COG Background

The Metropolitan Washington Council of Governments—known as COG—is a regional organi-zation comprised of 21 local governments surrounding our nation’s capital, plus area members of the Maryland and Virginia legislatures, the U.S. Senate, and the U.S. House of Representatives. It provides a focus for action and develops sound regional responses to such issues as the environment, affordable housing, economic development, health and family concerns, human services, population growth, public safety, and transportation.

Founded in 1957, COG is an independent, nonprofit association. It is supported by financial contributions from its participating local governments, federal and state grants and contracts, and donations from foundations and the private sector.

Membership

COG has more than 250 members, including the governing officials of COG’s participating governments, plus Maryland, Virginia, and congressional legislators for districts in the metropolitan Washington area.

Policies are set by the full membership acting through the Board of Directors, the Transportation Planning Board, and the Metropolitan Washington Air Quality Committee. These three independent policy boards are responsible for a broad range of issues under the COG umbrella, and are supported by an energetic group of stakeholders from diverse disciplines. Supporting groups help shape programs and technical procedures through the dedicated work of public servants whose occupations span a wide range, from police chiefs to social workers.

Policy Boards and Committees

COG policies and programs are developed under the direction and guidance of the following Boards and Committees: the COG Board of Directors, the Transportation Planning Board, the Metropolitan Washington Air Quality Committee, the National Capital Region Emergency Pre-paredness Council, the Metropolitan Development Policy Committee, the Human Services Policy Committee, the Public Safety Policy Committee, the Aviation Policy Committee, and the Chesapeake Bay Policy Committee.

Membership on these policy committees includes elected officials appointed by each of the 21 participating governments. In some cases, representatives from the Maryland and Virginia General Assemblies; federal, state, and regional agencies; citizens groups; and various private sector organizations are represented. All Board and Committee meetings are open to the public.

Transportation Planning Board (TPB)

The National Capital Region Transportation Planning Board was created in 1965 by a Memorandum of Agreement among local governments and the state departments of transportation in response to the requirements of the Federal Aid Highway Act of 1962. In July 1966, by mutual agreement, the TPB became associated with COG as its Transportation Policy Committee. In consultation with its technical committee, the TPB is responsible for developing regional transportation policy and a long-range transportation plan for the National Capital Region. The Board includes rep-resentatives of the transportation agencies of the states of Maryland, Virginia, and the District of Columbia, local governments, the Washington Metropolitan Area Transit Authority, the Maryland and Virginia General Assemblies, and non-voting members from the Metropolitan Washington Airports Authority and federal agencies. Metropolitan Washington Air Quality Committee (MWAQC)

The Metropolitan Washington Air Quality Committee is the entity certified by the mayor of the District of Columbia and the governors of Maryland and Virginia to prepare an air quality plan for the DC-MD-VA Metropolitan Statistical Area, under Section 174 of the Federal Clean Air Act Amendments of 1990. Membership of MWAQC consists of elected officials of COG mem-ber jurisdictions, plus members from Charles and Calvert counties; the air management and transportation directors of the District of Columbia, Maryland, and Virginia; members of the Maryland and Virginia General Assemblies; and the chair of the Transportation Planning Board. In executing its responsibilities, MWAQC coordinates air quality planning activities among COG and other external committees and the Transportation Planning Board, reviews policies, resolves policy differences, and adopts a regional air quality plan for transmittal to the District of Columbia and the states of Maryland and Virginia. Human Services Policy Committee

The Human Services Policy Committee (HSPC) addresses a broad range of regional issues, including affordable housing, health and human services, education, foster and child care, gangs, predatory lending, workforce development, substance and mental abuse prevention and treatment, and mental health.

Aviation Policy Committee

The Aviation Policy Committee serves as an official advisor to the Metropolitan Washington Airports Authority on programs and activities involving aircraft noise issues.

Chesapeake Bay and Water Resources Policy Committee

The Chesapeake Bay Policy Committee (CBPC) was established by the COG Board of Directors in 1998 in recognition of the importance of the Chesapeake Bay Program to local governments within the region. The Committee’s focus is on developing proactive Bay policies on behalf of the COG membership, as well as communicating with COG member jurisdictions on Bay Program activities.

Public Safety Policy Committee

The Public Safety Policy Committee (PSPC) addresses a broad range of regional issues including law enforcement, fire and rescue services, corrections, disaster and emergency preparedness, pedestrian safety, motor vehicle thefts, and animal services.

Metropolitan Development Policy Committee

The Metropolitan Development Policy Committee (MDPC) is the principal policy adviser to the Board of Directors on all planning, land use, forecasting, and economic development issues. The committee is responsible for integrating land use, transportation, and environmental policies, and also reviews and recommends changes in metropolitan development policies and plans.

Public-Private Partnerships

Clean Air Partners

Clean Air Partners is a volunteer, nonprofit, public-private consortium chartered by COG and the Baltimore Metropolitan Council in 1997. It is the air quality, public education campaign for ground-level ozone and particle pollution serving the Washington and Baltimore metropoli-tan regions. The Partnership seeks to improve health and the quality of life in the region by educating the public to take voluntary action to reduce ground-level ozone and particle pollution, and to reduce exposure to ozone. Ground-level ozone and fine particles are two of six criteria air pollutants for which the region does not attain the EPA’s health-based standards. The Partnership is also working to inform the public that voluntary actions related to reducing ground-level ozone and particle pollution also reduce greenhouse gas emissions. Clean Air Partners has member-partner organizations from across the two regions—representatives of government, private sector, and advocacy organizations. The Metropolitan Washington Council of Governments and the Baltimore Metropolitan Council actively support the Partners’ efforts, with COG providing administrative and financial support.

Metropolitan Washington Alternative Fuels Clean Cities Partnership

The Metropolitan Washington Alternative Fuels Clean Cities Partnership is a public-private group organized and coordinated by COG. Membership includes local government and private fleet managers, area utilities and other alternative fuel interests, nonprofit environmental and advocacy organizations, federal and state governments, and academia. The primary goal of the Partnership is to encourage and accelerate the use of alternative fueled vehicles (AFVs) in the metropolitan Washington region as a means of promoting energy security and improving environmental quality.

National Capital Regional Emergency Preparedness Council

The National Capital Regional Emergency Preparedness Council (EPC) is a public-private advisory body established by the COG Board of Directors to oversee and implement the Regional Emergency Coordination Plan (RECP)SM; coordinate activities of the various Regional Emergency Support Function (RESF) Working Groups as they develop specific procedures and relationships; oversee the development of annexes and establish such additional annexes as may be desirable; and develop training or tests of various components of regional emergency preparedness in conjunction with the Chief Administrative Officers (CAO) Committee and state/federal Senior Policy Group. The EPC also serves as the official advisory body for the Urban Area Security Initiative and custodian of the National Capital Region Strategic Plan for Emergency Preparedness. The EPC includes local elected officials and senior representatives of key federal, state, nonprofit, and private sector stakeholders.
