1. Purpose of the Document

The Request for Proposal (This Document) floated by Telangana State Technology Services (TSTS)

on behalf of the Electronic Services Delivery (ESD) Department (Mee Seva), Government of

Telangana to select an Implementation Agency (IA) who would be responsible for design,

development, implementation, and maintenance of Mobile Services Delivery Gateway and associated

Mobile applications for a period of 3 years with a possibility of extension for another 1+1 years

subject to terms and conditions of the RFP.

The content of this RFP has been documented as a set of three volumes (Volume I, II & III) as

explained below:

Volume I: Functional, Technical and Operational Requirements

Volume I of RFP brings out all the solution requirements of the mobile Governance system. This

volume also provides the details of other requirements of the project.

Volume II: Instruction to Bidders and Bidding Terms and Conditions

Volume II of RFP details the bidding process, bidding terms and conditions and all that may be

needed by the bidders to understand the scope of work, project implementation time lines and

approach.

Volume III: Master Service Agreement and Service Level Agreement

Volume III of RFP is essentially devoted to explain the contractual terms including the draft master

service agreement, service level agreement & Non Disclosure Agreement that ESD (Mee Seva)

intends to sign with the shortlisted Implementation Agency.

2. Introduction to Mobile Governance

Keeping in view the challenges faced by the citizens and the Government in citizen centric service

delivery, Department of information and Technology, Government of United Andhra Pradesh has

introduced Citizen Centric Service delivery platform, e Seva in the year 2000 to enable centralized

payments of different utility bills. eSeva builds on the success of the TWINS pilot project launched in

Banjara Hills, Hyderabad, in December 1999. It was a great success and was a pioneering initiative in

Electronic Service Delivery. Subsequently another initiative called Mee Seva was launched in the

year 2011 with an objective to provide Smart, Citizen Centric, Ethical, Efficient and Effective

Governance. The initiative involves universal and non-discriminatory delivery of all government

services to Citizens and Businessmen of all strata and improves efficiency, transparency and

accountability for the government. The initiative entails transformed government-citizen interface at

all levels of administration with shared governance models by breaking down the silos and to build up

an integrated service delivery platform.

“Mee Seva” in Telugu means, ‘At your Service’, i.e. service to citizens. It is a good governance

initiative that incorporates the vision of National e-Gov Plan “Public Services Closer to Home” and

facilitates single entry portal for entire range of G2C, B2C & G2B services.

The Electronic Service Delivery ESD platform of Government of Telangana comprises of following

components:

Mee Seva

e Seva ( sometimes referred as central portal)

SSDG

e-District

Mee Seva is a delivery channel which will deliver G2C services for all the citizens in the state of

Telangana. Mee Seva has migrated services from individual service providers and facilitates all the

users to consume the same services. The Mee Seva services can also be accessed through online at

https://onlinetg.meeseva.gov.in/CitizenPortal/UserInterface/Citizen/OnlineLoginForm.aspx

eSeva online project is a delivery channel which will deliver some of selected B2C and G2C Services

mostly utility and other payments (electricity, water bills, Post-paid mobile / landline payments,

traffic challan payments, Property tax payments, internet bill payments etc.) . The e Seva services can

also be accessed through online at http://www.esevaonline.telangana.gov.in/onlinepay.htm

State e-Governance Service Delivery Gateway (SSDG) is another platform with G2C services based

on the project launched by Government of India.

e-District is another platform with G2C services based on the project launched by Government of

India.

The list of services keeps increasing as more and more services are brought onto the platform.

The citizens can avail the services in any of the above four platforms through

a) 110 Government centres spread throughout the state.

b) About 4500 franchisees spread throughout the state.

c) On line

On an average more than one lakh citizens use the ESD platform every day for availing services.

The Telangana Government wants to take the next step and provide its citizens the services what they

want, when they want and how they want conveniently in a transparent, accountable innovative and

humane manner. With this futuristic vision Anytime/Anywhere/Anymode of service delivery and

aforementioned demand and necessity of increasing of channels of scaling service delivery, Telangana

Government intends to provide the existing G2C & G2B services and new services including VAS

and informational services through Mobile through various platforms such as SMS, IVRS, USSD,

Mobile APP and Mobile Web.

This Mobile Governance project’s intent is to be an additional and alternative channelto the existing

ESD (Mee Seva) service delivery system and it adds to the Government Vision.

3. Project Objectives

To meet the vision of the Electronic Service Delivery, Telangana government intends to ensure that

the a mobile service delivery platform in built over the existing Electronic Service Delivery platform

to offer citizen services through mobile channels. The objectives of the project are:

Greater accessibility to Bridge Rural Urban Divide

o Anytime - Anywhere – Any how servicedelivery

Aim to provide multiple payment options including wallets.

Real time Monitoring

Capturing Citizen grievances, queries and feedbacks real-time

Services delivery through Smart phones as well as feature phones

Near Universal reach, reducing Digital/ Language/ Literacy Divide

Low cost for service delivery which benefits citizens

Will be a platform for all departments of Telangana though Electronic Service Delivery will

be the lead user.

Services through the User Interface in English, Hindi and Telugu

Supports all the standard mobile OS like iOS/Windows/Android/Tizen etc

4. Project Tenure

The tenure is for a period of 3 years from the date of award of the contract. ESD may extend the

contract after 3 years, by 1 year at a time for 2 years subject to a maximum of 10% increase per year

in the commercials.

In case there is delay by ESD in selecting a new Implementing Agency IA at the end of 3 years and

ESD does not wish to continue with the Implementing Agency IA ESD has a right to ask the existing

Implementing Agency IA to continue to support for a maximum period of 6 months without any

change in terms and conditions.

5. Platform Approach

The purpose of setting up the T App Folio mobile governance platform is to provide one-stop shop for

Telangana Government enabling the delivery of government services as well as other services

including VAS and other informational services through mobile devices in an efficient and cost

effective manner.

The T App Folio mobile governance platform shall:

• Enable various channels like SMS, USSD, IVR, Smart Client, Mobile Web

• Support both smart and feature phones, the features available when accessed from

smart phone and feature phone may vary depending on the capability of the mobile

phone.

• Enable various telecom operators where the connectivity can be enabled only through

the Telco (ex. USSD)

• Enable various payment instruments like credit cards, Bank Accounts via NPCI/UPI,

prepaid card, mobile wallet

• Provide Mee Seva, eSeva, SSDG, eDistrict services through mobiles

• Should integrate with other Apps of Government like Mobile wallet of Transport

department and my GHMC of GHMC etc .

• Provide VAS services

• Provide Informational services which serves public interest

• Provide citizen centric services which are of public importance by on boarding apps

developed by private developers subject to terms and conditions

• Have necessary connectivity and bandwidth for the departments to enable / plug-in

their services in a seamless manner

• Facilitate the inter-operability across channels, payment instruments and departments

to take maximum benefit of the platform.

T App Folio Mobile Service Delivery Governance platform MSDG shall be a shared platform and all

interested Government departments of Telangana , agencies interested in providing mobile services as

well as some private agencies which serve public interest subject to approval by the ITE&C

department shall have the right use this platform in order to avoid duplication of effort (infrastructure,

development, management, regular enhancement and maintenance). Electronic Service Delivery

division of department of ITE&C being the lead user, will manage the hardware, software platform

and all the required relationships of all stakeholders pertaining to the project.

6. Overview of various Components of proposed T App Folio MSDG

Platform

The purpose of T App Folio mobile governance platform is to provide a wide range of services to

citizens of Telangana state through mobile devices.

The various components of the platform as envisaged are described below.

The Bidder is required to provide a detailed functional, technical and architectural description of the

MSDG platform

As the T App folio Mobile Governance initiative is going to heavily depend on the ability to integrate

with external system, the following guidelines must be followed:

1. Mobile App / Mobile Internet integration with MSDG platform to be done only through well-

defined / well documented APIs, which is necessary for creating m-folio

2. All other channel enablement must also happen through well-defined API (Ex. IVR, USSD,

SMS – Push / Pull)

3. Communication between MSDG and external systems (Ex. Services, Mobile App,

SMS/IVR/USSD/PG systems) to be done only through well-defined APIs

The functional description of the components shown in the diagram above is provided in the

subsequent sections of this document.

6.1. Unified Communication Module

Unified Communication Module (UCM) will act as an entry point for all the channels to interact with

the rest of the MSDG components. The UCM to be able to communicate with SMS gateway, USSD,

IVR as well as mobile application and mobile web site in a seamless manner. UCM shall cater to any

new message format or new device in future. UCM is expected to create an open communication layer

for any external device to securely communicate with the MSDG platform. Future proofing the

platform is of paramount important.

6.2. Security & Authentication Module (SAM)

Mobile governance platform need to support multi-level security and authentication process.

Departments may choose to use one or more methods to authenticate the user and verify the

transaction authenticity and consistency.

The SAM must have the ability to interact with external systems to carry out necessary security and

authentication checks as required and defined by the system (ex. Verify biometric based on UID by

calling UID’s Authentication API). The SAM may also be required to carry out encryption and

decryption of the information by calling external API. Security module will also be responsible for

checking various roles and permission associated with the activity.

6.3. Transaction Management

This is the core transaction management module of the platform, all the messages will be routed

through transaction management platform for further processing, transaction management will interact

with external systems for verification, authentication and consumption of the information, will

interact with payment module for handing over the information for payment processing, will interact

with department / merchant module, customer/citizen profile module and other modules for various

types of verifications. Transaction management will also be responsible for calling business rules API

for checking various business rules as well as with service charges module for calculation of

transaction charges prior to sending the transaction for further processing.

6.4. Transaction Logging & Audit Control Module

The system needs to support extensive, configurable, traceable transaction logging & audit control.

Transaction logging involves life-cycle details of the transaction with information about each and

every process step. The module should have the ability to configure not logging of certain data

elements (ex. Credit Card details, mPIN, Biometric details) as well as the ability to turn-off or turn-on

either partial or complete logging. The module need to log all the API calls to the external system

with reference data and date-time stamp as well as all the API calls into the system with reference

data and date-time stamp. Another aspect of transaction logging is error detection, logging and

propagation to the appropriate level after mapping the external error message to the platform specific

error message to effectively communicate to the citizen. A graphical user interface to show the life

cycle of the transaction with the necessary details is a necessary requirement of the logging module.

The audit control module serves the purpose of tracking any changes to the system configurations.

The module needs to have ability to configure various elements of the system like data base tables,

UI, functional flow, parameters at various levels. The system need to provide user interface to setup

the audit control parameters as well as generate the necessary reports to monitor and track the changes

to the system configuration.

6.5. Marketing & Promotions Module

An integrated mobile governance platform provides great opportunity for various Government

departments as well as businesses to promote their services and reach out to a significant portion of

the population in an effective manner. Government departments spend significant amount of resources

to provide the information to the citizen – this includes education, awareness building and

promotions. The system shall have the ability to integrate with the 3rd party / open source module and

deliver the message across all the supported modes of communications (channels). The module shall

have the ability to send information / messages to the citizen, business, government employees and

agencies as part of the transaction (i.e. part of SMS receipt for payment transaction, part of status

update from department, during IVR or outbound call, in app message/ notification, as part of mobile

web etc.) or as a separate totally independent process as required by the government.

6.6. Payment

Payment and Banking using mobile phone is an integral part of the comprehensive mobile governance

platform. The payment module of the mobile governance platform needs to support various payment

instruments allowed by RBI. The module needs to be intelligent enough to route the authorization

request to the appropriate Payment Gateway. The platform at a minimum need to support processing

of mobile payment transactions using credit card, debit card, prepaid card,IMPS/UPI based payment,

mobile wallet (also known as semi-closed wallet) issued by authorized private companies and UPI.

The payment transactions need to fully comply with Mobile Banking & Payment Guidelines

published by RBI.

6.7. Service Management / Service on-boarding One of the important aspects of mobile service delivery platform is effectiveness in m-enabling

various services and businesses. Service management module helps enable various department

services on mobile, the module should provide a self-service portal for administrators and

departments to manage services, enable / disable various channels, view status of services.

6.8. Remote Application Monitoring (RAM)

Mobile service delivery platform is going to have multiple loosely coupled modules to facilitate

scalability and management of the platform. The platform needs to have high availability and load

balancing built into it. Apart from the core modules of the platform, the platform would be integrated

with various external entities like payment gateways, banks, telecom operators, SMS aggregators and

departments as well as businesses.

The real time monitoring and management of the MSDG platform using single portal is key to

provide uninterrupted and high available service to the citizen and businesses in the state.

6.9. MIS Reporting and Dashboard

The platform need to provide extensive parameterized reporting facility for both department users and

administrators to run various reports from time to time.

The reporting module need to have the capability to configure event based or time based reports.

These reports need to be delivered via multiple channels like push reports in email, on-demand

through browser, downloadable in XLS or XML format, tablets, ipad and other similar technologies,

mobile device. The reporting module needs to support various formats including HTML, XML, PDF,

XLS, and CSV.

The multi-dimensional report with drill-down capability will need to support dimensions like

departments, time, district, city, taluka, service category, channels.

Integration with map and display of real time activity on the map in the form of points on the map,

detailed location details, directions and other information useful for display of executive dashboard

needs to be supported.

A detailed list of parameters for transactional reports and dimensions for the dashboard reports would

be made available during the implementation phase. The reporting and dashboard module need to

have the capability to configure event based or time based reports, need to provide tools and

techniques to define various dimensions and parameters for the report based on the various business

objects supported by the system.

6.10. API Management & Application Integration Layer

The mobile governance platform needs to provide well defined, open standards based, well published

APIs for various entities (departments, business, developer community) to consume and integrate with

the platform. In order for the mobile governance platform to enable services, the platform needs to be

integrated with ESD as well as other department IT services (two way integration where mobile

governance platform calls department API and department API calls platform API), the information

exchange can be either push or pull based depending on the need. Apart from open standards based

web-services, the integration module should support data exchange based on XLS, XML, delimited

text and other acceptable and widely used formats. The integration module should also provide a

on line and batch mode integration facility. Integration with popular social networking sites like

Facebook, Twitter and Google+ using the published API as well as integration with mail server would

be considered as desirable features. Any new service enabled on the platform will need to be

notified/popularized via Twitter, Facebook, Google+ or any other social media platform.

The integration module will need to be integrated with Aadhaar, Digi-Locker, e-Sign and other state

and national portal / platforms.

6.11. Usage Profile

The users of the mobile governance service should be able to detect and use the service in an effective

manner. The platform should have the ability to group and present the service intelligently. The

grouping of services need to support various parameters like City, District, Category of Service,

Department, Channel Usage, Awareness need etc.

6.12. Customer Support / SLA Monitoring / Application Management

The Bidder is required to provide Application Management Module for Application Management and

SLA Monitoring. The Help Desk module shall be used by the Call Center / Help Desk to manage the

customer ticketing and life cycle. The module shall have the ability to log tickets via portal, email or

various mobile channels (SMS, IVR, USSD, Mobile Web, Smart Client), appropriate alerting /

communication to the citizen or the ticket filer is critical part of the help desk functionality.

The SLA monitoring tool shall have the ability to track the SLAs as described in the RFP at a

minimum, the monitoring tool shall have the ability to generate the necessary reports and also

calculate the penalties if any. The SLA monitoring tool shall have the ability to export or import the

necessary data.

The application monitoring tool shall help IA and ESD manage and monitor the platform and related

components of the platform effectively. The tool shall monitor the services, unified portal as well as

reporting is a necessary aspect of the application management tool. The module shall have the ability

to integrate with external monitoring tools if required.

7. Product Features

Please refer to Annexure 1 for detailed product feature requirements.Bidder is required to submit duly

filled compliance sheet along with their bid response.

The To-Be architecture is expected to be an API driven, future proof architecture with the ability to

integrate with existing system via API as well as integrate with other external systems using the API.

The key touch-points of MSDG Platform with the external system are

• MSDG Platform to integrate with

– SMS gateway to send and receive SMS (PUSH / PULL services)

– IVR / Telephony Platform for voice based services

– Telco USSD Gateway for USSD based services

– Payment Gateway – to process payment transactions

– With Mee Seva, e-Seva, e-District , SSDG for Govt Services

– Should integrate with other Apps of Government like Mobile wallet of Transport

department and my GHMC of GHMC etc

– With VAS service providers

– With Informational services

– With other private service providers for the services which have public interest

– AADHAAR e-KYC, DigiLocker, e-Sign etc…

– With Mobile App / Mobile internet for App enablement

– Any other systems as desired by the Government broadly which are in public interest.

The decision of ESD is final and the IA has to integrate any service or

application when asked to do so.

– ITE&C department desires to involve 3rd party developers / organizations to build

innovative, user friendly applications for the any services offered through T App

Folio. MSDG platform must factor in this and shall have all the necessary

functionalities to ensure secure on boarding of these applications.

7.2. Service Categorization

The services to be enabled on MSDG platform are categorized as Government services, VAS services

and others. The revenue share details of each of the services are provided below:

I. The Government services will fall into – Payment, Non Payment and Informational Services.

1. ESD will grade the payment services and charge convenience fee. The convenience fee for

various services will be decided in course of time and is planned to be between Rs 3 to Rs 15

per transaction based on the nature of service, the data entry and work flow involved in the

respective service.

2. The revenue generated out of these graded payment services will be shared with IA as per the

financial proposal submitted by Bidder.

3. The payment services as categorized by ESD, need to be enabled across various channels viz.

Mobile Application, Mobile Web, USSD, any other channel as desired by ESD.

4. IA is required to develop non-payment and Informational services as part of the overall

initiative, to be enabled across multiple channels like Mobile Application, Mobile Web, IVR,

USSD, SMS (Push or Pull), as desired by ESD. Examples of the Informational / non-payment

services are:

i. Informational service like – Location of Exam Centers, Location of MeeSeva

Centers, Information related to Blood Bank, Information related to government

schemes or new scheme launched by government, information related to the

scholarships or job availability etc.

ii. Non-payment services like Customer grievances, Complaints on civic amenities etc.

5. ESD intends to provide Informational and other non-payment services to its residents free of

charge. As there will be no revenue generated out of these Informational and other non-

payment services IA is not entitled for any payment on these category of services. The

indicative number of Informational and non-payment services is provided in section 6.2 point

V below.

6. Both payment and non-payment service may involve sending SMS, Voice Message

(Outbound call) and / or email to the resident at various stages, the exact nature of the

communication may change from service to service and to be decided by ESD during the

service enablement process.

II. The VAS services and other services.

1. In addition to the revenue earned for the platform and for the ESD payment transactions, the

IA can additionally earn revenue by enabling 3rd party value added services (VAS services

also called as mobile application services).

2. ESD intends to on-board Value Added services which serves a larger citizen interest across

multiple channels such as SMS, USSD, IVR, Smart Client and Mobile web. ESD intends to

charge On-Boarding fee, AMC and share the revenue with the IA as provided in section 9.3

point number 4.

III. The bidder may be required to enable already developed government and other citizen centric

services on the platform. The enablement of these services may involve providing menu option /

link in the application for invocation of the service. As there will be no revenue generated out of

these categories of services IA is not entitled for any payment on these categories of services.

8. Architectural Principles

The success of the platform largely depends on the basic architectural principles implemented. Given

the differences in the technology with their related advantages and disadvantages and interoperability

issues it is very important to have credible criteria to form the basis for choice of a particular

technology to deliver mobile services. Such criteria are given below:

8.1. Cloud Technology

It is important for the services and application to be cloud ready, to take the advantage of next

generation cloud implementations and technologies.

8.2. End users/Ease of Use

End users availing the service must be kept in mind. Their ease of interaction with mobile devices, the

kind of mobile devices commonly used by targeted segments, network availability and demand for

service should guide the choice of technology for service development and roll out. Support for local

language Telugu has to be borne in mind.

8.3. Future Proofing

The system should be designed to plug-in new technologies and components in a seamless manner,

similarly any obsolete technologies or components should be removed without impacting any other

component of the system.

8.4. Interoperability

The platform need to integrate and interoperate with various other external entities, the ability of the

platform to easily and in a relative seamless manner integrate with external entities, interoperate with

multitude of technologies is a significant criteria while selecting the technology.

8.5. Lights out operations

IA has to provide end-to-end, comprehensive, modular and integrated management of IT

infrastructure components to maximize the availability of IT services and SLA performance.

Management of the system should be automated to the maximum extent possible and the technology

used for managing the system should be open standards based, use of open source is desired wherever

it meets the system requirement.

8.6. Manageability

Ability to manage the various services and systems effectively with minimum to zero impact on other

services should be a key component of technology selection criteria.

8.7. Multi-Lingual Support

Mobile Governance platform and various mobile channels need to support multiple languages

including Telugu and Hindi to be able to reach masses. The IA shall support for English, Telugu and

Hindi languages across various channels (SMS, IVR, USSD, Smart Client, Mobile Web etc.) for

services across service categories as required by Government of Telangana.

8.8. Nature of Service

Choice of SMS, USSD, Mobile Web, IVRS or mobile application will be driven by nature of service.

It may be a simple query, structured query or a form-based interaction with back-end IT system.

Complexity and nature of functional requirements will be the basis of opting for appropriate

technology for a particular service.

8.9. Performance/Scalability

The performance and service levels desired also guide the designer to opt for a particular technology

to deliver a service through mobile devices. The following criteria must be kept in mind during

selection of the technology

a. Every component need to scale to a large volume

b. Every component as well as the whole system needs to provide consistent and acceptable

performance even at scale

c. Single point of bottle-neck and failure must be avoided

d. System should support asynchronous processing by enabling loosely coupled and messaging

architecture

8.10. Security Level

The platform needs to have capability to manage security and privacy at multiple levels. A

transactional service may require higher security levels than an ordinary information service such as

status check or weather forecast. Non-functional requirements such as data security, user

authorization and access control need to be taken into account while designing the platform.

8.11. Support all mobile devices

The platform should support all mobile devices like smart phones as well as feature phones.

8.12. Upgradeability

Ability to upgrade services / add new services and mode to access these services effectively in a cost

effective manner without affecting other parts with a commitment for backward compatibility as per

the policy guidelines of mobile governance platform

8.13. Open Source

Due to significant benefits offered by Open Source applications, both Private and Government

organizations are opting for Open Source Software. Apart from the obvious savings in License Fee

and AMC, the bigger benefits are achieved by avoiding vendor lock-in. The open source software like

database, application server, web-server, reporting tools, integration engine, and operating system

shall be considered for use as much as possible. Bidder is solely responsible for selection of

technology (open source or otherwise) by keeping the functional, technical and non-technical

requirements in mind. Bidder should justify his approach for selection of technology along with

associated Risks and Benefits.

8.14. Use of Open Standards

Choice of technology should be based on widely used frameworks and well established open

standards, the choice of open technology should meet the system requirements

a. Platform must be built on open standards, must use open source to the extent possible, must

publish open APIs for various entities to consume

b. All activities performed on the platform should be enabled through documented published

APIs with the same level of authentication and security

c. Platform should create standards for those areas where none exist

d. Avoid vendor lock-in by selecting appropriate common denominator (ex. do not use vendor

specific relational database features, as use of such features may result in lock in to the same

vendor)

8.15. Loosely Coupled Modules

The modules of the platform need to interact with each other in a seamless manner, plugging in or

plugging out of the modules or functionality should not impact other modules of the platform.

Platform should have the ability to process large number of concurrent requests / messages in both

synchronous and asynchronous manner depending on the functional need, the need to process large

number of concurrent requests without losing a single request may necessitate a strong messaging

architecture to be in place.

8.16. Avoiding Device Vendor Lock-in

SMS, IVR, USSD (on GSM network) channels work across any device hence there is no risk of the

(mobile device) vendor lock-in issue.

Smart Client as well as Mobile Web applications need to work across various devices and device

families. Instances of application working only on certain devices or device families must be

documented and prior approval from ESD must be obtained before launching such services on the

platform.

Vendor is required to evaluate the technology platform to be used for development of the mobile

application, any technology platform which would result in vendor lock-in must be avoided at any

cost.

In case vendor develops the mobile app using a framework, that framework must be made available

even after the expiry of the agreement for ESD to use, at the same time, vendor must provide

sufficient explanation to for use of one method over other (Ex. native application versus mobile app

developed using framework)

Technology choice by vendor must not limit ESD's ability to roll out the services, on-board 3rd party

as well as other department services in any way.

Vendor shall provide the migration path from one technology to another in case a proprietary

technology is used to develop mobile applications.

By considering the above objectives, it is recommended that the bidder should consider the following

for proposing mobile governance platform:

a. Industry standard relational database and open source

i. Specific database features which may potentially lock-in the DB vendor must be

avoided unless specifically approved / requested by ESD (Mee Seva)

b. Industry standard technology stack to develop server components

c. Loosely coupled architecture with messaging support

d. Industry Standard Operating System

9. Scope of Work

The broad scope of work for Implementation Agency (IA) is described below:

9.1. Mobile Services Delivery Gateway (MSDG)

a. Development, maintenance, deployment and monitoring of centrally located loosely coupled

n-tier based software for enabling government services on the mobile across various mobile

channels

b. Development, maintenance, deployment and monitoring of centrally located n-tier web portal

to manage various aspects of mobile services delivery gateway

c. Deployment, maintenance & monitoring of application servers, database server and other

related servers at primary and DR site relating to MSDG.

d. Integrate with any external mobile apps as may be decided by ESD.

e. Create and manage UAT (User Acceptance Testing) setup for MSDG. The UAT setup shall

be near replica of the production setup, ESD (Mee Seva) and IA to work together to decide

the configuration of the setup

f. Enable various services for departments as well as external agencies to be consumed by

citizen, businesses and government departments / agencies

g. Supporting user acceptance testing of the MSDG platform, services across various channels

h. Manage application, data and server security of the MSDG platform

i. On-going enhancement of the core platform by implementing new features, enabling newer

technologies to meet Government of Telangana’s mobile governance objectives

j. Responsible for management of operations activities of mobile governance like reconciliation,

grievance redressal /issues raised by help desk, supporting departments to resolve their

queries by providing product information, logs and other related information

k. Development of smart client and mobile web applications to work across devices

l. Implementation of call flows for USSD, IVR (including voice recording in multiple

languages) and other channels to meet department’s requirement

m. Adherence to SLA and SLA monitoring

9.2. Integration Layer and APIs

a. Creation, maintenance, deployment and enablement of various standards based Open APIs on

the MSDG platform for departments as well as external entities to integrate with

b. Support for both on-line, real-time as well as batch mode integration

c. Support for various data formats like XLS, XML, CSV, Delimited based, Text etc.

d. Publishing of API Development guide as well as Security standards document for integration

with MSDG to any external app developers.

e. Publish standards for an external device (ex. Mobile Point of Service, Kiosk) to securely

communicate with MSDG via UCM (Unified Communication Module)

9.3. Mobile Application Store (MAS)

Enablement of mobile application services is very similar to enabling services of the departments but

for the purpose of clarity the MAS activities are explicitly listed below:

a. Development, maintenance, deployment and monitoring of mobile application store

platform for external agencies and citizen to create, deploy, manage and maintain mobile

applications

b. The MAS module should allow 3rd parties to deploy and integrate the application with

MSDG platform. Test environment for MAS providers to deploy, test and certify the

application

i. the responsibility of approving the application to be deployed in production

environment will be that of ESD

c. Primary role of the IA is to provide the processes, policies, framework and APIs for MAS

to develop the apps per standards

d. Process to deploy, test, certify and then move the applications to production environment

e. Standardized process for MAS providers to integrate their content with MAS application

deployed on the platform

f. Provide usage statistics and revenue calculations

g. Tentative list of VAS services is given in Appendix-4

9.4. Compliance and Certification

a. Platform to comply to various guidelines & regulations (ex. RBI’s mobile banking & payment

guideline, TRAI’s Bulk SMS Guideline) for un-interrupted and smooth functioning of the

platform

b. Assist ESD to remain compliant with various certifications and standards for un-interrupted and

smooth functioning of the MSDG Platform

9.5. Support

a. Responsible for providing access to Help Desk managed by ESD

b. Help Desk identified by ESD to provide Level 1 support for mobile governance transactions

c. Work with ESD and various government departments to define Level-2 support and resolution

process

9.6. Documentation, Training and Support

a. Creation and regular updation of necessary documentation necessary for mobile governance

platform

b. Conducting training to help government departments to enable mobile services for the respective

departments this includes providing training to the department employees and other officials on

mobile governance, training related to their services and other related services for them to

generate maximum benefit out of the mobile governance initiative

c. Please refer to Annexure 5 for Training requirements.

d. Please refer to Annexure 6-for documentation requirements.

e. Please refer to Appendix-7 for the Project Launch documentation requirement

9.7. Relationship Management

a. Manage day to day relationship with ESD, regulatory authorities, telecom operator, financial

institutions, other government departments necessary to make the platform operational

b. Co-ordinate with ESD on strategic relationship management initiatives

c. Bidder to deploy Three (03) Full time Resources at the premises of ESD, the resource profile

requirements are given below:

i. One Project Manager

a. Engineering Degree or Masters with a Management degree

b. Minimum 5 years of project manager experience with minimum 2 years of

experience of working with telecom operator

c. Minimum 1 year of experience of working on payment gateway or mobile

banking or mobile payment or mobile governance project

ii. One Operations Manager (for managing the application and database of the production

and UAT environment)

b. Minimum 5 years of operations manager experience with minimum 2 years in

iii. One Product Manager (for managing functional requirements of the platform and

integration with external entities including mobile application providers)

interfaces like SMS, IVR, USSD, Mobile Web, Smart Client

9.8. Create and publish various standards

9.9. Setting up and managing MSDG platform in DC &DR Center

a. Deployment and management of MSDG platform and services at DC &DR center. The DC & DR

center will be made available by Government of Telangana.

b. Responsible for performance and scalability of the platform at DC &DR Center, the list of

services and channels to be operationalized at the DR location to be provided by Government of

Telangana.

c. IA is required to recommend the complete BOM for DC &DR as a part of their bid.

d. RTO (Recovery Time Objective) and RPO (Recovery Point Objective) shall be as per Govt. of

Telangana DR Policy.

10. Business Model

The various elements of mobile Governance business model are given below along with the Roles and

Responsibilities of IA and associated payment terms.

The IA will have to submit the commercial proposal as per the format given in Volume-II.

10.1. Payments model

1. Bidder should propose the MSDG platform as per the Technical requirements specified in the

RFP.

2. ESD shall release the payment as follows:

a. 50% of the platform cost to be paid upon successful Go-Live

b. Remaining 50% to be paid 6 months after Go-Live

c. Payment of MSDG AMC cost in Quarterly Installments after one year from the Go-

live date.

d. Payment of service charges for transactions will be on quarterly basis.

NOTE:

Definition of Go-Live given in RFP Volume 3 section 1.1.18

10.2. Infrastructure

1. Hardware (Servers, Storage) at Data Centre and DRC

i. Bidder should recommend the sizing of required Hardware as part of their proposal.

Technical scoring would be given for the Hardware recommended by Bidder as

mentioned in Technical Evaluation Criteria with a higher score for lesser infrastructure.

Bidder should take into consideration number of services and estimated transactions

mentioned for sizing of the required Hardware and IA will be responsible for

performance of hardware as per the SLAs. If the hardware actually is significantly

different from what is quoted in the bid, additional hardware cost will be charged to the

bidder and deducted from the payments due.

ii. ESD shall make available the recommended Hardware as suggested by IA at DC and

DRC, along with the common infrastructure like Networks, Switches, Routers, Security

(Firewall, IPS/IDS, Antivirus) etc.

2. Infrastructure for SMS, IVRS, USSD

i. Bidder should recommend the sizing of required Hardware as part of their proposal.

ii. ESD shall make available the recommended Hardware at DC and DRC accordingly

For the purpose of clarity: IA is only required to suggest the Bill of Material for the MSDG platform,

ESD to take the responsibility for procuring the same. If the infrastructure in production environment

within the mentioned volume is significantly different from what is quoted in the bid, additional

hardware cost will be charged to the bidder and deducted from the payments due.

10.3. Service Enablement

1. Please refer to RFP Volume-1 section 6.2 Service categorization

2. Please refer to RFP volume 2 financial bid format (Annexure 15) for commercial calculation.

3. The indicative VAS services are enclosed in Annexure-4

4. The proposed revenue share for VAS services (ESD, IA and MAS), apart from the payments

for license/AMC of MSDG and transaction charges from ESD is given below:

i. On-Boarding fee charged from MAS for service on-boarding to be shared as below

a. 75% to be paid to IA

b. 25% to be retained by ESD

ii. AMC charged from MAS for services to be shared as below

a. 75% to be paid to IA

b. 25% to be retained by ESD

iii. Transaction fee / Convenience fee earned by ESD from the MAS to be shared as below

a. 75% to be paid to IA

b. 25% to be retained by ESD

ESD to come up with guidelines for on-boarding MAS / VAS services

Example

Let us assume that, XYZ Pvt. Ltd. has developed a service to order “Tirupati Prasadam” on

mobile. The company decides to charge Rs. 10 per order and XYZ Pvt. Ltd. and ESD agree

for a 60:40 (XYZ Pvt. Ltd.:ESD) revenue.

Out of 40% revenue earned by ESD (i.e. Rs. 4 in this case), ESD shall share 75% of the same

with IA. Hence IA will earn Rs. 3 for every successful transaction for the service offered by

XYZ Pvt. Ltd.in this case.

Note:

The above example is to be used as an illustration and should not be considered as any

indication or guideline. The purpose of the example is to provide clarity on the workings of

transaction revenue share.

10.4. Channel Usage payments

All the channel usage costs will be borne by ESD. IA should generate and provide the report on the

channel usage every month and assist ESD in ensuring all the payments are made in time.

NOTE:

For the purpose of clarity: IA is only required to generate the report on usage of SMS, USSD, and

IVRS. ESD shall make payment to the Telcos accordingly.

10.5. Help Desk

ESD intends to use the existing Call Centre for Help Desk operations. IA should provide access for

the Help Desk module of MSDG platform to the Call centre agents.

NOTE:

For the purpose of clarity: IA is only required to provide Help Desk module as part of MSDG

platform.

10.6. Training

IA will be responsible for providing Training as per the Training requirements mentioned in

Annexure-5.

10.7. On-Site Resource

IA will be responsible for providing 03 Resources on-site, the detailed requirement is given in

section8.7 of this document.

11. Responsibilities

11.1. TSTS

The responsibility of Telangana State Technology Services (TSTS) is provided below:

a. TSTS is the agency responsible for managing the tender process and evaluation in

conjunction with other stake holders like ESD, NISG etc.

b. TSTS will also work on empanelment of Mobile Application Developers so as to

Facilitate and provide handholding support to individual departments for on-boarding

and API integration.

c. TSTS will also procure Hardware for the project based on the Bill of Quantity (BoQ)

suggested for this project.

11.2. Electronic Service Delivery ESD (Mee Seva)

ESD will be the lead user and will be singularly responsible for the project. The overall responsibility

of ESD is broken down into broader areas, these various areas and the specific responsibility under

each area is listed below

A. General Management

a. Constitute the Governance and Project Management Structures from Government as

required for implementation of mobile governance

b. Create PMU (Program Management Unit) who would be responsible for management

of Mobile Governance initiative in Telangana

c. Evaluate the bids received in response to this RFP and select the IA

d. Finalization of the agreement and the SLA with the IA

e. Facilitate meeting of the Steering Committee at regular intervals to take stock of the

progress of the project, resolve issues

f. Issue relevant Government Orders and guidelines with respect to any reforms or

Business process reengineering with defined Standard operating procedures (SOP)

g. Appoint 3rd party agencies to perform validation of deliverables, to review

architecture, to review the performance and scalability of the MSDG platform. The

MSDG Portal should get Quality Certified by agency like STQC / Third Party

Agency appointed by ESD.

B. Facilitate Data Center (DC) and Disaster Recovery (DR)

a. Provide adequate space and racks in the data center and DR Center to host the MSDG

servers

b. Provide network infrastructure, internet connectivity, power and other related items

for smooth functioning of the MSDG application in DC and DR

c. Provide backup tapes/disks for periodic backup of the data, software and other related

configurations of MSDG platform in DC and DR

d. Provide SAN or similar setup

C. ESD Program Management Unit

a. PMU to be the point of contact for departments for m-enablement of their services

b. PMU will work on the policy guidelines for on-boarding Mobile Application Service

providers which will be done with the IA

c. PMU to define process to select and show case innovative applications

d. PMU to Manage relationship with external entities like Telecom Operators, Banks

and other financial institutions including m-wallet providers, 3rd Party Application

Provider

e. PMU to work with ESD to negotiate Merchant Service Fee (MSF) with the banks for

processing card based (Credit Card, Debit Card, American Express) and account

based transactions (UPI/IMPS – P2P/P2M, Direct Acct connectivity)

f. PMU shall be responsible for business relationship with other wallet providers

(Telecom operator’s m-wallet, other private semi-wallet providers)

g. Prioritize the departments and services to be m-enabled

h. Develop roll-out plan for all the services in consultation with ESD

i. PMU to review of functional specifications, test documents, acceptance plant, project

plans, architecture related to MSDG platform

j. PMU to Co-ordinate training related to mobile governance initiative

k. PMU to interact with various regulatory authorities like TRAI, NPCI, RBI

l. PMU to be responsible for managing FAT (Functional Acceptance Testing), Load

Testing, Performance Scalability Testing, the IA is required to provide the necessary

baseline documents and other documentary evidence of carrying out the testing for

necessary testing and will assist PMU in all these aspects to complete the testing.

11.3. Implementation Agency

1. Mobile Services Delivery Gateway (MSDG)

a. Responsible for development, management and maintenance of the MSDG services

and servers as per the scope of work. Development includes complete SDLC from

requirement gathering to roll-out of the service.

b. Responsible for deployment of the necessary H/W and S/W to operationalize the

platform (Ex. Servers for applications, O/S, Database Servers, Application Server,

Web-Server, Database)

c. Responsible for day to day operations of the platform which includes reporting,

reconciliation, dispute resolution, managing escalations and resolution of customer

queries

d. Responsible to integrate with SMS Aggregator/ SMS Gateway for SMS based Push

& Pull services

e. Responsible to integrate with Telecom Operator for enabling USSD communication,

responsible for developing call flows for USSD channel

f. Responsible to enable IVR based transactions by integrating with IVR channel /

vendor, this includes s/w development for IVR, menu development and recording of

prompts in at-least 3 languages, the IA is required to provide end-to-end IVR

solution.

g. Government of Telangana may opt for multiple short / long codes for SMS, IVR,

USSD, IA is required to meet ESD’s requirement for multiple configurations / codes

in the system.

2. Standards including security standards

The Indian voter ID card is issued by the Election Commission of India. Its main purpose is as identity proof while casting votes. It also serves as general identity proof, address proof, and age proof for casting votes as well as for other purposes etc. All citizens of India who are 18 years of age as on 1st January of the year for which the electoral roll is prepared are entitled to be registered as a voter in the constituency where he or she ordinarily resides. To get voters ID card, one has to fill up Form 6 and submit it along with photographs.
