Regular Meeting Minutes Urban Forestry Board
Monday, July 9, 2018 P.O. I. CALL TO ORDER/ROLL CALL: Recording Secretary Abbenhuis takes roll call, a quorum is established. Chairman Moyer calls the meeting to order at 3:03 PM.
II. APPROVAL OF MINUTES: Regular Meeting – June 11, 2018 Chairman Moyer asks if there is a motion for approval of the Minutes of the last meeting, and if there are any corrections needed. Board Member Cusick would like to correct the minutes, change the remark about “taking the leaning tree”. Recording secretary Abbenhuis will make that correction. Chairman Moyer asks for a motion to approve the minutes with correction. Board Member Bertagna makes a motion to approve the Minutes of the Meeting of June 11, 2018. Board Member Cusick seconds the motion. All are in favor, motion carries.
III. VISITOR COMMUNICATION:
There are no visitors at today’s meeting.
IV. TREE REPORTS: Recording Secretary Abbenhuis states that Wanda Braughton, Crew Supervisor of the Public Works Crew, reported a tree (today) at Public Works Head Quarters that doesn’t look really good. She took a picture of the tree in question. Forester Galecki states that when he looks at the picture, he can concur that the tree doesn’t look healthy. It has a grey color tone. It reminds him of the tree we recently discussed, located at N. Maple Street and Green Ridge, by the mailboxes. It looks like this tree is dead or dying. He is passing the picture around, for the Board Members to see if they agree. Public Works Director Bertagna states that he can take the Forester to the

shop, to take a look at the tree in person. Board Member Bertagna states the tree looks like it is fading. Board Member Cusick asks if this tree is located on City owned property, which is confirmed. The location is at the Public Works facility, in the corner where the crew parks the snow plows. Forester Galecki states that he marked trees in the spring, but doesn’t recognize this tree. Public Works Director Bertagna states that there were no dead or dying trees in that section. He continues on to say that the City is not in a rush to remove this tree, if the board wants City Forester Galecki to take a look at the tree first. Board Member Cusick states that the tree doesn’t look too good, and wonders if it may bounce back, as long as it not a danger. City Forester Galecki has another tree to report on. He started doing a pass through and is getting organized so he can start doing the Parks Inventory. This tree is located by the Chamber of Commerce building, next to the cell tower. It is a Scotch pine tree that is nearly dead. There is some green on it, but recommended for removal. It is ugly and it will only get worse, it will not get better, even though it is still alive. Per Public Works Director Bertagna this is a park tree. City Forester Galecki continues on to say that it has multiple tops, and it borders the Sinclair Gas Station. Public Works Director Bertagna states this tree has multiple tops, because it is located underneath the Power Lines and has been topped before. Board Member Bertagna states that it looks like one of the tops is dying off. City Forester Galecki states he didn’t do a report on this tree yet, because he just discovered this tree. He repeats that he recommends removal of this tree. He will fully document this tree in a report with pictures. Board Member Cusick states that she missed the location of the tree. Public Works Director Bertagna states the tree is located in Fir Street Park. City Forester Galecki states the tree is right by the band shell and behind the Sinclair Gas Station. Chairman Moyer states he would like to go back to the tree located at the Public Works Facility, and would like to get a recommendation from the board to allow for the tree to be removed with City Forester Galecki’s approval. Board Member Bertagna makes a motion to approve removal of the tree located at the City Public Works facility. Board Member Cusick seconds the motion. All are in favor, motion carries. Chairman Moyer asks for a motion for the second tree. Board Member Cusick makes a motion to allow removal of the Fir Street Park tree (Scotch pine) by the band shell. Board Member Bertagna seconds the motion. All are in favor, motion carries. Board Member Bertagna has a question, in regards to the Heritage Trees that are located by the weigh station, discussed in a prior meeting. Removal of the Juniper trees around the Heritage trees was discussed, and he would like to know when the Juniper trees will be removed. Public Works Director Bertagna states that he didn’t receive direction to remove those Juniper trees. Recording Secretary Abbenhuis states it is in the minutes of one of the prior meetings. These are small caliper Juniper trees. Board Member Bertagna states they should be removed, to stop them from taking water from the Ponderosa pines. City Forester Galecki states that there was a

motion for the removal. Public Works Director Bertagna states he doesn’t remember a motion to remove any trees, just the fact the Ponderosa pine trees would be monitored. Forester Galecki states he made the recommendation for the Junipers to be removed, they are troublesome and feels removal would help the situation. Board Member Bertagna states he thinks that removal of the Junipers was decided by motion. Public Works Director Bertagna asks if any of the Juniper trees is over eight inches. City Forester Galecki states they are all small trees, but one is more sizeable, and he will go through his records right now to check on this. Chairman Moyer asks if there are any Board Member Comments, while City Forester Galecki is looking for his report about the Juniper trees. The Board Member have no comments. Public Works Director Bertagna states that the tree at Shibui was removed, next to the Athletic Club, the Ponderosa pine tree that was dead. Stump was ground, removal went smoothly. The City received bids for the tree removal on Maple Street, the dead Ponderosa pine tree in the Center Island. It will be gone by the next meeting. (Tree was removed on July 17, 2018). Chairman Moyer asks how the bids are, that come in, if they are good? Public Works Director Bertagna states that it is good to go out for bids. The City gets some variety in the bids, it is not really consistent. Board Member Cusick asks if Dude Aylor still does tree removal. Public Works Director Bertagna answers that Dude Aylor no longer does tree removal. Chairman Moyer states that Dude Aylor is going to college right now. City Forester Galecki found his report, and his recommendation to remove the Junipers trees near the stressed Heritage tree will be in the report. The report is from January 10, 2018, so it would have been talked about in the February 2018 meeting, and the minutes would be from March of 2018. City Forester Galecki finds the information and reads from the minutes. The recommendation is to remove two small Juniper trees. Board Member Burke makes a motion to follow the recommendation of the City Forester, Board Member Ryan seconds that motion, all are in favor, and the motion carries. The size of the two Juniper trees is not mentioned, but City Forester Galecki assumes they are smaller than eight inches in caliper and that the removal can be done “in house” by the Public Works Crew. Public Works Director Bertagna states that is fine, and that he would like to stop by the site after the meeting to take a look at it, because he wants to be absolutely positive about that. There is a bunch of little trees in that area. City Forester Galecki states that the trees in question are right in the drip area of the Ponderosa tree, really close to the tree. Chairman Moyer states that a new motion is not necessary, because all of this was already documented in the prior meeting. There are no other tree reports.

Public Works Directors states that City Forester Galecki will now start working on the Parks Inventory, and after that the UFB can start working on the Development Code and the Public Works Standards update.
V. BOARD MEMBER COMMENTS Board Member Cusick states that during the last meeting there was a lot of discussion about the things that may need changed in the Development Code, but she feels like the UFB lost the opportunity to influence any changes. Recording Secretary Abbenhuis states that the last meeting was really just an introduction to address changes needed in the Development Code. The Planning Commission is still months away of being able to take this on because they still have other things on their Agenda. Community Development Department will work on a draft, which will have to go to the Planning Commission first. Board Member Cusick wants to know if the UFB wants to be more involved in the planning process, and if the board has specific things they would like to see changed. Board Member Cusick feels that now is the time to do something about the things that were discussed, in regards to the tree permit, the caliper of trees, the species of trees, the replacement ratio, etc. To get a range of things into place rather than the same rule for everything. She continues on to say that she doesn’t want to find out the day before the meeting what will be up for discussion, she would like more time to prepare, read it ahead of time. Recording Secretary Abbenhuis states that Senior Planner McConkie mentioned that she would like to do a Workshop first to discuss all of the items that need that need some work, and that she was in favor of doing a joined Workshop with the Urban Forestry Board. Board Member Cusick states she has not finished reading the Development Code and that a lot of it that is new to her and continues on to say she would really appreciate a joined Workshop. Board Member Cusick has one other question about a tree on the corner of South Pine St and Hood Avenue, behind Richard’s Produce. There are several big Ponderosa pine trees, and one of them has a widow maker. The branch is broken and dangling. She would like to know who owns those trees. People park there to be in the shade. If that branch come down, it may cause damage to a car or hurt somebody. Public Works Director Bertagna states, that if this is not a Public tree, staff will send a letter to the owner, to get it taken care of. Nugget Reporter Stafford asks about the old Bruce Forbes property, next to the Bus Barn of the Elementary School. They cut down a tremendous amount of big Ponderosa trees. There was one on the corner, right next to the house, and she understands why that tree was removed. They are currently trying to sell that house. But in the back yard between the house and Timber Creek, there were many trees and they cut them all down. She realizes this is private property, but wants to know if the owners can do that. Public Works Director Bertagna states this is a question for the Community

Development Department. This is a good question for Senior Planner McConkie. Reporter Stafford continues on to say she kept hearing a chainsaw and when she drove by the property on East Cascade Avenue, she noticed where they were cutting down all of the trees. Board Member Cusick states that next time, Reporter Stafford should call City Hall to report this as it is happening. Very often people call in when it is after the fact and too late to do something about it. If the Community Development Department would find out while it is happening, they could possibly still go over to the property to stop the cutting of trees. Per Public Works Director Bertagna, private property owners, should check in with the Community Development Department to get approval for removal of trees, eight inches in caliper or larger.

Report for Cold Springs Phase 6
A request for construction tree removal was inspected. The Village at Cold Springs is considering Phase 6, and a
large detailed map was submitted for approval of tree removal. Because of the physical large size of the Phase 6
project, and the large number of trees to be removed, careful examination of the plans was carried out.
The first item reviewed was the tree retention islands. These areas are marked on the maps with square shapes
and continuous lines to represent tree protection fence barriers. These were placed in good faith, and marked
well with flagging and staking, to demonstrate where existing trees will not hamper construction and will not
conflict with any ROW or utility layout.

The remainder of the stand has 449 individual trees marked with and X, and designated for removal. These
particular trees lie in proposed ROW’s, set-backs, and construction zones. The land owner can, in fact, select to
remove these trees if the they potentially conflict with facility design.
However, close inspection revealed that there may be opportunities and special engineering steps that can be
carried out to save a significant amount of an additional 32, or more, trees.
There were many trees that resided close to set-backs, or other ROW’s and facilities, that could possibly be
compromised, and re-engineered, and easily saved with minimal amount of effort. These are all marked in red on
the attached PDF map, and marked with white flagging on site.
Additionally, the submitted tree removal map had many errors in regards to proper surveyed location. Most
errors occurred in the NW corner by the entry of Williamson Ave. and are marked with the approximate location
with red squares. Lastly, many diameters were incorrect, some with discrepancies of about 3 inches.
Final Recommendations and Conclusions
The basic tree removal strategy of the submitted plan followed the format of: if the tree’s location fell with the
confines of the foot-print of set-back, ROW, or utilities, it was designated to be removed. The tree retention
zones were done well and complemented the overall plan, and demonstrates that some trees will be protected
and left. However, extra steps to show confidence that the other trees can be potentially be saved remains to be
seen.
It is recommended that a new drawing be submitted with the following objectives.
• Reconsider saving trees close to lot lines, or where minor utility work can be performed to alter plans, and
work-around trees. 32 trees are already marked in red on the map, but potentially more are in the west lots.
• Revisit and re-map missed trees, not shown on the map. Provisions and compromises cannot be carried out
if the trees are not located in the first place, this is a mandatory requirement in any submittal.
• Major re-engineering or extra material may be needed to work-around saving several ‘Legacy Trees’. Some
situations are more difficult than others, but 400 year old Ponderosa Pines have been identified, and it is
worth and second look to consider retention in these cases.
• For this existing plan, and any upcoming future plans, a generic set-back footprint may not be acceptable. It
would be advantageous to see an actual home dimension overlay or a more detailed set back to help
everyone involved to make better decisions.
The tree marked
with white flagging lies directly in the north side of the proposed ROW. It is requested that special design be
thought out to perhaps save this significant 25 inch Ponderosa Pine.
Similarly, this 42 inch Ponderosa Pine is
almost 400 years old and is in good health, it is recommended that work-around proposal be made to save
landmark trees such as this one.

Report for Alley Improvement and Development
Proposed development for city ROW alley work and building on private lot at 413 S. Larch Street will take place
soon. A few trees exist in the alley south of the lot. They are recommended to be removed for reasons that they
encumber and interfere with plans for development. Furthermore, they are not good or healthy trees. They are
either dead, poorly shaped and not a good choice to keep within the alley ROW.

One hardwood tree, one dead Ponderosa Pine snag, and one live large Ponderosa Pine can be allowed to be
removed.

Vista Ridge Homes
A large variety of trees are planned to be removed on two lots proposed to be developed, at 347 E Jefferson Ave.
and 413 S Larch Str. All trees are marked in orange paint, and will also be documented in a separate tree permit
submitted through City of Sisters Planning Dept.
Many city owned ROW trees are small elms and cherries that are less than 8 inches in diameter, and can be
removed according to the developer’s discretion. One fairly significant 10” Ponderosa Pine is also allowed to be
removed in the ROW because it has a poorly formed top. The developer will pay for the removal even though the
marked trees reside in the ROW.
The next series of photos and documentation are intended to address significant trees residing in the interior
lots. Several large Ponderosa Pines, plus one Juniper, fall into the planned home design and layout. After careful
consideration, Vista Ridge Homes has marked and designated these particular trees for removal.
The first sizable group of pines is by
the NE corner of the lot at 347 E Jefferson Ave. These 4 pines directly conflict with the physical home layout, the
proposed corner of the home is to be at the orange stake.
The largest, and most significant group of trees marked lies directly in back of the old house at 413 S Larch St.
These also conflict with development plans and are recommended for removal. The 2 photos above provide size
scale and location reference.
The next most significant group are the large trees behind the old house at 347 E Jefferson Ave. They appear to
be close to the alley and possibly out of any construction zone, but the garage and driveway are planned to be
placed in these spots, as shown by the outstretched arms.
Additionally, one large Juniper is marked for removal, it resides deep into the lot and plan layout, and is
recommended for removal.
Lastly, one large Ponderosa Pine near the SE corner of the old house is marked for removal.
Similar to the other marked trees, its current position conflicts with construction, plus it has compromised
multiple forked tops. If any shared ROW ownership exists with this frontage tree, the owner has offered to pay
fully for its removal.
The other 2 large frontage pines are to remain, pictured in the right of
the photo. ROW ownership is debatable.
The twin pines in the very SE corner of 413 S Larch are to remain. The stump in front of 413 is in the ROW and can
be allowed to be carved as a landscape feature.
As mentioned previously, numerous variety of
hardwoods and insignificant pines less than 8 inches can be cut according to the landowners discretion.
Overall, Vista Ridge Homes has seemed to comply with existing code and has tried to come up with a workable
construction plan. The trees marked for removal with orange paint have appeared to have gone through a
thought process, and hopefully the remaining trees will continue to contribute to the landscape of the general
neighborhood.

Report for Revisit, Aspens Affecting Sidewalk
The home owner at 511 Redwood has indicated that there is still persistent sidewalk damage on the his lot on the
corner of Redwood and St Helens in the Pine Meadows subdivision. The following pictures show some
displacement of sidewalk sections, with rise or fall, and averaging about an inch from true level.
The tip of the range pole is protruded upward about and inch, indicating the rise at the seam.
Root heaving is suspected for the sidewalk displacement. Most of the aspens do have roots and bole rising above
the level of the grass.
Cracks appear as well, but do not show any rise or fall.
A sunken section appears, with fall less than an inch below the level range pole.
The correlation with the displaced sidewalk and root growth cannot be conclusively determined. Most of the
Aspens do exhibit root and bole deformity. Furthermore, Hypoxalon has been observed in at least one of the
trees.
Black oozing and discolored bark seams indicate disease. If
any Aspens are to be removed, it will have to be because of the justification of the active disease and root
problems found now, and immediately impacting the present landscape.

637 W Jefferson Ave. Nearly Dead aspen
Aspen tree at 637 W Jefferson Ave. in the Pine Meadows subdivision, has been observed to be severely declined.
The owner is adamant about having it cut down. The final recommendation is to have it removed after all.
Drought symptoms, plus the presence of ‘Oyster Scale’ on the bark are affecting this tree, it is unlikely to recover.
Lastly, on the same property, there is a dead privately owned Aspen, that is not a ROW tree, and near utilities,
that is recommended to be removed at the owners expence.

780 S Redwood St, Pine Meadows
The landowner at 780 S. Redwood St requested assistance with several tree questions.
The first concern is a dead, or nearly dead White Birch facing Hope Ave. The recommendation for this tree is
immediate removal, there is no chance of recovery for this particular tree.
The next concern is declined and dead tops randomly appearing in the other
remaining live White Birch. If the dead branches are not a hazard, it is recommended to leave the other Birch
alone, excessive pruning is not recommended. Alternative is to supply plenty of irrigation when needed.
Additionally, a pruning and general maintenance concern is to trim out excessive branching on 2 Maples facing
Redwood St.
Interior branches are thick and abundant. Some branches are
growing so aggressively that they are intertwining and could create grirdling. Recommendation is to have these
trees pruned. Plenty of healthy branches exist, and the best can be chosen to continue to promote the shade
density of these 2 trees.
Lastly, on the same property, there is a dead privately owned Birch, that is not a ROW tree, and near utilities on
the left side of the photo, that is recommended to be removed at the owners expence.

Report for Spruce and Pavers, at Laundry, 247 N Fir Str.
A Large Spruce tree has overgrown its space, and is now affecting the surrounding paver sidewalk at the laundry
business at 247 N Fir Str.
The range pole is pointing at a dislodged paver brick
Laying the range pole on the surface shows an uneven grade, and provide perspective towards severity of
dislodged bricks.

spruce is dominating and leaning in the entry way and street.
Recommendation is to have this tree removed. The spruce is actually currently healthy, but it has overgrown its
space, and is not a good fit for this area. Complaints about the sidewalk heaving were noted. The heaving, lean,
and overgrown stature contribute to the recommendation that it be removed.
Other surrounding mature ponderosa pine still contribute to shady and full stocking of the property, and the
spruce will not be missed.
This report is intended to reflect on suggestions for the trees, and not to infer on responsibility of actual side walk
maintenance or replacement.

Report for Damaged Mt Ash, 287 E. Black Butte Ave.
A Mt Ash has been observed to be declining at 287 E. Black Butte Ave. Current problems are that the bole is
severely scared. Hypoxylon Canker, that is common in Aspens, can also attack Mt Ash. This particular tree is
deeply infected, and heartwood is exposed.
Deep scar with disease, plus lean, perhaps from car or traffic running into it.
2017 Inventory records indicate the problem of Hyploxylon only, see inventory photo.
The current poor state of the tree, plus the evident trend of problems getting worse, strongly suggests that this
tree be removed. Exposed bole and the start of heartwood rot, and also the new physical lean cannot be fixed.

A dead is Aspen is standing at 228 E. Black Butte Ave. The cause of death appears to be related to bole damage.
Previous inventory records indicate tree was in reasonable shape in 2017, minor decline noticed in foliage and
bole, see record photo.
Damage could be from weed eater cuts or a combination of Hypoxylon entering the bole. The recommendation is
to have this tree removed. There is no remedy and it is 100% dead.

Report for City Hall Leaning Tree
A Scotch-Pine has been leaning and could potentially affect electric facilities at Sisters City Hall, north-east side of
the building.
A rope is required to keep the tree from interfering with structures. The Scotch Pine is slightly larger than 8
inches, but still does not contribute to any significant part of the landscaping. The recommendation is to have this
tree removed. The neighboring Spruce with fill in and compete for the resulting space, and naturally complement
the landscaping.

A large Ponderosa Pine 109 E St Helens Ave has been observed to be dead, July 2018.
Tree is 100% dead, no explanation of cause of
mortality. Most likely beetle infestation or drought.
The only alternative now is to have the tree removed. It was confirmed that the ponderosa pine is city-owned
and resides in the ROW. Measurements on the ground and comparison of tax-lot maps confirm its location.
Visual inspection with landmarks such as fence corners and utility ROW’s also confirm that the tree is city owned.

Report for 208 W St Helens Ave Drought Pines
2 large Ponderosa Pines at 208 W St Helens Ave has been observed to be suffering from drought symptoms, July
2018.
Drought signs and discoloration are common within most of the city. These 2 trees do in fact have a few orange
limbs, and also show a slight lean. Furthermore, they are close to significant electrical overhead wires.
Even though there are signs of drought, the recommendation for these trees is to leave them alone and continue
monitoring for more discoloration. If wind throw is suspected and lean gets worse, pruning to decrease trees
crown volume me be recommended in the future.
