Calcutta State Transport Corporation invites quotation for supply of 6,00,000 (six lakh) Thermal Paper roll to be used for bus ticketing through Electronic Ticketing as per the specification and terms and conditions given.

1. Introduction 1.1. CSTC seeks proposals for supply of Thermal Paper Rolls for use in ETM Devices, in terms

of this Enquiry document. 2. Scope of Services

2.1 The Vendor shall supply Thermal Paper Rolls for use on handheld Electronic Ticketing Machines conforming to the minimum specifications provided in Annexure A, during the contract period. Initially, the contract will be for one year, which may be extended for 1 year by CSTC, at its sole discretion and at same rate.

2.2 Quantity of Thermal Paper Rolls to be supplied in one year (12 schedule) is 400000 (four lakh).CSTC shall have a right to increase or decrease quantity by of Thermal Paper Rolls by 10% at any time. The Vendor shall be responsible for supply of Thermal Paper Rolls at Central Store, 5, Nilgunj Road, Kolkata 700056 at its own cost.

2.3 CSTC will give a tentative delivery schedule initially for one year in the purchase order. 2.4 The Vendor shall be required to supply Thermal Paper Rolls within 1st week of every month. 2.5 The Vendor shall have an office/representative in Kolkata. 2.6 The Vendor shall abide with the Key Terms specified in Annexure C, during the Contract

period.

3 Eligibility Criteria 3.1 Only the entities meeting the criteria provided in this section shall be eligible to submit their

Proposal. a) The entity shall be in the business of manufacturing/supply of Thermal Paper Rolls, having a

capacity of supplying more than 1.0 lakh (One lakh) Thermal Paper Rolls per month.

b) The entity shall have supplied at least 10 (Ten) lakh Thermal Paper Rolls over last three years.

c) The Thermal Paper Rolls shall comply with the minimum specifications as provided in Annexure A of this Enquiry Document.

4. Submission of Proposals– (visit www.wbtenders.gov.in ) 4.1 Submission process will be in the form of TWO bid systems. 1. Technical – where all

supporting documents along with this proposal duly properly signed in every page should be submitted through online (scan copy) as well as at under mentioned address (hard copy). Technical folder should not contain any financial information. If such kind of information found in this folder, the tender will be liable to berejected. 2. Financial – This quoted rate should be submitted ONLINE ONLY. Interested bidders may visit www.wbtenders.gov.in, and take part in the bidding process. Thetechnical folder’s documents along with 10 sample Thermal Paper Rolls should be submitted, in a sealed cover, at the address given below, latest by 16/02/2021, 17:00 hours.




5. Tender Fees and Earnest Money Deposit 5.1 One demand draft of Rs 5000/- (five thousand) will have to be submitted along with the

tender as tender fees. DD should be in favour of ‘CALCUTTA STATE TRANSPORT CORPORATION’ and payable at Kolkata. Scanned copy of the same to be uploaded in www.wbtenders.gov.in

5.2 5.2 Earnest Money Deposit for an amount of Rs. 2,00,000 (Two Lakh), in the form of a Demand Draft in favour of CALCUTTA STATE TRANSPORT CORPORATION, payable at Kolkata will have to be submitted along with the tender document.. No interest shall be payable by CSTC, on the Earnest Money Deposit. Scanned copy of the same to be uploaded in www.wbtenders.gov.in

5.3 After the selection process / issue of LOA is over, EMD will be refunded to bidders not selected. The EMD of the selected bidder will be converted to Performance Security which may be fully or partially forfeited in the event of non-compliance of terms and conditions and there by causing loss of revenue or reputation of CSTC.

6. Right to Accept or Reject Proposals 6.1 CSTC reserves the right to accept or reject any Proposal, at any time without any liability or any obligation and without assigning any reasons thereafter.

5 Testing of Thermal Paper Rolls and Rejection of Supply

CSTC shall draw random samples from each lot of Thermal Paper Rolls for testing. CSTC may get sample rolls tested from external labs/agencies. In case of rejection of samples due to not meeting the minimum required specifications or due to inferior quality, CSTC, in its sole discretion, may either o Reject the entire lot, in which case the Vendor will have to take the rejected lot back and supply fresh Thermal Paper Rolls, within the prescribed time schedule, or o Accept the lot, with a deduction of up to 10% of the cost

6 Liquidated Damages for Delay in Supply

In case of delay in supply of Thermal Paper Rolls with respect to the delivery schedule, CSTC may impose a Liquidated Damages on the Vendor, at the rate of 1% per day on the order value, subject to maximum of 10 days, for the delayed supply, beyond which CSTC shall have the right to terminate the Contract and forfeit the Performance Guarantee In case of delay in supply, CSTC may procure Thermal Paper Rolls from alternative source to meet the immediate requirement at the risk and cost of the Vendor

7 Termination of Contract

CSTC reserves its right to terminate the contract at any time without assigning any reason.
