JOBPURPOSE

ThepurposeoftheChiefExecutiveOfficerfortheHarp&CrownCreditUnionistoberesponsible

fortheStrategicandoperationaldeliveryofallaspectsofthecreditunion’sbusiness.Theroleis

responsibleforsupervisingthefinancialandaccountingsystemsandfordevelopingandgrowing

thebusinessandensuringcompliancewithallaspectsofregulationandlegalresponsibilities.

TheChiefExecutiveOfficerhasday-to-dayresponsibilityforallfinancialmattersincludingstrategy

development,governance,investmentsandmanagementonbehalfoftheHarp&CrownCredit

Union.WorkingwiththeBoardofDirectors,theChiefExecutiveOfficerisresponsiblefor

compliancewithallfinancial,accounting,auditingandinformationobligationsandrelatedduties.

Inaddition,theChiefExecutiveOfficerhasoversightofandisultimatelyaccountableforcontracting

andprocurementandthemonitoringofnon-financialperformance.

CONTEXTANDSCOPE

TheroleoftheChiefExecutiveOfficerisahighlyimportantroleintheHarp&CrownCreditUnion

Ltd.Thescopeoftheroleistoleadandmanageacomprehensiveandefficientfinancial

organisationensuringthatthereareeffectivesystemsofbudgetary/financialcontroland

forecastinginplacewhichproviderobustperformanceinformationandmitigatesrisk.AstheSenior

Manager,theChiefExecutiveOfficer’sroleisthechiefspokespersononfinancialmatters.Thepost

holderalsoprovidesleadershiptotheorganisation,takingaroleinbrandawarenessandexternal

communications.

KEYRESPONSIBILITIES

FINANCIALMANAGEMENT

1. ProvideseffectivefinancialandbusinessleadershiptotheBoardensuringthattheHarp&

CrownCreditUnionmeetsits’objectives.

2. Producesfinancialstatementsforauditandpublicationinaccordancewithstatutory

requirementstodemonstrateeffectivestewardshipofmemberresources.

3. Leads,developsandimplementsthefinancialstrategyfortheHarp&CrownCreditUnion.

4. Ensureseffectivesystemsareinplacetomanageallbudgetstotheagreedlevelsandto

identifyandtakestepstomitigateanyrisk.

5. EnsuresthereisaneffectiveperformancemanagementframeworkinplacewithintheCredit

Uniontomonitor,predictandmanageriskstofinancialandnon-financialperformance.

6. Deliversrobustfinancialandassetmanagement.

7. Setsandmonitorsbudgetsmaximiseincomeandensurevalueformoney.

8. Takesleadininvestmentmanagement,advisingFinancialGovernanceGroupandBoard(and

its’Committees)onallinvestmentmatters.

9. Implementingpropersystemsofrecordkeeping,accounting,compliance,riskmanagement,

andinternalcontrolinaccordancewithlawandsuchpoliciesasareapprovedbytheBoard.

10. Ensuresfullcompliancewithdesignatedgovernancepolicyregardingliquidity

11. EnsuresfullcompliancewithallHMRCrequirements.

WORKINGWITHTHEBOARDOFDIRECTORSANDITSCOMMITTEES

1. WorkseffectivelyandcollaborativelywiththeBoardofDirectors(andits’Committees)

providingsupporttoallowtheBoardtocarryoutits’dutiesinlinewithbestpractice

governanceandfinancialtransparency.

2. InconjunctionwiththeBoard(andrelevantCommittees,whereappropriate)developsand

deliversthestrategyanddirectionoftheorganisation,ensuringmechanismsareinplaceto

monitor,reviewandmeasurefinancialobjectives,assetsandliabilities.

3. ProvidesfinancialadviceandguidancetotheBoard(andits’Committees)onpotentialnew

activitiesandopportunities.

4. KeepstheBoard(andits’Committees)fullyinformedonthefinancialconditionoftheHarp

&CrownCreditUnionandonalltheimportantfactorsinfluencingit.

5. WorkscloselywiththeComplianceOfficerCreditcommitteesandoversightofOffice

ManagerandSupervisorycommitteetoensureappropriateriskmanagement.

6. ToproducereportsasrequestedbytheBoardofDirectors

1. Givescleardirectionandstatesexpectationsclearlyprovidingstaffwithconfidenceand

motivation.

2. Motivatesandleadsallaspectsoffinancialmanagementwithconfidence,energyand

enthusiasm.

3. TakesanactiveroleinthestrategicrepresentationandpromotionoftheHarp&Crown

CreditUnion’sinterestsinits’dealingwithotherlocalandnationalagenciesandthepublic.

4. TodevelopandinitiateanymarketingplansasagreedwiththeBoardofDirectors

PLANNING

1. AssistsinthedevelopmentandgrowthofallactivitiesoftheHarp&CrownCreditUnion,

overseeingday-to-dayfinancialmanagementandensuringoperationaldeliverymeets

targetsandiscompletedwithinbudgets.

2. LeadsonstrategicfinancialplanninganddeliveryoftheBusinessPlanandallotherfinancial

plansthrougheffectiveprojectmanagement.

3. DevelopsanddeliversthefinancialstrategyanddirectionoftheHarp&CrownCredit

Union.

4. Providesfinancialdata/inputintoallaspectsoftheannualcorporateandbusinessplans,

settingandmonitoringstandardsinconjunctionwithothermanagementasappropriate.

5. Ensureseffectiveinternalcontrolsandmanagementinformationsystemsareinplace.

6. Ensuresadequateresourcesareputinplacetocarryoutthefunctionseffectively.

1. Providesriskmanagementservicesforallnewproductsandensureseffective

implementation.

2. Ensuresadequatefinancialandrisksupportmechanismsareinplacefordeliveryofany

newproductsorservices

3. Ensuresservicedeliverymeetswithallrelevantcompliancematters.

PRODUCTDEVELOPMENT

1. Ensureslegalandfinancialcompliancewithregulatorybodiesensuresallproductsmeet

regulatoryrequirementsandminimisesorganisationalriskfactors.

STAFFMANAGEMENT

1. TakesanactiveroleintheSeniorManagementTeamandprovideLeadershipand

developmenttotheworkforce.

2. Takesanactiveroleinstaffmanagement,performanceanddevelopment.

3. Assistsinthecreationofacultureofchangeandenthusiasm.

4. Ensuresswiftactiontodealwithstaffcomplaintsorbreachesofdisciplinethatmaybe

apparentordisclosedbytheStaff.

GOVERNANCEANDREGULATION

1. Overseesrobustauditandgovernancearrangementsleadingtoproprietyintheuseofall

Harp&CrownCreditUnionandmemberresources.

2. Ensurescomprehensiveannualplansareinplace,whichprovidethehigheststandardsof

assurance.

3. Ensuresthatstructures,processesandinformationsystemsareinplacetoenabletheHarp

&CrownCreditUniontodischargeits’responsibilitieseffectively.

4. Managesrelationshipswithinternalandexternalauditfunctionsandplaysaleadrolein

liaisonwithanyregulatorybodies.

5. Ensuresgoodgovernanceremainscentralatalltimes.

6. Leadsoneffectiveriskmanagementandensurescompliancewithriskmitigation.

7. Compliancewithallrelevantlaw,regulation,goodpractice&policy.

COMMUNICATION

1. ProvidesstrongcommunicationchannelstotheBoard(andits’Committees).

2. SubmittingtotheBoardmonthlyfinancialandotherreportsastheBoardmayrequirein

ordertoaccuratelyinformtheBoardofthestateoftheCreditUnion’sbusinessandits

progresstowardachievingthegoalssetbytheBoardintheStrategicPlanorotherwise.

3. Createsandmaintainsstrongandeffectivecommunicationwithbroadrangeofexternal

stakeholders,auditors,regulators,otherCreditUnionsandmembers.

4. ResponsibleforallcommunicationswiththeAthleticAssociationinrelationtoallmatters

concerningtheH&CTenancyofofficesatNewforgeSportsComplex.

1. TakesresponsibilityforallITmatters&DataProtectionrequirementsandprovides

supervision/directiontoITstaff/suppliers

1. TakesanactiveroleinleadingtheHarp&CrownCreditUniontocontinuousperformance

improvementtoimproveservicedeliverytomembers.

2. Overseesrobustprocurementandcontractmanagement,ensuringthatadequatesystemsand

processesareinplace.

3. Delegatesresponsibilitiesappropriatelyandempowerspeopletomakedecisions,holdingthem

toaccountfordelivery.

4. Identifiesandremovesanyblockagestoorganisationalperformance,managingtheworkforce
