Minutes of Board Meeting

The Board of Control of the Kentucky HighSchool Athletic Association met at the office ofthe K.H.S.A.A. in Lexington, on Saturday, Sep-tember 28, 1974. The meeting was called to orderby President W. P. Wheeler at 9:00 A.M. Presentwere Board members Louie Martin, Jack Fultz,Arthur Hawkins, George E. Sauer, Jr., irank B.Simpson, Ray Story, Fairce O. Woods, Jim Wil-liams, Cecil Reid, Commissioner J. B. Mansfieldand Assistant Commissioners Tom Mills, LouisStout and Billy Wise. Mr. Conley Manning i-epre-

sented the State Department of Education. Theinvocation was given by President Wheeler.

President Wheeler opened the meeting ly ex-tending a welcome to Fairce O. Woods, Principalof Fleming County High School, who was recent-ly elected to membership on the K.H.S.A.A.Board of Control, representing Section 5, to fill

out the unexpired term of J. Thomas Creamerand Mr. Cecil Reid, Principal of Symsonia HighSchool, who was elected to fill out the unexpiredterm of Howard Crittenden in Section 1.

Jack Fultz moved, seconded by Frank Simp-son that the reading of the minutes of the pre-vious meeting be waived since members of theBoard had received copies of these minutes. Themotion was carried unanimously.

The Football Classification for 1975 and 1976,as appears elsewhere in the "Athlete", was adopt-ed upon a motion by George Sauer and a secondby Arthur Hawkins. All members voted in favorof the motion.

Louie Martin moved, seconded by Jack Fultz,that schools who wish to appeal their footballclassification have until December 20, 1974, tosubmit their request for Board consideration. Allmembers voted aye.

Tom Mills presented the Trophy Corrmiitteereport, stating that bid forms were sent to tenprospective bidders. Three bids were received forall or part of the trophies and awards. The TrophyCommittee recommended that the contract be di-vided between the three bidders. Jack Fultzmoved, seconded by Louie Martin, that therecommendation of the Trophy Committee beadopted. All members voted aye. The successfulbidders were The Riherd Sport Shop, Glasgow,Kentucky; The Trophy House, Owensboro, Ken-tucky; and The Athletics Goods Service, Cincin-nati, Ohio.

The Board of Control declined to restore theeligibility of the following contestants by notwaiving the penalty imposed in By-Law 6, Sec-tion 1, Transfer Rule;

(1) Jerry Thompson, Jr., a student at BellCounty High School

(2) Kevin McCabe, a student at Bishop DavidHigh School

(3) James Ewald, a student at KentuckyCountry Day

(4) Keith Taylor, a student at DeSales HighSchool

The Board approved the Championship sitesfor the following sports:

1. Cross Country—Seneca Park, Louisville

AAA — Fairgrounds, Louis-Eastern Kentucky University,

2. Footballville; A & AARichmond

4. Girls' Golf—Shelbyville5. Track — Western Kentucky University,

Bowling Green6. Rifle — Seneca High School, Louisville7. Baseball — Morehead State University,

Morehead8. Wrestling — Atherton High School, Louis-

ville

9. Swimming — AAA — Louisville; AA —Eastern Kentucky University

10. Fencing — Sacred Heart High School,Louisville

The dates and time for the above events andthe sites for Boys' Golf, Gymnastics and Soccerwill appear in a later issue of the "Athlete".

Commissioner Mansfield was authorized tosign the necessary contracts with the KentuckyFair and Exposition Center for use of their facih-ties for the Class AAA Football Championship andthe Boys' Basketball Tournament.

George Sauer moved, seconded by LouieMartin, that the initial year of the Girls' Basket-ball State Tournament be held on the campus ofEastern Kentucky University. The motion passedunanimously.

Ray Story moved, seconded by Jack Fultz,that all biUs for the period beginning July 1, 1974and ending August 31, 1974, be allowed. All mem-bers voted aye.

The Board of Control set the next meetingdate for December 21, 1974, at 9:30 A.M. at theK.H.S.A.A. Building in Lexington.

There being no further business the meetingadjourned at 11:45 A.M.

Mr. Karlin, platform guests, members of theNational Federation, and guests. Even though Lt.

Gov. Julian Carroll has extended a warm welcometo the visitors, I would like to add my word of

welcome to you and express my genuine thanksfor your coming to Kentucky for the Federationmeeting.

It has been a real pleasure for me to meetand to renew acquaintances with quite a numberof Federation members and Football Rules Com-mittee members I had known in previous years.

I am not sure how many years it has been since

my first contact with the National Federation. I

recall very well going from Chicago to Portlandby train. Dave Arnold was on that trip and sev-

eral other members of the Federation were goingto the same conference. I also recall with a great

deal of interest that the people of Oregon fed theentire assembly with one fish. Of course, the

assembly was not quite as large then but the fish

was, I can assure you. From that time until nowI have had occasion to be in touch with membersof the Federation. Cliff Fagan I have known for

a long time. H. V. Porter was one of the first per-

sons I met in the Federation. Therefore, my con-tacts have been numerous and very rewarding.It was with pleasure tonight that I met Mr. Wil-liams from Idaho and had a chance to visit withhim briefly. I believe it was announced that he is

retiring soon and I can assure you that he hasmade a great contribution for his state and for

the nation.

I am aware of the fine work that the Federa-tion has done in the development of football

rules, basketball rules, the publications that havebeen distributed, the research projects that havebeen carried on, and the regulations that havebeen applied and enforced for many, many years.

In this discussion tonight I would like to raisethe general question of the place of interscholasticathletics in the educational venture of this nationand to raise a second question, "Do interscholasticathletics contribute to educational accomplish-

ments?" What I shall say is certainly only oneman's opinion but I shall try to reflect on what I

believe to be the many outstanding and importantcontributions that interscholastic athletics domake. I reviewed some of the previous studiesthat have been made about the educational objec-tives of this nation. I found that in one studyneeds were classified as biological, sociological,emotional, and educational and that this particularresearch believed that everything that is donewith the school boy and girl should point in oneof these four directions. Another study indicatedthat fundamental processes, for example, the skills

of reading, writing, and communication, civic de-velopment, being a worthy home member, health,character development, use of leisure, and voca-tions were the outstanding objectives. A thirdstudy indicated that health and physical fitness,

educational skills, citizenship, economic develop-ment, the development of scientific method, anappreciation for the fine arts, the proper use ofleisure time, respect for other, creative thought,and society and the family as it contributes to theover-all well being should be the aims and goals.You will observe that in all of these there are cer-tain principles that cut through the differentstudies. You will also observe that in these thereis no specific mention of interscholastic athleticsand its contribution to society and to education ingeneral.

I would like to make my position very clearat the outset. It is my firm conviction that inter-scholastic athletics do make a srong, firm, solidcontribution to the education of our youth in this

nation. I shall not attempt to point out the differ-

ent number of ways that these contributions aremade but to discuss as best I can some of theproblems that confront us and some of the thingsthat must be done in an effort to make educationand interscholastic athletics fit together in sucha way that interscholastic athletics may be accept-ed by the rank and file of our taxpayers and ourparents.

If you will, please keep in mind the threestudies I mentioned earlier. It is my belief thatanything we do in our schools must be measuredwith these studies and these conclusions as a partof our measuring stick. Therefore, if you willkeep these in mind, you will see how athleticsmay be fitted into the general program ofeducation.

May I raise a few questions that I shall notattempt to answer but simply throw them out asa stimulus for further discussion. What are someof the sDecific chaUenges to interscholastic ath-

letics? How do we fit interscholastic athletics intothe total program of education? If we are not ableto fit interscholastic athletics in for most of ourboys and girls how many boys and girls shouldbe included? What percentage or is there a per-centage? What do we do to guarantee the greatestamount of participation?

One of the first problems I would like to

mention is that of sex bias—an expression whichsuggests there is not an equal opportunity for bothmales and females in our schools. HEW has sug-gested that there shall not be sex bias in kinder-gartens, elementary grades, secondary grades, vo-cational schools, textbooks, or participation in anysingle program. I am sure that when we examinethe content of the regulations of HEW, we willunderstand that boys and girls must be treatedequally under every circumstance and that pres-entation of material in our hterature and our text-books which portrays the boy as the hunter, thebrave guy, the fellow leaving home or the onewho is doing the outstanding work for the pro-duction of money, goods, and services, and at thesame time portrays the female as the demure,kind, sweet, considerate person who stays at homeand keeps the home fires buring must come to anend and that any term or illustration which sug-gests a difference between the sexes will in thefuture be looked upon with a great deal of dis-favor. Shop work in vocational schools must beopen equally to both sexes and vocational occupa-tions, such as home economics, sewing and thelike, must be open equally to both sexes. Sincethis is the case, it suggests very strongly that ineducation there shall not be sex bias and the lawsuits that have been filed on behalf of femalesand the decisions that have been made suggestthat in competition and interscholastic athleticsof all kinds, there shall not be sex bias.

One of the first questions we should ask our-selves, I think, is whether all sports are equallyadvantageous to both boys and girls. Are the com-petitive sports, the contact sports—football, wrestl-ing, soccer, ice hockey, and the like—the kinds ofsports in which we should encourage girls to par-ticipate? We find that while there are about400,000 boys participating in baseball in highschool, there are practically no girls participatingand that in basketball where 645,000 males areparticipating, only 132,000 females are participat-ing and very few females are participating on thesame teams with the males. Perhaps our cultureand our previous habits and our previous under-standings would suggest that sports such as bowl-ing, golf, gymnastics, softbaU, swimming, and ten-nis might be more advantageous for young wom-en. However, I would not dare say that these arethe only sports that should be open to females.It is strongly suggested in the hterature and inHEW regulations and in court cases that if femalesshould request that they be allowed to participatein the competitive sports, that opportunities shouldbe made available on an equal basis with males.

Just the other day I was participating in apress conference and the question of competitionfor women was raised. I very innocently askedthe question, "Should girls participate in foot-ball?" Immediately, a 95-pound female suggestedthat, absolutely, if they wanted to play theyshould be permitted to play and that she wouldnot object to going out for the football team ather high school and, in fact, she might just dothat this fall. The question of safety came to mymind immediately and while I am not attemptingto say that all of these things are wrong and

should not be done, I am suggesting strongly thatthe question of interscholastic athletics for wom-en in the years ahead is one that must be handledbetter than it has been in the past.

The best information I have suggests thatabout three and one-half million boys participatein high school athletics in some 15 to 20 differentkinds of sports while approximately one-quartermilhon females participate in these same sports.This raises the question, then, do we have equalopportunity for both boys and girls and my answeris, categorically, no, it is not equal for both. It

seems to me that we should start asking ourselvesnow under what conditions will girls play on thesame teams and under what conditions will wehave sports that are different for young men andyoung women. Who will decide this and underwhat conditions will it be decided? It seems tome that since we are in the education businessthat we should be very clear in our planning^looking ahead for five, ten, fifteen years and mak-ing provisions for equal opportunities under everycircumstance. I am suggesting strongly that theNational Federation must take the lead as it hasin every other area of interscholastic athletics.You have been on record for a number of yearsin the development of pohcies and procedures inthe area of sex bias and sex opportunity andwhen 1 use the term "sex" I still am referring tointerscholastic athletics. The next responsibilityrests with state associations, with principals' asso-ciations, with superintendents' groups, with par-ent-teacher association groups, and with state de-partments of education. In other words, I am sug-gesting that this is a broad, big problem thatshould be approached and attacked in a mannerthat will be sure that all of society helps to solve.

With this as a general background, may I

move to another point. What about the facilities

that are needed to provide opportunities for all

of our boys and girls? Here I am thinking of largepractice arenas, not just central gymnasiums withthousands of seats for spectators, but large practiceareas where bowling, swimming, tennis courts,Softball diamonds and many other kinds of op-portunities are provided and all of this construct-ed as a part of the school facility so that theschool serves boys and girls during the schoolday, other groups in the afternoon and evening,and on Saturdays and Sundays. It is my beliefthat if we are to serve all of our people in thiseducational venture, we must by all means pro-vide adequately by encouraging this kind of con-struction and not just a large gymnasium wherethe spectators view the program but very fewpeople participate. If we really believe that facih-ties should be constructed in such a way that theycontribute to the educational venture of all soci-

ety, then it is my feeling that we should investin such a way that it does just that—provide foreveryone on a twelve-month basis.

The next area of concern is that of coaches

how are they prepared and what kind of prepara-tion will they have? Will they be both men andwomen and will women be coaching some of themen's sports and men coaching some of the wom-en's sports? I would raise this question with you.Who teaches the skills courses in the universitiesand colleges in your state? Are they the headcoaches and the people who really know coachingand the skills or are they graduate assistants whohave a great deal of ambition but not muchknowledge? Just who does the teaching of skills

subjects for coaches and prospective coaches? I

would suggest to you that these should be taught

by the very best prepared coaches we have. I canthink of nothing that is worse than to havecoaches trying to worlc with teams when they arenot able to develop the basic fundamental skills

for our young people. For this reason, therefore,

it appears to me that the Federation could workclosely, not that you are not working closely, buteven more closely with all colleges and universi-

ties in your state to see to it that the very bestcollege coaches possible are working to developthe very best high school coaches.

To me it is tragic that young boys and girls

develop the wrong habits when they are in theformative period of their training and are just be-ginning to learn. Unlearning is much more diffi-

cult than first learning, and some of the coachesI have seen working with junior high teams, little

league and similar kinds of programs are certainly

not well prepared in the basic fundamental skills.

They have kids do wrong things in the wrong wayat the wrong time and then to try to break thehabit is certainly difficult if not almost impossi-ble. It seems to me that if this is to be a funda-mental part of the educational venture, we shouldinsist that our coaches be properly prepared in

every aspect of coaching. We make this kind of

demand on our teachers of reading, we expectour science teachers to know the subject and to

be able to teach it, we expect our math teachersto know and to be able to teach math, and weexpect all others who work in the educational

venture to be well prepared. Why not expect the

same of coaches?When we consider the needs for well pre-

pared, good coaches, we must also consider at the

same time, proper and appropriate salaries for all

of our coaches. We must also consider security of

coaches. You and I know that in many communi-ties the coach who does not win is in jeopardyand we also know that unless these people can begiven security beyond any that they have knownin the past, we will continue to be hard pressed

to find all of the properly prepared coaches that

we need and that it will be difficult for us to fit

our interscholastic athletics program into the total

educational venture.What shall be done with winning coaches and

teams in cases of pregnancy? This is beinghandled in some cases in the courts but it appears

to me that clearly established policies should bewell defined in advance and that it should not beleft to the courts for a decision, but how do wehandle our coaching situations when they are onleave from classes to take teams on trips? Howmuch extra pay do we have for our coaches anddo we treat all coaches alike? Do we have estab-

lished policies statewide that we recommend to

all of our superintendents and do we have a soundeducational basis for this? It seems to me thatuntil we are able to face this one honestly andreahstically, we will continue to have problemsthat do not lend themselves to solution in the ed-ucational venture.

The next major area I would like to discuss is

that of funding, in general. Shall we continue tohave booster clubs pay for a part of the uniforms,raise money to help construct stadiums, and raisemoney to do a number of things that logically

belong in the educational budget? It is my strongfeeling that booster clubs and similar type clubsnot only should not be encouraged but should notbe permitted. It is my feeling that if interscholas-tic athletics can be defended as being a part of theeducational venture, it should be a part of theregular tax program and a part of the regular

budget and that construction, operation of pro-grams, purchase of equipment, purchase of uni-forms, paying for transportation, and all the restshould be handled in the regular education budg-et. It is further my belief that the money takenin at the gate in all athletic events, with the pos-sible exception of the regional and state tourna-ments, should go into the general budget as apart of the general revenue and that this wouldprovide a much safer, sounder, better program offunding and budgeting to account for the incomein this way rather than to say that our athletic

programs must be and are seli-supporting. I cansee no justification for this in a sound educationalventure. It seems to me that just as we, in somecases, purchase band uniforms and band instru-ments, that all band uniforms and all band instru-ments should be purchased out of the regularbudget; that glee clubs, debating, and all the restshould be operated as a part of the educationalprogram and that salaries for coaches, chaperones,equipment, ticket sellers, and all other miscellan-eous costs should be a part of the regular budget.I realize that this is in conflict with the practicethat is going on in many parts of the country andin many high schools but I would invite the Na-tional Federation and the state associations to

work with superintendents and principals in everyway possible to place funding on a sound basisand thereby make the total program a part of theeducational venture.

I have already stated, I believe, that I strong-ly favor interscholastic athletics that are appro-priate for both boys and girls and I favor then-being a part of the education program but we arekidding ourselves, I think, if we believe for amoment that this is not expensive and does notcost additional funds. For example, during ourlast session of the legislature, one of the membersof the House of Representatives stated that all it

would cost to have girl's basketball would be afew uniforms so that the girls would be able to

participate in proper attire. He had overlookedthe fact that transportation costs, cost for extracoaches, and the like would probably be in theneighborhood of four to five million dollars if all

schools in the Commonwealth participated in ath-letics for girls on the same basis that boys arenow participating. I think we are shortsighted if

we try to make this a "don't-cost-much" kind of

program. I suggest that we should do it right andproperly and that the cost should be borne just

as the costs for science, mathematics, physics,

chemistry, library, and all the rest are borne.The next area I would like to discuss briefly

is that of control. It seems to me that the NationalFederation has done an excellent job in regulat-ing and in working with the states in developingrules and regulations that are sensible and reas-onable. My only feeling is that you have not gonefar enough. I realize that you cannot control all-

star games after high school boys have receivedtheir diplomas but I suggest that all-star gamesare, for the most part, senseless and worthless. I

know that it does help to salve the ego of a fewpeople, and I know that it does provide somemoney for charitable organizations and for thosewho are trying to raise money the easy way. I

realize all of this but I can assure you that this

is one of the areas that will and does lead to

problems that spill over into the college and pro-fessional ranks.

The whole problem of early practice andplaying games before teams have been properlyconditioned is one you have attempted to solve

but in my opinion, that problem is still a pressingone in many parts of the country. The questionof how many games shall be played is a questionthat should be answered in a very critical way.From my viewpoint, many states permit theirhigh school athletes to participate in too manygames prior to the tournaments. If we beheve thatall this is a part of the educational program, thesequestions must be considered and we must haverules and regulations governing procedures thatassure us that we do have doctors, that we dohave proper conditioning programs, that we doplay the proper number of games, that we do havewell supervised early practice, and that thesefactors become paramount in the educationalprogram.

The next area is one of communications withthe public. I do not know how to answer thisquestion. I do not know exactly what recommen-dations to make but I have a strong feeling thatwe have not worked with the press, radio, andtelevision enough to have them understand thatinter-scholastic athletics should be, and in manycases, are a part of the educational venture. I

think that we have not properly met with andworked with them so that they understand therole of athletics in the life of a high school kid.So often, I think, competitive interscholastic ath-letics is viewed through the eyes of the media asbeing a stepped-down pro or a stepped-down col-lege operation and I think that as long as we per-mit this, it will continue to be just this way. It

works to the disadvantage of our over-all pro-gram and, therefore, without being critical of thepress, radio, or television, I understand that theyare looking for the sensational, they are lookingfor the spectacular, they are looking for the con-troversial and they, the reporters, make no bonesabout this. It is easy for them to play up someevent that has aroused some emotions on the partof spectators or on the part of parents or schoolofficials. Oftentimes the coaches contribute to thiswrong impression and oftentimes the impressionthat the coaches leave is the impression that thecoaches wanted to leave. I have great respect forcoaches and coaching but I do feel that the ques-tion of communication is one that we have skirted.We have talked about it but we have not metit head on in such a way that our students, ourathletes, our schools are placed in the properperspective in the role that they play.

The next area I want to mention I shall men-tion very hurriedly but I do think it is important.We have not done enough research in all aspectsof interscholastic athletics. At what age may boysand girls begin to play without doing physicalharm or sometimes emotional damage to that par-ticipant? I am not sure but what there are somesports that would be damaging to boys and girls

at the pre-adolescent age. What is the attitude ofthe public toward competitive sports for highschool and junior high school boys and girls?

What is the attitude of the administration, theattitude of teachers and students? I would sug-gest that since collective bargaining is on theminds of a lot of teachers these days and thatsince many states do have collective bargainingregulations, that the effect and the impact of col-lective bargaining on interscholastic athletics

should be examined at this time in its develop-ment rather than later. I think that all thesethings should be researched and the informationshould be provided so that we will have basic dataon which to operate. Oh, I am fuUy aware of theresearch that has been done and the fact that it

has been done in a sometimes very scattered sortof way, and I am suggesting that the NationalFederation working with colleges, universities, andhigh school associations develop a systematic,long-range research project or program, perhapseven with federal funding, that would give usmuch better information than we have today.

As an aside to this general discussion, I wouldraise the question as to whether students in Rus-sia or other European countries, in Singapore,Thailand, or South America have programs thatmay be superior to ours. Very few of then- pro-grams are connected with schools. Most of themare operated by federations or clubs and are out-side of school supervision. Just a few years ago,a friend of mine from Australia came to thiscountry. He coached national soccer teams in hiscountry and he went to see a high school footballgame here. He thought that our high schoolsshould not be doing this sort of thing but felt

that it should be a free operation where clubsand federations could better operate and wherethey could have coaches who were doing this be-cause they love sports, not because of the moneythey might be making. But while he had somesuggestions to make about the operation of theprogram in this country, he still realized that if

we are viewing this as an educational venture,that perhaps it was justifiable. I simply raise thequestion because as I have visited in the Europeancountries and some of the other parts of the world,I have seen the clubs and federations operatinggood programs. They are not as systematic, thecoaches appear to be less qualified, and the facil-

ities are not as good, but there is a spirit of freecompetition that is a little different from that ofour high school competition. I am not recommend-ing that we move in that direction but I am cer-tainly suggesting that we be aware of the factthat there are other ways of handling inter-scholastic, or perhaps better still, competitive ath-letics for the youth of this particular age.

I could not complete a discussion with anygroup without talking about sportsmanship, citi-

zenship, and moral values of athletics. Far toomany times, I feel, the adult—the mature individ-ual, the parent—becomes involved to such a de-gree that the youth of our country get the wrongimpression about the importance of athletics. Thesportsmanship factor can be promoted, and it is,

I think, being promoted in scores of ways in lots

of places. I would hope that the press, radio, andtelevision would do a great more than it has doneto promote the importance of sportsmanshipfor, after all, participation in sports is not a hf-and death matter. It is not the kind of experiencethat means you aire succeeding or faihng on thebasis of a goal or a tackle or a block somewherein the competition. It does, I think, provide anopportunity to teach young people respect for thevalue and worth of an opponent and it does pro-vide an opportunity for our being able to say to

these young people, "Your opponent is just asanxious to win as you are. His ideas and idealsare just as high as yours, therefore, may the bet-ter producer on this particular evening win." I

think that this must be sold to the pubUc as wellas to everyone else. It is not the referee, thecoach, or the individual player in one play thatusually decides the outcome. It is an accumulationof events and activities that make the difference.

Recently, I read an article in which the writerstates that he felt that interscholastic athletics hadno place in the high schools of the country. Hethen proceeded to say that the most exercise some

students got was "jumping to false conclusions,""running down the establishment," "side-steppingresponsibilities," or throwing rocks at houses, cars,

windows, and the hke. I would suggest to you thatvery few athletes actually took part in the protestmovement and the riots. They had other things to

do, they were not taking part in that kind ofthing, and they were not a party to it either inphilosophy or participation. So I would say thatinstead of running down the youth of this coun-try, let's build them up with a positive approachthat physical skills are important, that a stronghealthy body is an important kind of body, thatschool spirit is important in the lives of people,that the national spirit is also very important,and that all of our games can help contribute to

this if we take the proper approach and work inthe right way. There is still a place for the vio-

lent sports—football, hockey and the like—whereyoung people who like contact can participate andreally give vent to their feelings without havingus lose our balance and our equilibrium over so-

called "varsityitis."

It has been my great fortunte to know threeoutstanding coaches in my life. The first is Blan-ton Collier, high school coach, University of Ken-tucky coach, and Cleveland Browns coach, one of

the greatest football minds and one of the finest

gentlemen I have ever had the opportunity of

knowing. I have had many opportunities and ex-periences with him to see how he approachedyoung people as well as the techniques of thegame. It was his burning desire that every ath-

lete complete college and get his degree and hetook great pride in his athletes who were success-

ful in many other ventures after they had com-pleted college or the pro ranks. The second wasPaul "Bear" Bryant, a different kind of personentirely. He was able to have a boy produce 110

per cent time after time. He was a great motiva-

tor, a fine recruiter, and a tremendous coach.While Blanton Collier was a different kind of in-dividual, both in their own ways have made anoutstanding contribution in coUege and pro foot-ball. The third is Coach Adolph Rupp. I havewatched his teams play year after year and it washis belief that you break the game down intosimple activities and that boys had to be in goodcondition to be able to run as hard in the last tenminutes as they did in the first ten. He believedthat since the name of the game was to be able toshoot, that his boys had to practice shooting theright way, and since a part of the gcmie was toughdefense, they had to play it nose to nose and ashard as they could make it. He also believed thatfew simple plays would be much better than a lot

of complicated plays. He, too, was a fine recruiterand a great motivator and the results produced bythese three men, all with different personalitiesand attitudes, had made a great contribution.Again, it was my great good fortune to know themwell and to see them operate and perform. Notall of our high school coaches could be this greatbut it seems to me that there are characteristicsand qualifications that we can point to in the de-velopment of our interscholastic athletics pro-grams and that the coach, his preparation and hisattitude can be what the public wants it to be

a great contribution to the total educational ven-ture in this nation.

I think one of the great things in this coun-try has been the fact that our young people havebeen participants. I would hke to see us haveeven more participants but under control, proper-ly funded and financed, and well coached. I thinkthe National Federation has faced a great chal-

lenge in this area and I challenge you as Federa-tion members, both here and back home, to helpmake interscholastic athletics truly a part of theeducational venture of this nation.
