Elected to serve as the UnitedStates Congressman from Oklahoma’s 4th Congressional Districtfor eight years, Watts was elected by his peers to multipleleadership positions. A 2019 Inductee of the Oklahoma Hall ofFame, Watts currently serves as the co-founder and chairman ofthe Black News Channel and chair of a private consulting firm.

Business owner, community leader, mentor and public servant, Calvin Anthony
grew up in Carney, Oklahoma where he excelled in both academics and athletics.
Upon graduation from high school he attended Oklahoma State University before
entering the University of Oklahoma's College of Pharmacy program, earning an
advanced degree with honors three years later. Owner of Stillwater's Tiger Drug
Company for 47 years he expanded the business to the surrounding communities of
Perkins, Yale and Perry. Prior to his retirement in 2016, Anthony mentored and
employed dozens of pharmacy students during his four decades of business, transferring
each location to a graduating pharmacist who had worked alongside him.
Highly involved in the Stillwater community Anthony has served on the board for
numerous organizations including Stillwater Savings Bank, Stillwater Chamber of
Commerce, University of Oklahoma College of Pharmacy, Oklahoma State
University Alumni Association and the National Wrestling Hall of Fame. He was
elected mayor of Stillwater in 1985 and elected to the Oklahoma House of Representatives in 1992. While
serving in the State House, Anthony chaired the joint committee tasked with solving the issues related to the
OU College of Medicine and Oklahoma Memorial Hospital, OU's teaching facility. Following his term in
office he and his family transitioned to the Washington, D.C. area where he served as chief executive officer for
the National Community Pharmacists Association, representing 24,000 pharmacies and 70,000 pharmacists
nationwide.
Anthony's honors include Stillwater Chamber of Commerce Citizen of the Year, induction into the
Stillwater Hall of Fame and presentation of the Calvin J. Anthony Leadership Award named in his honor by the
National Community Pharmacists Association for dedication to his profession. Anthony currently serves as a
regent for the Oklahoma State University A&M Board of Regents and is chair of the Stillwater Medical Center's
Board of Trustees and BancFirst Stillwater Advisory Board.
Anthony and his wife, Linda, reside in Stillwater and are the parents of three and grandparents of seven.

CHIEF GARY BATTONCLAYTON
A native and current resident of Clayton, Oklahoma, Chief Gary Batton has strong
ties to southeast Oklahoma and the citizens of the Choctaw Nation. His grandparents
were both full blood Choctaw Members and received their original allotment of land in
Indian Territory, located in what is now known as Pushmataha County. Chief Batton
cares deeply for the people of the Nation, often spending countless hours visiting tribal
members in their own communities—listening to their needs, learning from tribal
leaders and encouraging the preservation of the Choctaw culture and history through
events such as stickball tournaments and traditional dance exhibitions. Chief Batton
believes his purpose is to live out faith, family and culture while providing opportunities
for growth and prosperity.
Batton began his career with the Choctaw Nation of Oklahoma as a clerk in the
purchasing department while completing his Bachelor’s Degree in Business Management
from Southeastern Oklahoma State University. Assuming a new position within the Nation, Batton managed
multiple Housing Authority programs prior to becoming the executive director of Health in 1997. His first
undertaking after stepping into the role was to replace the Choctaw Nation Hospital with the first tribally-
funded health facility in the United States. Upon completion the $28-million facility was completely debt-free.
Batton became the 47th Chief of the Nation in 2014. As Chief, he oversees and leads the effort of serving
more than 200,000 tribal members. As the largest employer in southeastern Oklahoma, with close to 11,000
employees, the Nation continues to expand its business ventures with more than 170 businesses including
gaming, hospitality, agriculture and more. The Nation cares for its citizens through more than 140 different
programs that provide opportunities for growth and prosperity.
Batton has been recognized as one of the Most Admired CEOs, as an Oklahoma Creativity Ambassador
and as an Outstanding Alumni at Southeastern Oklahoma State University.
Batton and his wife, Angie, enjoy spending time exploring the outdoors with their children and
grandchildren.

Raised in Connecticut, Burger came to the state as an undergrad to attend
Oklahoma State University and has since made Oklahoma her home. Throughout her
life, education has been a driving force in the evolution of her career. A highly
accomplished business executive, Burger holds her B.S. Degree in Accounting from the
University of Central Oklahoma and Masters in Business Administration from
Oklahoma City University. As an accountant in the oil and gas industry and a trend-
setting human resources and finance executive with Chesapeake Energy, Burger
developed a corporate culture of leadership and community support which earned the
company a place on Magazine’s list of the “100 Best Companies to Work For”
for six consecutive years. Now, as the 18th and first female president of Oklahoma
City University, Burger has lead the institution through challenging times in higher
education of managing the safety of enrolled students, online coursework, and financial
constraints brought on by the global pandemic.
An active and committed philanthropist, Burger dedicates her time and resources in support of women’s
heart disease research and awareness, animal welfare, mentorship and higher education. Burger has generously
supported the University of Central Oklahoma’s endowed scholarship program, provided funds to establish
Oklahoma City University’s Martha Burger Office of Career Services in the Meinders School of Business,
supported the Oklahoma Innocence Clinic at OCU’s Law School, and made the largest gift in history to
Oklahoma State University-OKC establishing the Martha Burger Mentorship Program which encourages others
to identify a role model to learn from, as well as raise awareness of the responsibilities that come from helping
others.
Burger has been named Oklahoma State University’s Philanthropist of the Year, inducted into OCU’s Hall
of Honor, and is a three-time finalist for Woman of the Year.
Burger loves to travel, resides in Oklahoma City and lives by the adage that "to whom much is given, much
is expected.”

Through strong friendships, hard work and pure salesmanship, entrepreneur
Denny Cresap grew a one-truck, one-employee beer distributorship in Bartlesville,
Oklahoma into one of Anheuser-Busch's top 15 distributors in the United States.
Premium Beers of Oklahoma became a large, multi-location company providing
services to 27 counties in the state before selling the company to Anheuser-Busch of
St. Louis in 2012. With proceeds from the sale Cresap and his family established the
Cresap Family Foundation, awarding more than $10 million to more than 90
nonprofit agencies in the last eight years. With a goal to provide opportunities to
Oklahomans living in smaller, rural communities, in December 2017 the Cresap Family Foundation partnered
with Vinita Public Schools to establish Adventure Academy, a summer learning
program for local children. The program, free to Vinita families, provides meaningful
summer employment for area educators and funds field trips to give students new
experiences, all while focusing on the development of reading skills and work in science, math, drama, physical
education, technology, history and art. Not only was the program fun for the participants, it also made a
measurable impact on their testing scores—76% of the participants in the first year of the program met the criteria
of the state reading test at the end of the following school year. Seeing such success in the Vinita area, the Cresap
Family Foundation plans to expand the program to the Ketchum and Cleora school districts in the near future.
A native of Chicago, Illinois Cresap moved to Oklahoma in 1952 after graduating rom Morgan Park
Military Academy. He enrolled at the University of Oklahoma and during his junior year joined the United
States Army serving three years overseas before returning to the state to begin his business career.
Cresap and his wife, Gail, live in the Grand Lake area and are the proud parents of their son John.

A fifth-generation Oklahoman, Terry Stuart Forst is the general manager of the Stuart
Ranch—Oklahoma’s oldest ranch under continuous family ownership—which celebrated
its 150th anniversary in 2018. With more than 45,000 acres spanning southeastern and
southwestern Oklahoma, Forst has courageously faced the challenges of Oklahoma
weather, changing markets and world events with eternal optimism and faith.
Forst was born in Oklahoma City and graduated from Casady High School before
earning her B.S. in Animal Science from Oklahoma State University. Following
graduation, she returned to the ranch to work for her father, R.T. “Bob” Stuart, running
a successful horse program and overseeing many aspects of the day-to-day operations.
Following marriage, the birth of her sons, and a brief stint in real estate, Forst enrolled in
Texas Christian University’s Ranch Management Program, completing her degree and
graduating top in her class. Using what she learned at TCU she developed a new management plan to increase
sustainability and profitability. Today operations include Stuart Ranch Outfitters, Bar S Corriente Cattle, and
the Stuart Ranch Meat Company.
As a leader in the cattle and ranching industry Forst was the first woman president of the Oklahoma
Cattlemen’s Association from 2009-2011 and first woman recipient of its Cattlemen of the Year Award in 2007.
Additional honors include OSU’s Master Breeder Award in 2008, named a “Significant Woman in Agriculture”
by the Oklahoma Department of Agriculture, Food & Forestry in 2017 and induction into the National Cowgirl
Hall of Fame in 2007.
Forst, her two sons, and their families live on the ranch in Waurika.

Stephen Prescott grew up in College Station, Texas, where both parents were
involved in the academic community. With the parental support to excel and live life
to the fullest, he graduated with honors from Texas A&M University and Baylor
College of Medicine. Prescott completed his medical training in internal medicine
and cardiology at the University of Utah and advanced research at Washington
University School of Medicine (St. Louis, MO) before joining the faculty of the
University of Utah as a professor of internal medicine. While in Utah he and his
colleagues contributed to the detailed understanding of many human diseases—
inventing new approaches to diagnosis and treatment—as well as founding a unique
interdisciplinary research program in human genetics. The work in that program led
to the founding of the Huntsman Cancer Institute, where Prescott served as the senior
director of research and then as executive director until 2005.
Prescott became an Oklahoman-by-choice when he joined the Oklahoma Medical Research Foundation in
2006—transforming the institution into a nationally recognized leader in medical research. As the ninth
president of OMRF, Prescott’s successes include raising $100 million for the largest campus expansion in the
foundation's history; earning recognition for OMRF as one of ten Autoimmunity Centers of Excellence in the
country by the National Institutes of Health; recruiting more than 40 scientists to help in the fight against a wide
range of diseases; the launch of a trio of OMRF-based FDA-approved drugs during his tenure; and, most
recently, overseeing the development by OMRF scientists of a diagnostic test being used for COVID-19.
Prescott courageously shows the power of medical research on the human body through his own personal
battle with cancer. Equally admired for his relatability to both medical professionals and everyday Oklahomans,
he can simplify the most complex medical issue into information all Oklahomans can learn from or utilize.
Prescott has been recognized as an Oklahoma Creativity Ambassador, Oklahoma’s Most Admired CEO by
and named Oklahoman of the Year by Magazine.
Prescott and his wife, Susan, live in Oklahoma City and are the parents of two and grandparents of three.

FRANCIS ROONEYTULSA
FRANK KEATING, OKLAHOMA CITYThe 25th Governor of Oklahoma and Member of
the Oklahoma Hall of Fame, Keating will present
Francis Rooney for induction.
Francis Rooney is a native Tulsan and fourth-generation Oklahoman. He received
his education from Georgetown University and Georgetown University Law Center
before returning to Tulsa to assist in the reorganization of his family’s businesses. The
Rooney family established Rooney Holdings, Inc., a diversified group of companies
including construction, real estate development, finance and electronics manufacturing.
Rooney became president & CEO of Manhattan Construction Company in 1984,
stepping into the role just as the oil bust hit Oklahoma and the surrounding states
during the mid-eighties. In an effort to reach potential clients and increase visibility,
Manhattan Construction expanded into Oklahoma City and Texas. These efforts
yielded partnerships and opportunities in the Houston and San Antonio areas, as well as
local projects throughout Oklahoma which built the company into one of the largest
privately-held construction firms in the nation with nine offices in six states.
Rooney is widely known for building high-profile, technically difficult mega projects—including Presidential
Libraries for both George H.W. Bush (College Station, TX) and George W. Bush (Dallas, TX), as well as Reliant
Stadium (Houston, TX), AT&T Stadium (Arlington, TX), Chickasaw Nation’s WinStar Conference Center
(Thackerville, OK), and the Stephenson Cancer Center (Oklahoma City, OK).
In addition to Rooney’s business career, he and his family have a longstanding tradition of public and
community service. A devout Catholic, Rooney entered public service following a Presidential Appointment to
the United States Department of State as Ambassador to the Holy See, when he was elected Congressman
representing Florida’s 19th District.
Rooney and his wife Kathleen, who split time between Naples, Florida and Washington D.C., have three
children and two grandchildren.

JOHN W. SMITHDEL CITY
LEE ROY SMITH, STILLWATER

Director of the National Wrestling Hall of Fame
Museum, Smith will present his brother, John
W. Smith, for induction.
Del City native John W. Smith is one of the greatest Olympic wrestlers in U.S. history,
winning more world-level gold medals in wrestling than any other American. Smith, the
seventh of ten children, began wrestling at the age of 6 and began competing as a student
at Del City High School where he earned two individual titles. Following graduation from
high school Smith followed in his brother’s footsteps and began his collegiate career at
Oklahoma State University. While attending OSU Smith was named NCAA Wrestling
Champion twice and finished his collegiate career with 154 wins and only seven losses and
two ties. The 154 individual victories stand today as a record for the program.
Additionally, as an amateur athlete, Smith won four World gold and two Olympic gold
medals.
In 1992, Smith became head wrestling coach for his alma mater, Oklahoma State
University. In 2020 he became the fifth all-time winningest coach in NCAA Division I wrestling history with
439 dual victories. His coaching legacy is the influence bestowed on countless athletes by teaching technique,
leadership and the correlation between hard work and results. His former wrestlers include 129 NCAA All-
Americans, 110 Conference Individual Champions, and eight NCAA Division head coaches.
A well-known ambassador for the sport of wrestling across the nation and world, Smith is the recipient of the
James E. Sullivan Award from the Amateur Athletic Union—an honor given to the nation’s top amateur athlete
—and is an inductee of the National Wrestling Hall of Fame and Oklahoma Sports Hall of Fame.
Smith and his wife, Toni, live in Stillwater and are the parents of five.

H I G H E S T
The white star of the medallion, taken from the State Seal, represents Oklahoma as the 46th state
of the Union and the 46th star on the flag of the United States. The gold center representing Uncle
Sam blessing the union of Oklahoma and Indian territories is taken directly from the organization’s
original impression stamp. The star is surrounded by a mistletoe wreath, like that of the impression
stamp and the Oklahoma State Seal. The mistletoe wreath first was used as an element of the Great
Seal of the Territory of Oklahoma.
The five “T” shapes above the star honor the five Indian Nations that inhabited Indian Territory
prior to statehood. Surrounding the Ts are rays of the sun, the Indian symbol for constancy—
unchanging or unwavering. The medallion hangs from a ribbon that depicts the color
of Oklahoma’s rich red earth. Originally hung from a short ribbon and pinned to the recipient,
current medallions are hung from a ribbon around the neck.
INCE 1927, the symbolic medallion has been worn by Oklahoma’s
best and brightest.
