1 The purpose of this report is to provide the update on the current operations undertaken after TC Winston. This Situation Report is issued by the National Emergency Operation Centre and covers the period from 0800 hours – 1600 hours on Wednesday, 16/03/2016. Updates in this report summarise all reports and briefs submitted from the four (04) Divisional Emergency Operation Centres (DEOC’s). 1.0 HIGHLIGHTS OF LAST 12 HOURS 1.0.1 MEDIA RELEASE Prime Minister Hon. Ram Chandar Rao from Tavuto said while the valley escaped the brunt of TC Winston, heavy rainfall associated with the Category 5 storm had affected farms located along the Sigatoka river banks. The purpose of this report is to provide the update on the current operations

undertaken after TC Winston.

This Situation Report is issued by the National Emergency Operation Centre and

Updates in this report summarise all reports and briefs submitted from the four (04)

1.0 HIGHLIGHTS OF LAST 12 HOURS

1.0.1 MEDIA RELEASE

Prime Minister Hon. Voreqe Bainimarama to officiate as Chief Guest at the

official handing over of Tropical Cyclone Winston Humanitarian Assistance

from the People's Republic of China to the Fijian Government on Thursday

State option: Bainimarama outlines financial aid scenarios – Prime

Minister Voreqe Bainimarama says Government is exploring the option of

providing financial assistance to individuals whose homes were destroyed by

Severe Tropical Cyclone Winston. Speaking at Nabukadra village in the

district of Nakorotubu in Ra, yesterday, he said discussions would be held

with the Finance Ministry to find out if this was possible.

Ra rehab work praised – Commissioner Western Manasa Tagicakibau has

praised the Fiji Roads Authority and its maintenance contractor Higgins (Fiji)

Limited for the rehabilitation process in the Ra province. “I thank FRA and

Higgins for working around the clock in allowing us the accessibility to some

of the affected areas in Ra.”

F$250,000 for cyclone hit Pacific neighbors – In the fallout of Cyclone

help out Fiji. Pledging Fijian $250,000, or about $170,000 NZD, the

company is donating the money to help in the humanitarian relief effort. One

of New Zealand's largest roading and infrastructure companies, Higgins has a

team of 250 staff on the ground in Fiji, most of who are locals. Chief

executive David Geor said after Cyclone Winston's destruction and impact on

PM visits villagers and schools in Ra – Prime Minister Voreqe Bainimarama

visited a number of villages in the Tikina of Nakorotubu in Ra yesterday with

relief supplies such as tents, hardware supplies, washing detergent and

bottles of water. These villages included Mata-i-nananu, Dela-i-yadua,

Nayavutoka, Nabukadra, Verevere and Namarai. Bainimarama thanked the

villagers for being resilient and not waiting for Government’s assistance. He

said it was good to see that the villagers were working together in rebuilding

their lives instead of waiting for assistance all day.

PS Talkback Show Radio Fiji One - Fiji Electricity Authority representative

Samu Ratu appeared for the midday show. He spoke on the restoration of

power supply to areas that have been affected in the aftermath of Tropical

Cyclone Winston. Mr. Ratu in response to questions posed by the callers

explained that FEA was working around the clock to restore power supply to

areas that still do not have electricity.

1.0.2 WESTERN DIVISION

Urgent request from Turaga ni Koro of Nubuyanitu village in Navosa

requesting if an assessment can be carried out in their village and the

Tikina of Noikoro due to damages to property and crops caused by TC

Winston. According to him there has been no assessment carried out as

of today.

Urgent request for 30,000 tents. E-mail has been sent to DIV EOC West to

send details of this request.

1.1 STATUS SUMMARY

Number of deaths remained at 44 when this report was compiled. Only two

(2) Divisions, Western and Eastern still have active Evacuation Centres. The

total no. of evacuees for the two divisions as to-date is 4,908.

Situation: A frontal system remains slow moving just to the south of Fiji. Associated

cloud and showers affect the southern parts of the group.

Forecast to midnight tonight for the Fiji group:

Some showers about the Kadavu, Southern Lau group, the western parts and

interior of the larger islands. Elsewhere, fine apart from isolated afternoon or

2.0 DIVISIONAL UPDATES

Brief summary of updates for the four [4] divisions are highlighted below:

2.1 CENTRAL DIVISION

DIVEOC Central has requested the following:

250 cartons of bottled water for Central Division EOC's and Field Teams.

3 chainsaws for the Forestry Field teams.

2.2 EASTERN DIVISION

NEOC received today at 1005hrs a phone call from a Ms Litia (Ph-3576059)

with regards to the issue of ration distribution on Koro, specifically the

village of Tuatua. She had been informed by a Mr Necani (mob-7313369), a

SDA Pastor that he visited the island over the weekend and provide some

food rations to the village of Tuatua. He was informed by villagers that this

was first time food has been provided to the village. The caller has requested

NDMO to please verify this information and provide relief to the village of

TUATUA.

Arrangement has been carried out by the Eastern Division Team for the

clearing of debris using heavy machines (bulldozer) in villages in Koro and

Ovalau.

Eastern Division team are working very closely with UNDP team who will be

accommodating the payment of the machines. One machine is in Koro Island

and Divisional Engineer Central Eastern is currently organising for another

bulldozer to be used in Ovalau.

KORO

The Ministry of Health today distributed 49 x Hygiene Kit Packs to the 12 x

settlements on the island.

The DISMAC team headed by Mr Satakala conducted on foot assessment on

all villages and settlements to confirm the actual figures of houses

completely destroyed by Cyclone Winston.

ADF Engineers continue to use their machinery to clear off large debris at

villages to the Western part of the island and also concluded their repairs to

the schools at Kade and Nakodu villages.

ADF provided pork meat to all the villages where their troops have been

deployed including our location as part of their farewell dinner as they wrap

up their work on the island.

Distributed and erected 26 x Shelter Box tents at Nabuna, Tavua, Naqaidamu

and Nacamaki villages during the period.

Request for 1 drum of premix for Koro Island.

CICIA

SITREP 72 regarding Cicia

Roads

The main road at Natokalau village and Naceva village seashore was totally

destroyed by tsunami.

The main road along Cicia Island was mostly covered with fallen trees after

TC Winston.

Parts of Cicia main road which was lying next to the seashore was covered

with tidal wave debris after the Cyclone.

Schools

Only 1 school building was partly destroyed at Natokalau Village School after

the Cyclone.

Village Housing

There are 3 houses destroyed at Cicia Island after TC Winston as follows:

2 Houses destroyed at Naceva village.

1 House destroyed at Natokalau village by tsunami living debris inside the

house.

Telecommunication

The Digicel Telecommunication tower was damaged after the Cyclone.

Agriculture

All farms around Cicia have been completely destroyed.

POST TC WINSTON

Roko managed to conduct assessment on five (5) villages in Cicia on

damaged caused by TC Winston and also managed to check the Digicel

Company Telecommunication tower at Cicia to confirm the network

disruption.

Assistant Roko Tui Lau for Vanuabalavu/Cicia approached the Chairman of

Cicia Pine Project Mr. Tevita Wainiqolo for the use Cicia Pine Project

machinery to clear and clean-up of fallen trees and debris along the Cicia

main road since the FRA did not have the proper machinery.

The FRA was also assisted by the Lomati and Natokalau village Disaster

Management Committee

Report recommends the relocation of Natokalau village and its Primary

School to higher ground. Road that runs towards Natokalau and Naceva also

recommended to be relocated across the village.

2.3 NORTHERN DIVISION

No update since last SITREP

2.4 WESTERN DIVISION

Team sent to Nagado and surrounding areas for food ration delivery returned

at 0500hrs today and were unable to access a few settlements due to rainy

weather.

Nasukamai village, Nalawa, Ra was visited by the cabin crew of Fiji Airways

who donated food and hygiene packs.

TFL visited Ra schools offering School kits in consultation with Ministry of

Education.

Medical Pacific Services are in Nalawa, Ra offering counselling and medical

services.

7 crossings in Ra have been completed and are now accessible to traffic. For

details please refer to 3.7.

3.6.2 Pacific Centre for Peacebuilding (PCP)

Pacific Centre for Peacebuilding (PCP) is working in collaboration with Oxfam, to

distribute WASH (water and sanitation hygiene) packs to communities in Tailevu and

Taveuni where they normally work in. The packs that they will distribute contain:

4. 1 bar washing soap

5. 2 x 3 packs protex bathing soap

6. 4 x 10 pack sanitary pads

Each pack is valued at $50 and we have 205 packs for Tailevu and 325 for Taveuni.

These will be distributed proportionate to the size of the communities. The North

3.8 Australian Mission

Australia’s Medical Assistance Team (AUSMAT) have demobilised and left Fiji

after treating 1768 patients in Ra, Ovalau, Ba and Tailevu. A full debrief and

assessment report was provided to Ministry of Health.

Australia gifted FJ $23,000 worth of medical supplies to Ministry of Health on

13 March.

ADF provided a full assessment report of Taveuni to Minister Seruiratu on 15

March in Tailevu. Report submitted to Current Ops as Report no, 2795/16/3

for their information.

3.9 New Zealand Mission

This report is as of 14th

March.

Construction/plumbing/electrical/heavy equipment and water delivery tasks

were ongoing today in Vanuabalavu today. Some points to note include:

o Mualevu: generator shed is complete and power is back on.

o Mualevu: reconstruction of nurses clinic is complete.

o Mualevu: toilet block is 95% complete.

o Environmental health surveys of water sources undertaken in Mavana

and Mualevu (results will be passed to NDMO).

HMNZS Canterbury is on route to Suva and will be alongside tomorrow

(Tuesday) morning. NZMAT and USAR teams will disembark and return to NZ.

MFAT second rotation will embark HMNZS Canterbury which will sail back to

Vanuabalavu (via Yacata Island) on Wednesday 15 March.

A team of NZDF engineers went to Yacata Island to remove a water pump

(local bore hole) to see if this is repairable. The pump is on board HMNZS

Canterbury and if repairable, will be reinstalled at Yacata when the NZDF

team when work begins there (from 17 March).

NDMO Vanuabalavu has food stores for Yacata Island that will be delivered by

the Tonga Navy vessel. This food may need to be supplemented with MFAT

supplies (on board HMNZS Canterbury) – NDMO will advise by 1200hrs

tomorrow if this is required. Remaining food stores aboard HMNZS

Canterbury will then be delivered to the NDMO relief supply depot on

Vanuabalavu (on return – Thursday/Friday) for distribution by NDMO to

communities on Vanuabalavu.

Based on a request from the NDMO, NZDF mechanics are servicing the

Lomaloma Hospital Ambulance boat engines to see if they are salvageable.

Following successful deployments, USAR and NZMAT teams have now

cleaned their equipment, ready for return to NZ.

NZMAT have established a list of supplies (consumables and drugs) that they

plan to provide to the Lomaloma Hospital. Most supplies would not be

returned to NZ (opened bulk medications etc.) and this is a positive way of

providing additional support. NZMAT Suva representative is seeking approval

for this with the Fiji Ministry of Health in Suva, and if approved, the stores

will be dropped at the hospital when HMNZS Canterbury returns at the end of

the week.

3.10 Ministry of Youths & Sports

3.10.1 Western Division:

Staff helped verify complaints received at the EOC, reconciled records for

ration distribution as well as distributed rations.

Repacked donations for rations.

3.10.2 Central Division:

Contact has been made with the Principal Agriculture Officer Central about

planting materials who referred staff to the Agriculture office responsible for

the area in Wainibuka. Planting materials will be collected on Friday 18

March 2016.

Staff will travel and work with the Agriculture Locality Officer for the exercise

on Friday.

Following a meeting with the village elders of Nabulini, Staff and youth clubs

will clean up and help with planting for 40 households.

3.10.3 Northern Division:

Staff continued to work at the EOC in Labasa and Taveuni

A colleague helped with ration distribution to 3 schools and villages near

Savusavu.

A staff departed to Tukavesi to spray mosquitoes with health inspectors with

15 villages on the target list.

3.10.4 Eastern Division:

Youths in the Tikina Levuka have been heavily involved in clearing up debris

and generally cleaning up with the help of Inmates at the Levuka Corrections

Facility.

A staff assisted other Government Officials to distribute clothing for young

men and women, kitchen utensils and food to the villages affected around

the Island of Ovalau; donations were from the Methodist Church of Fiji.

The young men at the Baba Settlement have been working tirelessly

rebuilding their homes; there has been some assistance from the Fiji Red

Cross Society for tents for temporary shelter.

First team departed to repair ATONS (MLC Vatulawa), currently repairing Udu

lighthouse. (Lomaiviti, Vanualevu, Nadi Bay, Momi, and Viwa).

12 Franchise Trips completed post TC Winston. 624 tons of cargo and 678

passengers moved in 8 routes.

4.0 CONCLUSION

There has been an increase in the number of evacuation centres from 123 to 124 in

the Eastern division.

Requests/calls have been received from nearby villages in the Hot Spot region. In

view of this we would like to follow up on our earlier recommendation (NEOC SITREP

83) if assessments can be made to these villages. These are villages in the interior

of Viti Levu especially in the borders of Naitasiri/Navosa/Nadroga province.
