Executive Summary
1. Introduction
India is the third-largest crude steel producer in the world. In FY18, India produced
104.98 million tonnes (MT) of finished steel. Crude Steel production during 2017-18
stood at 102.34 MT. Exports and imports of finished steel stood at 1.35 MT and 1.89 MT,
during Apr-Jun 2018.`1
Steel consumption is expected to grow 5.7 per cent year-on-year to 92.1 MT in 2018.
India’s steel production is expected to increase from 102.34 MT in FY18 to 128.6 MT by
2021. The Government of India has allowed 100 per cent foreign direct investment (FDI)
in the steel sector under the automatic route.
India’s per capita consumption of steel grew at a CAGR of 3.96 per cent from 46 kgs in
FY08 to 65.25 kgs in FY17. The figure stood at 68 kgs during April-February 2017-18.
National Steel Policy 2017 seeks to increase per capita steel consumption to the level of
160 kgs.
M/s. Solo Metals Private Limited has their existing steel plant at Survey No. 5/2 & 5/3,
Village Vasuri Khurd, Tehsil Wada, District Thane rural district, Maharashtra of
capacity 61200 TPA M.S. Billets. The entire ownership of this plant belongs to M/s. Solo
Metals Private Limited.
Now Solo Metals Private Limited has proposed the expansion of M.S. Billets from 61200
TPA to 2,01,200 TPA and Proposed TMT Bars of 2,00,000 TPA. The company is in
possession of 15 Acres of land and proposed expansion will be accommodate in the same
premises.

2.3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND/
OR REGION
The demand for steel in the country is currently growing at the rate of over 8% and it is
expected that the demand would grow over by 10% in the next five years. However, the
steel intensity in the country remains well below the world levels. Our per capita
consumption of steel is around 110 pounds as compared to 330 Pounds for the global
average. This indicates that there is a lot of potential for increasing the steel consumption
in India. To meet the increasing demand and to stimulate economic growth the Solo
Metals Private Limited has proposed the project.
As per the report of the Working Group on Steel for the 12th
Five Year Plan, there exist
many factors which carry the potential of raising the per capita steel consumption in the
country. These include among others, an estimated infrastructure investment of nearly a
trillion dollars, a projected growth of manufacturing from current 8% to 11-12%, increase
in urban population to 600 million by 2030 from the current level of 400 million,
emergence of the rural market for steel currently consuming around 10 kg per annum
buoyed by projects like Bharat Nirman, Pradhan Mantri Gram Sadak Yojana, Rajiv
Gandhi Awaas Yojana among others. At the time of its release, the National Steel Policy

2005 had envisaged steel production to reach 110 million tonnes (MT) by 2019-20.
However, based on the assessment of the current ongoing projects, both in greenfield and
brownfield, the Working Group on Steel for the 12th
Five Year Plan has projected that
domestic crude steel capacity in the county is likely to be 140 MT by 2016-17 and has the
potential to reach 149 MT if all requirements are adequately met.

2.4 EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE
PROJECT:
The direct and indirect employment will be required for the proposed expansion project. The
total manpower required for the proposed expansion project will be 300.

Proposed project is an Expansion of Production Capacity of M.S. Billets 61200 TPA to
2,01,200 TPA and proposed TMT Bars of 2,00,000 TPA. No interlinked project is
associated with this project.

As per the draft notification of Ministry of Environment, Forest and Climate change on
10th
August 2017. S.O. 2566(E), No new industries and expansion of existing industries in
the Eco-sensitive zone shall be permitted.
Whereas, MoEF& CC Notification dated 25th
June 2014 S.O.1599(E), mentioned that any
project or activity specified in category ‘B’ will be appraised at Central level as Category
‘A’ if located in whole or in part within 5km from the boundary of:
Protected areas notified under the Wildlife (Protection) Act, 1972(53 of 1973)
Critically polluted areas as identified by the Central Pollution Control Board
constituted under the Water(Prevention and Control of Pollution)Act 1974
Eco-sensitive areas as notified under sub-section (2) of section 3 of Environment
(Protection) Act, 1986.

c) Analysis of Existing facilities
Good infrastructure is available in the vicinity of Plant; some of the key features are
listed below:
• Availability of adjacent tar road. Same can be used for transportation of all kind of Plant
Equipment, Raw material etc.
• Availability of adequate Water Resources. Rain water Harvesting will be adopted in the
plant.
d) Details of alternative site considered:
As the proposed project consist of an operation plant i.e. existing 61200 TPA M.S Billets,
the company is seeking Environment Clearance for expansion project in the premises of
existing plant. Thus, no alternative sites were considered.

3.5 PROCESS DETAILS
Induction Furnace
The company will manufacture M.S. Billets by using sponge Iron and scrap as raw
materials. Silicon & manganese are added as alloying elements using medium frequency
induction furnace and continues casting technology.

In the Induction Melting Furnace where the iron melts at a temperature of about 16500C.
When the total charge gets melted into hot liquid metal then the metallurgy of steel in
terms of carbon, phosphorous content, alloy elements etc is controlled. Based upon the
composition of the molten steel, additives like Silico, Manganese will be added to get the
requisite composition and grade of steel. The molten steel (hot billets) from induction
furnace is directly transferred to continuous casting machine then to Roller Table high
Speed Conveying and to rolling line to form TMT bar.
Rolling Mill
In the new project molten metal from the induction furnace will be poured directly to
produce TMT bars in rolling mill bypassing the process of reheating of M.S. Billets.
The molten steel (hot billets) from induction furnace is directly transferred to continuous
casting machine then to Roller Table high Speed Conveying and to rolling line to form
TMT bars. In order to produce TMT bars water quenching is done under the controlled
conditions where the surface temperature falls from 900 to 4000C due to the intense and
uniform cooling. This makes the surface of the bar a hardened structure and the core
remains the soft. This process increases the tensile strength of the material while keeping
high ductility and weldability.

Billets in molten condition will be directly fed to Hot Billet Rolling machine thus saving
of fuel & electricity.
No need of storing coal required in Gasifier for conventional rolling mill

3.7 RESOURCE OPTIMIZATION/ RECYCLING AND REUSE
Water will be used for cooling system, domestic and greenbelt purposes. Cooling water
will be recirculating in the system. Slag will be sold to brick and construction industry.

3.8.2 Power Requirement:
The power required will be supplied by State Electricity Board. The total power
requirement after expansion will be 16 MW.
3.9 QUANTITY OF WASTE TO BE GENERATED (LIQUID AND SOLID) AND
THEIR MANAGEMENT/DISPOSAL
3.9.1 Solid waste generation and its generation:
Slag@4-5% from Induction Furnace will be used for road making and hardening of
working area. Slag crusher will be installed to recover iron particles for reuse in induction
furnace. End cuts@2-3% from Rolling Mill will be recycled and reused in the Induction
Furnace.
3.9.2 Liquid Effluent:
The wastewater generated from the Cooling process will be treated in settling tank and
reused in the process. The domestic wastewater generated will be treated in Packaged
Type STP.

Site Analysis
4.1 CONNECTIVITY
The proposed expansion project is located at Survey No. 5/2 & 5/3, Village Vasuri
Khurd, Tehsil Wada, District Thane rural district, Maharashtra State. The nearest city
from the site is Wada which is around 11 km. The nearest railway station is Atgaon
which is around 26 km. Nearest airport is at Mumbai which is 59 km from site.
The site is well connected to tar road.
4.2 LAND FORM, LAND USE AND LAND OWNERSHIP
M/s. Solo Metals Private Limited is having 8 Acres of Pvt. land at village Vasuri Khurd
for proposed manufacturing of M.S Billets and TMT Bars.
4.3 TOPOGRAPHY - WITH MAP
The proposed project site is fairly flat with trees/shrubs present at some places. There will
not be cutting and filling required for the proposed expansion project.
The Topographical map of 10 km radius of the proposed plant is already given as Figure
1 and 2:
4.4 EXISTING INFRASTRUCTURE
Good infrastructure is available in the vicinity of Plant; some of the key features are
listed below:
1. Availability of tar road which is adjacent to proposed expansion project site. Same can be
used for transportation of all kind of Plant Equipment, Raw material etc.

Physical characteristics of soil are delineated through specific parameters viz. particle
size distribution, bulk density, porosity, water holding capacity and texture.

Brief Planning
5.1 PLANNING CONCEPT
Type of industry: Steel Manufacturing
Transportation Facilities: State Highway 76 for transportation which is about
1.5 KM from Plant site connected by internal roads.
Town and Country planning/Development authority: Gram Panchayat
5.2 POPULATION PROJECTION
Total Population in 10 KM radius of site is estimated as 71426.
5.3 LAND USE PLANNING (BREAKUP ALONG WITH GREEN BELT ETC.)
The existing land is in industrial use. All required infrastructure is prevailing in the site.
The plantation and green belt development will also be taken care in the plant and the
space reserved for plantation will be about 33% of the total plant area. Adequate
plantation will substantially abate the dust pollution, filter the polluted air, reduce the
noise and ameliorate the plant environment.
5.4 FIRE PROTECTION SYSTEM
The firefighting system will be designed in conformity with the recommendations of the
Tariff Advisory Committee (TAC) of Insurance Association of India. While designing
the fire protection systems for proposed facilities its extreme ambient conditions need
special attention. Codes and Standards of National Fire Protection Association (NFPA)
will be followed, as applicable.

5.5 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL).
Basic infrastructure demand for nearby area would be first to have internal roads,
availability of clean and pure drinking water, availability of good schools, availability of
Hospitals, community halls, Sulabh Shauchalaya , easy and faster means of transportation
and connectivity to nearby town and city, availability of uninterrupted electricity etc. are
the present assessed demands for sustained and healthy growth of nearby area of site.
Most of the infrastructure demand mentioned above comes automatically when industry
of this magnitude comes in such area, systematic efforts shall be made to bring such
facility in the surrounding area for all round physical and social development.
5.6 AMENITIES / FACILITIES
For the social development in the area the company has planned to construct community
halls, roads, provide drinking water etc. Time to time the company will also organize free
eye checkup, cataract camp, free distribution of spectacles etc.

Proposed Infrastructure
6.1 INDUSTRIAL AREA
Proposed expansion project is in existing premises of Steel manufacturing plant which is
located at Village- Vasuri Khurd, Tehsil Wada, District Thane rural district, Maharashtra.
6.2 GREEN BELT
The plantation and green belt development will also be taken care in the plant and the
space reserved for plantation will be more than 33% of the total plant area. Adequate
plantation will substantially abate the dust pollution, filter the polluted air, reduce the
noise and ameliorate the plant environment.
6.3 SOCIAL INFRASTRUCTURE
For the social development company will provide the arrangement of community hall,
road, water, electricity etc. in the nearby villages. For the economical development the
company will provide the employment as per requirement and individual’s qualification
& eligibility.
6.4 DRINKING WATER MANAGEMENT
Water for the plant will be sourced from Ground water. The water system will cater to the
drinking and sanitary requirements of plant personnel as well as laboratory and
contingent users. The required water will be withdrawn from the storage reservoir by
pumps. The RO water purifier will be provided for the drinking water.

6.5 INDUSTRIAL WASTE MANAGEMENT
Management procedure of all kind of wastes from Plant like slag, end cuttings & Effluent
Water etc. Slag@4-5% from Induction Furnace. Slag crushers will be installed to recover
iron particles to be reused in Induction Furnace and remaining slag will be used for road
making and hardening of working area. End Cuts @ 2-3% from Rolling Mill will be
recycled and reused in the Induction Furnace. Settling tank will be constructed for
treatment of waste water. Domestic effluent i.e. sewage will be treated in Packaged type
STP.

Analysis of proposal (Final Recommendations)
8.1 FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE
BENEFITS TO THE LOCAL PEOPLE INCLUDING TRIBAL POPULATION
The proposed expansion project will result in improvement of infrastructure as well as
upliftment of social structure in the area. The people residing in the nearby areas will be
benefited directly and indirectly. It is anticipated that the proposed plant will provide
benefits for the local people in two phases i.e. during construction phase as well as during
operational stage of the plant.
CONSTRUCTION PHASE
Employment
The major benefit due to the proposed expansion project will be in the sphere of
generating employment for people of that area. The proposed expansion project will
benefit local population.
OPERATIONAL PHASE
Employment
The manpower requirements for the operational phase after the proposed expansion
project will be about 300 people. In addition, there will be an indirect employment for
skilled/ semi skilled people during project life. All attempts will be made to employ
suitable, locally available, skilled personnel from the nearby area. In case of non-
availability of skilled persons, people will be employed from outside area.
Transportation
There will also be small increase in the vehicular traffic due to passenger transport. This
increase in traffic will not have any consequence to warrant special mention. One should
expect that the increased passenger load in the sector would prompt the state government/

private movers to start new and frequent public transport services to this area, bringing
upliftment to the whole locality.

ENVIRONMENTAL MANAGEMENT PLAN
a) AIR MANAGEMENT
There will be two major source of air pollution in the plant, fugitive emissions from various
material handling and transfer points and flue gases generated from various combustion
units. Dust and fume extraction system will be provided for Induction Furnace. Dust and
fumes will be collected with the help of Dish Antenna Type Fume Capturing Hood (DAFC)
hood with bag filter air pollution control system of specified size followed by 30 m. stack
and cleaned air will be discharged through stacks and discharged through stack, so that the
dust concentration will be well within the prescribed standard.
Height of the all the flue gas discharge facilities will be designed as per CPCB norms. The
various places where the flue gases will be discharge are shown in the table.

b) WATER ENVIRONMENT
The wastewater generated from Cooling process will be treated in settling tank and
reused in the process. The domestic wastewater generated will be treated in Packaged
Type STP.
c) NOISE ABATEMENT
Noises from fans, centrifugal pumps, electrical motors etc. will be kept in control
so that the ambient noise level shall not exceed 75dBA during daytime and
70dBA during nighttime. Noise pollution control measures will be provided in
respective departments by way of providing silencers soundproofs cubicles /
covers and proper selection of less noise prone machinery and by development of
green belt.
d) ENVIRONMENTAL MONITORING
Necessary provisions for routine monitoring of stack emissions, ambient air
quality, noise level, water quality as required by the regulations will also be
provided.
e) OCCUPATIONAL HEALTH AND SAFETY
Besides the above, the operating and maintenance personnel will be provided
with all the necessary safety equipment such as hand gloves, gum boots, aprons,
helmets, protective glasses, ear muffs etc.
Workers training will focus on reduction of wastes, utilization of wastes and
generally maintaining a clean and healthy environment.
