ANNEXURE ‘A’

ELIGIBILITY CRITERIA

1. Party should have at least 03 years’ experience in the field of conducting online test for PSU / large establishments where online test has been conducted by the firm involving more than 10,000 candidates, for which documentary evidence has to be provided. Agency should have successfully conducted at least one (01) online test for recruitment for any Govt. Department or Public Sector Undertakings during last 03 Financial Years 2015-16, 2016-17 and 2017-18 involving more than 10000 candidates in a single day. Completion certificate along with the copies of Work Order are required to be enclosed for each of the online test.

2. Party should have adequate infrastructure to conduct complete online test at different locations/centres covering state capital and other major cities, on all India Basis so as to enable maximum participation of the candidates for which the party will give an undertaking confirming that they will be able to conduct test in atleast 25 locations with sufficient centres in each location depending upon number of candidates for each city.

3. The bidder should have ISO 27001 (Former BS7799-2) certification. 4. Average Annual Financial turnover during the last three (03) years ending 31st March, 2018 should be

atleast Rs.11.25 Lakhs. 5. Party shall furnish copies of PAN, Goods and Service Tax Number (GSTN) and Audited Balance Sheet

along with Profit & Loss Account for three financial years i.e. 2015 - 16, 2016 – 17 and 2017 - 18. 6. The Bidder shall submit an undertaking that the application designed for NFL or its JV’s recruitment will

be audited by CERT.IN Empanelled Auditor. 7. Party should furnish copies of Income Tax return of last 03 financial years. 8. In Support of above, party should submit following:

i. Details of Infrastructure including Software Systems / Networking to undertake fully online test. ii. List of test centres & Infrastructure facilities available on all India Basis.

ANNEXURE-B INSTRUCTIONS TO THE TENDERERS

Before submitting their tenders, the tenderers are advised to go through the following instructions carefully:

1. Submission of Tender by a Tenderer implies that he has read the NIT, instructions, all other Contract Documents and has made himself aware of the scope and specifications of the works to be performed, local conditions and other factors having a bearing on the execution of the works under the Contract. The tenderer shall bear all costs associated with the preparation and submission of the bid, and NFL will in no case, be responsible or liable for these costs, regardless of the conduct or outcome of the bidding process.

2. The tender document shall remain the property of NFL and if obtained by one intending tenderer, shall not be utilizable by another without the consent of NFL. The payment shall be made to F&A Deptt. at Corporate Office Noida for obtaining the tender document.

3. By the said process, parties/bidder shall only be pre-qualified to participate in related tenders only as per terms of that tender. This pre-qualification does not guarantee any award of job.

4. This pre-qualification is subject to rules & regulations of NFL and can be reviewed at any point of time during the pre-qualification period.

5. The tenderer shall submit a declaration in the form of an affidavit duly notarised as per Annexure ‘E. 6. Amendment of Tender

a. At any time prior to the bid due date, NFL may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective bidder, modify the Tender document.

b. The amendment will be hosted on NFL’s website, Central Procurement Website and Government (nic) website and will be binding on the bidders. In their own interest, bidders are advised to refer to NFL’s web-site regularly.

c. In order to afford prospective bidders, reasonable time will be provided to parties to take the amendment into account in preparing their bids, NFL may, at its discretion, extend the bid due date.

7. Mode of submission of Tenders: The Tenderers are required to submit their Tenders / Bids in sealed Envelopes containing cost of Tender Document in case the same is downloaded from website and Tender Document as per Annexure-A to F. The Techno-commercial should be submitted as per the prescribed proforma in sealed envelope super scribed “Techno-commercial Bid in respect of Tender for prequalification of parties for the job of ‘End to End Solution for receipt of on-line applications and other related activities including & excluding online examination for recruitment of Management Trainees, Executives and Non - Executives in Technical as well as Non - Technical disciplines for NFL &/or its Joint Venture(s)’”.

8. Tenders, which do not fulfil all or any of the conditions laid-down in Tender Document/Offers where party has mentioned any condition or deviation, shall be liable to be rejected.

9. NFL reserves its right of accepting the whole or any part of the tender and the Tenderer shall be bound to perform the same at his quoted rates. If he fails to do so, earnest money will be forfeited.

10. When the Tender submitted is not in the name of an individual, the Tender shall disclose the nature, constitution and registration of the Tendering Firm and shall be signed by a person or persons duly authorized by the Firm by means of a legal document / Power of Attorney, a duly certified / notarized copy of the same shall be attached with the Tender. No oral, telegraphic, fax, e-mail or telephonic Tenders or modification thereto shall be considered.

11. Tenderers must give their postal address as well as their residential address and e-mail, telephone/fax/ mobile number(s). Tender will be rejected if the tenderer cannot be contacted after reasonable search.

12. The tenderer shall sign on every page of the Tender Document in token of acceptance of NFL’s terms & condition and purpose of identification.

13. Tender shall be forwarded under cover of a letter typewritten on the Tenderer’s letterhead and duly signed and stamped by the Tenderer himself or duly authorized Person of the Tenderer. No oral, telegraphic, fax, e-mail or telephonic Tenders or modification thereto shall be considered.

14. Tenders containing erasers, over-writing and alterations of the Tender Document are liable to be rejected unless these are authenticated by the person signing the Tender Document.

15. Evaluation of bids

a. NFL will examine the bids to determine whether they are complete and whether the bids are generally in order. The bidder should meet the pre-qualification criteria.

b. NFL may, at its discretion, ask the bidders for a clarification of its bid. The request for such clarification and the response shall be in writing by e-mail.

c. All responses to request for clarifications shall be in writing by e-mail. d. Bids which are incomplete and which are not in line with the terms and conditions of tender

documents are liable to be rejected. e. Conditional Bids shall liable to be rejected.

16. Performance of duties and services by Agency a. Agency shall perform its Services in full accordance with the terms and conditions of the

Contract and any applicable local laws and regulations and shall exercise all reasonable professional skill, care and diligence in the discharge of said Project work.

b. Agency shall in all professional matters act as a faithful advisor to NFL and will provide all the expert commercial/technical advice and skills which are normally required for the class of Services for which it is engaged.

c. Agency, its staff, employees shall carry out all its responsibilities in accordance with the best professional standards.

d. The Agency has to provide project handholding on need base and on dates advised by NFL.

ANNEXURE-C SCOPE OF WORK

The scope of work covers receipt of applications online, scrutiny of applications, collection of application fee in NFL’s account, updation of payment status against each application, Generation of unique roll numbers and issuance of admit cards to candidates, designing and developing of question papers, conducting of online test including venue booking with infrastructure facilities for the test and providing of result of Test, issue of interview letters to the candidates etc. in all the disciplines. The main activities involved are as under:-

a. Development of Bespoke web application / Customisation of off the shelf software as per NFL’s requirement for End to End recruitment.

b. Providing web site address/ link to server of Agency to NFL. c. On-line registration of applications. d. Collection of application fees and reconciliation thereof. (Payment gateway service provider will be Lined

up by the agency only) e. Auto logout when application form is idle for 04 minutes or when any connection issue with bank server. f. Option to the applicant for choosing city for online test. g. On-line screening of applications. h. Short-listing of applicants for Online Test. i. Provision for downloading admit cards for Online Test. j. Intimation to the short listed candidates through SMS as well as Email & through NFL’s website:-

i. For successful / unsuccessful transactions ii. For successful registration

iii. For Online Test iv. For Interview v. Regarding their selection

vi. Regarding downloading their offers of appointment. vii. Any other information to be conveyed to the candidates

k. Preparation of question bank in consultation with NFL. l. Conducting on-line test. m. Submission of discipline wise and category wise result. n. Provision for downloading call letters from time to time for online test, interview and offer letters with

enclosures. o. On-line monitoring/reports of the entire process. p. Provide troubleshooting call centre facility to address the queries of the candidates from 09.00 AM to

06.00 PM for all 07 days of the week for the duration of the job. NFL shall be publishing the advertisement in the leading national newspapers for conducting the above recruitment exercise. A detailed advertisement mentioning the selection criteria and method of the application processing will be hosted on NFL’s website. Hence, preparation and release of advertisement shall not be a part of tender condition. The details of online system in scope of party are as under:- Design and develop a new system / customize an existing off the shelf software as per NFL’s requirement

for online receipt and processing of applications. Web access of online system to the candidates through NFL’s Website. (The link will be made available

through NFL’s website). System shall provide general instructions for filling up of application form and let them form a unique

login id and password with unique registration number. Provision of validating the eligibility of candidate with respect to recruitment specifications provided by

NFL before filling the application. System should provide provision of online application to be filled by the candidate. System should have provision of receipt of online application fee through debit card/ credit card/ net

banking which shall directly be transferred to NFL’s A/c. Arrangement of payment gateway shall be made by the party.

On successful transaction of payment a unique transaction ID would be generated by the system for each eligible candidate and updated against each candidate.

Tenderer shall provide detailed daily reports as required by NFL.

Tenderer should be able to make changes promptly as and when required by NFL in any of the components of the software.

The average response time with 7500 concurrent applicants will be ensured to be below two seconds. NFL shall provide the recruitment norms and data capture requirements.

Scrutiny of applications required for eligibility of the candidates as per laid down specifications for online test / interview and incase of issuance admit card.

Other related activities required to be made in connection with End to End Online recruitment process and conducting online test.

Entire data during the recruitment process (from receipt of application till completion of job) will reside in the server of the agency. The agency has to ensure the data security as per the standard industry practices.

The details of scope of work are as under:- 1. Methodology for Registration of Candidate:

1.1. To plan and execute requirements for receipt of on line application processes, and displaying of result etc.

1.2. A website with ‘URLs’ will be provided by the bidder for online application with details of General Information. The link will be made available through NFL’s website.

1.3. On clicking on the link, the page will open with proper links for downloading copy of the advertisement, general instructions to the candidates and to apply for the job. However, before entering the main application form, eligibility check page will be shown. There will be checks on age, qualification, category etc. The eligibility will be checked with reference to the age relaxation provided to OBC, SC/ST, PwBD, Ex-Serviceman and Departmental Candidates and also with reference to relaxation in percentage of marks, for SC& ST category candidates. All items selected in the eligibility check will be shown as non-editable items.

1.3.1. Relaxation in marks in qualifying examination to SC, ST and Departmental candidates will be as per recruitment specifications.

1.3.2. The upper age limit is relaxed by 5 years for SC/ST, 3 years for OBC (Non-Creamy Layer) candidates. It is relaxed by 10 years for PwBD -General, 13 years for PwBD -OBC and 15 years for PwBD -SC/ST candidates.

1.3.3. Upper age is relaxed by 5 years for the candidates who had ordinarily been domiciled in the state of Jammu & Kashmir from 01.01.80 to 31.12.89.

1.3.4. For Departmental candidates’ upper age limit will be 40 yrs for UR, 45 yrs for SC/ST and 43 yrs for OBC candidates.

1.3.5. The OBC candidates who belong to “Creamy Layer” are not entitled for concession admissible to OBC category and such candidates have to indicate their category as General.

1.3.6. Candidates belonging to General/OBC category are required to pay a non-refundable registration fee of Rs. 200/- or Rs. 700 or Rs. 1000 or any other amount fixed by the Company, as the case may be. The SC/ST/PwBD category and Departmental candidates need not pay the registration fee.

1.4. The candidate shall be allowed to create a unique login id and password to access / fill up the application. Registration No. shall be provided to the applicant, when the applicants register themselves during Signing Up for the application.

1.5. The application should have CAPTCHA facility and OTP during sign up. 1.6. Preview and submission of application by Candidate: After having filled all required fields with the

undertaking that he has gone through the complete text of the advt. and agrees to the terms and conditions, a preview of the application should be made visible to the candidate. On viewing the preview he will have the option either to go back and edit the format or to make the online submission. Provision may be made in the system for the candidates to upload photograph as well as signatures, qualifying examination degree, post-qualification experience details, caste &/or PwBD certificate and ID proof.

1.7. On any initiation of payment, a unique transaction ID shall be generated against applicant’s registration number. Transaction ID should be unique and against unique Registration number,

there can be multiple Transaction IDs. Transaction ID shall be generated for both successful and unsuccessful transactions and should be used to identify multiple payments and failed transactions.

1.8. The Application registration module should have provision for stage by stage saving of the draft of filled application details before the final submission to avoid any loss of data.

1.9. Payment option to be provided by all the online payment methods i.e. credit card /debit card/ net banking. Only after confirmation of receipt of payment, a successful registration no. will be provided to candidate which will be unique to NFL.

1.10. Payment portal/ gateway lining up will be done by the party. 1.11. Collection and deposit of Registration fee online in NFL’s Account through all above methods and

provide NFL with a Daily report of the amount deposited through all the above mentioned methods.

1.12. Applicant can edit the application till last date of submission. After the last date applicants cannot edit the application but can view and take out the print of the application form.

1.13. Maintenance of a help line service throughout the period of receiving online application process for resolving queries regarding submission of online application for recruitment.

1.14. Application format to contain fields to capture all information of candidate. The field includes areas such as:

1.14.1. Personal Information: 1.14.1.1. Name of the candidate: Surname, First & Middle 1.14.1.2. Father’s name: 1.14.1.3. Date of Birth: dd-mm-yyyy format in drop down box form indicating calendar

1.14.1.4. Correspondence Address: It should contain 3-4 rows of boxes for typing mailing address. In addition compulsory box will be provided for pin code.

1.14.1.5. State of domicile – with drop down 1.14.1.6. E-mail address to be provided compulsorily. 1.14.1.7. Contact Mobile phones to be provided compulsorily for sending SMSs. 1.14.1.8. Additional Telephone number (along with STD code) 1.14.1.9. Gender – Male/ Female/Others – drop down box. 1.14.1.10. Uploading of photograph, signature, qualifying examination degree, post-qualification

experience details, caste &/or PwBD certificate and ID proof. 1.14.1.11. Whether belong to minority community – Yes/no – dropdown. If yes – then choice of

communities through drop down box. 1.14.1.12. Ex-Serviceman – drop down yes/no, if yes, no. of yrs of service will be asked through

drop down box. 1.14.1.13. Category: General/SC/ST/OBC – drop down with provision for writing caste/Tribe in

case of SC/ST/OBC. For OBC further option will be provided to ask whether belong to creamy layer or not.

1.14.1.14. Person with benchmark disability: drop down – yes/no, if yes type of disability through drop down box & percentage of disability through drop down.(for persons with degree of disability 40% or above)

1.14.1.15. Persons residing in Kashmir from 1980 to 1989 –yes/no, if yes, ask religion through drop down box.

1.14.1.16. Departmental Candidate: Are you a NFL employee (Yes/No). If yes, then name of the Office/Unit through drop down box and employee no.

1.14.1.17. Information regarding any legal / criminal / vigilance case pending or conviction by any Court of Law as on the date of application – If yes, details to be captured in text box form in not more than 300 words.

1.14.1.18. Any other information required by agency/NFL. 1.14.2. Educational Qualifications

1.14.2.1. For filling details of qualifications, table will be provided. Each table shall contain qualification, Subjects/specialization, Period (from-to), month of passing(MM/YYYY), college/Institute/University, percentage of marks etc. 5 rows to be provided for qualifications(from matriculation onwards) with provision to add further if required by the candidate.

1.14.3. Post-Qualification Work Experience (only after qualifying degree) 1.14.3.1. For filling details of experience, row with boxes will be provided. Provision for Name

of Organisation, period, position held, nature of experience, Private/public (drop-down), pay scale details will be in each row, For adding new experience, add on button will be provided, in case of Public sector, details or scale will be shown.

1.14.3.2. Experience commencement date & end date – dd/mm/yyyy – drop down boxes. 1.14.3.3. Nature of Experience: drop down. Others provision, will be given in case of non-

availability in drop down. 1.14.3.4. The total no. of years of experience will be shown at the end of experience table. 1.14.3.5. Experience should be calculated from the date of notification of result provided by

candidate in qualification table. If the experience commencement date is later than the result notification date, the calculation would be from the later date.

1.14.4. General Information: 1.14.4.1. The system should take care age, qualification & percentage of marks on the cut-off

date. The relaxation of age, percentage of marks in qualifying degree, application fees as provided to Scheduled caste/ Scheduled tribe/ Other Backward Class (creamy layer/non creamy layer)/ Person with Benchmark Disabilities/ Ex-Servicemen/ departmental candidates etc. will be taken care by the system. The details of relaxation will be provided by NFL.

1.14.4.2. Mandatory fields: The application format will contain mandatory fields that a candidate is required to fill. Unless these mandatory fields are filled by an applicant he will not be allowed to proceed further and submit the online application/registration. Wherever, the system requires filling up of these mandatory fields or filling up of data in particular format, i.e., numeric/ alphabetical/ restriction on use of special characters etc., the system will guide the candidates through popup windows by giving appropriate instructions.

2. Application Portal Essentials 2.1. The web based application should be hosted on https:// Secured Server. 2.2. The Application should work in any modern browser on any operating system without requiring

additional installation of software besides the browser itself. 2.3. The application should provide Audit trail reports for the various events. 2.4. The Application should have provisions for Allotment of dates and venue to selected applicants for

interview and issuance of call letter. 2.5. The application should have provisions for furnishing details under RTI Act. 2.6. The Application shall be interfaced with Payment Gateway/ Bank for online payment of fee

through net banking / Credit Card/ Debit card and should comply the security specifications of the Bank.

2.7. The Application environment, including the documents uploaded by the users, needs to be adequately protected against viruses/ other vulnerabilities.

2.8. The application should be user friendly and customizable in consultation with NFL. 2.9. Up-to-date important notification should be displayed on the homepage. 2.10. The application should have capability to handle 7500 concurrent users at any point of time and

210000 users per day. 2.11. The application should be hosted in Tier III Data Centre having proven data security and fail over

mechanism. 2.12. The Application should have an Uptime of 99.99%. 2.13. The application should be capable of sending SMS / Email to the applicants as per the requirement

of NFL. 2.14. For any connection timeout or when application is idle, auto logout should happen. 2.15. The application should have single login, multiple login for any applicant should not be allowed. 2.16. Application should have Facility to reset applicant’s Login Password, in case when applicants

forget their password. The request for reset of password should be based on security questions. 2.17. Application should validate all the constraints regarding eligibility criteria and should also validate

mandatory fields mentioned in the tender document.

2.18. Application form should have FAQ module (Frequently Asked Questions), so as to guide applicants on any frequent queries regarding the application.

3. Pre - Exam Activities: 3.1. Scrutiny of all applications for ascertaining eligibility, as per eligibility criteria laid down in

Employment Notice. 3.2. Preparation of master list of eligible/ ineligible candidates separately, and reasons for ineligibility, for

record, and the same to be uploaded on NFL’s website. 3.3. Fix test venues on All India basis to conduct online examination in centres approved by NFL. 3.4. Candidates shall have the options for select two locations with the preferences for the test. The

agency shall allot the test centres as per the choice of the candidates accordingly to the preference mentioned in their online application.

3.5. Generation of Roll-Numbers to eligible candidates, and issue of Admit cards as per NFL’s format with the printing option through website as well as through respective email to the candidate.

3.6. The tenderer should provide a Mock Test with a sample paper to provide more clarity to the candidate at the time of issuing of Admit Card.

3.7. Submit centre-wise list of all candidates who have been issued call letters/ admit cards for appearing for the online test to NFL as per format mentioned below.

3.8. Agency shall submit the features of their online testing software for evaluation in terms of security and its transparency. Real time evaluation of the test shall be preferred.

4. Designing & Development of Question Paper: 4.1. The Agency is required to design, develop multiple choice objective type, bilingual (English &

Hindi) question papers in disciplines in which recruitment is being made. 4.2. Every question paper would be in two parts, Discipline related part & Aptitude part. Medium of

Test will be in Hindi and English. Duration of test will be 2 hours. The total number of questions will be 150 out of which 100 questions from relevant discipline and 50 questions (common for all disciplines) from General English, Quantitative aptitude, Reasoning & General Awareness.

4.3. The entire syllabus should be covered for preparation of Discipline related part of the question paper.

4.4. The Qualification required for particular post will be provided by NFL. 4.5. The party will set the question paper of the respective discipline taking in consideration the

curriculum of the qualifying exam of each discipline. 4.6. A sample set of question will be shared with NFL by vendor for its approval through which the

difficulty level of the test can be ascertained. 4.7. Question bank should be necessarily prepared by Institutes/Professors/experts of repute so as to

avoid risk associated with involving single source. To assess the quality of the test/the institutes associated in development of the question paper, NFL may ask the source of some of the randomly selected questions from the question bank.

4.8. Question paper should have a balanced mix of easy (40%), average (30%) and tough (30%) questions.

4.9. Provision of randomization within the same set of question paper while it is made available to the candidates. Repetition of questions should not be there across all the sessions. Encryption of Question papers for on-line test, using necessary passwords for protection etc.

4.10. Zero error should be ensured while designing & developing question papers. The mathematical symbol, diagrams, picture (if any) shall be uploaded smoothly and visible to candidates. Any error in designing & developing question papers shall attract penalty as per clause 15 i.e. Consequences of termination of Contract.

5. Booking of online test venue and setting up of infrastructure for smooth conduct of On-Line Test. 5.1. Booking & fixing up of venue for Online Test Centres equipped with all the basic infrastructure such

as Desktops/ Laptops, connectivity, LAN connection, server, stand by server, UPS &DG Set (Power Backup), drinking water, first aid, toilet etc.

5.2. Booking of adequate number of Online test centres in atleast 25 cities including but not limited to Jammu/Kashmir, Bathinda, Bhopal, Chandigarh, Delhi & NCR, Panipat, Lucknow, Hyderabad, Patna, Gwalior, Bhubaneshwar, Mumbai, Kolkata,. Chennai, Bengaluru, Ahmedabad, Guwahati, Jaipur. The list of centres is tentative and places can be changed at the discretion of NFL. The test centres at all above places should be in the main part of the city and easily accessible through public transport, and not in remote areas.

5.3. Infrastructure facilities for Online Test: All infrastructure facilities such as Desktops/ Laptops, Key boards, mouse, LAN facilities and other essential peripherals connected to the local server of the test centre and having on-line linkage to the main server of the agency, UPS and all other necessary infrastructure like proper furniture for sitting, proper access and exit to the test centre, drinking water facility, notice boards, tables, chairs, fans, light etc. All Computer monitors installed in all venues shall identically display all questions correctly with pictures, columns, grid, decimal or any type of mathematical symbols and colour wherever required. There should be adequate space between candidates in the test centre.

5.4. Specification of Server/ Desktop etc. :The configurations of the Server, stand by Server, Desktop PCs and switches have been specified as minimum of: 5.4.1. Server Processor:2.80GHz; RAM: 2GB; OS: Windows 7503 & above. 5.4.2. Desktop processor: 2.80 GHz: RAM: 512MB; HD: 40GB, OS: Latest Windows version (not

below the Windows 7 version). 5.4.3. Switches: 100 Mbps 5.4.4. UPS/Genset: All centres to have UPS backup. 100% power back up through generator to be

provided in case of power cut. 5.4.5. The back end programs for the Question Papers to be made in such a way that the formats of

date, decimals, figures, drawings shall be displayed the way suited to the questions and the display shall be same in every PC in all centres.

5.4.6. Servers used for the recruitment process should be in high availability mode, so as to ensure smooth functioning of system during failover. The servers should also ensure load balancing.

5.4.7. At least 2 additional Network / LAN switch must be available in each Center. 5.4.8. At least 2 technical experts and technical assistance should be deployed for administration of

servers, hardware devices, networking and facility management at each test center. 5.4.9. The candidates should not experience any disconnection or slow speed during the online

examination. 5.5. Number of Test Centres: Sufficient test centres in each city with all the above facilities to be

arranged, so that the test is completed as per the schedule. 5.6. Engagement of test invigilators by the Agency: Deputing invigilators (both male and female) at

each centre including their lodging and boarding etc., will be exclusively at the Agency’s cost. These invigilators must ensure that no unfair means are adopted by the candidates. The signatures of each and every candidate who takes the test may be obtained and the admit card with the photograph on it may be collected from the candidates and provided to NFL within a week of conducting the exam.

5.7. The invigilator deputed at each test centre by the agency should be versatile in computer applications. He will be held responsible for conducting fair and smooth online test at the centre.

5.8. Guidelines to be followed by the invigilators and other staff at the test centres may be finalized in consultation with NFL.

5.9. NFL may depute its representatives at the city centres and at the test venues and the agency shall abide the instructions from such authorized representative at the venue.

5.10. Service engineer shall also be available during the online test for trouble shooting or hardware failure at each centre.

5.11. The tenderer shall ensure that besides providing adequate internet bandwidth, shall also have redundant internet connectivity at all test centres so as to avoid any interruptions on this account.\

5.12. In case of delay in test due to LAN connectivity problems, login problems, non-availability of DG sets, non-adherence of PC, Server & stand by server and non-availability of proper infrastructure shall attract the penalty as per clause 15 i.e. Consequences of termination of Contract.

6. Conducting Online Test: 6.1. The examination is to be conducted simultaneously at all the test centres, through on-line

arrangement in sufficient number of test centres in each city. The exact date & time of examination shall be intimated by NFL at least 30 days prior to the exact date of exam.

6.2. Plan for conducting online test will be decided mutually with NFL immediately after the last date of registration of online application.

6.3. Admit card shall be sent to the eligible candidates for the test through their email as well as there should be a provision to print the same through online. The list of eligible candidates shall be displayed on the website with the venue, date of test and time. Intimation in this regard to be sent to eligible candidates through SMS on their mobile number.

6.4. Details of Candidate (including photograph) should be available at the time of login in examination hall for verification by the candidate and invigilators.

6.5. The test will be only for candidates for whom Admit cards have been issued by the agency and no provisional admit cards will be issued.

6.6. The screen presented to the candidate should depict the Timer always visible to the candidates. 6.7. Before start of the test, candidate will be required to enter the unique ID/ Roll No.(provided through

admit card) and password to authenticate his candidature for taking the test. The password will be provided by the Agency on the spot on the date/ time of test.

6.8. The system should display instructions to candidates upon login and before start of examination. The candidate must be able to retrieve instructions at any time during the examination as well. The software shall have provisions to consent of candidate having read the instructions before start of examination.

6.9. At the designated time, the question paper will be made available for a total duration of 120 minutes to the candidates who come physically to the test centres with the Admit card, test should be conducted in a secure environment such that while the test is taken, access to all possible web resources for e.g. browsing, chatting, etc. should be blocked from the computer of the candidate as well as any other peripherals such as printer. Similarly, functions like 'Copy- paste' to be disabled in the question paper page appearing in the test. The test taken by the candidates will continuously be saved and updated in the main server. All the computers shall be connected to main server with one stand by server.

6.10. A Compensatory time of twenty minutes per hour or otherwise advised shall be permitted for the candidates with locomotor disability and cerebral palsy where dominant (writing) extremity is affected to the extent of slowing the performance of function (minimum of 40% impairment). Only candidates registered for compensatory time will be allowed such concessions since compensatory time given to candidates shall be system based, it shall not be possible for the test conducting agency to allow such time if he / she is not registered for the same. Candidates not registered for compensatory time shall not be allowed such concessions.

6.11. The Agency may also provide the following information regarding examination centres: 6.11.1. Number of Candidates for one batch (Maximum/ Minimum). 6.11.2. Number of batches in one day at each Test Centre.

6.12. Ensure security aspects of online test & availability of necessary hardware & software at all the test centres, use of NFL logo on all lists & communication/ documents sent to the candidates.

6.13. Ensure complete & trouble/ error free administration of online tests & invigilation. The agency shall ensure adequate internet band width at all the centres for faster access of questions to the candidates.

6.14. The software should allow Candidates to do the following: 6.14.1. Skip/ Jump questions and come back later. 6.14.2. Mark questions with colour code to attend or amend the answers later. 6.14.3. Display time running out warnings during 10~15 minutes preferably displayed in Red

colour or on corner of the screen. 6.14.4. When the candidate finishes answering all the questions, confirmation shall be asked

before submission of the answers.

6.14.5. If the candidate does not press the submit button before the prescribed time then the software should force save all the answers and exit the test.

6.14.6. Also, when the candidate presses the submit button, they should be presented with the list of questions which they have not answered and allow them to answer the same if time permits. In case the time is not available the candidate should be presented with the questions which they have not answered.

6.14.7. the clock at all the Test Centres should be synchronized so as to conduct the test simultaneously.

6.15. The answer data sheets of each Test Centre should be up- loaded to the Central Secure Server without any delay at the closing of the Test and once uploaded the local Server should be locked from unauthorized access.

6.16. Candidates shall take their seats before the test terminal at least 10-15 minutes prior to the commencement of the Test and mark attendance by entering their unique ID provided to them at the time of successful registration along with the password and the software shall verify the authenticity. The software shall also prepare a roster of present candidates and as well as those candidates who have participated in the Test at each Test Centre.

6.17. The data centre where the examination will be conducted should have following facilities 6.17.1. ISO 27001 Certification of the Agency. 6.17.2. Process/ Application Audit last conducted by certified Auditors. 6.17.3. Disabling special function Keys/ Ports, etc. 6.17.4. Security Checkpoints. 6.17.5. Intrusion Detection System.

6.18. The Agency shall provide necessary facilities to PwBD candidates for appearing in Online Test successfully. The software shall also be compatible for use by low Vision Candidates with the provision of increase in the font size of question paper.

Any deviation in the process to conduct Online test, and non - availability of proper infrastructure for the test shall attract Penalty as clause 15 i.e. of Consequences of termination of Contract. 7. Receipt of Payment and Reconciliation:

7.1. The receipt of payment through online mode will be done through Payment gateway. 7.2. The tenderer will integrate Gateway with its application for application fee receiving 7.3. The application will only go live once the go ahead is received from NFL. 7.4. Once the process of accepting applications are initiated the daily report is to be submitted by the

party of all successful transactions. 7.5. Once multiple transaction/ failed transactions are to be identified by the tenderer and will then

refunded by the party within 07 days. 7.6. The onus of identifying and checking for refund transaction and refunding the excess fees will lie

with the tenderer.

8. Evaluation of the Test: 8.1. Test centre allocation report. 8.2. Test Centre infrastructure report detailing number of PCs, Type/ configuration of PCs, connectivity,

computer tables, chairs, etc. 8.3. Attendance Report 8.4. Score Report: Results to be supplied to NFL discipline wise, category wise (i.e. Combined Merit,

General, SC,ST, OBC, PwBD /ExSM/ Departmental etc.) within 7 working days of completion of the test and in a prescribed format given by NFL in soft and hard copies duly certified and authenticated by the Agency.

8.5. Question/ Answer Report: Agency shall give the test papers & answer sheets of each of the individual candidate, as the candidate has filled during the online test and certified by the Agency, in soft copy.

8.6. Preservation of all applications and examination related documents of qualifications, caste certificates, admit cards, attendance statement, answer sheets, results etc. by the agency for a period of two (02) years.

8.7. Any other report as may be required by NFL based on the available data.

8.8. The entire activities to conduct Online test, shall be conducted in top secret and confidential manner. Any deviation from the above, any slippage in confidentiality and secrecy will be entirely at Agency's risk and cost and decision taken in this regard by NFL shall be binding on the agency.

8.9. Reports as per NFL requirements should be provided with various statistical data and other data based analysis (soft and hard copy) as may be required by NFL after the evaluation of online test.

8.9.1. Evaluation of the Test 8.9.2. Pre-exam report 8.9.3. Test centre allocation report 8.9.4. Test Centre Infrastructure report detailing the number of PCs, Type/configuration of PCs,

connectivity, computer tables, chairs, etc. 8.9.5. Post Exam Reports to be generated through audit trail 8.9.6. Attendance Report 8.9.7. Score Report: Results to be supplied to NFL discipline wise combined merit list of all

candidates and category-wise of each discipline (i.e. General, OBC, SC, ST, PwBD, ExSM and Departmental Candidates) within 7 working days of completion of the test and in a prescribed format given by NFL in soft and in hard copies duly certified and stamped by the agency.

8.9.8. Question-Answer Report: Should be able to give the test paper & answer sheets of each of the individual candidates, as he filled in during the on-line test, and certified by the agency, for MIS purposes of NFL (in soft copy)

8.9.9. Feedback report of candidates 8.9.10. CDs of web-cam, video recording of each test centre 8.9.11. Any other report as may be required by NFL based on available data.

9. SUPPORT FOR INTIMATION TO CANDIDATES Provision will be made in the website to download the intimation letter to concerned shortlisted applicant for submitting their educational, work experience certificates etc. The letter will be required to be customized to meet NFL requirement. The applicants shortlisted will also be informed about the requirements through E-mail & SMS by the agency. Wherever Mobile number of shortlisted applicants is available, SMS alert also is required to be sent to such applicants by the agency about the said email. Provision will also be made to download offer of appointment with its enclosures by the selected candidates. 10. ADDITIONAL IT INFRASTRUCTURE, SOFTWARE AND SERVICE SUPPORT REQUIREMENTS

10.1. Disaster recovery / business continuity site / centre should be in place to ensure the similar performance and support as prescribed above in exceptional situations.

10.2. Website and online test software should have features to support appropriate mechanism to authenticate candidate.

10.3. All transactions carried out in website/online test applications should be logged and properly maintained for future reference.

10.4. The data related to applications, test results, etc. should be in encrypted form during transit and in storage.

10.5. The IT setup and processes used to support the recruitment should be certified for ISO9001 or ITSM 210000 or equivalent.

10.6. The agency is required to ensure required technical support in the form of a helpline to the telephonic query of the applicant with respect to the functioning of website including online application. This support should be available during online registration period through at least four dedicated telephone numbers to be provided by the agency and displayed in the website. Agency should ensure that the identity of the agency is not disclosed during this telephonic conversation.

10.7. The agency is also required to display an email ID in the website to receive the queries of applicants relating to technical support for registration of online application and reply the same through email. The record of such email and their replies should be made available to NFL.

11. OTHER REQUIRED SUPPORT 11.1. The persons including technical expert of the Agency in-charge of this assignment should be stationed at

Delhi/Noida as and when required by NFL for day to day interaction for completion of this assignment. 11.2. The complete database relating to concerned recruitment should be handed over to NFL within 07 days

from the date of online test. The data base software should have provision for data analysis. 11.3. The agency will be required to support for RTI queries, if any, for two years after completion of this

recruitment assignment. 11.4. Safety and security of entire recruitment process and related database, records and software will be the

sole responsibility of the Agency. 11.5. The agency should fulfil any and all other requirement which may arise for completion of this assignment

of recruitment of Non executives

12. OTHER REQUIREMENTS 12.1. The website developed and the online test software used by the agency for this recruitment process

will be made available to the authorized technical experts of NFL for testing and verification at following stages in the recruitment process.

12.2. Before release of web site to the applicants. 12.3. Before online test. 12.4. The audit of online recruitment process including online test process of the Agency, if required, shall

be done by the technical experts of NFL.

13. NFL’s Scope for Recruitment & Online Selection Test NFL shall provide free of cost, Rules/ Guidelines/ Formats/ Documents/ information necessary for ensuring accuracy and effectiveness of online test process. Such requirement has to be discussed and finalized by NFL & Agency. The selection of candidates for further recruitment process will be done by NFL. All other items not covered herein under shall be governed as per General Terms and Conditions as contained in the tender.

14. Special Terms & Conditions: NFL reserves the right to terminate the pre-qualification if agency: a. becomes bankrupt or insolvent or goes into liquidation (other than a voluntary liquidation for the

purpose of amalgamation or reconstruction, in the case of a company) or is ordered to be wound up or has a receiver appointed on its assets or execution or distress is levied upon all or substantially all of his/their assets or property on the works; or

b. makes an arrangement with or assignments in favour of his/their creditors or agrees to carry out the contract under a committee or inspection of his/their creditors; or

c. abandons the work; or d. persistently disregards the instructions of the company in contravention of any provision of the contract;

or e. fails to adhere to the agreed programme of work; or f. assigns or sublets the work in whole or in part thereof without prior written consent of NFL; or g. performance is not satisfactory; or h. Default in the performance of the contract and fails to correct such default to the reasonable satisfaction

of NFL. i. At any time, the agency makes default in proceeding with the works/job with due diligence and

continues to do so after a notice in writing of seven (7 days) from the company. j. if the agency obtains the contract with NFL as a result of ring tendering, or with illegal measures; k. Information submitted/furnished by the contract is found to be incorrect. l. The above shall be without prejudice to NFL’s other rights under the law.

15. Consequences of Termination of Pre-Qualification: If the pre-qualification is terminated for reasons detailed above or for any other reasons whatsoever or the agency fails to accept or execute the contract as per the terms and conditions stipulated in the NIT/ Work order:

15.1. NFL shall reserve the right to get work completed at the risk and cost of the Agency and to recover from the Agency any amount by which the cost of completing the work by any other agency shall exceed the value of the contract without prejudice to any other remedies/rights/claims etc. that may be available to NFL.

15.2. Security in any form submitted by agency shall stand forfeited. 15.3. The tenderer shall complete/perform its obligations under the contract faithfully failing which NFL

shall take necessary and suitable action, as it may deem fit, to adequately protect its interests at the risk and cost of the agency. Any aforesaid action shall be without prejudice to any other action, right and remedies etc. that may also be available to NFL.

15.4. The tenderer shall strictly adhere to the rules and regulations laid down by NFL relating to the performance of the contract from time to time during the contract.

15.5. NFL reserves the right to claim adequate and suitable compensation from the tenderer on account of any damage, loss suffered by NFL for the reasons attributable to the tenderer. The tenderer shall indemnify and legally protect NFL and/or its employees against all claims, actions, proceedings, demands, costs, expenses, causes of action or suits arising out incidental to and/or consequent upon the services provided by the tenderer under the contract or due to the failure of the tenderer in the performance of his obligations under the contract.

15.6. If NFL is called upon to make any payments as aforesaid due to any act or omission or failings of the tenderer, NFL shall be entitled to recover the said amount from any sum payable to the tenderer or from any security or other guarantee available with NFL under the contract.

15.7. Party may be delisted / blacklisted as per manuals of NFL.

16. Arbitration “Except where otherwise provided in the contract all matters, questions, disputes or differences whatsoever, which shall at any time arise between the parties hereto, touching the construction, meaning, operation or effect of the contract, or out of the matters relating to the contract or breach thereof, or the respective rights or liabilities of the parties, whether during or after completion of works or whether before or after termination shall after written notice by either party to the contract be referred to General Manager (HR), Corporate Office, National Fertilizers Limited for appointment of Arbitrator). The Arbitration proceedings shall be governed by the Arbitration & Conciliation Act,1996, The Arbitration & Conciliation (Amendment Act 2015) or any further statutory modification or re-enactment thereof and the rules made thereunder. If the arbitrator to whom matter is referred, vacates his/her office by any reason whatsoever then the next arbitrator so appointed by the authority referred above may start the proceedings from where his predecessor left or at any such stage he may deem fit.” “It is agreed by and between the parties that in case a reference is made to the Arbitrator or the Arbitral Tribunal for the purpose of resolving the disputes/differences arising out of the contract by and between the parties hereto, the Arbitrator or the Arbitral Tribunal shall not award interest on the awarded amount more than the rate SBI PLR/Base Rate applicable to NFL on the date of award of contract.

17. Jurisdiction The said prequalification process / tender is subject to exclusive jurisdiction of the Courts at Delhi / New Delhi.

This document shall form part of the Contract and shall be signed and stamped by the Tenderer on each page and submitted in Envelope No.1.
