Dear Stakeholders,
Many Congratulations on the 6th Anniversary of Skill India Mission and completion of 6 years of
Furniture and Fittings Skill Council!
Furniture Industry today is in the transformation stage and India can become a net exporter rather
than the net importer of Furniture in the world.
Skilling needs special importance since a growing industry needs a fresh pool of talent. Reskilling and
upskilling the existing workforce are critical since consumer demand and furniture making is changing
as conventional Furniture is migrating to modular Furniture.
Skills which were attained in the past by the workforce are becoming non-existent. For instance, the
traditional kitchen design skills are irrelevant in today's modern kitchen designs. Unless the workforce
is reskilled, they will become unemployed over a period of time.
The council understands this transition well and is working to skill, re-skill and upskill in terms of the
industry's changing landscape and the emerging trends in the sector.
In line with one of our key goals from last year, to create Awareness amongst Industry, FFSC has added
18 Industry Partners, 4 Academic Partners, and 4 Industry Association through its interactive
initiatives.
NCVET has now been formed as a regulator body for the skilling ecosystem and FFSC has submitted its
application to be recognised as an Awarding Body.
More than 17,500 candidates have certified this year under various schemes like PMKVY, State-
Sponsored Schemes and MoSJE Projects. FFSC has certified 57 trainers and 31 assessors this year
through the Training of the Trainers (ToT) and Training of the Assessors (ToA) programs.
22 Training Centres have been added in the Skill India Portal over the past one year for the Furniture
and Fittings Sector. The enrolment of candidates in apprenticeship have crossed over 200 for the first
time due to increased participation from the industry partners.
With an intent to Skill-Reskill-Upskill 500000 aspirants by 2025-26, FFSC has prioritized development
of 50+ job roles specific training programs over the next two years.
I call my fellow industry partners to collaborate and contribute in building the much required skill
ecosystem for our sector.

Dear Stakeholders,
Furniture and Fittings Skill Council (FFSC) is bringing the aspirational value for youth to attain
skill training and transcend from unemployment to livelihood.
Today, the Import of Furniture is up to the tune of 40% from China are due to the dominance of
the trading segment and now local manufacturing needs to be promoted. Clients from Banking
and IT sector are now using local manufacturers to execute their infrastructure projects and it
has taken efforts in terms of training and reskilling the workforce. The large manufacturing
companies are setting up training facilities to reskill the candidates and deliver the international
level product quality expected by the customers. The industry will need to stand together to
support the skilling ecosystem, which will benefit the industry's growth and transformation.
FFSC has added 18 Industry Partners, 4 Academia/Institute Partners, and 4 Industry Association
to the governance structure this year. More than seventeen thousand candidates have certified
this year under various schemes like PMKVY, State-Sponsored Schemes and MoSJE Projects. FFSC
has given Proper structure for Standards departments (R&D and T&A) with proper Standards
Governance bodies like Board of Standards and NOS groups.
FFSC has certified 57 trainers and 31 assessors this year through the Training of the Trainers (ToT)
and Training of the Assessors (ToA) programs. 22 Training Centres have been added in the Skill
India Portal over the past one year for the Furniture and Fittings Sector. IndiaSkills 2021
competition has seen registration of over 200 candidates from across the country. The
enrollment of candidates in apprenticeship have crossed over 200 for the first time due to
increased participation from the Industry partners.
FFSC offers all the benefits through its industry participation and various modes of
engagements to cater to all categories of industry partners. Through the skilling initiatives like
the Skill Ambassador Campaign, FFSC will support the industry's growth towards fulfilling the
manpower requirement and make the sector aspirational for the youth of India. It's time for the
Industry to contribute in terms of Standards Development, Apprenticeships, Jobs, Training
Infrastructure and Projects to strengthen the skilling ecosystem.

we have done and the progress we have made as an organization in partnership with all our

Dear Skill Ambassadors, Learners & Skilling Partners
The year 2020-21 witnessed an unprecedented change in the way we conduct our personal &
professional lives owing to the global pandemic. Every cloud has a silver lining and that's where FFSC
focused this year to build a strong foundation for times to come.
Adopting to the change, our key initiatives like FFSC Skill Ambassador Program and Skilled India Talks
were conducted in hybrid & virtual mode. The increased awareness about the mission led to an
increase in our Stakeholder base as well, making us a 70+ member team.
The renewed FFSC Governing Council structure and Organogram has brought more efficacy to our
operations. Since August 2020, the new Governing Council and its executive members have been
contributing actively via the Steering Committee & the 7 sub-committees in pursuit of our goal to build
a robust skilling ecosystem.
With the Board of Standards in place, the Industry's Occupational Map & Qualifications development
plan for over 50+ Job roles was formalized. The NOS Group commenced its operations for Job-role
based courseware development.
Despite the COVID challenges, the RPL/STT training programs & workshops were conducted in a mix of
online & offline mode for around 17500+ learners, under the banner of PMKVY, SANKALP, MOSJE,
and others. In line with the 'Go-Digital' strategy, the work on development of an interactive website
with Learning Management System & Skill Management Information System has commenced.
Through Industry deliberations & vetting of the existing Training Infrastructure, a need for more
structured & standardized model of Training Infrastructure was derived, and with the support of the
Training & Assessment sub-committee, the Skill Pavilion & Skill Academy Models have been worked
out.

our Industry as a Champion sector for making manufacturing hubs, a National Education Policy
focusing on formalizing the Vocational Education, NCVET realigning the skill ecosystem, the Ministry
of Education and MSDE being brought under a single point leadership, the stage is set right for making
a Paradigm shift in India's skilling landscape.
FFSC has launched the Mission 2025 with an aim to Skill, Reskill & Upskill 500,000 aspirants by year
2025-26. With a hyperlocal approach to match Demand & Supply locally, FFSC aspires to build the FFSC
Regional Skilling Chapters across India bringing the industry, academia & learners on a common
platform.

participation to build credible skilling ecosystem that empowers us all with the human capital, having

PRADHAN MANTRI KAUSHAL VIKAS YOJANA (PMKVY)
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development &
Entrepreneurship (MSDE) implemented by the National Skill Development Corporation (NSDC). The objective of this Skill
Certification Scheme is to enable a large number of Indian youths to take up industry-relevant skill training that will help
them in securing a better livelihood. The PMKVY scheme aims to encourage aptitude towards employable skills and to
increase the working efficiency of probable and existing daily wage earners, by giving monetary awards and rewards and
by providing quality training to them.
Training programmes have been worked out based on National Occupational Standards (NOS) and qualification packs
specifically developed in various sectors of skills. For this qualification plans and quality, plans have been developed by
various Sector Skill Councils (SSC) created with the participation of Industries. National Skill Development Council (NSDC)
has been made coordinating and driving agency for the same.

Individuals with prior learning experience or skills are assessed and certified under the Recognition of Prior Learning
(RPL) component of the Scheme. RPL aims to align the competencies of the workforce of the country to the NSQF level.
Recognition of Prior Learning commonly known as RPL largely refers to a training and assessment process used to
evaluate a person's existing skill sets, knowledge and experience gained either by formal, non-formal or informal
learning.
RPL under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), 2016-20 primarily has threefold objectives.
Ÿ It aims to align the competencies of the workforce of the country to the standardized National Skills Qualification
Framework (NSQF).
Ÿ To enhance the employability opportunities of an individual as well as provide alternative routes to higher
education.
Ÿ To provide opportunities for reducing inequalities based on privileging certain forms of knowledge over others.

Skill Ambassadors Campaign is one of the new initiatives of FFSC to promote the Skill India Mission. Through the SAC
model, FFSC tries to reach the potential trainees of any part of the country. The campaign helped in majorly:
Ÿ Identification of Industry in the local areas
Ÿ Identification and mobilization of potential trainees
Ÿ Facilitation of skill training activities at the ground level

In the graph, it can be seen that the maximum number of enrolment was done in Bihar followed by Madhya Pradesh.

In the SAC, maximum number of enrolment was done in Uttar Pradesh followed by Gujurat.

RECOGNITION OF PRIOR LEARNING (RPL) - TYPE 4 (BEST IN CLASS EMPLOYERS)
A new type of Recognition of Prior Learning (RPL) category was envisaged under PMKVY (2016-20) to ensure
certification of skills, primarily in the organized sector with best-in-class employers. It enhances the industry acceptability
of Recognition of Prior Learning (RPL) certification and extends the outreach of the Scheme directly to reputed
employers/ industries across sectors. The key features of the Scheme:
Ÿ A reward of INR 500 for certified candidates through Direct Benefit Transfer
Ÿ Certification of the large uncertified skilled workforce across the country
Ÿ Accidental insurance to all the certified candidates for 3 years as per PMKVY guidelines
Ÿ Co-branded certification with the logos of the company and FFSC

Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) is a programme of the Ministry of Skill
Development with loan assistance from the World Bank. It aims to improve
skill training qualitatively and quantitatively through strengthening institutions, bring in better market connectivity and
inclusion of marginalized sections of the society.
This year FFSC has implemented the bridge course of 42 hours in RPL program. The program was done at the Gram

The Ministry of Social Justice & Empowerment (MoSJE) is the nodal Ministry overall policy, planning and coordination of

NATIONAL BACKWARD CLASSES FINANCE AND DEVELOPMENT CORPORATION (NBCFDC)
NBCFDC is a Govt. of India Undertaking under the aegis of the Ministry of Social Justice and Empowerment. NBCFDC
works intending to promote economic and developmental activities for the benefit of Backward Classes and to assist the
poorer section of these classes in skill development and self-employment ventures.
NBCFDC provides financial assistance through State Channelizing Agencies (SCAs) nominated by the State
Governments/UTs. NBCFDC also provides Micro Financing through SCAs/ Self Help Groups (SHGs).
NATIONAL SAFAI KARMACHARIS FINANCE AND DEVELOPMENT CORPORATION (NSKFDC)
National Safai Karamcharis Finance & Development Corporation (NSKFDC) is an Apex Corporation for the all round
socio-economic upliftment of the Safai Karamcharis, Manual Scavengers and their dependants throughout India,
through various loan and non-loan based schemes. Apart from operating various loan and non-loan based schemes for
the upliftment of the target group, NSKFDC is playing a vital role in the elimination of manual scavenging - the worst
surviving symbol of untouchability.
NSKFDC has been designated as the Nodal Agency for the implementation of the Central Sector Self Employment
Scheme for Rehabilitation of Manual Scavengers (SRMS) under the aegis of the Ministry of Social Justice &
Empowerment.
NATIONAL SCHEDULED CASTES FINANCE AND DEVELOPMENT CORPORATION (NSFDC)
NSFDC was setup by the Government of India for functioning exclusively for the development of Scheduled Castes. It has
been assigned the task of financing, facilitating and mobilization of funds for the economic empowerment of persons
living below the poverty line.
This year the skill development training program was conducted under the banner of Pradhan Mantri Dakshta Aur
Kushalta Sampann Hitgrahi Yojana (PM-DAKSH). The program helps to enhance the competency level of the target
groups and make them employable both in wage and Self-employment for their socio-economic development.
FFSC has imparted the short term skill development training program to the eligible Scheduled Caste beneficiaries under
PM-DAKSH.

SPECIAL PROJECT- TRAINING OF JAIL INMATES
The Special Projects component of PMKVY envisages the creation of a platform that will facilitate trainings in special
areas and/or premises of Government bodies, Corporates or Industry bodies, and trainings in special job roles not
defined under the available Qualification Packs (QPs)/National Occupational Standards (NOSs).
Special Projects are projects that require some deviation from the terms and conditions of Short-Term Training under
PMKVY for any stakeholder. A proposing stakeholder can be either Government Institutions of Central and State
Government(s)/Autonomous Body/Statutory Body or any other equivalent body or corporates who desire to provide
training to candidates.
Nowadays Jails are being treated as correctional home. Presently in many such homes concerned authorities are sincerely
considering to better the situation of the inmates. Prison Authorities are also interested for livelihood training for the
inmates which can bring significant changes in the life standard of the inmates and subsequently in rehabilitation
process.
Almost 5 lakh people are lodged in various jails of the country. Most of them are the bread earners of their family. Hence a
huge number of people are directly affected. Most importantly there are many people who are serving long, are left
abandoned by family, when released, have no place to go and have no money to do anything.
The people, who are likely to be released within a year, will be supported in placement and self-employment on release.
They will be supported by giving market connection and a fundamental tool kit. Plumbers, Electricians, Carpenters, are
doing very well after release as they used to get regular critical exposure in jails after training. They have very good hands-
on training which makes them extremely confident.
The skill certificate works as a catalyst to market entry. Similarly, demand for the selected job roles in the market is high.
Normally there remains a gap between expectation and offered salary for trainees who are trained outside as they are
updated with local market's situation. But for the prisoner's due to long cut off from the outside world, any job is a good
job. They desperately need something to settle with.

COMMONWEALTH EDUCATIONAL MEDIA CENTRE FOR ASIA (CEMCA)
Commonwealth Educational Media Centre for Asia (CEMCA) was established in the year 1994 in response to needs
expressed by Commonwealth countries of the Asian region for more effective utilization of educational media resources.

WORKSHOPS ON PREVENTION OF HAZARDOUS CLEANING OF SEWERS AND SEPTIC TANKS
There is a spurt of unfortunate incidents of deaths of sewer/ septic workers all over the country. These deaths take place
while cleaning sewers and septic tanks due to toxic fumes or asphyxiation while cleaning. These incidents are examples of
negligence of the civic authorities on the provisions of the "Prohibition of Employment as Manual Scavengers and their
Rehabilitation Act 2013 (MS Act 2013)" and the rules made thereunder regarding hazardous cleaning of sewers and
septic tanks.
Main provisions of the MS Act 2013, which came into force in all States/ UTs (except J&K) on 6th December, 2013 and the
Rules framed thereunder, are:
I. No person, local authority or any agency shall engage or employ, either directly or indirectly, any person for
hazardous cleaning of serer or a septic tank.
ii. Hazardous cleaning by an employee in relation to a sewer or septic tank, means its manual cleaning by such
employee
iii. The local authority shall ensure that the cleaning devices listed in the rule are used by persons engaged in cleaning of
sewer or septic tank
iv. The employee shall ensure safety precautions given in the Rules, before, during and post-cleaning of sewer or a
septic tank
To aware the municipality authorities, safai karamcharis and manual scavengers, NSKFDC has given the mandate to FFSC
to conduct workshops at different Urban Local Bodies (ULB)s.
During the year 2020-21, FFSC has conducted 60 workshops across various states. Similarly, in the year 2021-22, 18
workshops were conducted in Gujarat and Jammu & Kashmir. The summary of the program is:

STANDARDS GOVERNANCE (BOS AND NOS GROUP)
BOARD OF STANDARDS (BOS) SUB-COMMITTEE:
The Board of Standards (BoS) has been formed by the Governing Council (GC) and Steering Committee (SC) of FFSC to
guide the Qualifications development process by undertaking quality assurance and quality control roles. The Board
ensures that appropriate experts have been consulted during the drafting and validation stages and the Qualifications
meets proper industry standards and covers the valuable aspects of skill development training.
The Qualification development and approval is a crucial activity for FFSC. FFSC has streamlined the activity of
development of Qualifications. The Qualifications are developed in house with the support of subject matter experts,
industry bodies, and academia. The seven steps process is followed at FFSC for Qualification development and approval.
BOS supervises these steps of standards development at FFSC.

NOS GROUP
The Board of Standards and FFSC further finalize the members of the NOS group for each occupation. The NOS Group is a
small group to reach a consensus on the feedbacks/ parameters of Qualifications. The ideas or suggestions are discussed
with members while developing the drafts. The experts of each occupation work in a coordinated manner to develop the
draft QP and Model Curriculums and Qualification files. The NOS Group meetings are held at least twice a month to
facilitate the discussions on the draft. Every week each member is contacted for their inputs and recommendation on the
draft. FFSC follows a robust strategy to develop the draft QP, Model Curriculums (MC) and Qualification files.

QUALIFICATIONS SUBMITTED TO NCVET
National Council for Vocational Education and Training (NCVET) is the regulatory body of the Government of India which
standardizes the functioning of Awarding Bodies engaged in vocational education and training, both long and short
term by establishing prescribed guidelines. NCVET has been formed after subsuming National Council for Vocational
Training (NCVT) and National Skill Development Agency (NSDA). Now, NCVET anchors the process of National Skill
Qualification Framework (NSQF) alignment through National Skill Qualification Committee (NSQC).
FFSC has submitted the following Qualifications to NCVET for the approval of National Skill Qualification Committee
(NSQC). The initial step of stakeholder consultation of these Qualifications have been completed.

TRAINING OF TRAINERS (TOT)
Ÿ Any person who fulfils the eligibility criteria for Trainers defined by FFSC (covering educational qualification for each
domain job and relevant industry experience) can become a trainer. Post eligibility match, the trainer must undergo
the ToT program which is conducted by FFSC on the relevant domain job roles.
Ÿ Training of Trainers (ToT) is a program for the development of training delivery skills of those who wish to become
trainers in the sector of their preference and aligns them with the National Skill Qualification Framework (NSQF).
Ÿ Existing industry experts can be recognized as Trainers by attending assessment sessions organized by FFSC. Trainers
need to register on the Skill India Portal.
The summary of the Training of Trainers (ToT) sessions organized by FFSC during financial year 2020-21 is given below:
FFSC certified 57 trainers during the financial year 2020-21, which takes the overall tally of certified trainers to 138
(Trainers certified in a single job role 72 and multiple job roles 66). The state-wise distribution of certified trainers is
highlighted in the density map given below:
The above chart indicates that maximum trainers have been certified in Assistant Carpenter and Lead Carpenter job roles.

TRAINING OF ASSESSOR (TOA)
Ÿ Any person who fulfils the eligibility criteria for assessors defined by FFSC (covering educational qualification for
each domain job and relevant industry experience) can become an assessor. Post eligibility match, the assessor must
undergo the ToA program on the relevant domain job roles.
Ÿ Training of Assessors (ToA) is a program organized by FFSC which is dedicated for the assessors in the skill eco-system.
A ToA model for a new assessor covers orientation and assessment on Domain skills and Assessment skills within a
period of 6 days

Due to COVID 19 Pandemic, WorldSkills Competition which was planned in 2021 has been postponed to 2022. Due to
similar reasons IndiaSkills Competition has been postponed from December 2020 to December 2021.
There are three trades from Furniture & Fittings Skill Council (FFSC) i.e Cabinet Making, Joinery and Carpentry. In WS
2022, FFSC will be participating in all the three trades.
Total registrations received on national portal (closed in Feb 2020) are 1000 across all the three trades. Various states and
FFSC are gearing up to conduct the state level and track 2 competitions keeping COVID protocols in place.
Unlike 2018, Skill Competitions this time will take place in decentralized (Institutional Level) for which FFSC has identified
various partnering institutes and Industry partners to support in planning and execution of track 2, regional and national
competition.

APPRENTICESHIP TRAINING
Apprenticeship training is one of the most efficient ways to develop skilled manpower for the Industry by using on the
job training facilities available in the establishments without putting any extra burden on the exchequer to set up
training infrastructure. It is one of the essential schemes in terms of quality of training, experiential learning and
enhanced employability. It gives apprentices a real chance to put skills into practice and helps them gain confidence in a
working environment. Apprenticeship training is a course of training in any industry or establishment, undergone in
pursuance of a contract of apprenticeship between employer and apprentices and under prescribed terms and
conditions.
Benefits to Employer for Engagement of Apprentice in their organization
Ÿ The apprenticeship will reduce the attrition rate as you Train your staff according to your job role.
Ÿ Apprenticeship reduces your workforce cost in the long run as it gives you better returns.
Ÿ No ESI / No P.F. obligations for keeping apprentices in your establishments.
Ÿ Exemption of class room training for the candidates who have completed their job role in basic education.
Ÿ Once an Apprentice gets trained, the future manpower needs will be fulfilled within the organization.
National Apprenticeship Promotion Scheme (NAPS) – Incentives for Employers
Ÿ Employer will get 25% of prescribed stipend subject to a maximum of Rs. 1500/- per month per apprentice.
Ÿ Employers can also avail benefits up to 7500/- per apprentices for fresher candidates for Training them theory
component in-house as BTP.
FFSC's Role:
Ÿ Identification of job roles which are required for enrolment of apprentices.
Ÿ Design apprenticeship curriculum keeping in mind the specific nature of skill sets required by the establishment.
Ÿ Provide support to register on the portal as an establishment, search candidates, select, send offers, and generate
contracts.
In F.Y. 2020-21, 154 apprentices were enrolled under apprenticeship with six employers across the three curriculums
which were developed by FFSC.

Liyakat Ali was working as an assistant in a furniture store in Budgam, J&K. He saw an advertisement
in the local newspaper about this Scheme of courses offered by PMKVY. He had heard about these
schemes and courses from various sources so he immediately decided to join the course. The
contents of the course and the Scheme inspired him to take this course. He liked to enhance his skills
and knowledge in this field. The program helped him greatly in learning new things about the job as
well.
The course was very helpful for him both personally and professionally. It helped him to learn new
things and techniques regarding his job which helped him greatly in his professional life and also the
knowledge of the latest equipment used today greatly helped him to compete in today's market.
Currently, he has his own business of wooden construction materials. He supplies various wooden
furniture items and also wooden materials used in the construction. This business was only been
possible because of the course. The course helped him a lot in building this business. His overall
earning has nearly been doubled after this course.
Javed Ahmed, aged 29 years belongs to an underprivileged family. The lack of financial strength
hindered him in learning new things about his interests and there was always pressure on him to
earn and fulfil his families requirements. So, he couldn't have any training to upskill his existing skill
and knowledge. He was working in a sawmill as an assistant.
He came to know about the PMKVY scheme from his friend and he completed his RPL course. He is
happy that he learned many new things from the fee course. From this course, he learned about
carpentry tools and equipment and their proper use and applications. The course also taught about
him the various kinds of wood along with their properties and applications.
After the course, he decided to start his own business. Now, he is running his furniture workshop. He
gives all the credit to the course where he came to know about various entrepreneurship
opportunities. Now, he is earning around Rs 30,000 per month. He is also planning to expand his
business.
Raju Mistri was working in a local furniture shop of Bhobi village of Nalanda, Bihar. He has taken the
training in bridge course in RPL for 80 hours.
The upskilling program has helped in knowing about more opportunities in the furniture sector.
Now he has came across a better opportunity due to his upskilling. Before the training he was
earning Rs 7,000 per month and now he is able to earn Rs 11,000 per month.
Rahul Kumar is son of Santosh Mistri of Sheikpura district of Bihar. He was earning Rs 6,000 per
month before undergoing the training.
He successfully completed the RPL training in Assistant Carpenter-Wooden Furniture. After
completion of the training, he is earning Rs 11,000 per month. He has learned many new things
which is helpful for his daily job. Now he is more confident and hopes to fulfil his need of family.
Mohd Adeeb belongs to a poor family. He is a carpenter by profession and was earning Rs 7,000 per
month at a furniture shop. He came to know about the bridge course of FFSC from one of his
carpenter friends. After hearing about the benefits, he became interested to enroll in the program.
He completed the program and received the Govt certificate. After undergoing the training, he
gained confidence and he also knew about the possibilities of self-employment. Currently, he has
opened his shop and earning around Rs 25,000 per month.
Now he is planning to expand his business to a large extent and capture a larger market size of his
area.
