Welcome message by the Minister of Water Recourses and Irrigation
Dear Excellences, Colleagues and Friends
On behalf of the Ministry of Water Resources and Irrigation, It is my pleasure to welcome you to
the forthcoming first Cairo Water Week, which will be held in Cairo on 14 – 18 October 2018.
The main theme of CWW 2018 is “Water Conservation for Sustainable Development” which will
be covered through five interrelated topics: Water Management for Sustainable Development;
Climate Change and Environment; Transboundary Water Governance and Benefit Sharing; Water
Scarcity, Health, Sanitation Challenges and Opportunities; Science, Technology and Innovation.
Nowadays, the Middle East and North Africa is the world’s most water-scarce region and the
situation is worsening due to the impacts of climate change.
Egypt, as many other countries in the world, faces serious challenges in terms of water security
resulting from the increased water demands. Relying mainly on the Nile River, any unilateral
upstream development projects may have adverse socio-economic repercussions. Experiences
from around the world demonstrate that countries that have achieved regional water cooperation
have prospered together and have avoided the threat of conflict a distant possibility.
Recently, further to the water rationalization programs pursued by the country, Egypt is widely
practicing the reuse of drainage water and treated domestic wastewater to fulfill the gap
between the resources and demands; besides the adopted policy of increasing the dependency
on desalinated seawater in coastal cities. Nevertheless, investment in innovative policies and
practices is crucial as research, and technology development and transfer would enable further
improvements in water resources management, water use efficiency and crops productivity.
The CWW will provide an excellent platform for sharing knowledge, experiences, technologies
and ideas to promote sustainable development through water conservation in different uses, and
add benefits for all participants.
Water leaders, experts, and decision makers representing more than 100 countries are going
to participate with high-level official delegations to discuss and share their ideas on common
arising water problems and issues.
Looking forward to seeing you in CWW and welcoming you in Cairo in October, 2018.
Dr. Mohamed Abd El-AtyMinister of Water Resources and Irrigation of Egypt

OVERVIEW
Challenges at national, regional and international levels faced by Egypt’s water sector are similar to
those faced by most arid and semi-arid countries around the world. Most of these countries suffer
from water scarcity and/or are vulnerable to climate change. Those challenges and others result in
increasing water scarcity and threatening water security. In Egypt, due to their geographical position,
rivers originate from outside their borders and require additionaly basin perspective.
Egypt’s water resources are the most important pillar for achieving national security. The
comprehensive sustainable development plans in all fields are linked to the state’s ability to provide
the necessary water resources to implement these plans. This leads to a State’s decision to organize
the “Cairo Water Week”.
Cairo “The City of a Thousand Minarets” is the capital of Egypt, one of the largest cities in both Africa
and the Middle East. It is also the 19th largest city in the world, was chosen to be the venue of this
newly born international event.
The Cairo Water Week is considered as the biggest water-related event in Egypt and is planned to be
organized annually by the Ministry of Water Resources and Irrigation in collaboration with national,
regional and international partners. It aims to promote water awareness and foster innovative
approaches to face the most pressing water-related challenges, keep water stakeholders updated
on global movements to address water challenges and identify modern tools and techniques for
managing water resources. The first Cairo Water Week will be held in Cairo during the period of 14-
18 October 2018 under the under the patronage of H.E. Mr. Abdel Fatah El-Sisi, President of the Arab
Republic of Egypt.
The Week starts its first edition this year prioritizing as main theme “Water Conservation for
Sustainable Development”. Five related sub themes will be addressed during the event. A number of
sub-topics will be covered under each sub theme through various sessions that will be organized by
reputed international and regional organizations, which have an interest in such topic. The sessions
that will cover the main themes and more than 30 technical and special sessions specified as follows:
PS1: Water Management for Sustainable DevelopmentAccording to UN 2030 Agenda for Sustainable Development, it is now shaping the global development
discourse and is increasingly determining development goals in all countries. Water takes its role as
the very core of sustainable development. Egypt’s 2030 Sustainable Development Agenda focuses on
water as a key factor for future development given the constraints and challenges that water scarcity
could impose.
This theme is focusing on innovative solutions in managing water in different sectors in more efficient
and productive ways. The expected outcomes could include:
• Presentation of innovative solutions for more efficient and productive management in all sectors
• Shared study cases and success stories of good water management
• Good examples of integrated water management schemes that account for the water demand
and supply as well as land and the environment.
• New approaches on Water-Food-Energy nexus with the aim to produce more from less and more
crop per drop per kilowatt per unit area.
• New approaches of using and properly managing the non-conventional water resources.
CONFERENCE OVERVIEW
1 0 | C W W 2 0 1 8
Climate Change and EnvironmentClimate change has significant impact on water resources, human health and wellbeing, wild life, ecosystem services,
food security and on the environment in general. Extreme events such as floods and droughts have significant impacts
on societies. This sub theme will investigate the impacts of climate change on water resources and/or environment. The
expected outcomes of this theme are:
• Highlighting the impact of climate change on ecosystem services and environment.
• Assessing the impact of climate change on water resources availability, quantity and quality.
• Sharing examples of good water management practices to mitigate climate change impact
• Presenting study cases and success stories on management of extreme climate change events including floods and
droughts.
• New approaches of integrated water and crop management to cope with climate change.
• Uncertainty in climate change and future predictions of water resources availability.
PS3: Transboundary Water Governance and Benefit SharingTransboundary basins, including rivers, lakes and aquifers, shared between two or more countries, are home to more
than 70% of the world’s population and supply water for about 60% of global food production. Around 276 river basins
cross the political boundaries of two or more countries, and about 40% of the world’s population lives in river and lake
basins that cross international borders. Globally, about 2 billion people depend on groundwater, which includes over 300
transboundary aquifer systems.
Cooperation over shared water resources is essential for climate change adaptation, regional stability and economic
growth. It could create new opportunities for riparian states to sustainably develop their common water resources and
assist decision- makers and practitioners to reduce conflict, and increase economic development. Despite that, about
two-thirds of the world’s transboundary rivers do not have any cooperative management framework. The expected
outcomes of this theme include:
• Highlighting the governance challenges associated with transboundary cooperation with respect to climate
adaption and water scarcity
• Presenting possible solutions to promote cooperation and prevent conflicts
• Sharing innovative thinking and tools applied to promote transboundary cooperation to enhance water security for
all.
• Reporting success stories for transboundary water cooperation.
• Assessing the different benefits of transboundary cooperation
PS4: Water Scarcity, Health, Sanitation Challenges and OpportunitiesDrinking water and sanitation are basic human rights. Lack of adequate water and sanitation services cause grave
health concerns and pollute agricultural lands and water resources as well as contamination of aquifers. Water scarcity
poses dramatic threats to the livelihoods of many people, particularly in rural and poor communities lacking water and
sanitation services. Fund mobilization to achieve the SDGs entail high investment needs and growing costs to maintain,
develop and expand water and sanitation services to all citizens. Cost-effectiveness analysis can reveal the health, political
and environmental benefits of providing improved water and sanitation.
The themes expected outcome could include new knowledge and approaches on the following aspects:
• Drinking-water quality guidelines and regulations.
• Water safety planning.
• Water supply management.
• Water treatment and safe storage.
• Recreational waters.
• Sanitation, hygiene and wastewater facilities and management.
• Drinking-water, sanitation and hygiene monitoring.
• Investments, economics and environmental protection.

PS5: Science, Technology and InnovationScience and technology are the vehicles to achieve effective progress in development. Innovations in water development
and management open new horizons and bring new opportunities for coping to water scarcity, sharing and exchanging
knowledge and information, increasing the social and economic value of water.
The expected outcomes of this theme are:
• Innovative solutions to minimize leaks in the water distribution network
• New technologies for improving water use efficiency and productivity
• Modern irrigation systems that are more efficient and minimize losses by evaporation or wind
• Water abstraction using solar, wind energy and other non- conventional energy sources
• Drones technology for better management of water and crops
• Remote sensing applications
• Precision agriculture and irrigation using sensors
• Automated irrigation systems
New and non-conventional approaches for rain water harvesting and artificial ground water recharge
Moreover, on the regional dimension the week will host high level events. The week will host the 4th Session of the
Islamic Conference of Water Ministers under the umbrella of Organization of Islamic Cooperation (OIC). In addition, the
week will host the 3rd Delta Coalition Ministerial Conference. The Delta Coalition, the world’s first international coalition
of governments, forming a partnership to focus on integrated management and sustainable development of the Deltas.
And on the African side, The Cairo Water Week will host the 1st Young Water Professional Forum which will include the
declaration of the 1st African Youth Forum (Af-YWPF) under the umbrella of International Commission on Irrigation and
Drainage (ICID) as a part of the African Working Group (AFRWG).
The event will take place in Nile Ritz-Carlton Hotel, located in the spark of the city, with an amazing panoramic view over
the beautiful turquoise Nile River, few steps from the Egyptian Museum, Tahrir Square and Down Town. The Hotel was
the venue that welcomed many Hollywood stars, political and business leaders.

and key figures from the water sector with the aim to
determine water’s key role in achieving sustainable
economic growth and to how to best meet with
increasing demands and scarce resources. Finally, a
presentation on the new European Investment Plan
(EIP) and the new European Fund for Sustainable
Development (EFSD) guarantee scheme shall
be presented. The event shall be dedicated to
private sector, local and regional investors, industry
representatives. Two themes shall be discussed
on that day the first: localization of industry and
creation of international-local joint ventures, and
the second: Supporting Public Private Partnerships
in the water sector.
Topics were selected to address current
shortcomings/issues facing infrastructure projects
in the water sector in Egypt. Issues related to
“insufficient local contractors / consultants
capacities to operate such level of investments”, and
“lack of interest from international” to engage in
these investments worth looking at, and addressing.
Also, the water sector in Egypt in undergoing a
transitional phase with several structural reforms
and increased interest for Private sector participation;
Yet, very little PPP (or other similar schemes) are
successful in Egypt. This require a strategic and
direct discussion with the private sector , investors
, and international Financing Institutions to discuss
the required means to cover the financial gap ,
key challenges in financial , legal , and institutional
terms, means to support Public-Private sector
Partnership in the water sector , and the required
actions to create an enabling environment to foster
local and international partnerships .

(TS14): Drought Management in the MENA Region: Progress and Policy InsightsConvener (s): International Center for Biosaline Agriculture (ICBA)Co-convener (s): Food and Agricultural Organization (FAO)
Chairman: Mr. John Wilson, USAID
Co-Chair: Rachael McDonnell
Session Content:Droughts in 2015 and 2016 in the Middle East-North
Africa (MENA) have once again brought losses of
life, and millions of dollars of economic devastation.
Managing the impacts of drought is complex with
challenges ranging from the provision of disaster
relief, to responsibilities and governance across
agencies to financing activities. Whilst monitoring
and early warning systems are possible they require
a sometimes-difficult marriage between a) earth
observation and dynamic modeling and b) user
communities at both policy and field levels.
This session will present progress and insight
from the USAID -funded MENA Regional Drought
management System project in the critical areas of:
A) Drought monitoring
B) Drought Vulnerability and Impact assessment
C) Possibilities from drought policy including drought
risk insurance
With predicted increases in drought in the MENA
region, affecting major water resource systems
and crop production areas, it is important that the
challenges and possibilities are explored to support
water and food security initiatives.

Session Content:Egypt once celebrated as the “gift of the Nile”, is in the
grips of a serious water crisis. With a rising population
and a fixed supply, Egypt has less water per person
each year. According to the recent reports, Egypt is
already below the global “water poverty” line and
approaching the threshold the United Nations defines
as “absolute scarcity.” .
In this context, the session will tackle the main aspects
and problems concerned with water shortage in Egypt
along with its environmental impacts and constraints
to sustainable development with special emphasis
on the importance and role of media in raising public

(SE04): EU-EGYPT Water DialogueConvener (s): EU delegation in Egypt
Session Content:The event shall aim at creating a policy dialogue platform to discuss key strategic issues in the water sector and how to best tackle them (Cost recovery, integrated investment planning, decentralization, localization of industries). Also, the role of development partners in supporting sector sustainability and reform shall be addressed. Finally, a presentation on the European Water Framework Directives shall be made. For the Event, it shall be dedicated to the European, international and Arab development partners. Two themes shall be discussed on that day, the first: Water Sector Overview, the second: Sustainability and role of Development Partners in the water sector. The water sector is getting more and more interest from bother local and international stakeholders. Water scarcity is indeed a Global Challenge; this is particularly true in Egypt, which is among the world’s most water-scarce countries. This compels us more to draw together a common approach in order to face the challenges posed by water resource management and more precisely, the related modes and frameworks of governance. The water sector is indeed, a top priority for the EU and European Financing Institutions, this topic is – and will remain – one of our main pillars of intervention. The Government of Egypt is actively pursuing ambitious plans for implement national programmes in the water sector. As an Example, according to the recent National Water Resources Plan of Egypt NWRP 2017-2037 the estimated required investments in the water sector reach up to 900 Billion EGP for the upcoming 20 years ( 4 five years development plans), including 200 Billion EGP for rural sanitation out of a total 600 Billion for infrastructure. Therefore, effective donor coordination, and harmonization ,while ensure sufficient ownership at government level ( through integrated investment planning and effective Modernization of the Water Sector in Egypt) is an absolute must in order to achieve the required targets as stated in the national strategies. Finally, as the sector is undergoing a transitional stage moving gradually to “demand oriented” and “cost recovering” while languishing from extravagating water scarcity; which requires a policy dialogue platform to discuss key strategic issues in the water sector and how to best tackle them (Cost recovery, integrated investment planning, decentralization, localization of industries), while showcasing (whenever possible) best EU showcases and lesson learnt.

(SE08): EU-Egypt Cooperation: “Exploring New Frontiers in Water Research and Innovation”Convener (s): EU delegation in Egypt
Session Content:The European Union and Egypt have a longstanding
cooperation in science, research and innovation. A
key element of this cooperation is the development
of closer scientific ties between Egypt and the
European Research Area through increased
Egyptian participation in Horizon 2020 (H2020), the
on-going EU Framework Programme for funding
Research and innovation. Horizon 2020 is the largest
multinational programme dedicated to funding
research & innovation and it is “open to the world”.
This means that researchers, universities, research
organisations, companies and non-governmental
organisations from across the globe can apply to
participate in the programme carried out mainly
through calls for proposals. Under Horizon 2020,
Egypt so far participated in 34 projects. These
projects cover collaborative research actions in
areas including food and sustainable agriculture,
environment and water management as well
researchers’ training and mobility.
In October 2017, EU and Egypt made a further step
towards strengthening their research and innovation
cooperation. The two sides signed an agreement for
scientific and technological cooperation setting out
the terms and conditions for Egypt’s participation in
the Partnership for Research and Innovation in the
Mediterranean Area (PRIMA). PRIMA will develop
much-needed solutions for a more sustainable
management of water and agro-food systems. The
partnership will be financed through a combination
of funding from participating countries (currently
€274 million), and a €220 million contribution
from the EU through Horizon 2020, its research
and innovation funding programme (2014 – 2020).
PRIMA offers an unprecedented opportunity
for the research and innovation communities
from participating states to join forces to address
common challenges in the water and food sectors.
This workshop will bring together researchers,
representatives from policy makers, academia,
industry and research institutes, technology
platforms, and local authorities involved in the water
sector in Egypt. The workshop aims to present the
EU – Egypt research and innovation cooperation
policy, initiatives, priorities and instruments. It also
aims to raise awareness about H2020 as well as
major joint programming initiatives addressing
research and innovation particularly in the water
sector.

(TS40): Water Projects of STEM SchoolsConvener (s): Ministry of Education (MoE) and Ministry of Water Resources and Irrigation (MWRI)
Session Content:At STEM Schools students work in teams to design,
build, and test prototypes with real-world applications.
The Capstone project provides students with the
opportunity to work with real-world, open-ended,
interdisciplinary challenges proposed by industrial
and research project sponsors. They learn and apply
the engineering design process: defining functional
requirements, conceptualization, analysis, identifying
risks and countermeasures, selection, and physical
prototyping.
Student teams design and build working, physical
prototypes to validate their solutions. By working
in teams they develop leadership skills and group
dynamics; dealing with scheduling conflicts,
meeting weekly deliverables and deadlines; and
communication among team members, project
sponsors, and course instructors.
In this session, student teams display and pitch their
inventions to the invited guests, media, and their peers.
This is an excellent opportunity for sponsors to see
how their project was conceptualized by the teams
at the session. You could also visit the STEM Schools
stand at the exhibition area for more information and

EGYPT IN WORDS
Egypt’s official name is the Arab Republic of Egypt. The country is situated
in the north-east part of Africa, although the Sinai Peninsula forms a
land bridge with south-west Asia, and so Egypt is also called a Middle
East country. Therefore it’s a transcontinental country, which helps it in
being a major power in Africa, the Middle-East, the Mediterranean, and
the Muslim world.
The country is defined by the deserts and the Nile, the longest river on
Earth. The Nile flows north out of central Africa, cascading over cataracts
(waterfalls) through Upper (southern) Egypt and Lower (northern)
Egypt to the Mediterranean Sea with a mountainous desert to the east,
a rolling drier desert to the west, and the vast Sahara to the south.
Egypt is bordered by the Gulf of Aqaba to the east, the Red Sea to the
east and south, Sudan to the south and Libya to the west.
With over 90 million inhabitants two-thirds of which are below 29 years,
Egypt is Africa’s third most populous country after Nigeria and Ethiopia,
and it has the highest population in the Arab world. About 95 percent of
Egyptians live along the Nile on less than 5 percent of Egypt’s territory
making the Nile Valley one of the world’s most densely populated areas,
especially in greater Cairo, Alexandria and other major cities in the Nile
Delta.
In Egypt, you will find the contrast of historical layers that range from
Ancient Egypt to the Roman Empire, Islamic dynasties to the modern
history. In Cairo and most of Egypt’s major cities, you’ll find high-rise
buildings, highways, international hotels, restaurants, mass advertising,
western clothing, local clothing, ancient monuments, historical
mosques, Coptic churches, and traditional souks; all blending together
into the unique mosaic that is modern Egypt. Over the past decade,
Egypt has grown to become the modern hub of Africa; the country
boasts numerous airports, ports and modern marinas, and major cities
are connected through a network of newly built highways. Moreover,
telecommunications and Internet services in Egypt are booming,
providing the needed infrastructure for the constant development of
the country.

Egypt History Ancient Egypt grips the imagination touches the soul and
inspires the uninspired. You simply can’t escape over 7000
years of historical influence Ancient Egypt enjoys.
The legacy of Ancient Egypt, with names like Ramses,
Nefertiti and Tutankhamen and places like the Great
Pyramids of Giza and the Sphinx echoes in art, literature
and popular culture. When Alexander the Great conquered
Egypt, Ancient Egyptian priests proclaimed him pharaoh.
Ptolemy I, one of Alexander’s generals, succeeded Alexander
as pharaoh and established the Ptolemaic dynasty.
Cleopatra, a direct descendant of Ptolemy I, was the last
Greek ruler of Egypt.
During a Roman civil war, Augustus put an end to centuries
of the Ptolemaic rule when Cleopatra sided with Marc
Anthony against Augustus. After winning the war, Augustus
made Egypt a province of Rome. Respecting the tradition
of the house of Ptolemy, the Caesars of Rome continued to
honor Ancient Egyptian religion.
The continuous homage offered by Greek and Roman
rulers to the local traditions of Ancient Egypt is the essence
of Greco Roman culture in Egypt. Greco Roman art,
architecture and ruins attest to the importance of Egypt in
their regard. After the collapse of the Roman Empire, Greco
Roman Egypt became a part of the Byzantine Empire until
the Arab Muslim conquest.

Cairo “The City of a Thousand Minarets” is the capital of Egypt and
with a total population in excess of 9 million people, one of the largest
cities in both Africa and the Middle East. It is also the 19th largest city
in the world, and among the world’s most densely populated cities.
On the Nile River, Cairo is famous for its own history, preserved in
the fabulous medieval Islamic city and Coptic sites in Old Cairo. The
Egyptian Museum in the center of town is a must see (few meters
from the conference venue), with its countless Ancient Egyptian
artifacts, as is shopping at the Khan al-Khalili bazaar. No trip to Cairo
would be complete, for example, without a visit to the Giza Pyramids,
and to the nearby Saqqara Pyramid Complex, where visitors will see
Egypt’s first step pyramid built by the architect Imhotep for the third
dynasty Pharaoh, Djoser.
Though firmly attached to the past, Cairo is also home to a vibrant
modern society. The center of downtown Cairo is in Tahrir Square,
which is located along the east bank. A hub of tourist activity, the
vast and open square contains numerous attractions, including the
Egyptian Museum, the Arab League headquarters, and the modern
Umar Makram Mosque. Cairo’s main thoroughfare, Corniche, extends
from north to south along the east bank of the Nile. Located nearby is
the narrow strip of land known as Garden City, one of the city’s newer
residential areas. In the center of the city is the river island of Zamalek
(also called Jezerah, meaning “the island”), which contains an upscale
residential and commercial neighborhood also known as Zamalek,
the Cairo Opera House (founded in 1869), and the Cairo Tower (1961).
Three bridges link the island of Zamalek with both banks of the river.
The island of Al-Rodah, located to the south, is linked to the mainland
by two additional bridges, while another bridge to the north carries
road and rail traffic across the Nile. A felucca ride on the Nile is a good
way to escape from the busy city, as well as a visit to Al-Azhar Park.

GENERAL INFORMATION
Famous tourist attractions in CairoCairo contains numerous religious and governmental structures. The ornate architecture of the Citadel, in eastern Cairo,
enhances the city’s skyline. Begun by Saladin in 1176 and modified and expanded by later sultans, the Citadel is famous for
its mosques, museums, and fort. Mohammad Ali Mosque (1830) is particularly notable within the complex, with its storied
domes and twin minarets. The Coptic Church known as Al Mu’allaqa, located in Old Cairo, is believed to be the earliest known
site of Christian worship in Egypt as well. The church was built in the 3rd century, although it has been almost entirely replaced
through successive restorations.
The Pyramids of Egypt, which served as tombs for the Ancient Pharaohs, and the statue of the Sphinx, which dates from 2565
BC and is probably the country’s most famous monument, are located just west of Cairo in the suburb of Giza. Despite the fact
that most people picture these monuments as being far off into the desert, the Pyramids are actually extremely close to Cairo.
The distinctive and imposing gates of Cairo once part of a wall that encircled the city, these three gates are all that remain of the
original eight. Among Cairo’s modern buildings are the Cairo Tower, which stands at a height of 187 m (about 614 ft) and offers
a stunning view of the Pyramids and the Citadel.
Shopping and mallsCairo is famous for its popular atmosphere and nightlife, with coffee shops, bazaars, shopping malls, distinctive restaurants,
and luxury markets which qualify it to be one of the most attractive tourist destinations in the world.Shopping in Cairo varies
among traditional markets, bazaars and the luxury shopping malls, here in below a short guide to the most popular shopping
destinations in Egypt.
Khan El Khalili Market (Traditional market and bazaar)No trip to Cairo would be complete without a visit to Khan Al-Khalili. The bazaar is loud, crowded, colorful, and exciting—full of
all kinds of goods and shiny baubles. You can find the typical tourist trinkets here.
The market dates back to the 14th century when Emir Dajaharks Al-Khalili built a large market complex on the site of the
Za’afran Tomb, which had been the burial place of the Fatimid rulers of Egypt
Khan El Khalili is located 12 km from downtown- Cairo. Khan El Khalili market is situated at one corner of a triangle of markets
that go south to Bab Zuwayla and western to azbakiyyah.
The skinny lanes of Khan Al Khalili are basically a medieval-style mall. This agglomeration of shops many arranged around
small courtyards stocks everything from soap powder to semiprecious stones, not to mention tacky toy camels and alabaster
pyramids. Most shops and stalls open from around 9am to well after sundown (except Friday morning and Sunday).
Today the market has been modernized significantly, but there are still portions that display the original Mamluk style
architecture, which featured great archways and vaulted ceilings. The market has several restaurants and cafés spread
throughout where you can take a break from shopping. Al Fishawy is the oldest café in Cairo, decorated with large mirrors and
old furniture. It used to be frequented by Naguib Mahfouz, the Egyptian Nobel laureate author.
There is also an upscale restaurant in the market that bears his name. The market is next to Hussein Square, the garden in front
of Hussein Mosque. This square also offers many cafes and cheaper restaurants
Shopping malls Egypt witnessed in the last decade, as in many mega-cities, the reshaping of public space through the creation of new shopping
malls and recreation places. This went hand in hand with the ̀ gentrification’ of certain areas of the city of Cairo. We can say that
there’s at least one mall in every district in Cairo such as Mall of Egypt, Cairo Festival City Mall, Citystars Mall and The First Mall.
