A Message from the North Allegheny School DistrictWelcome to the 2021-2022 school year! North Allegheny’s mission, “Preparing All Students for Success in a Changing World,” continues to be the guiding principle each and every day. As a school district that is recognized as one of the best in the nation, commonwealth, and region, it is our priority to continue to seek innovative opportunities that allow students and staff to grow and flourish, while honoring the traditions that have led us to where we are today.

This year we will focus on creating a new comprehensive plan for the District that will provide us with the opportunity to set our goals and clearly communicate our actions. We look forward to collecting feedback from our stakeholders to ensure that we have a plan that is inclusive of the needs of all students and families.

As a school district that embraces the many cultures that make up our community, we will continue to foster a welcoming, respectful environment for all students and staff members. We strongly believe that in order to prepare all students for success in a changing world, our students must be able to learn in an inclusive environment where differences are embraced.

The North Allegheny School District Board of School Directors is comprised of nine committed and experienced individuals whose mission is to deliver outstanding educational opportunities to our children.

Roles and Responsibilities The Board of School Directors is the policy-making body of the District, deriving its legal authority from the statutes of the Commonwealth of Pennsylvania. It sets the exemplary standards that best serve the interests of the children and the residents of the District. Board members are elected by popular vote to two- or four-year terms. Service as a Director is voluntary. The Board selects the Superintendent as the District’s Executive Officer and delegates the responsibility for implementing its policies and priorities to the Superintendent.

Meetings The Board of School Directors usually meets on the third and fourth Wednesdays of each month in the Board Room at the Central Administrative Offices at 7 p.m. Occasionally that schedule varies due to conflicts with holidays or other important District events.

Public InformationThe School Board link on the North Allegheny School District website, www.northallegheny.org, provides the Board’s meeting schedule, Board Folders/Agenda Items, e-Reports/Official Minutes, presentations from School Board Meetings, and Legislative Reports. Beginning in March 2017, the North Allegheny School District began posting all School Board documents through BoardDocs. The School Board Secretary can be reached at 412-369-5419.

Public Input The School Board encourages residents to attend meetings and welcomes comments and suggestions on any topic from its constituents. There are a number of ways for residents to communicate with the Board. Written correspondence may be addressed to the Board of School Directors at the Central Administrative Offices. Comments or questions may also be sent via e-mail to [email protected] or faxed to 412-397-8728.

In addition, residents are invited to speak at public Board meetings during the designated time periods indicated on each agenda. Comments related to voting items are heard prior to Board action. Individuals who sign up to speak in advance are allowed five minutes, but time is also allotted for those who do not register in advance in two minute increments. The North Allegheny School District serves the municipalities of Bradford Woods Borough, Franklin Park Borough, Marshall Township, and the Town of McCandless – which covers a total of 48 square miles. This attractive suburban-residential community (pop. 45,000+) is located twelve miles north of Pittsburgh. North Allegheny is the largest suburban school district in Allegheny County and one of the largest employers in the North Hills of Pittsburgh.

FAST FACTS

ABOUT THE COVER

The “Annual Tiger Painting” has been a NAI tradition since 2007, and a “rite of passage” experience for students in the art program. Sophomore students in Drawing and Painting 3 create a painting that is their own unique expression of our school district’s mascot, the Tiger.

Once complete, the paintings are displayed in Tiger Hall (the main hallway of NAI), with one painting chosen by the 10th grade class to be permanently framed and displayed as the official “class painting.”

For many students in class, it is the first time that they create such a large artwork, with each painting being 30” x 30” in size. It is also the first time for many students to stretch and paint their own canvas. Students learn how to plan and execute a large-scale work from start to finish, as well as a variety of painting techniques that help them to achieve their creative goals.

Sophomore Heidi Santolla’s painting was chosen to represent the Class of 2023. Her painting will be the 14th to be permanently framed and displayed in Tiger Hall.

FERPA Every parent/guardian has the following rights guaranteed by the Family Educational Rights and Privacy Act (FERPA) relative to his/her student’s educational records:

1. The right to inspect and review the student’s education records within 45 days after the day the school receives a request for access. Parents/guardians who wish to inspect their student’s records should submit to the school principal a written request that identifies the records they wish to inspect. The school official will make arrangements for access and notify the parents/guardians of the time and place where the records may be inspected.

2. The right to request the amendment of the student’s education records that the parents/guardians believe are inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA. Parents/guardians who request to amend their student’s education record should write the school principal, clearly identify the part of the record they want changed, and specify why it should be changed. If the school decides not to amend the record as requested, the school will notify the parents/guardians of the decision and the right to a hearing regarding the request for amendment.

3. The right to provide written consent before the school discloses personally identifiable information from the student’s education records, except to the extent that FERPA authorizes disclosure without con sent. One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests.

4. The right to file a complaint with the U.S. Department of Education concerning alleged failures to comply with the requirements of FERPA. Gold Card Program for Senior CitizensNASD extends special privileges to Senior Citizens in our community who join the Gold Card Program. The benefits include free admission to athletic events, a membership to the Baierl Fitness Center, special performances of school plays and musicals, and the Senior Citizens’ Prom. District residents who are 62 years of age or older may obtain a card by visiting the Central Administrative Offices.

Graduation Credit Requirements NASD students must earn 24 credits to graduate. Those credits must be earned in specific curricular areas, which are outlined in detail in the Program of Studies found on the District website. For more detailed information, please contact your student’s counselor or call the Office of Secondary Education at 412-369-5896.

Health ServicesThe Health Services Department focuses on prevention, early intervention, and strengthening of the ability of children, youth, and families to practice a healthy lifestyle. State-mandated health screenings and examinations are required for students at various grade levels. School nurses conduct annual vision testing and height/weight measurements including Body Mass Index (BMI) and BMI percentile at all grade levels. Hearing tests are performed upon school entry, in grades 1, 2, 3, 7, and 11, and yearly for all students in special education classes. Scoliosis screenings are conducted in grades 6 and 7. Physical exams are required for students upon their original entry to school and again in grades 6 and 11. Dental exams are required for students upon their original entry to school and again in grades 3 and 7. Students requiring physical examinations are encouraged to have them done by their Primary Care Provider. Accordingly, students requiring dental examinations are encouraged to have them done by their family dentist.

Students MUST have updated immunizations to attend school. Students who do not have updated immunizations or records will be excluded from school until such time that immunizations, records, and/or documents are provided. The Pennsylvania Interscholastic Athletic Association requires physical exams for all students who train or practice for a sport. Information about sports physicals is available on the NA Athletics Department web page.

Keystone ExamsThe State Board of Education has approved legislation related to a series of mandatory end-of-course exams called Keystone Exams. At this time, students in the Commonwealth of Pennsylvania are required to take Keystone Exams in Algebra I, Biology, and Literature. These exams are administered when students complete the related course. Opportunities for retesting are provided. Beginning with the graduating class of 2023, additional pathways to graduation will also go into effect. These pathways include:

• Scoring proficient or advanced on each Keystone exam - Algebra I, Biology, and Literature.

• Earning a satisfactory composite score on the Algebra I, Biology, or Literature Exams.

• Earning a passing grade on the courses associated with each Keystone Exam, and satisfactorily complete one of the following: an alternative assessment (SAT, PSAT, ACT, ASVAB, Gold Level ACT WorkKeys), advanced coursework (AP, IB, concurrent enrollment courses), pre-apprenticeship, or acceptance in a 4-year nonprofit institution of higher education for college-level courses.

• Earning a passing grade on the courses associated with each Keystone Exam, and pass the National Occupational Competency Testing Institute (NOCTI) or the National Institute of Metalworking Skills (NIMS) assessment in an approved Career and Technical Education concentration.

• Earning a passing grade on the courses associated with each Keystone Exam, and demonstrate readiness for postsecondary engagement through three pieces of evidence from the student’s career portfolio aligned to student goals and career plan. Examples of evidence will include ACT WorkKeys, SAT Subject tests, AP, IB and concurrent coursework, higher education acceptance, community learning project, completion of an internship, externship or co-op or full-time employment.

In addition, the Pennsylvania Department of Education requires schools to set rules and take certain steps to protect test materials. One step or rule required in all schools is that electronic devices are not permitted at test sites. Electronic devices include cell phones, smartphones, E-readers, Nooks, Kindles, iPads, iPods, tablets, camera-ready devices, and any other electronic device which can be used to photograph or duplicate test materials, access the Internet, and/or communicate with others during the administration of the Keystone Exams. Possession and/or use of a cell phone or other electronic devices during the administration of the Keystone Exams will be subject to the Code of Conduct. An additional requirement from the Department of Education mandates the test will not be scored and the student will be required to retake the entire exam.

Kindergarten Registration Kindergarten registration opens in January 2022. The locations and times of registration are printed in the Calendar and on the District website. To register, children must be five years of age on or before September 1 of the year they will begin Kindergarten. Parents/Guardians are required to provide an original birth certificate, the child’s most recent immunization record, two proofs of

residency, and a Parent/Guardian ID. Additional Health Services documents are not required to complete registration but are needed prior to the first day of school. A link to begin registration can be found on the North Allegheny website.

McKinney-Vento Homeless Assistance ActThe McKinney-Vento Homeless Assistance Act provides guidelines for school districts to assist students and families who find themselves in a situation where they are homeless. The Act requires that students who qualify as homeless are able to remain at their current school or enables them to immediately register to attend school.

The McKinney-Vento Act defines homeless Children and Youth as individuals who lack a fixed, regular, and adequate nighttime residence, which includes the following conditions:The act provides examples of children who would fall under this definition:

• sharing housing of other persons due to loss of housing, economic hard-ship, or a similar reason.

• living in motels, hotels, trailer parks, or campgrounds due to lack of alter-native accommodations.

• living in emergency, or domestic violence shelters.

• abandoned in hospitals.

• living in public or private places not designed for or ordinarily used as reg-ular sleeping accommodations for human beings.

• living in cars, parks, public spaces, abandoned buildings, substandard housing, bus, or train stations, or similar settings.

• living as migratory children who qualify as homeless because they are liv-ing in circumstances described above.

NA Athletic Hall of Fame The North Allegheny Athletic Hall of Fame was formed in 1997 to honor individuals for athletic excellence. A new class of inductees is honored annually in the fall. NA FoundationNorth Allegheny Foundation (NAF) is a broad-based community organization with a mission to enhance and enrich the educational experience at North Al-legheny. The Foundation is governed by a Board of Trustees that represent a di-verse group of community and business leaders who are dedicated to supporting excellence in education. Since 1989, NAF has distributed over $560,000 in grants to NA schools and thousands more in scholarships to outstanding graduating seniors.

Notification of Pesticide and/or Herbicide Use Pennsylvania Act 35 and Act 36 require every school district in Pennsylvania to create and implement an Integrated Pest Management (IPM) Plan that includes notifying registered individuals when pesticides will be used and posting signs in the areas where pesticides will be used. Any student or employee who is highly sensitive to pesticides and/or herbicides and would like to be notified by the District before an application of pesticides inside or outside of school facilities occurs should request and complete a Notification Form. Forms and more details are available in all school offices and on the District website.

Air Force JROTC The Air Force Junior ROTC is an Aerospace Science and Leadership Program, grounded in the Air Force core values of integrity first, service before self, and excellence in all they do. The curriculum emphasizes the Air Force heritage and traditions, the development of flight, applied flight sciences, military aerospace policies, and space exploration. The program contact is CMSgt. Approved Wipes/Sanitizers/Cleansers for Classroom Use NASD has created a list of disinfecting wipes, hand sanitizers, and general cleaners that have been approved for use in classrooms, available on the District website. Safety Data Sheets are available for each of the items on this list. Parents/guardians are asked to refer to these lists before sending items for classroom use out of courtesy for students who have allergies, breathing conditions, etc. This does not apply to products students bring for personal use.

AttendanceTo be successful in the pursuit of an excellent educational experience, it is essential for students to maintain a good attendance record. If a student is tardy or absent, a written excuse signed by the parents/guardians stating the date and reason for the absence must be presented to the school office before a student resumes attendance.

Baierl Center The Baierl Center, located on the campus of the North Allegheny Senior High School adjacent to the Newman Stadium, offers a variety of amenities that are available for use by community members. These include an indoor multi-purpose room, meeting and conference rooms, a fitness center, an indoor track available to the public, and a training and rehabilitation center for student use only. During the school year, the Baierl Center is open to members Monday through Saturday with hours that vary throughout the school year. The Center is closed on Sunday. When NASD is closed due to inclement weather or other emergencies, the Baierl Center is also closed. When the District is operating on a delay schedule, the Baierl Center morning session (5-7 a.m.) is canceled. Please visit the Community link on the District’s website for complete details. Blackboard for Grades K-12NASD uses Blackboard for its learning management system for grades K-12. This online resource offers a blended learning environment that links class agendas, calendars, resources, and other instructional materials directly from the teacher to the student. Students and parents can access Blackboard through the TigerID portal, https://login.northallegheny.org. Additional information about the District’s Blackboard environment is available at www.northallegheny.org/blackboardforparents.

Bus Transportation and Safety NASD provides transportation for all students in accordance with the School Laws of Pennsylvania. Students will be notified of their assigned bus stop by email prior to the start of the school year. Students should arrive at their bus stop at least five minutes before the scheduled bus arrival time. On rare occasions, a bus may be delayed. Students should wait at least 30 minutes before leaving their bus stop unless a parent/guardian determines that weather conditions will not allow waiting. Courteous and respectful behaviors on the school bus and at bus stops are a matter of safety.

All students who take advantage of District transportation are asked to obey the following rules:

• Do not play or stand in the street while waiting for the bus or after leaving the bus.

• Board and depart the bus in an orderly manner.

• Always cross 15 ft. in front of the bus. Cross only when red lights are flashing and traffic is stopped. Do not cross behind the bus.

• Remain visible to the bus driver at all times. Stay in assigned seats.

• Observe classroom conduct on the bus. Talk quietly. Be polite. Do not use abusive language.

• No eating, drinking, using tobacco products, radios/CD players/iPods/iPads, electronic games, cell phones, etc.

• No animals.

• Bring only items that fit on your lap on the bus.

• Keep the bus clean. Do not tamper with bus equipment.

• Cooperate with your driver.

• Follow all rules posted in the school bus.

Audio/Video Recording on School BusesNASD is permitted by law to equip school buses and vehicles with audio and/or video recording equipment. The School Board authorizes the use of such equipment for school discipline and security purposes.

Central Administrative Offices (CAO)NASD Central Administrative Offices (CAO) are located at 200 Hillvue Lane, Pittsburgh, PA 15237. The receptionist maintains lobby and phone hours from 7:30 a.m. to 4:00 p.m. Monday through Friday, except during District holidays.

College Entrance ExamsMost colleges and universities require applicants to submit scores reflecting their performance on the SAT or the ACT. Both of these exams are administered at NASH and in other locations in the metropolitan area, but students must register in advance and pay a fee to participate. Students may retake the exams as often as they choose. Students are also responsible for requesting that their scores on these exams be submitted by the testing organizations directly to the colleges and/or universities to which they intend to apply. For more detailed information, students should contact the NASH School Counseling Office at 724-934-7221 or 724-934-7224. Scheduling information can be found on the District website.

Custody/Court Orders At times, there are legal papers in the form of custody agreements or court order documents that pertain to students and their specific circumstances. A notarized copy of any of these forms may be presented to the school office annually. Even if the paperwork isn’t modified or canceled, parents/guardians may be required to submit copies at the start of each school year to assume that any necessary paperwork is up-to-date.

Distinguished Achievement AwardsThe Board of School Directors honors students and employees who have achieved commonwealth and national recognition by presenting them with Distinguished Achievement Awards (DAA).

Electronic Surveillance SystemsIn order to promote a safe school environment, NASD has installed electronic surveillance systems to monitor activity on school property and in school vehicles as one measure of prevention and protection. The use of video and/or audio recordings obtained by surveillance equipment is subject to District policies addressing the confidentiality of student and staff records. Information obtained from electronic surveillance systems may be used by the administration to assist in an investigation to determine whether a group or individual has committed an unlawful or an unsafe act. Violations of the District’s Code of Conduct will result in appropriate disciplinary consequences. Any activity detected through the use of surveillance cameras that might constitute a violation of the law will be reported to the appropriate law enforcement agency.

Elementary Conference DaysElementary Conference Days provide parents/guardians with the opportunity to speak with teachers regarding their student’s progress. Report cards will be available prior to the conference days to allow parents/guardians to review the report cards before attending. Elementary Conference Days are scheduled for Monday, November 1, and Tuesday, November 2.

ESL Program NASD provides a program for each student whose dominant language is not English for the purpose of facilitating the student’s achievement of English proficiency and all academic standards. The family of each student who enrolls in the District is asked to complete a home language survey. If a student’s home language is not English, an English proficiency assessment is given. Students who do not demonstrate English proficiency are scheduled for appropriate English as a Second Language (ESL) instruction. Questions regarding the ESL program may be referred to the student’s assigned school building principal or the Director of Curriculum, Assessment, and Professional Development at 412-630-5826.

Opportunities to Get Involved Citizens’ Advisory Committee (CAC) - District residents who serve on the CAC are leaders in the fields of finance, education, law, administration, management, and leadership. This group of distinguished volunteers meets to discuss various aspects of District operations. For more information, please call 412-369-5419.

Superintendent/Parents Liaison Committee (SPLC) – The SPLC is a group of parent communicators appointed by each school. The group meets monthly with the Superintendent. Meetings are open to interested community members who wish to observe.

Principal Coffees – Principal Coffees are for parents/guardians whose children attend CMS, IMS, MMS, NAI, or NASH. The purpose of the Principal Coffees is to engage families with the work of the school. For information about the program in each building, contact the school office.

Participation FeesParticipation fees are in effect for many extra-curricular activities, such as interscholastic athletics, marching band, intramurals, and various select ensembles and clubs. The School Board passed Policy #242 - Extracurricular Activities, which includes participation fees as a result of the significant and increasing financial challenges facing NA and most public school districts. The implementation of such strategies—such as a participation fee for extra-curricular activities—is necessary to offset costs and help continue the depth and breadth of such programs. There are three participation fee categories:

• Interscholastic Athletics - $75 per season per athlete with a student and/or family cap of $225

• Marching Band - $50 per season per marching band participant with a family cap of $150

• Other - $25 per activity per participant with a student and/or family cap of $75 (e.g., intramurals, club sports, select ensembles, and select competition groups)

Therefore, the maximum amount that any family will pay is $450, or the sum of the family caps in each category ($225 + $150 + $75 = $450). A provision for economically disadvantaged students is included in this plan. There are more details, including a Frequently Asked Questions document, available about participation fees on the District website.

PaySchools CentralPaySchools Central is a secure, online payment option for the convenient and secure management of a student’s lunch account. This resource makes it easy to apply funds to a student’s account and to check an account balance. PaySchools Central accepts credit card and checking account prepayments 24 hours a day with an automated update to the POS system at the school. It allows parents/guardians to fund their student’s account from the comfort of their home or office, night or day. Registration, credit card information, and checking account information are protected on PaySchools Central with the most advanced Internet security. For more information, follow the quick link at www.northallegheny.org. Every NA student is assigned a six-digit PIN upon his/her enrollment. The PIN number is used for two purposes. The first purpose is to verify student identity and reference important student information like food allergies, dietary restrictions, and limitations on purchases established by parents/guardians. The second purpose is to subtract monies from student accounts to eliminate the need for students to pay with cash. All students have the option of paying by cash or with their PIN number. Payments to establish student accounts may be made at the point of sale, with his/her PIN number clearly indicated on the check. Pre-printed envelopes for this purpose are available in each school cafeteria. Checks should be made payable to “NASD Cafeteria Fund”. Questions regarding account balances or requests for patron participation reports may be directed to the Food Service Office at 724-934-7201. Pennsylvania System of School Assessment (PSSA) PSSA includes assessments in English Language Arts and Mathematics which are taken by students in grades 3, 4, 5, 6, 7, and 8. Students in grades 4 and 8 also take the Science PSSA. The English Language Arts and Mathematics PSSAs include items that are consistent with the Assessment Anchors/Eligible Content aligned to the Pennsylvania Core Standards in English Language Arts and Mathematics. The Science PSSA includes items that are aligned to the Assessment Anchors/Eligible Content aligned to the Pennsylvania Academic Standards for Science, Technology, Environment, and Ecology.

Release of Information to Military RecruitersNASD will provide student names, addresses, and phone numbers to military recruiters upon request, unless a parent/guardian and/or student has opted out of providing such information. Parents/guardians and/or students may choose to opt out no later than October 2, 2021 by providing a written request to the School Counseling Department, North Allegheny Senior High School, 10375 Perry Highway, Wexford, PA 15090-9210. This information is provided as required by Section 9528 of the ESEA, 20 U.S.C. §7908 as amended by NCLB and 10 U.S.C. 503, as amended by §544 of the National Defense Authorization Act for Fiscal Year 2002 (Pub. L. No. 107-107).

Safe2Say SomethingAs required by Pennsylvania Act 44 of 2018, NASD participates in the Safe2Say Something (S2SS) Anonymous Reporting System. Safe2Say Something is a school safety tool for students, staff, and communities to anonymously report unsafe, potentially harmful, dangerous, violent, or criminal activities in a school entity or the threat of activities in a school entity.

Through S2SS, students, staff, parents/guardians, and community members will be able to submit an anonymous tip through the Safe2Say Something system in one of three ways:

• A mobile app, which is available for download on Apple and Android devices for free

• The Safe2Say Something website, www.safe2saypa.org

• A 24/7 phone line, 1-844-SAF2SAY (1-844-723-2729)

Once the report is made, the following steps will take place:

• The crisis center, staffed by the Office of the Attorney General, will review, assess, and process all submissions.

• The crisis center will send all submissions to a team of North Allegheny administrators and/or law enforcement officials for intervention.

• If needed, the crisis center may contact the tipster anonymously through the app.

SAT Prep NASD offers a series of preparation classes to help students familiarize themselves with strategies designed to enhance their success on the assessments. Registration information for Kaplan SAT Prep courses can be found in the Student Services area of the website or by calling the Student Services Department at 412-635-4110.

In addition, the District provides all students in grades 9-12 with access to a Kaplan SAT and ACT Online Test Prep Course 24 hours a day free of charge. For information about how to access the free Kaplan SAT and ACT Online Test Prep, please contact the School Counseling Offices at either the North Allegheny Intermediate or Senior High School or visit the School Counseling section of the website.

School Lunch ProgramNutritious meals that emphasize quality and variety are available to students at every District school. Printable versions of monthly menus are posted on the District website. Students may make cafeteria purchases by utilizing the Point of Sale (POS) computerized debit system, which requires them to provide their Personal Identification Number (PIN).

SchoolMessenger Emergency Notification SystemSchoolMessenger is a web-based automated system and is one of NASD’s com-munication vehicles for the delivery of information to parents/guardians and staff via phone, email, and/or text. Messages may include attendance notifica-tions, school delays or cancellations, information about a serious health-related issue, or a crisis response update.

SchoolMessenger and Tyler SIS Student 360 sync on a daily basis. This means that if you change a contact phone number or email address in Tyler, SchoolMessenger will be updated automatically with that new information the following day. All parent/guardian phone numbers and email addresses are imported into SchoolMessenger from Tyler. SchoolMessenger imports the cell, home, and work phone numbers, as well as the email, provided in Tyler for LV1, LV2, and Non-Custodial contacts. To see your information in Tyler that is imported, log in at https://portal.northallegheny.org/tsi_live and select the Student Details tile and view the information under the “Parent/Contact Details” heading. Smoke-Free PolicyThe NASD Board of School Directors passed policies #222, #323, #423, and #523, declaring all District-owned property, facilities, buses, and athletic fields to be “no smoking/no tobacco zones.” Tobacco use includes use or possession of a lighted cigarette, cigar, pipe, or other lighted smoking equipment; any smokeless tobacco product; any other nicotine product; as well as e-cigarettes or vapors. This policy applies to all persons, including students, parents/guardians, employees, officers, volunteers, visitors, etc. The use of tobacco products is also prohibited at the Carl E. Newman Stadium and in the surrounding complex at all times. This policy is in line with the Pennsylvania Legislature’s School Tobacco Control Law, Act 168 of 1977 and Act 128 of 2000.

Standardized Tests NASD students participate in several different standardized exams over the course of their experience in the K-12 program. Each exam provides important information about a particular aspect of a student’s academic growth and achievement. Parents/guardians are urged to ensure that students attend school all day on every testing day. The insights provided by standardized tests are used to make critical decisions about curriculum and instruction. Specific information regarding testing dates can be found on the District website.

Student 360Student 360 (student data portal) is a web-based grade book and reporting system that provides parents/guardians and students access to student records related to their schedule and academic performance. Student 360 can be accessed by visiting https://portal.northallegheny.org/tsi_live.

Student Parking Permits NASH students who wish to drive to school can register for driving/parking privileges by purchasing parking tags in August as listed in this calendar. In order to register, students must bring all required documents, including the NASH parking application with parent/guardian signature which will be available online. Students must submit their driver’s license and the owner’s card for each vehicle to be registered. The total cost for the registration and parking permit is $100.

Student Photos/Interviews/Reproductions of Original WorkSchool Board Policy allows the District to photograph or videotape students and their work for use in District publications, including but not limited to newspapers, newsletters, marketing materials, the District website, and social media. Parents/guardians who do not wish photographs of their child(ren) or their work to be used in District publications must notify their child’s school principal in writing at the start of the school term.

Student Records are Confidential NASD protects the confidentiality of personally identifiable information for all students in accordance with state and federal law and the District’s student records policy. Your child’s records cannot be released without your written consent except for directory information and incidents specified in the policy. Directory information may consist of name, address, telephone number, date and place of birth, major field of study, honors won and offices held, recognition for achievements, post high school endeavors, recognition of graduating seniors, participation in officially recognized activities and sports, weight and height (for members of athletic teams), dates of attendance, enrollment status, degrees and awards received, and the last educational agency or institution attended by the student. If you do not want directory information about your student transferred, you may prevent release by contacting the District in writing within 30 days from receipt of this notice. Please address such requests to the building principal.

Student RegistrationAll new/re-enrolling student registrations are processed at the Central Administrative Offices between the hours of 8-11 a.m. and 1-3 p.m. Parents/guardians must go to the District website to complete the registration forms, upload supporting documents, and then schedule a virtual appointment. Once scheduled for an appointment, parents/guardians will be able to finalize the registration. Parents/guardians with questions related to the online registration process can call 412-369-5434.

Superintendent’s CoffeesThe Superintendent will be hosting a series of Coffees in various schools around the District in the 2021-2022 school year. Parents/guardians and any interested community members may attend a Coffee at any location. Dates, times, and lo-cations are as follows:

The Superintendent will also host a Newcomers’ Coffee for new families of the District on September 2 at 9:30 a.m. at the Central Administrative Offices.

TIPSlineAny student, parent/guardian, or resident who would like to leave a free and anonymous message relative to school safety may call the TIPSline at 724-933-TIPS (8477). Please do not hesitate to call if you have a concern or information you think someone should know about or look into further. The line is monitored 24/7 by law enforcement.

Traveling Art Gallery Program (TAG)The Traveling Art Gallery Program is a visual literacy and art appreciation pro-gram in all elementary schools staffed by parent/community volunteers who deliver engaging lessons incorporating facts about the lives of visual artists and their work. Volunteers utilize VTS (Visual Thinking Strategies) to lead K-5 students in discussions about the artwork, enhancing elementary students’ critical think-ing, and communication skills. Grant funding and community donations have supplied sets of beautifully framed, culturally diverse, art prints in each building.

Visitor Procedures NASD buildings are equipped with video phone systems to enhance our security procedures at each main entrance. All visitors during school/business hours are required to register, show state-issued identification, and wear a visitor’s badge at all times. Visitors are also required to sign out and turn in their visitor badge before leaving the building through the main entrance. The Raptor Visitor Management System is used at each of the District’s buildings during normal hours. This system will manage all visitors, contractors, and volunteers to the building and check them against a national database of registered sex offenders. Once approved, the system will generate a name tag for approved visitors which will contain a picture of the visitor, the date, and purpose of the visit.

Volunteers in Our Schools The students of NASD benefit greatly from the support and contributions of our parent/guardian volunteers. The NA Board of School Directors Board Policy #916, in accordance with recent legislation, requires parents/guardians to have clearances on file with the District in order to function in the majority of volunteer roles. YMCA Program for ChildcareNASD partners with the Baierl Family YMCA to provide daycare for District students before and after school hours. The program is offered to all elementary students, but is hosted at Franklin, Marshall, and McKnight Elementary Schools only. Morning hours are 7-9 a.m., afternoon hours are 3:30-6 p.m., and bus service is available. The student-teacher ratio is 10:1. The program is state-licensed and a full-time director is at each site. Responsible Computer, Telecommunications, and Information Technology Use PolicyNorth Allegheny School Board Policy #224.1

1.0 Purpose

The North Allegheny School District provides students and guests (“users”) access to technology resources including, but not limited to, electronic communications systems, computers, computer networks, networked devices, hardware, software, Internet access, mobile devices, peripherals, copiers, and cameras.

The Board supports the use of the District’s technology resources to facilitate teaching and learning, to provide access to information, to aid in research and collaboration, to foster the educational mission of the District, and to carry out the legitimate business and operation of the District.

The use of the District’s technology resources is for appropriate school-related educational and operational purposes consistent with the educational mission of the District. Use for educational purposes is defined as use that is consistent with the curriculum adopted by the District as well as the varied instructional needs, learning styles, abilities and developmental levels of students. All use for any purpose must comply with this policy and all other applicable codes of conduct, policies, procedures, and rules and must not cause damage to the District’s technology resources.

2.0 Definitions

Privilege – access to and the use of the District’s computers, network and information technologies shall be considered a privilege, and not a right or entitlement.

Instruction in Usage – the District shall establish procedures and ensure that students are properly instructed in the appropriate usage of the District’s computers, network and information technologies.

Filtering Program – a firewall and/or a filtering program that monitors and blocks objectionable materials from being accessed or received over the Internet.

System Configuration – each school computer is configured to access the District’s network and to provide each user with the appropriate software.

District Technology Resources – all technology owned and/or operated by the District, including computers, projectors, televisions, video and sound systems, mobile devices, calculators, scanners, printers, cameras, portable hard drives, hardware, software, routers, and networks, including the Internet.

User – anyone who utilizes or attempts to utilize District technology resources while on or off District property. The term includes, but is not limited to, students, staff, parent(s) and/or guardian(s), and any visitors to the District that may use District technology.

3.0 Access To and Use of Facilities

The District’s computers, network, and information technologies may be made readily available to students and considered as tools that are integral to their educational experience. District technology resources may be assigned or allocated to an individual user for his or her use (e.g., individual e-mail accounts, laptop computers, etc.). Despite being allocated to a particular user, the technology resources remain the property of the District and may be revoked, suspended, or inspected at any time to ensure compliance with this and other District policies. Any security problems are to be reported to the teacher or building administrator and are not to be demonstrated to others.

This policy will be distributed to all students for their review and will be permanently posted to the District’s website. Students will be asked to sign or otherwise indicate receipt of this policy.

4.0 Internet Filtering and CIPA Compliance

The District utilizes content and message filters to prevent users from accessing material through District technology resources that has been determined to be obscene, offensive, pornographic, harmful to minors, or otherwise inconsistent with the District’s educational mission. The filtering software shall not be intentionally disabled at any time; such acts may result in disciplinary action.

The Superintendent or designee shall establish a procedure for users to request that a legitimate website or educational resource not be blocked by the District’s filters for a bona fide educational purpose.

The Board directs that the Superintendent or designee ensure that students at the elementary, middle school, and high school levels are educated about appropriate online behavior.

5.0 Guidelines

The District reserves the right to monitor any user’s utilization of District technology resources. Users have no expectation of privacy while using District technology resources whether on or off District property. The District may monitor, inspect, copy, and review any and all usage of District technology resources including information transmitted and received via the Internet to ensure compliance with this and other District policies, and state and federal law. All e-mails and messages, as well as any files stored on District technology resources may be inspected at any time for any reason.

District technology resources shall be periodically monitored to ensure compliance with this and other District policies including monitoring of users’ online activities. The network administrator designated by the Superintendent shall ensure that regular monitoring is completed pursuant to this section. Violations of this policy, any other School District policy, may be discovered by routine maintenance and monitoring of the District technology environment.

However, the Superintendent, or his/her designee, shall also implement procedures to ensure that District technology resources are not utilized to track the whereabouts or movements of individuals, and that remotely activated cameras and/or audio are not utilized.

Federal laws, cases, and guidelines pertaining to copyright govern the use of material accessed through District resources. Users will make a standard practice of requesting permission from the holder of the work; comply with the Fair Use Doctrine, and/or complying with license agreements. Violations of copyright law include, but are not limited to, the making of unauthorized copies of any copyrighted material (such as commercial software, text, graphic images, audio and video recording), distributing copyrighted materials over networks, remixing or preparing mash-ups, and deep-linking into the content of others’ web sites.

Users may not circumvent technology protection measures that control access to a protected work unless they are permitted to do so by law. District guidelines on plagiarism will govern use of material accessed through the District’s networks. Users must not plagiarize works that they find. Teachers will instruct students in appropriate research and citation practices. Users acknowledge that the School District’s use of plagiarism analysis software being applied to their work.

Students shall not engage in improper uses or conduct regarding the District’s technology resources. The following are considered to be examples, but not an all-inclusive list of types of improper usage and conduct:

1. Stealing or intentionally harming computer equipment, software, or supplies and/or intentionally wasting computer, network or technology resources, such as bandwidth, or printing capacity.

2. Installing or using unauthorized software, including, but not limited

to, shareware, freeware or games, programs, files, music, or other electronic media.

3. Attempting to violate or circumvent security procedures by trying to gain access to the District network or another computer system or infiltrating or interfering with a computer system

4. Using technology resources to bully or to create, access, or to distribute harassing, obscene, lewd, vulgar, or pornographic remarks, insulting remarks, or attacking others, including hate mail, threatening statements or other antisocial communications.

5. Accessing, viewing, displaying, creating, or sending material that is offensive, abusive, obscene, and/or pornographic in nature or tends to degrade any race, religion, ethnic origin, or gender.

6. Using technology resources to engage in any intentional act which might threaten the health, safety, or welfare of any person or persons.

7. Sharing or using another’s password(s), account(s) or credentials for electronic accesses to resources and equipment.

8. Accessing another user’s files without explicit permission.

9. Employing technology resources for commercial, for-profit, or any purposes not directly related to school activities.

10. Using technology resources to gamble.

11. Using technology resources for political lobbying or campaigning, not including student elections (e.g., student government, club officers, homecoming queen, etc.).

12. Connecting or tethering a non-District owned device to access an unfiltered and/or unmonitored Internet connection.

13. Using proxies or other means to bypass Internet content filters and monitoring.

14. Concealing, or attempting to conceal, a user’s identity, including the use of anonymizers, or the impersonation of another user.

15. Accessing restricted system settings or changing settings or access rights to a restricted system or account.

16. Using of encryption software that has not been previously approved by the District.

17. Scanning the District’s technology resources for security vulnerabilities.

18. Attempting to make unauthorized purchases on the Internet which result in an expense to the District.

19. Disclosing or disseminating personal information regarding minors.

20. Use of the “North Allegheny School District” or its logo for non-District activities, endorsement of products, or any ‘for profit’ activities without the express written permission of the Superintendent or designee.

21. Violating any federal, state, or local statutes, ordinances, or regulations relative to computer, software, network, and Internet usage.

6.0 Consequences for Improper Usage

Violations of this policy may result in the temporary or permanent loss of computer and Internet privileges, disciplinary action in accordance with the Code of Conduct and/or federal, state and local laws.

7.0 Disclaimer

The District makes no warranties, whether express or implied, for the service it is providing through its network and computer resources. The District will not guarantee that the functions or services provided through the District’s Internet and computer network service will be without error. The District is not responsible, and will not be responsible, for any damages, including loss of data resulting from delays, missed deliveries or service interruption caused by its own negligence or equipment, hardware or technology failure or the user’s errors or omissions.

North Allegheny School Board Policy #249

1.0 Regulations

The North Allegheny School District is committed to providing all students and employees with the right to a safe and civil educational environment, free from harassment or bullying, in accordance with 22 Pa .Code § 12.3 (c). It is the intent of the North Allegheny School District Board of School Directors to provide all students with an equitable opportunity to learn. The District recognizes that bullying interferes with the learning process and may present an obstacle to the academic, vocational, and social/emotional development of students. To that end, the Board has a significant interest in providing a safe, orderly, and respectful school environment that is conducive to teaching and learning.

2.0 Definitions

Bullying shall be defined as an intentional and unwelcome electronic (cyber), written, verbal, psychological, or physical act, or series of acts directed at another student or students, which occurs in a school setting and/or outside of a school setting, are severe, persistent, or pervasive and has the effects of doing any of the following:

1. Substantially interfering with education opportunities, benefits, or programs of one or more students;

2. Creation of a threatening environment; or

3. Substantially disrupting the orderly operation of the school.

Bullying, as defined in this Policy, also includes cyberbullying. Bullying consists of a pattern of repeated, harmful behavior by a person with more physical or social power toward a less powerful person. This may include a wide variety of behaviors, with deliberate intent to hurt, embarrass, or humiliate the other person. Researchers have identified four (4) forms of bullying:

1. Physical – the most commonly known forms include hitting, kicking, spitting, pushing, and taking personal belongings.

2. Verbal – includes taunting, malicious teasing, name-calling, and making threats.

3. Psychological or Relational – involves spreading rumors, manipulating social relationships, and engaging in social exclusion or intimidation.

4. Cyberbullying – involves haranguing by spreading mean words, lies and false rumors through email, text messages, and social media posts.

Examples of bullying include, but are not limited to, physically, emotionally, or mentally harming a student; damaging, extorting, or taking a student’s property; placing a student in reasonable fear of physical, emotional, or mental harm; placing a student in reasonable fear of damage to or loss of personal property; creating an intimidating or hostile environment that substantially interferes with a student’s education opportunities; or perpetuation of conduct by an individual or group, with the intent to demean, dehumanize, embarrass, or incite a student. It is directed at another student or group of students that is reasonably perceived as being motivated either by any actual or perceived characteristic, such as race; color; intellect; religion; ancestry; national origin; gender; sexual orientation; gender identity and expression; or a mental, physical, or sensory disability.

Communicates - conveys a message without intent of legitimate communication or address by oral, nonverbal, written, or electronic means, including telephone, cell phones, smart phones, personal digital communication devices, electronic mail, Internet, facsimile, telex, wireless communication, instant messaging, blogs, interactive and digital technologies, or similar transmission.

Course of Conduct - a pattern of conduct composed of two or more acts, evidencing a continuity of purpose.

Cyber-Bullying - includes any form of verbal or psychological bullying that may occur on the Internet through social media. Cyber-bullying includes, but is not limited to, the following misuses of technology: harassing,

teasing, intimidating, threatening, or terrorizing another student, teacher, or employee of the District by sending or posting inappropriate or derogatory email messages, instant messages, text messages, digital pictures or images, or web site postings including any social networking accounts, for example, blogs. All forms of cyberbullying are unacceptable and, to the extent that such actions are disruptive of the educational process of the District, offenders shall be the subject of appropriate discipline, which may include legal and/or police proceedings.

Cyber Harassment of a Child – A person commits the crime of cyber harassment of a child if, with intent to harass, annoy, or alarm, the person engages in a continuing course of conduct of making any of the following by electronic means directly to a child or by publication through an electronic social media service: (i) seriously disparaging statement or opinion about the child’s physical characteristics, sexuality, sexual activity, or mental or physical health or condition; or (ii) threatens to inflict harm.

Emotional Distress - A temporary or permanent state of mental anguish.

Family or Household Member - Spouses or persons who have been spouses; persons living as spouses or who lived as spouses, parents, and children; other persons related by consanguinity or affinity; current or former sexual or intimate partners or persons who share biological parenthood.

School Setting - shall mean in the school, on school grounds, in school vehicles, at a designated bus stop, or during any activity sponsored, supervised, or sanctioned by the school and/or District and on the way to and from school.

Seriously Disparaging Statement or Opinion - A statement or opinion which is intended to and under the circumstances is reasonably likely to cause substantial emotional distress to a child of the victim’s age and which produces some physical manifestation of the distress.

3.0 Authoritya. The Board prohibits all forms of bullying by District students in all school settings. The Board also prohibits all forms of bullying by District students in non-school settings, and will enforce consequences provided under this policy to acts of bullying occurring in a non-school setting to the fullest extent permitted by law if those acts meet the definition of bullying.

b. The Board encourages students who have been bullied to promptly report such incidents.

c. Students shall be encouraged to report bullying and cyberbullying complaints to the building administrator(s) or other District employees.

d. The Board directs that complaints of bullying shall be investigated promptly, and corrective action shall be taken when allegations are verified. If the behavior is found to meet the definition of bullying, written documentation shall be submitted to the building administrator. The building principal or designee will inform the parent(s)/guardian(s) of the victim and person accused according to the Code of Conduct. Confidentiality of all parties shall be maintained, consistent with the District’s legal and investigative obligations. No reprisals or retaliation shall occur as a result of good faith reports of bullying.

4. Delegation of Responsibilitya. Each staff member shall be responsible to maintain an educational environment free of bullying and cyberbullying.

b. Each student shall be responsible to respect the rights of others and to ensure an atmosphere free from bullying.

c. The Superintendent or designee shall develop Administrative Procedures to implement this policy.

d. The Superintendent or designee shall ensure that this policy and Administrative Procedures are reviewed annually with students.

e. The North Allegheny School District will review this Policy every three (3) years and recommend necessary revisions to the Board.

f. The North Allegheny School District will provide the Office of Safe Schools on an annual basis the following information with the Safe School Report:

1. Board’s Anti-Bullying/Cyberbullying Policy;

2. Report of bullying/cyberbullying incidents; and.

3. Information on the development and implementation of any bullying prevention, intervention, or education programs.

5.0 Guidelinesa. The Anti-Bullying Policy will be incorporated into the District’s Code of Student Conduct and shall be disseminated annually to students.

b. The North Allegheny School District shall post the Anti-Bullying Policy in a prominent location where such notices are usually posted within each school building and on the District website.

c. Each building level administrator will ensure that the Policy and procedures for reporting bullying incidents are reviewed with students within ninety (90) days after their adoption and thereafter at least once each school year.

d. Students shall be directed to report bullying complaints to District employees, and the procedures for doing so will be explained to them. Employees are then responsible for following the Administrative Procedure #249 pertaining to this Policy to address complaints received. The report will be forwarded to the building principal.

6.0 Education

The District may develop and implement bullying prevention and intervention programs. Such programs shall provide District staff and students with appropriate training for effectively responding to, intervening in, and reporting incidents of bullying.

7.0 Consequences for Violation

A student who violates this policy shall be subject to appropriate disciplinary action consistent with the District Code of Student Conduct, which may include, but shall not be limited to:

1. Parental conference.

2. Counseling services and/or education activities.

3. Recommendation for counseling/therapy outside of school.

4. Referral to Student Assistance Program.

5. Transfer to another classroom or school bus.

6. Loss of school privileges.

7. Exclusion from school-sponsored activities.

8. Detention.

9. In- or out-of-school suspension.

10. Transfer to an outside of District placement.

11. In- or out-of-school suspension.

12. Referral to law enforcement officials. If convicted, cyber harassment of a child is a third-degree criminal misdemeanor in Pennsylvania punishable by a maximum $2,500 fine and/or one year in prison.

13. Expulsion.

From teacher Lauren Clore: Bouncing off the idea of the radial printmaking, we expanded into the world of relief sculpture to create this radial balanced sculpture. Students learned

three basic folds to create a radial balanced design which included the challenge of creating height & correct symmetry by using their colors & fold patterns.

School Closing/Cancellation/DelayInformation

On occasion, weather conditions or other unexpected circumstances may make it necessary for school to be de-layed or canceled. The safety of our students is always par-amount in this decision-making process. SchoolMessen-ger, a web-based automated system and one of NASD’s communication vehicles for the delivery of information to parents/guardians and staff via phone, email, and/or text, is the primary vehicle used for the communication of weather-related cancellation or delay information, as well as other emergency or crisis-related messages. More information on SchoolMessenger can be found at www.northallegheny.org/SchoolMessenger. Information is also posted on the District website, social media, and submitted to the three local television stations.

Snow Contingency/Make-Up Days and Flexible Instructional Days (FIDs)

Pennsylvania law requires public schools to provide 180 days of instruction each year. During the 2021-2022 school year, the District is scheduling 182 days which means that two snow days are built into the schedule. If it is necessary to cancel more than two days during the year, the District will utilize up to five Flexible Instruction-al Days (FIDs). On a FID, students will complete learning activities and assignments provided by their teachers at home. FIDs are considered a school day and count toward the number of instructional days required under the Pub-lic School Code and the State Board of Education regula-tions. If additional instructional days are needed to meet the 180 day requirement, they will be added at the end of the school calendar.
