    GIZ welcomes your interest in our advanced training programme. You already have information aboutthe objectives and contents of a concrete programme and now wish to submit an application. Please

    be sure to read these documents carefully. They provide all relevant information you require tocomplete a successful application.

    I General information

    German development co-operation supports partner countries in meeting the challenges of

    globalisation, developing global governance competence, participating in the internationalisation ofpolitics and making a contribution to resolving global problems. To this end, know-how deficits areeliminated and innovation processes enhanced with the help of advanced training tailored to meet

    your countrys demand. GIZs advanced training programmes target sectors that are of particularimportance for a nations development and are experiencing bottlenecks in certain professional fieldsthat cannot be addressed to an adequate degree by domestic training institutions.

    Dear applicantYou are planning to take on an active role in this change process. We would like to make sure that youare aware of the implications of this important decision.GIZs projects and programmes are a contribution to capacity building, i.e. they are oriented towardsthe problems and interests of sending organisations or institutions. Your personal advanced trainingwishes can only be considered within this framework. Our advanced training measures primarily aimto enhance your qualifications as a specialist or executive staff member within the organisation orinstitution sending you and where you have a specific function or have been entrusted with a certainarea of responsibility. You should also note that GIZ programmes have a particularly strong practicalemphasis. Upon completing the measure you will be awarded a certificate by the Federal Republic of

    Germany.We require precise information about your workplace and tasks if the advanced training is to besuccessful for you and your organisation/institution. Please draw up an approx. two-page analysis(see Part 1, Appendix) giving detailed information as to concrete bottlenecks or problems that youbelieve might be alleviated with the help of an advanced training. For us, the analysis constitutes themost important part of your application.

    Dear employerYou are our programme partner and we wish to support you and your organisations or institutionsundertakings through the advanced training of your employee. You will grant special leave of absenceto your employee for the duration of the advanced training enabling him/her to alleviate a concretebottleneck or problem. Against this backdrop we wish to ask you to comment on your employeesanalysis in Part 2 of these application documents. Please portray your organisations or institutionssituation and indicate how in your view your organisations or institutions undertakings could be

    promoted through the envisaged advanced training.

    The precise professional statement by yourself and the applicant will be decisive for his/herinclusion in the professional advancement measure.

    The advanced training measure is open to both male and female specialist and executive staff.

    II Conditions for Participation

    1. QualificationThe applicant must meet the professional, personal and linguistic requirements of the International

    Leadership Training.The criteria have been defined for every ILT course and shall be disclosed with the courseinformation.The applicant must undergo a medical examination in accordance with GIZs specifications toprove physical aptitude. The results of this examination will be evaluated by the German medicalservices.

    2. Selection of the candidates The professional, personal and linguistic aptitude will be assessed by a selection process. GIZ willdecide on the admission to the advanced training and the awarding of the scholarship. Applicantsand their employers will be informed of the decision by the relevant GIZ departments.The scholarship contract will take effect as soon as the applicants have signed the admission andthe Conditions for Participation and GIZ has received these documents.

    3. Language proficiency All ILT courses will be held in German so that the participants can benefit from their stay inGermany as much as possible. Good proficiency in German enables extensive contact withGermans and insight into another culture in both a professional context particularly during thepractical placements in German organisations and an everyday social context.

    Applicants lacking adequate language competence in German are required to participate in the

    preparatory German course offered by GIZ in their home region. If the agreed language courselevel is not achieved before arrival, GIZ may cancel the scholarship agreement.

    4. GIZ services4.1 Services during the preparatory phaseGIZ offers, and covers the costs of, a language course during the preparatory phase. Furthercosts associated with the language course may be reimbursed after consultation with GIZ.

    4.2 Services during the training phase in Germany GIZ will meet the costs during the training phase in Germany- for the advanced training, for travel associated with the advanced training,- for accommodation,

    - for the scholarship as a contribution to living expenses,- for insurance (see 4.3).

    4.3 InsuranceThroughout their stay in the Federal Republic of Germany, participants are insured against acuteillness, accident and personal liability; claims held against third parties shall be ceded.

    4.4 Premature termination of the advanced trainingThe International Leadership Training is financed from public funds of the Federal Republic of

    Germany. GIZ has the right to terminate the advanced training programme for important reasons:a) failure to achieve the programme goals;b) due to ill health of the participant;c) violation of the Conditions for Participation;d) violation of laws of the Federal Republic of Germany.

    4.5 Claim for return of scholarshipIf participants prematurely end the advanced training for personal reasons, GIZ may claim forreturn of the scholarship.

    The scholarship is granted up to the amount of the (domestic) per diem allowance stipulated bySection 4 para. 5 sentence 1 no. 5 sentence 2 of the German income tax code. Hence, thescholarship varies according to the number of advanced training days and type of board. Thefinancial benefits provided by the Federal Government secure the scholarship holders areasonable maintenance. They are not, however, sufficient to support other persons. For thisreason, dependents may not be brought to Germany as well. The maintenance of families in thehome country must be secured for the period of the advanced training.

    GIZ undertakes to offer the participants free board and lodging during the arrival module and thelanguage course modules in GIZs own training centres and to pay an additional daily allowance of7.20 euros. If your accommodation is outside of GIZ training centres, GIZ will provide theparticipants with self-catering accommodation and pay an increased daily allowance of 24 euros.At the beginning of the advanced training, participants shall open a current account with the help

    of GIZ, into which the scholarship can be paid monthly.

    5. Services of the partner organisations or sending institutions5.1 International travel expenses will be met by partner countries or sending institutions/partnerorganisations as a contribution towards the advanced training.GIZ will decide on exceptions.

    5.2 As a contribution towards the advanced training, the sending institutions/partner organisations

    will support the establishment, development and implementation of transfer projects agreed withthe participants sent.

    6. The participants duties Participants in the International Leadership Training shall make the most of the advanced trainingoffer in the sense of the agreed goals. They shall contribute to a good working atmosphere withinthe course group, towards GIZ and their partners.

    6.1 Obligation of active participation The International Leadership Training courses are divided into three phases: preparatory phase,training phase in Germany and transfer phase. Participants in an ILT course are obliged to activelyparticipate in all modules and events of the whole ILT course. The information in the coursedescription shall apply.Detailed contents and the exact procedure of the training phase in Germany will be precisely

    established after arrival jointly with the participants, according to professional or technicalconsiderations.During the training phase in Germany, the following standard national procedures apply: if the

    participants are absent for more than three calendar days, they must present a medical certificateno later than the third day.

    Temporary interruption of the advanced training for personal reasons must be requested inadvance and then approved by GIZ.

    Participants are not legally entitled to holidays during the advanced training.

    6.2 Financial obligationsParticipants undertake not to accept other scholarships for the duration of the advanced training,nor to enter any form of employment, part or full time. All the time at their disposal should be

    dedicated to the advanced training programme. If the programme is prematurely terminated byparticipants for personal reasons, or if they do not return home after completion of the advancedtraining, the scholarship may be claimed back.

    Prior to their departure, participants are required to settle all outstanding financial obligations.They shall authorise the relevant GIZ department to recover any scholarship overpayments fromtheir current account.

    6.3 Physical aptitudeThe applicants physical aptitude will be assessed by a medical practitioner in their home countryfollowing the first selection round. Fees for the medical examination shall be met by the applicantor the sending institution/partner organisation. Exceptions may be made at the discretion of GIZ.

    Following entry into the Federal Republic of Germany, programme participants will be screenedfor infectious diseases by a medical practitioner.If an infection is detected or a participant is unfit to attend the advanced training for other reasons,they are obliged to immediately return to their country of origin.

    6.4 Obligation to return home Participants commit themselves to return to their country of origin immediately upon completion ortermination of the advanced training programme.

    6.5 Privacy policyParticipants give their consent to having their individual data stored, evaluated and forwarded tothird parties insofar as this is necessary for the advanced training and the follow-up programme.

    For the duration of the advanced training, participants authorize the relevant GIZ department tocontact third parties (e.g. training institutions, authorities, schools) for pertinent information. Incase of health problems that might affect the successful completion of the advanced training, theyrelease doctors and hospitals from their duty to maintain confidentiality.

    6.6 Evaluation

    The participants shall make constructive contributions to the regular evaluations of the advanced

    training programme.

    III Information on the application procedure

    You have information on the aims and contents of the chosen advanced training measure and agreewith them. You accept GIZs Conditions for Participation. Now you need to prepare the applicationdocuments.

    The following checklist offers an overview: 1 Application part 1 To be filled out by applicant

    2 Appendix to Part 1 Please write an approximately two-page analysis on concretebottlenecks or problems that you wish to eliminate through theadvance training. Your analysis constitutes the most importantpart of the application for us.

    3 Application part 2 To be filled out by employer

    4 Medical report The required form "Medical Examination Report" will be madeavailable later to you. It will be filled out by an independent medicalexaminer chosen by the applicant. The report will include chest X-ray.

    6 Diplomas A copy of diplomas or certificates with the highest professionalqualification and/or university degree

    7 Passport photo Please include a passport photo with the application.

    If diplomas/certificates are not written in English, French, Spanish or German, a translation in one ofthese languages is required.

    GIZ will decide on the applications for a scholarship. The decision will be communicated to you andyour employer by the relevant GIZ departments.

    In the case of a positive decision, you will receive a letter of invitation for the requested advancedtraining. The invitation will encompass an advanced training schedule and Conditions for Participation.The scholarship contract will only take effect after we have received the signed acceptance of theconditions and the planned advanced training programme.

    Naturally you will also be informed if we are unable to include you in the programme.

    We require precise information on your workplace and responsibilities to ensure that you and yourorganisation will benefit from the advanced training. We would like to ask you to draw up a two-pageanalysis with a detailed description of the concrete bottleneck or problem that in your opinion can beaddressed through the advanced training. Your analysis is the most important part of yourapplication for us.

    1. Draw an organisation chart of your organisation or institution and mark your position as well as thatof your direct superior or enclose a printed organisation chart with the appropriate markings.

    2. Describe your departments function and your responsibilities. Name projects, services and ifapplicable your organisations or institutions website.

    3. What are your objectives for the advanced training? Where do you perceive bottlenecks or a needfor improvements within your sphere of responsibility that can be addressed by the advancedtraining measure?

    4. What do you see as your personal contribution to finding a solution after completing the advanced

    training?

Have youalready thought about change projects (transfer projects) that you plan to implement in yourcompany/organisation following your return and if so, which ones exactly?
