ABOUT MOGSC
The Malaysian Oil & Gas Services Council (MOGSC) which was formed on 1st December 2003, is an association promoted and driven by the services sector of the Malaysian Oil & Gas Industry.
MOGSC’s key mission is to promote the capabilities of the Malaysian Service Providers as the regional hub for the Oil & Gas Industry.

n Current industry market see contracts getting scarce hence resulting in stiffer competition.n MOGSC will explore different approaches and strategies to replace the heavy reliance on PETRONAS for contracts. n MOGSC will facilitate the dissemination of realistic and timely information to assist in the members’ decision making process.
n MOGSC will actively facilitate the participation by working closely with JPDC and PETRONAS to monitor contract awards for local companies. n MOGSC will also be facilitating the information process by bringing realistic and timely information.
n EXCO to be more involved and accountable on key functions and working group programme through defined KPIs. n Secretariat role and responsibilities will be enhanced. Gaps will be filled to strengthen its delivery and accountability.
n MOGSC EXCO will set executive level alignment with PETRONAS Management, to ensure that all initiatives are then driven downwards. Quarterly engagement with management of PETRONAS will be pursued.
n MOGSC will facilitate in initiating engagement and collaboration with Sarawak and Sabah. This will bring synergy and cross leverage to each other.
n MOGSC will endeavor to encourage the implementation of specific initiatives that are actionable and beneficial to members. n Examples: Industry Mutual Hold Harmless (IMHH), Independent Design Center, Marine Inspection Standards and Digital Infrastructure.
n ILB award to MOGSC is a great achievement. MOGSC will provide high priority focus and support to CTWG to follow through with ILB.
n MOGSEC 2016 is a key success criterion. MOGSC must work effectively with MES as well as other stakeholders to make it the spotlight event of the year.
n MOGSC will set up clear rules of engagement with MPRC, MATRADE, MIDA, and other industry body or associations. This will result in better focus and activities.
n MOGSC to facilitate for industry to understand the impact of TPPA on the service industry and assist in ensuring that members are aware of the impact of TPPA on their businesses.

The following are the 13 MOGSC working groups:
MOGSC WORKING GROUPS
MOGSC activities largely revolve around the working groups. The working groups are driven by MOGSC members and focus on matters of interest to their particular industry sector. Each working group is assigned a mentor from the Executive Committee. The working groups have regular monthly meetings, leading to larger events such as dialogues, forums and workshops with other members and industry stakeholders.

MINUTES OF THE 14TH ANNUAL GENERAL MEETING (”AGM”) HELD ON WEDNESDAY, 26TH APRIL, 2017 AT 2.30 PM AT DEWAN PERDANA, LEVEL 6, WEST WING, MENARA MATRADE, KUALA LUMPUR.
The following Committee members were present :
Cik Elynna binti Abdul Rashid, the Master Ceremony for the day welcomed and thanked the members for taking time to attend the 14th Annual General Meeting of MOGSC. She highlighted the program for the day before inviting the President, Puan Sharifah Zaida Nurlisha Syed Ibrahim to give her opening address before proceeding to the business of the meeting.
The President welcomed all MOGSC members, trustees and advisors to the meeting and also the guest speaker for the day, Mr. Prasanth Kakaraparthi, Senior Analyst - LNG Supply & Upstream, South-Eastern Asia, WoodMackenzie who will present the keynote speech entitled “What Does the Future Hold for the Oil & Gas Services Sector.
The President thanked all present at the meeting for making time to be present at the AGM despite it not being an election year for MOGSC.

The President reported that it has been a very busy year for the EXCO since the last AGM with 411 activities in the past year which is approximately 7.9 activities per week.
The EXCO adopted the ten (10) objectives of MOGSC 2016/2018 as highlighted in page 2 of the Annual Report. A number of activities were organized to help members ride through the difficult period including engagement and initiatives with relevant government agencies, local and foreign as well as Bursa Malaysia.
MOGSC also carried out continuous engagement with PETRONAS where a number of meetings were held at different levels and departments within PETRONAS resulting in the recognition of MOGSC as the overall umbrella industry association whom PETRONAS will engage with. PETRONAS had published their activities and outlook for 2017 to 2019 on 31 March 2017. This was only possible as MOGSC is always focused and had always remained neutral in representing all the vendors in the oil & gas sector. She highlighted the success of MOGSEC 2016 which is a forum to showcase the capabilities and talents of local oil & gas service providers. Members should take pride in this and take advantage of the forum.
The President advised members to add value to their business and adapt by embracing mind set paradigm shifts on how to conduct the local business and to attract more pillars for their business without depending solely on PETRONAS. There is an urgent need to be more anticipative to build the businesses.
She stressed that MOGSC has taken steps to address the myth that MOGSC is purely for the benefit of the selected few by engaging members in the Quarterly Bulletin and the Bi-Annual MOGSC CTWG newsletter. The MOGSC social media is updated regularly besides the activities of the individual working groups. All these are undertaken to create awareness amongst members on the industry updates as members are valued highly by MOGSC.
In closing she advised members to be more mature in a resilient industry and in Malaysia the industry should be proud since it has strived without much government support or incentives since 1974.
With that she thanked the members for their support before proceeding to launch launched INSPIRE@MOGSC Newsletter, a CTWG initiative.
The MC then announced the winners of the HSE Working Group Safety Campaign logo and slogan contest with the President presenting the prizes to the 2 winners of the contest, which are Mustaniz bin Mohd Yunos from Dinastia Jati Sdn Bhd for the logo and Wan Amiruddin bin Wan Ahmad from Cekap Technical Services Sdn. Bhd. for the slogan.
She then introduced Mr. Prasanth Kakaraparthi from WoodMackenzie, the keynote speaker to the meeting before inviting him to present his speech.

Mr. Prasanth Kakaraparthi presented the changes in the industry and the need for the industry to adopt to the changes and presented to the meeting the movement of oil prices from 2015 to current, future forecast, causes of price fluctuation, possibilities and expectations.
He then invited the meeting to raise any questions they may have.
Encik Abd Hamid Ibrahim, MOGSC EXCO member enquired about the incentive to regulate controls.
Mr. Prasanth Kakaraparthi replied that it is largely a collaboration to work towards a solution which is optimal for everyone.
Encik Mohamed Siraj Abdul Razack, MOGSC EXCO member enquired about the LNG market and the impact of the upstream market given that it is currently oppressed due to the political climate in Libya and the impact of renewable energy.
Mr. Prasanth Kakaraparthi was of the opinion that the LNG market will be a buyers’ market until 2023 where it will then be in under supply and become a sellers’ market. Malaysia’s main competitors are Qatar and America with Malaysia’s strength being price competitiveness and good LNG infrastructure. As for the global impact, WoodMackenzie have already factored in 1.0 million barrels oil production from Libya. If the supply goes up to 2 million barrels, then we will see further depression in oil prices.
On renewable energy, WoodMackenzie has acquired a renewable energy company in USA but there are key technology considerations such as storage of energy which has to be addressed before it can be competitive.
Ir Megat Zariman Abdul Rahman, MOGSC Vice President enquired if the oil & gas sector should be concerned with the threat of renewable energy especially the EEV and its impact on the use of fossil fuel in the transportation industry.
Mr. Prasanth Kakaraparthi explained that everyone has their own perspective and wants their industry to survive for the next 20 years. However this is largely depends on costs of consumption.
Encik Jamaluddin Obeng, MOGSC EXCO member noted that conservation costs money which is not a consideration supported by financial institution for funding in South East Asia region.
Mr. Prasanth Kakaraparthi agreed that South East Asia has a different set of challenges and the solution in a particular place may not be so for another but what is important is to foster a working relationship to cut costs to avoid wastage.
There being no further questions, the President presented a token of appreciation to Mr. Prasanth Kakaraparthi.
The MC then introduced the Committee Members of MOGSC to the meeting before inviting them to take their seats at the main table before proceeding to the business of the meeting.

1.0 NOTICE OF THE MEETING
The notice of the 14th Annual General Meeting was taken as read. The Chairperson called the meeting to order at 4.30 p.m. on confirmation of a quorum.
2.0 CONFIRMATION OF THE MINUTES OF THE 13TH ANNUAL GENERAL MEETING HELD ON 27TH APRIL 2016
The Chairperson invited the meeting to raise any questions/amendments to the minutes of the 13th
Annual General Meeting held on 27th April, 2016.
There being no questions raised, on the proposal of Encik Zainudin bin Zulkifli of KNM Process Systems Sdn Bhd, duly seconded by Encik Nija Amri Jemari of H. Rosen Engineering Sdn Bhd, the minutes of the meeting was received by the meeting.
3.0 TO RECEIVE THE MOGSC EXCO REPORT FOR THE SESSION 2016/2017
The Honorary Secretary presented the activities of MOGSC for the session 2016/2017 with highlights on the seminars and workshops conducted.
The Chairman invited the meeting to raise any questions that they may have on the report.
There being no questions raised by the members, upon the proposal of Cik Mira Kamarul of Water Standard duly seconded by Cik Noor Alia Mohd Anif of H. Rosen Engineering Sdn Bhd, the MOGSC Exco report on the workings of the Society during 2016/2017 was received by the meeting.
4.0 TO RECEIVE THE AUDITED FINANCIAL STATEMENTS AND THE AUDITOR’S REPORT FOR THE YEAR ENDED 31ST DECEMBER 2016
Encik Zubaidi Harun, the Treasurer presented the financial statements and informed that the audited financial statements are unqualified as such there are no issues arising thereon and highlighted the following-
(a) Total revenue stood at RM1,478,697 higher from the previous financial year of RM1,465,295.
(b) Fees received from members comprised entrance fees (RM74,000) and subscription fees (RM554,354.00). There has been 74 new memberships and 100 plus delisted memberships due to non-payment of subscription fees
(c) Cash & bank balances stood at RM883,830.00 as compared to the previous financial year of RM1,046,596.

4.0 TO RECEIVE THE AUDITED FINANCIAL STATEMENTS AND THE AUDITOR’S REPORT FOR THE YEAR ENDED 31ST DECEMBER 2016 (CON’T D)
(d) Surplus stood at RM8,785.00 which is encouraging as compared to the previous financial year which was a loss of RM227,601.00.
(e) The accumulated fund carried forward stands at RM1,202,985 as compared to the previous financial year of RM1,194,200.
There being no questions raised by the members, upon the proposal of Encik Noor Hisham bin Ab Hamid of Euro-Circuit Technologies Sdn Bhd duly seconded by Encik Mohd Najib Othman of Petrotechnical Inspection (M) Sdn Bhd, the Treasurer’s report and the Audited Financial Statements and the Auditor’s Report for the year ended 31 December 2016 was received by the meeting.
5.0 TO APPOINT AUDITORS FOR THE ENSUING YEAR
The Chairman invited a proposer and seconder for the motion.
On the proposal of Encik Ahmad Fariz Azhar of Pace Up Sdn Bhd, duly seconded by Encik Kevin Shah bin Dato’ Kadar Shah of K Shah Energy Resources Sdn Bhd and there being no objection from the floor, the Chairman declared the motion carried and that Messrs. Raki Thomas & Ramanan be appointed auditors for the ensuring year.
6.0 TO CONSIDER THE PROPOSED AMENDMENTS TO THE CONSTITUTION
The Honorary Secretary read out to the meeting on the 1st proposed amendment to Clause 4 (1) of the constitution as follows:
(d) Associate Members Membership of this category shall be open to:-
(i) Any company which is indirectly involved in the oil and gas industry.
(ii) Any company directly involved in the oil and gas industry not incorporated with ROC but registered with MIDA or other Government agencies.
(iii) Individual who is a Malaysian Citizen or foreign national above the age of 18 years involved in the oil and gas industry.
(iv) Student who is a Malaysia Citizen or foreign national above the age of 18 years pursuing diploma/degree/post graduate course in the tertiary education institution or University with a desire to be involved in the oil and gas industry after graduation.

6.0 TO CONSIDER THE PROPOSED AMENDMENTS TO THE CONSTITUTION (CON’T D)
Associate members shall have no voting rights.
Associate members shall be entitled to utilize the Society’s facilities, participate and attend every function.
The Chairperson invited the meeting raise any questions that they may on the motion.
There being no questions raised on the proposal of Encik Azman Nasir of EICUK (Asia Pasific) Pte Lte duly seconded by Encik Zainudin bin Zulkifli of KNM Process Systems Sdn Bhd and there being no objection from the floor, the Chairman declared the proposed amendments carried.
The Honorary Secretary read out to the meeting on the 2nd proposed amendment to Clause 6 of the constitution as follows:
Entrance Fees, Subscriptions and Other Dues
(1) The entrance fee and subscription payable shall be as follows
(i) Corporate Members Entrance Fee RM1,000.00 Annual Subscription RM1,200.00
(ii) Associate Members -Company Entrance Fee RM1,000.00 Annual Subscription RM1,200.00
(iii) Associate Members Individual Entrance Fee RM250.00 Annual Subscription RM200.00
(iv) Associate Member-Student Entrance Fee RM100.00 Annual Subscription RM100.00
(No changes to the rest of Clause 6) The Chairperson invited the meeting raise any questions that they may on the motion.
There being no questions raised on the proposal of Encik Wan Halim bin Wan Ahmad of Bureau Veritas (M) Sdn Bhd duly seconded by Mr. Thomas Low of TR Engineering and Trading Sdn Bhd and there being no objection from the floor, the Chairperson declared the proposed amendments carried.

7.0 TO TRANSACT ANY OTHER ORDINARY BUSINESS
The Chairperson invited the meeting to raise any questions that they may have at the meeting.
Encik Zainudin bin Zulkifli of KNM Process Systems Sdn Bhd enquired on the number of contracts
given to MOGSC members on the RAPID 1st Phase refinery as he noted only a handful of
members got the contracts and what lessons the industry can learn from this since there was no contract
awarded in the 2nd phase. He noted the problems encountered concerning the competency of
workers.
The Chairperson explained that the competency of its members and the financial stability to perform
the contract remains a challenge faced by local players.
Mr. Manoel Gomes, MOGSC EXCO member explained that the RAPID Projects is nearing 60%
completed and would be difficult to secure a contract form EPCC contractors. Local players are
faced with the challenge to accept large subcontracts and the very competitive prices demanded by
the EPCC contractor. Local players will have to look at forming consortiums and also upgrading
their skill levels.
He explained that MOGSC will be compiling data of main contractors and their sub-
contractors so that MOGSC can engage with them on the issues faced and to utilize the data to
promote support for its members.
Present contracts are still ongoing and in 2019 there will be a lot of contracts for operations and
maintenance and he encourage members to attend the MOGSC Meet-the -Members event organised
in Johor on Thursday, 11 May 2017.
Encik Noor Hisham Ab Hamid of Euro-Circuit Technology Sdn Bhd explained that they are working on
getting certification via collaboration with the Institute of Materials, Malaysia (IMM) and other
authorities.
Johor Petroleum Development Corporating (JPDC) has promised that they would look into providing
funds for training. IMM who are the certified trainers with PETRONAS will be having a meeting on
Tuesday, 9 May 2017 at MOGSC’s office.

7.0 TO TRANSACT ANY OTHER ORDINARY BUSINESS (CON’T D)
Ir. Megat Zariman Abdul Rahim, MOGSC Vice President added that they are looking at skills provider
and certification and trying to decide which sector to go into. A meeting was held with Human
Resources Development Fund (HRDF) and subsequently the Prime Minister has announced that a
claim can be made to HRDF through an association (which must be HRDF registered) for trainings the
association approves. Currently only 150 members are registered with HRDF.
Encik Rahman Mustapha of ABB Malaysia suggested that the committee set up a dialogue with the
Prime Minister to discuss issues faced by the players so that the existence and grievance of local
players be made known to the government.
The Chairperson noted the suggestion and assured the meeting efforts are ongoing by MOGSC to
push the interests of its members and it would be a continuous effort.
Encik Ahmad Fariz Achar of Pace Up Sdn Bhd commended the committee for its effort and for the
healthy balance sheet during such turbulent times.
Encik Mohd Najib Othman of Petrotechnical Inspection (M) Sdn Bhd proposed that MOGSC try to
discuss with the State Government of Sabah & Sarawak to expedite the work permits for workers as
it currently takes three (3) months to process the work permits.
The Chairperson noted the proposal.
Encik Jamalludin Obeng, MOGSC EXCO member added that with the many offshore contracts in East
Malaysia, things will improve in the near future.
Cik Noor Alia Mohd Anif of H. Rosen Engineering Sdn Bhd praised the committee for the excellent
communication via email and social media and added that it could be made more effective if
members are showcased in the social media.

1.0 INTRODUCTION
The following is the Report of the Committee for the 2017/2018 session covering the period from 26th April 2017 until 30th March 2018.
MOGSC, with its expansive membership base is the premier business forum for the service providers in the Malaysian Oil & Gas Industry.
MOGSC’s objectives are to promote members’ interests within the Oil & Gas Industry and to support the efforts in making Malaysia the regional hub for the Oil & Gas Industry.
MOGSC’s presence and visibility have continued to increase significantly across the industry through participation in various initiatives and collaborations with industry stakeholders and government agencies, in the interest of the industry and the national economy.
The 2017/2018 Report comprises a compilation of MOGSC activities for the Malaysian Oil & Gas Industry.

MOGSC membership now stands at 520 members (as at 30th March 2018) as compared to 499 at the previous AGM (26th April 2017). This consists of:

REPORT ON THE AUDIT OF THE FINANCIAL STATEMENTS
OpinionWe have audited the financial statements of Majlis Perkhidmatan Minyak Dan Gas Malaysia., which comprise the statement of financial position as at 31 December 2017, and the statement of income and expenditure, and the statement of cash flows of the Council for the financial year then ended, and notes to the financial statements, including a summary of significant accounting policies, as set out on pages 89 to 100.
In our opinion, the accompanying financial statements give a true and fair view of the financial position of the Council as at 31 December 2017 and of its financial performance and its cash flows for the year then ended in accordance with Malaysian Private Entities Reporting Standard and the rules and regulations of the Council.
Basis for OpinionWe conducted our audit in accordance with approved standards on auditing in Malaysia and International Standards on Auditing. Our responsibilities under those standards are further described in Auditors’ Re-sponsibilities for the Audit of the Financial Statements section of our report. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.
Independence and Other Ethical ResponsibilitiesWe are independent of the Council in accordance with the By-Laws (on Professional Ethics, Conduct and Practice) of the Malaysian Institute of Accountants (“By- Laws”) and the International Ethics Standards Board for Accountants’ Code of Ethics for Professional Accountants (“IESBA Code”)), and we have fulfilled our other ethical responsibilities in accordance with the By-Laws and the IESBA Code.
Information Other than the Financial Statements and Auditors’ Report ThereonThe Committee of the Council are responsible for the other information. The other information comprises the Annual Report but does not include the financial statements of the Council and our auditors’ report thereon.

Information Other than the Financial Statements and Auditors’ Report Thereon (cont’d)In connection with our audit of the financial statements of the Council, our responsibility is to read the other information and, in doing so, consider whether the other information is materially inconsistent with the financial statements of the Council or our knowledge obtained in the audit or otherwise appears to be materially misstated.
If, based on the work we have performed, we conclude that there is a material misstatement of the other information, we are required to report that fact. We have nothing to report in this regard.
When we read the annual report, if we conclude that there is a material misstatement therein, we are required to communicate the matter to the directors of the Company and take appropriate action. We have nothing to report in this regard.
Responsibilities of the Committee for the Financial StatementsThe Committee of the Council are responsible for the preparation of financial statements of the Council that give a true and fair view in accordance with Malaysian Private Entities Reporting Standards and the rules and regulations of the Council. The Committee are also responsible for such internal control as the Committee determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.
In preparing the financial statements of the Council, the Committee are responsible for assessing the Council’s ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the Committee either intend to liquidate the Council or to cease operations, or have no realistic alternative but to do so.
Auditors’ Responsibilities for the Audit of the Financial StatementsOur objectives are to obtain reasonable assurance about whether the financial statements of the Council as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditors’ report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with approved standards on auditing in Malaysia and International Standards on Auditing will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.

Auditors’ Responsibilities for the Audit of the Financial Statements (cont’d)As part of an audit in accordance with approved standards on auditing in Malaysia and International Standards on Auditing, we exercise professional judgement and maintain professional scepticism throughout the audit. We also:
• Identify and assess the risks of material misstatement of the financial statements of the Council, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control.
• Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Council’s internal control.
• Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures made by the Committee.
• Conclude on the appropriateness of the Committee’ use of the going concern basis of accounting and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the Council’s ability to continue as a going concern. If we conclude that a material uncertainty exists, we are required to draw attention in our auditors’ report to the related disclosures in the financial statements of the Council or, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditors’ report. However, future events or conditions may cause the Council to cease to continue as a going concern.
• Evaluate the overall presentation, structure and content of the financial statements of the Council, including the disclosures, and whether the financial statements of the Council represent the underlying transactions and events in a manner that achieves fair presentation.
We communicate with the Committee regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal control that we identify during our audit.

1. GENERAL INFORMATION
The Council is a non-profit organisation incorporated and domiciled in Malaysia
The principal activities of the Council are to showcase the capabilities and expertise as well as spearhead the development of PETRONAS-registered oil and gas service companies. There has been no change in the nature of these activities during the financial year.
The registered office and principal place of business is located at Level 23, Menara 3 Petronas, Kuala Lumpur city centre, 50088 Kuala Lumpur.
The financial statements of the Council were authorised for issue by the Committee of the Council on
2. SIGNIFICANT ACCOUNTING POLICIES
(a) INCOME RECOGNITION
Entrance and subscription fees are recognised on receipt basis.
Income from trade activities and interest income are recognised on an accrual basis.
(b) EMPLOYEES BENEFITS
(i) Short term employee benefits Allowances are expensed in the period in which services are rendered by the employees of the Council.
(ii) Defined contribution plans
The Council’s Contribution to Employees’ Provident Fund and other defined contribution plans are charged to the income statement in the period to which they relate.

(c) INCOME TAX
Tax expense is recognised in profit or loss, except that a change attributable to an item of income or expense recognised as other comprehensive income is also recognised in other comprehensive income.
Tax payable on taxable profit for current and past periods is recognised as a current liability to the extent unpaid. If the amount paid in respect of the current and past periods exceeds the amount payable for those periods, the excess is recognised as a current tax asset.
Current tax assets and liabilities are measured at the amounts expected to be paid or recovered, using the tax rates and laws that have been enacted or substantially enacted by the reporting date.
Current tax liabilities and assets are offset if, and only if the Council have a legally enforceable right to set off the amounts and plan either to settle on a net basis, or to realise the asset and settle the liability simultaneously.
Deferred tax is provided in full on temporary differences which are the differences between the carrying amounts in the financial statements and the corresponding tax base of an asset or liability at the end of the reporting period.
Deferred tax liabilities are recognised for all taxable temporary differences that are expected to increase taxable profit in the future. Deferred tax assets are recognised for all deductible temporary differences that are expected to reduce taxable profit in the future and the carry forward of unused tax losses and unused tax credits.
Deferred tax liabilities and assets are not recognised in respect of the temporary differences associated with the initial recognition of an asset or a liability in a transaction that is not a business combination and at the time of the transactions, affects neither accounting profit nor taxable profit. Deferred tax liabilities are also not recognised for temporary difference associated with the initial recognition of goodwill.
Deferred tax liabilities and assets reflect the tax consequences that would follow from the manner in which the Council expect to recover or settle the carrying amounts of their assets and liabilities and are measured at the tax rates and laws that are expected to apply to the period when the asset is realised or the liability is settled, based on tax rates that have been enacted or substantially enacted by the reporting date.

(d) PLANT AND EQUIPMENT
Plant and equipment are initially measured at cost, which, comprises purchase price plus all directly attributable costs incurred in bringing the asset to its present location and condition for management’s intended to use.
Plant and equipment are subsequently measured at cost less any accumulated depreciation and any accumulated impairment losses, (Note 2(e)), if any.
Plant and equipment are depreciated over their estimated useful lives on a straight line basis. The principal annual rate of depreciation used is as follows: Furniture and fittings, office equipments, renovation and golf trophy 10% Other assets 20%
At the end of each reporting period, the residual values, useful lives and depreciation methods for the plant and equipment are reviewed for reasonableness. Any change in estimate of an item is adjusted prospectively over its remaining useful life, commencing in the current period.
The carrying amounts of items of plant and equipment are derecognised on disposal or when no future economic benefits are expected from their use or disposal. Any gain or loss arising from the derecognition of items of plant and equipment, determined as the difference between the net disposal proceeds, if any, and the carrying amounts of the item, is recognised in profit or loss. Neither the sale proceeds nor any gain on disposal is classified as revenue.
(e) IMPAIRMENT OF NON FINANCIAL ASSETS
An impairment loss arises when the carrying amount of a Council’s asset exceeds it recoverable amount.
At the end of each reporting date, the Council assesses whether there is any indication that an asset may be impaired by using external and internal sources of information. If any such indication exists, the Council estimates the recoverable amount of the asset. The recoverable amount of an asset is the higher of its fair value less costs to sell and the value in use.
Impairment loss is recognised immediately in the profit or loss, unless the asset is carried at revalued amounts, in which case it is treated as a revaluation decrease. If, in a subsequent period, the impairment loss reverses, than the reversal shall be recognised immediately in the profit and loss account to the extent of impairment losses previously recognised, unless the asset is carried at revalued amounts, in which case it is treated as a revaluation increase.

(f) FINANCIAL INSTRUMENTS Financial assets and liabilities are recognised on the statement of financial position when the Council has become a party to the contractual provisions of the instrument.
Initial Recognition On initial recognition, financial assets and liabilities are measured at transaction price including transaction cost.
Subsequent Measurement After initial recognition, financial assets/liabilities are subsequently measured at amortised cost using the effective interest method. Transaction cost is expensed to profit or loss when incurred.
Debt instruments that are classified as current assets are measured at the undiscounted amount of the cash or other consideration expected to be received.
All financial assets are subject to review for impairment [Note 2(g)].
Derecognition of Gains and Losses A financial asset is derecognised when the contractual rights expire or is transferred and the Company retains no significant risk or rewards of ownership and has no involvement in the control of financial assets transferred.
A financial liability is derecognised when the contractual rights is legally extinguished where the obligation specified in the contract is discharged, cancelled or expired.
Recognition of Gains and Losses Gain or loss from the derecognition of financial assets/liabilities is recognised in the profit or loss through the amortisation process of the instrument.

(f) FINANCIAL INSTRUMENTS(CONT’D) Fair value measurement The fair value of a financial asset or a financial liability is determined by reference to the quoted market price in an active market, and other inputs based on an observable market, in the absence of an observable market price, by a valuation technique using reasonable and supportable assumptions.
There were no other more complex financial instruments transacted during the financial year. (g) IMPAIRMENT OF FINANCIAL ASSETS At the end of each reporting period, the Council assess whether there is any objective evidence that financial assets that are measured at cost or amortised cost. If there is objective evidence of impairment, the entity shall recognise an impairment loss in profit or loss immediately.
Impairment losses, in respect of financial assets measured at amortised cost, are measured as the differences between the assets’ carrying amounts and the present values of their estimated cash flows discounted at the assets’ original effective interest rate, and are assessed either individually or grouped on the basis of similar credit risk characteristics.
If, in a subsequent period, the impairment loss reverses, than the reversal shall be recognised as a gain in the profit and loss account to the extent of impairment losses previously recognised.
(h) ACCUMULATED FUND This represents the accumulated fund arising from surplus/(deficit) of income over expenses from activities of the Council. The annual operating surplus/(deficit) is credited/(charged) to this account.
(i) CASH AND CASH EQUIVALENTS These are short term, highly liquid assets that are readily convertible to known amounts of cash and which are subject to an insignificant risk of changes in value.

3. CRITICAL ACCOUNTING JUDGEMENTS AND KEY SOURCES OF ESTIMATION UNCERTAINTY
In the process of preparing these financial statements there were no significant judgements made by the Council in applying the accounting policies, nor, any key assumptions concerning estimation uncertainty which may have significant effects on the amounts recognised in the financial statements.
4. TAXATION
There is no tax charge for the financial year as the Council does not have any chargeable income. The reconciliation of the statutory tax to the effective tax for the financial year is not shown as the Council does not have any accounting profit nor chargeable income.
The Council is treated as a “Trade Association” under Section 53(3) of the Income Tax Act, 1967 and is taxed at a scale rates.
