Master of Computer Application Education
The Indian economy is on an extremely positive note; growth is across sectors, both in traditional industries and new sectors. In such an environment, corporate India will need young and talented youth to actively participate, manage, design, develop and lead several IT initiatives. It has not been better than this for aspirants of MCA education.
The Computers/Computer Knowledge has become as indispensable in today’s world as food, shelter, and clothing. The service sector in the world is experiencing a boom and India has emerged as world leader. MCA is the course that is a junction for the confluence of students from various disciplines, and so, achieves a judicious blend of enhancing the core competence along with learning new technologies and tools.
MCA is for graduates who want a fast track into leadership positions as information systems professionals as information system consultants, directors or managers, chief information officers, information system policy analyst, consultants in e-commerce, project managers and also for those whishing to pursue further research. The MCA course covers the technical as well as managerial aspects of the computer applications. It offers advanced study into the conceptual basis of information systems as a discipline and introduces students to research methods and current developments.
In the fast changing world with technological advancement, each person is compelled to take up at least two jobs in his life time today and consequently he/she needs to improve on their skill set. MCA provides this brilliant opportunity to re-enter into the main stream education rather than face & early retirement.
The Directorate of Technical Education aims towards making available these trained and qualified hands to serve the industry and society. Equality of educational opportunities and preparing highly skilled work force for enterprises widely with excellence is also one of the objectives of the Directorate of Technical Education. The endeavor of the Directorate of Technical Education is to be flexible enough to adapt to rapid change. The precise aim of the system is to develop and transfer the right talent to meet the demand of corporate India and the society at large.
The role of the Directorate is to persistently enhance the standard of quality of Technical Education by laying the policies, developing government institutions, guiding and supervising the self financed institutions, interacting with industry and national level institutions, coordinating with other departments of State Government and to contribute to the development of industry, state, society. In keeping with this the Directorate of Technical Education, is constantly striving to set high standards amongst the institutions that deliver Master of Computer Application Education.
We hope that this year we are able to serve the student community with the best learning and transparent environment and are able to groom students suited to play a significant role in the Indian economy both as capable corporate members and even better citizens.
The Director of Technical Education wishes all the aspiring candidates grand success in the MAH-MCA-CET 2006.
CLARIFICATION
The Hon’ble Supreme Court (Bench of Hon.7 judges) has delivered a judgment on 12/08/2005 in the case
of P.A. Inamdar in respect of ‘rights and entitlement’ of Government as against Private Professional
Educational Institutions. This judgment expects enactment of legislation by Central Government and in its
absence, by State Government in this regard. This process has been initiated. However it is not certain, as of
this date, as to when such legislation will come into force, as also its provisions.
In the meanwhile, in terms of the observations of the Hon’ble Supreme Court from the aforesaid judgment,
at least at this stage, it appears that State Government cannot claim any quota/seats in these
colleges/institutions, and consequently cannot effect admission in these Private Professional
Colleges/Institutes, except to the extent agreed to with certain institutions.
It is therefore made clear that on the aforesaid interpretation and advice given to the State Government,
this Brochure will not apply to the admissions to be effected in the academic year2006-2007 at the Private
Professional Colleges / Institution in so far as postgraduate courses are concerned, with the above
exception.
However, it is made expressly clear that if, after issuance of this Brochure, either on account of any
legislation or on account of any different interpretation/opinion/advice or due to any judgment/order
passed by any court of law or even otherwise, the State Government is found entitled to any seat(s) in the
Private Colleges/Institutions and consequently entitled to effect the admission(s) to such seat(s), the rules
and regulations set out in this Brochure will made applicable to such seat(s) and admission(s). In such
event, a separate intimation will be issued with appropriate details.
It is also made hereby clear in no uncertain terms that the same ‘Common entrance Test’ that is proposed to
be conducted in terms of this Brochure will govern such admission(s), if any.
It is hereby clarified that, Association of Unaided Private Institutes conducting MCA courses has
given in writing to the State Government that, the admission to the member institutes be
conducted on the basis of CET that is being conducted by the Government of Maharashtra in
pursuance of this brochure. The Association has also submitted in writing that, their admissions
be conducted under the CAP round by the State Government. Therefore, admission to these
institutes (a list of which is enclosed in the brochure) will be conducted on the basis of MAH-MCA
CET-2006 of the State Government and the CAP of the State Government. Separate rules will be
notified as to the allocation of seats, reservation etc. well in advance before the conduct of actual
allotment process by way of accepting option form.

Admission authority in the institute shall follow the procedure mentioned under rule no. 7.0 for admitting the candidates who have got the allotment through CAP.
2.0 Admissions to seats remaining vacant after offering admissions through CAP:
The seats remaining vacant after offering admissions to the candidates who have come through Centralised Allotment Process (CAP) are required to be filled up by the respective institutes. These admissions should be carried out strictly on the basis of inter se merit of the candidates who have applied for admission in that institute against vacancies in the respective categories. Candidates having Maharashtra candidature should be considered first. After admitting Maharashtra candidates, if seats still remain vacant then the seats can be offered to eligible OMS candidates.
2.1 In Un-Aided institutes, the vacancies in backward class category seats within sanctioned intake shall be filled after removing the seat tag i.e. by treating these seats as GENERAL seats. The seats thus shall be filled after preparing a common merit list of all the candidates who have applied for the Vacancy round at the respective Unaided Institute.
2.2 Un–Aided colleges shall notify the total number of vacancies in the institute after offering admissions to the candidates who have come through CAP, by advertisement with wide publicity for inviting application from eligible candidates with MAH-MCA-CET 2006 score in the CET conducted by the competent authority or as per the eligibility criteria specified in rule no. 2.0. Vacancies are also to be displayed on the notice board of the Institute. Detailed schedule of the admission process is also to be displayed.

These admissions will be made in a transparent manner and strictly as per the merit of the candidates who have applied to the institute. Institutes should display the merit list on their notice boards prior to admissions.
2.4 Under any conditions the intake should not exceed the sanctioned intake capacity for that course (excluding the J & K Migrant and Foreign National / Foreign students / PIO/ Children of Indian Workers in the Gulf countries).
2.5 The admission taken under this rule is independent of the admission taken through centralized allotment process conducted by the competent authority. Therefore, the refund rules of the respective institute will be applicable for the cancellation of admission of such vacant CAP seats. Institutes are required to specify their rules of refund on their Notice board as well as on their institute website before the start of round.
2.6 After admitting the MAH-MCA-CET 2006 and AIMCET 2006 qualified candidates, if seats still remain vacant then the institutions has to apply to the Director, Technical Education, M.S., Mumbai for obtaining approval for the conduct of CET from the Competent Authority appointed for MCA course.
