INTRODUCTION
The first public schools developed in the territory were ones operated by the Anglican Church, established in 1897, and two privately run schools which were opened in 1898. Both were short-lived ventures due to lack of textbooks and inadequate finances to run them continuously. By 1899 public pressure was developing for publicly funded schools due to the increasing number of families living permanently in the Territory. By 1902 the public school system was established with its own legislation, an “Ordinance respecting schools” and in 1904 the first published report on the education system was issued as part the “Annual report of the Department of the Comptroller, Territorial Secretary, Government Mining Engineer, Territorial Health Officer, Inspectors of Boilers, Public Works, License Inspector, Education, Territorial Engineer, June 30th, 1903 to June 30th, 1904”. From 1908 to 1918 the annual “Report of the Superintendent of Schools” was included in the Sessional papers of the Yukon Council. From 1910 to 1940 the development of the public schools system waned due to the declining size of the Territory’s permanent population and an extremely poor economic base.
From 1940 to 1960 there was increasing interest and awareness of the need for an improved public school system. In 1960 the Committee on Education was established to examine and make recommendations concerning the administration of schools in the territory. The Committee’s report, which was issued in 1962, was the first comprehensive review of the public school system. In 1972 the Committee was re-established to review the system again. In 1972 the 2nd report was released with a much wider spectrum of needs being evaluated. Briefs were presented to the Committee from various associations and societies, including Yukon Native Brotherhood, Yukon Teachers’ Association, Yukon Family Counselling Services, and the Yukon Association of Non-Status Indians. Since the publication of this report there has been constant re-assessment and re-evaluation of the public school system.
This bibliography deals only with the “published” reports that were produced on education in the Yukon. The bibliography includes two sections—the first section is a selective author-title listing of reports, assessments, thesis, histories, statistics, etc. on the public school system. Included in this list are reports produced by Yukon Native Brotherhood, Council of Yukon First Nations, Council for Yukon Indians, and the federal & territorial governments.
The second part of the bibliography is an appendix that provides an inventory to the territorial and federal government annual reports and public accounts that relate to the development and expenditures of the Department of Education from 1908 to current year. The appendix also includes an inventory to the Parliamentary House of Commons Sub-Committee on Aboriginal Education, 1995 to 1996, minutes & evidence.
