BRETHREN:
Practice the tenets of Freemasonry not onlywithin but also outside the Lodge.
The irnpact of Freemasonry can hardly be felt outside the Lodge. Look beyond
the Lodge. Look beyond your fences. You'll see people suffering, without decent
shelter, without enough to eat. \
Out--of-school children peddling aigarettes, hawking newspaperc, begging.
Homelessfarnilies livingunderbridges, scavenginggarbage dumps, pushing ca*s
under the harsh weather, tuming them into a home when darkness falls.
It does not take much to help the poor and the destitute. \X/e spout Charity,
Relief and Tnrth. Do we really have them in our hearts?
We splurge on things we don't really neecl. We t'enovate our houses and raise
oul fences. To rrake us feel inol'e secure ancl to keep from our sights the
clepression that hangs over our neighborhoods?
We can't erase the problems by doing so.
It is otrr responsibility as mernbers of the community, especially as Freema-
sorls, to help in alleviating the plight of the less fortunate. We have the means to
do it. tr,Take, for example, our brethren from Davao who have launched a campaign
to eradicate drug abuse. The Masons in Iligan City are actively engaged in natural
resources conselation. Quezon City Lodge 122 has been going out with its
medical team to far-flung areas in its outreach prog€m.
They are making a difference for Freemasonry. They are practicing the tenets
of our Craft outside the Lodge. They bring glory to our Brotherhood by helping
others.
Tf tlrese brethren can do these humanitarian deeds, you can do them. too.
Go out, brothers. Spreacl the light and lend a hand.
Let's make a difference.

Our object is ro diffuse the light of civilization and make known to all the ne0dy
of worthy sentimens, cultured manners, affability, and untrammeled intelligence in
all our actions.
Freemasonry is not a mutual aid society. Mutual protection forms part of its
program: everyMasonisobligedtoprotecthisbrethren.This,however,isnotitsmain
objective. Its ideal is much loftier. It is to strive for the brotherhood of man. Hence,
it stands for democratic govemment and upholds the real and effeetive autonomy of
human individuality against that boundless ambition which thrives by absorbing the
rights of the people and waters its happiness with the tears of the needy'
The duties of man are twofold: duties towards his Creator and duties towards
humanity. Religion takes care of the former and Freernasonry of the latter. \We do not

\We admit in our ranks all men regardless of what their religious beliefs may be,
because in each human intellect and in the manifestations of its religious conscious-
ness, the Mason respects the sparks of divine light and does not discuss them or
profane them by meddlesome interference.
We do not side with any religious sect. The wars, assassinations, and bumings
at the stake in the name of religious principles, by which humanity has bben shocked,
the blood shed in the name of the diverse deities, of their conflicting attributes, and
of deified objects, have not stained the apron of the Mason but have shown its purity,
making it a banner of peace in the midst of the cruel struggles of religious intolerance.
1Ve respect the various religious creeds; we do not trouble the peace of honest
consciences, and we treat with pity and tolerance those whose intolerance renders
them incompatible with the beliefs not only of the Masons but of the rest of the
community. The God of Love must notbe made a source of hatred between men.
The perfection of humanity is not possible unless man is free; hence, social
institutions, political bodies and political ties are justifiable and can exist only when
their aim is the defense and Protection of libercy.

Copies of past Grand Lodge Proceed-ings and of the pre-war Cabletow revealthat there were more Lodge resolutionspassed during Ancorns than edicts issued byGrand Masters. Elected Lights then consid-ered Lodge resolutions to be of utmostimportance.
But since the advent of multidistrictconvenl-ions the Committee on Resolutions,by and large, has discovered a dearth of BIueLodge resolutions that are so encompassing
the editorial staff of The Cabletow for eachterm fell into the hands of just one indi-vidual-the incoming Grand Master. Thispractice subjects the intellectual compe-tence of the writers to theirpersonal attach-ments and loyalties.
When The Cabletow was a corpora-tion, the editorial staff was elected by themembership. The editors did not dependon one person's personal choice.
The fiscal management of TheCabletow is presentll . :.he hands of theGrand Lodge. And you know what? Whatis being spent for the printing and mailingof copies of The Cabletow and for hono-raria is part of the budget of the previousGrand Master. So, the increase in the sub-scription rate of our official publication,which Grand Master Mateo campaignedfor, will be enjoyed by the incoming GrandMaster.
Since 1983, The Cabletow has not hada pernanent editorial staff because thestafPs termis co-terninus with that of theGrand Master. Result? The inconsistentdirection of The Cabletow.
This Masonicyeat, as editor-in-chief, Ihad to start from scratch. I'm happy, none-theless, that I have a. progressive GrandMaster who feels that the money we haveisn't enough for a well-edited, balancededitorial fomat. The Cabletovr has ceasedto be a one-man show. Members of theeditorial staff have commendable trackrecords.
But, how free is free? How long cancharity go?
I suggest that the brethren resolve theproblem of lhe Cabletow in their districtconventions. I dare them to be wise in thisregard.

Certainly, there's nothing the matter withedicts. It's a Grand Master's privilege to issueedicts when the Ancorn isn't in session.$7hen the Ancom is in session, the electedLights legislate.
So, in practice, at certain Ancoms,members of the Grand Lodge are reduced toapproving edicts.
Good Serwice Isn't Free
The best things that are God-given are
free, but the next best things that we humanscarr avail of are expensive.
Good is costly. Evil is equally costly.
Life is free. But to keep life moving,pulsating, vibrant and meaningful may costa fortune.

President and later President of the

In his lifetime, Quezon blazed atrail of fierce nationalism and dynamicleaderchip.
The enactment of the PhilippineAutonomy Act orJones Act in the U.S.
Congress tn'1916, alnong rnany otherachievements, is credited to Quezon.Qirezon, then the Philippine Resident
Commissioner, lobbied in and out ofthe U.S. Congress for its approval. TheAct gave Filipinos an elective Senate,
greatly increased Philippine autonomy,and in its preamble expressed thesentiment that Filipinos should t're
given early independence.

first Philippine Independence Missionto \Tashington. With him was a large
group of Masons which includedConrado Benitez, Rafael Palma,Emiliano Tirona, Teodoro Yangco,
Quintin Paredes, Jose Abad Santos,
Camilo Osias, Maximo Kalaw, and
Arsenio Luz.
Quezon's rnission was convertedinto a Masonic odyssey. He was
swamped with invitzttions to Masonic
functions. Being a Grand Master, Sen-
ate President, and eloquent speaker,
he was much sought--out by GrandLodges and regular Lodges in America.
No doubt. Ouezon's Masonic con-tacLs in the Unit&.btates helped him in
his official mission. Masonry was an
"open sesame" causing doors whichwould have otherwise remained closed
to swing open. The Masonic griP was
a strong one and broke down resist-
ance where others failed. The numer-
ousMasons inbothHouses of the U.S.
Congress extended all their help andcooperation.
Thus, a year aker, Rep. \(illiam E.
Mason of Garfield Lodge 589 filedHouse Bill No. 5719 -abill
declaringthe people of the Philippinesfree and
independent. In the hearings of the
Cornmittee on the Philippines, twoMasons, SenatorVarren Harding, wholater became President of the UnitedStates, and Rep. Horace Towner,treated Quezon and the members ofhis mission with utmost courtesy.

Tyranny attempted to stifle free-
dom of thoughtand its manifestations,the right to assemble, and other aspi-
rations of social life; but tyranny founditself face to face with Freemasonry
which has become a personificationof the universal protest against thedesigns of ryranny.
\7hile enthroned tyranny has beenscheming how best to strike off thehead of all humanity at one blow,Freemasonry dedicates its efforts tothe tasks of making all men brothers,wiping out all differences of nation,race, and color, abolishing war, andreplacing the clash of arms and ofchains by the joyous din of labor andindustry.
In the Philippines, Freernasonry is
the brain that must do the thinking forour people. '$(e must strive to estab-
lish, if not in our laws, then at least inour popular custom, love of liberty,equality, and fratemity. Let our Lodges
study problems of organization, be it
economic, political, military, coflrmer-
cial, or what not. Let each memberstate his ideas or deliver lectures on hisparticular line of activity and training,the merchanton commerce, the farmeron agriculture, the soldier on the art ofwar, etc. What we need is habits ofdiscipline, habits of collective life.
As regards the exercise of Masoniccharity, our practice is to look for theneedy who hide their poverty, bring-ing the succor of Masonry to theirhomes and giving them to understandthat such aid comes from a body ofmen who do not wish their benefac-tions to be known because they donot ask for the gratitude of the benefi-ciary nor do they impose any condi-tions for the granting of such relief, so
that regardless of the religious beliefsprofessed by him, or whether or nothe goes to confession, cornmunion ormass, his distress will be relieved be-cause he is entitled to relief. ^t,

Announcing to the whole world ourvirtue is pure ego-tripping, attention-arousing, downright un-Masonic.
That has been our stand. But quitethin is the dividing line betvreen in-forming the public and doing propa-ganda. Propaganda is what any insti-tutionwants to dish out. A propagan-dist devotes himself to spreading asystem of principles. Information, onthe other hand, is what the publicwants to know. To inform, says theHome StudyDictionary, isto inspire orgive life to; to actuate with vitality; tocommunicate knowledge to; to in-struct; to acquaint orappraise a personof something.
For years Masonry has been theobject of derision and the subject ofdebate among "experts'who claim toknow the esoteric and exoteric teneB -of the Fraternity. Frequently its mern-
bers have been condemned in highplaces and even in the sancttmsanctorum of religious fanatics. ButMasons have kept their peace. Theyhave serenely let the world go by.They have let evenB take their course
as if the Masons' Gibraltar is forever.
Where, many have asked, are the
Masons?
They are, of course, around. Si-
lent. Almost.
Our Grand Master has challengedus to come out into the open and becounted. It is high time we emergedfrom our enclaves and actively pa*ici-pated in non-political, non-religiousissues that concem our national life.Let us be in the vanguard of themovement of letting Truth conquereverything.

It is consoling to note that the Depart-ment of Education, Culture and Sports has
stressed values education since, obviously,we have slipped backwards in our moralsetup. Maybe it is time we renewed ourcommitment to help upgrade the publiceducation sector. One way of doing this isto compile the moral and related teachings
of Filipino leaders who were at the same

6. Cultivate industry, thrift, and love ofwork.
7. Strive to be clean, chaste, and pure.

From conversations with our GrandMaster MW Agustin V. Mateo, we havegathered that he is determined to work as
hard as he can to help unify Masonry in thePhilippines and to get the brethren demon-strate their pride in the Fratemity to eachother and to the public. The foliowingstatements of M\7 Leonard Philip Haruey,PGM, Grand Lodge of Texas, may as well bethose of our Grand Master: "The Freema-sonry I love is that Freemasonry illustratedby the lives of Masons who live theirMasonry. Our Fratemity was built on theexamples set by such men. Young mensought out Masonry because of such men.They will seek us still if we work togetherin unity and live our i\4asonry."

Walana Lodge 13 -100 Years1\(alana Lodge 13 pLayed a maior role in the struggle for
country against the Spaniards and

fought the Spanish colonizerc and tried
to dislodge the American invaders from
the Philippines.
It metamorphosed from Logia
Walana 158 which was organized in
February 1.892 under Grande Oriente
Espafiol. Its charter was issued on
May 2 of the same year. It became
Walana Lodge 13 when it joined the
Grand Lodge of the Philippines in 1917.
"lV'alana" is the Tagalog term for"that which has been lost", whichsymbolizes a Master Mason's search
for life's unlathomable meaning.

At that time Masons were sus-pected bythe Spanishauthorities to beenemies of law and state and theirLodges separatist societies, so thatthey were closely watched and theirhomes and temples frequentlysearched. A vigorous campaign againstMasonry, moreover, was waged bythe religious co{porations.

Significance of lts Name
In the face of all this, the membersr:f Walana (or Walanians) circum-spectly held their meetings, some-
times in WB Villaruel's house on CalleAsuncion in Binondo and at othertimes on Calle Azcaraea. They alsoposted watch-outs nearby. When thecivil guards were in the vicinity, thewatch-outs would give a signal for thebrethren to cease their Masonic laborsand be on their guard. The brethrenwould resume their meeting uponhearing the watch-outs shout"Walanat (implying that the civilguards were gone).

Ilautravelled to different parts ofthe country making an intensive propa-ganda campaign for his beloved Fra-
temity. In Tarlac, with the help ofJoseSofio Bafluelos and Procopio Hilario,he transformed Triangulo Agtrso LttoLodge Villaruel No. 223. He workedwith Isabelo Artacho and several otherbrethren in firming up Masonry inPangasinan. He and fellow WalanianEnrique Escuardia went to Aparri,Cagayan, where they helped GracioGonzaga and Fermin Makanaya infounding Minerva Lodge No.217.
In1894, he founded Lodge Patria
in Cavite.
In 18p5, despite incalculable risks,
he continued his self-imposed mis-
sion of strengthening Masonic unityand spreading Masonry.
But the Katipunan was exposedto the Spanish authorities on August1,9, 1,896.This development forced the
Lodges to dissolve and to bum theirdocuments and other materials.Trapped in the cities and towns, manyMasons were either shot or sent toexile. A greater number took to thefield to meet their persecutorc in real
battle.
On August 20, \7B Villaruel andfellow Lodge leaders Antonio Salazar,
Luis Enciso Villareal, Domingo Franco,
Jose Dizon, Moises Salvador, andNumeriano Adriano were arested, al-legedly because Masonic documentswere found in their possession. Theywere subjected to inhuman tortures,then pronounced guilty of treason
and insurrection in a mock trial, andfinally, on January'1,1, 7897, executedin Bagumbayan.

On Febnrary 27, 1.904 he waswrongly charged by Fiscal Gale of thecrime of sedition an( conspiracyagainst the US Govemment in thePhilippines. Fortunately, the Judge ofFirst Instance found him innocent andordered his release from prison.
In 1906 he zealously served as
Junior Warden of the reorganizedValana. ln 1908 he was elected \tr7or-
shipful Masrer. From t91O to l9l2 hewas Lodge Secretary. In 1913 he wasagain elevated to the Oriental Chair.

ice and worship of God, SpeculativeMasons symbolize these labors of ourancientbrethren in the construction ofa spiritual temple in our hearts, pureand spotless, fit for the dwelling place
of him who is the author of purity -where God is to be worshiped in spiritand in truth, and whence every evil
thought and unruly passion is to bebanished, as the sinner and the Gen-tile were excluded from the sanctuaryof the Jewish Temple.
This spiritualization of King Solo-
mon's Temple is the first, the mostprominent. and most pervading of allthe symbolic instructions of Freema-
sonry. It is the link that binds theoperative and the speculative arts ofthe Order. It is this which gives it itsreligious character, for temple wor-ship is in itself an ancient type of thereligious sentiment in its progress to-wards spiritual elevation.
To further illustrate the method inwhich the Speculative Masons haveappropriated this design of King Solo-mon to their own use, let us discussthe entire construction, althoughbriefly, of the temple.
To constmct his earthly temple,the Operative Masons followed thearchitectural designs laid down on the"trestle-board", orbook of plans of thearchitect. By these he hewed andsquared his materials; by these heraised his walls; by these he con-structed his arches; and by thesestrength and durability, combined witttgrace and beauty, were bestowed theedifice he was constructing.
The "trestle-board" becomes,therefore, one of our elementary sym-bols. For in the Masonic Ritual theSpecr-rlative Mason is reminded that, as
the operative artist erects his temporaledifice, in accordance with the rulesand designs laid down on the trestle-board of the master workman, so
should he erect that spiritual building,of which the material is a type, inobedience to the rules and designs,the preceptsand commands, laid downby the Grand Architect of the Uni-verse, in those great books of natureand revelation, which constitute thespiritual trestle-board of every Free-
mason.
The trestle-board is then the sym-bol of the natural and moral law. Likeevery other symbol of the Order, it isuniversal and tolerant in its applica-tion; and while, as Christian Masons,we cling with unfaltering integrity tothat explanation which makes theScriptures of both dispensations ourtrestle-board, we permit our Jewish

and Mohammedan brethren to con-tent themselves with the Books of the
OldTestament, orthe Koran. Masonrydoes not interfere with the peculiar
form or development of anyone's reli-gious faith. All that it asks is, that the
interpretations of the symbols shall beaccording to what each one supposes
to be the revealed will of his Creator.
The Operative Mason requiredmaterials wherewith to construct histemple;the *rough ashlar" orthe stotre
in its rough and natural state, unfonnedandunpolished, as it hadbeen lying inthe quarries from the foundation ofthe earth. This stone was to be hewed
and squared, to be fitted and adiustecl,
by simple but appropriate implements,until it became a "perfect ashlar," orwell-finished stone, ready to take itsdestined place in the building.
Again, in these materials do u,e
find other elementary symbols. The
rough and unpolished stone is a sym-
bol of man's natural state - iglrorant,uncultivated, and, as the Rornan histo-rian expresses it, "grovelling to the
earth, like the beast of the field, andobedient to evely sordid appetite";but when education has exerted itssalutary influences in expanding hisintellect, in restraining his hithertounruly passions, and purifying his life,he is then represented by the "perfectashlar" or finished stone, which, un-der the skillful hands of the workrnan,hasbeen srnoothed, and squared, andfitted for its appropriate place in theedifice.
Here, an irlteresting circurnstancein the history of the preparation ofthese materials has been seized andbeautifully appropriated by our sym-

count of the Temple, contained in theFirst Book of Kings, that "the house,when it'was in building, was built ofstone, made ready before it wasbrought thither, so that there was
neither hammer nor axe, nor any toolof iron, heard in the house while it wasin building."

The perfect ashlar and the modeof its preparation, taken together, is asymbol of the social character ofFreemasonry - the attainment ofhuman perfection and concord andunion of men in society, anothersignificant chamcteristic of the Order.
Both the Scriptures and traditioninforms us that, at the building of King
Solornon's Ternple, the operative rna-
sons were div-ided into different classes,
each engaged in different tasks, namely:the bearers of burden, the hewerc ofthe stones, ancl the overseers, calledby the old Masonic writers as the "Ishsabal", the "Ish chotzeb", and the"Menatzchim". The same system ofregulations has been preserued in ourpresent day, or Speculative Masonry;they are the Apprentices, the FellowCrafu and the Master Masons, whoconstitute an important and intereSt-ing part of temple symbolism.

the traditions of the Order have usedfew and simple tools in the quarries,
namely, the twenty-four inch gauge,
or two-foot de, and the commongavel, or stone cutter's hammer. \fiththe former implement, the operativemason took the necessary dimensionsof the stone he was about to prepare,
and with the latter, by repeated blows,skillfully applied, he broke off everyunnecessary protuberance, and ren-dered it smooth and square, and fit totake its place in the building. Thus, inthe first degree of Speculative Ma-sonry, the Entered Apprentice receivesthese simple implements as emblem-atic of his profession, for the ?4-inchgauge for him to measure no stone,
but time, as a symbol of time well-spent or employed; and the cornmongavel forhimnot to srnoothand polishstones, but to purify and cleanse hisheart and min{ from every vice andimperfection th$sLould .ender it unfitfora place in the spiritual temple of hisbody, as a symbol of purification ofthe heart.

when the materials finished by theApprentices were brought to the site
of thebuilding, where theywere placed
in the hands of another class of work-lnen, the Fellow Crafts, who core-spond to the "Mystes" or the seconddegree of the ancient mysteries. At hisstage of the operative work moreextensive and more important laborswere to be performed, and accord-ingly, a gteater amount of skill andknowledge was required of those towhom these labors were entrusted.The stones prepared by the Appren-ticeswtre now tobe deposited in theirdestined places in the building and themassive walls were to be erected. Forthese purposes implements of a higherand more complicated character thanthe gauge and gavel werenecessary.The "square" was requiredto fit the joinr with sufficient accu-racy, the "level" to run the courses inahoizontal line, and the "plumb" to
erect the whole with due regard toperfect perpendicularity. And this por-tion of the labor finds its symbolism inthe second degree of the speculativescience, and in applying this symbol-ism we will continue to refer to theidea of erecting a spiritual temple inthe heart.
The necessary preparation, then,having been made in,the first degree,the lessons having been received bywhich the aspirant is taught to com-mence the labor of life with the puri-fication of the heart, as a Fellow Crafthe continues the task by cultivatingthose virtues which give form andimpression to the character, just as
adapted stones give shape and stabil-ity to the building. Hence the workingtools of the Fellow Craft are referred,in their symbolic application, to thosevirtues. The "square" symbolizes mo-rality- which teaches us to apply theunerring pri nciples of moral science toevery action of our lives, to see Lhat allthe motives and results of our conductshall coincide with the dictates ofdivine justice, and that all our thoughts,words, and deeds shall harmoniouslyconspire, like the well-adjusted andrightly squared joints of an edifice, toproduce a smooth, unbroken life ofvirtue.
The "plumb" is a symbol of recti-rude of conduct- and inculcates thatintegrity of life and undeviating courseof moraluprightness which alone dis-tinguishes the good and just man. Asthe Operative Mason erecshis tempo-ral building with strict observance ofthat plumbJine, which will not permithim to deviate even a hair's breadth tothe right or to the left, so the Specu-
lative Mason, guided by the unerringprinciples of ightand truth inculcatedin the symbolic teachings of the same
implement, is steadfast in the pursuitof truth, neither bending beneath thefrowns of adversity noryielding to theseductions of prosperity.
