Will the Minister for Defence be pleased to state:
(a) whether any concession is given to the Government employees on the fees of tests in Kahuta Research Laboratories (KRL), Hospital, Islamabad; if not, the reasons thereof;
(b) whether it is also a fact that concession in the fees of tests is given to the employees of atomic energy commission by the hospital but the said facility is not given to other Government employees; if so, the reasons thereof; and
(c) the time by which said facility will be granted for the other government employees?

Will the Minister for Defence be pleased to state
(a) the number of ceasefire violations by India at Pakistani borders alongwith the details of loss of property and loss of human lives suffered by Pakistan due to said violation; and

1. *Mr. Abdul Qadir Patel:
Will the Minister for Interior be pleased to state:
(a) whether CDA, has taken notice that several Government
partially constructed infrastructures have been decaying,
which were either originally planned to construct for those
departments that have been devolved to provinces after 18th
Constitutional Amendment or merged into another Federal
Government Department;
(b) if so, the details of such constructions alongwith cost incurred
upon each building/infrastructure; and
(c) whether is there any proposal under consideration of the
Government to takeover such partially constructed
infrastructures and make them beneficial for the
Government?

2. *Ms. Fauzia Behram:
Will the Minister for Interior be pleased to state whether it is a fact
that majority of women have not been issued Computerized
National Identity Cards in the country?
Minister for Interior (Sheikh Rashid Ahmed): • NADRA has
registered a total of 84.28 million female which includes 59.29 million
adults and 24.99 million minors which is 46.12 % of total registered
population. Moreover, male and female population of the country is 48.5%
and 51.5% respectively.
• NADRA is making every possible effort to cover remaining
population especially women; however, same cannot be achieved without
cooperation of the citizens.
• As per law citizens are required to visit NADRA registration
facility and provide his/her particulars / bio-data for registration.

• NADRA has taken various steps for issuance of CNICs to all
eligible women in Pakistan like issuance of CNIC for fresh applicants free
of cost, deployment of 10x Female Mobile Registration Vans (MRVs),
establishment of 19x Female Registration Centers and observance of
Friday as ―Female Day‖ in all NADRA Registration Centres.
3. *Ms. Aliya Kamran:
Will the Minister for Interior be pleased to refer to the Un-starred
Question No. 1 replied on 06-08-2021 and to state:
(a) whether it is a fact that a large number of memberships of the
Senate Secretariat Employees Cooperative Housing Society
have been cancelled/members have been expelled since 2008
till date; if so the details of such members thereof;
(b) whether it is also a fact that the memberships were
cancelled/expelled illegally; if not, the justification for
cancellation;
(c) whether it is further a fact that the codal formalities for
cancellation/expulsion were not fulfilled by the society as well
as the Cooperative Society Department Islamabad;
(d) how many members out of the above said have applied to the
Circle Registrar Cooperative Societies till date for restoration
of their memberships, the detail of the same may be given;
(e) the time by which the cancelled/expelled registration will be
restored?
Minister for Interior (Sheikh Rashid Ahmed): (a) Almost 441
memberships were cancelled due in the light of decision of the Annual
General Meetings held in year 2011. The AGM is supreme Authority in
deciding policy matters of the society. No membership has been expelled
or terminated during the tenure of present managing committee.
(b) As narrated above, these memberships were cancelled by the
AGM minutes of which were also approved by Cooperative Department;
hence same may not be termed as illegal.
(c) Explained in above para.

(d) Does not relate to the society.
(e) Managing committee has no such power to restore such
memberships at its own hence no time frame can be given in this regard.
4. *Romina Khurshid Alam:
Will the Minister for Interior be pleased to state:
(a) the present status of implementation/enforcement of the Cyber
Crimes Principal legislation/rules in the country; and
(b) the steps being taken by the Ministry to reduce incidents of
Cyber Crimes during the last year?
Minister for Interior (Sheikh Rashid Ahmed): (a) Prevention of
electronic crimes act 2016 has been enacted, in order to prevent
unauthorized act with respect to information systems and provide for
related offences as well as mechanisms for their investigation,
prosecution, trial.
More over in exercises of power conferred by section 51 of PECA-
2016 read with section 29 thereof federal Government of Pakistan has
enacted Prevention of Electronic Crime Investigation rules 2018 called
PECI rules 2018. 15 Cyber-crime reporting center are functional all
around the country receiving complaints under PECA-2016, investigating
and prosecuting the same as per PECI-2018 rules.
(b) 367 information Technology qualified personal were recruited
on contract under the PSDP Project National Response Center for Cyber
Crime (NR3C) Phase-III.
• Modern equipment, Gadgets and software worth Rs. 650
Million were procured through the PSDP project Revamping
of Cyber Crime during year 2019-2020 and 2020-2021.
• Number of Cyber Crime circle were increased from 5 (Five)
to 15 (Fifteen) during the last 2 years to effectively cater the
complaints of the general public against cyber-crimes.
• Continues training is being given to all cyber-crime wing
personal on regular basis

5. *Mr. Attaullah:
Will the Minister for Interior be pleased to state the names,
designations and addresses of persons holding Red Passports at
present?
Minister for Interior (Sheikh Rashid Ahmed): Diplomatic (Red)
Passports are issued to Pakistani diplomats and entitled persons as
described in para-45 of Passport and Visa manual 2006 (Annex-A). At
present 1,351 individuals are holding valid Diplomatic (Red) Passports.

6. *Mr. Naveed Aamir Jeeva:
Will the Minister for Interior be pleased to state whether the
project of establishing or setting up of a jail in Islamabad has been
terminated?
Minister for Interior (Sheikh Rashid Ahmed): No. The project
is under implementation and Rs.1667.162 million has been utilized so far.
The project ―Construction of Model Prison at H-16 Islamabad‖ was
approved by ECNEC on 20-07-2016 at a cost of Rs. 3.9 billion. Rs. 800.00
million has been allocated in current year PSDP 2021-22.
Physical/Financial progress of the Model Prison Project are as

7. *Ms. Shahida Rehmani:
Will the Minister for Overseas Pakistanis and Human Resource
Development be pleased to state:
(a) whether it is a fact that Plot No.21, Block A, measuring 2
kanals in OPF, Housing Scheme, Peshawar allotted to an
Overseas Pakistani from USA was fraudulently transferred by
OPF, Housing, Scheme, Islamabad, without the knowledge of
his successors on fake CNIC and by presenting an
impersonator who posed himself as original Allottee of the
above said plot;
(b) if yes, what action has been taken by the department against
the responsible?
Minister for Overseas Pakistanis and Human Resource
Development: (a) Plot No. 217A, Measuring 2 kanal in OPF Housing
Scheme, Peshawar was initially allotted to Pir Muhammad Khan Adil S/o
Haji Mukarram Khan on 05-01-1991 (Annex-I). On 08-12-2020, a person
having a CNIC indicating him as Pir Muhammad Khan Adil approached
OPF Head Office, Islamabad for transfer of Plot No. 21-A in the name of
Mr. Arif Ullah. It is pertinent to mention here that the person acting as
Pir Muhammad Khan Adil presented all the original letters mandatory for
transfer of plot including allotment letter, No demand Certificate, CNIC,
possession, Indemnity Bond etc., Since, the imposter fulfilled all the
necessary requirements for the transfer of the said plot, including
presenting the original documentary/ record, and in-person presence of the
seller and purchaser, before the admitting officer, therefore,
Pir Muhammad Khan Adil‘s plot was transferred to the purchaser Mr. Arif
Ullah resident of Peshawar. Later on, OPF Housing & Works Division
came to know that the real Pir Muhammad Khan Adil had expired, and
that the person who masqueraded as Pir Muhammad Khan Adil was an
imposter. Accordingly, OPF took immediate action and withdraw the plot
transfer letter dated 18-12-2020 vide its letter dated 22-02-2021
(Annex-II).
(b) After receiving an application by the legal heirs of
Pir Muhammad Khan Adil in August 2021, wherein they had alleged that
some OPF officers deliberately transferred the Plot No. 21-A, OPF
Housing Scheme, Peshawar, after taking Rs. 150 Lac as, bribe, OPF

immediately took action and initiated a fact finding inquiry to probe into
the alleged involvement of OPF officials in the illegal transfer
(Annex-III). The officials whose involvement was alleged in the
application stand suspended.
Furthermore, the matter is also under investigation of Anti-
Corruption Branch FIA, Peshawar Circle.
OPF has also contacted NADRA for provision of Verisys and
Biosys for processing the transfer cases the CNIC/identity verification of
the purchasers and sellers, as per the NADRA records.

8. *Mr. Iqbal Muhammad Ali Khan:
Will the Minister for Interior be pleased to state what steps have
been taken or being taken by the CDA on Federal Cabinet
Decision vide Case No.734/26/2021 dated 17-08-2021 about
regularization of irregular Housing Schemes in various zones of
Islamabad?
Minister for Interior (Sheikh Rashid Ahmed): In pursuance of
the Federal Cabinet Decision vide Case. No. 734/26/2021 dated
17-08-2021, a committee was established to advise and develop an
affective policy for regularization of irregular housing schemes in various
zones of Islamabad, i.e., Zone-II, IV & V. This Committee will comprise
of members from Federal Commission for revision of Master Plan
constituted by the Federal Cabinet. The members of this committee will
include the following:

Initially the Federal Commission has been housed in an office
space in Arts & Crafts Village, Islamabad and necessary office/secretarial
services have been provided therein. Till now, four meetings of the
Federal Commission have been convened and in upcoming meeting
further line of action will be devised by Secretary of the Commission. The
Committee has been notified by the Interior Ministry vide notification
number F. No.1- 25/2018/CDA-II (MoI). As per para (v) of the
notification the Commission may recommend the regularization of
unauthorized housing scheme subject to payment of such fine as may be
imposed. The fine shall be imposed on violations that may include
following (but is not limited to):

Will the Minister for Interior be pleased to state:
(a) the steps taken or being taken by the Government to eradicate
bribery and corruption from the Federal Departments; and
(b) the number of cases registered, so far?
Minister for Interior (Sheikh Rashid Ahmed): (a)
STEPS TAKEN BY THE INCUMBENT GOVERNMENT (FIA) TO
ERADICATE CORRUPTION AND BRIBERY.
In order to combat corruption and bribery, the incumbent
government has taken following steps:—
(a) Establishment of Complaint Management Unit (CMU) which
is working 24/7 for receipt of complaints of corruption and

dissemination of complains for further necessary action under
the law.
(b) Establishment of Prime Minister Delivery Unit (PMDU). FIA
has successfully complied and resolved 87869 complaints
forwarded to the agency through PMDU Portal since
launching of the initiative.
(c) Amendments have been incorporated in Anti-Money
Laundering Act, 2010 to enhance punishments and to
empower FIA for the collection of bank record to ensure
timely completion of the investigation of the corruption.
(viii) Vide amendment in AM.
(ix) 000000LA 2010 in September, 2020, the offences
punishable in this Act, have been declared cognizable.
(x) Section 4 AMLA 2010 has been amended to enhance the
amount of fine in addition to imprisonment of upto 10
years from Rs. 5 million to Rs. 25 million.
(xi) Enhancement of investigative techniques for law
enforcement authorities regarding Money Laundering.
(d) Amendments have been made to enhance punishment of
corruption under Prevention of Corruption Act, 1947.
(e) For efficient and effective management of affairs of the
agency and to curb the menace of corruption, the jurisdiction
of FIA has been divided into two region, i.e. North and South
region.
(f) Up gradation of Forensic Labs and Technical Wing of FIA in
finalization of enquiry/ investigation of the cases of
corruption.
(g) Provision of equipment to the Officers of FIA for their
capacity building and disposal of enquiries/ cases on scientific
grounds.

10. *Moulana Abdul Akbar Chitrali:
Will the Minister for Interior be pleased to state:
(a) whether it is a fact that the previous land owners have
illegally occupied 34 canals of land of Jammu and Kashmir
Cooperative Housing Society G-15/4, Islamabad;
(b) if so, the steps taken by the Society up-till now to recover the
occupation of the said land; and
(c) reasons for not re-occupying the above land with the help of
the district administration?
Minister for Interior (Sheikh Rashid Ahmed): (a) The Jammu &
Kashmir Cooperative Housing Society, Islamabad is a private Housing
Society and Managing Committee of the Society is responsible for any
irregularity as par law.
As per report of Society it is a fact that a land measuring 34 kanals
of the Jammu & Kashmir Cooperative Housing Society is still under
occupation of the sellers/previous owners.
(b) The Society is reported that a case titled ―Qazi Sultan vs
Collector‖ is pending in the Court of Civil Judge Islamabad for partition of
suit land.
(c) Any action for acquisition of suit land cannot be taken till
pending cases have been decided by the Honorable Courts.

11. *Syed Mehmood Shah:
Will the Minister for Interior be pleased to state:
(a) the number of vehicles available on the pool of CDA;
(b) the details of those officers who are entitled to the vehicle
from CDA pool under the rules;
(c) whether the CDA officers are entitled to get the amount of
monetization alongwith their salaries under the rules and
procedure of CDA;
(d) if so, the details thereof and whether they have been provided
any vehicles of CDA;
(e) whether it is a fact that CDA has given the vehicles to the
non-entitled officers and staff; if so, the reason thereof; and
(f) what action is being taken by the Government in this regard?
Minister for Interior (Sheikh Rashid Ahmed): (a) Reply
attached at annex-A.
(b) Reply attached at annex-B.
(c) The Board approved the adoption of monetization of transport
facility for civil servants/Members (BPS-20) and above posted in CDA by
the Government. It was further decided that case for adoption of said
policy for the officers of CDA in (BPS-20) & above be forwarded to
Cabinet Division for approval annex-C
(d) The Officers drawing monetization have not been provided
official vehicles. However, the vehicles at Admin Pool CDA are made
available with such offices for General duty and official purposes.
(e) No official vehicle has been given to the non-entitled officers
and staff. However vehicles have been attached with various wings/offices
for operational purposes.
(f) N/A.

12. *Mr. Ramesh Lal:
Will the Minister for Interior be pleased to state:
(a) whether there is any proposal under consideration of the
Government to install street lights in sector I-16, Islamabad;
(b) if so, the time by which the said work will be started?
Minister for Interior (Sheikh Rashid Ahmed): (a) Yes.
Estimate for the installation of LED Street lights in Sector I-16/2
amounting to Rs. 26.600 Million has been prepared and case is in process
for approval. Street lights in sector I-16/2 will be installed after necessary
approval and allocation of funds.
(b) The tender for installation of LED Street lights in Sector
I-16/2 will be invited as soon as codal formalities are completed and funds
are allocated.
13. *Shazia Marri:
Will the Minister for Inter-Provincial Coordination be pleased to
state:
(a) whether the concerned authorities or body including the
Federal Government itself Pakistan Sports Board and
Pakistan Olympic Association, reviewed in recent times as to
why the country’s athletes have failed to win even a single
medal in the last several Olympics;
(b) if so, the details thereof; if not, the reasons thereof;
(c) the average monthly administrative expenditure of PSB; POA
and other related entity of sports, which comes under the
administrative control of Federal Government; and
(d) what steps are being taken by the Government to make a
comprehensive plan for the future so that such failures can be
fixed by organizing competitions in various sports,
shortlisting potential players from all over the country by
providing them competitive coaching and other related

facilities so that Pakistanis athletes must perform better in
upcoming international events and Olympics?
Minister for Inter-Provincial Coordination (Dr. Fehmida
Mirza): (a) & (b) Participation in Olympics is being made on the basis of
qualification amongst top athletes of the world which require several years
of vigorous training. The other reasons for not winning any medal also
include:
• Lack of proper governor structure due to non-accountability
leading to fake federations.
• Ineffective regulatory mechanism for NSFs.
• Non-transparency in selection of athletes by the respective
NSFs.
• Lack of sports infrastructure at par with international
standard.
• Lack of sports facilities at grassroots levels.
• Lack of coordination amongst the provinces after the 18th
Constitutional Amendments.
• Hegemony of POA on sports in Pakistan.
• POA and NSFs not playing their due role.
(c) Only Pakistan Sports Board (PSB) is under administrative
control of Federal Government and the average monthly administrative
expenditure of PSB is Rs.50,840,583/- for the year 2021-22 which is
mainly spent on payment of salary, pension, medical facility,
accommodation facility , repair/maintenance, etc.
The PAO has not provided the complete details of its monthly
administrative expenditure.
(d) Role of Provinces. Ministry of Sports has been devolved after
the 18th Constitutional Amendments and the resources have been
allocated to provinces. Now the provincial governments are mainly
responsible for promotion of sports and sports infrastructure development
through allocation of adequate resources. All the provincial governments
have been given the following guidelines for revival of sports, uniformity
of policy and enhancing the performance of our athletes:

(a) Prioritization of 6 to 8 games.
(b) Establishment of Tehsil level multiple- purpose Sports
infrastructure.
(c) Sports to be made mandatory at school level.
(d) Sports grounds/facilities mandatory for all new housing
projects.
(e) Conduct of regional sports leagues to groom the talent.
National Sports Policy - 2021. NSP 2021 has been prepared and
in its final stages for approval. The policy will provide proper regulatory
framework for NSFs and other sports bodies and binding for all NSFs to
have proper genuine club level structure.
Constitution of PSB - 2021. The Constitution of PSB has been re-
drafted and in its final stages for approval for transforming PSB into a
dynamic and vibrant regulatory organization.
Elite Athlete Pool. Is being developed so that the athletes can be
directly funded and looked after to continue their training with support of
all stake holders. They will be branded to invite private sector for their
sponsorship.
14. *Moulana Abdul Akbar Chitrali:
Will the Minister for Narcotics Control be pleased to state:
(a) whether it is a fact that under the Rules of Business, 1973
each Division has to prepare annual report of performance;
(b) if so, the details thereof; if not, reasons for not preparing the
said book; and
(c) what action is being taken by the Government against the
responsible functionaries for this negligence?

15. *Shazia Marri:
Will the Minister for Overseas Pakistanis and Human Resource
Development be pleased to state:
(a) whether it is a fact that a web portal was set up to register the
people who have lost their jobs abroad after the outbreak of
Covid-19 in order to provide them financial assistance and
create alternative job opportunities;
(b) if so, the number of people who have been registered through
such web portals so far;
(c) whether such people have been given any financial
compensation; if so, the details thereof;
(d) the number of such people who were provided with
alternative employment opportunities;
(e) the estimated number of people who have lost their jobs
abroad since the outbreak of Covid-19; and
(f) what steps are being taken by the Government to find
alternative job opportunities for such people?
Minister for Overseas Pakistanis and Human Resource
Development: (a) Overseas Employment Corporation (OEC) under the
administrative control of M/o OP&HRD has set up a web-portal to register
overseas returnees (optionally) in the wake of Covid-19 pandemic.
However, it was not meant to provide the overseas returnees financial
assistance. Rather, the data of registered returnees is shared on monthly
basis with all stakeholders including OPF, BE&OE, BISP, NAVTTC,
NYDF, SMEDA and NAPHDA etc., with a request to facilitate the
returnees as per mandate of the respective organizations.
(b) 95,588 returnees have registered themselves so far on the
portal since June, 2020.
(c) Return migrants are being supported through Overseas
Pakistani Foundation (OPF) to make a new start by distribution of trade
specific Tool Kits in order to achieve sustainable self-employment in
Pakistan. As such, no financial assistance is envisaged for returnee
migrants.

(d) Data of approximately 80,500 returnee migrants available
with Overseas Employment Corporation (OEC) has been analyzed for
need assessment and procurement of tool kits for returnee migrants in
need of immediate assistance for their reintegration in Pakistan. As a
result, returnee migrant workers were distributed 52 trade-specific toolkits
(electrician, plumber, carpenter and mason) as an In-Kind support to help
them start sustained self-employment, in a ceremony organized by OPF
under its Pak-German Facilitation & Reintegration Centre (PGFFRC) on
17-11-2021 at Islamabad. This activity is part of OPF‘s efforts under
which 900 trade-specific Took Kits will be distributed in successive
phases to achieve sustainable employment for returnee migrant workers by
supporting them to make a new start in Pakistan.
(e) Out of total 95588 overseas returnees, 67771 returnees
mentioned reason of their return as ―Laid Off‖, while 27817 returnees
mentioned reason of their return as ―Leave‖.
(f) OEC is facilitating returnees to re-obtain overseas
employment as its Job Portal on Overseas Employment and Reintegration
is integrated with the centralized system of Bureau of Emigration &
Overseas Employment (BE&OE). Resultantly, all BE&OE‘s approved
manpower demands (foreign jobs) procured by Overseas Employment
Promoters (OEPs) automatically available on the job portal of OEC.
Therefore, all registered returnees are informed through SMS regarding
the availability of overseas employment opportunities on its job portal
with a request to apply as per their qualifications.
Furthermore, since foreign employers and OEPs are also registered
on the job portal. They have access to the data of returnees and can
directly contact the returnees and offer them for overseas employment, if
satisfied with their credentials.
Since registered returnees do not inform regarding their updated
status, therefore, OEC does not have data of those returnees who have
secured overseas employment through re-employment.
16. *Syed Abrar Ali Shah:
Will the Minister for Interior be pleased to state:
(a) whether modern bus service being started by CDA in
Islamabad;

(b) when it will be operated alongwith the number and routes
thereof; and
(c) whether such kind of project (2013 to 2018) was made by
previous Government?
Minister for Interior (Sheikh Rashid Ahmed): (a) Yes.
(b) The Routes will be made functional by April/May 2022.
Following Routes have been proposed for the Pilot Phase;
i. Sawan Interchange to Faisal Mosque.
ii. Bara Kahu to Faiz Ahmed Faiz Metro Bus Station.
iii. Tarnol Railway Station to N-5 Metro Bus Station.
Initially 29 Buses will ply on these Three Routes on a fixed Time
Schedule. These routes will also act as Feeder Service for the Two Metro
Bus Systems.
(c) Various studies were conducted on the Provision of
Transportation Facility for Islamabad btw. 2013 to 2018 unfortunately no
practical step were taken except the Metro Bus Project btw. Rawalpindi –
Islamabad.
17. *Mr. Ali Gohar Khan:
Will the Minister for Interior be pleased to state the total number
of dengue patients reported in Islamabad alongwith the steps taken
to control said disease?

18. *Ms. Shams Un Nisa:
Will the Minister for Interior be pleased to state:
(a) the details of existing legislation related to Terrorism;

(b) what steps have been taken by the Government for
compensation to victims of terrorism during the last three
years?
Minister for Interior (Sheikh Rashid Ahmed): (a) The main
legislation related to terrorism is The Anti-Terrorism Act, 1997.

Will the Minister for Inter-Provincial Coordination be pleased to
state:
(a) how many grounds have been made by the Pakistan Cricket
Board (PCB) with current locations; and

Minister for Overseas Pakistanis and Human Resource
Development: (a) There is no existing labour agreement with Taiwan. A
Memorandum of Understanding on Labour Export Agreement between
Pakistan and Italy is under process. Moreover, the details of labour
agreements signed with South Korea and Japan are as under:
(a) Ministry of OP&HRD had signed an MoU with the Ministry
of Employment and Labour of Korea on sending of workers
to the Republic of Korea under the Employment Permit
System (EPS) in 2006. The MoU is renewed after every 02
years. The last time it was renewed on 7th March 2018. The
renewal of the MoU is in process.
(b) Ministry of Overseas Pakistanis & Resource Development
had signed a Memorandum of Cooperation (MoC) with Japan
on ‗Specified Skilled Workers (SSW)‘ in December, 2019.
(b) No person has been registered by BE&OE for employment to
Taiwan during the last three years. However, the detail regarding
emigrants registered for employment in Italy, South Korea & Japan during

the last three years i.e. from October 2018 till date with skill Level-wise
bifurcation is enclosed at Annex-A, Annex-B & Annex-C respectively.

STEPS TAKEN BY THE PRESENT GOVERNMENT TO DEAL
WITH SUGAR MAFIA
Consequent upon Sugar Enquiry Commission report, FIA was
given the mandate to investigate the matters relating to Corporate Crime,
Smuggling to Afghanistan and Satta Mafia. Besides, Federal Board of
Revenue (FBR), Competitive Commission of Pakistan (CCP), NAB and
Anti-Corruption Establishments (ACEs) were also given tasks to take
further legal action against Sugar Mafia. FIA has registered 20 cases
and 13 enquiries against Sugar Brokers, Satta Mafia in Punjab, Sindh and
Islamabad and sugar smuggling to Afghanistan.

Minister for Interior (Sheikh Rashid Ahmed): (a) It is submitted
that an Alternate Dispute Resolution Council (ADRC) has been launched
by Islamabad Police for providing an alternate reconciliation platform to

parties who are in a dispute and approach the State for assistance on
03-09-2021 under government policy.
The ADRC is comprising 05 Panels of 03 Member each which is
hearing the complaints 05 days in a week whereas, a Review panel
comprising 06 Members has also been established through hear the review
petitions.
Since, its establishment, 20 complaints have been received within
ADRC. Out of these 01 was about salary, 06 transactions of money, 03
family disputes and 01 Miscellaneous. 13 complaints have been resolved
whereas, 07 are pending probe. In these complaints recovery of
Rs.1675000/- has been affected.
(b) It is submitted that the responsibility as well as mandate of the
said council is as under:-
The Alternate Dispute Resolution Council (ADRC) has been
created for the sole purpose of providing an alternate reconciliation
platform to parties who are in a dispute and approach the State for
assistance. ADRC provides such complaints an option to resolve their
disputes at practically zero financial cost to them. ADRC prime directive
is to amicably resolve local community disputes and assist the Islamabad
Police in sharing the load for mostly non cognizable cases. ADRC
members are of impeccable character having integrity, commitment,
competence, and a respected community standing. ADRC members are
not to be swayed or influenced by status or position of the complainant or
the defendant. ADRC members are not allowed to use their ADRC
positions for any personal gain or fame. Reconciliation is a sacred mission
and it should be done as SERVICE ABOVE SELF by seeking the truth
and creating harmony for the public at large. All ADRC acts and decisions
will be taken solely on merit and without any fear or favor, please.

(a) whether there is any proposal under consideration of the
Government to make the junction of both the traffic signals in
front of Serena Hotel, Islamabad as signal free zone;

Minister for Interior (Sheikh Rashid Ahmed): (a) There is
currently no proposal to make the junction of both traffic signals in front
of Serena Hotel as signal free zone.
(b) Islamabad is being developed according to a Master Plan
wherein interchanges/grade separated intersections are proposed at
intersection of Highways & Avenues. The subject intersection is a link of
Suharwardy Road with Srinagar Highway & Murree Road and therefore
not a signal free arrangement according to Master Plan. However CDA is
in process of engagement of consultant for traffic study & improvement at
grade & grade separated intersection‘s at different locations of Islamabad.
The Consultant thus engaged will also propose improvements in light of
traffic study at the subject location.

Will the Minister for Interior be pleased to state the area in acres of state land in illegal occupation of trespassers in Islamabad Capital Territory at present alongwith area-wise break-up?

of the Section 2© of Public properties Removal of Encroachments 2021,
the appointment of Authorized officer has been made to carry out all or
any purposes of the subject ordinance including the issuance of notices for
the vacation of the property, removal of structures and recovery of any
fines, penalties, or recovery of the cost of demolition and removal of
structures as arrears of land revenue also, the Authority is in the process of
development of ICT based solutions with the assistance of SUPARCO and
Surveyor General of Pakistan to conduct geo mapping and other geo-
sciences solutions.

(a) as to when the Park, situated in the premises of Parliament
House was established;

between Parliament House and Cabinet building was establish at the time
when these buildings were constructed.
(b) This office has no record, it was establish 3-4 decades back.
(c) As it was developed long ago and never renovated therefore
have wear and tear. It is re-development was planned last year but funds
could not be allocated by Parliament House.
(d) The landscape area is being maintained regularly. However,
major uplift can only be done after allocation of funds.

as her case is pending for the last five to six month;

delay and what steps are being taken to expedite the family
pension cases?
Minister for Defence (Mr. Pervez Khattak): (a) Family pension
cases of Army personnel are finalized in 2 stages:
i. Issuance of Audit Report on provision of all the requisite
documents.
ii. Issuance of notification on receipt of sanction from Centre
Commandant.
Both stages are completed within a month from the date of
provision of documents/sanction. However incase of any deficiency of
required documents, cases are delayed.
(b) Case of Mst. Kubra Begum w/o Ex-PJO 36987 Mukhtar
Hussain (Late) was notified by PSO ADC Malir Cantt on 29-09-2021, but
received in the Direct Credit System (DCS) Section of Controller Military
Accounts (Pension) Lahore on 02-11-2021 owing to slow service of Signal
Centre which takes over 03 weeks to reach the destination. However, on
receipt of pension notification, all the pension arrears w.e.f. 13-01-2021
to 31-10-2021 amounting to Rs. 436,382/- have been released vide
cheques No. 4841990 dt: 05-11-2021.

(c) In order to curb the tendency of late finalization of pension
cases after completion of documents/notification, necessary directions
have been issued to all the Pension Sub-Offices to dispatch the pension
notification through Pakistan Post by registered post/UMS,
vide Controller Military Accounts (Pension) Lahore’s notification
dt: 05-11-2021 (enclosed).
