Everyone agrees that innovation is the key to solving many challenges we face as a country,

from health care to education to the environment, and is fundamental to restoring economic

which bright minds are provided the resources and freedom to create and invent according to their

passions and curiosities, to take bold risks, and even to fail. Such an innovation infrastructure

thrived in the U.S. �n the late 20th century as a collaboration that put Americans on the moon, and

to the personal computer, the �nternet, and the era of genomic medicine.

Americans are ready and willing to embrace the goal of once again leading the world in

innovation. This could be the moon shot for the next decade that unifies our country. However, we

are at a tremendous disadvantage unless the innovation infrastructure of this country is rebuilt.

This requires a new collaboration among government, industry and academia—one that is suited

Kelly McGonagal, a health psychologist at Stanford University, for years she had held the

conventional view that stress is bad for you. But when a few years ago she came across a research

which suggested that stress is bad for you only when you believe it to be damaging, she had to

reconsider.

McGonagal started digging into the subject and the result is this book, which argues that by

recognizing and working with stress, rather than trying to ignore it, we can perform better and

achieve more. �t is a bold and counter�intuitive thesis, and she makes quite a good cause for it. �n

particular, she forces the reader to take a more delicate view. For example, there is more than one

kind of response to stress. There are alternatives for “fight” or “flight”. We can also rise to the

challenge. McGonigal says that stress is an important signifier, not something to be ignored. She

suggests a three�step approach to change our “mindset”; acknowledge stress when you experience

it, welcome the stress by recognizing that it is a response to something you care about, then make

use of the energy it gives you.

McGonigal has the zeal of a convert, which possibly leads her to believe she has cracked the

problem. There are some big claims. Working better with stress “could even mean the difference

between having a heart attack at 50 or living into your nineties”, she says. �n her book she writes,

“Choosing to see the upside in our most painful experiences is part of how we can change our

relationship with stress” but something is missing: any reference to the large body of work carried

out by Sir Michael Marmot over recent decades. He has shown that stress can be hard to avoid, or

deal with, especially for those with lower status in an organization.

McGonigal does admit that stress can be harmful when three things are true: you feel

inadequate to it, it isolated you and it feels meaningless and against your will. Unfortunately, for

quite a lot of people at work, the three things can apply all too often.

Few laws are so effective that you can see results just days after they take effect. But in the

nine days since the federal cigarette tax more than doubled—to $1. 01 per pack—smokers have

jammed telephone “quit lines” across the country seeking to kick the habit.

This is not a surprise to public health advocates. They’ve studied the effect of state tax

increases for years, finding that smokers, especially teens, are price sensitive. Nor is it a shock to

�n New York, high school smoking hit a new low in the latest surveys—13.8%, far below the

argues that the burden of the tax falls on low�income Americans “who choose to smoke.”

look to see whether somebody else has already thought of it, or something similar�and � then

People select news in expectation of a reward. This reward may be either of two kinds. One

has a kind of “threat value.” �t is read so that the reader may be informed and prepared. When a

reader selects delayed reward news, he pulls himself into the world of surrounding reality to which

he can adapt himself only by hard work. When he selects news of the other kind, he usually

For any individual, of course, the boundaries of these two classes are not stable. For example,

a sociologist may read news of crime as a social problem, rather than for its immediate reward. A

coach may read a sports story for its threat value: he may have to play that team next week. A

politician may read an account of his latest successful public meeting, not for its delayed reward,

but very much as his wife reads an account of a party. �n any given story of corruption or disaster,

a thoughtful reader may receive not only the immediate reward of indirect experience, but also the
