Fungsi dan Tujuan Negara Secara Umum

Fungsi pokok negara adalah mewujudkan, mnjalankan dan melaksanakan kebijaksanaan bagi seluruh masyarakat di daerah kekuasaannya. Ini merupakan aktivitas terpenting dari negara. Dengan sendirinya bukan hanya negara yang menjadi peserta dari kebijaksanaan ini. Kebijaksanaan negara meliputi:

1. Memelihara ketertiban umum atau negara sebagai stabilisator;

2. Memajukan perkembangan masyarakat atau negara sebagai stimulator;

3. Memadukan berbagai aktivitas masyarakat atau negara sebagai koordinator;

4. Menunjuk dan membagi benda-benda material dan non material atau negara sebagai pembagi atau distributor.

Fungsi Menurut Para Ahli

Pandangan Locke tentang negara terdapat di dalam bukunya yang berjudul "Dua Tulisan tentang Pemerintahan" (Two Treatises of Civil Government). Ia menjelaskan pandangannya itu dengan menganalisis tahap-tahap perkembangan masyarakat. Locke membagi perkembangan masyarakat menjadi tiga, yakni keadaan alamiah (the state of nature), keadaan perang (the state of war), dan negara (commonwealth).

Nah untuk menjalankan fungsi-fungsi negara tersebut, perlu adanya badan-badan atau organisasi untuk melaksanakannya. Untuk menjalankan fungsi legislatif, suatu negara perlu membentuk

MPR DPR yang bertugas membuat undang-undang. Suatu negara juga harus ada pemerintahan, seperti adanya presiden dan mentri-mentrinya yang bertugas menjalankan dan mengatur suatu negara. Suatu negara juga butuh badan hukum dan penegak hukum, supaya undang-undang bisa diawasi dan ditegakkan.
