INTRODUCTION
The American Correctional Association (ACA) operates a free National Clearinghouse and Computer Network Service to help you with your information needs relating to all correctional industries in city and county jails, and state and federal prisons. Known as CI-Net, ACA manages this Correctional Industries Information Clearinghouse, since 1986 through funding from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance.
In an effort to better assess the status, interests and needs of jails and correctional industries, CI-Net recently completed a survey of 3,316 jail and detention facilities in the United States. Survey data was submitted by the respondents between March 20 and December 20, 1990. The results of the survey data collected from the 749 survey respondents are attached.
These survey results consist of:

While some of the facilities listed as not operating are in fact believed to be operating, the information provided in this report is based on the data submitted by the respondents. During the data gathering process, approximately 77.4% of the facilities did not respond after repeated contacts by the CI-Net staff.
The information provided by the 749 survey respondents will be useful toward efforts to explore, initiate, or expand jail industries in several jurisdictions. SUMMARY
The survey data revealed a total of 25 'facilities reportedly operating over 65 jail industry program shops in 20 jurisdictions. These operations were found at facilities with average daily populations ranging from 45 to 5400, with average lengths of sentenced incarceration stretching from 20.1 days to five years. Some jail industries resemble small business shops, while others parallel large corporations with several product lines and plant sites. Jail industries are employing upwards of 3247 offenders, of which an estimated 79% are males and 21 % are females.
The CI-Net survey results discovered that five jurisdictions, of 15 believed to be operating jail industries, were no longer in the industries business. One of these five indicated the reason for closing was due to the short average length of inmate stay. Three others indicated they are considering reactivation of their industry programs. One did not provide a reason for closure.
Nine of the 15 reported current operations. Among the 15, one did not respond to the survey; however, it is believed this jurisdiction is still active in jail industries. Among three facilities thought to be in the planning stages of implementing jail industries, one had become operational. The survey further identified the existence of 10 active jail industry programs not previously recorded in data compiled by other sources [see APPENDIX 8l.
The first jail industry to open among those polled was in 1923, with the most recent opening in 1990. Jails received assistance from a variety of sources to finance the start up of their industry operations -- from county government funds and facility budgets, to private foundation contributions and bank loans. Opposition had been encountered to a small degree from private businesses that viewed jail industries as unfair competition, as well as from other jail programs that wanted the space allocated for industries.
Most jail industry programs have state regulations that limit their markets. The majority sell to municipal governments. Other markets include nonprofit organizations and the private sector. Three also sell to state government entities. A variety of marketing methods are used for jail industry products and services with direct sales being the most frequent approach. The jail central office and administrative staff are primarily responsible for determining the prices of the products and services; 18 of the program shops give this authority to jail industry administrative staff as well.
The criteria for selecting jail industry products and services range from the needs of the customers, to goods that will not compete with local domestic private industry markets. Jail industries look for items that are labor-intensive to produce, thereby addressing the demands of the inmate population. Jails also seek out industries that are safe to operate on the facility grounds. Some of these industries include agricultural operations like dairies and hog farms, to industrial manufacturing/assembly plants producing ergonomic secretarial chairs and electronic component parts.

Inmate workers are expected to be in good health, and to have a commitment to work, basic skills and job readiness. Other requirements include elements such as length of sentence and security level. Jail industries train their inmate employees in theoretical principles, techniques and practical applications, as well as shop safety and sanitation, rules, regulations and security issues. The majority of jail industries provide good time to inmate workers. Additional incentives are given such as educational certificates, stipends, and a variety of special privileges.
Survey respondents operating jail industries reported an average of 15.18% employment of their inmate populations. The industries have a mean capacity of 54 inmates per shop with an average of 53 inmates employed in these shops. Wages range from a low of $.20 per hour to a high exceeding the federal minimum wage of $4.25+ per hour. Jail industries average nearly full-time work days at 7.2 hours per day. Most inmates work in industries for approximately two and one-half months, but the range of employment runs from 30 days to nine months. The inmate to staff (civilian and uniform combined) ratio is about 13 to one.
Only two of the active jail industry jurisdictions have certification under the Private Sector/Prison Industry Enhancement Certification Program, administered by the Bureau of Justice Assistance. Over half of all jails use advisory committees to. assist their industry programs. While 84% have written policies and procedures for their operations, fewer than 26% follow any specific regulatory standards or requirements in their shops.

Several jails have plans for continued development of their industries. Expansion, increased production levels, modernization and employment of more offenders are among • their goals for the future.
Sixty-seven survey respondents indicated they are considering start up of jail industries in a total of 78 facilities. The average daily population among these facilities ranged from 4.3 to 2265, with average lengths of sentenced incarceration extending from 17 days to over five and one-half years.

WHY NOT OPERATING JAIL INDUSTRIES
This section discusses the reasons why facilities do not operate industry programs. Some of the most common reasons given by survey respondents as to why they have not implemented jail industries were:
• lack of funds, • lack of space, • statutes prohibiting jail industries, and • not that type of facility.
However, the data provided in SECTION IV -- "Currently Operating Jail Industries, " indicates that jail industries can, in fact, be managed under a wide variety of conditions. What may seem to be an ideal or "dream scenario" for some is, in reality, common practice for others.
