Th e Power of Endless PossibilitiesSM

Th e Philadelphia Foundation provides four key services to harness the power of generosity in Southeastern Pennsylvania:

1. Philanthropic Resources DevelopmentCaring people turned to their community foundation to initiate 59 new charitable funds. As of Dec. 31, 2006, the Foundation administered 713 charitable funds which will provide grants and scholarships for years to come. $26.7 million in contributions from 3,252 generous people will increase philanthrop-ic resources to meet community needs today and tomorrow.

2. Financial Stewardship of AssetsTh rough prudent fi scal management and astute investment policies, the Foundation’s asset base increased 10.3% to $317 million as of December 31, 2006.

3. Grants and ScholarshipsAft er matching donors’ intents with community needs and performing due diligence, we awarded 1,589 grants and scholarships totaling $18.3 million to 1,124 organiza-tions.

4. A Center of Knowledge of Community IssuesAs a neutral force for philanthropic good, the Foundation addresses overarching community issues.

The Philadelphia Foundation is in compliance with

national standards for services and operations that have

been established by the Council on Foundations to guide sound policies, accountable

practices, and ethical and operational integrity that strengthen the effectiveness of com-

munity philanthropy.

2006 was another dynamic and successful year for The Philadelphia Foundation as we helped thousands of caring people and dedicated nonprofit agencies to achieve the endless possibilities that community-based philanthropy offers. We are con-tinually encouraged by the outpouring of support by our contributors; by harnessing their generosity, we unleash the power to help one another and enable the communities of Southeastern Pennsylvania to shine. For this we are humbly grateful and proud to serve as your partner in philanthropic services.

The year was one of growth and new directions, particularly in our grantmaking services. An extensive survey of our grantees gave us an op-portunity to review and redirect our grants priori-ties and enhance our procedures. This included our nationally acclaimed “Rising Tide” initiative for our discretionary grantmaking aimed at improving the performance of the nonprofit sector, which accounts for an astonishing 15% of all non-government em-ployment in the region and 27% in Philadelphia. By using our discretionary grant dollars to fund orga-nizational development and capacity-building rather than individual projects and programs, we hope to “lift all boats” and create a corps of high-performing nonprofits that serve the community. We also hope to gain knowledge about what the nonprofit sector

needs so donors can be better informed and can add their support more effectively. We are extremely en-thused about this new direction, and accolades from grantees tell us that we are on the right track.

This year also saw a dramatic change in the legisla-tive and regulatory environment in which commu-nity foundations operate. The passage of the Pension Protection Act of 2006 necessitated many changes in procedures for our donor-advised and scholarship funds. We worked with many of you to accomplish the necessary changes and we thank you for your patience and understanding.

Our field wisely anticipated these changes early on and 2006 saw the adoption of the first set of Na-tional Standards for community foundations. We are proud to report that The Philadelphia Foundation was one of the first to be found in compliance with these standards, which promote an organizational culture of quality, integrity, accountability, transpar-ency and fiscal responsibility serving the region.

As the region’s provider of philanthropic services our goal is to empower people to achieve through their giving back. Your continued engagement with us reflects that there are endless possibilities to that giving and we are honored to be entrusted with that

generosity. We will continue to strive to be effective for the benefit of all in this region.

There is much to be excited about, much to look for-ward to, and much to share – not the least of which is our 90th anniversary in 2008. We look forward to celebrating our community, our accomplishments and the endless possibilities for our region through the generosity and support of so many.

For three generations, people who want to “give something back”

have been turning to The Philadelphia Foundation. These caring

people are directing their generosity where it’s needed most. For

nearly 90 years they have found that these possibilities are endless.

We thank the hundreds of people who have started funds and the

many thousands who contribute to them. Our family of funds

continues to grow dramatically, enabling us to award millions of

dollars in grants and scholarships.

We salute these benefactors for their concern for their community,

for their faith in the future, and for their trust in us to carry out

their wishes today and forever. We are honored to help them to

accomplish their philanthropic and estate planning objectives easily,

informatively, and cost-effectively.

The following lists reflects the charitable funds administered by the

Foundation, and donors to those funds, in 2006. Space limitations

prevent us from listing all of the contributors. Dates in parentheses

indicate the year the fund was established.

Funds that were created in 2006 are highlighted as

symbolizing the endless possibilities made possible by philanthropic

fund growth.

OUR MISSION

The Philadelphia Foundation is a tax-exempt 501(c)(3)

public charity, a pool of over 700 trust funds that have

been created since 1918 to harness the power of people’s

generosity to improve Southeastern Pennsylvania’s quality

of life.

For more than three generations, caring people have

entrusted the Foundation to invest their charitable dollars

wisely, and to use the generated revenue to award grants

and scholarships most effectively. We also convene groups

to consider overarching community issues, and help train

the nonprofit sector to become more self-sufficient.

Our funds comprise an asset base in excess of $317 million

and growing rapidly. Our generous donors enabled the

Foundation to award $18.3 million in grants in 2006 to

1,124 nonprofit organizations and universities.

We are what’s called a “community foundation,” one of

the oldest and largest of over 650 community foundations

across the U.S. and in full compliance with the Council on

Foundation’s rigorous national standards. We provide phil-

anthropic services to help individuals, families, businesses

and organizations who want to help this region meet the

challenges of changing times.

We invite you to join the hundreds of individuals, families, and businesses who are

creating permanent charitable funds that help our region meet the challenges of changing times. Your fund can retain your name or honor a loved one, carry out your charitable purposes, and benefit from the professional administration of a major institu-tion. Grants can be awarded in perpetuity from your fund, preserving your name forever.

Our funds have been established by people in their nineties and by six-year-old children, by 225-year-old institutions and by grassroots organizations, by noted celebrities and ordinary people with extraor-dinary stories. 1. Decide When to GiveYou may create your fund during life, by will, or in a trust that benefits charity and your family. You earn tax deductions at the time of the gift, while grantmaking continues into the future. Others may make tax-deductible donations to your fund at any time to support your cause. You can take advantage of tax opportunities now and then take your time in considering which charities to support.

2. Decide What to GiveA fund can be started with cash, publicly traded securities, closely held stock, interests in limited partnerships, and – with prior approval by the Board of Managers – real estate and tangible personal property. Gifts of appreciated property may earn tax deductions for their full market value. You can also create a new fund or add to an existing one with a charitable remainder trust or through the Founda-tion’s Pooled Income Fund.

3. Choose the Name for Your FundMost funds are named for the donor or the donor’s family, or as a memorial to someone special. Every grant from the fund and publicity about grants will carry this name. If you prefer anonymity you can select a name that keeps your identity secret.

4. Choose a Type of FundYou may choose from six types of funds that reflect different charitable interests and strategies.

5 easy steps to start a fund: What Are the Benefi ts of a Fund ? Simplicity: You avoid the legal complexities, administrative burdens and compli-ance requirements of establishing and maintaining a private foundation.

Permanence: Your charitable interests will be carried out in perpetuity. Should a fund’s purpose become obsolete, it will be redirected to similar purposes. You may also set up a fund that will exist for a shorter period of time.

Tax Benefits: Because we are a public charity, all donations earn maximum in-come, estate and gift tax deductions. You also avoid the excise taxes placed on private foundations.

Convenience: Most funds can be created in one brief meeting. You have the satisfac-tion of giving while the Foundation takes care of all the paperwork.

Cost Effectiveness: By commingling our funds, we incur lower management costs. More money goes to charity, not overhead.

Community Impact: We understand the needs of our region. Our staff are respected for analyzing the effectiveness of area nonprofits. We help you target grants to where they will do the most good.

Memorial Opportunities: Gifts can be acknowl- edged as a memorial gift. Permanent funds can be established in honor or memory of a family member or friend.28

TYPES OF FUNDS

When you endow a charitable fund, you may choose from six types of funds, depending on your intent. Th ese include funds in which donors set certain restrictions regarding grants: Designated Donor-Advised Scholarship Organizational Endowment and funds with no or lesser restrictions: Undesignated Field of Interest

Th e Foundation’s Board of Managers is ultimately responsible for approving all grants from all funds.

The Michael Boyle Scholar-ship Fund helps students pursue careers in the hos-pitality industry.

You may name one or more specifi c organiza-tions to share the income from your funds.

You can be involved with your philanthropy by making recommenda-tions to the Board of Managers, which has fi nal responsibility for all grants. These are popular alternatives to private foundations.

You may endow scholar-ships to benefi t a certain type of student or institution or to encour-age study of a particular subject.

Nonprofi ts may move their endowment funds to the Foundation. We handle all administra-tion and investments, freeing the organization to pursue its charitable mission.

For people who prefer to specify a broad area of charitable interest, such as health or education, or a particular commu-nity or neighborhood to benefi t from grants from their funds.

These general purpose funds give the Foundation the greatest fl exibility to meet our region’s chang-ing and emerging needs over the years.

Planned Giving refers to any substantial gift to a nonprofi t organization that involves fi nancial planning or estate planning. It’s a creative, eff ective way for caring people to support the causes that matt er to them, oft en resulting in more charitable support plus favorable tax benefi ts to donors, families and heirs.

Why Planned Giving works

Th e decision of a lifetimeCharity generally refers to the act of supporting a nonprofi t organization today, contributing to important programs and services. Charity is like contributing to the community’s checkbook.

Philanthropy takes a longer, more strategic view, using endowments and Planned Giving to make certain that the causes you care about will be supported today – and tomorrow. Philanthropy is like contributing to the community’s savings account.

Including a charitable bequest in your will is a simple way to make a lasting gift to your community. We establish a special fund that benefi ts the community forever and becomes your personal legacy of giving.

A Charitable Gift Annuity allows you to arrange a generous gift to your community, while providing yourself a new income source you can count on for the rest of your life.

A Charitable Lead Trust helps you build a charitable fund during the trust’s term. When the trust terminates, the remaining assets are transferred to you or your heirs, oft en with signifi cant transfer-tax savings.

A Charitable Remainder Trust allows you to receive income for the rest of your life, knowing that whatever remains will benefi t the causes you care about.

Life insurance provides a simple way for you to give a signifi -cant gift to charity, with tax benefi ts that you can enjoy now.

A gift of real estate can help you turn your property gains into community good. You can fulfi ll your charitable interests and receive fi nancial and tax benefi ts.

HOW TO APPLY FOR A GRA NT

Grants from The Philadelphia Foundation’s pool of hundreds of charitable funds are described in several general categories: • Non-discretionary grants are awarded from our Donor-Advised, Designated, Organizational Endow-ment, and Scholarship Funds, in which the generous donors who established these funds largely pre-de-termine the organizations that will receive awards. • Discretionary grants are awarded from our Field of Interest and Undesignated Funds. The Foundation has authority to award grants from these funds. Nonprofit organizations that apply for funding generally receive their grants from these funds. (Ap-plicants do not apply to specific funds, but rather to the Foundation which allocates grants from the most appropriate sources.) • In addition, the Foundation administers grants for the Henrietta Tower Wurts Memorial and man-ages the Fund for Children, a specialized grants program to benefit children in Philadelphia.

In 2006 the Foundation revised our discretionary grant strategy. We no longer fund specific programs or projects with our discretionary dollars. Instead, we are investing in strengthening the nonprofit sec-tor and providing general operating support to im-prove core competencies at all stages of nonprofits’ development. This “Rising Tide” initiative aspires to “lift all boats” in the nonprofit sector which com-prises an astonishing 27% of all non-government employment in Philadelphia and 15% in the region.

Two types of grants are available: • Area nonprofits may apply for Organizational Effectiveness grants to invest in business and management practices that enable organizations to have higher performance in meeting their missions. These grants support such capacity-building needs as strategic planning, financial assess-ment, board and leadership development, market and business analysis, and technology systems. We seek to strengthen and improve business and operational practices critical to the success of nonprofits’ ability to lead, adapt, manage and effectively operate their organizations. • Nonprofits of all sizes may apply for unre-stricted funds through General Operations grants. Successful applicants are rewarded for high per-formance. Applicants demonstrate that they are a “learning institution” consciously employing orga-nizational assessment and development strategies that aim for enhanced organizational performance, regardless of size.

Nonprofit organizations in Bucks, Chester, Delaware, Montgomery and Philadelphia Counties that meet our criteria are invited to apply. There are no grant deadlines and no competition: each grant application is judged on its own merits. Grantmaking Services staff holds regular informational sessions and are available to meet with prospective applicants to as-sist them with the process.

The Foundation believes that the health, well-be-ing and growth of the region depend upon strong communities comprised of healthy, well educated, skilled, culturally inspired and economically inde-pendent individuals and families.
