Minutes of the NEC Meeting held at Hotel Turya,Chennai on 14.02.2016
The NEC meeting before the Federal Council Meeting which was scheduled on 15th & 16th February at Chennai,
was held at Hotel Turya, Chennai. The NEC Meeting began with the welcome address of Com. S
Anand Convenor of FCM Chennai. He warmly welcomed the All India leaders and all CS members to the dais
with a flower boquet and a shawl. He requested the All India leaders especially All India President Com. G.
Nagesh and Secretary General Vivek Singh to light the lamp and garland the portrait of Com. Kalvit.
Com Anand informed the house that it was the first time Federal Council Meeting is held at Chennai in the last
50 years. He informed about the elaborate arrangements made by the comrades of Chennai Division 1 & 2 for
the FCM, at one of the most prestigious venue Chennai Trade Centre. Com. B Manoharan, AIJS & Chairman
of the organising committee welcomed all the delegates and observers to NEC & FCM Chennai and handed over
the dais to AIP for conducting the meeting.
AIP welcomed all the delegates to the NEC meeting. AIP during his welcome address narrated the activities of
NF during the period under review. The new team got elected at Indore and started the journey. In the very
first meeting with management we expressed our views regarding our concern for job security. A work norm
Committee was formed under the chairmanship of Com. KC Sankhayan ZS(NZ), Com Vinay Babu ZS(WZ) & Com
S. Anand ZS(SZ). A report was prepared and handed over to Mgt. The Mgt. agreed to make certain changes.
The proposed changes were placed before NEC. We have discussed all the points but Mgt. did not agree for
the removal of termination clause. After discussion Mgt. sent the proposal to the Govt. On 21st July’15.
SG, AIP, R S Delhi and Div. Secy. Dharwad went to Delhi. The file was pending there for three months. It was
sent back to LIC for Board approval. With the Board approval it was sent back to Govt. Further many queries
were raised by the Govt. All the queries were replied by LIC Mgt. The file was cleared by the legal
department. Finally it got notified. Yet we have not given up the issue of job security. This is an achievement
of the entire organisation. During the process we took support from many people and MP’s. Sri Prahalad
Joshi MP has helped a lot. We were getting all the information through him. I invited Sri Arun Iyer to FCM.
SG told I can’t invite Personal Secretary Sri Arun Iyer to FCM. Four MP’s were invited to FCM. Latter on SG
told Sri Prahalad Joshi not to attend the meeting as he will address the house and if he says President has
done the work I will be in trouble. Now all the four M.P’s are not attending the meeting. DGP is being invited as
Chief Guest for the meeting. In the social media there was a comment it is an achievement of one individual. I
can only say that whatever is the achievement in this two year collectively we have tried our level best and we
have achieved this. Organisation in last two years got many positive circulars. GOIB, marketing expenses are
other issues we have to achieve and concluded his Presidential address.

Com. Babu Rajan, Com. Karan Batola and Com. Sanjay Sahi raised Point of Order on Organisational issues
and AIP Com. G. Nagesh asked them to give it in writing.
The Point of Order was based on one point only to the implementation of NEC decision. Since the matter is
sub judice I can’t take any decision. AIP requested the SG to place secretary report. SG placed the report
before the house. AIP invited the members for discussion on secretary report.
Com . JOY : SG was talking about the relationship with Mgt. during 2004. Was it a good relation when Com.
Kalvit was arrested? if the relations were so good why going to Parliamentarian. The basic right of
employee is employment.. RTI is a democratic right. It is totally legal to seek any information. In spite of
thousands of RTI queries pending the wage revision got notified. SG says I will not go to any office if
anyone gets punishment during any agitation. It’s a medal awarded by Mgt. 50 % members are suffering
from no increment and many facing decrement. It’s not possible to collect levy.
Com. J Babu Rajan: RTI is an act enacted by the parliament. It’s a democratic right. SG should appreciate
for going for RTI against Chairman. Remove the false statement regarding RTI against SG. Ex SG lodge
complaint against an unknown person. How he got indulged, so is the case with defamation for one crore. I
am not above the organisation. Before hanging give me a charge-sheet giving an opportunity to place my
views. In my case also the case is sub judice.
Com. V P Singh: We were given an opportunity to host NEC Varanasi. We have some dues to pay to two of
Divisions. We are in deficit. We will close the issue very soon.
Com. Sanjay Sahi: For on line product we have to take some programme and we have to fight it forcefully.
Regarding the termination of a member, Ex SG gave a direct call to branch. He should have talked to Div.
Secy. The people are expelled out and again coming back to NF are talking much without looking within
itself. Job security in what form, is it without doing the assigned job? IB scheme should be taken care of.
For FCM, arrangement should be made for transportation to venue.
Dr K K Singh: In Visakhapatnam NEC some people were talking that SG is telling lie, now the things are
crystal clear in black and white. No one has thanked him for the achievements. No one should have any
doubt on his abilities.
Com. Navin Jhingran: I like to thank the dais for achievements and request you for the road map for
future so that other pending issues are resolved. The present team has established that collectively we can
achieve. We even don’t know how to celebrate. We should celebrate the modifications on Spl. Rule 2009.
It’s a great achievement. Who ever goes against the constitution of NF action is must. He should be
punished. Once again I like to thank you all. We should try to make a new team unanimously.
Com. Ranjan Roy Choudhary: I like to thank SG for placing Secy. Report for 35 pages. I like to mention
certain thing the e- gazette contains the date 22nd Jan’16. It has not been uploaded in the official cite. For
Unit meeting circular a protest letter should have been given. There was no guideline from central
leadership. There should be a solid stand. Workmen status was discussed in CS Mumbai a committee was
formed, what is the progress? We have not taken any stand on MBG as on date, nothing is mentioned in the
Secy. Report. We are not extending any financial support to those who have suffered due to work norm.

Com. M K Patil: Because of tough market condition and condition arising out of cost norm for last three years
many are not getting opportunity. We should try to dilute the circular or some relaxation. Reopening of
appraisal due to wage revision resulting in recovery is a serious issue. SG told me to go to Sri Prahlad Joshi
and invite him for FCM. We have a programme to honour him. Suddenly we heard that he should not come to
FCM.
Com. G V Joshi: There is no clarity in SG report on the issue of reopening of appraisal due to the effect of
wage revision. We should take it up immediately with central office. News Bulletin should be published.
Controversy regarding my brother attending FCM I am hurt. I never claim that I have done it. It was
entrusted upon me as a member of NF. It was done with my repeated persuasion. I have sent invitation
letters to all parliamentarians. My brother was not having any knowledge about the election to be held. I was
told that if your brother comes and he may refer the name of Mr Nagesh, which is not fair. Then I told him
not to come. It should not be a controversy.
Com. Nazir Basha: Thanks to whole team of Chennai for arranging the FCM in such a nice manner. The RLC
proceedings were not that instrumental in bringing the Mgt. to discuss the issues. The people were sitting
and hearing you with patient. It is not fair to throw out who raises his voice. This was not done by Kalvit Ji.
The case was lodged against unknown person..
Com. Sanjay Bhusari: I like to thank for the achievement for modification on Spl. Rule 2009. The letter of
President on social media came to me yesterday not through proper channel.
Com. Shiv Prasad: I congratulate the team for historic achievement.
Com. Vijay Kumar: Due to modification of Spl. Rule 2009 some of our members were saved. It’s a time for
jubilation.
Com. M K Jha: All India leaders deserves thanks for achievement, it’s a great achievement achieved
collectively.
Com. V P Negi: Now the road map should be no termination. No condition for meal coupon and sitting
arrangement to all Dev. Officers.
Com. Ajit Vaidya: The amount of Levy to be collected should be left to Zone. The major expenses are at the
Div. The major share should be of Division. It has not been discussed in NEC.
Com. P K Joshi: Congratulation for wonderful achievement. SG has mentioned in his report regarding MBG it
has not come yet. We should liaison with Mgt. on product development. News Bulletin should be printed. I
thank God to see SG healthy. We should take care of ADO’s and PDO’s they are part and parcel of our
organisation. Recovery of Group Insurance premium for outstanding vehicle loan is stopped in case the
outstanding loan is recovered.
Com. Balu: Thanks for good wage revision and modification on Spl. Rule 2009. We should try for 100 % cost
free arrear. Care should be taken for those who are in 2nd and 3rd year of suffering due to cost norm. IB
scheme- 2nd year lapsation and gradation should be removed and ACA should be restored.

Com. Y N Muniraju: Regarding IB scheme I like to convey the feeling of my Div. the gradation and lapsation
should be removed. Notification of MBG rule should be speedy. For Pvt. Insurance Cos entire country is open.
Rural Dev. Officers should get meal coupon for touring days. At least 70 % Current year arrear should also be
exempted from cost. All visit programmes to CO, Govt. should be mentioned in the secretary report. Its great
SG has worked hard almost throughout the year. No one can violet the Federations rule.
SG while summing up replied that no issue pertaining to Com. Babu Rajan is sub judice as he has said. He has
filed a court case in Munsif Court on 22nd Jan’16 challenging the Constitution. The case should have been filed
at Varanasi. He expressed regret for omitting of the name of Bangalore Div. II in the report, for their
support rendered during handover process at Bangluru and assured to get it mentioned in the Secy. Report
tomorrow. When an injunction was granted by the Munsif's court. the matter was then discussed with AIP, he
suggested for legal opinion. As per legal opinion a caveat was filed in High Court. As Joy Sacaria said I have
not discussed the Spl. Rule 2009 modification with any politician. I have discussed around 2 hours 35 minutes
with Sri G V Joshi. There was some misunderstanding. I cannot disclose many issues but I have respect and
regard for Joshi who is elder than me, and close the issue. Decision on levy was taken as per the discussion of
CS Mumbai and the levy decided is a genuine, reasonable and lowest in comparision to other sister trade
unions. The house ratified the decision of CS Mumbai held on 13th to 15th June 2015. A fixed amount will be
collected as levy based on seniority of service. The amount will be Rs 1000/- per member for less than 5 years
service, Rs. 2000/- per members for 5-10 years of service & Rs. 3,000/- per member for more than 10 years
service. The amount of levy collected from the members would be distributed at the ratio of 15%: 35%: 50%
in between CF, ZF and Divisional Federation. The cut-off date for deciding the seniority of members in service
has also been fixed as 31/12/2015. Documentary film on history of NF should be made.
Com. Kalvit was terminated not during the agitation. He was terminated due to work norm. Constitution
amendment was dropped due to procedural laps. Regarding Babu Rajan, inspite of giving an apology before NEC
for filing a petition to RLC, Trivandram, he has once again filed a petition to RLC, Cochin wanting to become
party along with NFIFWI breaching Organisation discipline and violating NEC decision. As suggested by the
house, if proper evidence is found on the matter, to substantiate, disciplinary action shall be initiated against
Com Babu Rajan. We are expecting notification on MBG till March’16.

Report of the Secretary General placed in the NEC Meeting held at AGRA, on 18th
&
19th
September, 2016 at Hotel Clarks Shiraz, Agra
Respected President Com. Mihir Lokhandwala, my colleague office bearers, esteemed Central
Secretariat Members and honourable members of the National Executive. I extend a very warm
welcome to all of you for the first NEC meeting of the current term 2016-18. I extend a very
hearty welcome to all the leaders who have been elected/re-elected after the Federal Council
Meeting held at Chennai during February 2016. I also extend a very hearty welcome to the
Divisional Leaders who are attending the NEC meeting for the first time.
We express our sincere appreciations to the entire team of Agra Division under the able
leadership of Com. SANJEEV KUMAR SHARMA President and Com. ASHWANI KUMAR SHARMA
General Secretary, for giving their best of efforts in conducting this NEC meeting at Agra and for
the very warm hospitality extended during our short stay here.
Comrades the FCM meeting held at Chennai on 15th
-16th
February 2016 was historic and a
memorable one. It was very well organised and conducted in a best possible way that too in a
metropolitan city. We place our appreciations to the entire team Chennai for their exemplary
organising skills and for the conduct of the meeting. FCM, Chennai was also historic for the
unanimous elections which reflected the faith of the members on the leadership.
Homage & Tributes:
During the last few months many of great leaders and luminaries from various walks of life
breathed their last. Notable among them Com. Sushil Kumar Chakaraborty, former All India Joint
Secretary and Zonal Secretary EZ and Com.Krupakara, former Zonal President S.C.Zone.
After FCM 2016 cruel hands of death snatched away nine of our members from various divisions
due to illness. The contributions of all the departed souls are immense to the society at large and
also to National Federation. As a mark of respect and to pay tribute I request this august house
to kindly rise and observe two minutes silence.
National Federation bid farewell to our former All India President Com.Uttam Jagadhane who
retired from the services of the Corporation on 31.08.2016. It is needless to mention that Shri.
Uttam Jagadhane has served National Federation in various capacities and contributed
immensely for the welfare of our class and the Organisation. To honour the contributions to
National Federation and to the class of Development Officers, Pune Division I & II organised a
very grand farewell function at Pune on 02.09.2016 at Pune. Many veteran leaders attended the
function along with President Com. Mihir Lokhandhwala and the undersigned and praised rich
tributes to Com. UttamJi.
During the period under review Com. Sanjeev Mehrotra former Zonal Secretary, CZ retired from
the services of the Corporation on 31.03.2016 & Com. J.P.Singh former Zonal Secretary, NCZ
retired from the services of the Corporation on 28.02.2016 A felicitation function was arranged to
honour their contributions to National Federation.
Many members of NEC have also retired during the last few months across the country. On
behalf of National Federation, I wish all of them a very healthy and peaceful retired life.
Comrades, this NEC meeting is happening when our institution LIC of India has completed 60
years of illustrious existence since 1956. The management has decided to declare and celebrate
this year as a Diamond Jubilee year from 01.09.2016. The Finance Minister Shri.Arun Jaitley
inaugurated the Diamond Jubilee Celebrations of LIC of India. During his address he praised LIC of
India lavishly for its leadership position even in the competitive world. The Finance Minister said
in a competitive environment it was always the private sector which flourishes, as it is free from
bureaucratic controls and can take market centric decisions, whereas state enterprises are bound
by various processes and regulations. But LIC of India which began in a monopoly environment
stands as a shining example of a state institution standing up to competition. The Finance
Minister went on to say if LIC where a listed company it would be the most valuable company in
India and among the biggest in the world. Finance Minister also launched the new LIC Bima
Diamond Policy on the occasion.
While we agree on certain statements made by the Finance Minister, the major factor for LIC’s
sustenance in the top position and to reach great heights in highly competitive scenario, the
major credit should go to the lakhs of Agents and thousands of Development Officers who are
playing the role of a good will ambassador in the Field for many many years.
As far as the business figures of the Corporation for FY 2015-16 were concerned, LIC had negative
growth on many parameters. Since inception LIC never lost more than 4 lakh Agents by way of
termination in one Financial Year (i.e. 2015-16) which was the highest in its history. It was the
most dangerous indication for the Corporation. The market share of the Corporation for the last
Financial Year on NSP came down to 47.3% which was alarming not only for our class but for LIC
as a whole. Even on SP LIC showed a huge negative over the previous year. All the alternate
channels showed de-growth in all parameters. The primary reason for all this fiasco was
attributed to Government’s taxation on Insurance proceeds. Service Tax and lesser returns were
other major reasons Inspite of all these developments the share of business procured by Agents
of Development Officers (Tied Channel) remained more than 80% during 2015-16.
This year LIC of India is celebrating its Diamond Jubilee year and to commemorate this occasion,
LIC has fixed an ambitious target of 4 crore policies and 44 thousand crore total premium. During
the Diamond Jubilee year LIC also wants to capture 70% market share in NSP and more than 75%
on Individual First Premium segment. LIC is planning to sell one core Bima Diamond Policies
before 31.03.2017 and also wants to ensure net addition of two lakhs new Agents during the
current financial year.
During the month of June 2016 our Chairman Shri. S.K. Roy has tendered his resignation and
requested Government of India to relieve him from the services. Shri S.K. Roy has resigned two
years before his term ends. He took over as Chairman of LIC during June 2013 and had a full five
year term. The reason for his resignation is not known.
Organisation information:
Friends, the financial discipline in as essential life line for any organisations and those who are
maintaining this are men honour; our entire western zone has deposited the wage levy well in
time. Our various divisions of all over India also deposited the same. Kudos to all of them. Some
of our divisions like SHAHDOL, BURDWAN, KSD, ALIGARH, BANGALORE II, KARIM NAGAR,
VISAKHAPATNAM, SHIMOGA, KOZHIKODE, AHMEDABAD, Mumbai-1, Mumbai-2 & VADODARA
are excellently maintaining this financial discipline & they are declared totally dues free divisions
in the list provided along with. I appeal this august house to appreciate their Excellency with a
loud applause
Discussion on 19-03-2016 at Yogkshema.
After FCM – Chennai, NF discussed issue of IB scheme with CO. MD, ED-Mktg, Chief (Mktg),
Secretary (Mktg) and other officials of Mktg. Dept participated during the discussions.
Management gave a presentation on the proposed amendment in the IB Scheme. NF
categorically stated that any amendment without changes on Gradation, Lapsation, Marketing
expenses & Basic IB is not acceptable & gave suggestions on the scheme. Management assured to
look into the same & invite NF soon after examining our concerns.
Issue of adverse impact due to costing of arrears was also taken up by CF with the Management.
As far as negative impact due to recovery by reopening of appraisal was concerned, Management
demanded concrete cases {specific examples) where IB is recovered more than the arrears paid
(from 1.4.2015 to 31-2.2105).
We are very happy that an historical circular issued by CO giving relief to all the Development
Officers (affected due to the recent wage revision arrears) for whom penalties viz., Termination,
Stagnation Increment, Promotions & eligibility for Vehicle Advances were imposed as per the
service rules. This circular is a very significant achievement and breakthrough for National
Federation.
The first meeting of full team of office bearers with the Management after the FCM Chennai
was on 16th
May 2016. NF placed all the pending issues before the Management especially the
long pending modifications in the GOIB scheme, MBG etc., The Management response on the
GOIB was not satisfactory. The demands of NF for structural changes viz., removal; of Gradation,
lapsation & reimbursement of Marketing expenses was not addressed.
The first Central Secretariat Meeting, after the Chennai FCM was held at Mumbai the next day
of the meeting with the Management i.e on 17.5.2016. The CS Meeting was for three days to
discuss all the important & vital issues of our class and take decisions to enable the Organisation
to move forward.
In the CS Meeting, Secretary General Com. Vivek Singh informed the house about the elaborate
agenda which was circulated well in advance to all the CS members. SG narrated the details of
the discussions held at Central office on 16.5.16 (the previous day). On the issue of GOIB, SG
informed that the management was very adamant and did not agree on any structural changes,
viz removal of gradation, lapsation and introduction of marketing expenses, instead proposed
delinking of basic IB from Additional IB. SG informed that NF very strongly insisted that maximum
number of Development officers should come under the frame work of GOIB Scheme especially
for achieving the ambitious target of the Corporation in the Diamond Jubilee Year.
During the discussion NF demanded removal of gradation, second year lapsation and insisted for
marketing expenses. Management offered rural credit (50 agents or 30 agents whichever is
lower), removal of growth element were the only major relief in the proposal. SG placed the
sample case studies of few appraisals were even after giving 1.2 Crores premium and having cost
ratio around 9-10%, Development Officers were not eligible for IB and informed the Management
that only around 3000 Development Officers are getting IB. Here I would Like to place on the
record that inspite of my asking for the appraisal sheets of such Development Officers from all
the Divisions, with great difficulties we could collect only 50 cases from our members across the
country.
All CS members spoke at length in detail on the subject and insisted SG, not to accept the
proposal by the management without any structural changes (Changes in gradation, lapsation
and inclusion of marketing expenses) and reposed full faith on the leadership. SG assured the
house that he will speak to Chairman in this regard.
SG further informed that already NF has circulated the proposed scheme of the Management to
all the CS Members much in advance. SG said that the scheme is not accepted by NF and once
the Management notified the scheme the organization shall conduct a lunch hour demonstration
and submit a memorandum at all level. In addition SG assured that he will have a one to one
discussion with the Chairman and shall also write in depth to the management demanding
structural changes in the scheme. He informed that NF has demanded life plus facility (Premium
Point) to all Development Officers.
SG has informed that MBG may be notified shortly. He further stated that pension to
Development officers terminated under work norm was strongly placed before the
Management& pursued along with other issues. SG said constitutional amendments are
necessary on many areas and it should be proposed & placed before the next NEC. On the issue
of CLIA SG expressed his concern and was worried on the increasing number of CLIA and
appointment of agents under CLIA. The issue of court case on the issue of CLIA at Gwalior was
also discussed. He emphasized that some strategy to be adopted to curtail the increase of CLIA.
On behalf of the Organising Committee, the audited accounts of the FCM-Chennai were
submitted by Com.S. Anand, (Convener-FCM-Chennai) to the house and the same was accepted
by the house. SG appreciated the efforts of South Zone Federation/Chennai Division 1&2 for
speedy submission of accounts of FCM-Chennai.
On the next agenda of Charter of Demands for the ensuing Wage Revision 2017, SG wanted the
organization to be prepared on the issue well in advance. He suggested that under Com.
GautamSen Gupta, Com. S. Anand, Com. VinayBabu shall be the part of Charter of Demands
committee and submit their report. SG also proposed a Constitution Amendment Committee
under of AIJS Com. S. Anand as Convener and Com. Sanjeev Gupta, Com. S.B. Ray, Com. Vinay
Babu, Com. Prabhat, Com. Avinish Jain, Com. K.B. Rajendran, Com. Deepak Waghela shall form
part of the Committee. The Committee is advised to submit the recommendations at the earliest.
On the issue of defamation cases filed against former All India President, Sec. General and R S
Mumbai by R. Jayprakash, SG informed the house that majority of CS members are for filing a
counter case against him. He said Com Babu Rajan has also filed a case against SG. SG also
informed that NFIFWI has deputed Com. T. J. John (member of Trivandrum Division) as a Power of
Attorney to handle all these cases at Trivandrum. He also emphasized that Trivandrum Division
should implement the decisions of FCM Chennai and failing to do so Zone & Central federation
will have to intervene to ensure that federal Council Decision is implemented in toto.
SG suggested a team for RTI and IT/Actuarial matters should be formed at CS level. On the
pending issues of levy collection and other pending collections, he said that it has to be settled to
NF at the earliest as the available subscription collection will not be enough to run the
Organisation. Members raised the issue of disbursement of J & K Relief Fund which was collected
by Central Federation. Members expressed concern that an amount of 25 lakhs which was
collected for J & K Relief is still not distributed even after 2 years. Few CS members requested SG
to refund the amount to the respective Divisions. Many other options were also discussed in the
meeting. The decision on this issue shall be taken at the next NEC. Regarding Chennai Flood
Relief, it was already informed in the CS meeting Chennai, that an amount around 3 lakhs was
collected till that time. The South Zone Federation is waiting for the details of the affected
members from Chennai I & II and Vellore Division for disbursement.
It was informed that few Divisions have not paid Subscription, levy and other dues for many
years. Many members suggested that the names of those Divisions should be published in the
News Bulletin. It was also suggested that the Divisions which has long pending arrears shall not be
allowed to represent in the NEC.
SG informed that NF will represent to Mgmt to increase the Group Insurance cover to Rs. 50
lakhs, as housing loan limit has been raised. SG informed the house that during the ICC meeting
held on 16th May 2016, The house discussed all the matter threadbare and asked SG to decide
on the matter.
The following decisions have been taken by the CS meeting at Mumbai:
New IB Scheme- President and Zonal secretary of every Zonal Unit will meet their respective ZM
before next CMC meeting scheduled on 6th June to appraise him about our expectation on new
IB Scheme. A key note on new IB scheme with the copy of some settled appraisals should be
handed over to the ZM as example to make him aware about genuineness of the issue.
In case the management notified the proposal which was placed before us on 16th May, without
bringing any changes, a lunch hour protest demonstration programme will be held at every
Branch, Division, Zonal Offices and also at Central Office on a particular date finalised later,
followed by submission of a memorandum to Chairman. It was further decided that NF will not
launch any further agitation programme on this issue except advising our membership to focus
on NSP only.
Service Tax on Insurance Premium & others: A mass signature campaign cum awareness
programme will be conducted under the banner of NF with the help of our agent friends to
educate the common people against the ill effect of imposition of service tax on insurance
premium, IMF, Online Marketing and Report of Sumit of Sumit Bose Committee. Some group
meeting of agents also to be organized to make our mass signature cum awareness programme
successful.
IRDA Examination Centre-
The Divisional Secretary of all the Divisions should approach the local MP and request him to
write a letter to the Chairman IRDA for opening of an examination centre at the area specified by
the Div. Secretary.
New Charter committee for drafting our next Charter of Demands to be placed in

Committee on legal matters: The committee formed earlier will start their work under
convenorship of S. Anand. The committee will take legal opinion on our Workman’s status, CLIA
scheme and speedy disposal/withdrawal of court case at Jabalpur High Court on Spouse agency
etc.
Sub- committees for handling actuarial issues, I.T. related issues and RTI issues: M. VinayBabu,
ZS/SCZ, S.B.Ray, ZS/EZ, DeepakWaghela, ZP/WZ will be the member of this committee to handle
the issues more speedily and effectively.
Effective communication: Onward communication through broadcast list in whats app can be
done for cost effective and fast communication. All Zonal Secretaries will include President & SG
in their group mailing list (sms, email, whats app broadcast list etc). Similarly every Divisional
secretary will include their respective ZP & ZS in their group mailing list and in turn every Branch
Secretary will include their respective Divisional President & Secretary
in their group mailing list to ensure effective, fool proof and on time communication at every
level.
Payment of levy: No part payment will be received. Every Branch/Division will have to pay their
full amount of levy to their higher forum along with the detailed list of members including their
respective date of joining in service as PDO.
J & K relief fund: The entire fund collected for J & K Relief Fund has to be transferred to Central
Federation immediately. The next CS/NEC will decide about utilisation/disbursement of the fund.
Delegate fee for NEC: Henceforth, every division has to pay the delegate fee for two NEC
members. Registration of the division in NEC will be done on receipt of delegate fee of two
members only. It has also decided that All India Due list will be published in News Bulletin for
information and knowledge of all members. All efforts will be taken to make all the division
dues free before next NEC. It has further decided hence forth, the NEC members from
defaulters division will not be allowed to address the house.
News Bulletin: As regular publication of News Bulletin has already been initiated from April
2016, the subscription for New Bulletin has to be paid @Rs. 90/- per member w.e.f. 2016-17.
Except News Bulletin, no dues will be waived.
Notification of GOIB Scheme 2015.
Management went ahead in notifying the GOIB scheme 2015 without any changes in Gradation &
lapsation. NF had registered its vehement protest against notification of GOIBS 2015 by calling a
lunch hour demonstration programme at all Branches, Divisional Offices, Zonal Offices and even
Central Office on 27th May 2016 followed by a submission of memorandum to the Chairman. I
would like to complement all the Zones & Divisions across the country for carrying out lunch hour
demonstrations in large numbers.
Discussion on 25th of June 2016 at Yogkshema.
As a immediate result of strong protest of NFIFWI after notification of IB Scheme and one to one
discussion of SG with Chairman LIC on 17/06/2016, NF was called for a discussion on 25th of June
2016 at Yogakshema. President, SG, AIJS S. Anand, Sumit B. Ray ZS-EZ & Vinay Babu ZS-SZ
represented NF.
NF strongly placed the need for removal of Gradation, lapsation& demanded for marketing
expenses. Many case studies of appraisals upto 1.2 Crores premium & nil IB were presented
before the Mgmt. NF placed pertinent views on all the points of GOIBS 2015 and reiterated that
Development Officers will not be motivated by the said scheme unless there are structural
changes of Gradation, Lapsation, Marketing Expenses etc.
We informed that the GOIBS 2015 which has been given with retrospective effect would result in
huge recoveries, from maximum D.O’s, on parameters which have been either deleted or
modified in the GOIBS 2015, when compared to GOIBS 2011.
NF insisted that the recovery, consequent to the notification of GOIB 2015 should not be made &
instructions be issued accordingly. The GOIBS 2015 was made effective from 1.9.2014 onwards.
However, the GOIB 2011 was extended for one year from 1.9.2014 to 31.8.2015.
The ED(M), Chief & other marketing officials present in the discussions assured to take up the
issue with Top Mgmt & requested for some time to modify the already notified GOIBS 2015.
Option to opt for GOIB 2011 OR 2015
Consequent to our discussions held with the Management at C.O on 25th June regarding GOIB,
and as already informed to all the members, a circular was issued by Mgmt. giving option to the
Development Officers. Development Officers were allowed to give an option in writing
expressing his/her option to be governed either by the provisions of GOIB 2011 or GOIB 2015
for the appraisals commencing from 1.09.2014 to 1.8.2015 (appraisals ending on 31.8.2015 to
31.7.2016 respectively). If the option is not exercised by the D.O it will be deemed that the
appraisal of the aforesaid relevant period will be governed by GOIB-2015.
We requested all the members to be VERY CAUTIOUS while exercising the option. We had
observed that some of the Development Officers who were non I.B earners in GOIB 2011 in spite
of bringing more than one crore premium may get a few thousand rupees in the GOIBS 2015.
Notification of LIC Associate Scheme: C.O. has notified a scheme for the retiring SBA i.e. LIC
Associate Scheme (LICA) i.e. 1st April 2016. Basically this scheme is to felicitate SBA after their
retirement from service to nurture their existing organization and recruitment of new agents
initially for a period of three years and subsequently by giving extension up to maximum five
years by paying some office maintenance allowance for running Life Plus, transaction fees,
productivity incentives, allowances for sponsoring new agents etc. subject to fulfilment of certain
conditions.
At present, total number of SBA has come down from its peak (4564) to 1411 and it is expected to
reach below 600 by the end of current fiscal. Large number of Development officers are retiring
in near future. As mentioned in the circular, we are expecting the scheme to be extended to
Development Officers too.
Conveyance Allowance will be paid to Development Officers who are Non-Incentive earners.
Enhanced Conveyance Allowance will be paid to Development Officers who are Non-Incentive
earners at the rate of Rs.1800/- per month for D.O’s without fast Conveyance and Rs. 2000/- per
month for D.O’s with fast Conveyance. This enhanced Conveyance Allowance will be paid in the
first year even if there is no net addition of 3 agents. It has been brought to our notice that the
conveyance allowance is denied citing net addition of 3 agents, which is wrong. It is clarified that
the net addition of 3 agents is not required in the first year of payment of Enhanced Conveyance
Allowance.
Discussions at C.O on 3.8.2016- The NFIFWI Committee on Underwriting/Actuarial had its
scheduled meeting with the E.D (Actl) on 3.8.2016. NFIFWI was represented by President Sri.
Mihir Lokhandwala, S.G Sri. Vivek Singh, R.Sec (Mumbai) Sri. Dhananjay Yadav, Z.Sec, S.C. Zone
Sri. VinayBabu, and. The meeting is first of its kind where the NFIFWI met the E.D (Actl) and
discussed on actuarial points. We utilized the opportunity and the management gave a patient
hearing to all the points raised by the NFIFWI and assured that the points will be addressed with a
positive mind. We had raised points relating to increase in the Non Medical Limits/Rules, Change
in female lives categorization, Minor lives insurance, Major Children, Changes in the Special
reports chart, TPA problems, NRI Business, NRI Questionnaire, PFQ limits, Special MHR Limits,
Financial underwriting limits, Common proposal forms and Policy Bond, Underwriting decision to
be for maximum S.A than that proposed, Subsequent proposal within 1 year and many more. We
are assured of positive response for the points raised. We are hopeful that the management will
consider the view points of the NFIFWI and expect that in the Diamond Jubilee year management
will bring some “DRASTIC CHANGES’ in the underwriting rules, which will help the field force.
Later, we met E.D (CRM) Sri.K.Ganesh and represented 53 points related to the CRM department.
We raised about the revival issues, Special Revivial Scheme to all plans, Mobile app for customer
complaints and servicing, KYC norms, continuation of deduction even after ECS Dishonour, Policy
Servicing at SSO, Due list and lapse list to agents and D.O’s, Change of Plan from JeevanSaral to
Endowment, S.B payments, NEFT problems, Anywhere revival, Credit Card payments etc.
We express our sincere appreciation to the LIC Management and look forward for more such
opportunities, to continue to share our difficulties/problems for finding positive solutions and
thereby contributing to the overall growth of our mighty organization, LIC.
President, Sec.General& Resident Secretary had meeting with Managing Director, E.D(Mktg)
Secretary (Mktg) and discussed about the modifications to the GOIB Scheme. We had also
discussed some of the pending issues, and sought clarification on treating of the number of
occasion as per the waiver given for Imposition of Disincentives/Termination under work norms
after reopening of the completed appraisals, due to wage revision, Extension of Relaxation in
ceiling on number of RCA’s & CCA’s, Increase of stipend to RCA’s & CCA’s with 100% credit of
CCA’s to D.O’s, P.C at SSO on Top priority, Definition of H.Q for recruitment of agents after the
division area is opened for D.O’s, Reimbursement of Insurance and Road Tax after the repayment
of the vehicle loan, Submission of Business in any branch, if the area of operation is having more
than one branch, etc. We are hopeful that all the above issues will be addressed to our
satisfaction.
Equitable Relief for Retiring Development Officers: - During the last wage revision the problem
of Equitable relief for retiring development officers was strongly taken up by the S.C.Zone, but
could not succeed. The entire wage arrears were added to the cost of D.O’s who were retiring
within one/two years after the notification. During this wage revision the matter was taken up
along with the other issues related to wage revision and could successfully convince the
management to issue a favourable circular. The injustice meted to the retiring development
officers during the few last wage revisions, had been rectified during this wage revision. In case of
those retiring D.O’s having only one/two full appraisal years, Equitable relief paid for respective
financial year will only form part of the annual remuneration and not the full three years. it is
clarified that those retiring Development Officers who are not having one full appraisal year after
the date of notification (14.1.2016), the entire amount due to such D.O’s shall be paid and will
not form part of annual remuneration for the purpose of cost norms. The entire wage arrears
were made cost free for such D.O’s.
Group Mediclaim Scheme-2016-17:
As per C.O. Circular dated 16th April 2016 under Ref: CO/PER/ER- A/24/2016, the Group
Mediclaim Policy for the employees of the Corporation has been renewed with some added
facilities like inclusion of two more slab of Rs. 25 Lac &Rs. 30 lac as optional family floater,
payment of Registration/Admission charges and service taxes/surcharges, payment of expenses
in respect of the claim relating to physiotherapy subject to maximum Rs. 30,000/- per person per
year, payment of Biopsy test charge without hospitalization up to Rs. 4,000/-, payment of PET
scan without hospitalization subject to maximum 15,000/- per insured, payment of Age Related
Macular Degeneration (ARMD) and/or treatment for retinal disease by intravitereal/intraocular
injection/intervention subject to maximum of Rs.25000/- per eye, payment towards Robotic
surgery for Malignant Cancer/Cancer, Brain and Spine, payment towards artificial limb except the
Robotic limb, payment of treatment cost for Thalessima, Haemophilia, sickle Cell anaemia,
Myeloma etc. Maximum Payment towards ambulance charges for hospitalization has also been
enhanced to Rs 5,000/-. In a nut shell, our present Mediclaim Scheme with cash less facility is
catering more or less 100% of our medical expenses. However, we are getting information that
some private hospitals in connivance with the TPA are charging huge amount towards
disposables and non-covering items which some time exceeding 15% to 20% of the total bill of
the hospital. We require copy of some sample cases to take up the issue with the highest level of
LIC & IRDA to stop this kind of malpractices.
Revision in Housing Loan Scheme: As per C.O. Circular dated 26th April 2016 under Ref:
CO/PER/ER- A/127/2016, the quantum of Housing loan has been revised w.e.f. 1st April 2016.
Now onwards, our Development Officers are eligible for total Rs. 50 lac (Rs. 21.25 as cadre loan
@5% &Rs. 28.75 as extended cadre loan @8.5%) towards housing loan. The existing extended
cadre loan as on 31st March 2016 will also be converted to cadre loan from 1st April 2016 subject
to maximum ceiling of cadre loan.
Some important circular issued by CO on other aspects: During the period under review, the
management has also issued important some circulars. These are as follows:
(1) Maximum limit for re-imbursement of Brief case has been enhanced to Rs. 2500/- vide C.O.
Circular Ref: Mktg/ZD/12/2016 dated 14/5/2016,
(2) Payment of difference of PLLI paid for the FY 2013-14 as per revised definition vide Circular
Ref: CO/PER/ER- A/122/2016 dated 16/3/2016,
(3) LTC- payment of tickets purchase through on line & payment of toll tax when travelled by car
vide Circular Ref: CO/PER/ER-A/118/2016 dated 22/2/2016 (4) CO has deferred the 5% escalation
clause for new entry/continuation of club membership of agents by one more year vide circular
dated 6/6/2016 under Ref: Mktg/A/21 (R).
5) Quantum of Festival advance has been enhanced to Rs. 26,000/- for our class vide Circular Ref:
CO/PER/ER-A/ASP/2016 dated 1/4/2016,
(6)Maximum amount of Accident Benefit Sum Assured has been extended to Rs. 1 crore vide
Circular Ref: CO/PD/79 dated 4/1/2016,
(As per circular dated 20/4/2016 under Ref: PER/ER-A/126/2016, henceforth in case of any direct
letter/complain to Chairman/MD/ZM or any higher official or to Government will be viewed very
seriously and disciplinary action will be initiated as per Staff Regulation 1960.
Other pending issues before the management: The NF leadership is continuously persuing with
the management on following issues for solutions: (1) Review of allotment circular, particularly
removal of “Net addition” condition permanently.
(2) Circular allowing credit of business deposited within the common operational area
(3) P.C. for all Dev Officers at Branches/SO’s
(4) Supply of complementary copy of our house magazine Yogakshema to all Dev Officers
(5) CLIA’s spouse agency.
(6) Supply of Mobile handset to Dev.Officer’s like Class-I Officers
(7) Waiving of interest towards low cost car advance,
(8) Relaxation on eligibility criteria for promotion to the cadre of ABM(s) etc.
By the time, CO has formed one committee to suggest about the ways and means on our long
pending demand of area opening vis-a-vis business credit of visiting agent. On receipt of the
satisfactory report from the committee, the CO may release the circular.
On the contrary, based on a writ petition filed by an FSE at Madurai Bench of Madras High Court,
interim injunction on notification of promotion to the cadre of ABM(S) was allowed earlier has
already been vacated on 21/6/2016. Subsequently notification on ABM(S) promotion from
Development Officer Class has been issued by Management.
Federal Council Meeting at Chennai and thereafter:
The XXVII Federal Council Meet of NFIFWI was held at Chennai on 15th & 16th February 2016
under the auspices of Southern Zone. Chennai Federal Council Meet was no doubt very successful
in terms of presence of huge number delegates and observers (approx 3200) throughout the
length & breadth of the country. The arrangements, the inaugural function and especially the
venue (Chennai Trade Centre) were grandeur.
Secretary General placed a very exhaustive & detailed report before the house for their
discussion and adoption. Total 128 speakers participated in the discussion on Secretary General’s
report/Open forum and expressed their views on Secretary’s report and all our major issues.
After, summing up by the Secretary General, the house accepted the report without any
amendment. The house also unanimously passed the Receipts & Payment Accounts without any
amendment. A postal stamp in the honour of Com. GVS Mani former Secretary General was
released by the Chief Guest Sri KiritSomaiya, MP. A colourful directory of NEC members has been
published during FCM meet. The august house also witnessed the addressed by galaxy of veteran
leaders & prominent MP’s.
For the first time in the history of last 2/3 decades, the house unanimously elected the following
team of office bearers for the term 2016-18.

NEC & CS Meeting: During the period under review one NEC Meeting was held at Chennai on
14th February 2016. Apart from approving the Secretary General’s Report & Audited statement
of accounts for placing before the FCM, the NEC/Chennai also ratified the decision of CS-Mumbai
on collection of levy on for recent wage revision @ Rs. 3000/-, Rs. 2000/- &Rs. 1000/- based on
the seniority in service as on 31st December 2015.
C.S. Meetings was also held on 13th February 2016 at Chennai before NEC & FCM. The CS
meeting held at Chennai passed the SG’s Report & Accounts and also discussed in detail about
smooth conduct of FCM.
The following Resolutions were passed unanimously by the XXVII Federal Council Meeting of
NFIFWI held at Chennai on 15th
& 16th
February 2016.
� No appraisal of Development Officer should be re-opened in order to adjust the arrears
amount paid (consequent to the Wage Revision) after 01.04.2016.
� 30% of the enhanced wages (post Wage Revision) paid for the period from 01.04.2015 to
31.03.2016 should be taken for the appraisals commencing after the date of Wage revision.
� 100% credit for premium should be given to all conventional policies (irrespective of the
term of the policy) and also for single premium policies for Development Officer for the
purpose of calculation of cost.
� The new IB scheme to be introduced, should take into fold maximum number of
Development Officers. Removal of 2nd
year lapsation and graded credit system in the
scheme and introduction of Additional Conveyance allowance and payment of marketing
expense.
� The entire house vehemently protested and expressed anguish for the decision of the
Corporation to introduce e-policies of Life Insurance Product.
� The house has decided that, in future any such competition of unit meeting if introduced
by the Corporation, no member of the National Federation shall participate in the same.
� FCM ratifies the suspension action of Sri R. Jayprakash and unanimously resolved to expel
him from the basic membership of NFIFWI for his willful refusal to handover all the
important & vital documents of the Organization, non compliance of the organizational
directives/decision and for his continuous anti Federation activities.
The action of Sri R. Jayprakash for barging inside the FCM hall in spite of his suspension
from the membership of NFIFWI and creating pandemonium and for disturbing the
proceedings of the FCM meeting held at Chennai. The house resolved to explore all legal
possibilities to recover the property of NFIFWI from the EX- Secy General Sri R. Jayprakash.
The House also resolved to pursue all legal remedies to establish & protect the interest of
the National Federation & its Leadership at all levels.
The entire house gave a standing ovation to Team Chennai for the excellent
arrangements of the FCM Chennai.
Agents Allotment-Relaxation of Net Addition Condition:-
On the request of National Federation C.O. had relaxed the condition of net addition of agents,
vide CO Circular Mktg/ZD/2015 dated 22.06.2015 for allotment of agents to confirmed Dev
officers. “Allotable Agents after allotment to PDOs (agents becoming direct due to the exit of the
Apprentice Dev Officers and Probationary Dev Officers will be allotted to PDOs subject to a
maximum of 5 agents per PDOs) and other allotable agent will be allotted to confirmed Dev
Officers provided there are minimum 15 agents in his organization as at the end of the last
completed financial year (1st
April 2014 to 31st
March 2015) i.e. the condition of net addition 1
agent shall not be mandatory. After proper follow up by our central leadership C.O. has issued
circular dated 02.08.2016 under ref:-Mktg/ZD/28/2016 rules on allotment of agents to
Development Officers- relaxation in the condition of net addition of agents. This relaxation will be
applicable for the financial year 2016-17 only.
RLC:-15th July 2016:- The RLC meeting was held on 15.07.2016 at Cochin. President, Secretary
General, Com.S. Anand AIJS, ZP &ZS (South Zone) attended the meeting. RM (P&IR) (South Zone
represented the Management. RLC wanted to know the current position and Management
representative informed that Special Rules issue was sorted out and GOI has notified the same.
He also informed that Management is discussing all the relevant matters with National
Federation and shall continue to hold discussions with NF. NF informed RLC that special rules
have been notified by GOI, but certain issues are still pending. NF insisted that the talks with the
Management should continue on other issues raised viz., marketing expenses for procurement of
business, pension to Dos terminated due to work norms and automatic absorption to cl III. RLC
said the issue is discussed for a long time and cannot continue for more time. She insisted that
Management should have discussions with the NF and settle the issues soon. Management
representative agreed for the same. RLC also informed that, for any further arbitration, National
Federation can represent CLC any time.
Reinstatement of Agency in the 6th
Agency year:-
C.O. has issued the Circular dated 31.03.2016 under Ref: Mktg/ZD/07/2016 that deserving 1st
termination cases may be allowed in the 6th
agency year if it comes for reinstatement beyond 12
months but within 24 months from the date of termination on the same line as reinstatement in
5th
agency year.
RCA’s & CCA’s with 100% credit
As already informed to you vide N.F letter Sec.Gen/11/16-18 that N.F had demanded for increase
in stipend for RCA’s & CCA’s with 100% credit of CCA’s to D.O’s. We are happy to inform that our
long pending demand has been accepted and C.O had issued circular Ref/Mktg./ZD/ 31/2016
Dt.22.08.2016 and Ref/Mktg./ZD/ 32/2016 Dt.22.08.2016 enhancing stipend for RCA’s and CCA’s
respectively. The revised monthly stipend of CCA’s (for new and existing ones with effect from
1.9.2016) shall be Category I cities Rs.7000 p.m and other cities Rs.6000 p.m. A PDO/CDO can
recruit Stipendiary Agents equivalent to 25% of their total number of agents in his agency
organization subject to maximum of 20 agents.
Development Officers will get full credit of the business booked by the CCA’s provided the CCA
earns stipend for all the twelve months. The revised monthly stipend of RCA’s (for new and
existing ones with effect from 1.9.2016) shall be 1st year Rs.5000 p.m and 2nd year Rs.4000 p.m.
An ADO/PDO/CDO can recruit Stipendiary Agents equivalent to 25% of their total number of
agents in his agency organization subject to a maximum of 20 Agents. The cut-off date for
deciding total number of agents shall be taken as the last day of the previous month.
Qualification for Agency was also made as X std or its equivalent whether it is rural or urban. It is
a very useful change which gives our members in urban areas an opportunity to recruit agents
with X std qualification.
MBG:-
LIC has issued circular regarding Board Approved Policy on Agency Matters 2016-17.
Cir.CO/Mktg./A/ZD/33/2016 Dt.22.8.2016. The MBG condition is as already informed by the
NFIFWI. Rs.1 Lakh premium or 12 Lives or 6 Lives and Rs.50000 premium. The stiff MBG
conditions were introduced in the year 2008. Lakhs of Agents were terminated since then.
Revision of MBG conditions was very vital to the Organisation. It was such an important issue as
modification of Special Rules. NF was very strongly pursuing the matter at all forums, viz
Management, IRDA and Government. It was one of the primary agenda during all discussions. The
circular on revision of MBG will be a great relief to our members. It is very significant
achievement of the Organisation.
Organisation Round-Up: - The Office bearers of Central Federation after the FCM Chennai have
attended & addressed many Organisational events. President Com. Mihir Lokhandwala has
attended many General Body of various Divisions across the Country. Secretary General apart

In response to the call given by the Central federation and to express our deep sense of anguish &
dissatisfaction regarding notification of GOIBS 2015, comrades participated in the lunchtime
demonstration program at every Branch/Divisional/Zonal headquarters including Central Office
Mumbai on 25th of May 2016 & submitted the memorandum addressed to Chairman.

Organisation discipline: - In the recently held Zonal Executive Meeting of South Zone held at
Yercaud (Salem) on 27-28 July 2016, the leadership of Trivandrum Divisional Association has been
disassociated from National Federation. The decision was taken after the Divisional President &
General Secretary of Trivandrum Division walked out of the meeting without giving written
assurance to the Zonal Federation that the Trivandrum leadership will withdraw the court case
filed against the Organisation (National Federation). The Divisional leadership was continuously
inviting Mr. R. Jayprakash to all the Organisation events & functions including NF trust meeting.
Com. Babu Rajan has filed a petition not only against NF, but also against SG. In spite of
apologising to the NEC for filing a petition to RLC, Trivandrum, Com Babu Rajan on behalf of
Trivandrum Division has once again filed a petition to RLC, Cochin. Earlier Com Babu Rajan filed
an RTI petition to LIC Management to confirm the presence of Chairman in the NF meeting. South
Zone Federation in the ZEC meeting wanted a written assurance from Com. Babu Rajan that he
shall not indulge in these types of activities further. Both the Division President & Secretary
walked out of the ZEC meeting without giving a written assurance. Hence the ZEC took a decision
to disassociate Trivandrum Division leadership with immediate effect and sent an intimation to
Central Federation. (Copy Enclosed) Based on the decision taken by ZEC (SZ) the undersigned
informed the current leadership of Trivandrum Division that it cannot participate in the NEC
meeting.
All the steps were taken only to ensure that Trivandrum Division adheres to the Organisation
discipline and does not indulge in any activity which is against the directives of the Organisation.
But the leadership of Trivandrum Division continued to indulge in many anti Organisational
activity even after the ZEC (SZ) direction. Mr. R. Jayprakash (expelled member) was allowed to
issue a notice on behalf of the NF trust of Trivandrum to all the trustees or Board members what
so ever. When the issue was raised by certain members, Com.Babu Rajan informed that Mr. R.
Jayprakash continues to be the member of NF. He continues to wilfully & habitually misguide the
members of Trivandrum Division against the higher leadership. He continues to be the admin of
many social media groups which has many non members of NF and postings abusing the
Organisation, its achievements and the leadership. The communication of the SG or the ZS is not
communicated to the grass root members in particular.
The Organisation which has around 20000 thousand Development Officers and 114 Division is
paramount. A single Division leadership cannot hijack the Organisation. The members of
Trivandrum Division are deprived from truth full messages and misguided thoroughly. The
Organisation cannot merely & mutely watch the happenings at Trivandrum Division. The
interests of the members of Trivandrum Division should be safe guarded & protected. Based on
the decision of ZEC(SZ) and based on the subsequent anti Organisation activity of the leadership
of Trivandrum, as per the section 16 C (i) of the constitution it is proposed to the NEC (as per
section 13 B (ii) ) that the current Division Leadership Com Sajila Krishnan, President & Com Babu
Rajan General Secretary, Trivandrum Division are hence forth derecognised to act as President &
General Secretary with immediate effect as per the provision of section 13 B (v) of our
constitution. .
It has also come to our notice that in few Divisions, certain members have approached court of
law against the show cause notice issued by the Management for termination under work norms.
Few members who have approached court of law against their termination have fought
Organisation elections in some Divisions. It is hereby proposed that no member who has
approached court of law on their own, especially on the issue of termination under work norms
shall not be eligible to contest organisational elections and shall not continue in any
Organisational Posts.
News Bulletin: - The Central Federation has started sending the hard copy of NEWS BULLETIN
after FCM Chennai. The credit goes to Com. MihirLokhandwala President. It was due to his effort
the News Bulletin is printed and published from Mumbai. We have also started procedure to
Register the same with the Postal Authority. It is lengthy & tedious procedure. Procedure may
take another 3 months to get approval from postal authorities. Once the approval is received, we
will be able to send News Bulleting directly to the members. At present the copies are sent to the
Divisional Secretaries through courier & the will sent to the members. In the meantime all the
Division Secretaries are appealed to update the mailing list of their members.
Comrades, after take over charge as Secretary General at Indore, my priority was to be function
collectively & share the responsibility of work and accomplishments. Since Indore FCM, the
Organisation has moved forward in many critical areas which affected our working conditions.
We were able to achieve breakthrough in 1) Special Rules Modification a) 38%to 50% b) 2 years
to 3 years c) Relaxation & expansion in dis-incentive table 4) Concession for higher ages. II) In
Wage Revision a) 70% arrears exemption from cost b) Non-inclusion of arrears for termination &
Disincentive c) Stagnation Increment d)ABM(S) promotion d) Car Advance e) Relaxation in
costing for retirees f) Increase in RMES & Housing Loan. III) Relaxation In MAB conditions for
Agents which was introduced in 2008 IV) X std Qualification for Agency across the country (after
16 years) V) 100% credit & increase of stipend for RCA &CCA with increased percentage from 4 to
20 Agents. VI) Many circulars such as allotment of Agents without insistence of net agents and
much more.
After attending the Retirement function of our former President Com UttamJagadhane, I visited
central Office and met our Chairman and had a detailed discussion. Along with President & RS
(Mumbai) I had discussions on all our issues with MD, ED (Mktg) & the Secretary of Marketing
Department.
We are hopeful that with our regular follow up and consistent approach we will be able to
achieve many more breakthroughs for our members.

made in these two days shall strengthen the Organisation further and give proper direction to the

Agents Allotment-Relaxation of Net Addition Condition:- On the request of National
Federation C.O. had relaxed the condition of net addition of agents, vide CO Circular
Mktg/ZD/2015 dated 22.06.2015 for allotment of agents to confirmed Dev officers. “Allotable
Agents after allotment to PDOs (agents becoming direct due to the exit of the Apprentice Dev
Officers and Probationary Dev Officers will be allotted to PDOs subject to a maximum of 5
agents per PDOs) and other allotable agent will be allotted to confirmed Dev Officers provided
there are minimum 15 agents in his organization as at the end of the last completed financial
year (1st
April 2014 to 31st
March 2015) i.e. the condition of net addition 1
agent shall not be mandatory. After proper follow up by our central leadership C.O. has issued
circular dated 02.08.2016 under ref:-Mktg/ZD/28/2016 rules on allotment of agents to
Development Officers- relaxation in the condition of net addition of agents. This relaxation will
be applicable for the financial year 2016-17 only.
RLC:-15th July 2016:- The RLC meeting was held on 15.07.2016 at Cochin. President, Secretary
General, Com.S. Anand AIJS, ZP &ZS (South Zone) attended the meeting. RM (P&IR) (South
Zone represented the Management. RLC wanted to know the current position and
Management representative informed that Special Rules issue was sorted out and GOI has
notified the same. He also informed that Management is discussing all the relevant matters
with National Federation and shall continue to hold discussions with NF. NF informed RLC that
special rules have been notified by GOI, but certain issues are still pending. NF insisted that the
talks with the Management should continue on other issues raised viz., marketing expenses
for procurement of business, pension to Dos terminated due to work norms and automatic
absorption to cl III. RLC said the issue is discussed for a long time and cannot continue for
more time. She insisted that Management should have discussions with the NF and settle the
issues soon. Management representative agreed for the same. RLC also informed that, for any
further arbitration, National Federation can represent CLC any time.
Reinstatement of Agency in the 6th
Agency year:-C.O. has issued the Circular dated
31.03.2016 under Ref: Mktg/ZD/07/2016 that deserving 1st termination cases may be allowed
in the 6th
agency year if it comes for reinstatement beyond 12 months but within 24 months
from the date of termination on the same line as reinstatement in 5th
agency year.
RCA’s & CCA’s with 100% credit - As already informed to you vide N.F letter Sec.Gen/11/16-18
that N.F had demanded for increase in stipend for RCA’s & CCA’s with 100% credit of CCA’s to
D.O’s. We are happy to inform that our long pending demand has been accepted and C.O had
issued circular Ref/Mktg./ZD/ 31/2016 Dt.22.08.2016 and Ref/Mktg./ZD/ 32/2016
Dt.22.08.2016 enhancing stipend for RCA’s and CCA’s respectively. The revised monthly
stipend of CCA’s (for new and existing ones with effect from 1.9.2016) shall be Category I cities
Rs.7000 p.m and other cities Rs.6000 p.m. A PDO/CDO can recruit Stipendiary Agents
equivalent to 25% of their total number of agents in his agency organization subject to
maximum of 20 agents.
Development Officers will get full credit of the business booked by the CCA’s provided the CCA
earns stipend for all the twelve months. The revised monthly stipend of RCA’s (for new and
existing ones with effect from 1.9.2016) shall be 1st year Rs.5000 p.m and 2nd year Rs.4000
p.m. An ADO/PDO/CDO can recruit Stipendiary Agents equivalent to 25% of their total number
of agents in his agency organization subject to a maximum of 20 Agents. The cut-off date for
deciding total number of agents shall be taken as the last day of the previous month.
Qualification for Agency was also made as X std or its equivalent whether it is rural or urban. It
is a very useful change which gives our members in urban areas an opportunity to recruit
agents with X std qualification.
MBG:-
LIC has issued circular regarding Board Approved Policy on Agency Matters 2016-17.
Cir.CO/Mktg./A/ZD/33/2016 Dt.22.8.2016. The MBG condition is as already informed by the
NFIFWI. Rs.1 Lakh premium or 12 Lives or 6 Lives and Rs.50000 premium. The stiff MBG
conditions were introduced in the year 2008. Lakhs of Agents were terminated since then.
Revision of MBG conditions was very vital to the Organisation. It was such an important issue
as modification of Special Rules. NF was very strongly pursuing the matter at all forums, viz
Management, IRDA and Government. It was one of the primary agenda during all discussions.
The circular on revision of MBG will be a great relief to our members. It is very significant
achievement of the Organisation.
Organisation Round-Up: - The Office bearers of Central Federation after the FCM Chennai
have attended & addressed many Organisational events. President Com. Mihir Lokhandwala
has attended many General Body of various Divisions across the Country. Secretary General
apart from consistent visit to CO, have attended many General Body Meetings and trade union
workshops of Divisions. The other All India office bearers have also attended the General
Body, Trade union work shop of many Divisions of their respective Zones and addressed the
members.
In response to the call given by the Central federation and to express our deep sense of
anguish & dissatisfaction regarding notification of GOIBS 2015, comrades participated in the
lunchtime demonstration program at every Branch/Divisional/Zonal headquarters including
Central Office Mumbai on 25th of May 2016 & submitted the memorandum addressed to
Chairman.

Organisation discipline: - In the recently held Zonal Executive Meeting of South Zone held at
Yercaud (Salem) on 27-28 July 2016, the leadership of Trivandrum Divisional Association has
been disassociated from National Federation. The decision was taken after the Divisional
President & General Secretary of Trivandrum Division walked out of the meeting without
giving written assurance to the Zonal Federation that the Trivandrum leadership will withdraw
the court case filed against the Organisation (National Federation). The Divisional leadership
was continuously inviting Mr. R. Jayprakash to all the Organisation events & functions
including NF trust meeting. Com. Babu Rajan has filed a petition not only against NF, but also
against SG. In spite of apologising to the NEC for filing a petition to RLC, Trivandrum, Com Babu
Rajan on behalf of Trivandrum Division has once again filed a petition to RLC, Cochin. Earlier
Com Babu Rajan filed an RTI petition to LIC Management to confirm the presence of Chairman
in the NF meeting. South Zone Federation in the ZEC meeting wanted a written assurance from
Com. Babu Rajan that he shall not indulge in these types of activities further. Both the Division
President & Secretary walked out of the ZEC meeting without giving a written assurance.
Hence the ZEC took a decision to disassociate Trivandrum Division leadership with immediate
effect and sent an intimation to Central Federation. (Copy Enclosed) Based on the decision
taken by ZEC (SZ) the undersigned informed the current leadership of Trivandrum Division that
it cannot participate in the NEC meeting.
All the steps were taken only to ensure that Trivandrum Division adheres to the Organisation
discipline and does not indulge in any activity which is against the directives of the
Organisation. But the leadership of Trivandrum Division continued to indulge in many anti
Organisational activity even after the ZEC (SZ) direction. Mr. R. Jayprakash (expelled member)
was allowed to issue a notice on behalf of the NF trust of Trivandrum to all the trustees or
Board members what so ever. When the issue was raised by certain members, Com.Babu
Rajan informed that Mr. R. Jayprakash continues to be the member of NF. He continues to
wilfully & habitually misguide the members of Trivandrum Division against the higher
leadership. He continues to be the admin of many social media groups which has many non
members of NF and postings abusing the Organisation, its achievements and the leadership.
The communication of the SG or the ZS is not communicated to the grass root members in
particular.
The Organisation which has around 20000 thousand Development Officers and 114 Division is
paramount. A single Division leadership cannot hijack the Organisation. The members of
Trivandrum Division are deprived from truth full messages and misguided thoroughly. The
Organisation cannot merely & mutely watch the happenings at Trivandrum Division. The
interests of the members of Trivandrum Division should be safe guarded & protected. Based
on the decision of ZEC(SZ) and based on the subsequent anti Organisation activity of the
leadership of Trivandrum, as per the section 16 C (i) of the constitution it is proposed to the
NEC (as per section 13 B (ii) ) that the current Division Leadership Com Sajila Krishnan,
President & Com Babu Rajan General Secretary, Trivandrum Division are hence forth
derecognised to act as President & General Secretary with immediate effect as per the
provision of section 13 B (v) of our constitution. .
It has also come to our notice that in few Divisions, certain members have approached court of
law against the show cause notice issued by the Management for termination under work
norms. Few members who have approached court of law against their termination have
fought Organisation elections in some Divisions. It is hereby proposed that no member who
has approached court of law on their own, especially on the issue of termination under work
norms shall not be eligible to contest organisational elections and shall not continue in any
Organisational Posts.

Dear Sir,
We appreciate the good wage revision which was finalized for the employees of LIC as a
whole and Development officers cadre in particular. However there are many aspects and points
which were not considered by the management. There are some grave consequences which are
affecting the Development officers adversely. We were assured by the management that all the
adverse effects would be redressed. We place before you the following for your kind
consideration
1. We have been granted only 50% of our wage arrears from 1.08.2007 upto 31.03.20010 as
relief from cost under special rules 2009.
2. We have been representing to LIC of India and the Ministry of Finance, Government of India
for exempting 100% of our wage arrears from costing as relief.
3. There is gross injustice inflicted on the Development officers by not granting 100% relief on
wage arrears. Another injustice is that the relief of 50% wage arrears being exempted from
cost is not made applicable for the arrears from 01.04.2010 upto 08.10.2010 (date of
notification).
4. Another injustice inflicted which is unfair and illogical is that the Auditors are reopening
the appraisals settled upto October 2010 and recovering huge amounts. The notification
clearly states that the wage revision will not adversely affect the employee. In reality it is
contradicting and adversely affecting the Development officer. There is total unfairness
when the Development officer is adversely affected without being given an opportunity to
work for the arrears in the relevant appraisal year. The Development officers on the
border line of various benchmarks slip down in cost and get penalized. These rules are
creating situations which is unfair, unjustified and in violation of the principles of natural
justice.
5. This is why our Logic was that the 100% arrears should be exempted from costing as there is
no fair opportunity to work to bring the cost for the arrears and secondly when even if 50%
of the arrears is taken into costing it burdens the Development officer where the cost is
increased beyond the reasonable benchmark stated in the Special Rules.
6. We call upon the management to immediately stop the a) harassment of reopening of
appraisals and effecting recoveries b) Grant exemption on arrears upto the date of
Notification c) Grant relief of exemption from costing for the 100% of Arrears. d) Grant relief
of 5% in the cost ratio benchmark and waive all adverse effects due to increased burden of
cost norm.
Requesting you to kindly consider the above demands and do the needful to give us a solution at
the earliest.

This is with reference to the increase in quantum of Housing loan vide circular bearing number CO/HPF/735
dated 04.03.2010 and anomaly in Increase of Housing Loan.
We place our sincere appreciation for the decision on much awaited increase in
housing loan. We had represented with regard to the anomalies in the circular, which
is discriminatory to the class of Development officers. The increase to Development
officers (Class II ) has been 100% in total quantum compared to higher increase of
110% to 125 % for Class I. Secondly, the proportionate cadre loan had to be Rs.6lakhs
which is only Rs.5.50 lakhs as per the circular.
We request you to kindly examine our representation and do the needful to rectify the above said anomalies in
the Housing loan.
