In order to effectively ensure the attainment of the above objectives, SWDL-Net was established by virtue of AO 20 s. Of 2005 of the “Establishment of the SWDL-Net.” The network engages the participation and expertise of its members who will guide in the over-all functioning of the network as well as the conduct of trainings and other activities formulated for intermediaries and stakeholders. It also provides inputs on the various topics and modules crafted for utilization by target participants. Capacity Building Section (CBS) serves as the overall secretariat of the SWDL-Net NCR. Context/Challenges Addressed

on new trainings intended for intermediaries as well as provide updates on implementation of capability building projects. It was also the year wherein the network decided to expand its membership to the academe specifically those Universities offering course on Social Work namely, Pamantasan ng Lungsod ng Maynila (PLM) and St. Joseph College. In order to intensify the partnership among the organizations, a MOA signing took place in October 21, 2011 at the NCRPO office in Taguig City. At the time, the chairmanship of SWDL-Net was spearheaded by Dir. Thelsa P. Biolena. Among the member organizations, a technical working group on capability building was established to ensure implementation of capability building activities particularly those trainings identified based on result of TNA. Results/ Impact/ Outcome of the Good Practice

With the existing core group of SWDL – Net, technical assistance to intermediaries was also provided through the Social Welfare Development and Learning Network (SWDL – NET) along capability building activities such as training, forum, and technical working groups.

The DSWD NCR SWDL – NET initiated its first activity in 2009 through a Forum on VAWC Prevention which was attended by 100 participants mostly social work students, from NGOs, and NGAs. It was followed by the conduct of Training on VAWC attended by social workers from LGUs and NGOs. In 2010, another training was spearheaded by SWDL – NET focused on Gender Responsive Case Management (GRCM). The participants were social workers from LGUs, NGOs, and DSWD organic staff. Network member from UP – CSWCD was tapped as resource person during the training. And in 2011, training on Participatory Monitoring and Evaluation was implemented by the SWDL – NET spearheaded by the Development Center for Asia Africa Pacific (DCAAP). This aimed to institutionalize M & E mechanism of LGUs to gauge effectiveness and efficiency of their programs and projects.

SWDL – Net NCR With Fr. Pierre Tritz and Ms. Jacel Paguio, TAD Chief Prof. Mary Lou Alcid of UP – CSWCD was also tapped several times as resource speaker on various training programs of the field office, particularly on case management and gender fair language. Quarterly SWD L-Net Meetings served as a venue to share DSWD contribution and important role in rationalizing social protection in the Philippines.

Poverty Reduction Programs and Services and its update were shared to the members. This includes 1. Pantawid Pamilyang Pilipino Program, 2. Sustainable Livelihood Program, 3. Interim Shelter Fund, 4. Comprehensive Program for Street Children, 5. Social Pension and 6. National Household Targeting System among others to raise awareness of the members and solicit support among them on the implementation of the same. SWD L-Net members were encouraged to engage particularly on the concerns regarding pantawid pamilyang pilipino program, street families/children.

During the advocacy meeting in PLM, June 2011 The continuous contribution of Community Builders Foundation through Ms. Belinda Manahan in the provision of livelihood assistance and feeding program for the street children and others were highlighted to encourage other members to do the same. Provision of capability building activities of SWD L-Net members to intermediaries are the priority activities for the following years.

Lessons Learned Given the emerging concerns to advocate the Social Work profession, the SWDL – NET NCR became the instrument to sponsor and spear head the activity along Marketing of Social Work Profession entitled: Career Orientation and Marketing of

Social Work Profession: “Challenges and Opportunities for Social Workers in the 21st Century” in November 2013. The network is bound to advocate and promote the social work profession and work together at all levels for change and social movements. The main goal of the activity is to market the social work profession and encourage the direct implementers to enhance their competency along social welfare and development and to encourage possible enrolees in social work.

On the other hand, as part of advocating the Social Work profession, some DSWD NCR employees are engaged in part time teaching in different universities in Manila like De La Salle University – Taft, College of Saint Benilde, and Centro Escolar University. Existing partnership with the academe greatly contributed not only in the professional growth of staff but they also serve as conduits and experts in providing improvement on career advancement to intermediaries as partners of the agency in the implementation of world class standard social protection program and services with the hope that this be incorporated in the schools’ social work curriculum.

GOOD PRACTICES

1. SWD L-Net Members intensified their involvement in public and private partnership through the implementation of DSWD Social Protection Programs;

2. External core group of specialists who provide technical assistance and serve as expert as resource speakers on SWD concerns; and

3. Students were mobilized as volunteers during disaster operations

EFFECTS ON SERVICE DELIVERY

1. Student/Trainees greatly augmented in the manpower of the residential care facilities especially in assisting clients in their daily activities;

2. Generated Affiliation/Placement Fees of students are utilized in the administrative needs of the center (e.g. supplies) and capability building of staff (e.g. training.)

3. Developed policies for continuous institutional and organizational development.
