መግቢያ

በክልሉ የትራንስፖርት መ/ቤት ሲሠራበት የቆየው

የትራንስፖርት አገልግሎት ክፍያ ረዘም ላለ ጊዜ

ሳይሻሻል የቆየ በመሆኑ፣

በአሁኑ ጊዜ አገልግሎት የሚሰጥባቸው የተለያዩ

ህትመቶች ዋጋ በየጊዜው እየጨመረ በመምጣቱና፣

ቢሮው የአገልግሎት አሰጣጥ ማሻሻያ ስላላደረገ

ለሚሰጠው አገልግሎት ተመጣጣኝ የአገልግሎት

ክፍያ ማግኘት ያለበት በመሆኑ የአገልግሎት ታሪፍን

ማሻሻል አስፈላጊ ሆኖ ተገኝቷል፡፡

በመሆኑም በደቡብ ብ/ብ/ሕ/ክልላዊ መንግስት

የአስፈፃሚ አካላትን ሥልጣንና ተግባር እንደገና

ለመወሰን በወጣው አዋጅ ቁጥር 04/1995 አንቀጽ 56

ንዑስ አንቀጽ 1 መሠረት የሚከተለው ደንብ ወጥቷል፡፡

Preamble

Whereas the existing service charge for roadtransport service serviced for a long period of timewithout any amendment,

whereas the existing service charge needs another

amendment due to price escalation in all item that

needs to deliver the service and also the bureau by

now improving its service delivery and hence is

mandatory to charge a fair fee for these services.

Accordingly the South Nations, Nationalities &peoples regional state issues the Regulation basedon the proclamation, to delimitation of the power& duties of the executive organs of SNNPRS, No64/003 article 56(1)

SECTION ONE GENERAL

1. SHORT TITLE

This regulation may be cited as

“Regulation No 39/2005 transport service

charge in SNNPRS”

2. DEFINITIONS

Unless the context otherwise requires, in

this Regulation

2.1 “Region” Means the Sothern Nations

Nationalities, people’s Regional State/

SNNPRS/

2.2 “ Coordination Bureau” means the South

Nations, Nationalities & people’s Regional

State Trade, Industry and Urban

development Coordination Bureau,

2.3 “ Bureau “ means the Sothern Nations

Nationalities& people’s Regional State

Tourism and Transport promotion Bureau

2.4 “Service charge” Means the fee for services

in Drivers and vehicles affairs and transport

operation streams.

2.5 “Technical inspection” means the

inspection for any type of vehicles for

technical proficiency. Identification.

capacity and others by an authorized

1. አጭር ርዕስ

ይህ ደንብ ‹‹ በደቡብ ብሔሮች ብሔረሰቦችና

ሕዝቦች ክልላዊ መንግሥት የትራንስፖርት

አገልግሎት ክፍያ ደንብ ቁጥር 39/1997 ‹‹

ተብሎ ሊጠቀስ ይችላል፡፡

2. ትርጓሜ ፣

የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው ካልሆነ

በስተቀር በዚህ ደንብ ውስጥ ፣

2.1 ‹‹ክልል››ማለት የደቡብ ብሔሮች

ብሔረሰቦችና ሕዝቦች ክልል ነው

2.2 ‹‹ማስተባበሪያ ቢሮ›› ማለት በደቡብ

ብሔሮች ብሔረሰቦችና ሕዝቦች ክልል

መንግስት የንግድ፣ኡንዱስትሪና ከተማ

ልማት ማስተባበሪያ ቢሮ ነው፡፡

2.3 ‹‹ቢሮ›› ማለት በደቡብ ብሔሮች ብሔረሰቦችና

ሕዝቦች ክልል መንግስት የቱሪዝምና

ትራንስፖርት ማስፋፊያ ቢሮ ነው፡፡

2.4 ‹‹የአገልግሎት ክፍያ›› ማለት በአሽከርካሪና

ተሸከርካሪ ጉዳይ እና በትራንስፖርት

ኦፕሬሽን ዘርፎች ለሚሰጡ አገልግሎቶች

የሚከፈል ዋጋ ነው፡፡

2.5 ‹‹የቴክኒክ ምርመራ›› ማለት ለማንኛውም

ዓይነት ተሸከርካሪ ለማንኛውም ዓይነት

አገልግሎት የይዘት ፣የአቋም ወይም

የተሸከርከሪ አይነትና መለያዎች ለማወቅ

በመደበኛ ቴክኒሽያን የሚደረግ ምርመራ

ነው፡፡

2.6 ‹‹የአሸከርካሪ አለማማጅነት ፈቃድ ›› ማለት

ለተሸከርካሪ መንዳት ለሚያሰለጥኑ ሰዎች

የሚሰጥ የብቃት ማረጋገጫ ፈቃድ ነው፡፡

2.7 ‹‹ የአሽከርካሪዎች ማሰልጠኛ ተቋም ፈቃድ››

ማለት ለዕጩ አሽከርካሪዎች የመንገድ ሥነ-

ሥርዓትና የቴክኒክ ግንዛቤ ትምህርት ለሚሰጡ

ተቋሞችና ድርጅቶች የሚሰጥ የሙያ ብቃት

ማረጋገጫ ምስክር ወረቀት ነው፡፡

2.8 ‹‹ የመንዳት ማስተማሪያ ተሸከርካሪ ›› ማለት

ለመሰናክል ወይም ለመንገድ ላይ አነዳድ

ማስተማሪያነት የቴክኒክ ብቃቱ የተረጋገጠ

ተሸከርካሪ ነው፡፡

2.9 ‹‹ የጋራዥ የሙያ ብቃት ማረጋገጫ ›› ማለት

የተሸከርካሪ አካላት ወይም ክፍሎች በከፊል

ወይም በሙሉ ለሚጠግኑ ወይም ሞደፊክ

ለሚሠሩ ጋራዦች ብቃትና ደረጃ ለመወሰን

የሚሰጥ የምስክር ወረቀት ነው፡፡

2.10 ‹‹የጭነት ማስተካከያ›› ማለት ለተሸከርካሪ

በመደበኛነት ከተወሰነው ወይም ከተፈቀደው

የመጫን ችሎታ ለመጨመር ወይም ለመቀነስ

ለሚቀርብ ጥያቄ የሚሰጥ አገልግሎት ነው፡፡

2.11 ‹‹የተሸከርካሪ ነዳጅ ፍጆታ ጥናት›› ማለት አንድ

ተሸከርካሪ በአንድ ሊትር ነዳጅ በአማካይ ሊጓዝ

የሚችለውን ርቀት/በኪሎ ሜትር/ ለመገመት

የሚደረግ ጥናት ነው፡፡

2.12 ‹‹ የአገልግሎት ክፍያ ሰንጠረዥ አባሪ›› ማለት

በዚህ ደንብ አንቀጽ 3.12.1 እና 3.19.1

መሠረት የተሸከርካሪዎች የቴክኒክ ምርመራ

ሲደረግ የሚከፈል ክፍያ መጠን ለመግለጽ

ከዚህ ደንብ ጋር አባሪ የተደረጉት ከአባሪ 1-3

የተመለከቱት ሰንጠረዦች ናቸው፡፡

2.13 ‹‹ሰንጠረዥ 4›› ማለት በዚህ ደንብ አንቀጽ3.13.1‚ 3.15.1‚ 3.18.1 እና 3.31.1 መሠረትየተሸከርካሪዎች የቴክኒክ ምርመራ ሲደረግየሚከፈል ክፍያ መጠን ለመግለጽ ከዚህ ደንብጋር አባሪ የተደረገ ሰንጠረዥ ነው፡፡

2.6 “Drivers training License” means a license

issued for training drivers for professional

competency.

2.7 “ Drivers Training Center License” means a

professional license issued for institutions

that will give training for prospective drivers

to train technical and theoretical and

theoretical lessons,

2.8 vehicle for Training” means a technically

approved vehicle assigned for training of

prospective drivers in obstruction and town

road,

2.9 “Garage Certificate” means a certificate for

the approval of maintaining vehicles parts

and body partly or fully.

2.10“ Capacity/Carriage Change service” means

a service to increase or decrease the regular

capacity/ carriage of the vehicle, when

requested,

2.11“ vehicle fuel consumption study “ means a

study accomplished to determine the

kilometer per liter consumption rating of the

vehicles,

2.12“ Annex for service charge table” means

those tables attached to this regulation from

annex 1-3; to implement service charge for

technical inspection service under article

3.12.1 & 3.19.1 of this regulation.

2.13“Table 4 “means a table attached to thisregulation; to implement service charge fortechnical inspection service under article3.31.1; 3.18. & 3.31.1 of this regulation.

4. ውክልና ስለመስጠት

ቢሮው ይህንን ደንብ ተግባረዊ ለማድረግ ከተሰጡት

ተግባርና ሃለፊነት ውስጥ እንደአስፈላጊነቱ ውክልና

ሊሰጥ ይችላል፡፡

ክፍል ሦስት ልዮ ልዮ ድንጋጌዎች

5. ስለ ተሻሩ ደንቦችና መመሪያዎች

ከዚህ ደንብ ጋር የሚቀረኑ ማናቸውም ደንቦች፣

መመሪያዎችና ልማዳዊ አሰራሮች በዚህ ደንብ

ተሽረዋል፡፡

6. ደንቡ ስለሚሻሻልበት ሁኔታ

ይህንን ደንብ ለማሻሻል የሚያስችሉ አስገዳጅ

ሁኔታዎች በአፈፃፀም ላይ ሲፈጠሩ፣ ይኽው

በቢሮው ተጠንቶ ሲቀርብና በሚመለከተው አካል

ተቀባይነት ሲያገኝ በመስተዳድር ምክር ቤቱ

ሊሻሻል ይችላል፡፡

7. ደንቡ የሚፀናበት ጊዜ

ይህ ደንብ ከመጋቢ 01 ቀን 1997 ዓም ጀምሮ

5. Prohibitions

Any regulation, directive and customary

practice against this regulation are hereby

repealed.

6.Improvement

It there If enforcing condition to implement theis

regulation, after studying the problems by

the bureau and hence accepted by concerned

body; the regional administration shall

improve it.

7. Effective date

This regulation shall come into force

as of march 10, 2005
