PemangKu KePentingan yang terhormat,‘Berkolaborasi dan Berdikari’ adalah tema yang kami pilih
dalam Laporan Keberlanjutan 2017 Poleng Field. Tema ini
menggambarkan semangat kami untuk bekerja sama dan
bahu membahu dengan seluruh pemangku kepentingan
dalam mencapai kemandirian.
Laporan ini merupakan Laporan Keberlanjutan kedua
Poleng Field yang disusun sebagai bentuk transparansi dan
komunikasi kami kepada seluruh pemangku kepentingan.
Laporan ini merekam komitmen dan kinerja kami dalam
keberlanjutan, sekaligus menjadi pemicu untuk meningkatkan
pencapaian kami.
Dear StaKehoLDerS,‘Collaborating and Self-Reliance’ is our theme for the Poleng
Field 2017 Sustainability Report. The theme illustrates our
spirit to collaborate and work together with all stakeholders
in achieving self-reliance.
This Report is the second Sustainability Report of Poleng
Field which is prepared as a form of transparency and
communication to all stakeholders. This Report records our
commitment and performance in sustainability, as well as
being a trigger to improve our achievements.

KoLaboraSi untuK ProDuKSiProduksi minyak dan gas menjadi salah satu pondasi penting
kinerja keberlanjutan Poleng Field. Sepanjang tahun 2017,
produksi minyak Poleng Field mencapai 1.006.703 BBLs atau
89,32% dari target Rencana Kerja dan Anggaran Perusahaan
(RKAP) sebesar 1.127.090 BBLs. Adapun produksi gas
mencapai 1.821,43 MMSCF atau 75,13% melebihi dari target
RKAP sebesar 2.424,45 MMSCF.
Pada tahun 2017, perolehan pendapatan usaha Poleng Field
mencapai 50.448 juta USD, meningkat 17,85% dibandingkan
tahun 2016. Kami juga melakukan efisiensi melalui upaya-
upaya di seluruh lini perusahaan sebagai bentuk kontribusi
bagi kemajuan usaha sesuai tata nilai komersial.
Sepanjang tahun 2017, Poleng Field berhadapan dengan
beragam tantangan dalam pengelolaan produksi minyak
dan gas, yaitu banyaknya unplanned shutdown ketika akan
memasuki kegiatan pengeboran di CW Platform. Namun
demikian, Pemboran Offshore pertama di Pertamina EP (CW-
12) berhasil menyumbang 700 BOPD.
Bersama-sama, kami bekerja melakukan beberapa langkah
dan strategi untuk menghadapi tantangan ini, di antaranya
melakukan inovasi-inovasi untuk meningkatkan produksi.
Salah satu inovasi Poleng Field berhasil menorehkan prestasi
di tingkat internasional yaitu Thailand Award for The Best
International Invention pada 13th Taipei International Invention
Show & Technomart (INST) 2017 dengan judul Increasing
Oil Production by Maintaining Continuity of CW-07H Flow
in PT Pertamina EP Asset 4 Poleng Field. Poleng Field juga
berhasil menorehkan prestasi membanggakan lainnya yaitu
Dharma Karya Energi Sumber Daya Mineral Kategori Muda
dari Menteri ESDM dengan judul Re-enginnering Oil Transfer
Pump dari AW Platform ke FSO Abherka.
CoLLaboration for ProDuCtionOil and gas production is an important foundation for Poleng
Field’s sustainability performance. Throughout 2017, Poleng
Field’s oil production reached 1,006,703 BBLs or 89.32%
of the Company’s Work Plan and Budget (RKAP) target of
1,127,090 BBLs. Meanwhile, gas production reached 1,821.43
MMSCF or 75.13% of the RKAP target of 2,424.45 MMSCF.
In 2017, Poleng Field’s operating revenue reached USD
50,448 million, an increase of 17.85% compared to 2016. We
also carried out efficiency efforts in all lines of the Company
as a form of contribution to the business progress according
to commercial values.
Throughout 2017, Poleng Field faced various challenges in
oil and gas production management, namely the number
of unplanned shutdowns occurred when starting drilling
activities on the CW Platform. However, the first Offshore
Drilling at Pertamina EP (CW-12) has successfully contributed
to 700 BOPD of oil production.
Together, we are working on some steps and strategies to
deal with these challenges, including making innovations
to increase production. One of Poleng Field’s innovations
successfully achieved international level accomplishment
namely Thailand Award for The Best International Invention
at the 13th Taipei International Invention Show & Technomart
(INST) 2017 with the title Increasing Oil Production by
Maintaining Continuity of CW-07H Flow in PT Pertamina
EP Asset 4 Poleng Field. Poleng Field also managed to get
another encouraging achievement, namely the Dharma Karya
Mineral Resources Energy for the Young Category from the
Minister of Energy and Mineral Resources with the title Re-
Engineering Oil Transfer Pump from AW Platform to the
Abherka FSO.

Kami juga menetapkan strategi dan langkah pengembangan
ke depan yaitu Optimalisasi Facilities Sharing Agreement
(FSA) dengan PHE WMO. Strategi dan langkah tersebut
menjadi bentuk kesiapan kami dalam menghadapi potensi
dan tantangan di masa mendatang.
KoLaboraSi untuK LingKunganKami menyadari bahwa aktivitas bisnis dan operasional
Poleng Field memiliki dampak pada lingkungan sekitar.
Karena itulah, bersama seluruh pemangku kepentingan,
kami melakukan pencegahan dan pemantauan dampak
negatif yang terjadi, meningkatkan kinerja lingkungan, serta
memastikan bahwa seluruh kegiatan bisnis dan operasional
telah memenuhi standar ketaatan pada hukum dan peraturan.
Karakteristik wilayah operasi Poleng Field yang unik, yaitu
berada di kawasan lepas pantai, mendorong kami melakukan
upaya perlindungan lingkungan dan keanekaragaman hayati
secara menyeluruh. Salah satu upaya yang kami lakukan
melalui konservasi ekosistem pesisir di Desa Lembung
Paseser dengan pendekatan community based.
Upaya perlindungan lingkungan juga dilakukan melalui
berbagai inisiatif penghematan energi, penghematan air,
pengendalian emisi, serta pengelolaan limbah dan sampah.
Sepanjang tahun 2017, Poleng Field berhasil melakukan
penghematan energi sebesar 12.572,42 GJ atau 17,01%
dibandingkan dengan tahun 2016. Pemanfaatan air Poleng
Field juga mengalami penurunan sebesar 262.995 liter atau
7,71% dibandingkan dengan tahun 2016. Namun demikian,
total emisi gas rumah kaca (GRK) pada tahun 2017 mengalami
kenaikan sebesar 4.134,91 Ton CO2eq atau 28,42% dibanding
tahun 2016. Kenaikan ini disebabkan oleh peningkatan
intensitas emisi disebabkan oleh peningkatan jam operasi
pemakaian diesel engine dan adanya peningkatan produksi
minyak dan gas Poleng Field. Emisi ditargetkan turun sebesar
2% pada tahun 2018. Untuk menurunkan emisi GRK, maka
kami melakukan strategi pengendalian berupa perawatan
engine (generator, turbin kompressor dll) secara berkala,
retrofit Internal separator di Platform AW, dan penggunaan
solar cell di platform untuk kebutuhan penerangan.

WMO. These strategies and steps are a form of our readiness
to deal with potential and challenges in the future.
CoLLaboration for the environmentWe realize the business and operational activities of Poleng
Field have an impact on the surrounding environment.
Therefore, together with all stakeholders, we prevent and
monitor the negative impacts, improve environmental
performance, and ensure that all business and operational
activities comply with laws and regulations.
The unique characteristic of the Poleng Field operation area,
which is located in the offshore area, encourages us to conduct
comprehensive environmental and biodiversity protection.
One of our efforts is coastal ecosystems conservation in
Lembung Paseser Village through a community based
approach.
Environmental protection efforts are also carried out through
various energy saving initiatives, water savings, emission
control, and waste and garbage management.
Throughout 2017, Poleng Field managed to save energy by
12,572.42 GJ or 17.01% compared to 2016. Poleng Field water
utilization also decreased by 262,995 liters or 7.71% compared
to 2016. However, total emissions greenhouse gases (GHG) in
2017 increased by 4,134.91 tons CO2eq or 28.42% compared
to 2016. This increase was due to the increase of diesel engine
operating hours and the increase of Poleng Field’s oil and
gas production. Emissions are targeted to decrease by 2% in
2018. To reduce GHG emissions, we conduct periodic control
strategies such as regular engines maintenance (generators,
turbine compressors, etc.), internal retrofit of separators on
the AW platform, and the use of solar cell in platforms for
lighting needs.

Di sisi lain, Poleng Field berhasil memperluas kawasan
konservasi mangrove di Desa Lembung Paseser Kecamatan
Sepuluh, Kabupaten Bangkalan dari target sebesar 5,75 ha
tercapai 7,76 ha pada tahun 2017.
Salah satu pencapaian penting lain pada tahun 2017 adalah
tidak terjadinya tumpahan minyak dalam jumlah signifikan
yang dapat menimbulkan pencemaran lingkungan di laut
hingga pesisir. Capaian ini merupakan hasil dari keahlian,
komitmen, dan kewaspadaan seluruh pekerja dan tim kami.
Selanjutnya, untuk meningkatkan kinerja lingkungan, Poleng
Field menetapkan target penurunan emisi sebesar 2%
pada tahun 2018. Langkah dan strategi lainnya yaitu untuk
meningkatkan program perlindungan keanekaragaman hayati
di Desa Lembung Paseser dengan tidak hanya berfokus pada
restorasi mangrove melainkan restorasi ekosistem pesisir
secara menyeluruh meliputi mangrove, lamun, terumbu
karang, dan hutan pantai.
On the other hand, Poleng Field succeeded in expanding the
mangrove conservation area in Lembung Paseser Village,
Sepuluh District, Bangkalan Regency, from a target of 5.75 ha
achieved by 7.76 ha in 2017.
Another important achievement in 2017 was no significant
amount of oil spill that can cause environmental pollution in
the sea to the coast. This achievement was the result of the
expertise, commitment and awareness of all our employees
and our team.
Furthermore, to improve environmental performance, Poleng
Field sets an emission reduction target of 2% by 2018. Another
step and strategy is to enhance the biodiversity protection
program in Lembung Paseser Village, not only focusing
on mangrove restoration but also on coastal ecosystem
restoration as a whole including mangroves, seagrass, coral
reef and coastal forest.

KoLaboraSi Dengan PeKerja Salah satu pencapaian membanggakan Poleng Field tahun
2017 adalah terpenuhinya target zero fatality. Pada tahun 2017,
Poleng Field telah mencatatkan 896.972 jam kerja selamat
yang dicapai berkat kerja keras, kolaborasi, dan kesungguhan
seluruh pekerja kami.
Untuk meningkatkan kompetensi dan keahlian para pekerja,
Poleng Field memberikan kesempatan luas bagi pekerja untuk
mengikuti kegiatan pelatihan dan pengembangan. Pada
tahun 2017, kami telah menyelenggarakan pelatihan sebanyak
2.128 jam. Selain itu, sepanjang tahun 2017, kami menetapkan
berbagai upaya peningkatan budaya kerja melalui program.
KoLaboraSi Dengan maSyaraKatMasyarakat di sekitar wilayah bisnis dan operasional Poleng
Field menjadi mitra kerja kami yang terpenting. Oleh karena
itu, kami senantiasa membangun hubungan yang harmonis
dan kolaborasi yang penuh manfaat sehingga bersama-sama
kami dapat tumbuh secara berkelanjutan.
Salah satu kepedulian kami pada masyarakat diwujudkan
melalui pelaksanaan program pengembangan masyarakat di
berbagai desa di sekitar wilayah kerja Poleng Field. Sepanjang
tahun 2017, kami telah menginvestasikan USD62.502,10 untuk
pembiayaan program pengembangan masyarakat yang telah
memberikan manfaat bagi 4.363 kepala keluarga (KK) atau
21.815 jiwa.
Salah satu program unggulan kami adalah Doudo Edu Green
Village yang melibatkan masyarakat Desa Doudo, Desa Ring
1 yang bersebelahan dengan lokasi lapangan onshore kami,
Lapangan Suci. Program ini telah memberikan manfaat
berupa terbentuknya kelompok-kelompok binaan yang
berdaya saing dan tercipta lingkungan desa yang hijau, asri,
dan ramah lingkungan.
CoLLaboration with emPLoyeeOne of Poleng Field’s encouraging achievements in 2017 was
the fulfilment of zero fatality target. In 2017, Poleng Field
recorded 896,972 hours of safe man-hours achieved due
to the hard work, collaboration and determination of our
employees.
To improve the competency and expertise of the employees,
Poleng Field provides wide opportunities for employee to
participate in training and development activities. In 2017, we
have held 2,128 hours of training. In addition, throughout 2017,
we determined various efforts to improve the work culture
through the program.
CoLLaboration with the CommunityThe communities around Poleng Field’s business and
operational areas is our most important partners. Therefore,
we always build harmonious relationships and beneficial
collaborations so that we can grow together continuously.
One of our concerns for the community is realized through
the implementation of community development programs
in various villages around the Poleng Field work area.
Throughout 2017, we have invested USD62,502.10 for
community development programs that have benefited 4,363
households (KK) or 21,815 people.
One of our signature programs is Doudo Edu Green Village
involving the community of Doudo Village, Ring 1 Village
which is adjacent to our onshore field site, the Suci Field. This
program has provided benefits in the form of competitive
groups and created a green, beautiful and environmentally
friendly village.

Dengan melibatkan pemangku kepentingan, kami
menetapkan langkah dan strategi rintisan desa wisata
untuk memaksimalkan manfaat program pemberdayaan
masyarakat Poleng Field. Ke depannya, Doudo direncanakan
menjadi desa wisata edukasi lingkungan yang menjadi salah
satu destinasi wisata andalan Kabupaten Gresik.
Beberapa prestasi dalam kegiatan sosial yang diraih Poleng
Field pada tahun 2017 antara lain Public Relations Indonesia
Award (PRIA) Kategori Bronze Winner untuk Video Profile,
dua penghargaan pada ajang IGA Awards untuk program
Solar Cell dan konservasi ekosistem pesisir, Juara III dan Best
of the Best Rukun Tetangga pada Gresik Bersih, Hijau, dan Asri
(Berhias) 2017, Penghargaan Gold dan Silver pada Indonesian

namun sekaligus memberikan kesempatan bagi kami untuk
mengembangkan diri. Melalui Laporan Keberlanjutan ini,
kami menyampaikan apresiasi pada seluruh pemangku
kepentingan atas dukungan dan kerja samanya sehingga
Poleng Field mampu memiliki kinerja yang baik.
Bersama-sama dengan pemangku kepentingan, kami optimis
akan mampu menghadapi tahun-tahun berikutnya dengan
lebih baik. Kolaborasi menjadi semangat kami untuk mencapai
keberlanjutan, dan bersama-sama meraih kemandirian.
By involving stakeholders, we set the steps and strategies for
pilot tourism villages to maximize the benefits of community
development program of Poleng Field. In the future, Doudo
is planned to be an environmental education tourism village
that will be one of the leading tourism destinations in Gresik
Regency.
Some of Poleng Field’s achievements in social activities in
2017 among others the Public Relations Indonesia Award
(PRIA) Bronze Winner Category for Video Profile, two awards
at the IGA Awards for the Solar Cell program and conservation
of coastal ecosystems, Third Winner and Best of the Best
The Neighborhood Association in Gresik Bersih, Hijau, dan
Asri (Berhias) 2017, Gold and Silver Award on the 2nd and
6th pillars of the Indonesian Sustainable Development Goals
Awards (ISDA), as well as the 3rd of Local Hero Pertamina
(Persero).
The 2017 is a year full of challenges, but at the same time
provides an opportunity for us to develop ourselves. Through
this Sustainability Report, we express appreciation to all
stakeholders for their support and cooperation so that Poleng
Field is able to have good performance.
Together with stakeholders, we are optimistic that we will be
able to face the following years better. Collaboration becomes
our spirit to achieve sustainability, and together to achieve

Laporan Keberlanjutan 2017 PT Pertamina EP Asset 4 Poleng
Field atau “Poleng Field” merupakan laporan kedua yang
berisi informasi kinerja keberlanjutan periode 1 Januari
hingga 31 Desember 2017. Laporan ini diterbitkan setiap
tahun dan merupakan keberlanjutan dari laporan tahun 2016
yang diterbitkan pada Desember 2017. Laporan memuat data
dan informasi aspek ekonomi, sosial, dan lingkungan, serta
menampilkan data tiga tahun terakhir untuk kinerja penting
yang dapat memengaruhi pengambilan keputusan bagi
pemangku kepentingan. [102-50, 102-51, 102-52]
Laporan Keberlanjutan 2017 disusun sesuai Global Reporting
Initiative (GRI) Standard: core option, dan dilengkapi dengan
Sektor Suplemen Minyak dan Gas (OGSS) yang diterbitkan
oleh GRI. Namun, terdapat beberapa indikator OGSS yang
tidak relevan dengan karakter Poleng Field yang bergerak
di sektor hulu migas. Indikator tersebut antara lain tentang
masyarakat adat, relokasi masyarakat, pembenahan rumah
tangga atas dampak operasi, pengembangan biofuel, dan
operasi yang ditutup selama tahun 2017. [OG9, OG10, OG11, OG12,
OG14]
Laporan ini menyertakan indikator International Sustainability
Rating System (ISRS) Edisi 8, sebagai uraian atas bahasan
Pelaporan Kepada Pihak-Pihak yang Berkepentingan.
Sehingga, Laporan Keberlanjutan ini juga menjadi bentuk
laporan resmi terkait kinerja ekonomi, lingkungan, dan sosial
untuk pihak-pihak yang berkepentingan sebagai pemenuhan
ISRS Edisi 8. [ISRS 15.3.1] [102-54, 102-55]
Laporan diverifikasi melalui proses penjaminan (assurance)
yang dilakukan oleh pihak independen, yaitu SR Asia yang
berkantor pusat di India. SR Asia tidak mempunyai benturan
kepentingan dengan Perusahaan dan tidak terlibat dalam
proses pembuatan laporan. Pihak yang melakukan assurance
dipilih berdasarkan kompetensi dan pengalaman, serta
mempunyai lisensi AA1000AP sebagai tanda penyedia jasa
assurance yang relevan dengan pedoman yang digunakan.
Proses assurance dilakukan di Poleng Field, Gresik pada
tanggal 9-10 Agustus 2018 dan berdasarkan persetujuan Field
Manager. Hasil assurance dikirim dan dikaji oleh kantor pusat

The 2017 Sustainability Report of PT Pertamina EP Asset
4 Poleng Field or “Poleng Field” is the second report that
contains information of sustainability performance for the
period of January 1 to December 31, 2017. This report is
published annually and represents the continuity of the 2016
Report published in December 2017. The Reports contains
data and information on economic, social and environmental
aspects, and presents significant data for the past three years
that can influence the stakeholders’ decision making. [102-50,
102-51, 102-52]
The 2017 sustainability report is prepared in accordance with
the Global Reporting Initiative (GRI) Standard: core option,
and is complemented by the Oil and Gas Supplement Sector
(OGSS) issued by GRI. However, there are several OGSS
indicators that are not relevant to the characteristics of the
Poleng Field that engaged in the upstream oil and gas sector.
These indicators include indigenous peoples, community
relocation, household improvement on the impact of
operations, biofuel development, and operations that were
closed during 2017. [OG9, OG10, OG11, OG12, OG14]
This report includes the indicator of International Sustainability
Rating System (ISRS) Edition 8, as a description of Reporting
to Interested Parties. Thus, this Sustainability Report is also
a form of official reports related to economic, environmental
and social performance for interested parties as fulfillment of
ISRS Edition 8. [ISRS 15.3.1] [102-54, 102-55]
The Report is verified through an assurance process conducted
by an independent party, namely SR Asia headquartered
in India. SR Asia does not have a conflict of interest with
the Company and is not involved in the process of report
preparation. The party conducting the assurance is chosen
based on competence and experience, and has an AA1000AP
license as a sign that the assurance service provider is relevant
to the guidelines used. The assurance process is carried out at
Poleng Field, Gresik on August 9th-10th, 2018 and based on
the approval of the Field Manager. Assurance results are sent
and reviewed by SR Asia head office. [ISRS 15.3.8] [102-56]

Dalam laporan ini terdapat pernyataan kembali (restatement)
atas data yang signifikan yang telah disampaikan dalam
laporan sebelumnya, yaitu informasi mengenai perhitungan
cadangan migas terbukti, intensitas energi, emisi GRK,
intensitas emisi GRK, dan volume limbah padatan. Pada akhir

All information, including financial statements, which are

originated from Poleng Field. There was no information from
PT Pertamina EP as the controller of Poleng Field and PT
Pertamina Hulu Energi West Madura Oil (PHE WMO) as users

In this report there is no change in the basis of the reporting
period and scope. However, there were changes in the
material topic, namely the addition of Emission and Anti-
corruption material topics, and the remove of material topic

Pendekatan manajemen | management approach
Kesehatan dan keselamatan kerja merupakan aspek penting yang melekat pada setiap aktivitas perusahaan dan menjadi perhatian utama manajemen. Hal ini dikarenakan pada industri hulu dan migas yang berisiko tinggi, insiden dan kecelakaan kerja yang terjadi dapat mengganggu proses bisnis bahkan menghentikan proses kegiatan operasi. Sehingga untuk mencapai tujuan perusahaan dalam meningkatkan produksi migas, faktor kesehatan dan keselamatan menjadi penentu utama pada setiap tindakan dan pengambilan keputusan. Sejak awal berdiri, Poleng Field berhasil mencatatkan nihil kecelakaan kerja, dan terus berkomitmen untuk meningkatkan upaya-upaya pencegahan insiden dan kecelakaan kerja.
Strategi dalam pengelolaan kesehatan dan keamanan kerja yang dilakukan Poleng Field adalah membentuk Komite QHSSE, melaporkan dan mengklasifikasi kecelakaan, mengadakan program keselamatan kerja dan Medical Check Up.
Poleng Field berhasil mencapai target 0 kecelakaan kerja dan 0 THIR. Seluruh Fungsi/Departemen bertanggung jawab terhadap pengelolaan keselamatan dan keamanan kerja.
Occupational health and safety is an important aspect that is attached in every company activity and becomes the main concern of management. In high-risk upstream and oil and gas industries, the occurrence of workplace incidents and accidents can disrupt business processes and even suspend operating activities. In order to achieve the company’s objectives in increasing oil and gas production, health and safety factors become the main determinants of every action and decision making. Since its establishment, Poleng Field has succeeded to record zero workplace accidents, and continuously commit to increase work incidents and accidents prevention efforts.
Occupational health and safety strategic management carried out by Poleng Field is to form a QHSSE Committee, report and classify accidents, conduct work safety programs and Medical Check Up.
Poleng Field managed to reach the target of 0 workplace accidents and 0 THIR. All Functions/Departments are responsible for the occupational health and safety management.

Sesuai Peraturan Menteri Negara Lingkungan Hidup No. 13/2009 tentang Baku Mutu Emisi Sumber Tidak Bergerak bagi Usaha dan/atau Kegiatan Minyak dan Gas Bumi, Poleng Field bertujuan untuk menurunkan emisi Gas Rumah Kaca (GRK) yang menjadi kontributor utama dalam perubahan iklim. Selain emisi GRK, Poleng Field juga berkomitmen mengendalikan emisi yang mengandung substansi perusak lapisan ozon (ozon depleted substances atau ODS) dan emisi konvensional lain sesuai Permen LH No. 12/2012 tentang Perhitungan Beban Emisi.
Target: pengurangan emisi Gas Rumah Kaca sebesar 26% pada tahun 2020.Pencapaian: Total emisi GRK Scope 1 yang dihasilkan pada tahun 2017 mencapai 18.655,49 Ton CO2eq, dan total emisi GRK Scope 2 adalah 29,99 Ton CO2eq. Intensitas Emisi GRK pada tahun 2017 mengalami peningkatan dibanding tahun 2016. Peningkatan intensitas emisi disebabkan oleh peningkatan jam operasi pemakaian diesel engine dan adanya peningkatan produksi minyak dan gas Poleng Field. Emisi ditargetkan turun sebesar 2% pada Tahun 2018

In accordance with the Regulation of Minister of Environment No. 13/2009 concerning Quality Standards for Immovable Source Emissions for Oil and Gas Businesses and/or Activities, Poleng Field aims to reduce GHG emissions that become the main contributors to climate change. In addition to GHG emissions, Poleng Field is also committed to controlling emissions that contain ozone depleted substances (ODS) and other conventional emissions according to Minister of Environment Regulation No. 12/2012 concerning Calculation of Emission Load.
Target: reduction of Greenhouse Gas emissions by 26% in 2020.Achievement: Total Scope 1 GHG emissions produced in 2017 reached 18,655.49 tons CO2eq, and total emissions of Scope 2 GHG was 29.99 Tons CO2eq. The intensity of GHG emissions in 2017 has increased compared to 2016. The increase of emission intensity was due to the increase of diesel engine operating hours and the increase of oil and gas production of Poleng Field. Emissions are targeted to decrease by 2% in 2018

As one of realization of Government Regulation Number 47 of 2012 concerning Social and Environmental Responsibility of Limited Liability Companies and as a form of Poleng Field’s concern to grow with the environment, the Company is actively involved in efforts to empower local communities through CSR programs and biodiversity protection. Although most operating areas do not directly interact with the community (offshore), Poleng Field continues to strive to empower local communities through coastal ecosystem conservation programs in Lembung Peseser Village, and community development in Ring 1 Village (Doudo Village), the location of the Suci Field (onshore), as well as other programs in Kedanyang Village, Yosowilangun, and Bawean Island.

produksi minyak serta gas (migas) sudah berlangsung sejak
1967, dan mulai beroperasi secara efektif pada tahun 1975.
Pemboran di Blok Poleng dilakukan dengan operasional
anjungan (platform) AW dan BW, yang selanjutnya pada
tahun 2007 dibangun dua anjungan lain, yaitu yakni platform
CW dan DW, serta anjungan produksi (Poleng production
platform).
Kegiatan operasional Blok Poleng dilaksanakan Kodeco
Energy Co.Ltd sebagai technical assistant contract (TAC) PT
Pertamina EP selaku kontraktor kontrak kerjasama (KKKS)
Blok Poleng. Pada tahun 2013, kerjasama TAC Kodeco Energy
Co.Ltd dengan PT Pertamina EP berakhir.
Setahun kemudian Blok Poleng dioperasikan PT Pertamina
EP melalui PT Pertamina EP Asset 4 Poleng Field atau Poleng
Field. Sejak dioperasikan oleh Poleng Field, volume produksi
minyak terus meningkat. Pada tahun 2016, rata-rata tingkat
produksi minyak Poleng Field adalah 2.858 BOPD, lebih
tinggi dari target 2.843 BOPD.
Pada tahun 2017 Poleng Field memulai era baru yaitu dengan
melakukan pemboran sumur Poleng N2 atau sumur CW-12H.
Pemboran ini merupakan pemboran lepas pantai pertama
PT Pertamina EP. Pemboran ini akan meningkatkan produksi
Poleng Field, yaitu dengan tambahan produksi minyak 700
BOPD serta tambahan produksi gas 1,2 juta kaki kubik per
hari (MSCFD).
brief hiStory of PoLeng fieLDIn Madura Island offshore, oil and gas exploration and
production activities has been going on since 1967 and
effectively started in 1975. Drilling in the Poleng Block is
carried out through the operation of AW and BW platforms,
followed by two other platforms in 2007, namely the CW and
DW platforms, as well as the production platform (Poleng
production platform).
Poleng Block operational acivities was carried out by Kodeco
Energy Co.Ltd as a technical assistant contract (TAC) of
PT Pertamina EP as the Contractor of Production Sharing
Contract (KKKS) of the Poleng Block. In 2013, collaboration
of TAC Kodeco Energy Co.Ltd’s with PT Pertamina EP ended.
A year later the Poleng Block was operated by PT Pertamina
EP through PT Pertamina EP Asset 4 Poleng Field or Poleng
Field. Since being operated by Poleng Field, the volume of
oil production continues to increase. In 2016, the average oil
production level of Poleng Field was 2,858 BOPD, higher than
the target of 2,843 BOPD.
In 2017 Poleng Field began a new era by drilling Poleng
N2 well or CW-12H well. This is the first offshore drilling of
PT Pertamina EP. The drilling will increase Poleng Field’s
production, with an additional oil production of 700 BOPD
and additional gas production of 1.2 million cubic feet per day
(MSCFD).

dari sebelah utara dari Pulau Madura dengan nama lokasi
pemboran POL-N2 (mother well CW-2H ST1, titik koordinat

tersebut merupakan pemboran eksploitasi dengan jenis
pemboran horizontal (target pemboran kedalaman 3.676 ft).
Pada tahun 2017, Poleng Field meningkatkan produksi migas
dengan melakukan pengeboran Sumur Poleng N2 atau Sumur
CW-12H. Pengeboran ini merupakan pengeboran pertama
yang dilakukan Pertamina EP di lepas pantai.

tetap atau pekerja organik, dan 38 karyawan kontrak pihak
ketiga atau pekerja non organik. Seluruh pekerja dilindungi
Perjanjian Kerja Bersama (PKB) yang berlaku di PT Pertamina
EP, sebagai pedoman bersama penyelesaian perselisihan

All of Poleng Field’s oil production is sold to Refinery Unit
(RU) Cilacap and Balikpapan PT Pertamina (Persero). The
oil is then processed into fuel oil (BBM) as primary energy
source. Total production in 2017 reached 1,006,703 BBLs.
PoLeng fieLD emPLoyeeSThroughout 2017, Poleng Field has 45 permanent or organic
employess, and 38 third party contract employees or non-
organic employees. All employees are protected by the
Collective Labor Agreement (PKB) applies at PT Pertamina
EP, as a common reference on the settlement of labor disputes

adanya proses shifting atau pertukaran pekerja antara Kantor
Gresik dan fasilitas produksi lepas pantai setiap 2 minggu.
Maksimal jumlah pekerja yang ada di fasilitas produksi
berjumlah 16 orang, dengan jumlah karyawan yang berpindah
dalam sekali pertukaran (shift) sebanyak 5 orang.
Poleng Field employees cannot be specifically differentiated
based on their work placement at the Gresik Office or offshore

(platform) sumur produksi, yaitu platform AW, BW, CW, dan
BW. Selain itu, untuk pemrosesan terdapat Poleng production
platform. Tingkat produksi minyak Poleng Field selama tahun
2017 mencapai 1.006.703 BBLs, atau 89,32% lebih rendah
dibandingkan target RKAP sebesar 1.127.090 BBLs. Target
tersebut tidak tercapai disebabkan banyaknya unplanned
shutdown ketika akan memasuki pengeboran di CW Platform.

well platforms, namely AW, BW, CW, and BW platforms.
In addition, for processing there is the Poleng production

Oil production affects the Company’s financial performance.
In 2017, the acquisition of Poleng Field’s operating revenue
reached 50,448 million USD, an increase of 7,642 million USD
or 17.85% from 2016 which reached 42,806 million USD. The

Selama tahun 2017, realisasi keuntungan telah melampaui
target. Distribusi nilai ekonomi dalam bentuk pembayaran
kepada pekerja tidak hanya berupa imbalan jasa, namun
juga mencakup pemenuhan kewajiban rencana keuntungan.
Poleng Field menyertakan kewajiban karyawan dalam
program pensiun Lembaga keuangan (DPLK) yang dikelola
bank.
Pembayaran manfaat pasti dari kewajiban rencana
keuntungan dilaksanakan setelah karyawan pensiun. Sesuai
yang tertuang dalam Perjanjian Kerja Bersama (PKB), usia
pensiun karyawan Poleng Field yaitu 56 tahun. Selama
tahun 2017, tidak ada karyawan pensiun sehingga tidak ada

Sebagai salah satu unit operasional eksplorasi dan produksi
PT Pertamina EP, Poleng Field menerima pembayaran cost

merupakan penggantian biaya kegiatan operasi yang terbukti
menghasilkan migas.
Pembayaran cost recovery diatur dalam Undang-Undang
No. 22 Tahun 2001 tentang Migas yang menyelenggarakan
jenis kerja sama PSC/kontrak bagi hasil, dan PP nomor 79
Tahun 2010 tentang Biaya Operasi pada cost recovery, dan
pembiayaan ini merupakan satu-satunya penerimaan yang
didapat Poleng Field dari Pemerintah. Data cost recovery
tidak dapat disajikan dalam laporan ini karena berada di
kantor pusat PT Pertamina EP. [15.3.2.4] [201-4]

Coverage of Profit PLanning obLigationDuring 2017, the realization of profits has exceeded the target.
The distribution of economic value in the form of payments to
employees is not only in the form of compensation, but also
covers the fulfillment of the profit plan obligations. Poleng
Field includes employee obligations in the financial institution
pension program (DPLK) managed by the bank.
Payment of the defined benefits of the profit plan obligation
is executed after the employee retires. As stated in the
Collective Labor Agreement (CLA), the retirement age
of Poleng Field employees is 56 years. During 2017, there
were no retired employees so there were no defined benefit

SignifiCant finanCiaL aSSiStanCe from the governmentAs one of PT Pertamina EP’s exploration and production
operational units, Poleng Field received cost recovery
payments from SKK Migas as an extension of the
Government through PT Pertamina EP. The cost recovery is a
reimbursement of the costs of operating activities that have
proven to produce oil and gas.
Payment of cost recovery is regulated in Law No. 22 of
2001 concerning Oil and Gas which organizes the type of
cooperation between PSC/production sharing contracts, and
Government Regulation No. 79 of 2010 concerning Operating
Costs on cost recovery, and this financing is the only revenue
obtained by Poleng Field from the Government. Cost recovery
data cannot be presented in this report because it is recorded
at the headquarters of PT Pertamina EP. [15.3.2.4] [201-4]

Pertamina EP - Poleng Field
Poleng Field melibatkan pemasok yang signifikan selain
pemasok energi (BBM) dalam rantai pasokan pengadaan
barang dan jasa. Pasokan energi sebagian besar berasal
dari Pertamina Persero sebagai pemasok nasional. Poleng
Field juga melibatkan pemasok lokal, di antaranya badan
usaha penyedia barang dan jasa yang berada di wilayah
operasional Poleng Field, misalnya jasa pemeliharaan sumur
hingga jasa kebersihan. Pelibatan pemasok lokal bertujuan
untuk memberikan dampak tidak langsung bagi masyarakat
di sekitar wilayah operasional Poleng Field serta menjamin
keberlanjutan operasional. Hingga akhir tahun 2017, terdapat
41 pemasok lokal dengan jumlah pekerja lokal 51 orang. [102-9,

Selama periode pelaporan, tidak ada perubahan pada rantai
pasokan yang berdampak signifikan pada kinerja ekonomi,
sosial, dan lingkungan PT Pertamina EP Asset 4 Poleng Field.

Poleng Field involves significant suppliers in addition to
energy suppliers in the supply chain for the procurement
of goods and services. Energy supplies mostly come from
Pertamina Persero as a national supplier. Poleng Field also
involves local suppliers, including business entities providing
goods and services in the operational area of Poleng Field,
such as well maintenance services to cleaning services. The
involvement of local suppliers aims to have an indirect impact
on the communities around the Poleng Field operational area
and ensure operational sustainability. Until the end of 2017,
there were 41 local suppliers with 51 local employee. [102-9, 203-

During the reporting period, there were no changes in the
supply chain that had a significant impact on the economic,
social and environmental performance of PT Pertamina EP

tentang Total Kandungan Dalam Negeri (TKDN)
yaitu pelibatan pemasok lokal. Berdasarkan
Pedoman Tata Kerja (PTK 007) Revisi 04 SKK
Migas, penggunaan barang produksi dalam
negeri menjadi kewajiban dalam kegiatan usaha
hulu migas.
One of strategy to fulfill the provisions regarding
Total Domestic Content (TKDN) is the involvement
of local suppliers. According to the Working
Procedure Guidelines (PTK007) Revised 04 SKK
Migas, the use of domestically produced goods is
an obligation in the upstream oil and gas business
activities.

Produksi minyak Poleng Field berasal dari kegiatan
pengeboran di Blok Poleng pada lepas pantai Pulau Madura
dan diolah di Poleng Processing Platform (PPP). Dalam
proses produksi, bahan bakunya berupa kandungan minyak di
perut bumi dan bahan kimia yang berfungsi sebagai pemisah
minyak dan kondensat lain, sehingga tidak ada bahan baku
yang didaur ulang. Hingga akhir tahun 2017, total cadangan
minyak dan gas mencapai 88,895 MBOE, naik dari tahun 2016
sebanyak 84,925 MBOE.

Poleng Field’s oil produces from drilling activities in the
Poleng Block off the coast of Madura Island and processed
in the Poleng Processing Platform (PPP). In the production
process, the raw materials are the oil content in the bowels of
the earth and the chemicals that functioned as the separator
of oil and other condensate. Therefore there is no raw
materials recycled. As of the end of 2017, total oil and gas
reserves reached 88.895 MBOE, up from 2016 reserves which
was 84.925 MBOE.

KonSumSi energi Di DaLam PeruSahaanDalam mendukung kegiatan eksplorasi dan produksi
minyak, pemanfaatan energi merupakan kebutuhan utama
di dalam perusahaan. Poleng Field menghitung total energi
menggunakan metode pengumpulan data sekunder dan
dihitung sebagai konversi volume sumber energi terpakai
dengan satuan energi (GigaJoule).
Pada tahun 2017, total energi yang dimanfaatkan di dalam
Poleng Field sebesar 61.335,53 GJ, turun dibanding tahun
2016 yang mencapai 79.531,47 GJ. Penurunan ini disebabkan
oleh berkurangnya konsumsi “Gas Terproses” yang digunakan
dalam upaya pengangkatan fluida minyak dengan sistem.
Poleng Field sebagai bagian dari PT Pertamina EP memiliki
komitmen untuk mengembangkan dan memanfaatkan energi
terbarukan. Hingga akhir periode pelaporan, pengembangan
dan pemanfaatan energi terbarukan dilakukan melalui
pemasangan panel surya sebagai sumber energi listrik untuk
lampu navigasi di platform. Poleng Field belum menyajikan
data investasi untuk energi terbarukan dalam laporan ini. [OG2]
energy ConSumPtion inSiDe the ComPanyIn supporting oil exploration and production activities, energy
utilization is a major requirement in the company. Poleng
Field calculates total energy using secondary data collection
methods and is calculated as the conversion of the volume of
used energy sources with energy units (GigaJoule).
In 2017, the total energy used in Poleng Field was 61,335.53
GJ, down from 2016 which reached 79,531.47 GJ. The decrease
was caused by reduced consumption of “Processed Gas”
which was used in oil fluid lift by the system.
Poleng Field as part of PT Pertamina EP has a commitment
to develop and utilize renewable energy. Until the end of
the reporting period, the development and utilization of
renewable energy was carried out through the installation of
solar panels as a source of electrical energy for navigation
lights on the platform. Poleng Field has not presented
investment data for renewable energy in this report. [OG2]
Volume bahan pembantu yang digunakan tidak disajikan sebab pekerjaan
menggunakan bahan pembantu dilakukan berdasarkan performance sumur,
bukan berdasarkan volume bahan pembantu digunakan. Nilai pekerjaan yang
dibebankan kepada pemasok adalah pekerjaan untuk menjaga water cut atau
kadar air dalam minyak kurang tidak lebih dari 0,5%. Selain itu, volume data
penggunaan bahan pembantu tersebut merupakan data gabungan dengan
PT PHE WMO. Ke depannya, akan dilaksanakan perhitungan pemisahan
volume bahan pembantu antara Poleng Field dan PT PHE WMO.

penghematan energi berupa pemasangan solar cell sebagai

initiatives through the installation of solar cell as electrical
energy source for navigation lights on the platform. Therefore,
it can reduce energy consumption from generators that use
fossil fuels and have direct impact on minimizing emissions. In
addition, Poleng Field conducts regular engine maintenance,
such as for generator and turbine compressor, so that engine
performance is maintained.

Air dikonsumsi untuk memenuhi keperluan domestik di
lingkungan perkantoran dan fasilitas produksi di darat,
maupun di anjungan lepas pantai (platform) dan fasilitas
Poleng production platform. Sebagian besar kebutuhan air
disalurkan dari sumber air permukaan, terutama air laut.
Semua anjungan yang dimiliki Poleng Field telah mempunyai
fasilitas pengolahan air laut menjadi air tawar. Selain itu,
sumber air berasal dari pasokan perusahaan air bersih.
Total volume air yang digunakan pada tahun 2017 mencapai
3.148.655 liter, turun dari tahun 2016 yang mencapai 3.411.648
liter. Hal ini dikarenakan adanya upaya inisiatif untuk
mengurangi pemakaian air.

water source also supplied by from clean water companies.
The total volume of water consumption in 2017 reached

pemakaian air sebagai bentuk komitmen Perusahaan, di
antaranya:
1. Sosialisasi penggunaan air secukupnya.
2. Pengolahan air laut menjadi air tawar dengan sistem
reverse osmosis.
3. Penggunaan dan penggantian cooling water engine
dengan sistem tertutup.
Hingga akhir 2017, tidak terdapat laporan dari masyarakat
maupun pihak berwenang mengenai terganggunya badan
air dikarenakan pengambilan dan pemanfaatan air oleh
Perusahaan. Hal ini karena Poleng Field selalu memastikan
bahwa tidak ada badan air yang terganggu karena kegiatan

pantai (Blok Poleng). Selama tahun 2017 tidak ada wilayah

Kegiatan eksplorasi dan produksi yang dilaksanakan Poleng
Field bisa berpotensi timbulnya dampak langsung maupun
tidak langsung terhadap keanekaragaman hayati. Melalui
kemungkinan potensi tersebut maka Perusahaan menyiapkan
analisa potensi dampak melalui penyusunan dokumen Analisa
Mengenai Dampak Lingkungan (Amdal).
Berdasarkan dokumen Amdal yang telah disiapkan, Poleng
Field mengidentifikasi potensi dampak ditimbulkan,
mencakup polusi udara, pengurangan spesies, konversi
habitat, dan perubahan ekologi, serta melakukan mitigasi
untuk mengurangi potensi dampak yang ditimbulkan.
Selain itu, Poleng Field juga melakukan pemantauan
keanekaragaman hayati di sekitar wilayah kerja. Penemuan
dari hasil pemantauan yaitu hingga saat ini belum ada spesies
dilindungi yang hidup di sekitar wilayah operasional Poleng
Field. [304-4]

Poleng Field working areas located in several regencies
of East Java Province, namely Gresik Regency, Lamongan
Regency, and Bangkalan Regency with a working area of
5,751 km2 covering offshore (Poleng Block). During 2017 there
has been no Poleng Field’s working area that is located in or
adjacent to protected areas.
imPaCt on bioDiverSity [ISRS 15.3.3.7][304-2]
Exploration and production activities carried out by Poleng
Field can potentially have direct or indirect impact to
biodiversity. Based on this possibility, the Company prepares
a potential impact analysis through the preparation of
Environmental Impact Analysis (Amdal).
According to Amdal document, Poleng Field identifies
potential impacts, including air pollution, species reduction,
habitat conversion, and ecological changes, as well as the
mitigation to reduce potential impacts. In addition, Poleng
Field also monitors biodiversity around the working area. The
findings from the monitoring shows there are no protected
species that live around Poleng Field’s operational area. [304-

Poleng Field telah menanam 100 pohon cemara udang dan 22.852 mangrove (propagul Rhizopora macronata, Rhizhopora stylosa dan Rhizhopora apiculata) dengan area yang sudah tertanam seluas 2,09 ha. Dengan demikian, Poleng Field telah berhasil melakukan penyerapan karbon (CO2) ekuivalen sebesar 1.442 ton CO2eq.
Selain itu, masyarakat/kelompok tani juga telah membuat pagar pelindung mangrove sepanjang 573 meter dan berhasil melakukan pembibitan mangrove sebanyak 3.329 batang jenis Rhizhopora mucronata, Rhizhopora stylosa dan Rhizhopora apiculate.
Poleng Field has planted 100 casuarina equisetifolia trees and 22,852 mangroves (Rhizopora macronata propagules, Rhizhopora stylosa and Rhizhopora apiculata) on an area of 2.09 ha. Thus, Poleng Field has succeeded in absorbing carbon (CO2) equivalent of 1,442 tons of CO2eq.
In addition, the community/farmer groups have also made mangrove buffer zone along 573 meters and managed nursery for 3,329 seedlings of Rhizhopora mucronata, Rhizhopora stylosa and Rhizhopora apiculate.

Terdapat 13 jenis mangrove di Lembung Paseser yaitu Sonneratia alba (Pedada, Perapat), Ceriops decandra (tengal, tingi), Rhizhopora apiculata (Tancang), Rhizhopora mucronata (Bakau), Aegiceras corniculatum (Kacang-kacangan, Teruntun), Nypa fruticans (Nipah), Acanthus ilicifolius (Jeruji hitam) dan Excoearia agallocha (Buta-buta, bebuta).
There are 13 species of mangrove in Lembung Paseser, namely Sonneratia alba, Ceriops decandra, Rhizhopora apiculata, Rhizhopora mucronata, Aegiceras corniculatum, Nypa fruticans, Acanthus ilicifolius and Excoearia agallocha (Buta-buta, bebuta).
Pemantauan dilakukan pada bulan Agustus 2017.
Hasil: Suksesi alami dilakukan dengan penanaman mangrove dan pengkayaan jenis mangrove.

Hasil pengukuran parameter kualitas perairan di kawasan mangrove Desa Lembung Paseser Kecamatan Sepuluh Kabupaten Bangkalan menunjukkan nilai parameter yang sesuai dengan baku mutu kualitas perairan Kementerian Lingkungan Hidup No. 51 Tahun 2004.
Measurement results of marine quality parameters in mangrove area of Lembung Paseser village, Sepuluh District, Bangkalan Regency showed parameter value in accordance with water quality standard from Ministry of Environment No. 51 of 2004.

Dalam melakukan pelestarian kawasan mangrove di sekitar
wilayah operasi Poleng Field, Perusahaan melakukan upaya
pengembangan kawasan konservasi mangrove di Desa
Lembung Paseser Kecamatan Sepuluh, Kabupaten Bangkalan.
Sampai dengan akhir tahun 2017, luas kawasan konservasi
mencapai 7,76 ha, bertambah dari tahun 2016 yang mencapai
5,75 ha.

In preserving the mangrove area around Poleng Field’s
operation area, the Company undertook an effort to develop
a mangrove conservation area in Lembung Paseser Village,
Sepuluh District, Bangkalan Regency. As of the end of 2017,
conservation area has reached 7.76 ha, increasing from 2016
that reached 5.75 ha.

Poleng Field telah melakukan penghitungan total emisi
dihasilkan, meliputi total emisi Scope 1 dan total emisi Scope
2. Total emisi GRK Scope 1 yang dihasilkan pada tahun 2017
sebesar 18.655,49 ton CO2eq, meningkat 28,33% dibanding
tahun 2016 sebesar 14.536,84 ton CO2eq. Total emisi GRK
Scope 2 pada tahun 2017 mencapai 29,99 ton CO2eq,
bertambah sebesar 16,26 ton CO2eq dibandingkan tahun 2016
yang mencapai 13,73 ton CO2eq.
Peningkatan emisi GRK Scope 1 dikarenakan perawatan
engine yang secara berkala dan penggunaan solar cell di
platform untuk kebutuhan penerangan. Adapun peningkatan
emisi GRK scope 2 disebabkan oleh penggunaan/konsumsi
listrik pihak ketiga saat pekerjaan renovasi kantor Veteran
dan kebutuhan listrik operasional kantor KIG Gresik secara
bersamaan.

Poleng Field has calculated total emissions produced, covering
total emission Scope 1 and total emissions Scope 2. Total GHG
emissions Scope 1 generated in 2017 amounted to 18,655.49
tons CO2eq, an increase of 28.33% compared to 2016 which
was 14,536.84 tons CO2eq. The total GHG emissions Scope 2
in 2017 reached 29.99 tons CO2eq, increasing by 16.26 tons
CO2eq compared to 2016 which reached 13.73 tons CO2eq.
The increase in GHG emissions Scope 1 was due to periodic
engine maintenance and solar cell use on platforms for
lighting needs. The increase in GHG emissions Scope 2 was
due to electricity usage/consumption for the Veteran’s office
renovation by third party and electricity needs for KIG Gresik
office operational simultaneously.

Selama periode pelaporan, intensitas emisi GRK mengalami
peningkatan dibandingkan tahun sebelumnya. Peningkatan
intensitas emisi disebabkan oleh peningkatan jam operasi
pemakaian diesel engine dan adanya peningkatan produksi
minyak dan gas Poleng Field. Emisi ditargetkan turun sebesar
2% pada tahun 2018.
Poleng Field memiliki komitmen untuk mengendalikan emisi
GRK yang dipenuhi melalui upaya-upaya pengurangan
emisi GRK, berupa pengurangan engine (generator, turbin
kompressor, dll.) secara berkala, retrofit internal separator
di Platform AW, dan penggunaan solar cell di platform untuk
kebutuhan penerangan.

During the reporting period, GHG emissions intensity has
increased compared to the previous year. The increase
of emission intensity due to the increase of diesel engine
operating hours and the increase of Poleng Field oil and gas
production. Emissions are targeted to down by 2% by 2018.
Poleng Field has a commitment to control GHG emissions
through GHG emission reduction efforts, in the form of
engine reductions (generators, turbine compressors, etc.)
on a regular basis, retrofit of internal separators on the AW
Platform, and the use of solar cells on platforms for lighting
needs.

mengenDaLiKan emiSi Lain Poleng Field berkomitmen untuk menanggulangi emisi yang
mengandung substansi perusak lapisan ozon (ozon depleted
substances atau ODS). Upaya yang dilakukan adalah dengan
mengidentifikasi sumber-sumber emisi ODS, dan kemudian
melakukan penggantian dengan material lain yang lebih
ramah lingkungan, sehingga tidak ada lagi penggunaan
material yang menghasilkan emisi perusak lapizan ozon. [ISRS

Poleng Field berupaya mengendalikan emisi konvensional
sesuai Peraturan Menteri Negara Lingkungan Hidup
No. 13/2009 tentang Baku Mutu Emisi Sumber Tidak
Bergerak bagi Usaha dan/atau Kegiatan Minyak dan Gas
Bumi. Pengendalian dilakukan dengan pemantauan dan
penghitungan kadar emisi sesuai Peraturan Menteri Negara
Lingkungan Hidup No. 12/2012 tentang Perhitungan Beban
Emisi. Emisi yang dipantau meliputi NOx, SOx dan particulate
matter (MA). [ISRS 15.3.3.11][305-7]
ControLLing other emiSSionSPoleng Field is committed to handle emissions containing
ozone depleted substances (ODS). The efforts were carried
out by identifying ODS emission sources, and replacing them
with more environmentally friendly materials, therefore there
is no use of material resulting in ozone-depleting substances
emissions. [ISRS 15.3.3.10][305-6]
Poleng Field seeks to control conventional emissions in
accordance with the Regulation of the State Minister of
Environment No. 13/2009 concerning Quality Standards
for Immovable Sources for Oil and Gas Businesses and/or
Activities. Control is carried out by monitoring and calculating
emission levels in accordance with the Regulation of the
Minister of Environment No. 12/2012 concerning Calculation
of Emission Load. Emissions monitored include NOx, SOx and

Pengelolaan dan Pengolahan limbah Waste Management and Processing
PengeLoLaan Limbah PaDatan [ISRS-15.3.3.12] [OG7]
Poleng Field melakukan pengelolaan dan pengolahan limbah
berdasarkan jenis limbah yang dihasilkan. Terdapat beberapa
jenis limbah yang dihasilkan dari kegiatan produksi hingga
akhir tahun 2017. Sejalan dengan kegiatan tahun 2017, Poleng
Field menghasilkan drilling waste. Poleng Field harus memiliki
izin pengangkutan limbah dari Kementerian Lingkungan
Hidup dan Kehutanan. [OG7]
Limbah yang dihasilkan dari kegiatan pemboran sumur
Poleng yaitu limbah non bahan berbahaya dan beracun
(non-B3) berupa serbuk bor dari pemakaian lumpur bor
berbahan dasar air (water-based mud). Dumping limbah
pemboran tersebut dilakukan di lokasi yang sama dengan
lokasi kegiatan pemboran. Berikut beberapa kewajiban dalam
melaksanakan dumping limbah, antara lain :
a. Melakukan pengujian lumpur bor baru (fresh mud)
b. Melakukan netralisasi atau pengurangan kadar racun
limbah
c. Melakukan uji Total Petroleum Hydrocarbon (TPH) untuk
oil on cutting serbuk bor sebelum dilakukan pembuangan
limbah dengan parameter baku mutu yang telah
ditetapkan.
d. Melakukan pengukuran partikel serbuk bor dan arus laut
e. Melakukan pencatatan kegiatan dumping limbah
f. Melakukan pemantauan kualitas air laut pada jarak 500
meter searah arus dominan dari lokasi dumping
g. Melaporkan tata kelola kegiatan dumping limbah ke
Kementerian Lingkungan Hidup dan Kehutanan (KLHK)
dan Badan Lingkungan Hidup (BLH) Provinsi Jawa Timur.
SoLiD waSte management [ISRS-15.3.3.12] [OG7]
Poleng Field conducts waste management and processing
based on the type of the waste produced. There are several
types of waste produced from production activities until the
end of 2017. In line with 2017 activities, Poleng Field produces
drilling waste. Poleng Field must have a permit from the
Ministry of Environment and Forestry to transport waste. [OG7]
The waste generated from Poleng well drilling activities is
non-hazardous and non-toxic waste as a form of drill cutting
that comes from the use of water-based mud. Drilling waste
dumping is carried out in the same location as the drilling
location. The following are some of the obligations in
implementing waste dumping, including:
a. Conduct fresh mud test
b. Neutralize or reduce waste toxicity
c. Conduct Total Petroleum Hydrocarbon (TPH) testing
for the oil on cutting of drill cutting before the waste
dumping carried out with the prevailing quality standard
parameters.
d. Measuring drill cutting and ocean currents
e. Make a record of waste dumping activities
f. Monitoring sea water quality at a distance of 500 meters
in the direction of the dominant current from the dumping
location
g. Report on the management of waste dumping activities to
the Ministry of Environment and Forestry (KLHK) and the
Environmental Agency (BLH) of East Java Province.

Limbah padatan terdiri dari padatan B3 dan limbah padatan
bukan B3. Total volume limbah padatan B3 yang dihasilkan
tahun 2017 sebesar 6,72 ton, meningkat dibanding tahun 2016
yang mencapai 3,88 ton. Peningkatan tersebut disebabkan
oleh peningkatan pemakaian pelumas (oli) saat pekerjaan
work over/well services di Poleng Area, serta peningkatan
tonase sludge IPAL.
Selain itu, total volume limbah padatan bukan B3 yang
dihasilkan pada tahun 2017 mencapai 16,24 ton, berkurang
dibanding tahun 2016 sebesar 16,98 ton. Penurunan tersebut
disebabkan oleh penggunaan kembali (re-use) kertas bekas,
penggunaan sistem surat Online (E-Correspondence), serta
pengurangan konsumsi air mineral dalam kemasan plastik.
Solid waste consists of B3 and non B3. Total volume of B3
solid waste produced in 2017 was 6.72 tons, an increase
compared to 2016 which reached 3.88 tons. The increase of
solid waste due to the increase of lubricants (oil) use in the
work over/well services in Poleng Area, as well as the increase
of IPAL sludge tonnage.
In addition, total volume of non-B3 solid waste produced in
2017 reached 16.24 tons, a decrease compared to 2016 which
was 16.98 tons. The decrease was caused by the re-use of
used paper, the use of the Online E-Correspondence system,
and reduction of water consumption in plastic packaging.

Limbah cair yang dihasilkan Poleng Field merupakan air
terproduksi yang berasal dari kegiatan produksi minyak dan
gas. Air produksi tersebut berasal dari proses pemisahan air

The liquid waste of Poleng Field is the produced water from oil
and gas production activities. The produced water is derived
from the process of separating water and oil in WWTP with
hydrocylone facilities, which has a capacity of 794,936 liters
(5,000 BWPD). The produced water enters the Sump Caisson
to separate oil residues. Partially produced water then is
injected and the remainder is disposed into the sea.

Pemeriksaan terhadap pengolahan limbah cairan dilakukan
secara berkala dan berkesinambungan. Hal ini bertujuan
untuk memastikan kualitas hasil air olahan telah memenuhi
baku mutu yang ditetapkan Pemerintah saat dilepaskan ke
badan air. Kualitas hasil air olahan yang dijalankan Poleng
Field selama tahun 2017 telah memenuhi baku mutu
yang ditetapkan Pemerintah berdasar Peraturan Menteri
Lingkungan Hidup No. 19 Tahun 2010 Tentang Baku Mutu Air
Limbah Bagi Usaha dan/atau Kegiatan Minyak dan Gas serta
Panas Bumi.
Inspection of liquid waste processing is carried out periodically
and continuously. This aims to ensure the quality of processed
water has met the standards set by the Government when
being disposed to water bodies. The quality of processed
water produced by Poleng Field in 2017 has met the standards
set by the Government based on the Minister of Environment
Regulation No. 19 of 2010 concerning Wastewater Quality
Standards for Oil and Gas and Geothermal Businesses and/
or Activities.

pipa dan tidak menggunakan kemasan dalam bentuk apapun.
Sehingga, sepanjang tahun 2017 tidak ada klaim atas kemasan
yang digunakan pada akhir masa pakai. [ISRS 15.3.3.16]
Poleng Field tidak pernah mendapatkan sanksi finansial
maupun sanksi hukum lain. Hal ini dikarenakan kepatuhan
Perusahaan terhadap hukum yang ada di Indonesia dan
komitmen pada pelestarian lingkungan. [ISRS 15.3.3.17]
Poleng Field belum melakukan studi siklus hidup (life cycle
study) untuk menghitung persentase kategori produk dan
jasa penting, sehingga tidak ada persentase produk dan jasa
penting yang harus dilengkapi dengan informasi yang cukup.
Hal tersebut disebabkan produk yang dihasilkan Poleng Field
adalah produk B2B berupa minyak mentah dan gas alam
yang dikirim kepada pembeli dengan spesifikasi yang sudah
disepakati dalam perjanjian jual beli. Hingga tahun 2017,
Poleng Field juga belum melaksanakan komunikasi pemasaran
produk. Terkait denda dan sanksi akibat ketidakpatuhan
terhadap hukum dan peraturan tentang produk dan jasa,
Poleng Field mematuhi aturan sesuai dengan ketentuan
perundang-undangan, khususnya untuk hulu migas yakni
UU No. 22 Tahun 2001. Selama tahun 2017 tidak ada denda/
sanksi terkait produk dan jasa. [ISRS 15.3.7.1, ISRS 15.3.7.2, ISRS 15.3.7.3,

ProDuCt reSPonSibiLityPoleng Field distributes oil through pipelines and does not
use any form of packaging. Thus, throughout 2017 there were
no claims for the packaging used at the end of used phase.

Poleng Field has never received financial sanctions or other
legal sanctions. This is due to the Company’s compliance
with existing laws in Indonesia and the commitment to
environmental conservation. [ISRS 15.3.3.17]
Poleng Field has not conducted a life cycle study to
calculate the percentage of significant product and service
categories. Therefore, there is no significant product and
service percentage that must be completed with sufficient
information. This is due to the Poleng Field’s product is a
B2B product in the form of crude oil and natural gas that is
sent to the buyer with the agreed specifications in the sale
and purchase agreement. Until 2017, Poleng Field also did
not carry out product marketing communications. Regarding
fines and sanctions due to non-compliance with product and
services laws and regulations, Poleng Field complies with the
rules in accordance with the provisions of the law, especially
for upstream oil and gas namely Law No. 22 of 2001. During
2017 there were no fines/sanctions related to products and

Mekanisme pelaporan kecelakaan di Poleng Field dilaksanakan
mengacu Peraturan Menteri Tenaga Kerja (Permenaker)
No.PER.03/MEN/1998 tentang Tata Cara Pelaporan dan
Pemeriksaan Kecelakaan. Sesuai ketentuan tersebut,
kecelakaan yang wajib dilaporkan meliputi kecelakaan kerja,
kebakaran atau peledakan atau bahaya pembuangan limbah,
dan kejadian berbahaya lainnya.
Mekanisme pelaporan kecelakaan, yaitu:
1. Pemeriksaan awal dilakukan dari tempat kejadian oleh
pekerja yang mengetahui kejadian tersebut kepada
Pengawas K3.
2. Pengawas K3 melakukan pemeriksaan dan mengambil
langkah-langkah pencegahan yang diperlukan.
3. Laporan kecelakaan disampaikan kepada Dinas
Ketenagakerjaan setempat.
4. Penentuan perlu tidaknya dilakukan pemeriksaan lebih
lanjut, disertai penerapan sanksi jika terbukti ditemukan
unsur kelalaian.
In implementing the OHS within the working areas, Poleng
Field refers to international and national standards. Until the
end of the reporting period, Poleng Field has been certified
in OHS as follows, which are OHSAS 18001: Occupational
Health and Safety Management and ISO 14001:2004
Enviromental Management System. The determination in
OHS implementation also stated in the Collective Labor
Agreement (CLA) applicable in PT Pertamina EP. The CLA
included articles on the Occupational Safety and Health of

rePorting anD CLaSSifiCation of aCCiDentS [ISRS
15.3.4.5] [403-2] [OG13]
The reporting mechanism of accident in Poleng Field is
implemented based on the Regulation of Minister of Manpower
(Permenaker) No.PER.03/MEN/1998 on the Procedures of
Accident Reporting and Investigation. In accordance with
these provisions, accidents that must be reported include
workplace accidents, fire or explosion or the dangers of waste
disposal, and other dangerous incidents.
The accident reporting mechanism are:
1. Initial inspection is carried out from the incident scene
by the employee who find the incident to the OHS
Superintendent.
2. The OHS Superintendent conducts the investigation and
takes the necessary preventive measures.
3. The accident report is submitted to the local Manpower
Agency.
4. Determination of whether or not to need further
investigation, followed by imposing the sanctions if proven
to be found elements of negligence.

and Control of HIV/AIDS in the Workplace. In 2017, Poleng

Untuk meningkatkan kompetensi dan keahlian para pekerja,
Poleng Field telah menyelenggarakan pelatihan sebanyak
2.128 jam dan diikuti 95 pekerja selama tahun 2017. Rata-rata
jam pelatihan per pekerja pada tahun 2017 adalah 48 jam
pelatihan. Jumlah tersebut turun dibandingkan tahun 2016
sebanyak 97 jam pelatihan per pekerja per tahun.

To improve the competence and expertise of the employees,
Poleng Field has held 2,128 hours of training that being
participated by 95 employees during 2017. The average
training hours per employee in 2017 are 48 hours of training.
This number decreased compared to 2016 which was 97
hours of training per employee per year.
The company also conducted certified training. Until the end
of 2017, there were 49 employees who received certificates of
expertise, both national and international.

Dalam membuat dan melobi kebijakan publik, Pertamina
EP Asset 4 Poleng Field selaku unit/field dari Pertamina
EP mengikuti kebijakan yang diberlakukan di kantor pusat
(Pertamina EP) serta kebijakan yang diturunkan dari holding
perusahaan yakni PT Pertamina (Persero). Wilayah kebijakan
publik dan lobi mengenai hal tersebut berada di ranah PT
Pertamina (Persero) selaku holding perusahaan. Selain
itu, Poleng Field juga aktif melakukan pertemuan dengan
pemerintah daerah selaku pemangku kepentingan. Adapun
denda atau sanksi akibat ketidakpatuhan terhadap hukum
mengikuti ketentuan perundangan-undangan yang berlaku.
Selama periode pelaporan, Poleng Field tidak mendapat
denda dan sanksi akibat pelanggaran hukum di tahun 2017.

In terms of public policy making and lobbying, Pertamina EP
Asset 4 Poleng Field as the unit/field of Pertamina EP follows
the policies implemented at the head office (Pertamina EP)
as well as policies derived from the Company’s holding, PT
Pertamina (Persero). Public policy and lobbying is under
the area of PT Pertamina (Persero) as the holding company.
In addition, Poleng Field actively hold meetings with local
governments as the stakeholders. The fines or sanctions due
to non-compliance with the law follow the applicable laws
and regulations. During the reporting period, Poleng Field did
not receive any fines and sanctions over violations of law in
2017.

Perjanjian investasi hanya dilakukan oleh PT Pertamina EP di

melakukan proses review mitra bisnis yang mencakup hak
bekerja dengan selamat, hak kesejahteraan, dan hak asasi
manusia (HAM). Di sisi lain, tidak ada wilayah operasi yang
dinilai rentan kebebasan berorganisasi dan berkoperasinya
karena pekerja Poleng Field telah tergabung dalam organisasi
Serikat Pekerja.

as having a risk to forced labor as all employees were given

Poleng Field melakukan program-progam pemberdayaan dan
pengembangan masyarakat. Hingga akhir periode pelaporan,
program CD telah dilaksanakan di berbagai desa di sekitar
wilayah kerja Poleng Field dengan jumlah penerima manfaat
sebanyak 4.363 kepala keluarga (KK) atau 21.815 jiwa. Secara
keseluruhan, terdapat beberapa program CD yang menjadi
unggulan. [413-1]
Sumber pembiayaan program CSR Poleng Field berasal dari
ABO PT Pertamina EP dengan total dana pada tahun 2017
sebesar USD820.185,10. Untuk pembiayaan program CD, dana
yang dikeluarkan sebanyak USD62.502,10 atau 7,6% dari total
biaya CSR.
Perencanaan, pelaksanaan dan evaluasi CSR di Poleng
Field merupakan bagian dari Fungsi Legal & Relation yang
dipimpin Bapak Agustinus serta bertanggung jawab kepada
Field Manager. Fungsi Legal & Relation juga mewakili
manajemen Poleng Field dalam melaksanakan konsultasi
dengan masyarakat.
LoCaL Community emPowermentIn fulfilling corporate social responsibility (CSR), Poleng
Field conducts community development and empowerment
programs. Until the end of the reporting period, CD programs
have been implemented in various villages around the Poleng
Field working areas with 4,363 beneficiaries (KK) or 21,815
people. Overall, there are some CD programs that become
flagship programs. [413-1]
The source of funding for the Poleng Field CSR program
comes from operational cost budget (ABO) of PT Pertamina
EP with a total budget in 2017 amounted to USD820,185.10.
For CD program financing, a USD62,502.10 or 7.6% of the
total costs of CSR were spent.
Planning, implementation and evaluation of CSR at Poleng
Field is part of the Legal & Relation Function led by Mr.
Agustinus and responsible to Field Manager. The Legal &
Relation function also represents the management of Poleng
Field in conducting consultations with the community.

Poleng Field melakukan pemetaan sosial pada daerah
sekitar wilayah operasi, yaitu Lapangan Suci di Desa Doudo
Kecamatan Panceng, Kabupaten Gresik, dan Lamongan Shore
Base di Desa Tambakrigadung, Kecamatan Tikung, Kabupaten
Lamongan, Jawa Timur. Pemetaan sosial dilakukan oleh
pihak ketiga yang melibatkan penduduk lokal baik perangkat
desa maupun non perangkat yang mewakili setiap RT dan
golongan. Pemberdayaan masyarakat dilakukan diseluruh
(100%) wilayah ring 1, yaitu di Desa Doudo.

Poleng Field conducted social mapping in the region around
the operational area, namely the Suci Field in Doudo Village,
Panceng District, Gresik Regency, and Lamongan Shore
Base in Tambakrigadung Village, Tikung District, Lamongan
Regency, East Java. Social mapping was carried out by third
parties involving local residents, both village administrators
and non administrators representing each families and group.
Community empowerment was carried out throughout the

Dalam melakukan pemetaan sosial, Poleng Field melakukan
pengumpulan data dengan melakukan wawancara dan FGD.
Wawancara dilakukan kepada tokoh yang memiliki pengaruh
serta kepedulian terhadap wilayah dilakukannya pemetaan
sosial. Adapun FGD dilaksanakan untuk menghimpun aspirasi
perwakilan dalam masyarakat. Kualitas data dikontrol dengan
menggunakan cross check atau triangulasi melalui data yang
didapatkan dari wawancara dan FGD.
Dari pemetaan sosial yang dilakukan di Desa Doudo dan Desa
Tambakrigadung, dapat disimpulkan bahwa kedua daerah
tersebut membutuhkan pendampingan untuk setiap program
pengembangan yang dilakukan Poleng Field agar muncul
proses pembelajaran bersama untuk menciptakan perubahan
tata kelola pemerintahan yang baik dan kerja sama yang baik
antara berbagai pihak. Sehingga tanggung jawab sosial bisa
tidak lagi harus dilihat sebagai kewajiban perusahaan saja,
melainkan kebutuhan akan keseimbangan antara manusia,
alam, dan kesejahteraan.
In conducting social mapping, Poleng Field collected the data
through interviews and FGDs. Interviews were conducted
to the figures who have influence and have concern for
the area of social mapping. The FGD was held to gather
representatives’ aspirations in the community. Data quality
was being controlled through cross check or triangulation
on the data obtained from interviews and focus group
discussions.
From the social mapping carried out in Doudo Village and
Tambakrigadung Village, it could be concluded that the two
regions need assistance for every development program
carried out by Poleng Field therefore a joint learning process
will be emerged to create a change in good governance
and good cooperation between various parties. Social
responsibility can no longer be seen as a corporate obligation,
but the need for a balance between people, environment, and
welfare.

Telah terambil foto udara dan seluas 117 ha. Untuk Pelatihan, terlaksana dalam bentuk studi banding ke Mangrove Center Pulokerto & Beejay Bakau Resort. Pendampingan berjalan selama 3 bulan (September – Nopember 2017). Pembibitan telah terlaksana 5.000 bibit sesuai dengan target 5.000 bibit dengan realisasi 4(empat) spesies baru (dari target 3 spesies baru). Rehabilitasi/ Penanaman Mangrove terlaksana melebihi target, target 5 ha terealisasi 7,75 ha. Penyulaman dilakukan pada bulan ke 6 paska penanaman.
Aerial photographs have been taken to an area of 117 ha. Training has been held in the form of comparative study to Mangrove Center Pulokerto & Beejay Bakau Resort. Assistance taken place for 3 months (September - November 2017). Seedlings of 5,000 seeds have been carried out in accordance with the target with the realization of 4 (four) new species (from the target of 3 new species). Mangrove Rehabilitation/ Planting is carried out beyond the target, which was the target of 5 ha to be realized to 7.75 ha. The embroidering is carried out in 6th months after planting.

Alat Biopori Plus dilengkapi dengan alat ulir yang dapat mengambil kompos yang dihasilkan.
A creativity workshop was formed which resulted in a new product innovation, Biopori Plus. Biopori Plus is a tool that allows users to not only make biopori holes, but also media for composting. Biopori Plus are equipped with screw tools that can take the compost produced.

Pada aspek sosial, keberadaan Lampu PJU LED dianggap mampu menurunkan angka kriminalitas, membuat daerah tambah ramai, tempat interaksi/nyangkruk bertambah. Pada aspek lingkungan, keberadaan PJU LED dianggap lebih hemat energi dan mengurangi angka kecelakaan lalu lintas.
In economic aspect, it increased community economic activity, especially the sellers. On the social aspect, the existence of LED PJU lamps was considered to be able to reduce crime rates, making the area more crowded and build more interaction/nyangkruk. survey kepuasan masyarakat melalui survei Indeks Kepuasan
Masyarakat yang dilaksanakan oleh pendamping Community
Development Officer. Hasil survei tersebut bernilai 85%
yang berarti sebagian besar masyarakat sudah puas dengan
program pemberdayaan masyarakat yang dilaksanakan oleh
Poleng Field.
Bentuk pengaduan dari masyarakat disampaikan dengan
mekanisme pengajuan secara lisan maupun tertulis melalui
Fungsi Legal & Relation dengan mengisi form aduan secara
tertulis dan akan ditindaklanjuti sesuai dengan Tata Kerja
Organisasi (TKO) No. B-011/A4/EP0200/2016-S0 tentang
Penanganan Saran atau Keluhan dari Stakeholder External
Akibat Samping Aktivitas Perusahaan Revisi 1 Tahun 2016.
Selama tahun 2017, tidak terdapat pengaduan dari masyarakat
terhadap Poleng Field.

Throughout the reporting period, Poleng Field conducted
a community satisfaction survey through a community
satisfaction index survey carried out by the Community
Development Officer facilitator. The survey resulted 85%,
which means that most people were satisfied with the
community empowerment program implemented by Poleng
Field.
The complaints from the public is submitted through a verbal
or written submission mechanism through the Legal & Relation
Function by filling out a complaint form and will be followed
up in accordance with the Organization Work Procedure
(TKO) No.B-011/A4/EP0200/2016-S0 concerning Handling
Suggestions or Complaints from External Stakeholders Due
to Company Activity Revision 1 Year 2016. During 2017, there
were no complaints from the community over Poleng Field.
