Ganesha No. 10 Bandung 40132 Telp./Fax: 62-22-2534167 email: [email protected] HDM-4 and Hawkeye are currently used as the main tools in the analysis and survey program executed by Pusjatan Bandung and Balai Besar Pelaksanaan Jalan IV to collect the data of road conditions. Hawkeye output data, road geometry, road surface condition, roughness, and another road profile are the main input data in HDM-4 program. In general, based on its quality, Hawkeye data are more accurate than the IRMS survey data because the Hawkeye data collection process is conducted digitally using video cameras and lasers to record the condition of the road surface. The objectives of this research are generally to identify the output data from Hawkeye as input data for HDM-4 program, evaluating and predicting the functional condition of the national road flexible pavement using HDM-4 program on both do-minimum and do-something road treatment conditions, analyzing the program, the road treatment costs in both scenarios, the road users cost and the value of the economic benefits and also to predict the accidents. The conclusion of this research includes the prediction of IRI, road surface condition (cracks, potholes, rutting, etc.), the management program, the cost of road users (BOK, Time Value), economic indicators (NPV, BCR, IRR) and the prediction of accident. In the analysis of the IRI prediction,there is a significant difference between the condition of the do-minimum and do-something on the the condition of the road surface damage and the value of the economic indicators that is occurred. In “do- something” condition, based on its quality, the road will be well-maintained until the end of the analysis, while in “do-minimum”condition, the road will be deteriorated or even destroyed at the end of the analysis. Based on the analysis of the road maintenance program, the budget required for HDM-4 is much lower compared to goverment so that the additional analysis must be added, with combained the sections from homogenicsection analysis become a big section. The result is the budget required for HDM-4 is higher than government budget and the length of road maintenance program is also higher too.
