提供首站及一站式諮詢和統籌服務的土地發展項目倡議者須知

政府一直提供「首站及一站式」的跨局跨部門諮詢和統籌服

務，以便推行有助達到政府政策目標的創新項目。發展局在2009至2012年和政務司司長辦公室在2012至2017年各自設有小型專責辦事處提供同

類服務。項目倡議人和社會各界評價普遍正面。

2. 自2018年4月1日成立以來，政策創新與統籌辦事處（創新辦）

為非牟利機構及私人機構倡議者提出具較廣泛社會及經濟裨益，及/或有

助達到政府政策目標的創新項目，提供「首站及一站式」諮詢和統籌服

務。此須知載列創新辦提供諮詢和統籌服務的目標及考慮提供服務的準

則，以及將會實施的資料發放安排。 目標 3. 提供「首站及一站式」諮詢和統籌服務的目標是協助項目倡議

者就值得的土地發展項目在項目規劃前期取得相關政策局及部門的意見

和回應，使項目倡議者可以盡早留意值得關注的事項，及制訂切實可行

的應對方案。透過為項目倡議者和相關政策局及部門建立溝通渠道，本

辦事處旨在協助雙方釐清相關事項及盡早尋求方法，以加快整體程序。 4. 值得注意的是，創新辦既非土地發展項目的審批機關，亦不會

取代任何法定審批程序或公眾諮詢。項目倡議者獲得我們的服務後，仍

須循既定途徑向有關當局申請必需的許可。此外，本辦事處不會取代相

關政策局及部門的角色及責任；後者會繼續就擬議項目負責詳細評估、

查核、商議和審批程序。如項目涉及土地補價事宜，創新辦亦不會參與

項目倡議者與地政總署之間的磋商。

考慮提供服務的準則 5. 倡議者可無須經過創新辦，直接聯絡相關政策局和部門，以取

得政策支持及所需許可。如項目倡議者希望使用本辦事處提供的首站及

一站式諮詢和統籌服務，其擬議項目應符合下列條件 —

(a) 由非牟利機構提出的項目— (i) 擬議項目應具較廣泛社會及/或經濟裨益，及/或有助達到

政府政策目標；

(ii) 用以執行項目的土地在使用上應沒有重大掣肘，儘管項目

或須取得規劃許可、修訂土地契約或進行其他土地行政程

序；

(iii) 擬議項目應取得相關政策局的所需政策支持（如適用），

而本辦事處或會協助聯繫工作。如項目倡議者已取得相關

政策局明確的原則性支持，批予政府土地以實行擬議項目，

本辦事處亦會在有需要時協助統籌選址工作；

(iv) 擬議項目不應為政府帶來任何經常開支。然而，項目倡議

者可透過個別的政府/非政府資助計劃或信託基金，為建

築工程及/或開辦成本申請資本補助；及 (v) 項目倡議者應已為項目進行初步規劃工作，並已準備好初

步發展計劃，讓有關政策局及部門參閱及提出意見。

(b) 由私人機構提出的項目—

(i) 擬議項目應具較廣泛社會及/或經濟裨益，及/或有助達到

政府政策目標；

(ii) 用以執行項目的土地在使用上應沒有重大掣肘，儘管項目

或須取得規劃許可、修訂土地契約或進行其他土地行政程

序。若擬議發展涉及土地補價，有關項目須遵循現行土地

補價政策；

(iii) 擬議項目應取得相關政策局的所需政策支持（如適用），

而本辦事處或會協助聯繫工作；

(iv) 項目倡議者須負責項目所有發展和營運成本；及

(v) 項目倡議者應已為項目進行初步規劃工作，並已準備好初

步發展計劃，讓有關政策局及部門參閱及提出意見。 資料發放安排 6. 在合適的情況下，本辦事處及/或相關政策局和部門或會向相關

當局/委員會，例如土地及建設諮詢委員會12，提交擬議土地發展項目，

並徵求意見。如有需要或在合適的情況下，項目倡議者會被邀請出席有

關會議，以介紹其建議及回應提問。 7. 項目倡議者亦應留意，本辦事處會按下述安排處理項目—

(a) 創新辦會向相關政策局和部門提供擬議項目的資料，以便它們

提供意見； (b) 各項目的資料可能會在適當階段提交相關當局/委員會（例如土

地及建設諮詢委員會）考慮，讓它們提供意見； (c) 如擬議項目提交予土地及建設諮詢委員會，該委員會的秘書處

可能會在有關項目提交城市規劃委員會（城規會）考慮時，向

城規會提供該委員會對項目的意見；及 (d) 經本辦事處處理的項目/擬議項目，包括那些後來由倡議者自行

撤回的項目，其相關資料可能會披露予公眾（包括但不限於立

法會）。

8. 雖然本辦事處會在決定何時向相關當局/委員會提交有關項目的

資料時，顧及項目或涉及商業敏感資料，但項目倡議者在向創新辦尋求

諮詢和統籌服務前，應審慎考慮上述資料發放安排。項目倡議者需注

意，按附載表格提供的資料，均有可能向相關當局及公眾披露。 政策創新與統籌辦事處 2019年1月

Information on Proposed Land Development Projects 擬議土地發展項目資料

1. Please read carefully the attached “Guidance Notes for Proponents of Land Development

3. Use of Information –

(a) The information that you provide in the attached form will be used to facilitate your proposed project and may be shared with the relevant policy bureaux and departments, where necessary and appropriate. For details, please see paragraphs 6 to 8 of the Notes.

(b) Please provide all the information requested in the attached form. We may not be able to handle your proposed project if you do not provide us with the required information.

(c) This Office has absolute discretion in deciding whether or not to provide “first-stop and one-stop consultation and co-ordination services” to project proponents, and reserves the right to decline any proposal without further elaboration.

(d) Please ensure that the information provided in the attached form is true and accurate, and indicate your understanding and consent to the arrangements regarding projects handled by us as set out in paragraphs 6 to 8 of the Notes by signing at the end of the attached form.
