Low Hwee Chua is a Tax Partner and has more than 25 years of experience in taxation services including 2 years with the Inland Revenue Authority of Singapore (IRAS). He is also the leader of our Tax & Legal practice in Deloitte Singapore and Southeast Asia.

Hwee Chua specialises in corporate income tax and international tax; working with clients to confirm their businesses’ tax affairs are managed efficiently and cost effectively. He has extensive experience in the areas of tax compliance and tax consultancy work for local and multinational companies. Hwee Chua has also been extensively involved in providing tax advice on a wide variety of corporate tax consulting projects including restructuring, mergers and acquisitions, tax due diligence, and structuring of inbound and outbound investments. He has also assisted various MNCs to understand what is available and the requirements for qualification of tax incentives and grants with the Economic Development Board.

Hwee Chua is an Accredited Tax Advisor (Income Tax) with the Singapore Institute of Accredited Tax Professionals (SIATP), an accreditation body for tax professionals in Singapore and is also a Board member of SIATP.

Mr Song holds a Master of Arts in Econometrics from the University of Canterbury, New Zealand. He started his career as an economist in Malayan Banking Bhd in Kuala Lumpur. He moved to Singapore in 1990, and worked as a Regional Economist with various major multi-national financial institutions such as Merrill Lynch; Warburg Dillon Read as well as ABN Amro. Mr Song areas of focus are in the economies of ASEAN-5. He is a familiar icon in South-East Asia's news media as he has greatly contributed his professional views on the regional financial markets.

Rohan uses his international experience in providing tax solutions for clients in Singapore and the region. Rohan’s clients are across diverse industries such as Consumer Products, Real estate, Hospitality, Infrastructure, Technology.

Rohan has a deep understanding of the Singapore as well as the Indian regulations and provides advice to clients on entry strategies, cash repatriation strategies, withholding tax planning, mergers and acquisitions.

Rohan is a Chartered Accountant from India and an Accredited Tax Advisor (Income Tax) with the Singapore Institute of Accredited Tax Professionals. When he is not at work, Rohan loves cooking and being a DJ.

Richard Mackender leads the Corporate Secretarial Services team for Deloitte Singapore. He has more than 20 years of experience with Deloitte. He began his career with Deloitte UK’s London VAT team in 1997 and moved in 2003 to Singapore.

The Corporate Secretarial team provides support for companies in respect of the formation and on-going administrative compliance of companies, representative offices and branches in Singapore. The team works closely with the other functions in the Firm to ensure a seamless connection for the resulting tax and compliance requirements that flow from the initial set-up of an entity. The team legal entity management tools to deliver a competitively priced and consistent solution to of the corporate secretarial clients.

Richard holds a law degree from the University of Wales (UK) and subsequently trained as a Barrister. He was called to the Bar in October 1997 and is a member of Gray’s Inn. He is also an Accredited Tax Advisor (GST) with the Singapore Institute of Accredited Tax Professionals (SIATP).

Yee Loong is currently Professor of Accounting in the School of Accountancy, Singapore Management University, Honorary Technical Advisor (tax) of the Institute of Singapore Chartered Accountants, Board Member of Inland Revenue Authority of Singapore and Singapore Institute of Accredited Tax Practitioners, Council Member of Professional Education Council of the Singapore Accounting Commission, Council Member of the National Arts Council and Chairman of the Curriculum and Examinations Development Committee of the Tax Academy of Singapore.

Victor Mills is Chief Executive, Singapore International Chamber of Commerce (SICC) which he has led for over 7 years. He has lived and worked in Singapore for over 37 years.

Prior to joining the Chamber, Mr. Mills had a 30-year career in financial services, 29 of them in Asia-Pacific serving customersin a variety of senior regional business roles. He was a commercial banker for 10 years and an institutional banker for 20 years. In the latter role he covered the southeast Asian, south Asian and south and east African markets.

Mr. Mills is a director of ESSEC Asia Pacific. He is a Member, Total Defence Awards Evaluation Board. He chairs IRAS’s Taxpayer Feedback Panel and is a member of the Data Protection Appeal Panel. He is also a member of both the Singapore Institute of Directors and the Singapore Institute of International Affairs.

He holds a Master of Arts degree in Area Studies (Eastern Europe and Russia) from the University of London, United Kingdom and a Bachelor of Arts degree in History from the New University of Ulster, Northern Ireland, United Kingdom.

Mr. Mills is a very proud citizen of Singapore.

Liew Li Mei

Liew Li Mei

Li Mei is an Accredited Tax Advisor (Income Tax) and a Tax Partner at Deloitte Singapore, Li Mei leads the International Tax service line in Singapore. She has more than 21 years of experience serving multinational, local and Singapore listed companies in a variety of industries, including the consumer products and services, life sciences, retail, manufacturing as wellas other commercial sectors on Singapore corporate income tax matters.

She is well versed in Singapore income tax law and practice and has also been significantly involved in advising on a wide range of issues including cross-border taxation issues, the use of double tax treaties focusing on BEPS, MLI, permanent establishment issues and withholding tax, legal entity restructuring, migrating intellectual property, tax incentives in Singapore, tax due diligence, acquisition structuring and post-acquisition restructuring.

Li Mei was seconded to Deloitte New York from September 2009 to September 2012 where she was the Singapore desk leader in our International Core of Excellence (ICE) program.

James Walton

SEA Sports Business Group Leader, SEA Travel, Hospitality & Services Sector Leader,and SEA Clients & Markets LeaderDeloitte Southeast Asia

James has over 18 years of professional services experience with Deloitte, during which he has worked in over 50 countries. He started in Deloitte’s Tax practice in London and Prague before becoming the Clients & Markets Director of Deloitte Central Europe in 2005. James has been in Singapore since 2010 and was made a partner in 2015. He oversees all marketing, communications and business development activities of Deloitte across the ASEAN region and co-leads the SEA CFO Program.

James is also the Sports Business Leader for Deloitte Singapore and Southeast Asia, overseeing all of Deloitte’s services forclients in the sports and leisure industry. He sits on Sport Singapore’s spexBusiness Advisory Panel that looks at how corporates can support athletes and was the only private sector representative on the Singapore Committee for Disability Sports. James led Deloitte’s staff and community activation programs for the 28th SEA Games and the 8th ASEAN Para Games in 2015 and was a keynote speaker at the 1st Congress of the Association of Sports Institutes in Asia.

He also oversees the Deloitte Ignite athlete employment program which has provided employment and internships to over 60 Team Singapore athletes in the 3 years, and was the driving force behind Deloitte’s partnership Netball Singapore to provide internship and scholarship opportunities to elite netball players.

He is regularly quoted as a subject matter expert in the Singapore and international press on topics including the economic impact of sports, building sustainable sports businesses and corporate/government support to athletes.

In addition, he is the Travel, Hospitality and Services Sector Leader for Deloitte Southeast Asia which includes the leisure,gaming, travel and tourism sectors.
