Congressman Lloyd Doggett’s career of public service spans four decades, two branches of government, and two capitol buildings.

Doggett began his career at the University of Texas in Austin, where he was elected Student Body President in 1967. Later, he graduated from the UT School of Law with honors while serving as an associate editor of the Texas Law Review. At 26, he was elected to the Texas Senate, where during his 11 years of service he became known for his untiring work ethic. He authored 124 state laws, including the creation of the Texas Commission on Human Rights to prohibit discrimination.

In 1988, Doggett was elected as a Justice to the Texas Supreme Court. He wrote opinions supporting the right to a trial by jury, school finance equity and authored an important rule bolstering the public’s access to information. He was recognized as an “Outstanding Judge in Texas” by the Mexican-American Bar of Texas, awarded the James Madison Award from the Freedom of Information Foundation of Texas, and received the First Amendment Award from the National Society of Professional Journalists.

In 1994, Doggett was elected to the U.S. House of Representatives. In Congress, Doggett has championed such issues as fiscal responsibility, environmental protection, increasing access to quality health care, and improving public education.

Congressman Doggett is a member of the House Budget Committee, the Joint Economic Committee and is senior member of the House Ways and Means Committee, which has jurisdiction over all tax and trade measures, as well as Social Security and Medicare. In this capacity, Congressman Doggett has opposed efforts to privatize Social Security, promoted affordable prescription drug coverage for all seniors, and fought tax loopholes that favor special interests at the expense of ordinary taxpayers.

Doggett’s wife, Libby, is the Executive Director of the Pre-K Now, a nonprofit advocate for voluntary pre-kindergarten for all three and four-year-olds. They have two daughters, Lisa and Cathy. Lisa, a physician, serves as Director of the Family Wellness Center, a project of the University of Texas School of Nursing which is devoted to treating the uninsured. Cathy is a former school teacher who now trains teachers how to be more effective in the classroom. The Doggetts have one grandchild, Ella.

For 61 years, they have walked through life together, hand-in-hand. They have made their mark on the world and, like true partners, each will credit the other with their many successes. Emmett McCoy is the retired chairman and chief executive officer of McCoy’s Building Supply. His father Frank founded the McCoy Roofing Company in Houston in 1923. He moved his business and family to Galveston four years later, and Emmett graduated from Galveston’s Ball High School in 1939. That fall he relocated to New York City to attend New York Trade School. He roomed at the local YMCA, and that Thanksgiving a fellow resident of the YMCA asked Emmett to come with him to his parents’ home upstate for the holiday. There, he met his friend’s sister, Miriam Swanson. They married in 1946, after Emmett returned from military duty in the Pacific. Emmett joined his father in the roofing business. In the 1940s Frank McCoy added a retail element to the business, creating McCoy Supply Company. Emmett became president and CEO of McCoy Roofing Company and McCoy Supply Company in 1952, after his father retired. He added a second McCoy Supply store in Texas City in 1960, and a year later devastating Hurricane Carla struck Galveston Island. Many other Galveston businesses seized the opportunity presented by hurricane damage to raise prices and gouge customers. McCoy’s refused to do so. To his customers, Emmett McCoy became known as a fair and ethical businessman, and those same customers became steadfastly loyal to the McCoy brand. In 1964 Mr. McCoy closed the roofing company, added lumber to the inventory of his stores, and McCoy Building Supply Centers were born. In 1972 the McCoys moved their headquarters to San Marcos, the city they had come to love. McCoy’s Building Supply ventured outside Texas for the first time in 1987. Today there are 86 stores in five states. All operate under the company’s stated philosophy of “dealing fairly with all whose lives we touch” and the viewpoint that “ethical business practices are not an afterthought or a learned technique, but rather the only way to do business.” This philosophy makes the McCoy name a perfect fit for Texas State. Emmett and Miriam McCoy have given the university the largest gift in its history -- $20 million earmarked for the College of Business Administration. The college and the new building that houses it bear their names. Emmett and Miriam McCoy smile easily when they talk about their retirement – the time spent in their beautiful country home outside San Marcos, walks with their dogs, travels around the world, their lives in the community where four generations of McCoys now reside. But they also look for opportunities to help others and make a difference, as was the case with their donation to Texas State. “We think this gift can make a real difference for the College of Business Administration and will help make it a better college,” Mr. McCoy said. “We believe it can be one of the best in Texas.”

HONORARY DEGREES

On Friday, December 14, 2007, Emmett and Miriam McCoy will receive the seventh and eighth honorary doctorates conferred by Texas State University-San Marcos, both receiving the Doctor of Laws, honoris causa. Mr. and Mrs. McCoy are donors of a transformational $20 million gift to the university, the largest donation in our history. In recognition of their generosity, the College of Business Administration and the 125,000-square-foot building that is its home were named for them. The McCoy Endowment provides three endowed chairs, five professorships, faculty and student development support, undergraduate scholarships, graduate fellowships and program enhancement.

Texas State awarded its first honorary doctorate in 1962, when we conferred upon Lyndon Baines Johnson the degree of Doctor of Laws, honoris causa. At the time, Mr. Johnson was vice president of the United States and had already served as a United States representative and a United States senator. He would go on, of course, to serve as president of the United States, the only president to have graduated from a Texas university. Mr. Johnson graduated from Texas State in 1930.

The second recipient of an honorary doctorate from Texas State was Lady Bird Johnson. She received a Doctor of Humane Letters, honoris causa, in 1983. Mrs. Johnson was honored as a beloved former first lady of the United States, a dedicated friend of Texas State and as a remarkable woman who devoted her time and energy to projects beneficial to Texas and the nation. Her personal warmth and strength brought her special recognition among former first ladies of the United States.

Texas State’s third honorary doctorate was conferred upon Gilbert M. Grosvenor, who received the Doctor of Geographic Education, honoris causa, in 2000. As a former editor of National Geographic magazine and longtime president of the National Geographic Society, Grosvenor’s name is synonymous with geographic education. He also played a pivotal role in helping Texas State secure its Ph.D. program in geographic education, the first such degree at this university. He has also allowed his name to be highlighted in the university’s Gilbert M. Grosvenor Center for Geographic Education and Grosvenor Distinguished Lecture Series in Geographic Education. Roy F. and Joann Cole Mitte were the fourth and fifth recipients of honorary degrees, receiving the Doctor of Humane Letters, honoris causa, in 2005. Both are recipients of the Texas State University Distinguished Alumnus Award. They are founders of the Roy F. and Joann Cole Mitte Foundation and are recognized internationally for their philanthropy. Their generous contributions to Texas State have established the university’s most prestigious scholarship program, funded five distinguished chairs, supported the Grosvenor Scholars Program in geographic education and endowed the university’s Mitte Honors Program.

Country music superstar George Strait, Class of 1979, received the Doctor of Humane Letters, honoris causa, at a private ceremony in 2006. Our most prominent living graduate, Mr. Strait by 2006 had had at least one single in the Top 10 every year since his first, “Unwound,” in 1981. He had sold more than 62 million albums, including 13 multi-platinum, 30 platinum and 33 gold albums. He held the Country Music Association record for most nominations with a total of 73 and was CMA Vocalist of the Year five times, the only artist in history to be so honored in two different decades. And the honors keep coming.

COMMENCEMENT REGALIA

The gowns, caps, and hoods worn at university functions date back to the early days of the oldest

universities in the Middle Ages. Monks and students wore them to keep warm in the damp and drafty twelfth century halls of learning. This traditional academic dress has been gradually revised to the modern form you see today.

All gowns have a semi-stiff yoke, long pleated front, and intricate shirring across the shoulders and back. The bachelor’s gown is worn closed, reaches between 8 and 10 inches from the floor, and has long sleeves from which the arms exit at the wrist. The master’s gown may be worn open or closed and has long pointed sleeves closed at the end, the forearm coming through a slit near the elbow, with the flowing sleeve extending down the thigh. The doctor’s gown may also be worn either open or closed but is distinguished by broad velvet panels down the front and by three velvet bars on the full bell-shaped sleeves. This velvet trimming may be either black or the color distinctive of the field of learning.

The black cap with maroon and gold tassel is worn by holders of a bachelor’s and master’s degree; the black velvet tam with gold tassel is worn by holders of a doctoral degree.

The hood (usually not worn by holders of the bachelor’s degree) is a black shell, silk-lined in the color or colors of the institution conferring the degree. The colors of Texas State University-San Marcos are shown by a maroon lining crossed with a gold chevron. The velvet border of the hood is the color signifying the field of learning in which the degree was earned and not in the department in which the major was done. Thus, a degree conferred as master of education with a major in physical education requires the light blue of education rather than the sage of physical education. Similarly, the “doctor of philosophy” degree requires the royal of philosophy, not the color of the department in which the major of study was done.

THE CEREMONIAL MACE

The use of a mace during university graduation ceremonies combines symbolic communication with the principle of vested authority at the most traditional and sacred of academic celebrations. The Texas State University mace is made of bronze and walnut and displays the university seal in maroon and gold relief. Beneath the seal is a metal base inscribed with the words-AUCTORITAS, GRAVITAS, HUMANITAS and VERITAS. These words come down to us from antiquity and represent our shared academic values:

Auctoritas: The sense of one’s standing gained through experience, industriousness and service to others.

Gravitas: A sense of dignity, seriousness and duty.

Humanitas: An appreciation for refinement, civilization, and learning.

Veritas: Truthfulness.

The mace adds meaning and dignity to the commencement ritual. It reminds both participants and spectators that education is one of the most cherished attributes of a free and democratic society.
