INVESTIGATION & ACTION TAKEN On December 15, 2017, Kenny Dean called to notify me that the sewer backed up in his tenant's home. On December 18, 2017, Kenny Dean called to notify me that he worked on the line on December 16, 2017 to attempt to unstop the pipe. On December 20, 2017, Neal Brown contacted me via phone to discuss the issues in Keiser. The manhole in question was damaged recently. This manhole will be fixed as soon as possible once a contractor can be hired or the backhoe can be fixed. Pump Station 2 is not working properly due to problems with the floats. This pump station is being pumped manually until the new floats arrive and no SSOs have been reported. Pump Station 3 has problems with grease accumulation from nearby apartments. Wet well is cleaned once a week for the grease. The clogged line is from a replaced service line to the main connection. This line has collapsed causing a gap between the service line and the connection to the main sewer. Mr. Brown informed me that he would keep me updated with the progress on the manhole. On December 21, 2017, Mr. Dean called to notify me of an overflow at his tenant's home on the ground near the collapsed line. On December 22, 2017, Neal Brown was contacted via phone to find a City Ordinance to determine the responsibility of the property owner and the city for sewer connections. On December 26, 2017, Kenny Dean called that he was working on the service line and the blockage was in the City's main line. On January 2, 2018, Neal Brown was contacted for his findings on the City Ordinance. Mr. Brown informed me that he was waiting on equipment to fix the manhole. Pump Station 2 was still being pumped manually until the floats come in. On January 3, 2018, Neal Brown called to notify me that freezing temperatures caused water meters to malfunction and he would not be able to fix the manhole. Until it can be properly repaired, quick concrete will be used to temporarily fix the manhole. He also reported that no City Ordinance could be found for sewer connections. The Attorney General's office Opinion No. 1999-442 states the sewer line is the responsibility of the property owner until the service line connects to the main city sewer line. The sewer line connection complaint was considered closed and Mr. Dean was notified via email. However, Mr. Dean continued to call on January 17, 19, 25, and 29, 2018 and complain about this sewer line not being addressed by the City. On January 28, 2018, an email was received from the operator on the findings from the blocked sewer line. Please see below for full transcript. A visit to Keiser, AR was conducted on January 30, 2018 to verify the condition of the sewer line and Collection System. The collapsed manhole was repaired (Photo 1) and flowing properly (Photo 2). This manhole was located after the complaint for the sewer line blockage (Figure 2). The manhole prior to the blockage was also flowing properly (Photo 3). A hole was observed with the service line removed behind 208 Bruce Wilson Drive (Photo 4). A grease blockage was observed in the service line (Photo 5) that was removed by City personnel. A neighboring resident, David Dunlap, was present and reported that he has not had any trouble with the sewer. It should be noted that Mr. Dunlap's sewer line is connected to the same sewer as the blocked sewer line. Pump Stations were also visited during my investigation. Mr. Dean was saying it was the cities problem. I checked the main and it was flowing to the north and south of 208 Bruce Wilson. I told Mr. Dean I thought the problem was the homeowners because the main was clear. He disagreed. At that time I told him the normal procedure was for the homeowner to call for a camera. If the problem is on the homeowners side the homeowner pays for the camera if the problem is on the city, we will pay for the camera and do the repairs. He did not call for a camera and started digging up the service line. Mr. Dean replaced approximately 10 feet of the service line and used a water hose to force the blockage down the pipe. The service line flowed for a few days. The second visit, Mr. Dean called us back, saying our main was clogged at 208 Bruce Wilson. I checked the main and again it was flowing. Mr. Dean dug up the service line he had previously installed. I discovered at that time there was approximately an 8" of service pipe that was missing. The missing pipe is a link to the city sewer main. Rocks, mud and tree roots have entered the service line here. Mr. Dean's worker was in the trench at this visit. I asked him where the blockage was. His had his hand and arm in the pipe going towards the main and told me he feels roots and blockage. He never mention there was a broke pipe or connection there. At the next visit, a city employee, Ashley Hicks and myself went to 208 Bruce Wilson, pumped the ditch out to determine that it was 100% the homeowners problem. The sides of the ditch was caving in and we could not enter. At 204 Bruce Wilson, Keiser, Arkansas, during my first visit, Mr. Dean called the city about a blockage at that address. There was a blockage in the service line to the main. At that time we did not determine where it was. I told Mr. Dean to call for a camera and the city would pay for it, if it was on the city side. He did not respond. During my second visit to 204 Bruce Wilson regarding Mr. Dean calling the city about a blockage on the same main and a damage manhole. The same worker was in the city manhole, and told me there was tree roots in the connection to the main and part of the main connection was broken. I agreed with this finding. We have repaired the manhole and the next step is to repair the main connection. All indications show the blockage at 208 Bruce Wilson belongs to the homeowner. These findings are based on the information obtained at the time of the visits. Should additional information is needed, please adivse. Public Works Director Neal Brown
