CENTRAL COUNCIL OF INDIAN MEDICINE

NOTIFICATION

New Delhi, the 12th October, 2006

No. 18-1/2003{SIDDHA).—In exercise of the powers conferred by clauses (i), 0) and (k) of sub-section (1 ) of Section 36 of the Indian Medicine Centra! Council Act, 1970 (48 of 1970), the Central Council of Indian Medicine, with the previous sanction of the Central Government, hereby makes the following regulations further to amend the Indian Medicine Central Council (Minimum Standards of Education in Indian Medicine} Regulations, 1986, namely :— 1.(1) These Regulations may be called the Indian Medicine Central Council (Minimum

Standards of Education in Indian Medicine) Amendment Regulations, 2006.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. In the Indian Medicine Central Council (Minimum Standards of Education in Indian Medicine) Regulations, 1986, for Schedule II, the following Schedule shall be subs.litu.ted, namely:-

"Schedule I I " LAims and objects of Siddha Education : (See regulation 6)

Siddha education should aim at producing graduates of profound scholarship having deep basis of Siddha with scientific knowledge in accordance with fundamentals with extensive practical training who would be able and efficient teachers, research scholars, physicians and surgeons of Siddha System fully competent to serve in the medical and health services of the country.

2.Title of the course : Siddha Maruihuva Arignar (Bachelor of Siddha Medicine and Surgery ) (B.S.M.S)

3. Eligibility for Admission:

(a) The candidates belonging to all categories for admission to the Siddha Maruthuva Arignar Course must have passed 12 t h standard with Science with at least 50% marks in aggregate in the subjects of Physics, Chemistry and Biology.

(b) The relaxation of the minimum marks prescribed above for deciding eligibility will be according to the rules and regulations of the respective University or State Government notification from time to time.

(c) He should have passed Tamil as one of the subjects in the 10 l h Standard or in Higher Secondary course.

(d) Candidate who are not covered under clause (c) above, have to study Tamil as a subject during the I s t Professional course.

4. Age Limit: Candidates should have completed the age of 17 years at the time of admission '

or

would complete the age, as above, on or before 3 1 i l December of the year of admission.

5. Duration of the Course: The course shall be of Sf/j years duration including one year compulsory Rotatory Resident lnternship(CRRI) as mentioned here under ;-

First Professional course Second Professional course Final Professional course Compulsory Rotatory Resident Internship

18 Months 18 Months 18 Months 12 Months

Degree to be awarded:

The candidate shall be awarded Siddha Maruthuva Arignar (Bachelor of Siddha Medicine and Surgery-BSMS) degree after completion of prescribed course of study extending over the prescribed period and passing of the final examination after satisfactorily completion of CRRI.

6. Medium of Instruction: Tamil or English shall be the medium of instruction for the Course.

7. Commencement of the Course: The Course shall commence on 1 s t July of an academic year or the date fixed by the Central

Council of Indian Medicine from year to year.

8. Cut off Dates: The candidates admitted for the course of Siddha Maruthuva Arignar (Bachelor of Siddha Medicine and Surgery) from 1st July to 30' September will be registered to take their I Professional Examination only in December of the next year.

9. Examination Dates: The examination dates will be fixed by the concerned University ensuring that the minimum number of working days have been completed.

10. Working Days: The working days for each Professional Course shall consist of not less than 360 days in 18 months.

11. The attendance required for Admission to Examination T h e attendance required for admission to examination, condonation of lack of attendance and re-admission after break of study shall be as per the norms of the concerned University.

12. Migration Transfer :

The provision of combination of attendance shall be granted to the transferee for admission to the examination of concerned University on satisfactory fulfillment of the regulations of concerned University.

13. Vacation : As per the norms of the concerned University.

!4. Submission of Laboratory Record Note books:

At the time of practical or clinical examination, each candidate shall submit to the examiner his laboratory record books duly certified by the Mead of the Department as a bonafide record work done by the candidate.

The practical record shall be evaluated by the concerned Head of the Department (Internal Evaluation) and the practical record marks shall be submitted to the University 15 days prior to the commencement of the theory examination.

No; other materials, like handwritten eyclostyled or printed guide is allowed for reference during the practical examinations.

in respect of failed candidates, the marks awarded for records at previous examination will be carried over for the subsequent examinations, or the candidate shall have the option to improve his performance by submission of fresh records.

IS. Internal Assessment:

A minimum of three written examinations shall be conducted in each subject during the professional course and the average marks of two best performances shall be taken into consideration for the award of interna) assessment marks.

A minimum pf two practical examinations shall be conducted in each subject during the professional course and the best performance shall be taken into consideration for the award of internal assessment marks,

A candidate who fail in any subject shall be provided an opportunity to improve his internal assessment marks by conducting a minimum of two examinations to be held separately in theory and practical and the average may be considered for improvement.

The internal assessment marks (both in written and practicals taken together) shall be submitted to the University endorsed by the Head of the Institutions, 15 days prior to the commencement of the theory examinations.

16. Marks qualifying for pass : (Either subject wise or Collectively)

(a) The minimum pass marks in each subject is 50% (details are given in the examination scheme).

(b) A Successful candidate who secures 60% marks or above in the aggregate in his first appearance will be declared to have passed in the first class in that particular subject, and a successful candidate securing 75% marks or above, in the aggregate in any subject in the first appearance will be declared to have passed the examination in the subjects with distinction.

(c) First class will be awarded to such candidates who have passed all the subjects securing 60% marks and above in first at the appearance in all the subjects he/she had appeared.

(d) The candidates who have passed securing 75% marks and above at the first appearance he/she had appeared in all the subjects shall be awarded first class with distinction.

(e) All other successful candidates shall he declared to have passed in second class.

17. Appearance for the failed Subjects:

The candidates, who fail in any subject has to appear only in that subject in the next examination.

18. Course of Study :

I. First Professional Bachelor of Siddha Medicine and Surgery (B.S.M.S.)

(t) Duration of the course: The duration of the course shall be 18 (eighteen) months.

(2) Commencement of the Course: The course shall commence on 1st July of an Academic year or the date fixed by the Central Council of Indian Medicine from year to year.

(3) Subjects of Study : (i) Siddha Marutluiva Adippadai Thathuvangalum Varalarum [History.and Fundamental

Principles of Siddha Medicine.

C.R.R.I. (Compulsory Rotatory Resident Internship): The C.R.R.I, shall be completed in the teaching hospital'Siddha hospitals wherever available in the state (Dispensaries and Primary Health Centres) for the period of 12 months after passing the final examination by rotation. Training on various National Health Programmes will also be incorporated in the C.R.R.I.
