Sound Recognition System for Hearing Impaired S N Charan Thilak

A great proportion of human population suffers from hearing loss. This device deals with the

development of methods for modeling the acoustics in hearing aid components. In this paper, a

device, sound recognition system for hearing impaired is presented for deaf person. This device

helps the hearing loss person to feel the sound through their throat nerve by holding the motor

armature between their teeth. This device is very small with no side effects. Also it is practically

tested and has successful results.

Inroduction

Now a day's hearing loss is one of the common

problems among the people. In current scenario one

who is affected by such a problem may use hearing

aids for hearing. Many hearing aids are available in

the markets but it is not possible to use these hearing

aids by all the deaf people due to the natural growth

condition vary person to person. To overcome this

problem, new device is prepared to help in sound

recognition for hearing impaired, specially designed

for deaf people. By using this device, all deaf persons

can receive the sound through the throat nerves.

It is hoped that this system will make the tremendous

change in the field of medical technology since this

system is very simple and economic. Hence, the dc

motor produces the frequency in the armature and the

armature acts as a speaker for the deaf person. If the

deaf people hold the motor armature needle between

the teeth, they can feel the vibration and this vibration

makes the person to feel the recorded sound.

In general speaker contain copper coil and magnet,

similarly dc motor contain the same co structure. This

concept makes a trigger to develop such device. This

device belongs to 0- the field of bio technology since,

the nerves of nose, ears and throat are joining at a

save junction. The vibration levels used in the teeth

are 20000 rpm is maximum or 80 nm level. But our

device produces just 3 rpm to 4 rpm. So this device is

very useful and is also safety for the deaf people. It is

tested and resulted successfully.

presented in Figure 1.

The circuit diagram of the sound recognition system is

presented in Figure 2.

Conclusion

Using the device presented in the above section, deaf

people will be hearing. The future plan includes

development of this device for live chat and reducing

the device size using nano technology to make it

comfortable of deaf person.

As per Clause 8.7 of Examination Rules printed in Vol. 1 (Rules & Syllabi), the prescribed period for passing Section A or Section B Examination is six years. Candidates, who would be unsuccessful in Section A or in Section B Examination after the expiry of six years period, would be eligible to apply for Examination Re-registration as per rules.

Before submitting the application for Examination Re-registration, candidates are advised to read the following carefully:

Category 1 : Candidates, who are unsuccessful to pass Section A Examination in six years, shall be permitted to appear afresh in Section A Examination. Subject(s) exemption(s) secured during six years, if any, shall be forfeited. They would be required to pass Section A Examination afresh as per the existing scheme.

Category 2 : Candidates, who have already passed Section A Examination but unsuccessful to pass Section B Examination in six years, shall be permitted to appear afresh in Section B Examination in existing scheme retaining their Section A status. They would be required to apply for Registration of Section B on the prescribed proforma with a demand draft of Rs. 4800/- (US $ 300 for overseas candidates), in addition to demand draft of Rs. 3500/- for Examination Re-registration with filled-in prescribed format (page 17 and available on IEI Website). In such cases, subject(s) exemption(s) secured during six-years, if any, shall be forfeited and they would need to pass Section B Examination afresh as per the existing scheme. Also, they would be required to do project work and the laboratory experiments afresh.

Six years period shall be counted from Summer examination. For example, if six years period of a candidate expired in Winter 2015 examination, re-registration period of six years shall be counted from Summer 2016 irrespective of the month and year the candidate submits his application during the currency period of re-registration.

Candidates, under category 1 and 2 above, should apply for Examination Re-registration as per the format (available on IEI website) along with the fee of Rs. 3500/- (US$ 280 for overseas candidates) by demand draft. Candidates, under category 2, should also apply for Registration of Section B along with a demand draft of Rs. 4800/-.

Candidates are advised to apply for the same so as to reach at the Headquarters office latest by April 10 and October 10, failing which they will not be eligible to appear in immediate Summer and Winter Examination, respectively.

No separate Identity Card will be issued after Re-registration. In case the candidates desire to change the adress /replace I D Card/report lost of ID Card, he/she may approach to Membership Department with relevant application form available in website.

EXAMINATION RE-REGISTRATION AFTER EXPIRY OF SIX YEARS FOR SECTION A / SECTION B EXAMINATION

The Council, at its 680th meeting, approved the rule for premature re-registration of Section A/ Section B examination, to be effective from 01 June 2014, who are within the currency of six years period. The eligibility criterion and other details are given hereunder:

Eligibility : Candidates shall be permitted to apply for premature re-registration, after the expiry of five years of stipulated six years period when they have not sufficient time to pass the balance subjects of Section A/ Section B examination. Such candidates may submit their premature re-registration form for another six years period to appear afresh in all subjects of Section A/ Section B with the following condition(s) :

For Section A (Non-diploma) : Candidates, passed only one subject in Section A (Non-diploma) till the expiry of five years of stipulated six years period, are eligible to apply for premature re-registration. [Candidates passed two or more subjects in Section A (Non-diploma) after the expiry of five years of stipulated six years period are not eligible to apply for premature re-registration.]

For Section A (Diploma) : Candidates in Section A (Diploma) are not eligible to apply for premature re-registration.

For Section B : Candidates, who are unable to pass any subject in Section B till the expiry of five years of stipulated six years period, are eligible to apply for premature re-registration. [Candidates passing one or more subject(s) in Section B after the expiry of five years of stipulated six years period are not eligible to apply for premature re-registration].

® Six year period shall be counted from Summer examination of the year in which a candidate submits his / her application for this purpose.

® For Section A candidates, subject exemption, if any, shall be forfeited after premature re-registration.

® For Section B candidates, pass status of Section A examination will remain unaltered.

How to Apply : Candidates are expected to apply on the prescribed format for Application for Premature Re-registration (page 17) along with a demand draft of Rs. 3500/- (US $ 280 for overseas candidates). In case of Section B candidates, they would also be required to apply for registration of Section B on the prescribed proforma (page 16 as well as printed in Vol. 1 : Rules on page 39 and available on IEI website) with a demand draft of Rs. 4800/- (US $ 300 for overseas candidates).

Candidates are advised to apply with requisite fee for the same so as to reach at the Headquarters office latest by April 10 for Summer examination and October 10 for Winter examination, failing which they will not be eligible to appear in the respective session. However, such candidate will be eligible to appear in immediate next examination on submission of examination application form with requisite fee.

PREMATURE RE-REGISTRATION FOR EXAMINATION

CONVOCATION ESSENTIALS

Recipients of the combined certificates of passing Sections A & B

Examinations of IEI (Summer 2018 and Winter 2018) should wear

the Convocation Robes during the Convocation period.

The Robes will be available at the HQs Registration Counter on

payment of maintenance charge of ì 100/-, together with a

refundable security deposit of 1000/- (in cash). The security deposit

will be refunded to respective candidates after the culmination of the

programme while returning back the Robes.

Names of participants, who will be allotted and issued the Token

Serial Numbers by the HQs Registration Counter before 12 noon on

10 November 2019, will only be called at the Dais for receiving their

certificates.

Recipients of combined certificates are requested to bring the

Identity Card issued by IEI and also the original Section B Grade

Card-cum-Provisional Certificate. The original combined pass

certificate will not be issued without the production/verification of

these documents at the counter under any circumstance.

PREAMBLE

The Institution of Engineers (lndia) [lEl] organised its First Convocation and Technicians’/Students’ Convention in 1993 to award certificates to those who passed Sections A and B Examinations of the Institution in 1992 and has been continuing to organise the same for the last 27 years. To make this occasion even more purposeful, multiple events are planned, including a seminar on a contemporary topic, multiple technical sessions and awards to students’ design competition and a general session. On this momentous occasion, three top ranking chapters will be honoured in both Technicians’ and S tuden ts ’ Chap te rs ca tego ry (bo th Eng inee r ing College/Polytechnic Students’ Chapter), based on their technical activities over the year. Participation in such an event is an honour to participants and would help to build a sense of belongingness and provide a platform for building fellowship and create opportunities for networking and interaction with peers and senior members of the Institution. The ensuing Twenty-seventh lEl Convocation and the Technicians’/Students’ Convention will be held at Jaipur during 9 - 10 November 2019 under the aegis of the Rajasthan State Centre of IEI.

In addition to the All India Technicians’/Students’ Seminar, there will be another session for Technicians/Senior Technicians/Student

members (both engineering college and polytechnic categories), where technical papers on topics of choice of members will be

presented and discussed. As in case of the All India Technicians’ /Students’ Seminar, the papers submitted for the Technical Session

shall also be vetted and authors of selected papers will be asked for presentation of their papers for consideration of prize. There are nine

prizes in three categories, namely, First Prize (three of 2000/- each); Second Prize (three of 1500/- each) and Third Prize (three

of 1000/- each). For both the Seminar and the Technical Session, the papers shall be adjudged for award of prizes in three groups,

namely (i) Technician/ Senior Technician members of lEl; (ii) Members of Engineering College Students’ Chapters of lEl, and (iii)

Members of Polytechnic Students’ Chapters of lEl.

Besides Convocation, the multi-capsule technical programme includes All India Technicians’/Students’ Seminar where

Technicians/Senior Technicians and Student Members of the Institution representing Engineering Colleges and Polytechnics will get the

opportunity to present the technical papers. This feature of presentation of papers has become a tradition since long which provides a

platform for budding engineers to discuss around a central theme. The central theme for the Seminar is as follows :

Technological advances have resulted in dramatic increase in industrial productivity since the dawn of the Industrial Revolution.

Electrification led to mass production in the early twentieth century, and industry became automated in the 1970s. In the decades that

followed, however, industrial technological advancements were tapered, compared to the phenomenal breakthroughs that transformed

IT, mobile communications, and e-commerce. Now, we are in the middle of a fourth wave of technological advancement : the rise of new

digital industrial technology known as Industry 4.0, a transformation that is powered by nine foundational technology advances.

It is a transformation that makes it possible to gather and analyze data across machines, enabling faster, more flexible, and more

efficient processes to produce higher-quality goods at reduced costs. This manufacturing revolution will increase productivity, transform

economics, foster industrial growth, and modify profile of the workforce - ultimately changing the competitiveness of companies and

regions. Industry 4.0 allows for a faster response to customer needs than is possible today. It improves the flexibility, speed, productivity,

and quality of the production process and lays down the foundation for adoption of new business models and production processes.

Advanced digital technology is already used in manufacturing, but with Industry 4.0, it will transform production and change traditional

production relationships among suppliers, producers, and customers - as well as between human and machines.

Nine technology trends which form the building blocks of Industry 4.0 are:

• Big Data and Analytics

• Autonomous Robots

• Simulation

• Horizontal and Vertical System Integration

• The Industrial Internet of Things

• Cyber-security

• The Cloud

• Additive Manufacturing

• Augmented Reality

Companies might face formidable challenges in embracing Industry 4.0: in order to fully implement this technology, they will need to

broaden and deepen their practical knowledge about digital technologies and the related use cases - and then develop and implement

tailored digital manufacturing strategies. Dr Adrian Davis, Managing Director, Europe, Middle East and Africa Region, (ISC)2 says ‘With

a greater insight into their products, manufacturers can modify them to make them more attractive to prospective buyers and more useful

to current customers as well as designing them in a way that makes them less prone to errors and more safe and secure. Ultimately, it will

enable manufacturers to better serve their customers and meet their expectations. Preparing for it now means staying ahead of the

curve and ensuring competitors do not get the upper hand’.

Industry 4.0 is definitely a revolutionary approach to manufacturing techniques. The concept will push global manufacturers to a new

level of optimization and productivity. Not only that, but customers will also enjoy a new level of personally customized products that may

have never been available before.

FIXATION OF TERM OF EXAMINATION BASED ON DATE OF ENROLMENTCandidates enrolled between Eligible to appear for the first time in

March 1 - August 31 Winter Examination (same year)

September 1 - February 28/29 (next year) Summer Examination (next year)

The first examination that the candidates are eligible to appear shall depend on their date of election as mentioned above. The stipulated six-year period shall be counted from the date of eligibility.

The Tamil Nadu Technicians’ Chapter felicitated the

outgoing students during March 11-12, 2019 at the

Centre’s auditorium, The Technicians’ Chapter also

organised a seminar on the theme ‘Innovation

Technology and Knowledge Economy’.

The Durgapur Technicians' Chapter of the Institution

organized three Committee Meetings, one technical

The Council at its 683rd meeting, held during 20-21 Sep 2014 at Agartala, decided the following :

XHard copies of admit cards for registered candidates to appear in the Section A & Section B Examinations of IEI will not be printed with effect from Winter 2014 examination. Therefore, the facility to collect the hard copy of admit card from the respective Examination Centre is dispensed with.

XCandidates, registered to appear in the afore-said examination, are expected to download their admit cards from IEI HQs website (www.ieindia.org) under the tab Academics by entering his / her correct membership number.

XSMS will be sent by the HQs of IEI in this respect to all registered candidates, whose mobile numbers are available on record, at least 10 days before the commencement of examination.

XIn case of any difficulty, concerned State/Local Centre shall extend the facility to provide downloadable admit cards to registered candidates, on request, only one day prior to the commencement of examination. It may be noted that concerned State/Local Centre may not consider such request, if this facility is requested during the period of examination.

DISCONTINUATION TO ISSUE PRINTED ADMIT CARDS

IMPLEMENTATION OF IVRS AT IEI HQS

In order to give better and prompt service to our T/ST and members, the Institution has implemented Interactive Voice Response System (IVRS) at its Headquarters.

Existing T/ST/Corporate members of the Institution interested to know the roll number/examination results/payment details or any other queries related to Examination/Membership may dial the number (033) 4015 5400.

Members are to key-in 7 digit membership number and first 11 digits of the reference number received through sms or letter from IEI (as applicable) and follow the instruction as sounded by the system.

Pursuant to the decision of the Council, Senior Technician (ST) members, after passing Section B examination,

would be eligible to become Associate Member (AM) directly. In order to transfer their membership grade from T / ST to Associate

Member, they are required to apply for the same with a demand draft of 1800/- (US $ 100 for overseas candidates) in favour of ‘The

Institution of Engineers (India)’ payable at Kolkata. This is applicable for all candidates who have registered in Section B prior to

July’13, with a fee of Rs. 3000/- only. Candidates who have remitted Rs. 4800/- towards Section B Registration, will receive their AM

certificates automatically within two months of passing Section B.

ONLINE PAYMENT FOR EXAMINATION-RELATED SERVICES

It has numerous advantages, namely, as follows:

®Need not to make the draft and payment of commission to the bank.

®Avoid risk of misplacement of document with draft during postal / courier transit.

®Avoid inordinate delay to receive the document with draft at HQs.

®Instant acknowledgement of amount and documents by receiving Request Reference Number and Authorization Code.

Please ensure receipt of Authorization Code along with Request Reference Number for valid transaction. Transaction without Authorization Code will not be considered as valid.

Present Status of MHRD/AICTE IssueIn a series of Court hearings on 15 Nov 2017, 07 Mar 2018, 17 May 2018 and 15 Nov 2018, the Hon’ble Court ruled that the MHRD/AICTE shall submit policy guidelines for professional Institution by 28 Jan 2019.

Finally on 28 Jan 2019 MHRD submitted affidavit along with rules and guidelines to be followed by the professional societies and assessment report. All professional bodies have been given 4 weeks to submit their response to the affidavit. The next date of hearing was fixed on 27 Mar 2019. On behalf of IEI, rejoinder has been filed on 20 Mar 2019.

The details of passing Sections A and B Examinations or exemption therefrom should be stated clearly in the Examination Form with the grade of membership.

A candidate should mention the correct code number of the examination centre, branch and subject(s) in which s/he desires to appear in the Examination Application Form. Wrong code numbers of centres, branch or subject(s), if mentioned in the form, will automatically result in allotment of the centre or branch or subject(s) to which those code numbers belong.

A candidate shall not be allowed to appear in the following schemes exceeding the number of subjects as mentioned against each scheme:

Examination Form is available in the Membership Pack as well as on IEI website www.ieindia.org. The photocopy of the Examination Form shall be accepted only if copied

clearly on A-4 size bond paper. The Examination Form duly filled-in should be sent directly to the Headquarters of the Institution with requisite fee of 3000.00 by demand draft.

Submission of Examination Form after the last date shall be rejected automatically. Plea of ignorance in this respect shall not be accepted under any circumstance.

In case of non-receipt of the result of Summer 2019 Examination for any reason whatsoever, candidates should submit the forms within the stipulated date mentioning the subjects in order of preference, including the subjects appeared at the last examination. In such case, the subjects will be allotted giving preference to the choice of subjects but excluding the exemptions, if any, and permitting to appear in the next subject available to them in the sequential order of subject code. Examination fee shall be refunded only to passed candidates as per rules.

Time Limit to Carry Forward Subject Exemptions

A candidate shall be required to pass the Institution Examination within a specific period as mentioned hereunder :

Section A : 6 years Section B : 6 years

Sections A & B Examinations – Winter 2019

Only one examination form should be submitted. Submission of more than one form may cause automatic rejection of applications. Fee will not be refunded or adjusted for submission of duplicate Examination Form. Telephone/Mobile number and e-mail, if any, should be quoted in the Examination Application Form. No covering letter is necessary for submission of the form.

Each application, accompanied by exact Examination

Fee (` 3000.00) for appearing in the examination, should

reach on or before the last date of submission of forms. Examination fee once paid is neither refundable nor transferable to the subsequent examination or to any other account.

Examination Fee (` 3000.00) should be paid by online

through credit card or by demand draft. Please avoid sending more than one draft and also any other fee along with the Examination Fee. Do not staple the draft along with the letter/examination form. Use pin only to tag firmly the demand draft with Examination Application Form.

Examination Application Form with demand draft is to be sent only to the Director (EEA), The Institution of Engineers (India), 8 Gokhale Road, Kolkata 700 020. The demand draft be drawn in favour of The Institution of Engineers (India) payable at Kolkata. Particulars of the

already secured exemption(s) will be considered as cancelled. The previous exemption(s) stands valid.

Candidates should normally select the examination centre within the jurisdiction of their respective State / Local Centre. In exceptional circumstances, candidates may be permitted to appear from the Centres outside the jurisdiction of their State/Local Centres provided they enclose with their Examination Forms the satisfactory evidence of their being required to appear from other Centres. No application for a change of Examination Centre will be entertained after the last date of submission of examination application forms. Appearance from a different centre, without the prior approval of Headquarters in writing, shall be considered as irregular.

Candidates elected as Technician / Senior Technician members can appear in the immediate next examination after their election, as per fixation of term of examination given on page 8, subject to timely submission of their examination forms with requisite fee.

A candidate should also mention in the Examination Application Form her/his roll number, year and month in which s/he has passed Section A Examination.

No candidate shall be allowed to appear at the examination without the Valid Identity Card. A candidate, who has not yet applied for Identity Card, is required to apply and collect the same before the commencement of examination.

A Corporate Member desirous to appear in additional branch in which he passed his B.E / B.Tech / M.Tech degree is expected to apply for an Identity Card, duly filled-in and attested by a Corporate Member, enclosing a

demand draft of requisite amount at least two months

prior to examination. Such candidates are expected to apply for registration of Section B in the prescribed format that can be downloaded f rom IEI Webs i te (www.ieindia.org) under the tab ‘Academics’ and send

along with registration fee of ` 3000.00 (US $ 200 for

overseas candidates) by demand draft. The application with fee must be sent at least three months prior to the commencement of examination.

A Corporate Member, who has already passed Sections A and B Examinations or is exempted therefrom, will only be permitted to appear in any one additional branch of engineering in Section B, in which Section B examinations are being conducted at present, on payment of

examination fee of 3000.00 or US $ 225 (as applicable) in

each examination subject in fulfilling the requirement as per rules.

Candidates, who passed Section B Examination in one branch in revised scheme shall be eligible to claim exemption in common subject(s) of same nomenclature in the additional branch, provided they secure Grade ‘C’ or higher grade in such subject(s).

A Corporate Member, who has already passed Sections A and B Examinations or is exempted therefrom, will only be permitted to appear in additional subject(s) of Section A

or Section B on payment of an examination fee of 500.00

per subject. The grade secured in the additional subject(s) will not be added to the original pass result of Section A or Section B under any circumstance.

Request for change of subject(s) shall not be entertained after submission of Examination Form.

The Institution reserves the right to reject incomplete or illegible examination forms without any reference to the candidates.

The charge of `150.00 for processing the examination

form shall be deducted while refunding the examination fee. Balance examination fee will not be adjusted to any other account.

List of candidates not eligible to appear at the Institution Examination, will be published in IEI Website assigning the reason for rejection of his / her examination form.

Certain requests, such as, acknowledgement of receipt of examination form, subsequent corrections in the form, despatch of grade card/ marksheet to a temporary address, re-valuation of answerscript, award of grace marks, etc. shall not be entertained.

A candidate, whose name does not appear in the ‘List of Candidates’ provided to an Examination Centre, will not be allowed to appear at the examination from that Centre.

In case a candidate claims that in spite of submitting an examination form in conformity with Rule, s/he has neither been provided with Admission Card nor provided any information about the rejection of her / his application, s/he can submit a fresh examination form along with a demand

draft of `1500.00, with photocopies of her/his original

examination form, details of the demand draft/online payment with transaction id and a copy of the postal receipt, to the Officer-in-Charge for provisional appearance in the examination. In case the candidate’s claim is found to be not in order, the fee deposited by him/her shall be forfeited and his/her appearance shall be treated as irregular.

Mobile and programmable calculator are not permissible in the Examination Hall. Non-programmable calculator, however, is permitted in the Examination Hall.

For correspondence in regard to any examination, candidates should always mention the membership grade and number, examination in which they appeared, the centre of examination and roll number, phone/mobile number and e-mail ID, if any, for faster response.

Inspection of Answerscripts of Section A / Section B ExaminationThe Council at its 673rd Meeting held at Kolkata Resolved the following:Candidates, appear in a particular session in Section A / Section B examination, may appeal for verification of their answerscript(s) for arithmetic correction in totaling of marks and any omission/deletion in evaluation within 15 days from the date of declaration of results at HQs of the Institution on the prescribed proforma as given below with fee of ` 500/- per answerscript by demand draft in favour of ‘The Institution of Engineers (India)' payable at Kolkata. On receipt of the request from the candidate with fee, the exact date and time will be informed to the candidate to inspect his/her answerscript at the HQs of the Institution at his/her own expense. In case any candidate fails to appear to inspect his/her answerscript(s) at the given date and time, no further opportunity shall be given for inspection of answerscript(s). It is further clarified that re-verification of answerscript shall not tantamount to revaluation of answerscript. This is only a process of re-verification by the candidate. The retention period of such answerscripts will be for six months only.

The National Design and Research Foundation (NDRF) - an autonomous fora of The Institution of Engineers (India), was formed in 1969 to promote design and research in various branches of engineering and technology. As a part of this, NDRF organises an annual national level design competition for students. NDRF is happy to announce the 49th All India Students’ Design Competition-2019 on behalf of IEI.
