6. All the candidates i.e., wardsj spouse of the RPFjRPSF personnelas well as wards and spouse of other than RPF/RPSF personnel, who areeligible to be considered for appointment in RPF/RPSF department asConstable/Sub. Inspector on compassionate ground shall be subjected tosuitability test comprising of physical measurement test/ physicalEfficiencytest and written test in the followingorder:

a) The candidate shall be first subjected to 1600 meter race, in caseof Male, & 800 meter race, in case ofFemale candidates, as per thestandard laid down in Para 5.1 of Railway Board's letter No. 88-Sec(E}jRC-3/43/Pol.Pt dated 12.07.201l.

b) Only those candidates who qualify in the racing event will bemeasured in Height & Chest (Chest, applicable for male candidatesonly)& on being found fit shall take part in the remaining events ofPETas specified in RailwayBoard's letter dated 12.07.2011.

c) The candidate has to qualify in all the events, including Physicalmeasurement, to be eligible for appearing in the written test forConstable/Sub. Inspector to be conducted-by the Personneldepartment through the committee constituted in the divisionallevel for the purpose.

d) The candidates who are undergraduate and fail in the PETas wellas who have qualified in the PETshall appear in the suitability testfor Group 'C' to be conducted by the Committee along with othercandidates of the division who have not opted to be considered forappointment in RPF/RPSF deptt.

e) The wards/ spouse of RPF/RPSF personnel who appear forsuitability test conducted by the Committee, their result should besent directly by the Personnel Branch of the concerned division tothe office of divisional security commissioner to which the ex-RPF/RPSF personnel belongs, for further consideration at theirend.

f) The Compassionate ground appointment cases of ward/ spouse ofother than RPF/RPSF department, who fail in PET should befinalized at divisional level and candidates of workshop, who havefailed in PET should be sent back to respective workshops forconducting suitability for other posts, and for further necessaryaction at their end.

7. The candidates who are graduates and qualify the PET to beconsidered for the post of Sub. Inspector in RPF/RPSF shall be subjectedto written test / viva-voceby the committee of 3 JA grade officers,whichmay be formed with the approval of DRMas and when such candidatesare available, subject to availabilityof the vacancies.

8. The division should forward the proposal of wards/spouse of ex.employee other than RPF/RPSF who have qualified the PET and alsoqualified in the written test / viva-voceto CPO office for obtaining theapproval of CSC/RPF for their posting as Constable/ Sub. Inspector asthe case may be.

9. On receipt of sanction from esc RPF, the concerneddivision/workshop shall transfer the compassionate appointment casefile of the candidate to CSC/ RPF for posting at their end. In the event,sanction for Constable / Sub. Inspector is not conveyed for want ofvacancies, the RPF deptt, while returning the case file should clearlymention that no vacancies are likely to accrue in the next one month, sothat the candidate can be consider for posting in other than RPF deptt.10. The proposal of wards/spouse of RPF/RPSF Personnel in theprescribed format shall be forwarded by the CSC RPF to GM (P) forconsidering appointment on compassionate ground in other departmentsof the Railways, only, if they cannot be appointed in RPF/RPSFdepartment. While forwarding such proposals, RPF department shall'clearly specify, assigning the reasons, as to why the candidate cannot beappointed in RPF/RPSF department, including in the Ministerial wing ofRPF/ RPSFdeptt.I

11. The cases of compassionate appointment which are not withinDRMs/CWMs/HODs power of sanction, in such cases, the suitability testas enumerable in Para' 06 above, of the willing candidates, should beconducted only after receipt of sanction from HQ's office.

12. The committee should meet every month to conduct the suitabilityof the candidates available, if any.

13. In terms of Board's letter No. 2008-Sec(E)/RC-3/18 dated21.02.2008 for appointment in ancillary posts in RPF/ RPSF deptt, theminimum educational qualification is 8th std passed & GP less than Rs.1800. Thus, in the event, ward/widow of RPF/RPSF who are 8th std.passed are considered for ancillary post in RPFjRPSF deptt, then suchcases should not be forwarded to GM (P)for appointment in other depttof Railwayfor want of vacancy in ancillary post in RPFjRPSF deptt, sincenow the minimum educational qualification for appointment in Railwayservice in GP 1800 is SSC or ITI in terms of Board's letter No.E(NG)II/2009/RR-1/10/Pt. dated 09.12.2010 & the Railway Board'sinstructions regarding placement & fixation of pay of Group '0' Railwayemployee is GP 1800 in PB-1 is not applicable to RPF/RPSF working inGroup 'D' category

14. However, the screening of ancillary category will be dorie by theCommittee nominated by respective DRM of the division & the PET bedone as per para 5.3 of Railway Board's letter No. 88-Sec(E)jRC-3j43/Pol.Pt. dated 12.07.2011.

In order to process and finalize the cases for appointment of RPF/RPSF wards/spouseon compassionate grounds in shortest possible time [0 meet the very objective of the schemeof such appointment, Board (MS) has taken the following decisions: ... /

1. APPOINTMENT IN RPF/RPSF AND OTHER DEPARTMENTS- OF THERAILWAY,

(1.1) Security Department should process the cases for appointment on compassionategrounds of wards/spouse of ex-RPF/RPSF personnel for suitable posts/vacancies In theSecurity Department i~self including the Ministerial_'0'ingof RPF/RPSF,

(1.2) In the case of male/female wards, efforts should be made to absorb them In theRPF/RPSF itself subject to their fitness for the particular post,

(1.3) Only when it is not possible to finalise the cases as per sub-para (1.1) and (1.2) above,cases of wards/spouse of ex-RPF/RPSF personnel may be forwarded to General Manager (P)for considering appointment on compassionate grounds in other Departments of the Railway,

(1.4) Similarly, the wards/spouse of Railway personnel working in Departments otherthan RPFIRPSF would also be considered, only jf they are wiHing, for aPP?!!1.t:-!!J!.!1Jg!l_.compassionate grounds ill RPFIRPSF, whenever any vacancy exists. -~- ..---.

2. AUTHORITY TO MAKE COMPASSIONATE APPOINTMENTS INRPF/RPSF: Chief Security Commissioner of the concerned Zonal Railway and ChiefSecurity CommissioneriRPSF are competent to make compassionate appointments inRPF/RPSF through a screening committee constituted by the concerned RailwayAdm inistration.

3. PRIORITY FOR MAKING COMPASSIONATE APPOINTMENT:

(3.1) The following should be the order of priority to be followed while making appointmentson compassionate grounds in RPF/RPSF:

i) An eligible ward/spouse of an RPF/RPSF staff who dies in an encounter,ii) An eligible ward/spouse of an RPF/RPSF staff who dies or is permanently crippled in thecourse of duty,iii) Aneligible ward/spouse of an RPF/RPS F staff who dies in harness as a result of railwayor other accidents when 0 ff duty,IV) An eligible ward/spouse of an RPF/RPSF staff who dies due to natural causes, while inservice.

(3.2) All appointments should be made strictly in the above order. Whenever, for any speciaireason, it is felt necessary to depart from the priority list, the sanction of the next higherauthority (i.e. DG/RPF) for appointment to the posts (with grade pay Rs. 1800 and above)must be obtained giving special reasons for ignoring the priority and the list of persons beingp~t back in priority list. Such cases should, however, be rare.

4. .candidates who qualify in 1600 meters/800 meters race will-be measured for height and chest(applicable for male candidates only). Applicants, who fail in any of the events of the PET orin physical measurement, either of height or chest, will be declared 'failed'.

(5.3) . PET for a post in Ancillary category will consist of 1600 meters race, Long Jump andShot Put as mentioned in' sub-paralS.I) above. The 1600 meters run will be held first and onlythose applicants who qualify in this event will further take part in the remaining events of thePET. Only those candidates who qualify in 1600 meters race will be measured for height andchest. The PET will be qualifyingin nature and a candidate has to qualify in the Race and theLong Jump or the Shot Put to be declared qualified in PET.

6. PROCEDURE FOR APPOINTMENT ON COiVIPASSIONATE GORUND:

(6.1) Suitability test (including Physical Measurement & Physical Efficiency Test) of ex-RPF/RPSF wards/spouse may be conducted along with wards/spouse of other departments ofthe Railway at division level by the screening committee nominated by the concerned RailwayAdministration,(6.2) An officer of appropriate rank from RPF/RPSF may be co-opted in the screeningcommittee in case suitability of ex-RPF/RPSF wards/spouse along with wards/spouse of otherdepartments is assessed by the screening committee,

. (6.3) Final selection to ; particular post in RPF/RPSF may be done based on theperformance in the suitability test including Physical Measurement & Physical EfficiencyTest,

(6.4)· If a ward/spouse is found unsuitable for a post in RPF/RPSF, he/she may be offeredappointment to a post in any other department as recommended by the screening committee.

7. GENERAL CONDITION FOR CONDUCTING SUITABILITY TEST:Suitability test for appointment in RPF/RPSF on compassionate grounds may be conducted bythe Personnel Department of the concerned railway in accordance with the procedure beingfollowed by them. However, the instructions contained in this letter may be followedinvariably while conducting suitability test for appointment of RPF/RPSF wards/spouse on

- compassionate ground. The DG/RPF may issue any other guidelines, if considered necessary,to facilitate smo~nduct of Physical Measurement & Physical Efficiency Test (PET).

This issues in supersession of all ear/ier instructions issued by the Security Directorate,Railway Board on the subject.

All references/cases made from Zonal Railways to Security Directorate, RailwayBoard as on the date of issue of this letter and not yet decided may be treated as withdrawnand be dealt with at the Zonal level accordingly.

This issues with the concurrence of Establishment Directorate of the Ministry ofRailways (Railway Board).

In light of Board's instructions issued vide letter No. 88-Sec(E}/RC-3/43 Po1.Pt dated 29.5.08, following procedure order is issued for dealingCompassionate Ground Appointment cases of RPF/RPSF deptt.

1. Candidate who is eligible to be considered for appointment in Gr.'C' category as per his/her Educational Qualification, his screening testshould be conducted by RPF deptt. for the post of Sub. Inspector/Constable.

2. In the event the candidate fails to clear the screening test for Gr.'C' 10 RPF/RPSF deptt., Security deptt. should refer the matter toconcerned DRM office wherefhe ex. RPF personnel was last working,prior to his Death, for conducting suitability of the candidate for Gr. 'C',for appointment in other deptt. of Central Railway.

3. The concerned division shall conduct the suitability of thecandidate for Gr. 'C' alongwith other Compassionate GroundAppointment candidates of their division, and forward the suitabilityreport to CSC/ RPF.

4. In the event candidate has passed the suitability for Gr. 'C' forappointment in other deptt. of Railway, CSC/RPF should forward thecomplete proposal to GM (P), enclosing the attested copy of Screeningsheet) vide which the candidate has been found unsuitable forappointment as Sub. Inspector / Constable in RPFj RPSF deptt.

5. In the event the candidate has failed in the suitability for Gr. 'C' forappointment in other deptt. of Railways, & no second chance is grantedby the Competent Authority, the candidate should be absorbed in Gr. 'D'post (Ancillary staff) in RPFjRPSF deptt.

6. If there is no vacancy of Ancillary staff in RPF jRPSF deptt. thecase should be referred to GM office for appointment in Gr. 'D' post inother deptt. of Railways, alongwith the certification that no vacancy ofGr. 'D' Ancillary staffis available in RPF/RPSF deptt.
