kargo dan jarak pengiriman.Banyak perusahaan pengapalan,menetapkan harga menggunakan diimensi berat dan volume

Inspeksi beberapa lokasi yang menjadi pertimbangan, kemudianmelakukan penilaian terhadap seluruh faktor tersebut akan
mempengaruhi keputusan akhir dari pemilihan lokasi pabrik.
Keberhasilan operasi pabrik dipengaruhi oleh penilaian dari seluruhfaktor-faktor tersebut diatas, yang menjadi dasar pertimbangan.

2. ENERGY AVAILABILITY:

Sebagian besar industri kimia membutuhkan utilitas yaitu tenaga
listrik dan uap bertekanan. Didalam pengadaan utilitas tersebut,pabrik memerlukan sejumlah besar bahan bakar.
Tenaga listrik dan bahan bakar dapat dikombinasikan sebagai satu
faktor besar dalam pemilihan lokasi pabrik. Jika pabrik memerlukansejumlah besar batu bara atau minyak bakar, lokasi mendekatisumber su lai bahan bakar kemun kinan men adi faktor entin
untuk menekan biaya operasi / biaya produksi.
Biaya lokal dari pengadaan tenaga listrik dan uap air tersebut dapatmembantu menetapkan apakah tenaga listrik seharusnya dihasilkanoleh pabrik sendiri atau membeli dari PLN.
3. METEOROLOGICAL DATA:

Jika pabrik didirikan dilokasi yang beriklim dingin, maka biaya
menjadi meningkat untuk kebutuhan konstruksi dari tempat protektifdisekitar peralatan proses dan disekitar menara pendingin khusus.
Jika pabrik didirikan di daerah yang mempunyai temperatur tinggi,
maka peralatan AC diinginkan untuk melindungi peralatan proses.Kondisi ini akan mempengaruhi kemampuan pendinginan di menaraendin in.

4. MARKET STUDY:

Lokasi pasar atau pusat-pusat distribusi mempengaruhi biaya
distribusi produk dan waktu yang diinginkan untuk pengapalanproduk.
Perkiraan pasar merupakan pertimbangan penting dalam pemilihan
lokasi pabrik, karena pembeli biasanya mendapatkan keuntungannyauntuk membayar dengan biaya distribusi yang lebih rendah.

Akses transportasi industri dapat dilakukan melalui moda transportasiair, jalan raya dan keberadaan jalan tol. Jenis dan kuantitas produkdan bahan baku menentukan jenis fasilitas transportasi yang sesuai
dan yang akan dipilih. Perlu memperhatikan local freight rates /biaya tramsportasi lokal dan existing railroad lines /jalur kereta api.
Selain mempertimbangkan fasilitas transportasi untuk bahan baku,
energi, dan produk, perlu mempertimbangkan fasilitas transportasi
dari pabrik dan kantor pusat dan uga transportasi karyawan kepabrik.

6. WATER SUPPLY:Industri roses memerlukan se umlah besar air untuk endin inan,

pencucian, pembangkit uap, dan untuk air proses. Sehingga lokasipendirian pabrik perlu mempertimbangkan sumber-sumber air untukmemenuhi kebutuhan industri dalam jumlah besar, jika dibandingkan
dengan kebutuhan domestik yang relatif kecil.
Sumber-sumber air berasal dari sungai, danau, dan air laut digunakanuntuk memenuhi kebutuhan dalam jumlah besar, sedangkan sumber
dari sumur artesis untuk memenuhi kebutuhan dalam jumlah kecil.
Jika suplai air berfluktuasi dari musim ke musin, maka pemilihanlokasi pabrik perlu mempertimbangkan beberapa sumber-sumber air
alternatif. Temperatur, kadar mineral, kadar garam dan pasir, kadarbakteriologi dan biaya untuk suplai dan biaya pengolahan juga
menjadi pertimbangan saat memilih suplai air ke pabrik.
7. WASTE DISPOSAL:

Peraturan terhadap pembuangan limbah industri kimia telah
membuat industri menggunakan metode untuk penanganan limbahagar buangannya sesuai dengan baku mutu yang diijinkan.
Lokasi pabrik seharusnya mempunyai kapasitas dan fasilitas yang
mencukupi untuk pembuangan limbah secara tepat. Didalammemilih lokasi pabrik, level toleransi terhadap berbagai metodeembuan an limbah seharusn a di ertimban kan secara hati-hati.
Kebutuhan fasilitas pengolahan limbah juga dipertimbangkan.

Regulasi lokal terhadap zona industri, kode bangunan, aspekgangguan, dan fasilitas transportasi dapat mempunyai pengaruh
pada pemilihan akhir dari lokasi pabrik.

10. SITE CHARACTERISTICS:

Karakteristik tanah pada lokasi pabrik seharusnya diuji secara hati-
hati. Topografi tanah dan struktur tanah harus dipertimbangkan,karena keduanya mempunyai pengaruh terhadap biaya konstruksi.
Biaya tanah, biaya bangunan dan kondisi kehidupan dipengaruhioleh karakteristik lokasi.
Perubahan-perubahan di masa depan diantisipasi sebelumnya untukmen eks ansi fasilitas abrik atau merencanakan endirian abrik
baru.
11. SAFETY AND ENVIRONMENTAL MEASURES:

industri juga dapat dipergunakan untuk mendapatkan kemudahanpemadam kebakaran sebagai ukuran keselamatan pabrik.Kemungkinan banjir atau bencana alam juga menjadi pertimbangan
pemilihan lokasi didaerah ini. Sehingga sebelum pemilihan lokasipabrik, kondisi daerah seharusnya diuji dan konsekuensi-konsekuensi
dari kejadian juga dipertimbangkan.
Proteksi dari kebakaran merupakan faktor penting yang lain untukmemilih lokasi pabrik. Dalam kasus kebakaran, kemudahan
mendapatkan bantuan dari pemadam kebakaran sangat diperlukan.
Sistem evakuasi pekerja juga menjadi pertimbangan jika terjadi
kebocoran atau kebakaran yang membahayakan pekerja danmasyarakat sekitarnya.

12. COMMUNITY FACTORS:

Karakteristik masyarakat dan fasilitas-fasilitas publik mempunyai
pengaruh pada lokasi pabrik. Jika fasilitas masih minim maka pabrikharus mensubsidi fasilitas untuk kepuasan publik.
Fasilitas budaya, pusat-pusat keagamaan, perpustakaan publik,
sekolahan, teater publik, assosiasi kesenian dan kelompok yangserupa untuk membuat masyarakat lebih progresif.
,pusat seharusnya perlu dievaluasi. Adanya pajak yang rendah bukan
situasi yang menyenangkan jika tidak masyarakat dapat berkembangdengan baik dan bebas hutang.

The general location of a process plant, that is to say, the country orarea of a country in which it is proposed to be sited, will be chosen
primarily on economic and commercial grounds.
The desirability of being close to the customers, or to the sources ofsupply of feedstocks, often dominates the choice for a large-tonnage
process plant.
There are, for example, good reasons for siting a plant in thecountry where the largest sales are expected.
Even if there were no tariff barriers a ainst im orts and trans ortcosts were not prohibitive, few developing countries would be
happy to accept large-scale imports for long, if they could see thepossibility of local production.
This they might soon encourage by investment incentives.

Plant Location36 Customers also prefer local manufacturers as being a more secure
source of supply both in the short termhaving a shorter and quicker
transport chain, and in the long termbeing more committed tobusiness in that country.
For a large-tonnage product, the cost of transport is important and
the costs of moving feedstocks and product will be key factors in thechoice of location.
If hazardous chemicals were involved, this would also limit the
choice.

37 Having chosen a general location, the selection of a specific site must
take into account additional factors, including several of an
engineering nature. In fact, the choice of site for a major processplant is almost certain to be severely restricted:
(1) If the employer has existing similar operations in the countryconcerned, the advantages of placing the new plant on an
existing site, where this is possible, are likely to be so great as torule out any alternative. The new plant may derive its feedstocks
from one or more of the existing units. Whether or not this is so,w pro a y e a e o ma e use o ex s ng o -p o ac es
such as utilities supply, effluent treatment and disposal,
maintenance and administrative facilities, roads and railways, gatehouses and fencing, and may be able to share existing personnel.

38 (2) If a new site is to be selected, environmental requirements, or
considerations of visual intrusion and of compatibility with what
is already presentwhat are in fact, if not in name, zoningrestrictionsrule out much of any country. Large demands for
water and electricity, questions of transport, and of effluentdisposal also restrict plant location, usually to near other
industrial development.
(3) The off-plot and infrastructure costs for a stand-alone plant on
a new site may be so great as to seriously challenge the viability
o e pro ec . ere a new s e s e ng cons ere , e p anmay be merely the first in a series planned for it. The choice of
such a site and the development of its infrastructure would thenprobably form a separate project, which would take into account
the other plants in prospect.

39 (4) A possible alternative is to site the new plant adjacent to
another company's plant which is the major supplier or customer,
making arrangements with the other company to gain some ofthe advantages of existing off-plot facilities.
(5) In countries which are attempting to develop their industrialbase rapidly, possibly to exploit reserves of oil or gas, a state-
supported industrial estate for major industry may be the best,perhaps the only, option.
Once a possible site is identified, a number of purely engineering
aspects must be examined.
The conclusions from such examinations will affect estimates of costand possibly programme, and may occasionally rule out a site
altogether.
Plant Location
40 Matters which affect the capital cost, but which would be unlikely to
lead to the rejection of the site on those grounds alone are the soil
conditions, the climate and the risks of earthquakes.
The transport of large loads to the site during construction couldconceivably be so difficult or so costly as to rule out a site;
inadequate water supplies might also do so.
The provision of adequate power supplies could require so much tobe added to the cost as to render a site uneconomic.
Safet considerations notabl those arisin from ossible release of
flammable vapours or toxic gases, from the plant in question or fromits neighbours could make a proposed site unacceptable.

41 In assessing the suitability of a site, there is no substitute for personal
inspection and, however he may have delegated the work of
assessment, the project manager should visit the site before adecision is made, especially where the process to be employed
contains major hazards. In cases where the project manager'sresponsibility is limited, for example, to the provision of licensed
technology to others, he must be clear whether he has anyresponsibility to approve the suitability of the chosen site.
Utilities and Feedstocks' Supply42 The availability of utilities and feedstocks supplies may affect both
on-plot and off-plot design.
Many process plants are large consumers of water.
If the plant is to be built in a country where water supply is a
problem, the design can often be modified to reduce the waterconsumption below the level which would be appropriate and
economic for a plant to be built, for example, in the UK.
Water treatment facilities can be incorporated, usually without
cri lin ex ense, to allow oor ualit water to be used.
When all such measures have been taken, however, substantial
requirements may remain and these must be capable of beingsatisfied if a site is to be acceptable.

43 It can be very difficult, in a country where water supplies are
inadequate or non-existent, to obtain credible assurances that they
will be available when required.
Without these, however, it would not be sensible to proceed.
If the proposed process plant is a large user of electricity,considerable time and effort may have to be spent to establish the
nature of the power supplies available.
Few countries have an electricity supply system as robust as the UK
national rid, and it ma be difficult to obtain data on reliabilit .
The employment of specialist consultants, especially if they have
previous experience in the country, may be indicated.
An inadequate power supply could have serious design implications.
Utilities and Feedstocks' Supply
44 Large electrical drives may not be practicable, or may be possible
only with some form of soft start.
It would seldom be economic for a single process plant to have togenerate any large amount of power with the availability and
reliability required for key prime movers, so that alternatives to largeelectrical drives may be necessary.
Emergency generation of sufficient power to permit a controlledshut-down of the plant may also be essential.
The availabilit of feedstocks su lies will affect the stora e needed
and their quality may call for pre-treatment, or adjustment to theprocess to allow for impurity.
Investigation of the means of moving the feedstocks to site may be
required and its reliability assessed.

45 Where transport is by ship, storage capacity is often controlled by
the size of the shipload and the need to be able to discharge it,
rather than by considerations of a number of days' capacity for plantoperation.
The requirement for product storage is similarly affected by themeans of transport and the distance moved.
Consideration has also to be given to the capacity needed to cover amajor overhaul.
