—no need to enter.

• Girls and troops will be credited with the full payment collected.

• Important: Payments at booths are credited to the troop only since booth cookies do not assign financial responsibility to girls. Cookie managers must still distribute cookies from the Troop Direct Ship Orders tab in Smart Cookies.

• All major credit cards accepted.

• Troop data, girl data, and credit card information is not stored.

• Customer orders and financial transactions will show the same transaction ID for easy traceability.

• Make changes to order if needed.

• Varieties can be changed but amounts cannot once the customer has been charged.

Fees

Smart Cookies/Heartland fees are 2.8% + 12 cents per transaction. GSHCC is excited to announce we will cover fees for the 2022 Girl Scout Cookie Program once again. This only applies to the Smart Cookies payment system. Troops are responsible for fees associated with any other credit card payment system they wish to use.

This payment system is built into Smart Cookies. If a troop wishes not to use it, they must communicate that with all Girl Scouts in the troop. This feature cannot be turned off for individuals or troops.

ABC Bakers has partnered with Heartland to support credit card processing. This means customers will have the option to pay by credit card for Girl Delivery orders and at booth sales—and it’s built into Smart Cookies! Troops and girls must simply create their Smart Cookies account to access this feature.

There are many ways girls and troops can participate in the cookie program. They can participate in one or all ways. No matter how they participate, it is important to do so safely. Ensure everyone is following all local and state guidelines concerning COVID-19.

Ways to Participate

Girl Delivery • Girls create their personalized account and send emails to friends and family.

• Customers pay online for cookies, no shipping charges.• Financial transactions are credited to the girl.• Orders placed via social link require parent/guardian

the girl by the cookie manager.

• Delivered by girls to customers. • If a girl receives an order from

a customer where they will not be able to deliver the cookies in person, the order can be canceled in Smart Cookies.

• Varieties can be modified.• Quantities cannot be modified.

Direct Ship* • Girls create their personalized account and send emails to friends and family.

• Customers pay online, including the cost of shipping.• 50% shipping discount on orders of 6 or more packages.• Orders are automatically credited to the girl.

• Shipped directly to the customer. • Delivery times depend on shipping

speed selected at checkout.• Questions or concerns should

be sent to ABC Direct Ship at [email protected].

Order Card • Girls take orders in person.• Cookie manager enters orders into Initial Order.• Girls collect money from customers (at time of delivery) and

turn into the troop.

• Delivered by girls to customers.

Booths, Lemonade Stands and Wagon Sales

• Troop schedules booths in Smart Cookies or parents communicate with troop about Lemonade Stands or Wagon Sales.

• Troop provides inventory to sell.• Girls collect money in-person from customers.

• Customers visit booth, Lemonade Stand or are visited by girls at their home and receive cookies on the spot.

Virtual Booths

• Troops work with girls to get creative and identify distribution plan.

• Troop shares their Troop Cookie Link.• Customers pay for order online with a card.• Troop provides inventory to girls.• Troop distributes packages to participating girls by using the

Smart Booth Divider.

• Delivered by girls to customers following distribution plan troop agreed upon (must follow booth guidelines).

*Please note: Shipping rates vary by quantities and shipping speeds selected. Customers with questions or concerns regarding Direct Ship order must contact ABC customer service at [email protected]. GSHCC is unable to access Direct Ship orders as these orders are fulfilled by ABC Bakers directly.

Cookie Share is a great way for girls, troops, and customers to give back. GSHCC partners with Blue Star Moms, local food banks, blood drives, and other local organizations for Cookie Share donations. Blue Star Moms sends donations provided by GSHCC to active duty military.

Why participate in Cookie Share?

• Great way to support members of active military and your community.

• Allows public to support the Girl Scout Cookie Program even if they don’t want to buy cookies for themselves.

• Girls who sell 15 packages towards Cookie Share will earn the Cookie Share patch.• NEW! Girls who sell 25 packages towards Cookie Share will earn the clip on Koala plush.

• Cookie Share donations are “virtual” and will be given directly to organizations which GSHCC partners with. They will not be added or taken out of a troop’s physical inventory.

• The troop will be financially responsible for these cookies. Cookie Share donations are $5.

• Troops cannot collect any donations that are not allocated towards Cookie Share (see Volunteer Essentials for more information).

• January 14–January 31: Entered as Cookie Share in the Initial Order.

• Cookie Share orders are not rounded to the fullest case during the Initial Order process in Smart Cookies.

• Troop does not receive inventory with their Initial Order; GSHCC handles donations at the end of the cookie program.

• February 1–March 20: Donations taken during in-person sales after the Initial Order should be entered in the Virtual Cookie Share tab in Smart Cookies.

• Assigns financial responsibility to girls.

• February 25–March 20: Cookie Share donations taken at a booth should be entered using the Smart Booth Divider.

• Does not assign financial responsibility to girls since money is collected at booth.

• Please note: Cookie Share donations purchased via Direct Ship do not need to be added by cookie managers. These are automatically credited to girls and are not shipped to customers. GSHCC handles distribution at the end of the cookie program.

Community DonationsTroops and girls can set aside physical inventory if they wish to coordinate donations to community organizations on their own. Troops and girls are responsible for identifying the organization they will be donating to and for distribution. These types of donations are not entered as Cookie Share and do not count towards the Cookie Share rewards.

Early Reward• Every girl with an Initial Order of 190+ packages

• Troops must create an Early Recognition Order to receive shirts. Please ensure correct sizes are selected.

• The Early Reward will be mailed to the service unit cookie manager for distribution.

Ensure all reward inventory received is counted prior to distributing to girls. Troops must communicate discrepancies to service unit cookie managers within 24 hours. Service unit cookie managers must communicate discrepancies to GSHCC within 7 days. All reward discrepancies must be resolved no later than June 1, 2022 in order to meet ABC Bakers and GSHCC deadlines for replacement.

Rewards Experiences• Rewards experiences, dates, and descriptions will be

available for preview at girlscoutshcc.org/rewards and in Rallyhood by January 2022.

• Unless otherwise stated, all experiences are for girls only and lead by trained GSHCC staff and/or affiliated GSHCC program partners.

• Rewards experiences are designed to meet all Safety Activity Checkpoint guidelines, Volunteer Essentials requirements and IRS guidelines.

• If a girl cannot make it to her earned experience, she can attend/receive the alternate experience/item (if available); if the girl cannot attend the alternate experience there is no replacement.

• In the event that in-person experiences must be canceled due to COVID-19, girls will earn the alternate experience and/or physical item offered for each level.

• The 2022 Camp Voucher can only be used during the 2022 Camp Menzies season, up to a five day session for a girl or any weekend camp session for a girl and one chaperone.

What Is Troop Treasure?

Troop Treasure is an additional way for troops to earn funds towards supporting their Girl Scout Leadership Experience (GSLE).

• Troop Treasure is an additional troop incentive earned based on each troop’s per girl average (PGA). Funds are for the whole troop, regardless of girls who did not participate in the cookie program.

• All troops are automatically eligible to earn Troop Treasure with the exception of troops who have an outstanding balance.

• Troop Treasure may be applied towards GSHCC sponsored events listed in the Activities Calendar, membership registration fees, and in-store GSHCC shop purchases.

• Troop Treasure will be sent to each troop’s registered cookie manager. Troops must ensure names and addresses are correct in MyGS and Smart Cookies.

How do troops earn Troop Treasure?

Troops can earn Troop Treasure based on their troop’s per girl average (PGA) for girls selling. Troops can view their PGA on their Smart Cookies dashboard and in the Troop Recognition Order. Troop Treasure will be awarded based on each troop’s PGA and the number of girls selling.

What does that mean?

Troop per girl average is calculated based on the total number of packages a troop sells, divided by the number of girls selling. For example, let’s take a look at troop A. They have 15 girls registered but only 10 girls are selling. They did awesome and sold 3,000 packages of cookies, which means they have a PGA of 300 (3,000 packages divided by 10 girls selling). That means they will earn $400 in Troop Treasure ($40 multiplied by 10 girls selling).

Your Role

• Collect the total packages sold by variety from each of the girls in the troop.

• Important: Inventory needed for Girl Delivery orders must be included in each girl’s Initial Order. Direct Ship orders are not included in the Initial Order as they are shipped to customers directly.

• Questions about a girl’s order card? Make sure to clarify with them for accuracy.

• Orders taken through a girl’s dashboard acts as a digital order card and still needs to be entered by the TCM. You can pull order information collected using the Mobile and E-card Summary Report, if necessary.

• Remind girls that money is collected at the time of delivery, not at the time of order, for in-person orders.This is different from the fall product program. The exceptions for this are Cookie Share donations and online orders.

• Remind girls they can keep taking orders through the end of the cookie program (you may want to order additional cookies in your Initial Order to cover these).

• Review our Just in Time Training for more information.

Your Initial Order should include the total of your girl’s order card sales plus the amount estimated for the troop’s first 2–4 booth opportunities (for more information see Preparing for Booths). Make sure to enter each girl’s order in Smart Cookies by Monday, January 31 at 11:59 p.m. Once the troop’s order is entered and submitted you will not be able to edit your order.

Initial Orders are entered in PACKAGES.Smart Cookies will round to a full case on all varieties, excluding Cookie Share donations, and the additional packages will show in the Extras section of your Initial Order. If you need help submitting your order or advice on how many cases to order, please contact your service unit cookie manager or check out our Just in Time training.

Once your Initial Order is submitted, create your Early Recognition Order and select the correct T-Shirt size for any girls who sold 190+ packages.

All cookies ordered are the financial responsibility of the troop and are non-refundable. GSHCC is unable to modify Initial Orders or Early Recognition Orders after Tuesday, February 1.

Initial Order

Remind girls to set a goal in Smart Cookies by January 31 to earn their Goal Getter Patch.

Gluten-Free CookiesAny gluten-free cookie orders placed using the online submission in October 2021 will be added to Initial Orders by the product program team after orders are submitted. Stickers will be available to place on order cards to let customers know if a girl’s troop will have the gluten-free cookie. Gluten-free orders are in full cases only.

Inventory DiscrepanciesTroops should count their inventory prior to distributing cookies to girls. In the event of inventory discrepancies, troops must send and email to [email protected] no later than 24 hours after their cookie pick-up with the following information:

• Troop number

• Type of discrepancy (shortage, overage, or damage)

• Varieties and amounts (cases or packages)

Troops will receive an email with instructions. Emails must be printed and presented at a local Cupboard. It is recommended that troops contact their preferred Cupboard ahead of time to verify inventory availability.

Types of Discrepancies• Shortages: Troops will receive a confirmation to pick

up any shortages at a local Cupboard. Shortages must be picked up within one week.

• Overages: Troops will have the option of getting any extra inventory transferred to their troop or returning to a local Cupboard. Troops will receive a confirmation to return inventory at a local Cupboard. Inventory should be returned within one week. Inventory being kept by the troop will be transferred within one week.

• Damages: Inventory that has been damaged and can no longer be sold (eg. packages are crushed and cookies are crumbled). Damages must be exchanged within one week.

Mega Drop CupboardRemember that girls will continue selling after the Initial Order deadline. If troops need additional cookies after the Initial Order is submitted and are attending Mega Drop, they can place a Planned Order for the Mega Drop Cupboard. Cookies will be included with the Initial Order and will be picked up together at Mega Drop. The deadline for Mega Drop Planned Orders is Sunday, February 6.

Cookie DropsInitial Orders will be picked up at your Cookie Drop (Mega Drop or Mini Drop depending on your service unit). Cookie Drop locations and dates will be shown when you submit your Initial Order. Troops must pick up their Initial Order at their scheduled location and date.

If your service unit attends Mega Drop, more information will be available at girlscoutshcc.org/MegaDrop in February. Service units coordinating Mini Drops are responsible for sharing event specific information with troops. Delivery times cannot be confirmed by our Delivery Agents until Initial Orders are submitted.

Troops scheduled at a GSHCC Mega Drop who have an Initial Order over 350 cases will go to a designated VIP area with a separate line and those with over 500 cases will have the option of a home delivery.

Round One—Lottery

• Troops will be able to pick from locations within your service unit boundaries only. A council map can be found on the GSHCC website (Our Council -> About GSHCC).

• If your service unit is paired with another service unit, you will be in a district in Smart Cookies and you will share booth opportunities.

• January 16–19: Troop cookie managers should coordinate preferred dates and times with other adults in the troop. They can select 10 booth preferences in Smart Cookies. The system will open at 7 p.m. on January 16 for selection.

• For best results, it is recommended that troops vary their booth preferences by location, date and time.

• HINT: Avoid selecting only premium booth sites. In the lottery, troops will only be awarded up to one premium booth site, and could result in zero booth locations awarded if only premium locations are selected.

• In this lottery, the time of booth selections will not affect the booths you are awarded.

• At midnight on January 19, troops will be awarded 2 of the 10 requested booth opportunities per troop. Troops may be awarded up to one premium site, but it is not guaranteed. Troops will receive emails from Smart Cookies notifying them of booth appointments they were awarded, if any.

Rounds Two, Three and Four— First Come, First Served (FCFS)

Locations and time slots are offered on a first-come, first-served basis and are available council-wide.

Round Two

• Opens Sunday, January 23 at 7 p.m.

• Closes Wednesday, January 26 at 11:59 p.m.

• Troops have the opportunity to secure up to four (4) booth opportunities.

• Troops will only be able to select up to two (2) premium booths.

Round Three

• Opens Sunday, January 30 at 7 p.m.

• Closes Wednesday, February 9 at 11:59 p.m.

• Troops have the opportunity to secure up to 20 booth opportunities (only ten may be premium locations).

Round Four

• Opens Thursday, February 10 at 7 p.m.

• Remains open until the end of the cookie program.

• Troops are able to secure an unlimited amount of booth opportunities, including premium locations.

Booth Selections

Smart Cookies will send a confirmation to the cookie manager’s email for each booth opportunity that is secured. Review your email for accuracy and planning purposes.

Premium Sites are high traffic locations like Walmarts, shopping malls, etc. and will be marked in Smart Cookies with a P when you are viewing booth options. These locations are limited and marked Premium in order to allow for more troops to have access to the opportunity. It is the service unit cookie manager’s responsibility to identify premium locations and mark them as such in Smart Cookies when entering booth locations.

If a troop cannot attend their scheduled booth sale, they are required to log in to Smart Cookies to cancel as soon as possible. The booth sale schedule is shared in the national Girl Scout Cookie Finder. Customers searching for Girl Scout Cookies are directed to booth locations that show troops scheduled in Smart Cookies. Canceling unwanted booth locations gives other troops the courtesy and opportunity to fill the time slot and limits customer frustration. A cancellation email will be sent to the Smart Cookies account associated with that troop. The service unit volunteer who entered the booth location dates and times will also receive a cancellation email when a troop releases a location. Troops who do not cancel booth reservations in the system risk losing booth privileges.

Troop Secured BoothsWhat is a Troop Secured Booth?

A Troop Secured booth is a location that is secured by a troop for a limited number of timeslots (limited to no more than ten dates/times in two hour blocks per location, for a total of 20 hours) at a location that a troop thinks would be a good selling opportunity and is not already a service unit secured site. Troop secured booths are subject to the same rules and guidelines as service unit and council secured booth locations. These booths must be entered into Smart Cookies using the Troop Secured Booth tab and will be reviewed by GSHCC. Troops will receive an email from Smart Cookies within three business days letting them know if their booth request has been approved or denied (starting February 14).

Troop Secured Booth Guidelines

• All troop secured booths must be reviewed and approved by GSHCC or service unit cookie managers.

• Must show as approved in Smart Cookies prior to troops hosting booth.

• Locations will show as Pending under Troop Reservations section of Smart Cookies until it is reviewed. Once GSHCC reviews, status will change to Approved or Denied.

• If a booth submission is denied, the troop will receive an email stating denial reason.

• Locations must provide written permission, to be provided upon request.

• Booth dates must be within GSHCC booth sale dates (February 25—March 20).

• GSHCC and service unit secured booths have priority in the event that a troop secured booth is scheduled during the same time and/or in close proximity to another location.

• Troop Secured Booths cannot be within half a mile of a service unit secured site.

• Booths are not allowed in front of locations that girls are not allowed to patronize without an adult.

• Must have two adults, at least one of which is a registered and background checked volunteer and at least one of which is a female. Can have one to four girls.

• Troop Secured booths must be within council jurisdiction.

• Lemonade Stands are not submitted as Troop Secured Booths.

• Must follow all booth guidelines.

If a location would like to offer more dates/times than allowed for a troop, they will be asked to open up the opportunity to all GSHCC troops.

Preparing for Booth SalesOnce your troop’s booth sites are scheduled, it’s time to plan for your Girl Scout Cookie inventory. Keep in mind some variables that could impact the number of cookie packages you can expect to sell at each site, such as:

• Time of day and day of the week

• Location

• Weather

Tip: Use previous booth sale data as a guideline for your Initial Orders. We encourage troops to use the Smart Booth Divider. This will help you plan booth inventory more accurately and will provide historical data for future years. From Smart Cookies, simply download the Smart Booth Divider Export report in excel to see your historical data.

Review our Booth Sale Guidelines for more information (girlscoutshcc.org/resources or in Rallyhood). Troops should follow all local and state guidelines concerning COVID-19 and should review additional council guidelines regarding booth sales.

The price per package of cookies is $6.00 for the gluten-free cookie and $5.00 for all other varieties (including Cookie Share donations); no more, no less. Troops should sell only Girl Scout Cookies at their booth. Troops that do not adhere to these rules are subject to penalties, including loss of booth opportunities and/or troop proceeds.

Booth GuidelinesBy hosting a booth sale, girls get experience conducting transactions, answering questions, counting money, setting up product displays, and managing inventory. It is also important to remember that while you are at your booth, you are representing Girl Scouts.

• A minimum of two adults, including one female, (at least one of whom is an approved registered Girl Scout volunteer with the required background check) and one girl should be present at the booth at all times.

• Can only be set up at locations that are entered and approved in Smart Cookies.

• Troops can schedule in two ways:• One girl and two adults• Two to four girls and two adults

• Booth sales should be girl-led.

• Girls should have at least one official uniform item.

• Girls must have a signed Parent Permission Form on file to participate in booth sales.

• Customers should be approached when they are exiting not entering the establishment.

• Clean up the area and dispose of trash. Remember a Girl Scout always leaves a place better than she found it.

• Arrive and depart booths on time to ensure other troops can set up for their reservations.

• No selling on public streets. Wagon sales are only allowed in residential areas.

• No blocking the entrance or exit of an establishment.

• Do not leave the cash box out in the open or unattended.

• Have fun!

COVID-19 is constantly changing so we recommend that troops explore alternative ways to get cookies to customers while teaching girls new skills, marketing strategies, and inventory management.

Alternatives to Booth Sales

Virtual Booths

Virtual booths—hosted on social media—give girls a way to achieve their sales goals and help others in their community from home. In fact, girls may find this allows them to discover new ways to take the lead in their cookie business and stay connected through virtual means. Troops should prepare by:

• Encouraging girls to get creative and have fun! This might mean creating flyers, writing sidewalk chalk messages, or by uploading a video.

• Find resources through GSHCC, Smart Cookies and girlscoutcookies.org/troopleaders.

• Invite girls to host a Facebook Live party with friends and family to get them excited. Ensure proper supervision.

• Remember: Girls should review and apply the Digital Marketing Tips for Cookie Entrepreneurs and Families (girlscoutcookies.org/digitalmarketingtips)

• Tap into your social network to share cookie links following GSUSA online marketing guidance.

• Place girl and troop cookie links front and center.

• Cookie Links can be shared on social networks such as Facebook, Instagram, Nextdoor, YouTube, etc. However, for safety, links should never be posted on resale sites where selling is the primary focus. This includes but is not limited to Craigslist, eBay, Facebook Marketplace, Nextdoor for Sale, etc.

• Consider the logistics, including the details:

• How will cookies be delivered? Parent supervision is required for all in-person deliveries. Avoid distribution where another troop is hosting a booth. Remember that all booth locations must be entered and approved in Smart Cookies prior to attending.

• How will you handle payment? Use girl or troop Smart Cookies link for prepayment. Sales are credited to girls or troops automatically and payments are applied accordingly.

• Virtual Booth dates must be within GSHCC booth sale dates (February 25–March 20).

• NEW! Virtual booths can be tied to an in-person booth appointment in Smart Cookies so customers can pre-order and pick up at in-person booth.

Cookie Drive-Thrus

• Give customers a convenient way to get their cookies by offering a “drive-thru” service.

• Work with your service unit cookie manager and local businesses to secure a safe location and collaborate on advertising these drive-thrus.

• Remember that all booths not hosted on personal property must be entered and approved in Smart Cookies prior to troops hosting the sale.

• Remember to share the National Cookie Finder link on social media. For safety, do not post personal information such as addresses.

• Share drive-thru locations with your community and invite individuals to visit locations while keeping a safe distance.

• Limit the number of girls that are at your pick up location. Ensure that there are at least two adult volunteers on-site.

• Provide a barrier between girls and drive-up customers. Booths must be set up in such a way that girls never approach vehicles in the line of traffic.

• Cookie Drive-thrus must follow booth guidelines.

• Cookie Drive-thru dates must be within GSHCC booth sale dates (February 25—March 20).

Lemonade Stands

What is a Lemonade Stand?

Lemonade Stands work like booth sales but are held on personal, residential property. Families must work with their cookie manager to get inventory and should turn in money to their troop right away following regular troop procedures for money collection.

Lemonade Stand Guidelines

• Held on private, residential property only.

• Residential areas such as parks are considered public areas. These require approval from the site and must be submitted as Troop Secured Booths.

• Cannot be in commercial/business areas.

• Booths in commercial/business areas must be submitted as Troop Secured Booths.

• Do not require approval from GSHCC or service unit cookie manager.

• These are not entered into Smart Cookies for safety as locations are shared in the National Cookie Finder.

• If only one girl is present, can have one adult present. If there are two to four girls present, must have two adults, at least one of which is a registered and background checked volunteer and at least one of which is a female.

• Must follow booth guidelines (unless otherwise noted above).

• Lemonade Stand dates must be within GSHCC booth sale dates (February 25—March 20).

Community Walkabouts and Wagon Sales

• Parent supervision is required for all Walkabouts and Wagon Sales.

• Get the word out! Let your community know that cookies are back by posting flyers or leaving door hanger notes in their neighborhood to inform them when and how girls are planning to sell. Resources are available on the GSHCC website, Rallyhood and in Smart Cookies.

• Plan to set up a Lemonade Stand and invite neighbors to drop by. Share “open” times and locations with their community and on social media.

• Leave door hangers on your Walkabout to advertise your Lemonade Stand.

• Remember not to post personal information, such as address on public pages.

• Walkabout and Wagon sale dates must be within GSHCC booth sale dates (February 25–March 20).

No-Contact Deliveries• Communicate with your customer to determine

where they would like their cookies dropped off.

• Customers can place a prepaid Girl Delivery order and have cookies dropped off on their porch.

• Consider scheduling trunk pick-ups at a central location and scheduling customer pick-up times to minimize the number of people there at once.

• Find a special way to say “thank you!” – whether through a thank you video or a personalized note, your girls will want to show their customers some appreciation!

Cookie Cupboards

What is a Cookie Cupboard?

• A Cookie Cupboard is operated by a volunteer who has offered their space and their time to warehouse an inventory of cookies, in various locations across GSHCC’s 18-county region. Their inventory is based largely on the Planned Orders placed by troops by the Sunday before the restock order is placed.

Plan Ahead:Cookie Cupboards are CLOSED on Mondays. Due to demand and inventory movement, Cupboards are periodically closed throughout the cookie program. If a Cupboard is no longer listed in Smart Cookies, it has been closed. Alternative Cupboards are listed in Smart Cookies.

Remember that inventory cannot be returned or exchanged. Troops are responsible for all inventory transferred to them. Towards the end of the program, GSHCC only restocks Cupboards with the top cookie varieties so not all Cupboards will have every cookie available. GSHCC highly encourages Troop to Troop transfers for this reason, especially towards the end of the cookie program.

Managing Your Troop’s Girl Scout Cookie Inventory

Having an accurate inventory of the cookies in your troop’s possession is very important and key to having a successful cookie program. Inventory management is a critical part of the Girl Scout Cookie Program for your troop and the girls involved. Your troop’s tracking of cookie orders directly impacts your troop’s bottom line. Anytime inventory is given to someone else, the transfer should be entered in Smart Cookies as soon as possible to facilitate inventory management.

• When managing your troop’s inventory, it is important that you do not create a “negative inventory.”

• What is negative inventory? Negative inventory is when a troop’s on hand inventory in Smart Cookies shows up as a negative number in the system. This means that a troop has transferred out more cookies than what they were financially responsible for. When this happens, check to make sure their transfers were entered in the system correctly and Cupboard to Troop (C2T) transfers have been completed.

• What happens with negative inventory? Troops who create negative inventory will be contacted to correct their inventory transfers. If troops or service units do not correct inventory by March 27, GSHCC will process Girl to Troop transfers to correct the discrepancy, which may impact girl rewards.

• Are Cupboard to Troop, Girl to Troop, and/or Troop to Troop transfers correct? Did your troop receive extra inventory at Mega Drop that was not reported?

What Is a Planned Order?

A Planned Order is an order placed at a local Cookie Cupboard by 11:59 p.m. on the Sunday before your troop would like to pick it up. Planned Orders help GSHCC accurately purchase enough inventory to stock Cookie Cupboards with the varieties to meet community demand.

When placing Planned Orders, Smart Cookies will give a list of Cookie Cupboards to choose from, along with available dates and times for the following week. You can pick the location, day, and time that is most convenient for your troop.

Troops must pick up their order within 48 hours of their scheduled time. Orders that are not picked up within that time frame will be canceled and released to make those cookies available for other troops.

What Is an Unplanned Order? An Unplanned Order is an order that is picked up at a local Cookie Cupboard first-come, first-served basis. Unplanned orders should only be used in the event your troop needs more cookies outside of their Planned Order. Unplanned Orders are at the discretion of the Cupboard manager. Please contact your local Cupboard to check if they are accepting Unplanned Orders before you plan to visit.

Contact the Cupboard manager at your preferred location to inquire about available inventory. Capacity to hold excess inventory varies by each Cupboard location.

• If the nearest Cupboard does not have enough inventory to fill a troop’s request, consider having them contact another Cupboard manager or help facilitate a Troop to Troop transfer.

What Is a Transfer Order?

Transfer Orders are how inventory gets assigned to troops and girls in Smart Cookies.

Types of Transfers

Troop to Troop Transfer (T2T)

• To transfer inventory to another troop.

• The troop transferring the inventory out will processthe transfer in Smart Cookies.

• Troops can transfer out individual packages.

Troop to Girl Transfer (T2G)

• To transfer inventory to girls within a troop.

• Reduces troop inventory and increases each girl’spackages sold.

• There are two types of T2G transfers:

• Transfer with financial responsibility in thePACKAGES field.

• Girls will need to turn in collected money tothe troop.

• Transfer without financial responsibility in theBOOTH field.

• Money was collected at a booth.

It is strongly recommended that troops use the Smart Booth Divider to distribute packages sold at a booth. This will also allow troops to track their sale trends at booths.

Girl to Troop Transfer (G2T)

• To transfer inventory from a girl back to the troop andreduce her financial responsibility.

• The troop leader/troop cookie manager can choose toaccept or decline excess inventory from a girl in theevent she has canceled sales. This is at each troop’sdiscretion.

Cupboard to Troop Transfer (C2T)

• Cupboard to troop transfers occur when a troop haspicked up inventory from a local Cookie Cupboard.

• Troop cookie managers should verify that C2Ttransfers are entered accurately and in a timelymanner.

• Cupboards can only transfer out in full cases.

What do troops do with the money they collect?

Troops will deposit all monies (including checks) into their own bank account and the troop’s balance due will be withdrawn via ACH (Automated Clearing House). Provide receipts anytime girls receive or return inventory and any time payment is received. All payments made to a troop by families should be entered in Smart Cookies to reflect accurate girl balances.

Troops who participated in the 2021 Girl Scout Cookie and/or Fall Product Programs will have their bank account information automatically uploaded into Smart Cookies; troop cookie managers will still need to verify bank account and routing numbers for accuracy prior to the first ACH withdrawal date.

New troops or troops with new bank accounts are required to complete and submit the ACH Authorization Form prior to participating in the cookie program. Forms must be submitted by January 31. After January 31, troops will not be uploaded into Smart Cookies until they have provided an ACH Authorization Form. Visit girlscoutshcc.org/resources to fill out the ACH Authorization Form.

Troops are responsible for calculating ACH amounts due. GSHCC will process ACH transactions on the following dates:

Pre-Authorization

February 3 $0.01 deposit

#1 March 10 25% of balance due

#2 March 24 75% of remaining balance due

#3 March 31 Remaining balance due or Deposit for troops due a refund

Troops with non-sufficient funds (NSF) in their account to cover the amount to be withdrawn should notify GSHCC a minimum of three (3) business days prior to the scheduled withdrawal date to request a one week extension. Troops are responsible for all NSF fees incurred if no extension is requested. Requests should be sent to [email protected] for approval. Emails must include troop number and reason for request. This is meant to help troops who may need additional funds but cannot be used to delay all payments until March 31.

Important to note: ACH withdrawals will be uploaded automatically into Smart Cookies and troop balances due will be adjusted. Troops cannot enter troop transactions but they are able to enter girl transactions.

Pre-Authorization Charge

GSHCC will process a pre-authorization charge on February 3 to ensure accounts have been submitted and are valid accounts. The pre-authorization charge will appear as a deposit of one cent into each troop’s bank account and will be listed in Smart Cookies as “Pre-Authorization.” Troops who do not pass the pre-authorization charge will be contacted by GSHCC to correct any errors. Your troop will not be allowed to pick up your Initial Order and Smart Cookies access will be disabled until valid information is provided.

Online Orders and ACHPayments received for online orders (Direct Ship and Girl Delivery) are automatically credited to the appropriate troop and Girl Scout. Payments for online orders are not deposited into troop accounts, unless a troop is due a refund at the end of the program. All payments for online orders are deducted from your troop’s ACH balance due to be withdrawn. For example, Troop A owes $250 to GSHCC. They sold $100 in Direct Ship and Girl Delivery orders. Their ACH balance to be withdrawn would be $150 ($250 due minus $100 in online sales).

Payments: Have Questions? We’ve Got Answers!

Remember that payments should be collected at time of delivery not at the time of order. This is different from the Girl Scout Fall Product Program. The only exceptions are Cookie Share donations and online orders (Direct Ship and Girl Delivery).

Checks

• GSHCC recommends that troops only accept personal checks from friends and family and not in amounts greater than $60.

• Be sure each check is made payable to “GSHCC Troop #”.

• Checks should be endorsed with the bank account number, GSHCC, service unit, and troop numbers.

Cash

• GSHCC recommends that troops not accept bills over $20.

• Be sure to deposit cash often to prevent lost or stolen money.

Credit Cards

• GSHCC will cover Smart Cookies/Heartland fees for the 2022 cookie program. Troops are responsible for any and all fees associated with any other credit card payment systems.

• Troops should not use services like Venmo for collecting payment at booths, as it opens troops up to liability and may violate the software’s terms of service.

• Troops are responsible for reviewing terms of any payment service they use and are responsible for any and all fees associated (with the exception of Smart Cookies/Heartland payment system).

Bounced Checks or Counterfeit Bills?

GSHCC does not recommend taking bills over $20 or checks over $60 since higher denominations are more likely to be counterfeit. Troops who receive counterfeit bills or bounced checks are required to contact GSHCC no later than Monday, March 28. Troops are responsible for any fees associated with bounced checks or counterfeit bills.

Troops will need to follow these steps:

1. Obtain a bank letter showing proof of bounced check or counterfeit bill showing deposit date and amounts.

2. Send a copy of this letter to [email protected].

3. In the email, troops should include service unit, troop number, troop cookie manager name and troop leader name. GSHCC will follow up with the troop directly.

Fees

Troops are responsible for any and all fees incurred from their bank due to depositing money, valid ACH withdrawals and/or use of credit card readers (with the exception of Smart Cookies payment system).

Outstanding Cookie BalancesCaregivers and volunteers are responsible to forward all funds from the Girl Scout Cookie Program to the appropriate person. GSHCC will pursue all options when dealing with the misappropriation (theft and misuse) of Girl Scout funds. Our goal is to ensure that money earned by Girl Scouts and their troops is used to enhance the Girl Scout experience. We encourage all troops to fill out a Cookie Collection report if funds are not submitted by families prior to March 28.

If your troop is having difficulty collecting money from a girl’s parent/guardian, follow these steps:

1. Call the caregiver of the Girl Scout to discuss the situation. Document interactions and attempts to collect.

2. Submit a Cookie Collection Report and supporting documents (Parent Permission Forms, receipts, log of interactions/attempts to collect) to Customer Care no later than Monday, March 28. Collection Reports can be found at girlscoutshcc.org/resources.

3. Your troop will have their ACH balance adjusted prior to the final ACH withdrawal. Credit will be listed as Parent Collection and can be seen in Smart Cookies financial transactions and in Troop Balance Summary Report.

4. Troop cookie managers should not accept any payment after a collection report has been submitted. Please refer any delinquent account inquiries to GSHCC. GSHCC will work with families directly for payment.

Note: Parent Permission Forms are required from all girls participating in the cookie program, and as such, are a requirement when filling out the Cookie Collection Report. GSHCC is unable to help troops recover funds from families without a Cookie Collection Report submitted by the deadline and supporting documentation.

Troop cookie managers are responsible for troop balances due. If GSHCC is unable to collect funds from a troop for their balance due, GSHCC will make attempts to recover funds from the troop.

Theft

• It is the troop cookie manager’s responsibility to safeguard the girls’ money after it has been turned in.

• It is the parent/guardian's responsibility when the money is in the parent/guardian or girl’s possession.

• If cookies and/or money are stolen, the troop will need to follow these steps:

• Report the theft to their service unit cookie manager immediately (within 24 hours).

• Report theft to local authorities immediately (within 24 hours) and obtain a copy of the police report.

• Consider filing a claim with their insurance company. If there is a deductible required GSHCC will not be held responsible for this amount.

• The troop cookie manager is required to notify GSHCC as well as the troop leader with supporting documentation within (24 hours).

• GSHCC will not reimburse a parent, guardian or troop for stolen product or money.

Loss

• If cookies are lost, the troop is financially responsible for those cookies.

• It is the parent/guardian’s responsibility when cookies are in the parent/guardian or girl’s possession.

Misappropriation of Girl Scout Funds Policy

Misappropriation of Girl Scout funds is strictly prohibited. GSHCC reserves the right to pursue collection efforts and/or remove a volunteer or member found to be misappropriating funds. GSHCC reserves the right to remove volunteers for non-compliance/

no response to suspected misappropriation inquiries. GSHCC reserves the right to immediately suspend a volunteer if there is reason to suspect misappropriation of Girl Scout funds.

Examples of misappropriation of Girl Scout funds include, but are not limited to:

• Using Girl Scout funds for personal use

• Girl Scout account funds spent without group approval (troop, service unit, etc.)

• Self-reimbursement

• Funds not benefitting the whole troop/group

• Theft/embezzlement

• Non-Girl Scout related purchases

• Co-mingling Girl Scout funds with personal funds

Performance Management

When a performance issue is identified, inappropriate behavior is displayed or the troop does not follow program guidelines, it will be brought to the attention of the volunteer as soon as possible.

1. Coaching: An informal discussion with the cookie manager and/or troop leader is often sufficient to prompt voluntary corrective action by the volunteer. A summary of the discussion may be given to the volunteer in writing and will be documented in the corresponding troop’s records.

2. Written Warning: When a troop’s performance or behavior necessitates, a written warning will be addressed to the troop with copies to the service unit cookie manager and will be documented in the corresponding troop’s records.

3. Dismissal: If the troop’s performance continues to deteriorate, an acceptable level of performance is not achieved, or the situation merits, the troop will no longer be allowed to participate in the cookie and/or volunteer will be removed from their role.

Wrapping Up the ProgramYour Role

Once you have transferred your troop inventory to the girls in your troop, you will need to create the Main and Troop Recognition Orders by March 23 at 11:59 p.m. If your troop opted for Older Girl Proceeds, you are still required to create a Main Recognition Order which should show patches only. Remember that you must opt into Older Girl Proceeds Plans no later than January 31. If your proceeds plan is not correct, you must contact customer care no later than March 28. GSHCC is unable to change proceed plans after the final ACH withdrawal date.

Note: Troops who do not place a Main Recognition Order will not receive reward items. The Troop Recognition Order ensures troops receive Troop Treasure, if earned. Troops who are not able to clear their balance due will go into a collection process and will not receive Troop Treasure.

Remember to notify your service unit cookie team of any reward discrepancies within 24 hours. All reward discrepancies must be resolved no later than June 1, 2022 to meet ABC Bakers and GSHCC deadlines for replacement.

Final Reports

You are responsible for saving Smart Cookies Reports by the end of the cookie program. Parents, troops, and service units will lose access to Smart Cookies in May 2022. After this time, Smart Cookies can no longer be accessed as the website closes for the season. GSHCC is also unable to access Smart Cookies once this happens. Recommended reports include:

Remember to count rewards prior to distribution. Reward discrepancies must be reported to service unit cookie teams within 24 hours. All rewards should be distributed to girls by June 1, 2022.

ABC Bakers: One of two bakers licensed by Girl Scouts of the USA to provide cookies for the Girl Scout Cookie Program.

Automated clearing house (ACH): The electronic transfer of money from one bank account to another via computer-based systems, without the direct intervention of bank staff.

Bakers: The licensed companies that supply Girl Scout Cookies to councils. There are two licensed bakers, ABC Bakers and Little Brownie Bakers. Cookies with the same flavor profile may have different names depending on baker of origin (e.g. Samoas are from LBB and Carmel deLites are from ABC).

Booths: Public location of a stationary sale of Girl Scout Cookies.

Case: Term used for a container of 12 packages of Girl Scout Cookies.

Cookie Cupboards: Volunteer-staffed or council employee-staffed cookie storage locations (such as warehouses or council offices) where volunteers can pick up cookie restock orders.

Cookie Share: Packages of cookies purchased by customers that GSHCC will deliver to the military or other nonprofits on behalf of our troops. The girls collect the money but do not physically take possession of the cookies.

Delivery agents: The transport companies that handle product delivery for Girl Scout councils.

Direct Ship: An online sales platform for Girl Scout Cookies, designed to supplement and enhance the traditional cookie program. Smart Cookies lets customers order cookies through an online system and have their cookies shipped directly to them.

Early Reward: Rewards girls or troops earn based on their first order placed with their council.

gsLearn: An online learning site that allows for just-in-time training and the ability to track all accomplishments, both online and in person. Learn at your own pace, access additional resources, and repeat info when needed.

Initial Order: This is the first order the council places with its baker for cookies, which includes girls' orders and troops’ orders.

Jurisdiction: The geographic area over which a Girl Scout council’s authority extends.

National Cookie Finder: Found at girlscoutcookies.org; members of the public can type in their type in your zip code to locate a cookie booth near you.

Package: Term for a single container of cookies.

Parent Permission Form: Form giving parental permission for a girl to sell cookies and acknowledging family responsibility to pay for all cookies ordered on their behalf.

Per Girl Average (PGA): The average number of packages girls sell. This could be determined for a troop. Calculated by taking total packages sold divided by total girls selling.

Registered member: A person who has paid annual dues to be a member of Girl Scouts or is a lifetime member of Girl Scouts.

Rewards: Merchandise or cookie credits given to acknowledge a girl’s efforts in the cookie program.Rewards are based on the number of packages sold during the cookie program.

Retail Price: The price the customer pays for a single package of cookies.

The Five Skills: Girls participating in the Girl Scout Cookie Program earn funds for their Girl Scout activities while learning key skills that will help them in business and life. Goal Setting, Decision Making, Money Management, People Skills, and Business Ethics.

Training: Training to help volunteers and parents focus on the benefits girls have received for decades from participating in council product programs. Can be online and/or in-person sessions to train volunteers.

Troop proceeds: The portion of cookie earnings that a troop keeps and spends on the items its members decide to fund, for example trips or community service projects.

Troop Treasure: Earned rewards for girls participating in the cookie program, based on sales activity. Troop Treasure can be spent on Girl Scout programs and mission–related items and services such as camping and other events, troop activities, or Girl Scout merchandise.

Warehouse: A large facility that a council may use to store its cookies.
