Warisan Dunia dan Masyarakat AdatIde dari World Heritage Masyarakat Adat Dewan Ahli (WHIPCOE) telah disampaikan

kepada sesi ke-24 Komite Warisan Dunia di Cairns, Australia oleh perwakilan dari

Australia, Kanada dan Selandia Baru yang telah menghadiri Forum Masyarakat Adat di

Cairns pada 24 November 2001.

Inisiatif ini diambil sebagai tanggapan terhadap keprihatinan masyarakat adat

kurangnya keterlibatan mereka dalam pengembangan dan pelaksanaan undang-

undang, kebijakan dan rencana untuk melindungi pengetahuan mereka, tradisi dan

nilai-nilai budaya yang berlaku untuk mereka leluhur tanah, di dalam atau situs yang

terdiri dari sekarang ditunjuk sebagai properti Warisan Dunia.

Berikut dari diskusi di Cairns, sebuah Masyarakat Adat Kelompok Kerja dengan

perwakilan dari Australia, Kanada dan Selandia Baru dikembangkan lebih lanjut ide

dalam makalah yang disampaikan kepada sidang 25 Biro Komite diselenggarakan diMarkas Besar UNESCO pada bulan Juni 2001. ( Laporan tentang Warisan Dunia

Usulan Masyarakat Adat Dewan Pakar).

Pada bulan Juni Biro membayar upeti kepada karya Masyarakat Adat Kelompok Kerja,

diperdebatkan masalah dan merekomendasikan bahwa usulan untuk membentuk

WHIPCOE dipertimbangkan oleh sesi 25 Komite Warisan Dunia di Helsinki pada bulan

Desember 2001. ( Debat Biro)

Karena keinginan yang disampaikan oleh Delegasi banyak pengamat pada pertemuan

Biro, Biro membentuk Kelompok Kerja baru yang terdiri dari wakil-wakil dari Australia,

Belize, Kanada, Ekuador, Amerika Serikat, ICOMOS, IUCN, ICCROM dan Warisan

Dunia UNESCO Pusat. Biro meminta agar Kelompok Kerja menyelenggarakanworkshop untuk membahas lebih lanjut usulan untuk mendirikan WHIPCOE.Lokakarya

ini akan diselenggarakan oleh Taman Kanada di Winnipeg, Kanada, 17-19 September

2001.

Tujuan luas dari lokakarya ini adalah:

1. Untuk menentukan masyarakat adat istilah untuk WHIPCOE.

2. Untuk menyediakan forum untuk diskusi dan pemahaman tentang nilai tambah

oleh WHIPCOE, mendefinisikan interaksi WHIPCOE dengan IUCN, ICOMOS,

ICCROM dan Sekretariat Konvensi Keanekaragaman Hayati, dan bagaimana

interaksi ini akan tercapai.

3. Untuk lebih menentukan peran dan tanggung jawab WHIPCOE yang termasuk

"aturan inklusi" untuk Pihak Negara dan masyarakat adat yang berhubungan

dengan angka untuk masing-masing pihak, proses untuk pengoperasian dewan,

dan garis besar masalah pendanaan jangka panjang dan pendekatan.

4. Untuk mencapai kesepakatan tentang langkah-langkah berikutnya dalam proses

mencari persetujuan dan penetapan WHIPCOE.

Pada bulan Agustus 2001, atas permintaan Biro Komite Warisan Dunia, surat Edaran

dikirim ke semua Negara Pihak pada Konvensi Warisan Dunia dan Badan Penasehat

kepada Komite Warisan Dunia (ICCROM, ICOMOS dan IUCN) meminta komentar padausulan untuk membentuk World Heritage Masyarakat Adat Dewan Ahli (WHIPCOE) dan

inisiatif lain yang berkaitan dengan Warisan Dunia dan Masyarakat Adat. Komentar

pada usulan WHIPCOE dan inisiatif lain yang berkaitan dengan Warisan Dunia dan

Masyarakat Adat harus dikirim secara tertulis, pada bulan September bahasa Inggris

atau Perancis ke Pusat Warisan Dunia oleh 17 2001.
